This paper examines the evolving global digital landscape from an African perspective. To do this, the paper problematises the concept of “digital sovereignty” in the African context by exploring the continent’s unique challenges. While investments by the United States (US) and particularly China in digital infrastructure projects have increased connectivity and improved lives, they raise ongoing concerns about Africa’s over-reliance on external partners and the implications of data exploitation and surveillance for the continent’s digital independence. Growing out of these concerns, the central argument of this paper is the need to delink African nation-states from foreign influence and control of the digital sector and to rearticulate or reframe the latter in terms of digital sovereignty. In this light, the paper contends that mainstream research on the Fourth Industrial Revolution in the African context does not sufficiently look past the power repertoires and dynamics of the US and China – whether blaming or crediting - when theorising digital sovereignty. Instead, the paper argues that to fully understand the African continent’s battle to establish and maintain a coherent framework for digital independence, it is essential to consider the challenges and constraints of digital sovereignty. Drawing on a review of extant literature, the paper springboards off a set of broad themes and case studies to deepen understanding and highlight key hurdles to Africa’s digital independence. Inspired by pandemic-transformed instruction, this paper examines the digital accessibility of five tech tools used in information literacy sessions, specifically for students who use assistive technologies such as screen readers. The tools are Kahoot!, Mentimeter, Padlet, Jamboard, and Poll Everywhere. First, we provide an overview of the Americans with Disabilities Act (ADA) and digital accessibility definitions, descriptions of screen reading assistive technology, and the current use of tech tools in information literacy instruction for student engagement. Second, we examine accessibility testing assessments of the five tech tools selected for this paper. Our data show that the tools had severe, significant, and minor levels of digital accessibility problems, and while there were some shared issues, most problems were unique to the individual tools. We explore the implications of tech tools' unique environments as well as the importance of best practices and shared vocabularies. We also argue that digital accessibility benefits all users. Finally, we provide recommendations for teaching librarians to collaborate with campus offices to assess and advance the use of accessible tech tools in information literacy instruction, thereby enhancing an equitable learning environment for all students. In this paper, we present findings from a three-year research project funded by the US Institute of Museum and Library Services that examined how advanced broadband measurement capabilities can support the infrastructure and services needed to respond to the digital demands of public library users across the US. Previous studies have identified the ongoing broadband challenges of public libraries while also highlighting the increasing digital expectations of their patrons. However, few large-scale research efforts have collected automated, longitudinal measurement data on library broadband speeds and quality of service at a local, granular level inside public libraries over time, including when buildings are closed. This research seeks to address this gap in the literature through the following research question: How can public libraries utilize broadband measurement tools to develop a better understanding of the broadband speeds and quality of service that public libraries receive? In response, quantitative measurement data were gathered from an open-source broadband measurement system that was both developed for the research and deployed at 30 public libraries across the US. Findings from our analysis of the data revealed that Ookla measurements over time can confirm when the library's internet connection matches expected service levels and when they do not. When measurements are not consistent with expected service levels, libraries can observe the differences and correlate this with additional local information about the causes. Ongoing measurements conducted by the library enable local control and monitoring of this vital service and support critique and interrogation of the differences between internet measurement platforms. In addition, we learned that speed tests are useful for examining these trends but are only a small part of assessing an internet connection and how well it can be used for specific purposes. These findings have implications for state library agencies and federal policymakers interested in having access to data on observed versus advertised speeds and quality of service of public library broadband connections nationwide. The global digital wave has flourished in recent years, and the digital technology revolution has emerged. Digitalization plays an undeniable role in promoting modern economic and social development in multiple aspects such as economy, society, innovation, public services and sustainable development, China's digitalization application is also developing rapidly. In order to better measure the current situation of China's digitalization development level, this paper constructs a comprehensive evaluation index system of digitalization development from four dimensions of talents in the digital field, digital infrastructure construction, digitalization innovation ability and international competitiveness, and tests the index system. The entropy method is used to measure the level of digitalization development between China and the United States, the United Kingdom, France and other major developed countries in the world, and the coefficient of variation method, kernel density estimation and Dagum Gini coefficient method are used to analyze the temporal and spatial characteristics and regional differences of digitalization development level of seven countries. This paper makes a comparative analysis between China and major developed countries from the historical perspective of the evolution of the techno-economic paradigm. Background: The United States is experiencing a direct support professional (DSP) crisis, with demand far exceeding supply. Although generating documentation is a critical responsibility, it is one of the most wearisome aspects of DSPs' jobs. Technology that enables DSPs to log informal time-stamped notes throughout their shift could help reduce the burden of end-of-shift documentation and increase job satisfaction, which in turn could improve the quality of life of the individuals with intellectual and developmental disabilities (IDDs) whom DSPs support. However, DSPs, with varied ages, levels of education, and comfort using technology, are not likely to adopt tools that detract from caregiving responsibilities or increase workload; therefore, technological tools for them must be relatively simple, extremely intuitive, and provide highly valued capabilities., Objective: This paper describes the development and pilot-testing of a digital assistant tool (DAT) that enables DSPs to create informal notes throughout their shifts and use these notes to facilitate end-of-shift documentation. The purpose of the pilot study was to assess the usability and feasibility of the DAT., Methods: The research team applied an established user-centered participatory design process to design, develop, and test the DAT prototypes between May 2020 and April 2023. Pilot-testing entailed having 14 DSPs who support adults with IDDs use the first full implementation of the DAT prototypes during 2 or 3 successive work shifts and fill out demographic and usability questionnaires., Results: Participants used the DAT prototypes to create notes and help generate end-of-shift reports. The System Usability Scale score of 81.79 indicates that they found the prototypes easy to use. Survey responses imply that using the DAT made it easier for participants to produce required documentation and suggest that they would adopt the DAT if this tool were available for daily use., Conclusions: Simple technologies such as the DAT prototypes, which enable DSPs to use mobile devices to log time-stamped notes throughout their shift with minimal effort and use the notes to help write reports, have the potential to both reduce the burden associated with producing documentation and enhance the quality (level of detail and accuracy) of this documentation. This could help to increase job satisfaction and reduce turnover in DSPs, both of which would help improve the quality of life of the individuals with IDDs whom they support. The pilot test results indicate that DSPs found the DAT easy to use. The development of efficient and reliable online assessments has become increasingly important in the digital era. We developed a 10-min online word reading assessment of global English based on the existing paper-and-pencil version of our English silent word reading test. The test includes two parts, namely, random word recognition and contextual word reading. A total of 889 participants (437 children and 392 adults; 62.7% female) took part in the study. They were from various regions including mainland China, Hong Kong SAR, Macau SAR, Poland, the United States, and the Philippines. Reliability and validity analyses on various demographics samples (by age and country/region of origin) demonstrated that the WordSword Test is highly reliable and valid (e.g., the correlation of this test with other English reading measures were above.80). Education level was positively correlated with test performance, while the correlations between age and test performance were not consistent. Ninety-seven children participants also took the paper-and-pencil version of the WordSword Test. The correlation between performances on the online and paper-and-pencil versions of the test was.879, one year apart. The supply / demand issue in behavioral health care is a well-established fact, and the mental health toll of the COVID-19 pandemic continues to add challenges to an already taxed system. Existing healthcare models are not set up to adequately address the increasing mental health related needs. As such, innovative models are needed to provide patients with access to appropriate, evidence-based behavioral health care within routine clinical care. This paper introduces Precision Behavioral Health (PBH) as an example of such a model. PBH is an innovative, digital first care delivery model that provides an ecosystem of evidence-based digital mental health interventions to patients as a frontline behavioral health treatment within routine care in a large multispecialty group medical center in the United States. This paper describes the implementation of PBH within a practice research network set-up as part of an integrated behavioral health department. We will present how our team leveraged the RE-AIM (Reach, Effectiveness, Adoption, Implementation, Maintenance; "What is RE-AIM?," n.d.) implementation science framework, which emphasizes the design, dissemination, and implementation processes at the individual, staff, and organizational levels, to prioritize key implementation constructs to enhance the successful integration of PBH within routine care. We describe how each of these constructs were operationalized to aid data gathering for rapid evaluation and lessons learned. Background: Learning health systems strive to continuously integrate data and evidence into practice to improve patient outcomes and ensure value-based healthcare. While the LHS concept is gaining traction, the operationalization of LHSs is underexplored. Objective: To identify and synthesize the existing evidence on the implementation and evaluation of advancing learning health systems across international health care settings. Methods: A mixed methods systematic review was conducted. Six databases (CINAHL, Embase, Medline, PAIS, Scopus and Nursing at Allied Health Database) were searched up to July 2022 for terms related to learning health systems, implementation, and evaluation measures. Any study design, health care setting and population were considered for inclusion. No limitations were placed on language or date of publication. Two reviewers independently screened the titles, abstracts, and full texts of identified articles. Data were extracted and synthesized using a convergent integrated approach. Studies were critically appraised using relevant JBI critical appraisal checklists. Results: Thirty-five studies were included in the review. Most studies were conducted in the United States (n = 21) and published between 2019 and 2022 (n = 24). Digital data capture was the most common LHS characteristic reported across studies, while patient engagement, aligned governance and a culture of rapid learning and improvement were reported least often. We identified 33 unique strategies for implementing LHSs including: change record systems, conduct local consensus discussions and audit & provide feedback. A triangulation of quantitative and qualitative data revealed three integrated findings related to the implementation of LHSs: (1) The digital infrastructure of LHSs optimizes health service delivery; (2) LHSs have a positive impact on patient care and health outcomes; and (3) LHSs can influence health care providers and the health system. Conclusion: This paper provides a comprehensive overview of the implementation of LHSs in various healthcare settings. While this review identified key implementation strategies, potential outcome measures, and components of functioning LHSs, further research is needed to better understand the impact of LHSs on patient, provider and population outcomes, and health system costs. A second presidential social media transition in the United States occurred as Joe Biden took office on January 20, 2021. In the years since Barack Obama pioneered the use of platforms like Facebook and Twitter while President, Donald Trump shaped his Presidency around the use of Twitter, primarily through a personal account created before entering politics. In this paper, we examine Donald Trump's use of Twitter during his presidency as a lens through which to understand the ongoing archival preservation and data management challenges posed by social media platforms. The blurred lines between public and private records, deleting tweets, and the preservation issues that appeared after his suspension from Twitter and other platforms following the January 6, 2021 insurrection at the US Capitol all highlight an urgent, ongoing need by archivists, digital preservationists, and information scholars to consider how we might collect and manage social media records in an ever‐changing information landscape. This paper draws primarily on publicly available information from existing preservation initiatives to analyze the state of digital preservation for presidential records. Our findings highlight how both public and private entities manage and provide access to Donald Trump's tweets, pointing to broader implications for social media data preservation. The last decade witnessed increasing involvement of criminal street gangs in domestic sex trafficking in the United States. This paper analyzes business models and practices of gang-controlled sex trafficking in Northern Virginia, based on the cases available from PACER, an electronic public access service of the United States federal court. This analysis shows that business models of gang-controlled sex trafficking have become more sophisticated, taking advantages of the globalized financial system, new technology, social media, and the increasing prevalence of illicit commerce in a digital world with greater connectivity. Gangs' flexible structures combined with loyalty enforced among their members have shielded them from much law enforcement action. The analysis of different gangs involved in sex trafficking in Northern Virginia provides new insights into anti-trafficking policies and law enforcement responses tailored to their structures and modi operandi. As access to digital devices has grown, children in the United States are increasingly making use of digital devices at home. This paper reports two studies with data from two samples, one collected in 2017 and one in 2022, documenting how families of elementary-aged children make use of digital devices at home to support their children's learning in reading, writing, mathematics, and science. Of particular interest was whether parents have reported an increased use of digital devices since COVID-19. Data were collected both times via an online questionnaire, in which parents described their child's access to devices, amount of use, subject-specific use, and their own confidence and beliefs about device use. Most children made use of digital devices to support learning, but the extent of use varied by subject. Children's reported use of digital devices and parents' confidence assisting their children's learning with such devices reportedly increased from pre- to post-COVID. These findings can inform the efforts of researchers exploring the use of digital devices as a tool in the home learning environment and educators working with families already making use of these devices at home. Background: Digital health technologies (ie, the integration of digital technology and health information) aim to increase the efficiency of health care delivery; they are rapidly adapting to health care contexts to provide improved medical services for citizens. However, contrary to expectations, their rapid adoption appears to have led to health inequities, with differences in health conditions or inequality in the distribution of health care resources among different populations., Objective: This scoping review aims to identify and describe the inequities of health care services brought about by the adoption of digital health technologies. The factors influencing such inequities, as well as the corresponding countermeasures to ensure health equity among different groups of citizens, were also studied., Methods: Primary studies and literature, including articles and reviews, published in English between 1990 and 2020 were retrieved using appropriate search strategies across the following three electronic databases: Clarivate Analytics' Web of Science, PubMed, and Scopus. Data management was performed by two authors (RY and WZ) using Thomson Endnote (Clarivate Analytics, Inc), by systematically screening and identifying eligible articles for this study. Any conflicts of opinion were resolved through discussions with the corresponding author. A qualitative descriptive synthesis was performed to determine the outcomes of this scoping review., Results: A total of 2325 studies were collected during the search process, of which 41 (1.76%) papers were identified for further analysis. The quantity of literature increased until 2016, with a peak in 2020. The United States, the United Kingdom, and Norway ranked among the top 3 countries for publication output. Health inequities caused by the adoption of digital health technologies in health care services can be reflected in the following two dimensions: the inability of citizens to obtain and adopt technology and the different disease outcomes found among citizens under technical intervention measures. The factors that influenced inequities included age, race, region, economy, and education level, together with health conditions and eHealth literacy. Finally, action can be taken to alleviate inequities in the future by government agencies and medical institutions (eg, establishing national health insurance), digital health technology providers (eg, designing high-quality tools), and health care service recipients (eg, developing skills to access digital technologies)., Conclusions: The application of digital health technologies in health care services has caused inequities to some extent. However, existing research has certain limitations. The findings provide a comprehensive starting point for future research, allowing for further investigation into how digital health technologies may influence the unequal distribution of health care services. The interaction between individual subjective factors as well as social support and influencing factors should be included in future studies. Digitalisation of the healthcare sector promises to revolutionise patient healthcare globally. From the different technologies, virtual tools including artificial intelligence, blockchain, virtual, and augmented reality, to name but a few, are providing significant benefits to patients and the pharmaceutical sector alike, ranging from improving access to clinicians and medicines, as well as improving real-time diagnoses and treatments. Indeed, it is envisioned that such technologies will communicate together in real-time, as well as with their physical counterparts, to create a large-scale, cyber healthcare system. Despite the significant benefits that virtual-based digital health technologies can bring to patient care, a number of challenges still remain, ranging from data security to acceptance within the healthcare sector. Energy prosumer participates in the balance of the energy system actively through their production and consumption of energy and will become a major participant in the open energy market increasingly in the future. This paper used the bibliometric method to sort out 1251 literature data related to energy prosumer in the "Web of Science Core Collection" and used the software named CiteSpace to perform statistics and cooccurrence analysis. The research found the following: (a) journals in the field of prosumer have their emphasis on theory, application, policy, and modeling; (b) the United States and European institutions have published the articles most, and the academic influence of Chinese scholars needs to be further improved; (c) the focus of the prosumers' research in the past decade has turned the energy system designing to the market transaction research; (d) P2P, P2G, and prosumer community are three market models that have attracted attention for scholars; besides, self-consumption, market matching, district heating, aggregators, and household energy management systems are also the current research hotspots; (e) digital technologies such as big data, the Internet of Things, and blockchain have a significant impact on the prosumer participating in energy market transactions, which will change the existing energy supply chain model profoundly. In the context of the energy Internet, energy trading platforms, digital ecosystems, cross-border innovation, and other fields will become the hotspots in future research on prosumer. Background: Digital health technologies (DHTs) can facilitate the execution of de-centralized trials that can offer opportunities to reduce the burden on participants, collect outcome data in a real-world setting, and potentially make trial populations more diverse and inclusive. However, DHTs can also be a significant source of electronic waste (e-waste). In recognition of the potential health and environmental impact from DHT use in trials, private and public institutions have recently launched initiatives to help measure and manage this e-waste. But in order to develop sound e-waste management policies, it will be necessary to first estimate the current volume of e-waste that results from the use of DHTs in trials. Materials and Methods: A Web Ontology Language (OWL)-compliant ontology of DHTs was created using a list of 500 DHT device names derived from a mixture of public and private sources. The U.S. clinical trials registry, ClinicalTrials.gov, was then queried to identify and classify trials using any of the devices in the ontology. The ClinicalTrials.gov records from this search were then analyzed to characterize the volume and properties of trials using DHTs, as well as estimating the total volume of individual DHT units that have been provisioned (or are planned to be provisioned) for clinical research. Results: Our ontology-driven search identified 2326 unique clinical trials with a reported "actual" enrollment of 200,947 participants and a "planned" enrollment of an additional 4,094,748 participants. The most-used class of DHTs in our ontology was "wearables," (1852 trials), largely driven by the use of smart watches and other wrist-worn sensors (estimated to involve 149,391 provisioned devices). The most-used subtype of DHTs in trials was "subcutaneous" devices (367 trials), driven by the prevalent use and testing of glucose monitors (estimated to involve 17,666 provisioned devices). Conclusion: Thousands of trials, involving hundreds of thousands of devices, have already been completed, and many more trials (potentially involving millions more devices) are planned. Despite the great opportunities that are afforded by DHTs to the clinical trial enterprise, if the industry lacks the ability to track DHT use with sufficient resolution, the result is likely to be a great deal of e-waste. A new ontology of DHTs, combined with rigorous data science methods like those described in this paper, can be used to provide better information across the industry, and in turn, help create a more sustainable and equitable clinical trials enterprise. This paper asserts that political leaders around the world and the emergence of digital information technologies have contributed remarkably to the amplifications and normalizations of telling big lies, thus the noticeable increase in the global consumption of big lies at varying degrees. To underscore this assertion, this paper uses the theoretical framework of utility maximization to show that human beings, in a world in which "we are all liars," consume truths and big lies subject to their information constraints. Furthermore, we use the concept of welfare economics to underscore the assertion that truths generate positive externalities, which can lead to outcomes that are social welfare-enhancing while big lies generate negative externalities, which can result in outcomes that are social welfare-retarding. The United States provides an illustrative example of a country where the consumption of big lies may be outpacing the consumption of truths because big lies have become the political philosophy of one of the political parties whose objective is to use big lies as the weapons of democracy destruction. The Internet of Things technology transmits and shares physical information on the Internet, and describes the continuous world through scattered data. From the perspective of internal characteristics, the efficient interconnection of large-scale heterogeneous network elements is composed of the Internet of Things and imported from abroad, so there has been a high degree of accumulation in foreign countries so far. In 1980, the United States proposed a virtual reality concept called VR for short. Embedded virtual VR technology usually uses equipment to close the user's senses and temporarily isolate the user from the actual environment. This article also discusses the design of industrial products, the continuous development of big data, artificial intelligence, and additive material manufacturing technology to make the design methods and manufacturing processes of industrial products more scientific and systematic, and promote the diversity and precision of industrial product design. Social informatization plays an important role in all areas of digital technology design. Parametric design has changed the design thinking mode of designers and formed new design trends and styles. Taking the search for relationships and rules as the starting point of the design and the algorithm as the core content of the design are very different from traditional design ideas. The computer age has not only cultivated new styles but also cultivated new artistic design techniques for industrial products. Designers should strive to explore the potential functions of algorithm technology and focus on smarter and more logical design and production processes. China and the United States host the world's largest digital platforms. Platforms are multisided markets that facilitate value‐creating exchanges among users, such as social media, e‐commerce, software QJ;application downloads, search, email, and cloud services. Internet access and the purely digital nature of many of the products and services make digital platforms potentially global in scope. This means that the rules and restrictions governing the flow of capital and information services among national markets strongly influence the economic and social potential of digital platforms. The paper conducts a sequential analysis of the rise of barriers to the United States–China trade in ICT and digital platform markets from 2000 to 2021. We find that China's thriving platform economy was relatively open, competitive and market‐driven in its early stages, and benefited from U.S. capital and the entry of U.S. firms. Since 2009, both countries have progressively restricted access to each other's domestic information services markets. In both cases, the primary stated rationale involved national security claims rather than trade policy concerns. Drawing on International Political Economy theory, we label the United States–China interaction pattern digital neo‐mercantilism. Digital neo‐mercantilism fuses the power and security of the national state with economic development in the digital economy. Policymakers represent information flows and digital technologies in domestic policy discourse as critical to the security and relative power of the state, and pursue various forms of industrial policy, data localization, trade protectionism, or exclusion of foreigners as a result. Purpose: Despite the myriad benefits associated with accessing digital technologies, there has been considerable concern regarding the prevalence of digital dating abuse (DDA) in youth dating relationships. New Media & Society, 26(1), 172–189.) as scaffolding, this paper describes survivor-centered and strengths-based advocacy approaches to support youth DDA survivors in developing digital resiliency and subjective well-being.Using thematic content analysis, this study involved key informant interviews (n = 35) with staff at Intimate Partner Violence organizations in the United States. Data analysis involved multiple rounds of iterative coding.Five thematic domains were constructed, including affirming that survivors are not responsible for tech abuse, optimizing the benefits of digital technologies and reducing the risks, positioning youth digital expertise as a strength, empowering youth to be critically informed users of digital technologies, and emphasizing boundary setting in digital spaces.Accessing technology contributes to DDA youth survivors’ well-being and is critical to fully navigate their social environments in the digital age. Rather than limiting the use of technologies, it is important to support youth in becoming critically conscious, informed, and empowered users of digital technologies. • Digital Mental Health Services (DMHS) can greatly increase access to care. • Training is needed so providers can effectively integrate DMHS into their treatments. • More research on DMHS is needed, along with regulatory standards. • DMHS may help reduce health disparities but questions remain about cultural tailoring. The papers in this special series make a compelling case for the value of digital mental health services (DMHS; including technology-based interventions, assessments, and prevention programs) to help address some of the currently unmet needs in mental health care. At the same time, the papers highlight the work that needs to be accomplished for DMHS to fulfill their promise. We review the papers' contributions in terms of (a) the imperative to increase access to evidence-informed, high-quality care, especially for underserved populations, both in the United States and globally; (b) ways to use DMHS to improve the ways that clinical care is provided to make treatment provision more effective and efficient; and (c) the current state of the research on DMHS for emotional disorders. We then consider lessons learned and recommendations to move the field forward, such as increasing (and making transparent) the research base on DMHS, adopting regulatory standards for DMHS, attending carefully to training issues for DMHS and best practices for dissemination and implementation, designing specifically for digital platforms, and being intentional about efforts to reduce disparities regarding who benefits from DMHS. The rapid growth of smartphone ownership and broadband access has created new opportunities to reach smokers with cessation information and support using digital technologies. These technologies can both complement and be integrated with traditional support modalities such as telephone quitlines and 1-on-1 clinical cessation counseling. The National Cancer Institute's Smokefree.gov Initiative provides free, evidence-based cessation support to the public through a multimodal suite of digital interventions, including several mobile-optimized websites, text messaging programs, and 2 mobile applications. In addition to digital resources directed at the general population, the Smokefree.gov Initiative includes population-specific resources targeted to adolescents, women, military veterans, Spanish speakers, older adults, and other populations. This paper describes the reach and use of the Smokefree.gov Initiative's resources over a 5-year period between 2014 and 2018, including how users interact with the program's digital content in ways that facilitate engagement with live counseling support. Use of Smokefree.gov Initiative resources has grown steadily over time; in 2018 alone, approximately 7-8 million people accessed Smokefree.gov Initiative web- and mobile-based resources. Smokefree.gov Initiative utilization data show that people take advantage of the full range of technology tools and options offered as part of the Smokefree.gov Initiative's multiplatform intervention. The widespread use of technology and the Internet have changed many of language learners' everyday practices, including literacies. While there have been many studies with the focus on language learners' digital literacies, few, however, have explored language learners' digital information literacy and online reading practices with the use of social bookmarking tools, especially in a community college setting. We address this gap by investigating community‐college language learners' digital literacies when social bookmarking with the focus on digital information and online reading practices from an ecological perspective. In this qualitative multiple‐case study, the focal participants were five English learners, students in an English as a Second Language writing course in a community college in the northeastern United States. Data collection included interviews, observations, and researchers' e‐journals. Thorough within‐ and cross‐case analysis of data shows that language learners searched for digital texts and evaluated them based on relevance, reliability, interest, language, and importance for them and their learning community in the social bookmarking tool. The participants struggled with the number of results in search engines, keywords, and evaluation of digital texts for relevance and reliability. We show the need for more instruction, support, and guidance of language learners' digital information literacy practices as well as the benefits of providing students with opportunities to read digital texts. Our suggestions for future research include investigating the role of multimodality and other factors that influence language learners' evaluation practices when they look for and read information online. The U.S. coronavirus recession began in late February of 2020 and was over in two months. The rapid recovery was due to the Coronavirus Aid, Relief, and Economic Stability Act (CARES Act), a large fiscal stimulus program initiated in late March 2020, that was accompanied by a strong expansionary monetary policy. This paper advances the notion that although the Corona-Recession was historically short it had two more permanent—longer-run—impacts that have largely been ignored. First, it accelerated two emerging trends—expansion of remote work, and more rapid adoption of digital technologies—and each will have a profound effect on work, society, and well-being in the U.S. Second, the pandemic-fuelled downturn fostered a new pathway—loneliness and social isolation—that exacerbated the emotional health concern that is part of all recessions, especially for younger persons. This study compares U.S. and Russian news organizations’ responses to today’s disruptive environment intensified by the development of digital online technologies and global economic crisis. Findings show U.S. journalists attempt to maintain legitimacy within ‘professional’ and ‘digital network’ orders by either decoupling their digital network efforts from traditional, core operations or by assimilating digital practices within traditional journalistic practices. For Russian journalists, the dominant conflicting orders are the ‘state’ institutional order and a weak ‘professional’ order; and accord with a ‘digital network’ order is most evident outside of traditional news organizations. Overall, in both countries, a lack of response to online audiences by media outlets is common, but differing institutional environments help explain differing reasons for these responses. Dynamic representational technologies (DRTs), influenced by the seminal work of James Kaput and colleagues, have been in use in mathematics classrooms for decades. In this paper, we analyze 24 classrooms in the United States where teachers support students' conceptual learning with technologies that support explorations of dynamic connections both within and across mathematical representations. These DRTs, built in alignment with Kaput's principles, form part of a curricular activity system that embeds a central pedagogical routine. Yet despite the use of common DRTs, lessons, and professional development, classroom teaching practices varied widely. We characterize and analyze levels of technology use, which vary from using the technology as a static resource to taking advantage of dynamism to support students' emerging explanations of mathematical concepts. Introduction: Digital health technologies (DHTs) have the potential to alleviate challenges experienced in clinical trials through more objective, naturalistic, and frequent assessments of functioning. However, implementation of DHTs come with their own challenges, including acceptability and ease of use for study participants. In addition to acceptability, it is also important to understand device proficiency in the general population and within patient populations who may be asked to use DHTs for extended periods of time. We thus aimed to provide an overview of participant feedback on acceptability of DHTs, including body-worn sensors used in the clinic and a mobile application used at-home, used throughout the duration of the Wearable Assessments in the Clinic and at Home in Parkinson's Disease (WATCH-PD) study, an observational, longitudinal study looking at disease progression in early Parkinson's Disease (PD). Methods: 82 participants with PD and 50 control participants were enrolled at 17 sites throughout the United States and followed for 12 months. We assessed participants' general device proficiency at baseline, using the Mobile Device Proficiency Questionnaire (MDPQ). The mean MDPQ score at Baseline did not significantly differ between PD patients and healthy controls (20.6 [2.91] vs 21.5 [2.94], p = .10). Results: Questionnaire results demonstrated that participants had generally positive views on the comfort and use of the digital technologies throughout the duration of the study, regardless of group. Discussion: This is the first study to evaluate patient feedback and impressions of using technology in a longitudinal observational study in early Parkinson's Disease. Results demonstrate device proficiency and acceptability of various DHTs in people with Parkinson's does not differ from that of neurologically healthy older adults, and, overall, participants had a favorable view of the DHTs deployed in the WATCH-PD study. Modern digital technologies are advancing rapidly, driving transformative changes. For Information Systems (IS) educators, maintaining curricula that prepare graduates for the digital economy is imperative. This study developed a knowledge pool of 121 common keywords in digital transformation through literature review and investigated their application in the titles and descriptions of 4,093 IS courses across 315 undergraduate programs in the United States. The findings illustrate how IS educators conceptualize the digital transformation within the IS discipline and incorporate it into curricula. Additionally, the results offer insights for educators aiming to develop course content on digital transformation and update IS undergraduate curricula to align with the demands of modern enterprises in the era of digital transformation. This paper employs a new perspective for viewing product recall as a way to responsibly manage a firm with a record of corporate social responsibility (CSR) engagement. Firms known for their past CSR performance are assumed to be responsible in recalling defective products when a product‐harm crisis occurs. We examine whether the cumulated CSR efforts increase the likelihood of engaging in a voluntary product recall. To further reinforce the perspective, we examine whether the relationship still holds under performance pressure. In addition, this study examines the moderating effect of board characteristics that give a sense of ownership to board members (e.g., a family member of a founder, holding block shares, and voting power) in increasing socially responsible firms' engagement in the voluntary recall. Technology continually changes day-to-day interactions, and emergent bilingual learners often multitask, using several digital tools, at times simultaneously, to communicate and learn. Students may text, post on social media, and listen to music as they complete their work. Studies have examined the affordances of technology for language learning, both inside and outside of traditional classroom settings. However, as we seek to better understand how teachers can incorporate students' experiences and interests in academic settings, more research is needed on the nuanced ways that students leverage multiple digital tools as they multitask, or quickly alternate between technologies. This ethnographic study focuses on two high school classes of English to speakers of other languages in the United States. Through the lens of sociocultural theory, we examine how emergent bilingual students multitask with digital tools and how teachers facilitate technology use. Findings reveal that although teachers actively and explicitly approved specific assignments and digital tools that would lead to accomplishing daily language and content objectives, students also purposefully selected other digital tools that would help them co-construct knowledge with peers, and they often switched between various websites across multiple devices to examine content that was closely related to their interests and lived experiences. Evidence from previous studies supports that multitasking can be harmful to learning, but this study found that multitasking can also mediate learning, especially self-directed learning, which has important implications for how teachers implement digital tools in the classroom. Although cyberbullying is relational by nature, prior models focused on individual explanations for cyberbullying rather than integrating contextual processes. We present the Relational Model of Cyberbullying Motivation and Regulation (RMC). This model applies the concepts of proximal processes (e.g., interactions with parents, teachers, peers) from ecological systems theory and the concepts of psychological resources (e.g., autonomy, competency, and relatedness) from self determination theory to explain youth motivation and self-regulation of cyberbullying. First, we review theoretical foundations for the theories involved and outline postulates for youths' proximal influences, motivations for, and regulation against cyberbullying perpetration. Then, we present a pathway by which the most proximal social influences on youth impact the development of psychological resources, which then may impact cyberbullying. We also present pathways by which autonomy, competence, and relatedness have an indirect impact on cyberbullying via motivation and self-regulation. Drug addiction is a rising concern globally that has deeply attracted the attention of the healthcare sector. The United States is not an exception, and the drug addiction crisis there is even more serious, with 10% of adults having faced substance use disorder, while around 75% of this number has been reported as not having received any treatment. Surprisingly, there are annually over 70,000 deaths reported as being due to drug overdose. Researchers are continually searching for solutions, as the current strategies have been ineffective. Health informatics platforms like electronic health records, telemedicine, and the clinical decision support system have great potential in tracking the healthcare data of patients on an individual basis and provide precise medical support in a private space. Such technologies have been found to be useful in identifying the risk factors of drug addiction among people and mitigating them. Moreover, the platforms can be used to check prescriptions of addictive drugs such as opioids and caution healthcare providers. Programs such as the Prescription Drug Monitoring Program (PDMP) and the Drug and Alcohol Services Information Systems (DASIS) are already in action in the US, but the situation demands more in-depth studies in order to mitigate substance use disorders. Artificial intelligence (AI), when combined with health informatics, can aid in the analysis of large amounts of patient data and aid in classifying nature of addiction to assist in the provision of personalized care. The construction phase of nuclear construction projects presents various risks and hazards, putting workers in potentially dangerous situations. Safety guidelines provided by Occupational Health and Safety Administration (OSHA) aim to address construction safety concerns, but limitations persist, especially in the context of workers safety and the transportation of Small Modular Reactors (SMRs) and Micro Reactors (MRs) in the nuclear construction domain. This research focuses on identifying issues related to safety guidelines in nuclear construction and aims to develop new guidelines and strengthen existing ones. Through a critical literature review, key factors influencing safety in nuclear construction were identified. A questionnaire survey was prepared in line with those identified key safety factors and distributed among 40 professionals from the United States to gather feedback on these factors in countering safety issues and developing new guidelines in the context of nuclear construction. The findings reveal a lack of specific guidelines concerning the safe transportation of SMRs and MRs, as well as a gap in understanding accidents during the construction and transportation phases of nuclear projects. The results of this research contribute to enhancing safety protocols and addressing the unique challenges faced in nuclear construction. This paper examined how media firms chose among acquisitions, equity alliances, and non-equity alliances when they decided to venture their digital business. Purpose – To explore the belief that digital technology has created a steep and irreversible decline in traditional library use, particularly in borrowing from public and higher education library print collections, with a concomitant effect on familiar patterns of reading and reflection. If digital technology has led to a fundamental change in the way young people in HE process information, should traditional assumptions about library use and educational reading habits be abandoned? Design/methodology/approach – This is a comparative analysis of statistics of library use available in the public domain in the USA and UK. Findings – That reading habits shown in the use of public libraries are arguably conservative in nature; and that recent statistics for the circulation of print stock in US and UK university libraries indisputably show year on year increases, not decreases, except where the digitisation of print originals has provided a generous supply of effective digital surrogates for print holdings. The nature of reading has not changed fundamentally in nature. But where copyright law permits large-scale provision of digital collections to be derived from print originals, these will readily displace borrowing from print collections, leading to lower circulation figures of hard copy items. Research limitations/implications – This paper asserts that the restrictive nature of UK copyright law, which is demonstrably backward by international standards, is a major factor inhibiting university teachers from helping their students migrate from print to digital media. This assertion should be researched in greater depth, with a view to using such research to influence the development of future intellectual property legislation in the UK. Practical implications – Because of the essentially conservative nature of reflective reading for educational purposes, digitisation programmes offer an important way forward for academic library service development. Library managers should not underestimate the persistent demand for traditional reading materials: where such materials are provided in digital or print formats, in most cases the digital formats will be preferred; but where high quality educational resources are only available in print, there is no evidence that the format of alternative digital media is in itself sufficient to lure students away from quality content. However, many undergraduate students, especially the first-year undergraduate students, still have a lot of difficulty in accessing, locating, processing, and transforming key information effectively and efficiently. They are often confused by heterogeneous data and information exchanged and shared from disparate resources across multiple applications, formats, networks, platforms, and systems. Therefore, it is high time for academic administrators, executives, faculty, instructors, librarians, scholars, and other professionals to carefully review their existing academic information literacy programs and find out how they can successfully reach their objectives via deliberately designed teaching models. From the observation in a typical American academic institute of higher learning, this paper explores key issues how to leverage academic information literacy instructions in the digital age. Based on the definition of information literacy and the guideline of information literacy instruction set by the Association of Colleges and Research Libraries (ACRL) in the United States, this paper suggests practical approaches to promote academic information literacy instructions in service-oriented and student-centered academic interactive learning environments. Purpose: Technological advances are changing how students approach learning. The traditional note-taking methods of longhand writing have been supplemented and replaced by tablets, smartphones, and laptop note-taking. It has been theorized that writing notes by hand requires more complex cognitive processes and may lead to better retention. However, few studies have investigated the use of tablet-based note-taking, which allows the incorporation of typing, drawing, highlights, and media. We therefore sought to confirm the hypothesis that tablet-based note-taking would lead to equivalent or better recall as compared to written note-taking. Methods: We allocated 68 students into longhand, laptop, or tablet note-taking groups, and they watched and took notes on a presentation on which they were assessed for factual and conceptual recall. A second short distractor video was shown, followed by a 30-minute assessment at the University of California, Irvine campus, over a single day period in August 2018. Notes were analyzed for content, supplemental drawings, and other media sources. Results: No significant difference was found in the factual or conceptual recall scores for tablet, laptop, and handwritten note-taking (P=0.61). The median word count was 131.5 for tablets, 121.0 for handwriting, and 297.0 for laptops (P=0.01). The tablet group had the highest presence of drawing, highlighting, and other media/tools. Conclusion: In light of conflicting research regarding the best note-taking method, our study showed that longhand note-taking is not superior to tablet or laptop note-taking. This suggests students should be encouraged to pick the note-taking method that appeals most to them. A growing body of research examines teens' use of digital technologies to meet their academic and personal information needs, but few studies have considered how public and school libraries fit into modern teens' information practices. This study uses data from surveys of and interviews with 25 teens enrolled in a highly technological urban US high school to consider how the prevalence of technology in their daily lives has influenced their perceptions and use of libraries. The results indicated that this group of students tended to think of libraries as largely outdated institutions with little connection to their technology-focused daily information practices. Thus, libraries might better serve teens with high levels of technology access by reframing their services in terms of promoting social interaction and community building as well as focusing less on providing materials and technology access and more on teaching how to search and evaluate information housed outside of libraries' physical and virtual boundaries. Offline crowdfunding for charitable causes is well-established, but digital fundraising platforms are relatively new. Thus, many elements of digital crowdfunding remain unstudied. Kickstarter Canada, opened in September, 2013, is one such element. This paper explores whether factors linked to success in the U.S. crowdfunding literature are reflected in the Canadian environment. The authors examine four Canadian projects, two successful and two unsuccessful, in depth. They conclude that geographic location, breadth of network, project updates and media exposure appear to contribute to successful campaigns, while other factors do not. Dental disease continues to be one of the most prevalent chronic diseases in the United States. Although oral self-care behaviors (OSCB), involving systematic twice-a-day tooth brushing, can prevent dental disease, this basic behavior is not sufficiently practiced. Recent advances in digital technology offer tremendous potential for promoting OSCB by delivering Just-In-Time Adaptive Interventions (JITAIs)— interventions that leverage dynamic information about the person's state and context to effectively prompt them to engage in a desired behavior in real-time, real-world settings. However, limited research attention has been given to systematically investigating how to best prompt individuals to engage in OSCB in daily life, and under what conditions prompting would be most beneficial. This paper describes the protocol for a Micro-Randomized Trial (MRT) to inform the development of a JITAI for promoting ideal OSCB, namely, brushing twice daily, for two minutes each time, in all four dental quadrants (i.e., 2x2x4). Sensors within an electric toothbrush (eBrush) will be used to track OSCB and a matching mobile app (Oralytics) will deliver on-demand feedback and educational information. The MRT will micro-randomize participants twice daily (morning and evening) to either (a) a prompt (push notification) containing one of several theoretically grounded engagement strategies or (b) no prompt. The goal is to investigate whether, what type of, and under what conditions prompting increases engagement in ideal OSCB. The results will build the empirical foundation necessary to develop an optimized JITAI that will be evaluated relative to a suitable control in a future randomized controlled trial. University students often experience sleep disturbances and disorders. Personal digital technologies present a great opportunity for sleep health promotion targeting this population. However, studies that engage university students in designing and implementing digital sleep health technologies are scarce. This study sought to understand how we could build digital sleep health technologies that meet the needs of university students through a co-design process. We conducted three co-design workshops with 51 university students to identify design opportunities and to generate features for sleep health apps through workshop activities. The generated ideas were organized using the stage-based model of self-tracking so that our findings could be well-situated within the context of personal health informatics. Our findings contribute new design opportunities for sleep health technologies targeting university students along the dimensions of sleep environment optimization, online community, gamification, generative AI, materializing sleep with learning, and personalization.
