Rural sociologists figure prominently in the move towards public sociology. The paper takes up Michael Burawoy's call for public sociology and discusses what rural sociologists have to offer to publics and how we stand to gain as a discipline in working with publics. The paper argues that rural sociologists' ability to adopt a cosmopolitan view while negotiating the complexities of global/local processes provides a useful theoretical stance for doing public sociology. Methodologically, both feminist methods and various approaches to networks can guide us as we do public sociology. Then, the paper provides two examples of recent efforts to do public sociology with a women's community group in Sri Lanka in response to the tsunami and with the Pennsylvania Women's Agricultural Network to illustrate the possibilities and limitations of working with networks. In conclusion, the paper addresses opportunities for doing public sociology, the challenges we face as we go public, and future work that is needed to develop theoretically and methodologically strong public rural sociology. How arc faith-based organizations (FBOs) and secular social service organizations distributed in relatively poor urban neighborhoods? How do FBOs compare with their secular counterparts in terms of services, resources, and organizational characteristics? What are the implications for community practice and capacity-building? This paper draws on a survey of 230 nonprofit organizations in Allegheny County, Pennsylvania to address these questions. The data suggest that FBOs are evenly distributed across communities of varying wealth, but in the poorest quartile communities, FBOs account for a disproportionately high share of essential social services. FBOs are comparable with secular organizations in terms of management infrastructure. The author offers suggestions for building the capacity of community-based social service organizations. This article reports on the annual membership meeting of the American Association for Public Opinion Research (AAPOR), held on My 19, 1989, in Lancaster, Pennsylvania. Retiring president Phil Meyer presided the meeting. President Meyer called the meeting to order. He announced that Chuck Cowan has expressed his intention to step down as Site Selection Committee chair. He introduced Karen Goldenberg, who has been selected as Associate Site Selection Committee chair by the Executive Council. Meyer reiterated the Council's interest in hearing from volunteers to serve on the committee. He then turned to various Council members for reports of their committees' activities during the past year. In reviewing budgetary matters discussed during the past year, three items were noted. A review had been undertaken of the relative costs of supplying services to foreign members: while the dues structure was not covering the full cost of all these memberships, the Council agreed to continue to provide a small net subsidy to this class of members. Second, a decision was made to invest nonworking AAPOR cash balances in conservative bond funds in order to obtain a higher rate of return than is available in checking accounts. Third, slight revisions will be made to current accounting procedures to reflect better the allocation of funds to projects that continue across multiple fiscal years, such as the allocations to cover the production and printing of the AAPOR history.

The article presents information about the third annual meeting of the Pennsylvania Branch of the American Institute of Criminal Law and Criminology held in Price Hall of the University of Pennsylvania Law School, Philadelphia, Pennsylvania in April 11, 1913. Two sessions were held, one in the afternoon and one in the evening. The Chairman, Louis N. Robinson of Swarthmore College, then presented the report of the committee on "Criminal Statistics". The report dealt with what has been done in the U.S. in the way of the collection of statistics of crime and criminals and with some of the problems connected with the collection and tabulation of such statistics including a discussion of the proper unit of counting. The subject of "Insanity and Crime" was then taken up and a paper treating the subject more especially from the medical standpoint was read by Frank Woodbury, Secretary to the Committee on Lunacy of the Board of Public Charities of Pennsylvania. At the evening session Robert von Moschzisker of the Supreme Court of Pennsylvania presided and opened the meeting with brief remarks emphasizing the significance of the subjects under consideration and the importance of the work of the Institute.

The way in which the news media frame child sexual abuse can influence public perception. This content analysis of the child sexual abuse coverage of eight national news organizations in the United States from 2002 to 2012 includes the two dominant events of the Catholic Church and Pennsylvania State University child sexual abuse scandals. Census and systematic stratified sampling techniques were applied to articles obtained from the Lexis/Nexis Academic database, resulting in a sample of 503 articles. Intercoder reliability was ensured by double coding a randomly selected sample. Study findings indicate a shift in the attribution of responsibility of child sexual abuse among news organizations over the past decade from an individual-level problem with individual-level solutions to a societal-level problem with institutional culpability. Nevertheless, individual-level solutions continue to be framed as the best possible solution. [ABSTRACT FROM PUBLISHER]

A local civic organization, Greater Philadelphia First, engaged us to study the knowledge economy of the Philadelphia, Pennsylvania region and make recommendations on ways to improve its rate of growth. To structure our thinking and the interviews with local entrepreneurs, civic leaders, and others, using soft operations research techniques, we developed a framework for collecting ideas through interviews, generating our own by reflecting on the interviews, and organizing the resulting ideas. We generated a large number of useful ideas for improving the local knowledge economy. The organization sifted through the collection of ideas and selected the ones it is now advocating. The article presents information on a case of cooperation among retail grocers in Philadelphia. The Retail Grocer's Association in Philadelphia was formed in 1886 to protest against the payment of a tax $10 per annum on all retailers of oil. The history of this organization shows clearly the advantages of cooperation by retail dealers and suggests what such organizations can and can not successfully do. The association had always been opposed to price cutting. When the chain stores made its appearance with low prices and numerous special bargains it was dangerous rival and for some years viewed with intense hostility. To meet this challenge the association employed four methods. The first was due to the accusation that one group of the chain stores were owned and managed by a wholesale grocery house. The association favored the withdrawal of patronage from this jobber in case the rumor proved true. A second method was the agreement to ask manufacturers to limit the prices at which their goods could be retailed and a number of manufacturers expressed their willingness to cooperate.

This article presents information regarding Philadelphia, Pennsylvania Rapid Transit Report. The Philadelphia Rapid Transit Company in general charges 3 cents for an exchange ticket between surface lines. But there are free transfers between the Market Street subway and outlying surface lines, and this would be an important feature of the plan for new lines. In Manhattan and the Bronx, though free transfers between surface lines are usual within each system, there are no free transfers between street-surface and rapid transit lines. But through rapid transit ride obtainable is much longer than elsewhere and the topography of Manhattan Island also tends to make such a ride quite generally complete and sufficient. The bureau is now corresponding with manufacturers and associations of manufacturers, chambers of commerce, boards of trade, etc., for the purpose of securing their cooperation in taking the census and of obtaining suggestions in regard to improvements in the form of the schedules. Work has also been started on the lists of names and addresses of manufacturers. It has been the experience of the bureau that it requires practically one year to make the canvass and to collect the reports from all manufacturers.

The article focuses on features of the municipal reforms. In January 1894, the municipal reformers came from various cities into conference in Philadelphia, Pennsylvania, to compare methods and to found the National Municipal League. In 1915 the National Municipal League revised its Strong-Mayor-and- Council charter over to the council-manager concept and after the war it took on the central task of collecting and issuing information about its progress to local city officials, citizen committees, and charter commissions. The list of council-manager cities totals nearly 1,400 in communities of all sizes in the United States and Canada. Adoption of the plan in each city normally required approval at the polls. It is quite common nowadays for public officials to instigate the change themselves to secure relief from thankless burdens of unfamiliar detail. The city managers in their conventions used to have sessions for telling each other how they had ousted political favorites, enlarged services, and reduced the debt and the tax rate.
