Abstract

The article focuses on the principal address prepared by William Russell, an education professor, during the actual day when the National Teachers' Association was founded in Philadelphia, Pennsylvania on August 26, 1857. The address was read by the presiding officer Thomas W. Valentine, president of the New York State Teachers' Association. Among the issues that have been dealt with by Russell through his address was the issue on the recognition of teaching as a profession. Another concern is that the teaching profession should maintain its own standards, through a teacher's certification, to set a high degree of professional excellence.
