A chronological synopsis of the history of the technology used in experimental and testing work relating to artillery pieces is presented. The period covered is from the mid-seventeenth century up to the Cold War era of the mid-twentieth century. Although the focus is on the development of ballistics measurement in Britain, there are important links to related work in continental Europe. The locus for much of what is described is the Royal Artillery proof and experimental range at Shoeburyness and the key individuals and groups of men and women who worked there. There are longitudinal connections between the very earliest technologies of mechanical chronometry, with paper screens and paper-based calculations, and the later technology where timings, screens and calculations had all become electronic. This article shows how companies can circumvent competition legislation by developing new informal ways of cooperation. We focus on the case of the Nordic pulp and paper industry which was particularly eager to set up cartels. Scholars analysing this sector can utilise exceptionally rich sources that reveal how industrialists reacted to the introduction and development of European competition policies. The article shows that companies defended their collusive practices by making them less transparent and more informal than before, a change that did not automatically lessen their effectiveness. The COVID-19 pandemic has changed life in Europe and globally. The pandemic affects both individuals and the broader society across many domains, including physical and psychological health, the economy and general welfare. The measures taken to counteract the pandemic have significantly altered daily life and, along with the threat of contracting the coronavirus and uncertainties surrounding future developments, created a complex system of stressors with a negative impact on public mental health. This paper aims to outline the ESTSS strategy to address mental health issues related to COVID-19 and focuses on (1) trauma-informed policies, (2) capacity building, (3) collaborative research and (4) knowledge-exchange. To facilitate implementation of a trauma-informed approach and appropriate measures, ESTSS has developed a toolkit of recommendations on mental health and psychosocial assistance to be provided during the different phases of crisis and its aftermath. To promote capacity building, ESTSS offers a certification programme based on a curriculum in psychotraumatology and corresponding on-line training to the European community of mental health professionals. To assure evidence-based approaches and methods tailored to current circumstances, ESTSS has initiated a pan-European research project with international cooperation aimed at studying the mental health consequences of the pandemic, with a focus on psychological trauma and other stress-related reactions. My essay illuminates the plights of those who live on the southern shore of the Mediterranean under the antagonistic forces of globalisation, according to which the free movement of capital between Europe and North Africa is matched by a criminalisation of immigrants from the southern bank. My analysis of the discrepancy between the borderless economics and the bordered movement of people explores the representation of clandestine immigration in Fawzi Mellah's Clandestin en Méditerranée/Clandestine in the Mediterranean (2000), which depicts illicit passages from North Africa to Europe. Criticising European democracies' containment of the heralded dynamism of the global age and their diffusion of a discourse feeding fear about migrants, I show that globalisation has turned into a 'globalization of punitiveness' [Barker, Vanessa. 2012. My exploration of the migrants featured in the text demonstrates that globalisation's failure to achieve the spatial decentralisation ideal on which it has based its flat-planet premise makes undocumented immigration the last resort of those to whom the Schengen Area closes its borders. My spatial analysis of the paperless migratory enterprise reads the irregular crossing as an attempt to construct defiant identities that resist the global structure of domination. This document was developed by a group of over two dozen pain clinicians and investigators from Austria, Belgium, Denmark, France, Germany Ireland, Israel, Italy, The Netherlands, Norway. Poland, Portugal, Spain, Sweden, Switzerland and the United Kingdom and funded by an educational grant form Mundipharma International, Limited. The stated aim of the White Paper is to identify inequalities in government policies towards opioids that contribute to inadequate treatment of pain. We survey 54 corporate Commercial Paper (CP) issuers from 11 European countries in order to analyse the perceived benefits and obstacles of internet platforms for issuing CP in Europe. The lack of a joint initiative of large CP issuers, close relations to banks and the fact that liquidity is scattered over separate domestic CP markets are felt to be the main obstacles to the establishment of a European CP platform. Responses reveal consensus that an internet platform would increase flexibility but show divergent opinions about the effect on other criteria. Corporate issuers expect their own issuance activity as well as the overall market volume to increase within the next 5 years. The focus of this paper is on how the state sets up discriminatory structures, how immigrants work out ways of managing those structures and how in this process they construct flexible and innovative identities. Two main issues are explored. The first is the relationship between state control and exclusion and immigrant resistance. The paper shows how, despite increased surveillance and digital nets mounted by European states to keep immigrants out of their territory, the British state is ambivalent towards irregular immigrants. At the same time, it is in the interstices of ambiguity that immigrants, by buying, renting and borrowing documents, have found ways through their networks and communities to resist or get around exclusionary and contradictory regulations. Second, the paper is concerned with the construction of innovative and flexible identities. The article focuses on the White Paper on damage actions for breach of Articles 81 and 82 EC published by the European Commission in Europe on April 2, 2008. The published White Paper features a comprehensive recommendation to help victims of competition law infringements abuses in claiming full compensation for the damages that they suffered. The White Paper aspires to strengthen and improve the private implementation of Articles 81 and 82 of the EC Treaty. It also tries to simplify the primary goals of antitrust enforcement framework and facilitate whether the antitrust enforcement framework in the European Union (EU) obtain those goals, if not, it offers an optimal and effective substitute.

The article presents the authors' views in response to a comment on their paper "Patterns of Low and Lowest-Low Fertility in Europe," published in a 2004 issue of the journal "Population Studies." In their comment, the critics have argued that the cohort-fertility analysis in the aforesaid paper is weak on theoretical grounds and the empirical analysis is incomplete. The authors affirm that they agree with the comment that, as a society, the Netherlands differs from Southern Europe and even more from Central and Eastern Europe. Nevertheless, from a contemporary global perspective, these differences should not be overemphasized. They say that in their analyses, they used the Netherlands as a reference case of a country with an extraordinary pattern of late childbearing that is not associated with lowest-low fertility levels. However, the critics believe that these unusual characteristics invalidate the use of the Dutch example in the paper. So, this criticism is misconceived. It is precisely the unusualness of the fertility pattern in the Netherlands that makes it a useful reference point in the study of low and lowest-low fertility.

Feminist Economics invites submissions of papers, short discussions, and book reviews for a special issue on ''Gender and Aging'' to be published in 2005. The deadline for submission of abstracts is May 1, 2003. The editors hope to publish essays by both established scholars and young researchers. While individual papers may be narrowly focused, the scope of the special issue will be broad and include work from a variety of analytical and methodological approaches. Over the last decade the transition of Central and Eastern Europe (CEE) economies has altered the economic position of women. In most of these countries, increased unemployment, pension reforms, cuts in public spending on health and childcare, and changes in working conditions have led to greater hardships for women and more labor market inequalities.

This paper discusses the recent European Commission White Paper on European Governance, arguing that the document offers interesting possibilities for the future development of the European Union (EU), how it is governed and more particularly for 'European Urban Policy'. However, the paper argues there are problems with its use of the term governance as a strategy for reform and with a number of its proposals to widen access to the European Commission (EC) and the policy process. With regard to urban policy it is suggested that the White Paper's emphasis on a greater role for sub-national government and citizens' is to be welcomed. Although once again it is unclear whether the Commission has fully thought through the implications of its proposals both for itself and the groups it wishes to engage with. More specifically it is argued that the Open Method of Coordination is broadly similar to the methods whereby both current urban (and spatial) policy have been developed and should be embraced. Overall the White Paper is something of a mixed bag; however, this is to be expected of a document which is primarily intended to stimulate discussion about the future of EU governance. The article offers information on the perspectives of lawyers and economists on the CRA paper, which focuses on the use of selective distribution by luxury goods suppliers in Europe. It states that the goals of vertical restraints is enacted with geographically segmenting the market, raising barriers to entry for competitors and reducing competition between suppliers. It indicates that vertical restraints can be a tool for better exploitation of monopoly power and anti-competitive zeal. It emphasizes that vertical restraints must be enacted in the form of either retail price maintenance or selective distribution agreement to effectively tackle the alleged free-rider problem.

The article presents the authors' comments on the paper entitled, "Patterns of Low and Lowest-Low Fertility in Europe," by Francesco C. Billari and Hans-Peter Kohler, published in a 2004 issue of the journal "Population Studies." In their comment, the authors argue that the original authors' comparison of cohort-fertility patterns in the lowest-low fertility countries of Southern, Central, and Eastern Europe with Dutch cohort patterns is weak on theoretical grounds and that the empirical analysis is incomplete. The empirical analysis demonstrates that in the young cohorts of Southern, Central, and Eastern Europe, childbearing may very well decline below the levels observed in the Netherlands and in other West European countries. This is already happening in Southern Europe. Moreover, the childbearing surplus in early adulthood is evaporating, and the recuperation that would be needed for completed cohort fertility in these countries to remain above that of many West European countries is of such magnitude that it is doubtful whether it could occur.

Ambient intelligence (AmI) emerged in Europe with the idea that the computational support available in a living environment can help people's lives. AmI introduces new challenges and critical issues because this technology differs from the traditional form of interaction that is centered on a device or system. In this work, we aim to contribute to this topic by conducting a systematic literature review in order to identify Human-Computer Interaction guidelines for the design of ambient intelligence systems. We found a total of 120 guidelines from 27 papers, and we grouped similar guidelines creating different categories. These categories of guidelines later became a unified guideline incorporating also some of our own ideas. As a result, this paper identifies ten categories and guidelines to improve user interaction with ambient intelligence systems. We believe that these guidelines significantly contribute to designing more intuitive AmI systems for users, including those with disabilities. [ABSTRACT FROM AUTHOR]

The integration of geoinformation with BIM (GeoBIM) is critical to underpin solutions to many city-related challenges. However, to achieve an effective integration it is necessary to consider not only data and technical options but also current practice and users' needs. This paper describes work carried out within the EuroSDR-GeoBIM project to address this challenge. After investigating potential uses for GeoBIM and existing challenges, we address a planning permits for buildings use case, to help bridging the gap between theory and practice. From his Problem of Genesis in Husserl's Philosophy (1953–4) to the address given on the fiftieth anniversary of Le monde diplomatique just before he died in 2004, Derrida made constant reference to the subject of Europe. A recent volume of essays, Europe after Derrida: Crisis and Potentiality, seeks to explore this work and the current paper gauges the extent to which it correctly accounts for it. It is suggested that many of the chapters are seriously flawed in failing to note how Derrida's interest in Europe follows that of a long line of philosophers from the phenomenological school, going back to Husserl and including Heidegger and Patočka. Consequently, many of the contributors resort to ideas of identity current in sociology and cultural studies and appear not to understand that central to Derrida's thought is a challenge to such notions. Unlike Gasché's Europe, or The Infinite Task, the only single-volume treatment of Derrida's work on Europe and a text mentioned by only two contributors, they overlook the way in which he proposes that Europe could be precisely a project of pioneering the rethinking of identity. In the aftermath of recent populist upheavals in Europe, nationalist economic policies challenge the overly positive view on economic integration and the reduction of trade barriers established by standard economic theory. For quite a long time the great majority of economists supported trade liberalisation policies, at least those actively engaged in policy advice or public debates. In this paper, we examine the elite economics discourse on trade policies during the last 20 years regarding specific characteristics of authors, affiliations, citation patterns, the overall attitude towards trade, as well as the methodological approach applied in these papers. Our analysis yields the following results: First, the hierarchical structure of economics also manifests in the debate about trade. Second, while we found some indications of a shift towards more empirically oriented work, quite often empirical data is solely used to calibrate models rather than to challenge potentially biased theoretical assumptions. Third, top economic discourses on trade are predominantly characterised by a normative bias in favour of trade-liberalisation-policies. Forth, we found that other-than-economic impacts and implications of trade policies (political, social and cultural as well as environmental issues) to a great extent either remain unmentioned or are rationalised by means of pure economic criteria. The article presents abstracts of geographical research papers. In the research paper "A Geographical Study of Nova Scotia," researcher R.H. Whitebeek discusses the geographic conditions of Nova Scotia. Lying nearer Europe and possessing many excellent harbors and peopled by immigrants from the best European stocks, the province of Nova Scotia in Canada has now, after 300 years, fewer people than the city of Boston, Massachusetts. Its total manufacturing output is less than that of single companies in New England, and the province has shared but slightly in Canada's economic growth.

Numerous empirical studies have measured to what degree national mass media arenas in Europe converge in terms of news agendas, ways of framing, and reporting political claims from other countries or EU actors. This article suggests explaining such output-oriented findings with a theoretical model of mechanisms that link different mass media arenas. It is derived from national settings, where mass media arenas are also highly fragmented and yet sufficiently interlinked to be considered a public sphere. The most prominent mechanism is news agencies providing similar input to many arenas. The article draws attention to an under-investigated mechanisms of cooperation, mutual observation, and inter-referencing between different media outlets. Empirical evidence about press reviews in several European countries is presented here for the first time. The daily practice of radio stations, newspapers, or websites, to explicitly quote commentaries or news from other media is found to be a routine in many countries, and it often crosses national borders. The results suggest that the "opinion geography" of press reviews differs from the usual "news geography" in European media, frequently entailing a Europeanised perspective on whose views are seen as relevant. In the last decade, there have been numerous studies on the rise, characteristics, and consequences of the emergence of populist parties in Western liberal democracies. However, most analyses of European populist parties have focused on the right-wing populist parties. Although some scholars have made valuable efforts to understand left-wing populism in Europe, these studies have paid attention to their ideological-organizational idiosyncrasies or the characteristics of their electoral bases. This paper aims to fill the gap in the economic and political contexts in which Radical Left Populist Parties have achieved significant electoral results putting into practice a fsQCA analysis and examining their uneven electoral performance in Europe. Following some previous work applying QCA techniques, this paper tests the theory on the importance of economic and political factors. Findings indicate that the electoral performance of radical left populism cannot be explained in a univocal way, highlighting the crucial role of equifinality in understanding this political phenomenon. The history of note-taking has only begun to be written. On the one hand, the basic functions of selecting, summarizing, storing and sorting information garnered from reading, listening, observing and thinking can be identified in most literate contexts in some form or other. On the other hand, Renaissance humanists emphasized with unprecedented success the virtues of stockpiling notes on large scales and for the long term, thanks to the availability of paper and a new abundance of books, but also to their ability to transmit their own keen motivation to avoid any future loss of learning. We continue to share many early modern ideals for insuring the collection and retrievability of information and have built on early modern practices that facilitate the accumulation and the organization of information, including collaborative work and the use of rearrangeable slips. The ageing of the European population is creating a new demographic mix, increasing the relevance of intergenerational practice (IGP). To date, however, this field lacks an appropriate conceptual framework. This study aims to contribute to such a framework through an integrative review of peer-reviewed papers reporting on IGPs. Fifteen papers were obtained, published over the last 20 years. The main findings suggest that the wealth of IGPs lies in their versatility/diversity. In order to build an appropriate conceptual framework for IGP, it is recommended that IGP be understood as a tool to restructure society: from generations’ segregation to generations’ cooperation. Humanity is vividly witnessing the loss of life, the massive destruction, and human rights violations due to new authoritarian regimes and protracted wars that have intensified in the last few decades, particularly in countries of the Global South. Such conflictual situations have also resulted in devastating attacks against academic institutions and values and, in turn, the displacement of scholars, mainly to neighbouring countries and to Europe. In a pressing situation involving the radical disruption of scientists' social and academic lives in their homelands, international support networks, the history of which goes back to the 1920s, could quickly respond to the scholars' urgent needs. This paper analyzes the impacts of this recent migration flow of scholars on 'academic humanitarianism' in Europe, which is a form of humanitarianism and a regime of governing that emerged at the intersection of humanitarianism and academia. While analyzing the changing nature of this regime, the paper focuses on governing discourses, technologies, and strategies of the following organisations: Cara (UK), PSI (Germany), and PAUSE (France). It concludes that the flow of scholars from the countries of the Global South to Europe has resulted in important changes in their humanitarian approaches. [ABSTRACT FROM AUTHOR]

During the Age of Revolutions, the Habsburg monarchy initially opposed nationalist movements as revolutionary. While the monarchy later sought to co-opt loyal patriots, historical memory often imagines the Habsburg state as implacably opposed to both nationalism and nationalist movements. In practice, however, Habsburg officials and central European nationalisms overlapped and engaged with each other in surprising ways. Their interaction problematizes a sharp line between monarchism and nationalism. This essay speficially introduces a special issue of Central Europe, consisting of two papers presented at a 2022 conference on the Habsburg state apparatus. The two papers explored the tensions and interactions between Habsburg officials and patriot circles as they played out in international relations. Polish exiles sought to recruit Habsburg officials to the national cause, while Habsburg agents sought to recruit patriots to the spy network of the Habsburg political police. [ABSTRACT FROM AUTHOR]

This paper analyses the political origins of diverse peripheral growth models in Europe, focusing on debt-based consumption-led growth model in Southern Europe and FDI-based export-led growth model in Central and Eastern Europe. Contrary to existing approaches that attribute this East-South divergence to their geographic position and systemic features of European monetary integration, the paper argues that these growth models stem from different national and EU-level policy responses to the challenge of core-periphery market integration. While the Southern states sought to protect domestic firms, allowing for, or even directly contributing to deindustrialisation in the face of competition with the European core economies, Central and East European states aimed to preserve their industrial legacy even at the expense of FDI-dependency. These policy responses were, in turn, shaped by distinct patterns of interaction and accommodation between segments of state elites and domestic economic groups, as well as by dramatically different EU strategies of governing integration. In contrast with society-centred perspectives on the politics of growth models, the paper highlights the autonomous role of the state as a key actor balancing between the demands and accommodation of domestic economic groups, and the constraints and opportunities created by regional institutions governing market integration. Digital connectivity of queer migrants on the move to Europe plays a crucial role in confronting border regimes, heteronormativity and racist oppression. ICTs at the disposal of queer migrants interrupt the material politics of silence and violence. However, digital technology also implies serious hazards. Queer migrants use digital space to empower themselves, to build networks, and to trace, reach and create safer spaces of care. This paper conceptualises how care is materialised in self-organised actions and horizontal relationships that question power regimes and commodification practices while introducing the notion of radical digital care. Digital spaces of (radical) care constitute safe spaces of compassion where people can be heard and believed. They act as points of reference for queer people seeking recognition and care. Moreover, queer migration constitutes constant shifting between subject and care positions that redefine the notion of home and safety and the material ordering of migration itself. Based on a qualitative study of ten semi-structured interviews with solidarians and migrants, this paper reveals how the appropriation of digital media by queer migrants re-arranges the material politics of the borderland by contesting border technologies, and through radical care, allows communities to live through hardship, fear, and abuse. Many papers on international student mobility have analysed different macro factors influencing the decision making of international students. However, only a limited number of studies have considered the role of language distance on international educational choices. This paper aims to fill that gap by identifying the role of language proximity in international degree seeking student flows among 21 countries of the European Economic Area in the years 2005, 2010 and 2015. Our gravity models reveal a statistically significant influence of language proximity on student flows within these 21 countries. We argue that language proximity simplifies academic, cultural and socio-economic integration of international students in the destination country and as a result makes the process of their adaptation to a new environment easier and smoother. This article uses a Polanyian frame to place the plight of Roma in Europe in the context of an age of crisis, as evidenced by faltering neoliberal economies and a corresponding rise in xenophobia and extreme manifestations of nationalism. The situation of the Roma remains precarious, a situation exacerbated by the 2008 economic crises and the COVID-pandemic. Despite a number of social inclusion measures in recent decades, at the national and European level which target the Roma, Roma exclusion remains a serious challenge. The paper assesses why previous policy regimes failed but also reflects on what is the way forward in terms of inclusive policy frameworks. The article seeks to provide some answers to these questions with a vision of a Polanyian countermovement in the form of a New Social Europe predicated on redistribution, recognition and community action but also a re-envisioning of integration and transformative change in structural and cultural terms. Drawing on the capability approach and human empowerment theory, it investigates how individuals' sense of autonomy is structured by individual means and conversion factors as well as economic, cultural, and institutional context conditions. Using data from the European Social Survey and the European Quality of Life Survey, these relationships are analyzed for 107,070 individuals in 18 European countries and four points in time between 2006 and 2016. Multilevel analyses reveal financial security, health, and social connectedness as the most important drivers of individuals' sense of autonomy. On the macro level, national wealth, civil liberties, and an emancipative value climate are all found to be positively linked to individuals' sense of autonomy, albeit weakly. Considering the value individuals attach to leading an autonomous life and the beneficial effects autonomy has been shown to have on people's well-being, these findings shed first light on the unequal distribution of autonomy and autonomy resources on the individual and macro levels. Europe accounts for 51% of international tourist arrivals and the tourism industry provides about 10% of workplaces in Europe. Tourism will be impacted by climate change in a diverse number of ways. At the same time, tourism is also a significant contributor of greenhouse gas emissions. The aim of this article is, therefore, to provide an assessment of climate and carbon risks for the European tourism industry based on a systematic literature review. Climate risk is the dominant category with 313 papers (74%), while 110 papers (26%) were on carbon risks. The following gaps were identified: geographical gaps, especially in countries of the former Soviet Union and former Yugoslavia; a lack of coherent studies on national tourism's and its sub-sectors' emissions; research addressing how climate policies might affect tourism demand; assessments of the integrated carbon and climate risks; lack of evidence on the link between tourism climate indicators and tourism demand; lack of climate change and tourism studies addressing policy and institutional tools for adaptation and implementation of adaptation measures in destinations; and research on rising sea levels and coastal erosion and its impacts on tourism destinations and demand. This paper investigates the multifaceted dimensions of sport promotion, development, and integrity within the context of men's football in Europe. It specifically focuses on the impact of a newly introduced competition, the UEFA (Union of European Football Associations) Nations League (UNL), on these three dimensions. The study utilises a dataset comprising 1,058 games played over two distinct periods: 503 games from 2014–2016 (pre-UNL) and 555 games from 2018–2021 (UNL era). The primary areas of interest are competitive balance (CB) and competitive intensity (CI), measured at the intra-match (both CB and CI) and post-match (CB only) levels, and fairness. Regressions and statistical tests were conducted to explain the determinants of CB and compare CB and CI between both periods. The analysis reveals that CB deteriorated, primarily attributed to changing incentives for the strongest and weakest teams during Euro qualifying matches. By contrast, CI increased due to the UNL's replacement of most friendly games. While recent literature has raised potential fairness issues due to the establishment of the UNL, findings of this study suggest that the integrity of national men's football team competitions and games in Europe remained intact during this period. This article advances knowledge of CB and CI. Besides, it also provides empirical evidence that the UNL did not compromise the fairness of national men's football team competitions and games in Europe. By bringing CB, CI, and fairness together, this study highlights the crucial role of sports organisations in promoting and developing their sport, while also safeguarding its integrity. This paper examines the relationship between equality and social Europe, which has remained underdeveloped in the process of European integration. In contrast to the social dimension of the EU, the principle of equality has been significant from the beginning of European integration. The paper opens with an overview of how equality functions as the basis for a social Europe. Next, two interpretations of equality are introduced. The EU's preferred interpretation, which is based on merit, is in sync with market ideals. One of the shortcomings of merit-based equality as a foundation of social Europe, however, is its inability to properly disconnect the vulnerable person from the employment market. This paper argues that an alternative interpretation of equality based on value is more suitable, because value-based equality can challenge the potentially harmful social structure of the market. According to the Damages Directive victims of infringements of competition law are entitled to full compensation. To achieve this goal overcharges, passing-on, and volume effects should play a role in the calculation of damages (for any purchaser who is not yet the final consumer). Whereas the Damages Directive promotes the passing-on defence for the defendants, it does not regulate volume effects in depth. The computation of these effects requires information on counterfactual prices and quantities. Since this information cannot be observed, the size of the volume effect tends to be uncertain. This paper discusses policy-options that aspire to bring compensation closer to full compensation, given uncertainty about the size of the volume effect. Based on the maximin-principle, a principle for decision-making under uncertainty, not allowing a passing-on defence appears to be an attractive option since this may lead to the minimization of the maximum gap between actual and full compensation.
