This study analyzed all Association for Education in Journalism & Mass Communication refereed convention papers from 1999 to 2008 with regard to author names and author institutional affiliations, in order to rank by productivity individual scholars and institutions globally. All refereed papers sponsored by twenty-seven AEJMC organizational units were examined by author name and affiliation to establish institutional productivity patterns and rankings based on the Carnegie Classification system, and individual productivity rankings per organizational unit. The link between top paper productivity and refereed regular paper productivity was assessed with regard to AEJMC organizational units. While top paper institutional productivity was substantially correlated with institutional refereed regular paper productivity, this was not the case for individual paper productivity. Findings are potentially useful for students, educators, and administrators by filling a void in the literature on leading institutions and individuals across specialties of journalism and mass communication represented in AEJMC. Our world is in a state of critical transition demanding new, creative, ecosystemically fit and sustainable responses to complex challenges. We need both new types of knowledge and new modes of knowledge production. Interdisciplinarity and Transdisciplinarity have the potential to support more congruently complex forms of knowledge (differentiated, integrated, recursive, emergent, ecosystemically fit). Their success is dependent on a deeper understanding of their own organizational complexity. In this paper, I highlight key knowledge gaps and research questions for the development of a richer knowledge base to guide the intentional management and facilitation of Interdisciplinarity and Transdisciplinary Relations toward creative and abductive outcomes. I defend the investigation of creativity and abduction, as hallmarks of the complexity of Interdisciplinarity and Transdisciplinarity, from a process, relational and complexity-informed perspective, mobilizing contributions from Psychology. I discuss Psychology's modes of engagement with Interdisciplinarity and Transdisciplinarity in addressing complex challenges. In this context, I introduce the notion of "dissolution" as an Interdisciplinary and Transdisciplinary relational process supporting the theoretical, methodological and pragmatic enrichment or transformation and increased complexity of different disciplines, bodies of knowledge or modes of knowing. Care as a concept has long been central to the nursing discipline, and care ethics have consequently found their place in nursing ethics discussions. This paper briefly revisits how care and care ethics have been theorized and applied in the discipline of nursing, with an emphasis on Tronto's political view of care. Adding to the works of other nurse scholars, we consider that Tronto's care ethics is useful to understand caring practices in a sociopolitical context. We also contend that this vision can be used specifically to politicize nurses, by encouraging them to think critically about the context in which they work and how they can participate to change the status quo, notably by prompting the democratization of care in institutional settings. We illustrate this by demonstrating how moral distress that can occur with aggressive or futile treatments in the intensive care unit can be reduced if nurses are systematically included in the decision-making process. By showing some ways in which nursing political actions can begin to change the status quo as it pertains to futile treatments at the end of life, we can help empower nurses to strive to be included in political spaces and voice their concerns to have their professional needs met. This paper interrogates the relationship between working-class participation in higher education ( HE) in England and social and cultural mobility. It argues that embarking on a university education for working-class people has been construed in governmental discourses as an instrumental means of achieving upward mobility, or of aspiring to 'become middle class'. Education in this sense is thus not only understood as having the potential to confer value on individuals, as they pursue different 'forms of capital', or symbolic 'mastery' ( Bourdieu, 1986), but as incurring a form of debt to society. In this sense, the university can be understood as a type of 'creditor' to whom the working-class participants are symbolically indebted, while the middle classes pass through unencumbered. Through the analysis of empirical research conducted with staff from working-class backgrounds employed on a university Widening Participation project in England, the article examines resistance to dominant educational discourses, which understand working-class culture as 'deficient' and working-class participation in HE as an instrumental means of securing upward mobility. Challenging the problematic notion of 'escape' implicit in mobility discourses, this paper concludes by positing the alternative concept of 'fugitivity', to contest the accepted relationship in HE between creditor and debtor. This paper synthesizes recent insights from geography, science and technology studies and related disciplines concerning organizations and organizational learning at the science-policy interface. The paper argues that organizations do not exist and evolve in isolation, but are co-produced through networked connections to other spaces, bodies and practices. Furthermore, organizations should not be studied as stable entities, but are constantly in-the-making. This co-productionist perspective on organizations and organizing has implications for how geographers theorize, study and intervene in organizations at the science-policy interface with respect to encouraging learning and change and in the roles we adopt within and around such organizations. The article reports the findings of our case study of a social movement organization opposed to the pollution of a river by a paper mill. Using data from participant-observation and archival sources, we analyze the relationship between elites and non-elites in this community mobilization. We find that: (1) mobilization was inhibited for 80 years because of the economic oppression of the region; (2) when a movement organization finally emerged, it was initiated by elites who resisted grassroots membership in order to control movement goals and protect their own economic interests; and (3) the elite-sponsored organization declined because of internal conflict but generated a new, grassroots organization. Based on our analysis, we conclude that protest and quiescence are cycles in the interaction of elites and non-elites that reflect social class conflict. [ABSTRACT FROM AUTHOR]

This paper develops a rigorous concept of institutions to investigate the interrelationships between institutional and economic change from the perspective of economic geography. We view institutions neither as behavioural regularities nor as organizations or rules, but conceive institutions as stabilizations of mutual expectations and correlated interaction. The paper discusses how economic interaction in space is shaped by existing institutions, how this leads to economic decisions and new rounds of action, and how their intended and unintended consequences impact or enact new/existing institutions. The article summarizes the conference papers presented at the ninth biennial conference of the International Association for the Study of Forced Migration (IASFM). The IASFM conference was held January 9-13, 2005 in São Paulo, Brazil and was hosted by the Pontifical Catholic University and the Latin American Parliament. The conference featured 168 papers, primarily of applied research, presented by 200 academics, policymakers, practitioners, and government representatives. This was the first time that IASFM met in Latin America; the conference was simultaneously translated in Spanish, Portuguese, and English. The conference focused on the number of cases and causes of forced migration as well as possible repatriation of migrants. Smuggling and human trafficking was also addressed.

Why does metropolitan reform have such a poor track record in the United States as compared with other industrialized countries? The most common answer is the exceptional localism of US culture, which has embedded itself over the years in institutions that foster political fragmentation and sprawl. This paper, inspired by recent .developments in Europe, offers an alternative explanation in the divided sovereignty of the US federal system. Sovereignty, a highly debated concept at the global level, remains a very real political hurdle at the local level because it constitutes the primary field of struggle for any claims for local self-government. The significance of divided sovereignty is the potential recourse that a second sovereign can offer to metropolitan reformers. A reframing of the issue from a constitutional perspective reveals a sharp contrast in the political conditions for metropolitan reform between Europe and the USA today: as sovereignty has moved up in Europe, secured by treaties that have shifted whole realms of authority and fight to the European Union, it has been moving down in the USA, pushed by a generation of Republican presidents and an activist Supreme Court. It also highlights a political fault line that has been largely missing from theoretical and policy debates over metropolitan reform in the USA: the conflict between the big cities and their direct sovereign, the subnational states. In this paper I reconsider the troubled history of metropolitan reform in the United States from this constitutional perspective, situating efforts to achieve metropolitan self-governance in the context of the shifting division of sovereignty in the US federal system over the past seventy years. The article presents information on the advertising industry. The relationship between membership growth and the divisions and interest group expansion is close. Rarely does a division or interest group disband. So, logically, the older divisions tend to be the largest and the most stable--and carry the most weight. For example, the Newspaper and Advertising divisions typically garner large numbers of convention paper submissions, and, therefore, have a strong presence at the convention. Given their strong presence, other divisions want to co-sponsor panels with them, which give them an even bigger presence. A few brave souls periodically talk about whether the divisions need to reorganize, but they are so stable and so "normal," no one wants to make the leap. Given that the submitted research papers are blind reviewed, professors and graduate students compete for acceptance on the same level. As a result, we are privy to the bright minds beginning to climb the academic ladder. The down side, however, is that these graduate students have to be prolific to compete in the job market. One of the best benefits of AEJMC is how it exalts graduate education.

British trade union renewal has focused on the twin strategies of organising and partnership. Drawing on experience from North America, and fledgling developments in Britain, this paper argues that reciprocal community unionism could provide another weapon in the union movement's armoury for reversing decline. The paper provides a brief historical overview of the intersection between unions and community in Britain before addressing reciprocal community unionism in more detail. The final part of the paper then looks at the work of Battersea and Wandsworth Trade Union Council's Organising Centre in South West London during 2000 and 2001. The case study highlights the ways in which trade unionism can develop when focused on a particular locality, and the advantages of having extra-workplace organisation in any place. The case also illustrates some of the barriers preventing this model of trade unionism being translated to other boroughs, towns and cities in the UK. The nature of governance in the European Union (EU) and its member states is continuing to evolve as the EU develops. This paper focuses on the challenges to this governance process in the sector of environmental policy, and particularly the role of external organizations and states in providing alternate policy fora. The policy impact of these institutions and organizations leads to more actor participation in a way that EU players may not be able to anticipate or control since the EU is only one of several arenas involved. Both states and non-governmental actors actively seek to shift issues to arenas that provide them advantages. Consequently, developments in other arenas shape and are shaped by EU issues as actors pursue forum shopping. The paper presents two cases, the amendment of the Basel Convention to ban hazardous wastes export and the EU regulation of chemical risk, which demonstrate how external players can shape EU regulation. French governance's ad hoc pluralism has offered scope for the emergence of increasing policy dynamism, particularly at the local level. Important in this process is the relationship between the local state and voluntary associations. However, it still remains little understood what external, exogenous factors shape, challenge and facilitate this relationship between the local state and voluntary associations. This paper seeks to contribute to filling this gap with a comparative analysis of three voluntary associations across Paris, Lyon and Marseille. These were chosen for their varying experiences of exogenous influences on their relationship to the local state and the analysis demonstrates that, while offering public recognition to migrant communities has become increasingly possible at the local level, the process remains very much contested, even subject to retrenchment. Establishing contacts and gaining permission to conduct ethnographic or qualitative research can be time-consuming and stressful processes. Gaining access can be especially challenging when representatives of prospective research sites see their work as being sensitive and would prefer to avoid outside scrutiny altogether. One result of this dynamic is that many organizations that exert a profound influence in governing populations and regulating individuals’ access to basic needs are relatively invisible to the public and shielded from meaningful public accountability. Therefore, it is vital to effectively study secretive or guarded organizations and fill out the empirical record, which in turn could create the conditions for greater public awareness and debate. To that end, this paper draws on our collective research experience and the scholarship of others to present nine strategies that we have found to be especially effective for securing access to secretive organizations. Subscribers to the British Sociological Association will be aware that its newsletter, Network, has recently been carrying correspondence on the ethics of covert observation, provoked by Roger Homan's paper, in a previous Sociological Review, 'Interpersonal Communication in Pentecostal Meetings'. Homan, himself, has contributed to this correspondence and defended his stance at more length in a paper, published with a rejoinder by Martin Bulmer, in the British Journal of Sociology.[1] I am not, however, convinced that we have yet reached some of the core issues in this area, because the ethical discussion has become so far removed from an adequate understanding of the nature of fieldwork. In this paper, I want to reunite these two topics, partly because I believe ethical debate to be a rather futile activity if it is not grounded in everyday practice and partly to show that there are so many grey moral areas in ethnography that an over-academic analysis may ultimately be inimical to our continued use of this approach to social life. Although I shall concentrate on field practice, this should not be taken to imply a disregard for planning and writing-up research. Plainly the ethical questions are at least as important, but their better documentation makes an extended consideration a less urgent matter for this present paper. This article presents the author's views on the proceeding "Knowns and Unknowns in Intercollegiate Athletics: A Report to the President's Commission." The Agenda for Reform of the Presidents Commission of the National Collegiate Athletic Association cites the need for sound information to guide a national dialogue on the role of intercollegiate athletics in American higher education. What makes this need all the more urgent is that, to date, much of the discussion and debate about athletic policy has proceeded through argument by anecdote, with each side's position illustrated by occasional examples but rarely by concrete evidence. Within this context, the Amateur Athletic Foundation of Los Angeles has attempted to review efforts to conduct systematic studies of intercollegiate athletics, and to identify beliefs, knowns and unknowns in the field. Ten working papers were commissioned by summarizing the knowns and unknowns in the areas of competence of each of the authors. The papers were then discussed at a meeting that included the authors, the senior staff of the Amateur Athletic Foundation of Los Angeles awl a small number of Invited guest commentators.

The paper examines the impact and possible unintended side effects of the privately sponsored Partnership for a Drug-Free America (PDFA) media campaign to reduce illicit drug abuse. The paper describes the history, goals, organization, production processes, and process and outcome evaluations of the PDFA advertising campaign. It also reviews major criticisms that have been leveled at the PDFA campaign, including its dissemination of false information, the narrow scope of its message, a number of unintended iatrogenic side-effects, potential conflicts of interest arising from the sources of its funding, and the agenda-setting function of the PDFA campaign in defining which drugs are dangerous and how the attendant problems should be addressed. In most western industrialized societies voluntary organizations play a large role in the delivery of amateur sport programs. Despite their importance in this area, sport sociologists still know little about the structure and processes of these organizations. One process that is being increasingly used to describe the development of this type of organization is that of bureaucratization. This paper examines the process of bureaucratization and the emergence of its corresponding organizational form, bureaucracy, in a Canadian voluntary sport organization. This paper asks whether schools and colleges should be regarded as institutions as well as organizations, and if so what are the implications. Different conceptions of ‘institution’ are examined including an attempt to distinguish ‘institution’ from ‘organization’. It is suggested that institutions are committed to a set of values beyond the transmission of knowledge and skills, as well as to breadth in education and the importance of continuity and a degree of stability. Positive and negative connotations of the idea of institution are briefly reviewed. The discussion is placed in a wider context of the debate about the public realm and its boundaries. Institutional theory is drawn on regarding the interplay between schools and colleges and their environments. Finally there is a brief discussion of the conception of ‘civic institution’, and its implications concerning the ownership of publicly-funded schools and colleges. [ABSTRACT FROM AUTHOR]

In this paper we apply the notion of the amorphous family nexus (AFN) to examine the underinvestigated implications of family-like ties existing between minor NGOs (m-NGOs) and communities in sustaining the momentum of developmental activities despite resource scarcity and weak institutional support. AFN embodies symbolic connectedness and meaningful associations that actors enjoy with each other within and independently of the family nexus. Focusing on Bundelkhand-based m-NGO Haritika's (a non-profit-making research consultancy) initiatives centred on improving water quality and availability, we analyse the emotional dynamics inherent in the carefully crafted social bonds existing amongst fleldworkers, community members, and volunteers. Our findings reveal how their kindred camaraderie and displays of affection and trust, a result of their long-standing affiliations, are able to activate latent resources and creative energy as they seek to involve each other as active partners in enacting their daily routines. This paper makes two claims: insights from gender research improve understandings of informal institutions and institutional change, and studying informal institutions helps scholars understand the gap between formal institutional change and outcomes. Informed by institutional analysis and feminist institutionalist scholarship, it explores the relationship between informal institutions, institutional change, and gender equality, using gender equality to scrutinize issues central to institutional change, demonstrating that institutional analyses improve when gender dynamics are incorporated. Showing the gendering of power relations highlights power in institutional change in new ways, improving understandings of why institutional change rarely happens as intended by institutional designers. The development of Christian NGOs over the second half of the 20th century has been one of the great stories of the church. At a time when the evangelical church in the West had gone into reverse, away from a holistic gospel, emphasising personal salvation alone and leaving the social gospel to the more liberal and ecumenical branch of the church, individual Christians had responded to the needs of a suffering world by forming CNGOs to tackle the relief and development problems around the world. This paper outlines the background to the CNGO movement, from earliest biblical times, describes the growth of the movement, with special reference to Tearfund, and then discusses the issues and challenges currently being faced. Faith-based, transformational development organizations infrequently utilize impact assessment tools as learning activities. The author argues that the real and significant barriers to program assessment can be managed if shared learning becomes a core value within the organization. By integrating Biblical teaching and program assessment activities with what it means to be a learning organization, the paper outlines a strategy for sharing valuable experiences about holistic development within and outside the faith-based development community. Objective: This paper offers a reflection about the outcomes of the older persons benchmarking forums that formed part of the National Mental Health Benchmarking Project (NMHBP). Method: Seven older persons mental health organizations took part in the NMHBP. Representatives from these organizations attended eight benchmarking forums at which they documented their performance against relevant key performance indicators (KPIs). In order to better understand the differential performance of organizations on particular KPIs, participants gathered additional contextual data. This included organization-level data, data on the local catchment area, and data with which to profile the consumers accessing services through the given organization. Results: Participants'' average performance on some indicators was stable over time, while the average performance on others demonstrated fluctuations. Perhaps more importantly, the inter-organization range for almost all of the indicators was substantial. Conclusions: The older persons benchmarking forums provided an opportunity for participants to gauge the performance of their own organizations on a range of KPIs, come to understand some of the reasons for their own organization's performance and that of their counterparts, consider which of these reasons may be within their control, and reflect upon opportunities for quality improvement within their own organizations. This paper describes an alternative version of the Network of Relationships Inventory, which was designed to assess how frequently different relationships were used to fulfill the functions of three behavioral systems: attachment, caregiving, and affiliation. Psychometric and validational evidence is presented including: (a) high internal consistency for all scales and composites; (b) a second order factor structure of support and negative interactions for each relationship; (c) moderately high stability over a one year period; (d) moderate convergence among different reporters; (e) theoretically meaningful differences among different relationships; (f) moderate associations among different relationships; (g) associations with the original Network of Relationships Inventory; and (h) relations with observed interactions with mothers and friends. In a recent paper in this journal it was suggested that the conventional knowledge practices of disciplines are the fundamental obstacle to mutual understanding between academic experts. Such a position, we argue, underplays the institutional relationships that recreate expert and disciplinary divides. To demonstrate our case we discuss how in the UK the evolving relationship between the government and research councils has crucially altered the context for efforts to stimulate interdisciplinary research. Our analysis highlights the scope for changes in institutional structures and practices that would facilitate broader and more encompassing research into complex sustainability problems. In this paper I will draw upon ANT to consider how political associations are generated within a global network of grassroots peasant movements. ANT has failed to fully consider the ways of generating such associations, especially the processes through which such associations are made. In so doing, the causes of and accountability for differential power relations have been precluded, as have the productive dimensions of that power. Through a consideration of the moments and strategies of network translation, I will show that power inequalities and intentionality act to determine the contours of network association. The most enthusiastic proponents of social capital identify it as the key explanatory factor in economically prosperous and well-governed territorial communities. The tendency is to reduce the concept to 'sense of community' and voluntary association. Use of social capital as a policy tool, however, requires a clear understanding of what social capital is and a stronger evidence base to examine its association with positive outcomes. This paper presents an approach to measuring social capital in local territorial communities alongside selected findings from an empirical examination of social capital and its relationship to quality of life in disadvantaged urban neighbourhoods (Humphreys, 2005). Variations in levels of social capital in neighbourhoods are associated with both compositional and contextual conditions of place. Socio-economic characteristics of people including higher levels of education and home ownership are positively associated with social capital. Better conditions of place such as good quality local services and a developed community and social infrastructure are also positively associated with social capital. However, this does not mean that the problems of disadvantaged neighbourhoods can be attributed simply to deficits of social capital or certain types of social capital - i.e. bridging and linking social capital. I argue that a more sophisticated understanding is required of the conditions that shape social capital and that are shaped by it in specific spatial contexts, before considering the deployment of social capital as a policy tool. The European Association for Palliative Care Task (EAPC) Force on the Development of Palliative Care in Europe was created in 2003 and the results of its work are now being reported in full, both here and in several other publications. The objective of the Task Force is to assess the degree of palliative care development in the European Region as defined by the World Health Organization (WHO). The Task Force is a collaboration between EAPC, the International Observatory on End of Life Care, Help the Hospices and the International Association for Hospice and Palliative Care. The University of Navarra have collaborated in the dissemination of results and is involved in further developments of this group. Four studies, each with different working methods, made up the study protocol: a literature review, a review of all the existing palliative care directories in Europe, a qualitative ‘Eurobarometer’ survey and a quantitative ‘Facts Questionnaire’ survey. The work of the Task Force covers the entire WHO European Region of 52 countries. In this article we present a comparative study on the development of palliative care in Europe, drawing on all four elements of the study. Different models of service delivery have been developed and implemented throughout the countries of Europe. For example, in addition to the UK, the countries of Germany, Austria, Poland and Italy have a well-developed and extensive network of hospices. The model for mobile teams or hospital support teams has been adopted in a number of countries, most notably in France. Day Centres are a development that is characteristic of the UK with hundreds of these services currently in operation. The number of beds per million inhabitants ranges between 45–75 beds in the most advanced European countries, to only a few beds in others. Estimates on the number of physicians working full time in palliative care are shown. The countries with the highest development of palliative care in their respective subregions as measured in terms of ratio of services per one million inhabitants are: Western Europe - UK (15); Central and Eastern Europe - Poland (9); Commonwealth of Independent States - Armenia (8). This paper also presents indicators on the development of palliative care based on the bibliometric analysis of scientific journals and on the vitality of the palliative care movement in each country. Objective: The aim of this paper is to explain the development of an innovative postgraduate program in Indigenous Australian Mental Health and Well-Being for non-Indigenous health and allied health practitioners. Methods: The historical background is explored, together with details of the approach to, and the management of, the new program. Results: The establishment of the new program has been achieved and the interest level in the new directions being undertaken has been gauged as very high. Conclusions: Judging by the number of enquiries, the enrolments so far achieved and the Department of Education, Science and Training granting of 20 HECS places for the new program, it is clear that the program will be viable and the future development of a Master's in Indigenous Mental Health and Well-Being assured. In this paper I report on a participatory planning project undertaken in a community engaged in a ten-year revitalization effort. Working with several youth-serving organizations, a community planning project was conducted in which local youth collected qualitative data about their neighborhood through a variety of techniques (photography, drawings, narratives). The project took place against the backdrop of an emerging neighborhood indicators geographical information system (GIS) aimed at tracking the impact of the revitalization effort. Although techniques for collecting and using qualitative data have matured during several decades of use in the field of participatory planning and development, their effective incorporation into GIS remains elusive. Although few technical barriers remain, the absence of stakeholder participation and the lack of community capacity to implement a community-based GIS are important obstacles to a fully realized qualitative GIS. Drawing on the youth-development literature, I demonstrate in this case study the potential of qualitative GIS for engaging young people in participatory planning, while also highlighting the continuing challenge to its implementation. Bipolar disorder is an important and serious mental illness associated with significant morbidity and mortality. However, unfortunately, the evidence base regarding treatment is less than satisfactory. In such circumstances clinicians often resort to reputable sets of guidelines. A number of these currently exist; in the United Kingdom the most prominent being that produced by the British Association of Psychopharmacology (BAP). This paper reviews the methodology of this guideline and its recommendations regarding the long-term treatment of bipolar disorder and compares this with guidelines produced by the American Psychiatric Association (APA), the Canadian Network for Mood and Anxiety Treatments (CANMAT) and the Texas Implementation of Medication Algorithms (TIMA) for bipolar I disorder. It is concluded that the BAP guidelines continue to be a reasonable set of recommendations, though there are new data available since their publication. All the guidelines reviewed place lithium and valproate at the top of the list of options for long-term treatment. There is a trend to increasingly recognize atypical antipsychotics, particularly olanzapine, as an additional alternative and an increasing prominence of lamotrigine for prevention of depressive relapses. All other treatment options currently have an extremely limited evidence base and do not feature consistently in the published guidelines. [ABSTRACT FROM AUTHOR]

This conference, held on 11–12 April 2005 at the Institute of Materials, Mineral and Mining, was another in the informal series organised by the Instrumentation Subcommittee of the Steel Division. The subject matter was wide-ranging and a prime intention was to generate debate. Almost 40 delegates from four countries attended, including personnel from steel producing companies, two equipment suppliers and research institutes/universities. As well as 16 formal papers, there was an initial 'what do we want to know?' session, followed up by a final session for debate based around issues raised during the conference and some key questions. The article previews the 2006 conference of the Association of Business Simulation and Experimental Learning that will be held from March 22-24, 2006 in San Francisco, California. The 2006 program will feature papers and panels addressing on experiential, simulation and online education.

The article reports on the Eurocorr 2004 conference of the European Federation of Corrosion which was held in Nice, France on September 12-16. The conference presented workshops on non-destructive testing and the corrosion of archaeological objects. It also presented papers concerning improve formulation of coatings and the behavior of coil coated steel.

This article presents the June 2005 report prepared by the National Joint Committee on Learning Disabilities. The NJCLD is a national committee representing 11 organizations concerned about individuals with learning disabilities. The NJCLD considers and discusses contemporary issues in learning disabilities and develops and disseminates reports and statements related to these issues to influence policy and practice. The purpose of the NJCLD report is to examine the concepts, potential benefits, practical issues, and unanswered questions associated with responsiveness to intervention (RTI) and learning disabilities. After brief overview of the approach, issues related to RTI implementation, including use as an eligibility mechanism, parent participation, structure and components, professional roles and competencies, and needed research, are addressed. The report is neither a position paper nor a how-to guide for implementing an RTI approach.

This paper examines gender equality in Japanese academic geography and provides an overview of gender studies undertaken in the discipline. First, I point out the serious gender imbalance which exists in Japanese geography, through an examination of data on gender participation in academic societies, publications and faculty promotions. Secondly, I provide an overview of geographical research on gender in Japan. Thirdly, I point out as major issues concerning gender studies in Japanese geography that the Japanese male geographer tends to misunderstand gender and ignore sexuality. In conclusion, I suggest that Japanese male geographers need to realize that gender is their own issue and that there is a need to conduct men's studies in Japanese geography. [ABSTRACT FROM AUTHOR]

This article presents information about several organizations related to simulation and gaming. 35th Annual Conference of the International Simulation and Gaming Association (ISAGA) took place during 6-8 September 2004. The theme of the conference was "Bridging the Gap: Transforming Knowledge Into Action Through Gaming and Simulation." The Editorial Committee of ISAGA2003 has completed the selection of papers to be published in the official postconference publication of ISAGA2003. 44th annual meeting of the North American Simulation and Gaming Association will be held from 4-6 November 2004.

Objectives: The present paper aims to: (i) describe how the Mental Health Commission in New Zealand works and has contributed to the substantial enhancement of mental health resources and services; (ii) determine whether mental health reform policies will ever be implemented properly without an independent monitor with official influence at the highest levels of government; and (iii) demonstrate how variants on this model work in other Western countries and how it can be adapted to the Federated system in Australia.Conclusions: It is recommended that the Australian National Mental Health Plan 2003-2008 should be complemented by a long-standing national mental health commission (or similarly constituted body), which is also able to report independently from and to the government, with direct access to the Prime Minister, Premiers and Australian Health Ministers. Its aims would be to monitor service effectiveness and identify gaps in service provision, training and performance of the work force, management and government. It would be informed by consumer, carer and provider experience, and by reviews of evidence-based research regarding health needs and cost-effective services. It should accurately cost such service gaps, and advise government on a strategy for implementing them. It could also promote and advise formally on enhancing community awareness, decreasing stigma and discrimination and improving workforce recruitment and retention. [ABSTRACT FROM AUTHOR]

In this paper I critically assess the World Bank's adoption of discourses of corporate social responsibility in Latin America. I argue that the turn to private-sector associations as ‘agents of development’ or ‘corporate citizens’ is a logical extension of the neoliberal policy repertoire, allowing capital to position itself as the key actor within the arena of civil society and permitting the World Bank to resolve some of its internal debates around the role of institutions in development more broadly. At the same time, through a case study of the Guatemalan sugar industry, I argue that these initiatives are constructed in differentiated ways that are rooted in particular class trajectories and geographies of production and social reproduction. Looking at these so-called ‘strategic development alliances’ as arising at least in part from specific geographies of work may allow us to see where possibilities exist to push for more inclusive social and political participation. This article provides empirical data from the Tyneside Maritime Construction Industry (TMCI) to contribute to the union renewal/resilience debate. The aim of the study is a focus on the effectiveness of shop steward organisation in the industry, levels of activity in membership participation and its significance for union democracy, all of which are important factors in the debate.
