This article reports that U.S. Senate Democrats will soon roll out a legislative strategy aimed at combating market manipulation and price gouging during national energy emergencies, which might be the first of several Democratic proposals aimed at addressing energy concerns in the wake of Hurricane Katrina. Senator Maria Cantwell of Washington has been given the lead by the Democratic leadership to craft the party's energy response to the hurricane and the initial legislative package. The legislation will enable the president to declare a national energy emergency and would give him greater oversight powers to combat market manipulation and price gouging. The bill would reauthorize this presidential authority that expired in the 1980s.
