A shift in how to measure well-being using more appropriate and coherent indicators has been long called for. Nonetheless, monetary indicators, such as income and GDP, or utilitarian frameworks, remain the most common approaches used. The capability approach (CA) has been advocated as an alternative framework to measure well-being. This paper aims to capture the state-of-the-art of how the CA has been applied to assess or characterise the well-being impacts of project-based development interventions in Global South countries. The ultimate goal is to discuss whether the CA provides more varied and complex indicators of well-being and therefore more comprehensive impact assessments. The results highlight that qualitative and participatory approaches are frequently applied methods to assess individual capabilities, most often related to educational, economic, social and empowerment dimensions. Capabilities linked to environmental and recreational activities, as well as collective capabilities, were significantly overlooked. Quantitative approaches to impact evaluation were less frequently used. This paper provides a first systematic review on the use of the CA to assess well-being impacts. Future applications of the CA could focus on better integration of qualitative and quantitative approaches for robust impact assessments and targeting understudied capabilities. Building on aspirations and capabilities models in migration studies, this paper explores the utility of this approach for elucidating long-term integration processes. Aspirations as individual constructions of what one's life should look like in the future are a concept used by scholars to study migrants' motives to migrate. However, neither are aspirations an often applied analytical category, nor a sufficiently examined theoretical subject in the area of long-term migration. This paper addresses this gap and applies the category of aspirations and capabilities to the study of long-term adaptation processes of Polish emigrants of the 1980s in three European countries: Austria, Italy and Sweden. The case study illustrates the aspirations/capabilities model's usability for studying integration processes and proves that aspirations and capabilities should be a subject of inquiry throughout migrants' lives. Public–Private Partnerships have been implemented globally as a key procurement strategy for addressing the issue of funding gaps amidst the immense pressure to deliver new major infrastructure projects. However, in current practice, procurement selection is applied to the entire bundle of project activities. This often leads to unduly large bundles of externalized project activities that create unduly large PPP contracts and attempt to transfer too much risk. To address this gap, this paper presents the development and testing of an implementable model that embodies a range of microeconomic theories—namely, transaction cost and resource-based theories—and property rights theory. This paper presents the first empirical testing of this model based on two road and two health projects, using competition as an independent measure of the validity of the recommended procurement strategy. The results provide compelling evidence that a rigorous application of the model will enable a substantial improvement of existing procurement approaches, such as identifying the most suitable bundle to be procured using a PPP approach. The field of social and behavior change communication (SBCC) has a history reaching back to the period of decolonization following World War II. Since that period, much has been learned about theories and methods pertinent to this communication subfield. One topic that has received too little attention is the ethical dimension of SBCC. This paper considers the need for an SBCC code of ethics and justification for such a code. Amartya Sen's capabilities approach and Habermas's discourse ethics are reviewed as substantial contributions to such a justification. Habermas's U and D principles are selected as especially useful when the criteria for communicative action are considered, including criteria related to validity claims and general symmetry conditions. The paper argues that discourse ethics is the most suitable general ethical approach for SBCC, offering both a theoretical foundation for SBCC ethics and guidelines for practice in the field. Sport management leadership research has predominantly focused on leadership behaviours, particularly transformative leadership, without fully acknowledging the complex, multifaceted nature of leadership within the sports context. This perspective overlooks the reality that sports leaders operate within complex organizations and varied contexts that significantly influence their behaviours. Leadership in sports demands core capabilities in decision-making, communication, and strategic thinking, and a mindset that influences perception, decision-making, and behaviour. Consequently, a singular focus on transformative leadership may undervalue the importance of other attributes. This paper thus argues for a comprehensive leadership framework that integrates behaviours, roles, capabilities, and mindset, and draws insights from business management. By proposing this framework organized across four domains—Context, Roles, Capabilities, and Mindset—this paper aims to foster a deeper understanding of sports leadership dynamics, highlighting the necessity of a holistic approach that considers the interconnectedness of these elements. The paper contributes to current debates about decolonising curriculum and advancing corresponding 'humanness pedagogies' in South Africa by developing a capabilitarian approach and foregrounding epistemic justice capabilities. This is aligned with and to fostering a shared African ethic for individual transformation-in-context and for building universities which benefit communities and societies. It is proposed that epistemic justice capabilities are foundational to decolonising curriculum and foundational for pedagogies which mediate disciplinary content and the dismantling of comparative inequalities among students in order to foster humanness. The capabilitarian framework seeks to secure the expanded wellbeing, co-flourishing and agency of all, in this case in and through higher education and a quality, decolonising curriculum oriented to an ecology of knowledges and a generous, inclusive humanity. The paper discusses repair as valuable for thinking about and acting towards sustainable human development. Repair asks us to take account of intersections of past, present, and reimagined futures; the end is becoming and being full human beings with dignity, attentive to the lives of others and to what Achille Mbembe calls the "living world". We seek to repair that which is valuable to us, while also setting aside what cannot be fixed (for example colonialism and apartheid). The concept of repair is proposed as a lens to think about some disrepair challenges facing development: the enduring effects of history on justice, skewed global knowledge relations, and racism. The ideas are then applied to the space of education. A repair praxis framework is proposed based on four overlapping dimensions: conviviality as incompleteness; advancing epistemic freedoms; fostering transformational learning; and, spaces of dialogue and participation. The paper concludes with an example of renaming the world to repair the world and finally reminds us that we should pay attention to who we are with others, to what we repair, and to the kind of ancestors we choose to be for future generations. Digital transformation, organizational resilience, and agility are now becoming key to meeting the competitive challenges of modern organizations. It is no surprise that digital transformation and digital technologies have also begun to significantly impact the energy industry, moving towards improving the sector's profitability and efficiency. However, to move the difficult process of digital transformation in today's dynamically changing environment, organizations, including those in the energy sector, need to build organizational resilience. Nevertheless, the relationship between digital transformation and organizational resilience has not yet been explained in a satisfactory and sufficient manner. Focusing on the level of digital transformation, and more precisely within the two dimensions of digital maturity, i.e., digital intensity and transformation management intensity, as well as based on the perspective of dynamic capabilities, this study developed a configurational framework and proposed a theoretical model to study the equifinal paths through which digital transformation and dynamic capabilities influence organizational resilience in energy sector companies. Based on a fuzzy set qualitative comparative analysis (fs/QCA) conducted on selected companies in the energy sector, i.e., Polish CHP plants, the relationship among digital transformation, dynamic capabilities, and organizational resilience was investigated. The results show that a high level of organizational resilience is possible to achieve through two main paths based on the dominance of dynamic capabilities and the dominance of digital maturity. Understanding young people's lives through a focus on their micro‐geographies has been central for exercising young people's voices through research. However, such a focus has also neglected the multiple and complex realities of growing up that ripple throughout their lives, resulting in calls for more research to go beyond capturing daily snapshots of experience. This paper acknowledges that decades of research with and for young people living on city streets has underpinned activism and challenged western child rights discourse, helping to ensure that abuses and violations of street young people's rights are confronted. Yet, much of this research draws attention to lives lived in present moments – the difficulties encountered and capabilities displayed. It does not account for the temporal fluidity of how young people's realities are future impacted by slow crises and challenging daily life experiences as they grow towards adulthood. This paper explores the crisis temporalities of young people's street lives through a youth‐led ethnographic longitudinal approach. The paper focuses on 18 youth researchers and over 200 of their peers' experiences of research over three years while living on the streets of three African cities. The paper discusses the challenges of undertaking longitudinal research alongside the temporal affordances of surviving urban informality and the compounding effects of slow crises on present and future‐oriented survival. These affordances emerge as street youth respond to daily trials, experience setbacks, crises, triumphs, and failures, yet show resilience and employ capabilities. The paper concludes by demonstrating the crucial importance of ethnographic longitudinal research for policy and practice to ensure that youth who age on the streets, and their families, are supported in accordance with social justice concerns. Purpose: The literature has suggested that capabilities have been used to generate performance and competitive advantage, especially in industries with higher technological dynamism in developed economies. However, knowledge of the topic still needs to be systematically analyzed in agribusiness. Thus, this article fills this gap because it systematically reviews the literature on agribusiness capabilities and performance, classifies and codifies its characteristics, and determines what is known and what gaps there are in the knowledge regarding these subjects. Design/methodology/approach: A systematic literature review of agribusiness capabilities and performance was conducted based on Cronin et al. (2008) protocol. Thirty-six articles from the WoS and Scopus databases were identified and analyzed. Findings: This article identified, classified and coded 12 capabilities agribusiness firms employ to improve performance. This article reveals several gaps regarding capabilities and performance in agribusiness, especially emphasizing commodity products, in addition to studies with fruits and vegetables, milk, eggs, meat, agricultural inputs and biofuels. It was also found that higher-order capabilities are more strongly related to performance than lower-order capabilities, that the performance benefits conferred by capabilities are more evident in developing economies, and that the relationship between capabilities and performance is more robust in agribusinesses with lower levels of technological dynamism. Originality/value: This paper contributes to the debate about agribusiness capabilities and performance in three aspects. First, it systematically reviews the literature on these subjects; second, it classifies and codifies agribusiness capabilities and performance characteristics; third, it provides a research agenda on the theme. Despite a growing effort in recent years to theorize epistemic justice as a species of distributive justice from within a Rawlsian framework, there is as yet no well-worked out capabilities-based account. In this paper, we set out to provide one. According to our sufficientarian conception, epistemic justice requires a distribution of capabilities that ensures to all individuals opportunities for minimal epistemic agency, publicly conceived. We argue that this conception has advantages over existing resourcist accounts of distributive epistemic justice inspired by Rawls as well as over Miranda Fricker’s tentative capabilities-based alternative. We contend that epistemic justice concerns a plurality of capabilities for epistemic agency, where the scope and nature of these capabilities is ultimately left open to discernment through public reasoning, but where equal emphasis is placed on contributing as well as retrieving epistemic goods and resources from common pools and on exerting combined capabilities as well as developing internal ones in the first place. The data revolution transforms operations, innovation, and society through artificial intelligence and advanced analytics. Data-driven innovations (DDI) have the most potential to tackle global challenges, including poverty, healthcare, climate actions, disaster management, gender inequality, peace and justice and others. This paper identifies the sources of DDI capabilities to address various global challenges. The findings show three major foundations of DDI capabilities: market orientation, infrastructure orientation, and talent orientation. Theoretically, these findings highlight the role of dynamic DDI capabilities to sense, seize and transform global challenges. This paper examines how collective capabilities at a neighbourhood level can support youth voice and empowerment. By applying Ibrahim's 3C collective capabilities model in a new context with young people, we propose that it offers a useful framework to demonstrate the existing value and extend the social justice potential of youth work practice. Our findings aim to address the concern that youth work in Scotland supports individual but not collective transformation. They offer a framework to analyse the development of collective youth capabilities, with the potential to hold policy makers to account for commitments to youth decision-making such as The United Nations Convention on the Rights of the Child (Incorporation) (Scotland) Bill. The 3C model conceptualises three key processes in the development of collective agency as conscientisation, conciliation and collaboration. The model recognises the personal and group processes of engagement that lead to grassroots action, but also prompts analysis of power relations between grassroots actors and the institutions that govern public decision-making. Drawing on a case-study example, we highlight the ways in which youth work practice might extend its social justice potential, highlighting the need for collaboration and power sharing with policy institutions in order to support meaningful youth empowerment. This paper presents a Capabilities-based Interface for Socio-Technical Resilience (CI-STR) framework to model community disaster resilience, a process shaped by the complex interplay between social and technical factors. Central to this framework is the concept of human capabilities, defined as the opportunities for individuals to achieve valuable functionings. These capabilities serve as the interface that integrates individuals' social characteristics with community resources provided by infrastructure systems and businesses, both of which can undergo dramatic and rapid changes after a disaster, influencing the fulfillment of capabilities. The CI-STR framework highlights the feedback relationships among individual capabilities, where one capability can affect others through its impact on social and/or technical contexts throughout the post-disaster recovery process. In the social context, changes in capabilities directly reflect on individual's physical, financial, and social conditions, while technical feedback effects can alter the demand, supply, and operation of technical systems. The framework conceptualizes the recovery process as a series of activities driven by human capabilities and introduces three key features to model this dynamic process: capabilities-induced coping strategies, time-dependent and hierarchical capabilities, and capabilities in groups. These features capture the motivations and abilities for recovery activities, prioritize actions based on urgent needs, and assess group-level capabilities, providing unique insights into the temporal evolution of individuals' capabilities during recovery. Ecological reflexivity provides a key lever for the implementation of the Sustainable Development Goals (SDGs) but is underexplored in one prominent context: collaborative governance particularly associated with SDG 17. Using an exploratory study and novel approach to Q methodology, we investigate capabilities needed for advancing collaborative governance and cross-sector partnering through an exploratory study. Rather than treating these capacities as universal standards or aims for collaboration between varied stakeholders, they were offered as options that actors may value and choose to advance (or not). Local sustainability-focused actors in North West England sorted capabilities as statements, which discursively reframe multi-stakeholder partnership (MSP) building blocks. The first analysis reveals three viewpoints that we name: The Convener, The Connector, and The Chair. The themes of communicative coordination, reflexivity, and power emerged in the three viewpoints, expressing distinct discourses. A separate, second analysis explores a viewpoint encompassing capabilities needed for ecological reflexivity. Our findings demonstrate possible barriers to some approaches valued in the MSP literature such as systems thinking. Finally, in our action research setting, it is possible that the methodology itself facilitated ecological reflexivity and offered entry points to enable agency in the context of SDG 17 and collaboration of diverse actors towards SDG implementation. The Bedouin community, a subpopulation of the Arab minority in Israel, has been subject to systematic discrimination throughout the state's history, including in accessibility to digital services. Based on 25 semi-structured, in-depth interviews with Bedouin men and women residing in unrecognised villages – townlets that are not legally designated as municipal entities by the state and therefore lack basic infrastructure – this study asks whether and how the capabilities approach can be used to assess and examine ICT usage among the Bedouin as a marginalised community with distinct needs. The analysis illuminates the tensions and contradictions that characterise their digital experiences and shows that the capabilities approach is particularly apposite for understanding digital exclusion while compensating for the shortcoming of the digital divide framework. The findings uncover the ubiquitous presence of mobile smartphones among Bedouin users as the central enabler of their desired capabilities while pointing out the vital place religion plays in the community members' decision-making regarding the use of ICTs for the realisation of their desired capabilities. Project management and project portfolio management (PPM) foster competitiveness by facilitating the implementation of organizational strategy. Although organizations often struggle to develop PPM capabilities, the academic community does not have an in-depth understanding of the conditions for successfully developing these capabilities. In response, we conducted a multiple-case study with 50 interviewees to develop a theoretical model of the PPM capability-building process. This model is built on the notion of organizational sensemaking and identifies aspects that comprehensively explain why it usually takes so long to develop PPM capabilities. We conceptualize the PPM capability-building process as one that is strongly influenced by (1) the effects of structural rearrangements, (2) the appropriate use of external resources during that process, (3) the role of executive support and legitimization, (4) episodes of regression, and (5) the need for internalization and habitualization. Surge management is important to hospital operations, yet surge literature has mostly focused on the addition of resources (e.g., 25% more beds) during events like pandemics. Such views are limiting, as meeting surge demands requires hospitals to engage in practices tailored to a surge's unique contingencies. We argue that a dynamic view of surge management should include surge management capability, which refers to how resources are deployed to respond to surge contingencies. To understand this capability, we qualitatively studied five hospital systems experiencing multiple surges due to COVID-19 between April 2020 and March 2022. We develop a framework showing that managing surges involves preserving capacity, expanding capacity, smoothing capacity demand, and enabling surge management. We contribute to surge literature by identifying practices hospitals can adopt to address surges and offering a better understanding of surge conditions (e.g., degree of novelty) that make some surge management practices more appropriate than others. A uniform carbon tax with equal per capita dividends is usually advocated as a cost-effective way of reducing greenhouse gas (GHG) emissions without increasing, and in many cases even reducing, economic inequality, in particular because of the positive balance between the carbon taxes paid by the worse off and the carbon dividends they receive back. In this article, I argue that a uniform carbon tax reform is unjust regardless of how the revenue is used, because it does not discourage the rich from indulging in wasteful emissions. This is at odds with a normative account of the distribution of the GHG budget that I define as emissions limitarianism, which is a climate derivative of economic limitarianism. Emissions limitarianism holds that, under low GHG budget conditions, emissions permits should not be used to achieve functionings that over-consume the GHG budget without producing significant welfare gains relative to the achievement of alternative functionings. Accordingly, I argue that a uniform carbon tax should be complemented by a limitarian carbon tax, which restricts the capabilities of the rich to achieve wasteful emission-generating functionings. The article adopts a methodological multi-level perspective on capabilities as a measure of welfare, distinguishing between basic, secondary and tertiary capabilities. [ABSTRACT FROM AUTHOR]

The Consolidated National Defence and the Integrated Joint Force, two operating concepts presented in the Military Strategy of Romania - 2021, provide the necessary vision for the transformation and adaptation of the Romanian Armed Forces and the joint force to the current and future realities of the operating environment. In this article the author presents some considerations related to the place, role and importance of operating concepts used by the armed forces of other states, accompanied by some examples and points of view that might help to better understand the terms, to develop and implement these concepts and their subsequent concepts, doctrines, and capabilities through which they are operationalized in the Romanian Armed Forces. This study attempts to shed light on the nature of the contribution of digital learning orientation (DLO), as an intangible resource, to the development of the dynamic capability of supply chain data analytics powered by artificial intelligence (SCDA-AI) as well as to the moderation of its effects on the enhancement of the operational capabilities of supply chain flexibility (SCFL), supply chain resilience (SCRE) and supply chain responsiveness (SCRES) in order to stabilize and improve supply chain performance (SCPER) in times of uncertainties and disruptions. The study was based on survey data collected from 200 foreign companies based in Morocco. Respondents were mainly senior and middle managers with experience in general management and supply chain (SC). Validity and reliability analyses and hypothesis testing were carried out using structural equation modelling (SEM) with SPSS Amos. The results revealed that DLO acts as an antecedent to SCDA-AI without moderating its effects on the three operational capabilities of SCFL, SCRE and SCRES. In addition, this study provides further empirical evidence that dynamic capabilities can produce significant results in terms of stabilizing and improving performance through the generation and/or reconfiguration of operational capabilities in situations of uncertainties and disruptions.
