The 2022 International Symposium on Nonparametric Statistics was held in Paphos, Cyprus and co-sponsored by the Institute of Mathematical Statistics and the Bernoulli Society of Mathematical Statistics and Probability. The symposium brought together researchers from around the world to discuss recent advances and trends in nonparametric statistics. The conference covered a wide range of topics, including nonparametric estimation, hypothesis testing, adaptive inference, high-dimensional statistical inference, and more. Online crowdfunding has become an important fundraising channel for medical care. Yet, individuals in need face numerous challenges in meeting their fundraising goals. To improve fundraising, individuals may use project updates to evoke donors' sympathy and secure donations. Informed by the sympathy bias literature, this paper conceptualizes two important but distinct aspects of project updates—positive sentiment and negative sentiment—and hypothesizes their individual and relative impacts on the donation amount of a crowdfunding project. In addition, this paper explores moderating effects of social endorsements on the influence of update sentiment. To test our hypotheses, we conducted two studies. Study 1 examined unique project-day panel data from 1,467 projects on a leading medical crowdfunding platform. Results reveal that both positive and negative update sentiment positively affect the donation amount of a crowdfunding project, but negative updates have a greater effect. Further, endorsements by strong ties and weak ties attenuate the positive effects of update sentiment. Study 2 was a controlled, randomized experiment that corroborated findings from Study 1, established the causality of observed effects, and confirmed the mediating effects of sympathy. The findings of this paper underscore the role of sympathy in enhancing online charitable crowdfunding to individual donors and show project updates with positive or negative sentiment to be potent mechanisms to boost donations. Furthermore, the substitution effect of social endorsement on donation amount also adds nuance to our knowledge suggesting that a proper combination of various information can better help improve crowdfunding performance. This paper provides a systematic review of empirical experimental studies in PSM from 1992 to 2022. The paper adopted a systematic review methodology by following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses guidelines. A comprehensive search was conducted in sixteen public administration journals, via a systematic search using major online databases. The findings show that there has been a growing interest in the use of experimental designs in PSM studies over the last five years even though the growth has not been consistent. The findings uncovered that most experimental PSM studies involved surveys, laboratory, and field experiments. The paper contributes to the burgeoning PSM literature by systematically analysing in-depth the characteristics of experiments, which were then used to make recommendations to advance the field of experimental PSM. To explore young peoples' motivation for engaging in agricultural education. Autonomous and controlled forms of extrinsic and intrinsic regulation are discussed regarding young peoples' decision to pursue an agricultural education. A qualitative research approach was applied comprising of purposive and snowball sampling for 28 face-to-face, in-depth, semi-structured interviews. An understanding of the motivational regulations which mobilise young people to engage in agricultural education is provided. This paper sheds light on the psychological processes energising individuals to engage with agricultural education. The research highlights the importance of understanding motivation for engaging in agricultural education, and subsequent impacts on education programmes and educators. This paper contributes to pragmatic insights which demonstrate the importance of understanding young peoples' motivation for engaging in agricultural education. Living in social contexts characterised by poverty and inequality, street young people have limited access to healthcare, water sanitation and hygiene services; exacerbating effects of ill health, infections, lack of nutrition and substance abuse that undermine their wellbeing. In Harare, Zimbabwe, they are also excluded from Social Protection Programmes (SPPs) which potentially assist other impoverished Zimbabweans, two-thirds of whom live below the poverty line (WFP 2019. Zimbabwe Annual Country Report 2019. World Food Programme). In this paper, we propose a reassessment of SPPs, in particular the Assisted Medical Treatment Order (AMTO), identifying barriers to access, and benefits for extending access to street young people. Drawing on secondary analysis of data from Growing up on the Streets, this paper re-conceptualises Ingrid Robeyns' (2005. "The Capability Approach: A Theoretical Survey." Journal of Human Development 6 (1): 93–117. ) model of capabilities and applies it to the reversal of street youth exclusion and the application of government-targeted initiatives which have failed to reach those in the most vulnerable situations. In so doing, we propose an adapted model which recognises how the capabilities of street young people are enhanced when they are integrated into SPPs. Poverty has always been a global concern that has restricted human development. The first goal (SDG 1) of the United Nations Sustainable Development Goals (SDGs) is to eliminate all forms of poverty all over the world. The establishment of a scientific and effective localized SDG 1 evaluation and monitoring method is the key to achieving SDG 1. This paper proposes SDG 1 China district and county-level localization evaluation method based on multi-source remote sensing data for the United Nations Sustainable Development Framework. The temporal and spatial distribution characteristics of China's poverty areas and their SDG 1 evaluation values in 2012, 2014, 2016, and 2018 have been analyzed. Based on the SDGs global indicator framework, this paper first constructed SDG 1 China's district and county localization indicator system and then extracted multidimensional feature factors from nighttime light images, land cover data, and digital elevation model data. Secondly, we establish SDG 1 China's localized partial least squares estimation model and SDG 1 China's localized machine learning estimation model. Finally, we analyze and verify the spatiotemporal distribution characteristics of China's poverty areas and counties and their SDG 1 evaluation values. The results show that SDG 1 China's district and county localization indicator system proposed in this study and SDG 1 China's localized partial least squares estimation model can better reflect the poverty level of China's districts and counties. The estimated model R2 is 0.65, which can identify 72.77% of China's national poverty counties. From 2012 to 2018, the spatial distribution pattern of SDG evaluation values in China's districts and counties is that the SDG evaluation values gradually increase from western China to eastern China. In addition, the average SDG 1 evaluation value of China's districts and counties increased by 23% from 2012 to 2018. This paper explores the under-representation of women in STEM education in Bangladesh, and proposes ways to boost their participation to help achieving the Sustainable Development Goal (SDG) of ensuring quality education for all. The key argument of this paper is that while celebrating Bangladesh's success in reducing the gender gap in primary and secondary education, the persistent gap between women's participation in general education and their representation in STEM subjects receives less attention. Although women students' enrolment at the tertiary level has increased, their representation in STEM fields remains low for various reasons – societal perceptions, inadequate infrastructure, prejudice, etc. While Bangladesh has taken steps to promote gender equality in education, measures directly targeting increased participation of women in STEM education are lacking. However, in addition to implementing institutional policies to increase women's participation in STEM education, the paper recommends tackling the socio-cultural obstacles that discourage women from doing so. This paper grapples with the impact of the postwar consociational system in Lebanon on the articulation and organization of political opposition, focusing on the period between 2011 and Lebanon’s October 2019 protests. It argues that the articulation and organization of political opposition is limited by a deeply rooted sectarian episteme of politics as a result of decades of consociational politics and subsequently sectarian state–society relations. The paper shows how nonsectarian oppositional actors concede to the pervasiveness of sectarian identity by resorting to a very narrow or very broad articulation of demands, avoiding, in the process, confrontation with sectarian prejudice. The paper also shows how, conscious of the pervasiveness of sectarian identities, sectarian actors have continued to hold popular support and discredit narrow and broad demands by resorting to sectarian identities. Whilst there are many factors that help explain the weaknesses inflicting political opposition, this paper focuses on the question of identity, not as a mere analytical tool constructed by elites, but as a seemingly authentic articulation, which is initially generated through routine practices that, indeed, elites and the state play a defining part in structuring. Teach for Australia was announced by the Australian Government in 2008, at a corporate dinner sponsored by Swiss multinational investment bank UBS, hosting New York Schools Chancellor Joel Klein. Conceptualising Teach for Australia as a polycentric policy network anchored in venture philanthropy, this paper examines how networks mobilise major government reform, drawing upon both market and state. As an organisation founded, staffed and registered by a major global consultancy firm (Boston Consultancy Group), the paper critiques and questions representation, divisibility and immutability. By drawing upon network ethnography, following people and policy, the paper traces the beginnings of Teach for Australia through inaugural founders, focusing upon co-affiliations. Mapping a heterarchical and polycentric network of non-state and state actors, it highlights indivisible flows of people, money and policy. Thus, this paper seeks to indicate how policy networks embedded in venture philanthropy mobilise policy, whilst being reliant upon formal bureaucracies. This is governance with government. The 2023 Nobel Prize in Physics was awarded to Anne L'Huillier, Pierre Agostini, and Ferenc Krausz for their pioneering work using laser harmonics to observe attosecond-scale electron phenomena. L'Huillier pioneered the background experimental techniques in harmonics, Agostini provided an important analysis technique that confirmed the pulses were at the attosecond-scale, and Krausz was the first to isolate an attosecond pulse. In this paper, several research topics are presented that provide productive avenues of exploration for students in an undergraduate cryptography course. This paper aims to explore the link between consumer-facing technologies and customer experience in physical retail environments.It uses a semi-systematic literature review to synthesize existing knowledge, to provide a chronological overview of the evolution of the research area and to create an agenda for future research. To do so, the authors develop a search string based on a preliminary literature screening and four expert interviews, which they apply to the Scopus and Web of Science databases. Using a multistep approach, they select 31 articles published in peer-reviewed journals in the fields of retailing and marketing, management and technology. In 2021, the President of Uganda suspended the "Democratic Governance Facility" (DGF), which is a European basket fund aimed at providing financial support in areas such as democracy, human rights, and rule of law. Paradoxically, the DGF had explicitly adopted a new "politically smart framework", which is a development approach that promises to deliver aid more effectively and sustainably in contentious environments. This raises the question: what went wrong? Informed by post-development theoretical arguments and through a discursive analysis of the DGF's implementation of this new aid framework, this paper argues that this framework itself does not allow proper understanding of what makes aid "political"; in casu that it does not allow appreciation of local viewpoints of democracy, representation, and ownership. Then, rather than improving the status quo, this paper argues in favour of making aid "political" through a fundamental reconsideration of the very substance and infrastructure of aid itself. This paper focuses on the recent cases of the European Court of Human Rights (the ECtHR, the Court) in which the Court offered legal protection to vulnerable groups. For this purpose, the paper will first discuss the vulnerability paradigm before the ECtHR and draw the list of groups recognised by the Court as vulnerable. It will then turn to the case law to trace the recent trends and developments in the Court's focus when protecting vulnerable groups. Employing the Modern Monetary Theory (MMT), this paper examines the current Chinese fiscal system and highlights its three characteristics. First, fiscal revenues are centralized at the central government while expenditures are decentralized at the local governments; second, fiscal spending focuses on public investment but is insufficient in providing social safety net and public services; and third, indirect tax accounts for a great majority of tax revenues, leading to limited progressivity of the tax system. These limitations have constrained the effectiveness of China's fiscal policies and generated many perverse impacts. With the understanding that the central government has the monetary sovereignty and does not face financing constrained and that taxes are not to raise revenues for fiscal spending but to serve other purposes, the paper calls for fiscal reforms that realign fiscal resources and spending responsibilities between the central and local governments, increase fiscal spending on social security and public services, as well as broaden personal income tax to improve the distributive effect of taxation. Platform power poses a number of challenges for competition authorities. One concern is that big tech companies may harm competition through the acquisition of emerging companies with a high competitive potential. Such acquisitions may escape ex ante merger control if they do not reach the turnover threshold for mandatory notification. The Commission sought to bridge this enforcement gap with its Article 22 guidance and the Digital Markets Act. This paper evaluates the steps taken by the Commission to increase scrutiny of such mergers. This paper builds on Khan's work on Amazon by transferring her normative framework to Apple. It explores the company's anti-competitive business practices, main antitrust concerns, and the currently proposed reform measures from an innovative business ethics and law (i.e., ordoliberal) perspective. The paper argues that one of the key issues with Apple is the company's closed ecosystem combined with its role as an internet gatekeeper. The E.U.'s Digital Markets Act, which aims to open Apple's ecosystem – via data portability, interoperability, and multi-homing requirements – is a necessary step in the right direction. Yet, it is insufficient to prevent the lock-in effects of a 'walled product garden' and ensure complete device and platform neutrality. That is, additional steps must be taken to overcome Apple's dual role as a platform operator and service provider and inhibit the company from engaging in anti-competitive business conduct. The pedagogies of fostering possibility thinking (PT) have been investigated for over a decade in early year and primary settings. This paper reports the findings of a qualitative study that sought to identify the teachers' pedagogical practices that foster children's (aged 9–10) PT through alternative resources of learning such as museums in Cyprus. Eight primary teachers took part, and the findings were compared with the existing PT literature which offers an in-depth investigation of the pedagogical features nurturing PT (time, space, learner's agency, standing back and forward). The analysis also suggests a new pedagogy (narrative improvisation) that teachers started using after the museum visit. The study provides a starting point for further research on the aspirations of pedagogies fostering PT using alternative resources of learning such as museum spaces. A complex dynamical network (CDN) can be considered as the composition system with the nodes subsystem (NS) and the links subsystem (LS), and both subsystems are coupled with each other. In this paper, two vector differential equations (VDE) are used to describe the dynamical behaviours of NS and LS, respectively, in which the dynamical behaviour of NS is considered as the VDE with the second derivative term (SDT). This paper mainly focuses on the dynamics of LS, which is represented as VDE with the intuitive topologic feature of outgoing links, and investigates the design of the tracking controller for NS and the auxiliary tracking objectives (ATO) for LS. Firstly, the dynamical models of NS and LS in CDN are proposed, and the corresponding assumptions are given. Secondly, based on Lyapunov stability theory, the controller of NS and the ATO of LS are designed so that the state of NS can asymptotically track the given reference signal. Finally, the effectiveness of the proposed control strategy in this paper is verified by the numerical simulation example with N two-links robots. World Heritage serial properties are groupings of several heritage component parts that share common themes and values. This paper examines how these serial properties, as well as their individual component parts, are influenced by serial interpretive dynamic, and how this dynamic affects on-site interpretation. We demonstrate these issues through the Israeli serial property inscription of the Biblical Tels – Megiddo, Hazor, Beer-Sheba (2005). We chart the revisions along the inscription process to point out the presence of an interpretive dynamic. We describe interpretive dynamic as the effect of the justifications of the nomination over heritage significance and interpretation, both within the realm of World Heritage and in each heritage property locally. This paper concludes that interpretive dynamic is an inevitable part of the serial process. We argue that the dynamic represents a gap between the frequent use of series as an inscription catalyst and their essence as value-oriented constructs. Approximate computing is an emerging paradigm that can tolerate some loss of accuracy to improve the energy consumption and design complexity. Multiplication is one of the important computational components in various digital signal processing (DSP) applications. Improvement of multipliers, as the building blocks of an approximate computing systems, has received significant attention. Compressors are key elements in an approximate multiplier to have an optimal design with high performance. This paper proposes an approximate/exact 4–2 compressor and an exact 5–2 compressor in carbon nanotube field-effect transistors (CNTFET) technology for utilisation in an approximate multiplier. Four efficient designs for utilising the proposed compressors are introduced and analysed for a Wallace multiplier. All of the proposed circuits are analysed in 32 nm CNTFET Stanford technology and are simulated by HSPICE. In addition, as an image processing application of approximate multipliers, this paper compares the quality metrics of the image multiplication for the proposed designs and previously presented approximated multipliers. For example, the proposed schemes provide excellent results in structural similarity index up to 99%, and peak signal-to-noise ratio more than 45 dB. Also, it uses figure of metric (FOM) that includes the accuracy and quality metrics of the approximate multipliers. The simulation results demonstrate the efficiency of proposed designs. This Introduction to the Special Issue on moving post-socialist publics aims to lay out how existing mobility politics and discourses in the region under scrutiny are intertwined with historical, socialist-era mobility practices, and infrastructures. Mobility paths and policies are imbued with a contested understanding of socialist legacies as well as capitalist realities. The Special Issue explores how transport options and choices confront citizens with social diversity, transformations of social norms, institutions and routines, values, concepts, and traditions. Valuable lessons can be learnt in terms of critical mobility geographies beyond the region as post-socialist transformations address justice and changing social norms and understandings of state roles. A decolonial inspiration that challenges existing readings of the formerly socialist region and transgresses the analytical "Othering" of its transition experience can be traced throughout the papers. Instead of arguing whether or not post-socialism is still a valid analytical framework, authors see the region as marked by multiple experiences of modernity and coloniality. In the former Soviet peripheries, urban mobility shapes socio-spatial contentions, making visible multiple and conflicting narratives of modernity and coloniality, tracing flows and dependencies at different scales, and taking into account complex constellations of actors, cultures, and materialities. The post-socialist lens is meant to critically scrutinize continuities and changes, providing particular interpretations for contemporary issues: mobile post-socialist publics are thus a turn away from what was before but in a context in which a strong relation to the past is embedded in several continuities in institutions, materialities, and practices. One of the key objectives of the advocacy coalition framework (ACF) is to clarify the role of science in policymaking. As such, scientists can help inform science and technology policy decisions by providing information on the risks and benefits of a technology. There is also high demand for scientists to take an active role in policy debates, and policymakers often rely on scientific experts to help them make decisions on regulations. However, few empirical studies have focused on the establishment of coalitions and their impact on policy outputs, or on the role of scientists in these coalitions. This paper explores how the ACF can be applied to a policy subsystem by examining two nanotechnology regulation policies of the U.S. Environmental Protection Agency as cases. Drawing on 21 interviews with people involved in nanotechnology subsystems, this paper finds that there are two opposing advocacy groups in the nanotechnology policy subsystem, each with their own shared beliefs. The qualitative interview analysis suggests that the lineup of coalition members is stable over time, but the EPA exhibits less consistent positions. The interview data also show that despite many policy actors being involved in the nanotechnology policy process, there is a significant role for scientific information in the subsystem. In times of political turnover, incoming governments frequently reorganize parts of the central bureaucracy. They not only do so by reshuffling ministerial portfolios, but also by altering the internal design of ministerial departments. This paper problematizes these departmental restructurings from an organizational design perspective, linking them to several unintended consequences or administrative errors. In particular, the theoretical argument notes how some departmental changes increase the likelihood that "errors of omission" will occur (i.e., failing to act on problematic information signals), while other changes lead to "errors of commission" (i.e., acting on the wrong information signals). Theoretically, this paper thus illustrates the importance of changing the formal design for bureaucratic information processing and administrative decision-making. Since the notion of the Anthropocene entered the discourse of environmental humanities, it has prompted multiple conceptual innovations. This paper focuses on one such case: the term planetary – and the adjacent genre of planetary thinking – theorized by a broad range of scholars. The original contribution of this paper lies in developing an astronomical concept of the planet, derived from the definition agreed by resolution 5A 2006 of International Astronomical Union, which defines planets based on their dynamical context. By means of philosophical interpretation of the definition's underlying assumptions, this paper articulates standalone philosophical implications of the astronomical concept: the contextualization of the planet in expanded ecology of the solar system, paired with the understanding of the planet as a structure of phase gradients and as a historical natural kind. Furthermore, I position the astronomical concept alongside theorizations of the planet by Latour, Stengers, Clark & Szerszynski as well as Chakrabarty, touching upon the Gaia hypothesis or the concept of geological history. Finally, I encourage deeper disciplinary interaction between astronomy and environmental humanities. The benefits of this interaction are highlighted in the concluding discussion concerning the multiplicity of planetary narratives and applications of the astronomical concept of the planet. The focus of this paper lies in our special interest in women leaders and those aspiring to leadership positions in schools and other educational contexts within Australia. Leadership is a gendered concept, and due to a myriad of factors including conscious and unconscious bias, and the challenges of balancing career with other life commitment, the reality is that women's career journeys are different from men's. Women's unique career trajectories have implications for achieving their leadership potential. In addition to reviewing some of the extant literature in the area of women in educational leadership, we share our experiences and reflections based on our research and the leadership development programmes we have run for women mainly in Australia. These programmes have reinforced to us their value, place, and contribution to enhancing women's capacities for leadership. In this paper, we address the following four key questions as they pertain to women leaders within the Australian context: (1) Why a focus on gender and leadership? (2) What are some of the barriers impeding women leaders? (3) Why is it important to have multiple faces of leadership? (4) Why is women's leadership development everyone's responsibility? This paper argues that Māori history, culture and values inform the investment philosophy and approach of Māori Asset Holding Institutions (MAHI). MAHI have evolved over the last 30 years as the investment and commercial arms of iwi (tribal) organizations, in New Zealand. They seek to grow and sustain the financial and natural resources they have and continue to receive through the Treaty settlement process with the Government for redress of historical grievances against Māori, the indigenous people. This paper discusses the application of Māori culture and values to iwi investments firms. By providing a critical review of the literature on the socio-cultural and historical context of Māori investment thinking, this paper hopes to highlight the differences between an Indigenous investment framework and traditional Western frameworks.
