This publication contains the three addresses and all papers presented at the 1974 annual meeting of the Association of American Colleges. Abstract

In an attempt to bridge the gap between academic understanding and practical business use, the Box-Jenkins technique of time series analysis for forecasting future events is presented with a minimum of mathematical notation. The method is presented in three stages: a discussion of traditional forecasting techniques, focusing on traditional techniques that relate to the Box-Jenkins model; a presentation of the key characteristics of the Box-Jenkins model; and a detailed demonstration of the method's steps. A discussion of the technical requirements needed to use the model, its cost versus that of other forecasting methods, and the potential areas of its application conclude the paper. IT CITES SHIFTS IN EMPHASIS FROM TRAINING WORKERS FOR EXISTING JOBS TO REFOCUSING ON YOUTH UNEMPLOYMENT AND TO PREPARING THE HARD-CORE UNEMPLOYED FOR WORK, AND FROM CONCERN WITH JOB TRAINING TO JOB CREATION. IT POINTS OUT SUCH TRENDS AS REHABILITATING DISADVANTAGED WORKERS IN INNER-CITY AREAS, EXPANSION OF ON-THE-JOB TRAINING PROGRAMS, ACTIVE ENCOURAGEMENT OF BUSINESS INVOLVEMENT IN PUBLIC TRAINING PROGRAMS, AND REORIENTATION TOWARD CLIENT-CENTERED SERVICES INVOLVING SUCH NEW CONCEPTS AS OUTREACH, JOB DEVELOPMENT, AND INTERAGENCY PROGRAMING. AMONG THE PROBLEMS OUTLINED ARE THE UNRESPONSIVENESS OF COMMUNITY INSTITUTIONS AND THE "CRASH" NATURE OF PROGRAMS DUE TO FUNDING PRACTICES. Abstract

The Conference for Education in the South, which for 16 years has held its annual sessions at different places in the Southern States, is unique among educational conferences, in that its membership does not consist chiefly of teachers and school officers, but of farmers, professional men of all kinds, business men, and women of varied interests, and in the further fact that its discussions are not confined to problems of educational theory, school organization, and schoolroom practice, but include rather the broader problems of education in their relation to State, society, and industrial and commercial life. Its members are all interested in the upbuilding of the Southern States. Every question on the program is considered with reference to its practical application to life and conditions in these States. The program for the sixteenth conference held at Richmond, Virginia, April 15-18 of this year was unusually rich in matter of both local and general interest. 14. The Goals of Economics Education: A Delphi-Like Inquiry. Paper No. 462C.

Abstract

To explore goals for economics education and ways in which these goals might be improved, reconciled, and consolidated, a Delphi-like inquiry among more than 200 economics educators, economists, businessmen, other social scientists, and educational administrators was undertaken. Statistical data and comments as to respondents' views expressed in one questionnaire was relayed back to them with a successive questionnaire. The process was repetitive for the purpose of eventually developing a composite opinion shared by the respondents in the light of reactions of others. Key findings of the inquiry, considered important guides for more effective economics education, are that the goals of economics education differ widely, both within and among the groups surveyed and that respondents arrived at a general concentration on one or another of three possible goals. The need for the inquiry, its process, and findings are discussed. Recommended actions deal with specification of goals, explanations to business interests and educational administrators, and implications to trainers of teachers of social studies. Abstract

Nonformal education programs operating in the modern sector in Ethiopia are described in a perspective relevant to the Ethiopian context. The modern sector is defined as those activities concerned with the manufacture of goods, extraction of raw materials, the processing of raw materials, the provision of services, and the creation and maintenance of certain types of infrastructure such as communications, roads, railroads, and air transportation. Following the introduction, which contrasts the modern sector with the rural traditional sector and discusses recent manpower studies in Ethiopia, a second section discusses the various formal vocational and comprehensive secondary schools. Information is provided on enrollment, statistics on graduate employment, and each school's ability to teach students saleable skills. A third and major section discusses each of the following three classifications of nonformal education training programs for the modern sector: Preservice training programs, vestibule training programs, and inservice training programs. The conclusions section describes characteristics which are general to all of the nonformal education programs and then outlines five points which the author feels could be used to explain the lack of or the success of vocational education programs. Abstract

Beginning with a biographical sketch of L. T. White and comments by his contemporaries, the volume goes on to provide a collection of his writings and speeches on distributive education emphasizing the value of cooperative activity between the marketing and educational communities. Practical suggestions are offered for improving educational programs for marketing and management. The section entitled "The Importance of Distribution" emphasizes the importance of education and business "teaming up" to continue a system of free choice and competition. The readings in the section, "The Need for Education in Distribution," present L. T. White's thought on education in business, better salesmanship, and the role of the government. It concludes with a report of the first Distributive Education Committee. In the section, "The Role of Distributive Education," articles reflect the challenges of the businessman, the need for good salesmanship, and the role of distributive education in the community and the economy. The concluding section, "The Development of Education for Entrepreneurs," stresses the need for education and business to work together more closely in order to better educate more persons for business. Abstract

In this guide to job development for the hard-core unemployed, activities, personnel qualifications, and other necessary elements of effective action before, during, and after placement are discussed with reference to the needs of hard-to-place clients and prospective employers. Role structures are prescribed for an ideal job development team consisting of a job market analyst, specialists in employment and placement, and a job coach to help guide and evaluate trainee progress. Problems in preparation and planning, management of staff members, and the handling of resources are briefly noted. Four basic considerations in approaching employers are set forth: (1) shaping appropriate employer perspectives; (2) preparing for initial contacts with employers; (3) technical assistance to facilitate the employment of workers hard to place; (4) enlisting employers' active commitment to job development. Problems and requirements of job development in rural areas, resource integration of organized labor into job development efforts, and new careers and subprofessionalism in the public sector, are also described. The JOBS NOW project in Chicago, with its stress on maximum autonomy in decision making at all levels, is presented as an organizational model. Four tables are included. (ly)

Abstract

The article reports on decreased profits by U.S. paper companies after it undercuts prices in an effort to keep their big machines rolling at full speed. According to President William R. Kellet of Kimberly-Clark Corp., the paper industry is not out of woods but is starting to be optimistic ahead. Furthermore, Chairman David Luke adds that the paper industry generates 12 billion dollars a year and if it took advantage of wood chemicals, it could double their sales since the materials are free.
