The subject of "Insanity and Crime" was then taken up and a paper treating the subject more especially from the medical standpoint was read by Frank Woodbury, Secretary to the Committee on Lunacy of the Board of Public Charities of Pennsylvania. RACISM ,ASSOCIATIONS, institutions, etc. - Abstract
This article describes the role of The U.S.-based organization Student Nonviolent Coordinating Committee (SNCC) in maintaining peace in cities-Philadelphia, Pennsylvania and Atlanta, Georgia that have a substantial African-American population. Recent events in the two cities warn that SNCC has become the target of opportunity for attack that claims to be motivated by patriotism and fear of racial strife. More often it satisfies a growing Yahoo-ism over the Vietnamese War in a climate of repression created by the reactionary racial mood of many whites and its cautionary (scared) counterpart in some African-Americans.

Ordinary people who don't know what public-relations experts actually do are not half-witted, public-relations experts don't exactly know either. At the tenth national conference of the Public Relations Society of America, held in Philadelphia, Pennsylvania on November 18-20, 1957 everybody was looking for answers and the typical sentence ended with a question mark. Public relations was, before the Second World War, a small, pretentious phenomenon all but localized in Manhattan and Washington D.C. It has become the great international monster, public relations, only in the last ten years.

The article presents information on a case of cooperation among retail grocers in Philadelphia. The Retail Grocer's Association in Philadelphia was formed in 1886 to protest against the payment of a tax $10 per annum on all retailers of oil. The history of this organization shows clearly the advantages of cooperation by retail dealers and suggests what such organizations can and can not successfully do. The association had always been opposed to price cutting. When the chain stores made its appearance with low prices and numerous special bargains it was dangerous rival and for some years viewed with intense hostility. To meet this challenge the association employed four methods. The first was due to the accusation that one group of the chain stores were owned and managed by a wholesale grocery house. The association favored the withdrawal of patronage from this jobber in case the rumor proved true. A second method was the agreement to ask manufacturers to limit the prices at which their goods could be retailed and a number of manufacturers expressed their willingness to cooperate.

PUBLIC transit ,MANUFACTURED products ,URBAN transportation ,ASSOCIATIONS, institutions, etc. ,TRADE associations - Abstract
This article presents information regarding Philadelphia, Pennsylvania Rapid Transit Report. The Philadelphia Rapid Transit Company in general charges 3 cents for an exchange ticket between surface lines. But there are free transfers between the Market Street subway and outlying surface lines, and this would be an important feature of the plan for new lines. In Manhattan and the Bronx, though free transfers between surface lines are usual within each system, there are no free transfers between street-surface and rapid transit lines. But through rapid transit ride obtainable is much longer than elsewhere and the topography of Manhattan Island also tends to make such a ride quite generally complete and sufficient. The bureau is now corresponding with manufacturers and associations of manufacturers, chambers of commerce, boards of trade, etc., for the purpose of securing their cooperation in taking the census and of obtaining suggestions in regard to improvements in the form of the schedules. Work has also been started on the lists of names and addresses of manufacturers. It has been the experience of the bureau that it requires practically one year to make the canvass and to collect the reports from all manufacturers.

The article focuses on features of the municipal reforms. In January 1894, the municipal reformers came from various cities into conference in Philadelphia, Pennsylvania, to compare methods and to found the National Municipal League. In 1915 the National Municipal League revised its Strong-Mayor-and- Council charter over to the council-manager concept and after the war it took on the central task of collecting and issuing information about its progress to local city officials, citizen committees, and charter commissions. The list of council-manager cities totals nearly 1,400 in communities of all sizes in the United States and Canada. Adoption of the plan in each city normally required approval at the polls. It is quite common nowadays for public officials to instigate the change themselves to secure relief from thankless burdens of unfamiliar detail. The city managers in their conventions used to have sessions for telling each other how they had ousted political favorites, enlarged services, and reduced the debt and the tax rate.

CONFERENCES & conventions ,BUSINESS meetings ,ECONOMICS ,BIBLIOGRAPHY ,ASSOCIATIONS, institutions, etc. ,SECURITIES trading - Abstract
The article presents the information of the annual business meeting of the American Economic Association held on December 30, 1957 at Sheraton Hotel, Philadelphia. The Secretary outlined briefly the problems laced in the administration of the secretarial office during the peak load when the preparation of the 1956 Directory was added to the routine operations of the office. He explained that the necessary delays in the appearance of the 1956 Handbook made it advisable to start immediately the preparation of a 1957 supplement. The Association is still in a wholesome financial condition, despite the fact that expenses during the past year increased some $34,000 while the income increased less than $25,000. The deficit of $9,800 can be attributed chiefly to the fact that the members were provided with publications totaling $15, list price, for the $6.00 dues. That the deficit is not larger is accounted for by the fortuitous profits, took on the sale of securities. The Secretary described briefly the activities of the Committee on Research and Publications calling attention to the availability of the cosponsored publications at privileged rates to members.
