The purpose of this paper is to specify the design for evaluating the second year Health Start Program. This design is used as the basis for the determination of the data to be collected and the comparisons that will be made using these data to provide information to answer the policy questions asked by the Office of Child Development (OCD). For OCD, the basic purpose of the evaluation is to identify successful procedures, strategies, and methods of operation that could be transfered and applied to Head Start or other types of local health service delivery programs. In addition, rapid feedback was to be provided about: (a) whether local projects are complying with program guidelines and grant conditions; (b) the managerial efficiency of projects; and (c) the need for technical assistance either in management or substantive areas. This form of feedback is called project management in this paper, distinguishing it from the evaluation of the program which is the main purpose of this effort. For this analysis, two kinds of comparisons are made: (1) comparisons between particular procedures and strategies within the Health Start program; and (2) comparisons between Health Start and the health component of a sample of Head Start programs. This paper is an extended series of appendices to the report "Exploring the T.R.Q.: An Assessment of the Effectiveness of the Teachers' Rating Questionnaire," Report Number 123. It should be most useful to those familiar with multiple regression analysis and factor analysis and wishing a more complex record of the statistical procedures originally employed. This supplement takes a precise look at estimation of reliability coefficients from delayed retest data, indices used in evaluating theoretical distributions and analysis of the correlation matrices of the TRQ questions. This paper is part 3 of Research Department Report Number 123, "Exploring the T.R.Q.: An Assessment of the Effectiveness of the Teachers' Rating Questionnaire," which gave questionnaire users information necessary to tailor the instrument to their own needs. Retention of TRQ questions which generated good distributions of teacher ratings and which were nonredundant in relationship to other questions resulted in a standard form suitable for general applications. This supplement presents information about item selection along with a complete set of the four TRQ administration booklets as revised for (1) kindergarten, (2) grade 1, (3) grade 2, and (4) grade 3+. There are various assumptions underlying the University Tracer Project at the University College, Nairobi, Africa: (1) that there is a relationship between subjects studied in university and the employment sought and found; (2) that this relationship will increase as competition for jobs increases; (3) that this relationship is sufficiently flexible to allow for career guidance; and (4) that the experience of earlier graduates will provide a meaningful source of information for the guidance of later graduates. The interview questionnaire, which was administered to all Kenyan third year students at University College, Nairobi in mid-April 1970, had three basic objectives: (1) to learn something about the student approach to the employment market; (2) to learn something about the reasons guiding the students' choice of subjects in university; (3) to familiarize the graduating students with the objective of career guidance and thereby enlist their support and cooperation later. This paper is a brief review of the questionnaire. Statistical tables display the results in the following areas: total number of students by discipline, year of birth by discipline, home province by discipline, religion, sex, father's occupation, mother's education, postgraduate qualification desired, how job was found, status of job. To explore goals for economics education and ways in which these goals might be improved, reconciled, and consolidated, a Delphi-like inquiry among more than 200 economics educators, economists, businessmen, other social scientists, and educational administrators was undertaken. Statistical data and comments as to respondents' views expressed in one questionnaire was relayed back to them with a successive questionnaire. The process was repetitive for the purpose of eventually developing a composite opinion shared by the respondents in the light of reactions of others. Key findings of the inquiry, considered important guides for more effective economics education, are that the goals of economics education differ widely, both within and among the groups surveyed and that respondents arrived at a general concentration on one or another of three possible goals. The need for the inquiry, its process, and findings are discussed. Recommended actions deal with specification of goals, explanations to business interests and educational administrators, and implications to trainers of teachers of social studies. Research was conducted to develop and evaluate study materials that would help prospective drill sergeant candidates prepare for drill sergeant school. A study manual containing relevant readings, study objectives, and self-tests was prepared. Diagnostic exams were developed and used to evaluate the achievement of a class of drill sergeant candidates who used the manual in their pre-school study program. Results showed that men using the manual demonstrated only slightly higher learning than those who did not use it. Failure to study may be the cause, which suggests that low motivation may be a problem. The report suggests allowing the men more time for monitored study, establishing a minimum qualifying score for entry to the school, and using the diagnostic exams to screen potential candidates. This report assesses the validity, reliability, and efficiency of the Teachers' Rating Questionnaire (TRQ), a pupils' school success measure developed in connection with a 1961 longitudinal Study of Achievement. TRQ ratings on nearly 14,000 pupils, gathered in the Study of Achievement and a New Canadian Report, constituted the data source. Questionnaire performance was determined in a variety of ways: comparison of teachers' ratings and student promotions estimation of TRQ total score, section and question reliability; grade independence; and relationships between TRQ sections. In addition to a theoretical discussion of item effectiveness and correlations among items a detailed statistical analysis was undertaken of the ratings for a sample of students who had been assessed on all forms in the longitudinal study. While validity of TRQ adjustment and creative-expression sections was not directly demonstrated, a reasonable degree of correlation with other measures of academic success (standardized achievement test, I.Q., promotios) was found reflecting the overall validity of the TRQ, especially the performance section. A large part of the differences between any two sets of TRQ ratings were found due to differences in teacher interpretation and their perceptions of pupils. (Author/BJG)

This study examines the impact of job-relevant information on search behavior of males and females, and compares the findings with those obtained in the Ullman and Gutteridge studies. The data were obtained from two questionnaires and by monitoring the operations of the Purdue University computerized teacher placement bureau. The subjects of the study were 85 inexperienced persons completing their bachelors or masters degrees in education, who were seeking their first teaching jobs in public or private schools. The 40 control subjects and the 45 experimental subjects received the same kinds of information regarding job vacancies from the placement bureau. But the experimental subjects also received additional information concerning the quality of the jobs offered. Job search and job choice behavior of the subjects were observed in terms of five dependent variables: (a) number of job opportunities; (b) length of job search; (c) salary for job accepted; (d) satisfaction with the job accepted; and (e) satisfaction with service provided by the placement bureau. Results indicated that male and female applicants made differential use of job-relevant information available to them, and that the impact of such information on job-search behavior and resulting outcomes was greater for males than for females. How can the structure of a management system be reviewed? What specific data should be collected and what procedures should be followed? The specific data collection methodology consists of three steps: (1) description of process outputs, procedures, and inputs; (2) evaluation of effectiveness, needs, and priorities for change in the process; and (3) flow charts of process operations and relationships between processes. Each of these steps is described in detail and data collection forms are provided. This approach has wide applicability to different types of organizations. Data collected are useful to (1) identify areas of college management structure that need improvement, and (2) evaluate changes after they have been implemented. (Author/KE)

The study of problems in State planning for vocational education surveyed the vocational education directors in the various States and the District of Columbia to determine what were their major planning problems. The survey instrument consisted of three sections: time spent on planning (both in general and on the State Plan for vocational education), problems in vocational education planning, and identification of critical planning problems. It was administered to State directors in January 1973, and 33 useable questionnaires were completed. From the survey of time allocated to planning, the data indicate that overall State planning constitutes on the average about 20% of the total man-months available for all purposes, while State Plan developing takes only about five percent of available time. In addition, two distinct measures indicate that the most pressing problem facing State directors was the uncertainty of the availability of future fiscal resources. Clustering the States according to similarity of responses suggests that, holding percentage of total time spent on planning constant, those States which devote the least of their planning time to the State Plan and more time to State planning in general have the least severe planning problems. This volume consists of three articles. "'Language and Society' in the B.A. Scheme," by L. M. O'Toole, is a revised version of some proposals for incorporating a "Language and Society" course in the second year of the B.A. program at the Language Centre. Ten propositions are offered as a basis for discussion. "Some Soviet Research in Computational Linguistics," by P.T. Culhane, summarizes the results of a questionnaire sent to Russian organizations involved in computational linguistics. The table provides the following information: (1) town; (2) team size; (3) use of word count; (4) use of computer; (5) language(s); and (6) chief field of research. "Semantics via Machine Translation" by P.T. Culhane discusses the search for semantic relationships in Soviet linguistics in the context of machine translation, and in particular the theory of "slovosochetaniye" (or word-combination), and Zholkovsky and Mel'chuk's study for a semantic dictionary.
