The Lattie F. Coor Hall will house 275,000 square feet of mediated classroom space, computer labs, research facilities and offices for the political science, sociology and speech and hearing science departments. The project has been on the drawing boards at ASU since the early 1990's, but due to the intricate planning involved and the tight budget and site restraints, ASU decided to make this project one of the first for the campus using the Construction Manager at Risk process. Two different architectural firms partnered on the job, with Jones Studio Inc. handling the design work, while Gensler Inc. provided the experience and deep knowledge of one of the world's largest architectural firms. The main tower and classroom sections are primarily constructed using concrete, due to its cost and time savings.

A large number of publicly funded projects helped buoy the top end of the market, with several jail projects and freeways. The only downbeat note was New Mexico's 62 percent drop in its ten largest projects, from over $1 billion in 2001 to just $386 million in 2002. The drop would've been even more drastic had it not been for nine of the 10 projects having public funds backing them.
