Changes in material use, energy use and emissions profiles of industry are the result of complex interrelationships among a multitude of technological and economic drivers. To better understand and guide such changes requires that attention is paid to the time-varying consequences that technology and economic influences have on an industry's choice of inputs and its associated (desired and undesired) outputs. This paper lays out an approach to improving our understanding of the dynamics of large industrial systems. The approach combines engineering and econometric analysis with a detailed representation of an industry's capital stock structure. A transparent dynamic computer modeling approach is chosen to integrate information from these analyses in ways that foster participation of stakeholders from industry and government agencies in all stages of the modeling process-from problem definition and determination of system boundaries to generation of scenarios and interpretation of results. Three case studies of industrial energy use in the USA are presented-one each for the iron and steel, pulp and paper, and ethylene industry. Dynamic models of these industries are described and then used to investigate alternative carbon emissions and investment-led policies. A comparison of results clearly points towards two key issues: the need for industry specific policy approaches in order to effectively influence industrial energy use, fuel mix and carbon emissions, and the need for longer time horizons than have typically been chosen for the analysis of industrial responses to climate change policies.

The authors review the efforts made in the last five years to implement Demand Response (DR) programs, considering and studying several models and countries. As motivation, climate change has been a topic widely discussed in the last decades, namely in the power and energy sectors. Therefore, it is crucial to substitute non-renewable fuels with more environment-friendly solutions. Enabling Distributed Generation (DG), namely using renewable resources such as wind and solar, can be part of the solution to reduce the greenhouse effects. However, their unpredictable behavior might result in several problems for network management. Therefore, the consumer should become more flexible towards this new paradigm where the generation no longer follows the demand requests. Objective: The climate crisis necessitates urgent decarbonisation. The health sector must address its large carbon footprint. In the present study, we sought healthcare thought leaders' views about a future environmentally sustainable health system. Methods: The present study was a qualitative exploratory study consisting of semistructured, in-depth interviews with 15 healthcare thought leaders from Australia, the UK, the US and New Zealand. Audio recordings of the interviews were transcribed and analysed by matrix display and thematic analysis. Results: Overall, healthcare thought leaders believe that to reduce the carbon footprint of healthcare we need to look beyond traditional 'green' initiatives towards a more fundamental and longer-term redesign. Five main themes and one 'key enabler' (information communication technology) were identified. In this paper we draw on other relevant findings, but chiefly focus on the fifth theme about reshaping the role of healthcare within society and using the size and influence of the health sector to leverage wider health, environmental and societal benefits. Conclusions: These ideas represent potentially low-carbon models of care. The next step would be to pilot and measure the outcomes (health, environmental, financial) of these models. Traditional 'green' initiatives, such as recycling and improving energy efficiency, are insufficient to achieve the scale of decarbonisation required. How do we understand national climate change politics in the United States? Using a methodological innovation in network analysis, this paper analyzes discussions about the issue within the US Congress. Through this analysis, the ideological relationships among speakers providing Congressional testimony on the issue of climate change are mapped. For the first time, issue stances of actors are systematically aggregated in order to measure coalitions and consensus among political actors in American climate politics in a relational way. Our findings show how consensus formed around the economic implications of regulating greenhouse gases and the policy instrument that should do the regulating. The paper is separated into three sections. First, we review the ways scholars have looked at climate change policymaking in the United States, paying particular attention to those who have looked at the issue within the US Congress. Next, we present analysis of statements made during Congressional hearings on climate change over a four-year period. Our analysis demonstrates how a polarized ideological actor space in the 109 Congress transforms into a more consensual actor landscape in the 110 Congress, which is significantly less guided by partisan differences. The Kyoto Protocol mandates that the U.S. reduce emissions of greenhouse gases to 93% of their 1990 levels by the period 2008-2012. This paper explores the possibility of reducing carbon dioxide emissions in the transportation sector to 7% below their 1990 level by 2010. This paper examines two policies to achieve these reductions Corporate Average Fuel Efficiency standards and gasoline taxes. Background: The Planetary Health Diet Index (PHDI) measures adherence to the dietary pattern presented by the EAT-Lancet Commission, which aligns health and sustainability targets. There is a need to understand how PHDI scores correlate with dietary greenhouse gas emissions (GHGE) and how this differs from the carbon footprints of scores on established dietary recommendations. The objectives of this study were to compare how the PHDI, Healthy Eating Index-2015 (HEI-2015) and Dietary Approaches to Stop Hypertension (DASH) relate to (a) dietary GHGE and (b) to examine the influence of PHDI food components on dietary GHGE. Methods: We used life cycle assessment data from the Database of Food Recall Impacts on the Environment for Nutrition and Dietary Studies to calculate the mean dietary GHGE of 8,128 adult participants in the 2015–2016 and 2017–2018 cycles of the National Health and Nutrition Examination Survey (NHANES). Poisson regression was used to estimate the association of (a) quintiles of diet score and (b) standardized dietary index Z-scores with dietary GHGE for PHDI, HEI-2015, and DASH scores. In secondary analyses, we used Poisson regression to assess the influence of individual PHDI component scores on dietary GHGE. Results: We found that higher dietary quality on all three indices was correlated with lower dietary GHGE. The magnitude of the dietary quality-dietary GHGE relationship was larger for PHDI [-0.4, 95% CI (-0.5, -0.3) kg CO2 equivalents per one standard deviation change] and for DASH [-0.5, (-0.4, -0.6) kg CO2-equivalents] than for HEI-2015 [-0.2, (-0.2, -0.3) kg CO2-equivalents]. When examining PHDI component scores, we found that diet-related GHGE were driven largely by red and processed meat intake. Conclusions: Improved dietary quality has the potential to lower the emissions impacts of US diets. Future efforts to promote healthy, sustainable diets could apply the recommendations of the established DASH guidelines as well as the new guidance provided by the PHDI to increase their environmental benefits. Objective: This paper examines the relationship between obesity and greenhouse gas (GHG) emissions while accounting for the environmental impact of growth in transportation output and in crop and animal farming. Study Design: The study makes use of US state-level longitudinal data over the 1997--2011 period. Methods: Random effects and fixed effects estimators are employed within a multiple regression analysis framework. Results: After controlling for other sources of emissions, there is evidence that the effect of transportation output on CO2 emissions worsens at obesity rates exceeding 33.7% and the effect on N2O emissions worsens at obesity rates exceeding 22.5%. In addition, the impact of crop and animal farming on N2O emissions worsens at obesity rates exceeding 20.2%. Conclusion: This paper provides significant and new insight about the causal link between obesity and environmental emissions and highlights the importance of addressing the obesity epidemic on public health and environmental grounds. Thus, mitigating GHG emissions connected to obesity requires joint effort between policymakers, public health officials, and parties from concerned economic sectors in pursuing remedial actions to reverse the current obesity trend. Management of forests, rangelands, and wetlands on public lands, including the restoration of degraded lands, has the potential to increase carbon sequestration or reduce greenhouse gas (GHG) emissions beyond what is occurring today. In this paper we discuss several policy options for increasing GHG mitigation on public lands. These range from an extension of current policy by generating supplemental mitigation on public lands in an effort to meet national emissions reduction goals, to full participation in an offsets market by allowing GHG mitigation on public lands to be sold as offsets either by the overseeing agency or by private contractors. To help place these policy options in context, we briefly review the literature on GHG mitigation and public lands to examine the potential for enhanced mitigation on federal and state public lands in the United States. This potential will be tempered by consideration of the tradeoffs with other uses of public lands, the needs for climate change adaptation, and the effects on other ecosystem services.

Background: There is strong evidence that what we eat and how it is produced affects climate change., Objective: The present paper examines coverage of food system contributions to climate change in top US newspapers., Design: Using a sample of sixteen leading US newspapers from September 2005 to January 2008, two coders identified 'food and climate change' and 'climate change' articles based on specified criteria. Analyses examined variation across time and newspaper, the level of content relevant to food systems' contributions to climate change, and how such content was framed., Results: There were 4582 'climate change' articles in these newspapers during this period. Of these, 2.4% mentioned food or agriculture contributions, with 0.4% coded as substantially focused on the issue and 0.5% mentioning food animal contributions. The level of content on food contributions to climate change increased across time. Articles initially addressed the issue primarily in individual terms, expanding to address business and government responsibility more in later articles., Conclusions: US newspaper coverage of food systems' effects on climate change during the study period increased, but still did not reflect the increasingly solid evidence of the importance of these effects. Increased coverage may lead to responses by individuals, industry and government. Based on co-benefits with nutritional public health messages and climate change's food security threats, the public health nutrition community has an important role to play in elaborating and disseminating information about food and climate change for the US media.

Greenhouse gas (GHG) accounting for individual cities is confounded by spatial scale and boundary effects that impact the allocation of regional material and energy flows. This paper develops a demand-centered, hybrid life-cycle-based methodology for conducting city-scale GHG inventories that incorporates (1) spatial allocation of surface and airline travel across colocated cities in larger metropolitan regions, and, (2) life-cycle assessment (LCA) to quantify the embodied energy of key urban materials--food, water, fuel, and concrete. The hybrid methodology enables cities to separately report the GHG impact associated with direct end-use of energy by cities (consistent with EPA and IPCC methods), as well as the impact of extra-boundary activities such as air travel and production of key urban materials (consistent with Scope 3 protocols recommended by the World Resources Institute). Application of this hybrid methodology to Denver, Colorado, yielded a more holistic GHG inventory that approaches a GHG footprint computation, with consistency of inclusions across spatial scale as well as convergence of city-scale per capita GHG emissions (approximately 25 mt CO2e/person/year) with state and national data. The method is shown to have significant policy impacts, and also demonstrates the utility of benchmarks in understanding energy use in various city sectors.

This paper presents two case studies of the barriers to the use of geospatial data in the context of public health adaptation to climate change and variability. The first case study is on the hazards of coastal zone development in the United States with the main emphasis on Hurricane Katrina. An important barrier to the use of geospatial data is that the legal system does not support restrictions on land use intended to protect the coastal zone. Economic interests to develop New Orleans and the Mississippi River, both over the long term and the short term, had the effect of increasing the impact of the hurricane. The second case study is epidemics of climate-sensitive diseases with the main emphasis on malaria in Africa. Limits to model accuracy may present a problem in using climate data for an early warning system, and some geographic locations are likely to be more suitable than others. Costs of the system, including the costs of errors, may also inhibit implementation. Deriving societal benefits from geospatial data requires an understanding of the particular decision contexts and organizational processes in which knowledge is developed and used. The data by themselves will not usually generate a societal response. Scientists working in applications should develop partnerships to address the use of geospatial data for societal benefit.

In addition to national inventories of emissions of greenhouse gases, there are inventories for most, but not all, states constituting the United States. This paper analyzes the state inventories to see if reported emissions of carbon dioxide, methane, and nitrous oxide are additive. Considerable reanalysis of the state inventories is required before they can be added to yield a larger-scale inventory. Some specific sources were considered by some states but not by others. Estimation techniques evolved over time as inventories were produced, and there are instances of both double-counting (two states reporting the same emission) and omission (neither state reporting the same emission), where interstate transfers of energy or materials occurred. Nevertheless, the inventories, when adjusted for obvious double-counting or omissions, are probably approximately additive, although it is difficult to quantify the extent to which this is true.

Increase in the use of conservation practices by agriculture in the United States will enhance soil organic carbon and potentially increase carbon sequestration. This, in turn, will decrease the net emission of carbon dioxide. A number of studies exist that calibrate the contribution of various individual, site-specific conservation practices on changes in soil organic carbon. There is a general absence, however, of a comprehensive effort to measure objectively the contribution of these practices including conservation tillage, the Conservation Reserve Program and conservation buffer strips to an change in soil organic carbon. This paper fills that void. After recounting the evolution of the use of the various conservation practices, it is estimated that organic carbon in the soil in 1998 in the United States attributable to these practices was approximately 12,200,000 metric tons. By 2008, there will be an increase of approximately 25%. Given that there is a significant potential for conservation practices to lead to an increase in carbon sequestration, there are a number of policy options that can be pursued. These include education and technical assistance, financial assistance, research and development, land retirement and regulation and taxes.

A warming climate poses substantial risk to public health and worsens existing health inequity. As a contributor to greenhouse gas emissions and air pollution, the health sector has obligations and ample opportunities to protect health by decreasing waste and motivating more system-wide sustainable clinical practices. Electronic health records have the potential to improve the environmental footprint of the health care industry. We estimate that Kaiser Permanente's electronic health record system, which covers 8.7 million beneficiaries, eliminated 1,000 tons of paper records and 68 tons of x-ray film, and that it has lowered gasoline consumption among patients who otherwise would have made trips to the doctor by at least three million gallons per year. However, the use of personal computers resulted in higher energy consumption and generated an additional 250 tons of waste. We conclude that electronic health records have a positive net effect on the environment, and that our model for evaluating their impact can be used to determine whether their use can improve communities' health. Solar energy is abundant and offers significant potential for future climate change mitigation. This study investigates the impacts of climate change on surface solar radiation in the United States using a set of climate projections from global and regional climate models (GCMs and RCMs). Multi-model ensemble mean of GCMs in the fifth phase of the Coupled Model Intercomparison Project (CMIP5) show a significant increase in annual mean surface solar radiation over the eastern and southern US. The projected solar brightening is consistent among different future periods and pathways. However, RCMs in North American Coordinated Regional Climate Downscaling Experiment (NA-CORDEX) and convection-permitting simulations of the climate of North America exhibit a significant decrease in surface solar radiation over large areas of the US. Those conflicting responses between the GCMs and RCMs are evident throughout the year with the greatest disagreement during fall. When scrutinizing the mechanism of solar radiation changes, we find that cloud behavior alone cannot adequately explain the contrasting changes in solar radiation. Instead, if a climate model considers transient aerosols is the key for solar brightening or dimming. Future solar brightening is mainly associated with the declining aerosols that have been implemented in most of the CMIP5 GCMs. In contrast, solar dimming becomes evident because of the greenhouse gas effects in those GCMs and RCMs without considering the aerosol effects. This study highlights the importance of the aerosol effects in solar energy-related climate assessment, and it is necessary to implement the aerosol forcing in regional climate downscaling. The article provides information on the the issue of carbon credits. Carbon credits are one of the major tools policy makers have developed to reduce greenhouse gas emissions that are contributing to global warming. Under the Kyoto Protocol, power plants and other big companies that can't meet mandated reduction targets can make offsetting investments in projects in less developed countries that reduce emissions and absorb greenhouse gases. In the U.S., the foremost market for voluntary credits is the Chicago Climate Exchange (CCX), which requires members to commit to reducing their emissions.

The article reports on the decision of Environmental Health & Engineering to issue the white paper "The First (Big) Step to Reduce Your Campus Carbon Footprints" which discusses the details of retro-commissioning, a process of optimizing an existing building's system performance to meet the original design for operational needs in the U.S. The white paper stresses that retro-commissioning is the first step in minimizing a facility's carbon footprint by energy conservation. According to the white paper, retro-commissioning can reduce 10% or more energy use in college and university buildings which meets greenhouse gas reduction goals.

Emissions of CO2 and CH4 from freshwater reservoirs constitute a globally significant source of atmospheric greenhouse gases (GHGs), but knowledge gaps remain with regard to spatiotemporal drivers of emissions. We document the spatial and seasonal variation in surface diffusion of CO2 and CH4 from Douglas Lake, a hydropower reservoir in Tennessee, USA. Monthly estimates across 13 reservoir sites from January to November 2010 indicated that surface diffusions ranged from 236 to 18,806 mg·m-2·day-1 for CO2 and 0 to 0.95 mg·m-2·day-1 for CH4. Next, we developed statistical models using spatial and physicochemical variables to predict surface diffusions of CO2 and CH4. Models explained 22.7% and 20.9% of the variation in CO2 and CH4 diffusions respectively, and identified pH, temperature, dissolved oxygen, and Julian day as the most informative predictors. These findings provide baseline estimates of GHG emissions from a reservoir in eastern temperate North America, a region for which estimates of reservoir GHGs emissions are limited. Our statistical models effectively characterized non-linear and threshold relationships between physicochemical predictors and GHG emissions. Further refinement of such modeling approaches will aid in predicting current GHG emissions from unsampled reservoirs and forecasting future GHG emissions. [ABSTRACT FROM AUTHOR]

The article focuses on the approaches in lowering the carbon footprint of health care sector as they contribute to global climate change. Topics include the widely varying impacts of specific practices to climate change, the role of life cycle analysis (LCA) as a transformative tool in promoting sustainability in health care, and the technical and operational considerations in promoting sustainable practices in health care.

Objectives. We reviewed the English-language literature on the energy burden and environmental impact of health services. Methods. We searched all years of the PubMed, CINAHL, and ScienceDirect databases for publications reporting energy consumption, greenhouse gas emissions, or the environmental impact of health-related activities. We extracted and tabulated data to enable cross-comparisons among different activities and services; where possible, we calculated per patient or per event emissions. Results. We identified 38 relevant publications. Per patient or per event, health-related energy consumption and greenhouse gas emissions are quite modest; in the aggregate, however, they are considerable. In England and the United States, health-related emissions account for 3% and 8% of total national emissions, respectively. Conclusions. Although reducing health-related energy consumption and emissions alone will not resolve all of the problems of energy scarcity and climate change, it could make a meaningful contribution. To preserve consistency among developed emission scenarios, the scenarios used in climate modeling, and the climate scenarios available for impact research, the pattern scaling technique is useful technique. The basic assumption of pattern scaling is that the spatial response pattern per 1 K increase in the global mean surface air temperature (SAT) (scaling pattern) is the same among emission scenarios, but this assumption requires further validation. We therefore investigated the dependence of the scaling pattern of the annual mean SAT on GHGs emission scenarios of representative concentration pathways (RCP) and the causes of that dependence using the Model for Interdisciplinary research on Climate 5 developed by Japanese research community. In particular, we focused on the relationships of the dependency with effects of aerosols and Atlantic meridional overturning circulation. We found significant dependencies of the scaling pattern on emission scenarios at middle and high latitudes of the Northern Hemisphere, with differences of >15 % over parts of East Asia, North America, and Europe. Impact researchers should take into account those dependencies that seriously affect their research. The mid-latitude dependence is caused by differences in sulfate aerosol emissions per 1 K increase in the global mean SAT, and the high-latitude dependence is mainly caused by nonlinear responses of sea ice and ocean heat transport to global warming. Long-term trends in land-use and land-cover changes did not significantly affect the scaling pattern of annual mean SAT, but they might have an effect at different timescales. [ABSTRACT FROM AUTHOR]

DOI: 10.1111/j.1752-1688.2011.00603.x Abstract: Semantic differences have led to a gap in the understanding of the impacts of climate change on precipitation frequency estimates. There is popular perception that heavy rainfalls have become more frequent, and that this trend will increase with global warming. Most of the literature examines this question from the point of view of climatology using definitions of 'heavy,''very heavy,' or 'extreme' rainfall, which are different from those commonly used by civil engineers. This article identifies the differences in meaning used by the climate and civil engineering communities and examines trends in the observed record in the frequency of exceedances (not trends in magnitudes). Using concepts recognized as the basis for design of the Nation's civil infrastructure, we look at trends in the number of exceedances of thresholds for a variety of precipitation frequencies and event durations used by civil engineers. We found that the estimated trends in exceedances at one-day and multiday durations were statistically significant and increasing for the Ohio River Basin and surrounding states but the reverse was true for the Semiarid Southwest (i.e., not significant and decreasing trends). In addition, we found the magnitude of the trends was small for all but the more frequent events and also small with respect to the uncertainty associated with the precipitation frequency estimates themselves. The article discusses the barriers preventing the U.S. government and its citizens from addressing energy problems despite clearly defined solutions and course of actions. The author notes that the issue of global warming has been recognized for decades but largely ignored by the media, politicians, and citizens. The focus of the article is how climate change is an energy-related problem whose relevance to enacting wise policies range across a variety of issues. He draws on the September 11, 2001 terrorists attacks as an example of human failure to act in time to prevent a catastrophe that he believes was foreseeable and cites the creation and implementation of policy recommendations that require an anticipation of change and the development of strategies to overcome barriers to action.

The purpose of this study was to investigate seventh grade students' conceptions of global warming and climate change. The study was descriptive in nature and involved the collection of qualitative data from 91 seventh grade students from three different schools in the Midwest, USA. An open response and draw and explain assessment instrument was administered to students. These data were analyzed for content in an inductive manner to identify students' concepts. The categories that emerged from the students' responses reflected different degrees of sophistication or conceptualization about global warming and climate change. The students' conceptions of global warming and climate change in this study were similar to previous studies in that they lacked a rich conceptualization of the issue, especially as it pertains to the greenhouse effect and its connection to global warming. Almost half the U.S. states have begun to regulate the emission of greenhouse gases and global warming, given that the federal government has not acted. However, these leading states are implementing carbon regulatory measures that, if challenged, may be found to violate the Supremacy Clause and/or Commerce Clause of the U.S. Constitution. If so, these state initiatives, as the lead edge of US. policy on global warming, will require time-consuming legal revisions that could affect fundamental allowance allocation in lieu of auction, use of government garnered revenues from state carbon restrictions, and the degree to which slates can change wholesale generation prices using carbon regulations as a means to alter the power generation queue and profile. This issue is so important from both an environmental and energy perspective that it is imperative that care is used initially to sculpt a legally sustainable regulatory regime. Characteristics of surface water vapor deposition (WVD) over the continental United States under the present climate and a future climate scenario reflecting the mid-twenty-first-century increased greenhouse gas concentrations were evaluated by using a regional climate model forced by initial and lateral boundary conditions generated by a GCM. Simulated seasonal WVD frequency and daily amounts are presented and elaboration on their relation to potential surface dew/frost is also provided. The climate scenario showed in winter a noticeable decline in WVD frequency over snow-covered areas in the Midwest and over most of the elevated terrain in the western United States, contrasted by an overall increase in the eastern United States. In summer, a decline in frequency was simulated for most of the United States, particularly over the mountains in the west. A spatially mixed trend of change in the frequency was indicated in spring and fall. The trend of change in WVD amount resembled that of the frequency in summer, whereas a largely reversed relation was shown in winter. Quantitatively, changes in frequency and amount of WVD in the range of -30% to +30% generally were indicated for all locations and seasons, except for the western half of the United States, where the change was larger in summer. While areas passing a local statistical test on WVD changes ranged from 11% to 36% of land domain, the WVD differences as a whole field between present climate and future scenarios are significant. Greenhouse gas (GHG) emissions constitute a global problem. The need for agricultural involvement in GHG mitigation has been widely recognized since the 1990s. The concept of C sinks. C credits, and emission trading has attracted special interests in herbaceous and woody species as energy crops and source of biofuel feedstock. Bioenergy crops are defined as any plant material used to produce Bioenergy. These crops have the capacity to produce large volume of biomass, high energy potential, and can be grown in marginal soils. Planting bioenergy crops in degraded soils is one of the promising agricultural options with C sequestration rates ranging from 0.6 to 3.0 Mg C ha-1 yr-1. About 60 million hectares (Mha) of land is available in the United States and 757 Mha in the world to grow bioenergy crops. With an energy offset of 1 kg of C in biomass per 0.6 kg of C in fossil fuel, there exists a vast potential of offsetting fossil fuel emission. Bioenergy crops have the potential to sequester approximately 318 Tg C yr-1 in the United States and 1631 Tg C yr-1 worldwide. Bioenergy crops consist of herbaceous bunch-type grasses and short-rotation woody perennials. Important grasses include switchgrass (Panicum virgatum L.), elephant grass (Pennissetum purpureum Schum.), tall fescue (Fetusca arundinacea L.), etc. Important among short-rotation woody perennials are poplar (Populus spp.), willow (Salix spp.), mesquite (Prosopis spp.), etc. The emissions of CO2 from using switchgrass as energy crop is 1.9 kg C Gj-1 compared with 13.8, 22.3, and 24.6 kg C Gj-1 from using gas, petroleum, and coal, respectively. Mitigation of GHG emissions cannot be achieved by C sinks alone, a substantial reduction in fossil fuel combustion will be necessary. Carbon sequestration and fossil fuel offset by bioenergy crops is an important component of a possible total societal response to a GHG emission reduction initiative. [ABSTRACT FROM AUTHOR]
