This article presents the results of the study of the morphological composition of municipal solid waste (MSW) from the landfill of Atyrau city, and the waste's energy characteristics and presence of microorganisms, including bacteria, fungi and viruses. This study was carried out under a government order to determine the feasibility of recycling accumulated and incoming waste into electricity and its hazard to the environment and the workers involved in handling it. At the moment, there is no MSW recycling in Kazakhstan, which has led to the accumulation of more than 125 million tons of waste with an annual increase of 5 million tons. The research included four major cities (Almaty, Shymkent, Atyrau and Astana), which were selected not only on the basis of population, but also because the cities were located in different climatic zones. Samples were collected at the city landfills: 10 samples with an average distance of 100 m from each other were collected to provide a maximum coverage of both recently received waste and long-time stored waste. The research showed that neither climatic conditions nor the population size had a significant impact on MSW density, the values of which ranged from 120.1 kg/m3 to 145.4 kg/m3, as this indicator directly depends on the quality of life. The mass of the combustible fraction ranged from 39.41% to 54.62% and was mainly represented by plastic, textile and paper waste. The average value for the four cities was 50.30%. The higher calorific value fell in the range of 24.22–30.49 MJ/kg, with an average value of 26.71 MJ/kg. Microbiological studies showed little difference in average composition regardless of climatic conditions. Thus, no sharp differences in MSW composition, its energy characteristics and microbiological composition were found. The results of this study may be useful for optimising MSW recycling and disposal processes, as well as for developing measures to reduce their negative impact on the environment and human health. Background: Kazakhstan is developing a National Roadmap to strengthen its Infection Prevention and Control (IPC), but until recently has lacked a country-wide facility-level assessment of IPC performance gaps. Methods: In 2021, the World Health Organization (WHO)'s IPC Core Components and Minimal Requirements were assessed at 78 randomly selected hospitals across 17 administrative regions using adapted WHO tools. The study included site assessments, followed by structured interviews with 320 hospital staff, validation observations of IPC practices, and document reviews. Results: All hospitals had at least one dedicated IPC staff member, 76% had IPC staff with any formal IPC training; 95% established an IPC committee and 54% had an annual IPC workplan; 92% had any IPC guidelines; 55% conducted any IPC monitoring in the past 12 months and shared the results with facility staff, but only 9% used monitoring data for improvements; 93% had access to a microbiological laboratory for HAI surveillance, but HAI surveillance with standardized definitions and systematic data collection was conducted in only one hospital. Adequate bed spacing of at least 1 m in all wards was maintained in 35% of hospitals; soap and paper towels were available at the hand hygiene stations in 62% and 38% of hospitals, respectively. Conclusions: Existing IPC programs, infrastructure, IPC staffing, workload and supplies present within hospitals in Kazakhstan allow for implementation of effective IPC. Development and dissemination of IPC guidelines based on the recommended WHO IPC core components, improved IPC training system, and implementation of systematic monitoring of IPC practices will be important first steps towards implementing targeted IPC improvement plans in facilities. This paper examines contemporary Chinese-Kazakhstani political economic ties from the perspective of trade. In particular, it traces the evolution of this relationship before and after the critical juncture of 2013, when the Silk Road Economic Belt was announced in Astana, ushering the era of the Belt and Road Initiative. This paper advances three arguments. First and foremost, Kazakhstan has avoided developing a dependency on the Chinese economy. Its trade autonomy has been maintained before and after the Belt and Road Initiative was launched in 2013, as Kazakhstan benefited from the development of markets alternative to China. Secondly, trade between Kazakhstan and China was mostly focused on natural resources during the immediate pre-BRI years, but it has gradually shifted to a more balanced mix, encompassing intermediate goods, raw materials, and consumer goods. Thirdly, such diversification is the product of an increasingly sophisticated, complex value chain interconnecting Kazakhstan and the rest of the world, including but not limited to China. The growing complexity of these production networks, while certainly beneficial to Chinese firms, has also contributed to Kazakhstan's multi-vector geopolitical strategy. In this environment, Kazakhstan demonstrates the capability to weather the ongoing deceleration of China's economy, as the Central Asian country pursues the diversification of its own economy and external economic ties. Kazakh cheese is a traditional dairy product in Xinjiang, China. The function and potential probiotic characteristics of Saccharomyces cerevisiae DL6–20 and Kluyveromyces marxianus B13–5 in Kazakh cheese and its contribution to cheese fermentation was studied. In this study, the effect of the addition ratio of gamma aminobutyric acid (GABA)-producing S. cerevisiae DL6–20 and K. marxianus B13–5 on cheese quality was investigated. Cheeses were prepared by fermentations with a total of six treatments: comercial culture alone as control (CS), a combination with one yeast, either; K. marxianus B13–5 (CSM); S. cerevisiae DL6–20 (CSS); and three different proportions of this two yeasts (CSM:CSS 1:1, 1:2, 2:1). We measured the GABA content of cheese, as well as basic physical and chemical indicators, microbial content, free amino acid (FAA) content, texture, and flavor compound content. The total FAA content of mixed bacteria fermentation was higher than that of the single bacteria alone. The GABA content CSM:CSS 1:2 GABA content was 0.114 g/100 g, CSM:CSS 2:1 GABA content was 0.12 g/100 g, CSM:CSS1:1 content of GABA produced in the late ripening period of cheese was the highest, reaching 0.189 g/100 g and the number of LAB and yeasts in CSM:CSS 1:1 was higher than that of other cheeses. The mixed-strain fermentation generally produced cheeses with a higher protein content than that of the single-strain fermentation in the late stage of the maturation process, especially the protein content of CSM:CSS 1:1 during the ripening period, when the protein content was highest at day 50. CSM:CSS 1:1 had a low moisture content, making it easy to store. With the exception of water and protein content, there is no significant difference in other physical and chemical indicators. CSM:CSS 1:1 contributed to the formation of cheese texture. In addition, multivariate statistical analysis indicated that mixed-strain fermentation was beneficial to the production of cheese aroma, with the aroma production performance of CSM:CSS 1:2 and CSM:CSS 2:1 found to be better than that of CSM: CSS 1:1. This article provides a thorough examination of the past evolution and present conditions of Islamic education in Kazakhstan. It commences with an examination of the influence of the Hanafi school within Sunni Islam and traces the evolution of the Islamic educational system throughout various historical periods until the present day. Particular focus is given to blending Islamic teachings with contemporary educational structures. The researchers heuristically analyzed the current state of the field, identified the main problems, and suggested prospects for Islamic education for further development. In this study, the PRISMA methodology is adopted to systematize the literature, enabling a detailed examination of the characteristics and nuances of Islamic education within the historical and cultural traditions of Kazakhstan. The current study utilizes the historical method, which uses primary and secondary data sources. This method prioritizes historical analysis as a means to assess past occurrences. This paper examines the axiological importance of madrasas and Islamic universities, as well as the pedagogical approaches employed in these educational establishments. We have presented infographics that contribute to a detailed understanding of the field. From the heuristic analyses, we formulated practical recommendations for the government designed to enhance the quality and effectiveness of Islamic education. This paper highlights the importance of Islamic education as an important component of the cultural and scientific space of Kazakhstan, offering strategies for its sustainable development in the context of globalization and the transformation of educational systems. The purpose of the study is to uncover the specifics of the importance of religion in today's political system of Kazakhstan. The leading research methods used to address this issue include analysis, synthesis, deduction, induction, modelling, and the method of generalisation. The democratisation of political processes has led to the creation of favourable conditions for the spread and revival of religious values. Legal mechanisms have emerged to regulate state-religious relations and prevent conflicts and destructive processes detrimental to society. Religious organisations have become active participants not only in the religious sphere but also in the social, cultural, and political aspects of society. Therefore, this paper addresses current issues related to defining the role of religion in the modern world. To achieve the purpose of the study, key questions were addressed, including those related to the existing innovations in the political and religious systems, the significance of the religious aspect in public life, and the modernised principles of interaction between religious and political aspects. The main areas of the study were determined by the insufficient theoretical and methodological developments and the growing importance of the subject. There is a lack of existing research on the topic, which is justified by the conducted thorough literature review. The paper formulated its own conclusions while considering publications by other specialists in this field. The study also modelled the areas for the further development of the religious system. Materials from European experts were examined, allowing for a comprehensive consideration of the significance of religion in the political system under modern conditions. As a result of the study, key features of religion in the modern world were identified. How does the closure of prisons impact local communities where the prison is sited? The paper compares three prison closures in northern and central Kazakhstan through field observations, interviews, and focus groups at the sites. We find that respondents unanimously opposed closure by appealing to the apparent good performance of the prison. Beyond the economic loss incurred by closure, respondents reported a loss of communal identity, as well as prestige connected to the presence of the military at the colony. The paper analyzes these responses by examining the logics by which the prisons came to be opened in the Soviet period as well as investigating how the relationship between punishment, economy, and society in Kazakhstan has changed since that time. The relevance of the presented paper is conditioned upon the fact that today, the subject of the development of moral values in children with visual impairment through musical motifs of folklore is a very understudied issue. However, based on the statistics of the World Health Organisation for 2021, about 2.2 billion people worldwide have visual impairments. The purpose of this paper is to study the features of the psychological and pedagogical characteristics of children with visual impairments, their moral development, and the development of ways of spiritual and moral education through folk music. To achieve this purpose, the following methods were used: analysis, synthesis, comparison, induction, statistical analysis, and deduction. In particular, the method of statistical analysis of sources of American, Kazakh, and Russian researchers within the boundaries of the subject was used. The practical basis was the statistical data of the WHO company for 2021. The result of the study was a complete analysis of the statistics of children with visual impairment in the territory of the Republic of Kazakhstan. The study's main conclusion is that modern methods of teaching children with visual impairment are based on the musical accompaniment of educational activities since the musical form allows the development of moral values. Visually impaired students are characterised by insufficient development of the visual-imaginative level of mental activity, which determines the uniqueness of specific conceptual thinking due to visual perception disorders and limited visual experience. The alienation of a child with visual impairments from others entails secrecy and lack of communication, which can be expressed in a large volume of complexes in the future. The applied value of this paper lies in the development of recommendations for improving the system of pedagogical education of children with visual impairment through folklore-applied developmental classes. This paper explores how schoolteachers in Kazakhstan engaged with the Renewed Content of Education (RCE) that has been introduced by the Government, and how changes in their beliefs and understandings influenced classroom practice. The study draws on the ecological model of teacher agency and elaborates on factors that contribute to the formation of teacher agency. The study used a mixed methods research design and is based on data collected over two years in rural and urban schools across three regions of Kazakhstan. Altogether, 227 teachers having different levels of experience with the new curriculum were involved in focus group discussions. The findings demonstrate that the majority of teachers acknowledged the value of the RCE, its short- and long-term benefits for students, and the broader aim of boosting the economic competitiveness of the country. At the same time, the findings suggest that, while a surface change occurred in teachers' beliefs, their pedagogical practices, and the learning context, there is limited evidence that the teachers moved fully to new ways of teaching and embedded the principles of the RCE in practice. Through our findings, we verified the centrality of socially dynamic relationships in educational change. Teachers shared agency in developing their own rules and routines for collaboration. This paper adds to research on educational change in an international context by showing that the scope for teacher agency in reform implementation increases when teachers are able to develop deep reform-oriented beliefs, discourses, and pedagogical understanding. There is a strong relationship between regional integration and economic performance. This paper investigates the impact of regional integration on macroeconomic indicators in the Eurasian Economic Union (EAEU) – a trade block created by the former Soviet republics in 2014. This study compares two types of regional collaboration strategies: first, unilateral trade liberalization with the one-sided opening of market access that does not imply any mutual concessions, and second, reciprocal regional liberalization evaluated as the degree of regional economic integration between the countries. We apply a random effect panel data analysis with the dataset over 25 years since 1995 covering five countries (Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia). We find that, under the current stage, the EAEU positively affects trade flows, negatively affects the level of employment, and has no impact on other economic performance indicators. We also conclude that despite the declared level of economic integration – customs union – Eurasian block functions mainly as a free trade area facilitating mutual trade, which is different from the broader objectives that regional integration aims to achieve. The main purpose of this paper is to propose the definition of the abovementioned notion, the study of the issues relating to the effective realization of punishment by depriving the citizenship as a form of criminal punishment according to Criminal Law of the Republic of Kazakhstan. In order to look into this form of crime in a more scientific way the following methods have been used: historical, comparative-legal, logical, structural and functional. The authors of this paper have carried out the comparative - legal analysis of foreign legislative practice. It has enabled them to make a conclusion that in the countries stipulating a deprivation of citizenship as a form of punishment there are no requirements about the purposes of punishment. To protect the environment from ecology-related encroachments, countries implement environmental policy, determine legal, as well as criminal liability for violations in this area. The purpose of paper is to identify common features that allow distinguishing ecological criminal offences into a separate group and to investigate criminal penalties for committing such offences, as well as to highlight the problem of qualification of these crimes. The important tasks of this study include defining the term "environmental crimes", which will clearly analyse this category of offences. The following scientific methods are employed in this study: functional and dialectical approaches, the method of logical analysis, the method of synthesis, the method of comparative analysis, the method of analysis of scientific literature, the method of generalisation. This paper analysed statistical data, scientific research, court decisions, and regulations of the Republic of Kazakhstan. Using practical examples, the most typical environmental criminal offences in Kazakhstan were identified. In this paper, we consider the role of high-stakes testing in mediating access to English in two Central Asian contexts where English is increasingly important not just in terms of mobility, but in identity construction on an individual and national level. We argue that in these contexts, English is increasingly constructed not only as a global language but the global language, which also has important implications for determining what counts as an 'internationalized space' or 'internationalized person', and as part of national strategies intended to make Kazakhstan and Mongolia more international. High-stakes tests like IELTS and TOEFL act as a focal point due to the role of these tests in verifying and 'converting' English ability into a quantifiable, transportable figure. We draw on a survey about test-takers' experiences and practices concerning IELTS and TOEFL as well as interview data about the role and significance of English. Since access to knowledge and preparation for these tests is not evenly distributed across the population, our work provides evidence that some people may be in a more advantageous position to succeed on and benefit from high-stakes testing than others. Previous research on IELTS/TOEFL has largely focused on washback effects on school curriculums, test reliability, and strategies for test preparation, while research on globalization needs to continue to engage with specific mechanisms of how scales and hierarchies are created and maintained. We bridge this gap by considering how success or failure on IELTS/TOEFL becomes internalized as a quality of the individual and a reflection of their abilities, dedication and cosmopolitanism, and how testing contributes to carving out particular 'international' spaces. This paper will focus on how English comes to be conflated at least in some cases with being international, and how individuals make sense of high-stakes testing as a way of accessing an 'international' scale which may or may not involve literal movement abroad. As the Bologna process emerged in the framework of European integration, its objectives are closely linked to the process of voluntary convergence of public policies of members of the European Union. In this context, it can be challenging to understand possible convergence or divergence trends in Bologna member countries that are outside the European Union. In this paper, I develop a theoretical framework based on Acharya's (2004) norm localization theory to analyze the historical and present factors of borrowing and adoption of the Bologna standards in Kazakhstan. While the findings suggest that convergence to the Bologna model will be limited, the identified short-term outcomes of the Bologna process include adopting the Bologna-driven competence-based approach. In the long term, the competence-based approach could replace knowledge-based education in Kazakhstan. The analysis reveals the importance of domestic factors for educational policy borrowing. The paper argues that the War in Ukraine is promoting and accelerating the Westernization of the region's higher education. The paper employs Mignolo's (2011) geopolitics of knowledge as the theoretical framework to illustrate how internationalization promotes the adoption of Western/English liberal education and how the War in Ukraine is speeding up the process. Using focus groups, I capture conversations with local graduate students in Kazakhstan to demonstrate that Western education is acquired to 1) accelerate the de-Russification of Kazakhstan by moving away from the former imperial power, 2) use English to undermine the Russian language and cement Kazakhstan's independence from Russia, 3) acquire internationally recognized English credentials for global/Western competitiveness and modernity. The participants in this study framed their decision to pursue university graduate studies as freedom from the Soviet system, de-Russification, and modern development, underscoring the high value that some graduate students have for an English credential. This paper analyzes conflict resolution strategies in public procurement in two transition economies, Russia and Kazakhstan, based on a supplier survey. The results show that 25% of suppliers in Kazakhstan and 32% of suppliers in Russia said preferred to resolve all public procurement conflicts through negotiations with the procurer without involving a third party represented by the regulator and/or the judicial system. The findings also revealed that Russian suppliers, potentially affiliated with procurers, are less likely to encounter conflict situations. The attitude to the practice of "predetermined choice," when the procurer selects a supplier before the formal procurement procedure, was used as an indirect indicator of such affiliation. In addition, the empirical analysis shows that, in both countries, suppliers who are not inclined to trust the court and indicate high costs of participation in litigation are more likely to use the strategy of direct negotiations to resolve procurement conflicts. The relevance of this article covers historical, religious, local and diplomatic factors, which reflect the importance of research and the multifaceted nature of Isbijab. The purpose is to study the Isbijab School of fiqh law in the Middle Ages in the context of Islamic law and the history of Kazakhstan. In this work, standard historiographical methods are used: historical-systemic method, historical-comparative method, method of historical periodization and others. The main result is to clarify the role of the fiqh school of Isbijab in the context of studying the history of Islamic law on the territory of modern Kazakhstan and in the region as a whole. The authors also found that Isbijab was one of the centres of Islamic studies and law not only in Kazakhstan but also in the whole of Central Asia in the XI to XII centuries. It was the time when Isbijab developed its legal concept and school of fiqh, the Hanafi madhhab. This school of Islamic law introduced a new generation of legal scholars and their pupils, whose major works and academic degrees paved their way in the historiography. Their experience helped the researchers to study the manuscript works of medieval Isbijab jurists from a historical-legal and theological point of view. The paper shows the findings of an ongoing study of Isbijab legal practitioners in the framework of the "Mukhtasar al-Tahawi" book. Work has practical relevance not only in the context of Islamic studies and Islamic law but also in history, international relations, country knowledge and in other disciplines. The mastery of STEM (Science-Technology-Engineering-Mathematics) language literacy is essential for both engineering students and professionals as it enables effective communication using technical terminology and facilitates problem-solving, research, and innovation within the field. However, STEM language proficiency remains an area of improvement within Kazakhstan's engineering education system. Our research focused on enhancing STEM language literacy learning for Bachelor of Engineering students in Kazakhstan, with a specific emphasis on leveraging digital technologies to support their learning. Our paper outlines the outcomes of the research project titled 'Enhancing Scientific and Professional Language Learning for Engineering Students in Kazakhstan through Digital Technologies', conducted at the Saginov Technical University (STU) in Kazakhstan and supported by the Science Committee of the Ministry of Science and Higher Education of the Republic of Kazakhstan (Grant No. AP19678460). This project holds significant promise for advancing engineering education in the country. Throughout this project, our team examined best practices for STEM literacy learning in engineering education globally. We also utilised a comprehensive SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats) to identify effective approaches for STEM literacy learning and the successful integration of digital technologies. Ultimately, we developed a framework for enhancing STEM language literacy in engineering education at universities in Kazakhstan. [ABSTRACT FROM AUTHOR]

Adonis tianschanica is a lesser-known plant species belonging to the genus Adonis that grows in Kazakhstan. The aim of this study was to characterize the composition of the ethanolic, water, and hydroethanolic extracts from the aerial parts of A. tianschanica by HPLC-ESI-QTOF-MS/MS to isolate the major compound isoquercitrin by HSCCC (High-Speed Counter-Current Chromatography) and to determine the cytotoxicity and anti-inflammatory potential of the extracts produced with this plant. Fingerprinting of the analyzed extracts showed the presence of a multitude of metabolites comprising polyphenols, organic acids, and coumarins, and only trace quantities of cardiac glycosides in the analyzed samples. Flavonoids were certainly the best-represented group, with kaempferol, quercetin, and their derivatives as the major components of the extracts. Key findings in this paper were that the ethanol: water (50:50 v/v) extract of A. tianschanica and its major compound isoquercitrin were able to reduce the production of NO induced by LPS, in addition to demonstrating anti-inflammatory effects by reducing cytokines such as IL-6, TNF-α, and IL-1β. Background: Addressing brain drain and fostering human capital development are critical for sustaining a nation's long-term economic growth, innovation capacity, and global competitiveness. Kazakhstan has faced significant brain drain, particularly following the dissolution of the Soviet Union, as many skilled professionals sought better opportunities abroad. Despite government efforts to retain talent, the country continues to experience a negative migration balance, with a substantial portion of emigrants being highly educated and skilled. This study examines the challenges posed by brain drain and evaluates Kazakhstan's current policy initiatives aimed at addressing intellectual migration and fostering human capital development. Methods: The study employs a qualitative research approach using documentary analysis to explore intellectual and educational migration in Kazakhstan. The methodology involves systematically reviewing key government policy documents and reports, such as the Concept of Migration Policy of the Republic of Kazakhstan for 2023-2027. Documentary analysis was selected for its ability to provide in-depth insights into government initiatives and policy frameworks, enabling an assessment of their long-term effectiveness. Content analysis was applied to identify recurring themes and policy shifts related to human capital development and brain drain. Results and conclusions: The findings highlight the government's efforts to attract skilled professionals, retain domestic talent, and foster international collaboration through streamlined visa processes, academic partnerships, and the establishment of international branch campuses. The analysis highlights educational immigration as a core component of Kazakhstan's migration strategy, shaped by regional factors and geopolitical considerations. Despite these efforts, the study identifies ongoing challenges in creating attractive domestic career opportunities and competitive research environments, which are crucial for the longterm retention of talent. By leveraging international best practices and fostering collaboration between the government, academia, and industry, Kazakhstan can enhance its position in the global knowledge economy while addressing demographic and economic challenges. Morphologically derivative languages form words by fusing stems and suffixes, stems are important to be extracted in order to make cross lingual alignment and knowledge transfer. As there are phonetic harmony and disharmony when linguistic particles are combined, both phonetic and morphological changes need to be analyzed. This paper proposes a multilingual stemming method that learns morpho-phonetic changes automatically based on character based embedding and sequential modeling. Firstly, the character feature embedding at the sentence level is used as input, and the BiLSTM model is used to obtain the forward and reverse context sequence, and the attention mechanism is added to this model for weight learning, and the global feature information is extracted to capture the stem and affix boundaries; finally CRF model is used to learn more information from sequence features to describe context information more effectively. In order to verify the effectiveness of the above model, the model in this paper is compared with the traditional model on two different data sets of three derivative languages: Uyghur, Kazakh and Kirghiz. The experimental results show that the model in this paper has the best stemming effect on multilingual sentence-level datasets, which leads to more effective stemming. This paper analyzes the nonlinear relationship between public debt and economic growth, and also estimates the threshold level for upper-middle income Asian countries for the period 1980 to 2021. The results confirm the nonlinear relationship with public debt threshold of 103.4% for the pooled sample. As for individual samples, the highest threshold recorded is 90.8% for Lebanon and the lowest is 15% for Kazakhstan. The results also reveal that nonlinear relationship can exist in both U-shape and Ո-shape, indicating that beyond a specific threshold level, public debt can support higher GDP growth or drag it down. 'Negative' growth, as noted in the literature, does not necessarily indicate that growth becomes negative, but slower. In addition, debt threshold does not exist by default for all the countries, and therefore, we could not find any threshold for Armenia and Azerbaijan. Another crucial finding is that pooled sample tends to provide higher threshold, compared to individual samples. Hence, it causes a misleading understanding among policymakers. The paper describes digital strategies helping to boost the competitiveness of Russian as a foreign language. The authors argue that it is impossible to deny the universal popularity of the English language. Knowledge of English is important to learners of Russian as a foreign language since it functions as a social language facilitating their transition to multilingualism. Thus, to improve the competitiveness of Russian courses, it is beneficial to supplement them with instructions in English and modern online tools with English interfaces. The paper offers two scenarios of in-class activities for beginner and intermediate-to-advanced learners of Russian, featuring key strategies utilized for students from Kazakhstan and the People's Republic of China. The authors argue that the described activities are also useful for students from other countries. The scenarios are included in the common framework of the "Working for a Russian Digital Company" business game and enhance the competitive advantages of Russian studies programs expanding the limits of teaching language and culture in the field of online technologies and Java programming basics. This paper presents an approach for using a long short-term memory (LSTM)-based recurrent neural network with various configurations to construct a forecasting model for electrical load prediction of a 110 kV substation. The issues of unbalances arising in energy management systems due to discrepancies between generated and consumed energy can lead to power outages and blackouts. With the introduction of the most accurate forecasts, the task of maintaining electrical reliability for grid operators can be greatly simplified. Through an investigation into 81 different parameter combinations, the research revealed the optimal setup for an LSTM model in the task of electrical load forecasting. This configuration comprised 15 neurons, a batch size of 16, and employed the Adamax optimization algorithm. Applying this specific setup yielded a mean squared error (MSE) of 5.584 MW² and an R² value of 0.99. High R² values and low MSE values indicate that the LSTM model accurately captures changes in electricity consumption with minimal deviation between predicted and actual consumption values. Selection of appropriate parameters significantly enhances the performance of the predictive model and resulted in a reduction of the MSE error from 12.706 to 5.584 MW². The optimized configuration of the LSTM model, tailored through extensive experimentation, enhances its predictive capabilities. The proposed LSTM model holds practical utility for integrating into systems for monitoring and forecasting mode reliability of electrical networks, particularly in the Western energy hub of the Republic of Kazakhstan. The development of international e-commerce has expanded opportunities for business and consumption in Kazakhstan and worldwide. However, these rapid changes have challenged the governments’ regulation of the flow of cross-border goods, ranging from clearance to customs duty and taxes collection. Among concerns is the flow of low-value consignments, the impact of which had previously been seen as beneficial. This paper examines whether cross-border ecommerce and the de minimis threshold are advantageous in Kazakhstan based on context, description, cause-and-effect and statistical analysis. The findings show a partial impact of de minimis threshold changes on the increase in retail e-commerce goods imported and on the decrease in the value of mis-declared goods; however, in Kazakhstan the consequences from the import of misdeclared low-value goods on the tax revenue are insignificant. Misuse of the de minimis threshold in Kazakhstan is confirmed by the study. Government actions for solving this problem involve giving higher priority to people’s access to higher quality and/or cheaper personal use goods. It is difficult to overestimate the importance of protecting the rights and freedoms of entrepreneurs in a market economy – they are necessary "tools" and a driving force in the market relations that expand a country's gross domestic product, and as such should be directly involved in the socio-economic policy of the state. Due to a historical absence of the specialised legal means and procedural tools required to ensure the effective security and protection of the rights of entrepreneurs, Kazakh legislators have carefully studied examples from other countries to develop their own legislation relating to profit-making entrepreneurial activities during the early stages of the post-independent development of Kazakhstan. In this way, licensing processes, protections for entrepreneurs from unreasonable inspections and abuse of power by the authorities, the creation of special organisations to protect entrepreneur's rights, and a reduction in the number of administrative barriers in practice were all consolidated and codified into the regulatory structure. All the above allowed the authors to highlight the main purpose of this study – a comprehensive systemic study of the protection of the rights and legitimate interests of entrepreneurs in socio-economic, political, and legal relations (as exemplified by the Republic of Kazakhstan). The main and practically significant results were obtained by employing both theoretical and methodological analysis of scientific publications covering the issues of legal security and the protection of entrpreneurial rights and freedoms at the national and international levels, as well as tools of comparative legal, comparative political, systemic and structural analysis, value-statutory and institutional methods, and content analysis of statistical data and official documents. This paper constitutes a study of a scientific and recommendatory legal and socio-political nature, which has unconditional practical significance, originality in clarifying certain issues, and is aimed at a broad study of the essential aspects of the legal protection of entrepreneurial activity in modern Kazakhstan. We recognize that the subject considered in this paper is promising for further scientific elaboration and detailing of certain points, which have been superficially touched upon in this study. This paper investigates the advantages of enhancing construction and demolition waste (CDW) recycling facilities to conform to circular economy (CE) models in Kazakhstan's construction sector. The industry is experiencing significant growth due to urbanization, but it faces difficulties managing CDW, frequently resulting in landfill disposal. In response, this paper provides a cost–benefit analysis of upgrading the CDW recycling centres aligned with CE needs. Reflecting legislative changes in Kazakhstan's Environmental Code, which prohibited CDW in landfills starting December 2020, the initiative to establish modern CDW recycling centres is gaining momentum in major cities. The primary objective is to maximize material recovery and eliminate contaminants that curtail the utilization of recycled sand and aggregate products. The analysis yields compelling results, indicating that the project has the potential to recycle up to 84 million tons of CDW over eight years, with an annual 25% capacity increase and a maximum possible 95% recycling efficiency. Despite an estimated cost of USD 48 million, the project demonstrates a payback period of 9.9 years, signalling eventual cost recovery. These findings underscore the project's capacity to mitigate CDW issues while generating economic benefits and contributing to a sustainable environment. In conclusion, implementing modern CDW recycling centres in Kazakhstan represents a potent solution for the construction industry as it transitions toward a CE model. The paper studies the relationship between poverty levels, per capita incomes and inequality by using a large sample of low and middle-income nations. The results, which indicate the requirement of a per capita income that is close to the one currently registered in Mexico for poverty removal, are used to predict the year of the "happy event" of poverty eradication in India. The tentative finding is that the portals to a better material life for the people of India may gradually open only in the early 2040. It is also observed that some countries like Azerbaijan and Kazakhstan have succeeded in poverty removal at low per capita income levels, which may be attributed to greater success in removing inequality and to praiseworthy performance in the realm of non-monetary indicators of poverty. The paper is, of course, based on some important rational assumptions such as absence of any other major shock such as Covid-19, and the continuous average increase in India's GDP by 8%. In modern medicine, laboratory tests play an important role in the diagnosis, treatment and monitoring of patients. However, the volume and complexity of the data obtained can create challenges for interpreting the results. In this paper, we present a study on the application of integrated automation of a medical laboratory using OpenAI for a more accurate and effective interpretation of laboratory results. Interpreting laboratory results through integrated automation using artificial intelligence (AI) and other digital technologies automatically analyzes and interprets laboratory results. This approach aims to streamline the process of interpreting laboratory results and provide more accurate, consistent and timely results to healthcare providers. Comprehensive automation of the interpretation of laboratory results can improve the efficiency and accuracy of laboratory results, leading to improved patient outcomes and better clinical decision-making. However, it is essential to note that AI models are imperfect and can still make mistakes. Therefore, healthcare professionals should always review automated interpretation results before diagnosing or treating. The work presented results in applying OpenAI to interpret laboratory results in the laboratory information system smartLAB Kazakhstan, which provides a complete cycle of automation of all medical laboratory processes. The aim. Public-private partnership is a qualitative method of accelerating the growth rate of the country S economy and its individual components. However, it is also important to skillfully apply the features of this method, assessing the peculiarities of the functioning of a particular country or sector. This makes it relevant to consider the specifics of public-private partnerships in the Republic of Kazakhstan and, in particular, in the pharmaceutical industry. Thus, the main purpose of the study was to assess the peculiarities of the development of the pharmaceutical industry of the Republic of Kazakhstan and the impact of public-private partnerships on it. This includes understanding the role public-private partnerships play in enhancing the efficiency and innovation of the industry. Materials and methods. This study focuses specifically on the Republic of Kazakhstan, as the public-private partnership model varies significantly across countries. The main methods used were analysis, historical method, deduction, and modelling. The specific legislative framework, local economic conditions, and the unique challenges of Kazakhstan's pharmaceutical sector were considered to provide relevant insights. Results. The authors showed that this area is actively developing; every year, many projects are implemented in various sectors of the economy with the help of this type of interaction. Certain results are also observed in the healthcare industry, which borders the pharmaceutical industry. However, in the context of the production of medicines or the latest technologies, there are certain problems. This industry receives insufficient investment, which is why it does not have the opportunity to develop effectively. This indicates the urgency of more decisive state intervention, including through the use of public-private partnerships. In addition, the study describes some projects that have already been implemented in Kazakhstan and shows the benefits that the state has achieved from their implementation. Conclusions. Background: Emergency medical services (EMS) are intended to provide people with immediate, effective, and safe access to the healthcare system. The effects of pandemics on emergency medical services (EMS) have not been studied sufficiently. The aim of this paper is to assess the frequency and structure of calls at an ambulance station in Kazakhstan during the period of 2019–2023. Methods: A retrospective analysis was conducted to estimate the incidence of emergency assistance cases from 2019 to 2023. Results: An analysis of the structure and number of ambulance calls before the pandemic, during the pandemic, and post-pandemic period did not reveal significant changes, except for calls in urgency category IV. Patients of urgency category IV handled by an ambulance decreased by 2 and 1.7 times in 2020 and 2021, respectively, which appears to be related to quarantine measures. In 2022 and 2023, category IV calls were 4.7 and 4.5 times higher than in 2019. Conclusions: This study's findings suggest no changes in the dynamics of ambulance calls, except urgency category IV calls. The number of category IV urgent calls decreased significantly during the COVID-19 pandemic and increased in the post-pandemic period. [ABSTRACT FROM AUTHOR]

The study of issues of development and modernisation of the existing structure of economy is central to the scientific activity of the Republic of Kazakhstan. The purpose of the study is to consider the trends in the development of the economic system in the territory of the Republic of Kazakhstan. The study used methods of analysis and synthesis of information, the comparative method, induction and deduction and analysis of research papers, which is relevant to the subject matter. The conclusions were drawn that the modernisation and development of the economy of Kazakhstan is a complex step‐by‐step process, which includes: mastering the manufacturing of modern products; renovation of production equipment; organic integration into the latest world innovation processes; requalification of people. The practical significance of the study is that it can be used by theorists and practitioners to investigate the development of the economic system in the Republic of Kazakhstan. The purpose of the paper was to carry out a biochemical and technological evaluation of spring soft wheat grain and to determine the total amino acid composition for the selection of the most valuable genotypes with a high content of essential amino acids. This paper presents the results of biochemical and technological studies of the grain and flour of spring soft wheat plants grown in northern Kazakhstan. The research involved 170 genotypes of spring soft wheat from northern Kazakhstan, 16 of which had the highest grain quality. In the grains of the studied samples, the protein content and the number of essential and nonessential amino acids were determined, and the biological value of the protein was evaluated using the amino acid score method. A strong positive correlation was established between phenylalanine and lysine (r = 0.98), and a weak negative relationship was established between protein content and methionine (r = -0.02) and between methionine and lysine (r = -0.17). Based on the obtained data, the most valuable varieties and lines (256/14 and 53/14) with high-quality information about grain, flour, and bread and the most balanced amino acid composition of proteins were selected because these varieties are important for enhancing the nutritional value and overall utility of these wheat varieties in food production and human consumption. The utilization of such genotypes in breeding programs and agricultural practices holds the promise of yielding crops with improved protein quality and nutritional content, ultimately contributing to enhanced food security and dietary health in the region. In epidemiologic studies, association estimates of an exposure with disease outcomes are often biased when the uncertainties of exposure are ignored. Consequently, corresponding confidence intervals (CIs) will not have correct coverage. This issue is particularly problematic when exposures must be reconstructed from physical measurements, for example, for environmental or occupational radiation doses that were received by a study population for which radiation doses cannot be measured directly. To incorporate complex uncertainties in reconstructed exposures, the two-dimensional Monte Carlo (2DMC) dose estimation method has been proposed and used in various dose reconstruction efforts. The 2DMC method generates multiple exposure realizations from dosimetry models that incorporate various sources of errors to reflect the uncertainty of the dose distribution as well as the uncertainties in individual doses in the exposed population. Traditional measurement-error model approaches, typically based on using mean doses in the dose-exposure analysis, do not fully account exposure uncertainties. A recently developed statistical approach that overcomes many of these limitations by analyzing multiple exposure realizations in relation to disease risk is Bayesian model averaging (BMA). The analytic advantage of the BMA is its ability to better accommodate complex exposure uncertainty in the risk estimation, but a practical. Drawback is its significant computational complexity. In this present paper, we propose a novel frequentist model averaging (FMA) approach which has all the analytical advantages of the BMA method but is much simpler to implement and computationally faster. We show in simulations that, like BMA, FMA yields 95% confidence intervals for association parameters that close to 95% coverage rate. In simulations, the FMA has shorter length of CIs than those of another frequentist approach, the corrected information matrix (CIM) method.
