Improving energy efficiency is considered to be important and cost-effective strategies to reduce greenhouse gas emissions, which is crucial in the face of global climate change. This study hypothesizes that there are significant differences in the impact of energy efficiency on economic and energy systems. Using quantile regression method, the impact of economic and energy characteristics on energy-related greenhouse gas emissions in 120 countries over the period 2010–2020 is investigated. Detailed analyses are conducted by dividing the countries into 12 groups based on gross national income per capita (Atlas method) and the share of resource rents in gross domestic product. A macro-level system of indicators for assessing energy efficiency is proposed, which can be linked to the economic and energy characteristics of the systems: National Energy Efficiency, Energy Intensity Ratio, Primary Energy Production Efficiency, Industrial Sector Energy Efficiency, Share of Low Carbon Energy, Population Energy Efficiency. The findings show that (1) global energy efficiency has remained largely unchanged over the decade; (2) there are differences in energy efficiency between fossil fuel producing and non-fossil fuel producing countries; (3) the factors that have an inverse effect on emissions in fossil fuels dependent countries include industrial energy efficiency and population energy efficiency, which are far from exhausting their potential; (4) despite the recognized importance of energy efficiency, its impact on reducing greenhouse gas emissions globally has been unnoticeable. The study highlights that Sustainable Development Goals 7 and 13 on energy affordability and emission reductions are conflicting and require harmonization of mechanisms to achieve them, such as balancing climate change mitigation investments, identifying the potential for energy efficiency improvements across economy or improving energy saving practices. The overall conclusion suggests that there is an urgent need to review current decarbonization and energy efficiency initiatives, given the lack of significant global progress in reducing greenhouse gas emissions or improving energy efficiency between 2010 and 2020. This study aims to unveil the heterogeneous impacts of import product diversification and institutional factors for achieving energy efficiency in Organization for Economic Co-operation and Development (OECD) countries. In doing so, the study employs robust econometric techniques such as Fully modified ordinary least squares (FMOLS) co-integration, pooled Ordinary Least Squares (OLS), Feasible Generalized Least Squares (FGLS), pool mean group regressions, fixed effects, and random effects for panel data from 1990 to 2015 for selected OECD countries. The detailed empirical outcomes suggest that import product diversification is conducive to reducing the energy and carbon intensity (improvement in energy efficiency) in OECD countries. The empirical conclusions provide various guidelines to achieve cleaner and greener growth and align with various Sustainable Development Goals (SDG 7: Affordable and clean energy, SDG 9: Industry, innovation, and infrastructure, and SDG 13: Climate action) of OECD countries. The paper elaborates fruitful policy suggestions regarding the diversification of imports and energy use-carbon emission-nexus for the OECD member nations. Energy efficiency measures are a key element in the fight against climate change. However, their effectiveness is threatened by so-called rebound effects—behavioral changes that lead to increased use and thus to lower-than-expected absolute savings. The moral licensing bias might cause rebound effects on the individual level: When people implement energy efficiency measures, they may feel that they have done something good for the climate and thus license themselves to less climate-friendly behavior later on. We test this prediction with three pre-registered experiments (total n = 2315). While our manipulated efficiency does increase the feeling of having done something good for the climate, no negative effects emerge on subsequent climate-friendly behavior—contrary to the predictions derived from the moral licensing literature. Climate-friendly behavior is thus not hampered by prior energy efficiency behavior; rather, demographics (women and older people act in a more climate-friendly manner) and environmental attitude determine it. Our results imply that the literature suggesting moral licensing is probably not transferable to the field of energy efficiency, and thus moral licensing may not lead to rebound effects in this context. Energy efficiency represents a financial threat to energy companies. This paper examines how investor-owned electricity companies in North Carolina have turned the threat of energy efficiency – or "negawatts" – into a new arena of accumulation. They have done this by exploiting features of the North Carolina Renewable Energy and Energy Efficiency Portfolio Standard (REPS), a law passed in 2007 that encourages energy efficiency. I argue that under REPS, electricity companies have positioned themselves, counter-intuitively, as the primary producers of less of their main product. As such, these companies have been awarded high rates of return for creating energy efficiency projects. This paper builds on previous research into how environmental crises like climate change have been turned into new opportunities for accumulation in the neoliberal era. It focuses on neoliberal accumulation in an understudied system (electricity), socio-nature (energy efficiency), and political economic context (the regulated monopoly). Through reregulation, REPS creates negawatts as a new monopoly product for IOUs, contrary to what might be expected from previous research on green neoliberalism which often emphasizes the processes of commodification. This case study offers insights into the kinds of accumulation tactics that may occur in other regulated monopoly political economic contexts. Illuminating these tactics can inform more equitable and sustainable energy efficiency policies and programs by focusing attention on the need for transparency, alternative energy efficiency producers, and diverse energy efficiency programs aimed at reducing energy poverty. The roles of intermediaries in sustainability transitions are increasingly recognised. How intermediaries advance transitions vis-a-vis public policy has, however, received little attention. Thus, we create an analytical framework of intermediating policy processes, drawing from transition and policy cycle literatures. We apply this to investigate two policy processes pertaining to Finland's building energy efficiency. The findings show how the central role of the Ministry of the Environment and high political attention have reduced the need for intermediation by external organisations in agenda setting and policy formulation. However, intermediaries external to the Ministry have been vital in facilitating policy implementation. The cases show that facilitating training as an intermediary activity can be undertaken by different organisations, such as a trade union, a government agency or an education committee. The sustainability paradigm has gained global attention, and the same has been expected from the economies having increasing levels of environmental footprints over the past couple of decades. This research aims to investigate the nexus between clean energy technologies and climate change mitigation among the top ecologically pollutant (TEP) economies during 1996–2020. The research incorporated other drivers of climate change, including energy efficiency, industrialization, and sustainable policies through environmental regulations. The methodological context covers the necessary preliminary tests and the Method of Moment Quantile Regression (MMQR). The preliminary results indicate that TEP economies are interdependent with the heterogenous slope coefficients, stationarity data trends, and cointegrated relationships. The findings from the MMQR unveiled that clean energy technologies tend to mitigate climate change from 0.10th to 0.70th quantiles. Relatedly, energy efficiency reduces the environmental burden across all the quantiles except for the 0.10th one. Conversely, industrialization and economic growth cause an upward shift in climate change among TEP economies across all the quantiles, suggesting a need to shift production-based economies to more service-intensive ones. However, the study found no significant evidence for the nexus between sustainable environmental policies and climate change. The robustness checks also validate the MMQR estimations; however, their parameters' magnitude substantially varied. These outcomes encourage policymakers to implement holistic strategies supporting energy innovation, technologies, and efficiency improvements while controlling the adverse effects of industrialization and traditional growth models. Many ports and terminals endeavor to enhance energy efficiency as energy prices have increased through years and climate change mitigation is a key target for the port industry. Stricter environmental regulations are adopted by authorities to limit pollutants and GHG emissions arising from energy consumption. Increasingly, port operational strategies and energy usage patterns are under scrutiny. To ingrain sustainability and environmental protection of ports, the use of innovative technology appears as a critical conduit in achieving a transition from a carbon-intensive port industry (dependent on fossil fuels) to a low-carbon port model by harnessing renewable energy, alternative fuels (e.g. LNG, hydrogen, biofuel), smarter power distribution systems, energy consumption measurement systems. In this context, this paper conducts a systematic literature review to analyze operational strategies (e.g. peak shaving, operations optimization), technology usage (e.g. electrification of equipment, cold-ironing, energy storage systems), renewable energy, alternative fuels and energy management systems (e.g. smart grid with renewable energy) for improving the energy efficiency and environmental performance of ports and terminals. Research gaps and future research directions are identified. Abstract As part of its Paris Agreement commitment, China pledged to peak carbon dioxide (CO 2) emissions around 2030, striving to peak earlier, and to increase the non-fossil share of primary energy to 20% by 2030. Yet by the end of 2017, China emitted 28% of the world's energy-related CO 2 emissions, 76% of which were from coal use. How China can reinvent its energy economy cost-effectively while still achieving its commitments was the focus of a three-year joint research project completed in September 2016. Overall, this analysis found that if China follows a pathway in which it aggressively adopts all cost-effective energy efficiency and CO 2 emission reduction technologies while also aggressively moving away from fossil fuels to renewable and other non-fossil resources, it is possible to not only meet its Paris Agreement Nationally Determined Contribution (NDC) commitments, but also to reduce its 2050 CO 2 emissions to a level that is 42% below the country's 2010 CO 2 emissions. While numerous barriers exist that will need to be addressed through effective policies and programs in order to realize these potential energy use and emissions reductions, there are also significant local environmental (e.g., air quality), national and global environmental (e.g., mitigation of climate change), human health, and other unquantified benefits that will be realized if this pathway is pursued in China. • Building electrification is a key decarbonization strategy. • Two districts of commercial buildings in San Francisco were modeled. • Impacts of electrification on building performance depend on baseline systems and efficiency. • Energy efficiency upgrades can significantly reduce energy use and peak electric demand. • Combining electrification and energy efficiency upgrades is recommended for decarbonization. Rapid electrification of buildings at the district scale is needed for cities to achieve climate change mitigation goals. However, most electrification studies focus on either the single building level or the city/region building stock level, and depend on the slow and uncertain process of requesting personally identifiable customer energy usage data from utilities. To answer a key question facing local policymakers: "Where can electrification proceed at scale without first upgrading the grid?" this study aims to quantify and inform building electrification impacts at the district scale using detailed building energy modeling and based on public records datasets. We explore how energy efficiency retrofits can help mitigate increased peak electric demand, and quantify impacts to energy use and carbon emissions. Building energy models of a baseline, and scenarios of simple electrification, energy retrofits, and electrification in combination with retrofits were created and simulated for 54 commercial buildings in two contiguous districts of San Francisco. A simple electrification scenario increased annual electricity consumption but reduced annual site energy usage by 15% to 17%, mainly due to replacing inefficient gas furnaces and boilers with more efficient heat pumps. Peak demand increased 7.4% for Fisherman's Wharf (e.g. within the capacity of the existing power grid), while the Design District showed a marginal decrease. Annual carbon emissions were reduced by 46% and 37%. Combining electrification with efficiency upgrades reduced peak demand by 26% and 40%, and annual carbon emissions by 63% and 64% for the two districts. These results indicate that impacts of electrification depend on the mix of building uses within a district, and coupling electrification with energy efficiency upgrades is an effective strategy to decarbonize buildings while maintaining or reducing the peak electric demand. Maritime emission regulations set limits for SOx and NOx emissions for health and environmental reasons, and for CO 2, through the Energy Efficiency Design Index (EEDI), with the general aim of mitigating global warming. EEDI verification is performed at the vessel's design speed and design loads, under calm-water conditions. This, although calm seas are the exception in shipping, and that even with calm-water conditions, ships usually operate at lower speeds than their design speed. A major challenge, if greenhouse gases (GHG) reduction targets are to be met through the EEDI, will be to identify EEDI-compliant solutions that reduce energy consumption and GHG emissions under realistic operational conditions, from lying idle at berth in port to when full power is required in critical situations at sea. In view of all the above, we use the Aframax tanker class to illustrate how such an assessment can be performed, and to display the differences in costs and benefits of options, all of which meet the requirements of the EEDI. Setting targets and normalising them are two of the most important elements in the recently introduced market-based climate-change mitigation policy―Perform, Achieve, and Trade (PAT)―in India. The scheme permits, in the monitoring and verification phase, normalisation of the efficiency realisation against unfavourable working conditions. On the one hand, such normalisation brings the energy efficiencies of plants operating in different conditions to a common level, on the other hand, adjustments resulting from normalisation are likely to provide free-riding benefits, and in addition, results in alteration of efficiency realisation. This may be a source of distortion in the market expectation, resulting in trading phase uncertainties. This paper examines the effects of normalisation on the specific energy consumption in the context of the PAT scheme in the coal-based power sector. The paper makes a cross-sectional analysis involving data envelopment analysis and Tobit regression. The results indicate that effect of variation in system demand, planned maintenance time, forced outage, fuel quality, and fuel mix on specific energy consumption is substantial. However, the effect of the variability in coal quality and fuel mix is significantly higher than the other variables. Energy efficiency in buildings remains an important priority for the European Union. Towards that direction, therole of the one-stop-shops (OSSs) that will offer integrated renovation services has been further enhanced. Thepaper aims to compare public and private-driven OSSs to increase knowledge regarding the way they operate.The business models of ten OSSs for renovation of residential buildings, operating in six European countries havebeen analysed, and further evaluated for their engagement in the critical moments of the renovation customerjourney. Findings show that the majority of examined OSSs have managed to reach some level of standardizationin the way they deliver their service. Additionally, the examined OSSs appear to be engaged in the critical momentsof the renovation customer journey, which can attract the interest of potential customers. Public-drivenOSSs appear to operate smoother in the renovation market and offer services that are considered crucial for theirpotential customers. Their viability though in the absence of public funding needs to be further examined. On theother hand, private-driven OSSs are called to deal with greater challenges in their effort to consolidate their presencein the renovation market. Providing access to financing remains a challenge for private-driven OSSs, whichto attract more customers resort to value additions to their service, which might affect their viability. To illustrate the power and utility of macro-level decomposition tools, this article presents a structured comparison of two all-sector global modeling exercises that assess emissions reductions compatible with climate stabilization at roughly 1.5C above pre-industrial levels. It uses an expanded Kaya Identity combined with the LMDI (Logarithmic Mean Divisia Index) method to decompose the effects of key drivers of changes in emissions over time in these scenarios. The most important drivers of emissions reductions include final energy intensity of economic activity, the fraction of primary energy delivered by fossil fuels, and emissions from non-CO 2 warming agents. Land-use change and the carbon intensity of fossil energy are also important. The article suggests additional data modelers should release to allow more rapid analysis of results and ways to facilitate cross-study comparisons (such as adopting "best of breed" sectoral models instead of relying solely on in-house expertise for model development). The long-term economics of mitigating climate change over the long run has played a high profile role in the most important analyses of climate change in the last decade, namely the Stern Report and the IPCC's Fourth Assessment. However, the various kinds of uncertainties that affect these economic results raise serious questions about whether or not the net costs and benefits of mitigating climate change over periods as long as 50 to 100 years can be known to such a level of accuracy that they should be reported to policymakers and the public. This paper provides a detailed analysis of the derivation of these estimates of the long-term economic costs and benefits of mitigation. It particularly focuses on the role of technological change, especially for energy efficiency technologies, in making the net economic results of mitigating climate change unknowable over the long run. Because of these serious technical problems, policymakers should not base climate change mitigation policy on the estimated net economic impacts computed by integrated assessment models. Rather, mitigation policies must be forcefully implemented anyway given the actual physical climate change crisis, in spite of the many uncertainties involved in trying to predict the net economics of doing so. Stringent long-term climate targets necessitate a limit on cumulative emissions in this century for which sufficient policy signals are lacking. Using nine energy-economy models, we explore how policies pursued during the next two decades impact long-term transformation pathways towards stringent long-term climate targets. Less stringent near-term policies (i.e., those with larger emissions) consume more of the long-term cumulative emissions budget in the 2010–2030 period, which increases the likelihood of overshooting the budget and the urgency of reducing GHG emissions after 2030. Furthermore, the larger near-term GHG emissions associated with less stringent policies are generated primarily by additional coal-based electricity generation. Therefore, to be successful in meeting the long-term target despite near-term emissions reductions that are weaker than those implied by cost-optimal mitigation pathways, models must prematurely retire significant coal capacity while rapidly ramping up low-carbon technologies between 2030 and 2050 and remove large quantities of CO 2 from the atmosphere in the latter half of the century. While increased energy efficiency lowers mitigation costs considerably, even with weak near-term policies, it does not substantially reduce the short-term reliance on coal electricity. The European Union has relied upon information symmetry theory to foster decarbonization of existing buildings in cities under the hypothesis that efficient buildings receive a market premium. Hedonic analysis of housing prices across European cities suggests the existence of such a premium; while opinion-based research concludes that households pay scarce attention to energy performance when letting or buying a home. These approaches render inconclusive evidence regarding the role of energy-information symmetry as public policy in climate change mitigation through market prices. Since energy-efficiency attributes are contingent on the architectural quality of homes, poor control of the latter in hedonic models may bring biased conclusions regarding the former. The main contribution of this piece is to improve the control of these non-energy attributes using a visual inspection of listed apartments in Madrid and Barcelona. Results suggest that the energy-efficiency price premium completely disappears when other quality attributes are considered in full. Energy in economies is required both to build the stock of capital assets, and to produce goods and services from use of the stock. Decarbonization involves: changing the capital assets for producing energy; building and using capital with greater energy efficiency; and changing the distribution and characteristics of asset types in the capital stock. From 2004 to 2019, US capital assets grew by 24%, while primary energy consumption remained relatively unchanged. Here we examine the relationship between capital and energy in the US economy to understand how this growth occurred without increased energy use. The method involves mapping of energy use and greenhouse emissions onto four broad categories of capital stock, employing environmentally-extended input–output analysis and time-series data from a variety of sources. Result show that intellectual property products, with an energy intensity of 2.9 TJ / $million of investment, grew as a proportion of the capital stock relative to structures (7.0 TJ / $million) and equipment (6.9 TJ / $million). Meanwhile the energy intensity of using capital decreased in the residential sector and in all nineteen manufacturing sectors. The study connects strategies for decarbonization of the US economy in a concise and consistent framework, with turnover of the capital stock providing opportunities for both energy efficiency and decarbonization. The world needs to rapidly reduce emissions of carbon dioxide (CO 2) emission to stave off the risks of disastrous climate change. In particular, decarbonizing U.S. manufacturing industries is particularly challenging due to the specific process requirements. This study estimates the potential for future CO 2 emission reductions in this important sector. The analysis is a detailed accounting exercise that relies on estimates of emission-reduction potential from other studies and applies those potentials to the manufacturing sector using a bottom-up approach. The actions are grouped into four "pillars" that support deep decarbonization of manufacturing (DDM): Energy Efficiency, Material Efficiency, Industry-Specific, and Power Grid. Based on this bottom-up approach, the analysis shows that an 86% reduction in carbon dioxide emissions from the Reference Case is feasible. No single pillar dominates DDM, although opportunities vary widely by sub-sector. The analysis shows that a strategy incorporating a broad set of elements from each pillar can be effective instead of relying on any single pillar. Some pillars, such as Energy Efficiency and Material Efficiency, have wide applicability; others have key niche roles that are Industry-Specific; the Power Grid pillar requires interaction between grid decarbonization and industry action to switch from fossil fuels to zero-carbon electricity where appropriate. In view of advancing global warming, climate change adaptation and mitigation measures for buildings are becoming increasingly important. The following article discusses the question of whether current urban planning principles still provide a suitable framework for this purpose. Therefore, the aim of this paper is to identify and quantify the main parameters of the urban planning framework regarding energy demand and energy generation of buildings. In a novel, holistic approach, passive design measures were evaluated in a joint analysis based on a case study in the city of Vienna (Austria) with respect to their impact on heating and cooling energy demand, overheating potential, daylight availability, and solar potential of new buildings. The results show that by improving the thermal insulation of the building envelope, the importance of a high compactness of the buildings to lower the heating energy demand is decreased. In addition, moderate compactness can help reduce the energy demand for space cooling and artificial lighting and increase the solar potential of the buildings. Accordingly, the results question the dogma of a high degree of compactness that still exists to some extent and indicate that changing climatic conditions also require new approaches in the urban planning process. The impact of energy use on the planet due to related CO 2 emissions is continuously increasing, despite the adoption of efficiency and decarbonisation policies and widespread environmental awareness. Climate change mitigation will only succeed if the driving forces of consumption and emissions are deeply analysed, and effective means are provided to reverse their trends. To this aim, the Kaya Identity framework is revisited to classify indicators and decomposition studies in the literature. A comprehensive pyramid approach is proposed for the progressive disaggregation and discussion of energy and emissions changes. The approach is applied to the OECD and non-OECD to provide meaningful regional analysis of past trends and future projections according to stated policy intentions. Results show that a hopeful change has already begun in the developed region due to a sustained decrease of the energy intensity and a promising reduction of the carbon intensity. Emerging economies follow the performance of developed nations since 2013, held back by later economic development. Activity slowdown, energy conservation, renewable electrification, efficient power plants and coal phase out appear as the keystones for decarbonisation. As a result, emissions stabilisation could have already been achieved as rises in emerging countries are offset by drops in developed nations. The mitigation of climate change is the main issue for environmental policymakers. A large number of authors analysed the impact of various factors on greenhouse gas (GHG) emissions. In this paper, we proposed a multiplicative approach to use 2- and 3-way interactions simultaneously in order to analyse the effects of energy efficiency, renewable energy and sector mix as the moderators that shape the economic activity – environmental degradation nexus. The results encompassing global panel data show that the turning point increased from 1990 to 1995 to 2002–2007 and decreased afterwards. Considering the analysis of moderators, a high share of agriculture and industry sectors make the curve flat with a positive slope and a high level of economic activity was associated with more GHG emissions with no turning point. The marginal effect of energy efficiency to reduce the negative impact of agriculture and industry sectors was growing. Meanwhile, the marginal effect of renewables to reduce the negative impact of agriculture and industry sectors was diminishing. Service sector and energy efficiency, service sector and renewables worked as the substituting forces reducing GHG emissions with a diminishing marginal rate of substitution. Therefore, this study confirms that the economic activity – environmental degradation relationship is very complex and further studies should consider the role of the moderators of this nexus. Enhancing energy efficiency is an important goal of climate change mitigation policies. Promoting energy efficiency projects in developing countries has faced several barriers, preventing optimal investments. One of the main barriers has been the lack of internationally recognized indices to compare projects across countries. In this era of global political turbulence and a looming trade-war that will likely lead to unjustified tariffs, it is critical to provide publicly available robust indices for investors. We construct the Energy Efficiency Country Attractiveness Index to evaluate countries' competitiveness in terms of energy efficiency potentials and related investment risks to aid investment decision-making in the oil and gas sector. Our index includes 30 indicators congregated in four pillars covering political, economic, social and technological factors, combined by means of Fuzzy measures and Choquet integral according to the preferences of a panel of experts. Although experts consider the economic and technological factors as the most important elements affecting investment in the energy related projects and they are moderately tolerant following disjunctive behaviour in dealing with the political, economic, social, and technological criteria, squared correlation analysis shows that, at least for OPEC countries, the political pillar is the crucial one in shaping the composite index. • We construct Energy Efficiency Country Attractiveness Index for OPEC member countries. • We aggregate indicators covering political, economic, social, and technological (PEST) dimensions. • Indicators are combined using Choquet integral based on fuzzy measures and experts' elicitation. • Experts identify economic and technological factors as the most important elements affecting energy investments. • Experts are moderately tolerant following disjunctive behaviour in dealing with PEST criteria.
