This is the proceedings of the seventh annual Museums and the Web conference which took place March 19-22, 2003. MW2003 was the premier international venue to review the state of the Web in arts, culture, and heritage. The formal program consisted of two plenary sessions, eighteen parallel sessions, 35 museum project demonstrations, dozens of commercial exhibits, full-day and half-day pre-conference workshops, and one-hour mini-workshops combined with a day-long usability lab, a day-long design "crit room", and the Best of the Web awards. Participants were webmasters, educators, curators, librarians, designers, managers, and directors who work in museums, libraries, archives, historic sites, and the companies that support them. A contents table lists, in alphabetical order by contributor, the speaker, speaker's country, title of the paper, type (paper, workshop, demonstration, etc.), and whether the paper is online. In this selection of papers from the conference, authors from 10 of the more than 35 countries and every continent (except Antarctica) provide discussions covering all levels of museum Web design. They brought a wide variety of experiences and backgrounds to the conference, all of which ensured new perspectives and new ideas. The meetings opened on Thursday with a plenary address, followed by a full day of sessions and two Crit Rooms. Friday featured sessions on accessibility, portals, and data interchange. This day also featured a variety of Mini-Workshops. The final day began with two groups of demonstrations that were followed by sessions on design, licensing, schools, and new technology. MW2001 ended with a closing plenary. Summarized in this document are the proceedings of a public hearing sponsored by the National Library of Medicine (NLM) Board of Regents in order to provide a forum in which publishers, editors, paper manufacturers and distributors, printers, biomedical researchers, librarians, and other professionals concerned with preserving the biomedical literature could share experiences with the use of permanent, acid-free paper; to increase the awareness of the need to publish on such paper; and to discuss means for encouraging its broader use. A brief introduction describes the background of the hearing, and the following hearing presentations are summarized: (1) remarks identifying the deterioration of publications as being of special concern to the health sciences; (2) the keynote address on the importance of medical information exchange and the role of the NLM; (3) a discussion of the preservation of biomedical information at NLM; (4) a discussion of the activities of the Commission on Preservation and Access; (5) remarks on the perspective of medical libraries; (6) descriptions of the making, specifying, buying, and printing of acid-free paper; (7) a presentation on the preservation of medical archives; (8) a panel discussion on the use of permanent paper and the subsequent group discussion; (9) a consideration of the formation of an NLM task force; and (10) closing remarks. An institute was conducted to provide some training to librarians, archivists, and historians in locating, selecting, preserving, and disseminating Afro-Americana. Specialists in the field, including those who work with non-print materials, acted as contributors. A diverse population of librarians, library students, and representatives of other agencies participated. Among the topics covered in the institute papers are: the history and development of outstanding black collections, methods for encouraging the use of such collections, preparation of grant proposals for support of special black collections, and collection of the oral tradition. Current projects for collecting black materials and for personnel development and planning related to black collections are summarized. (Author/PF)
