This document describes the ways in which Japan and the German nations have taught the history of World War II. According to the document, the former German Democratic Republic (GDR) took a pro-communist and anti-fascist approach to the subject. At the same time, the Western Allies pressured the Federal Republic of Germany (FRG) to institute a political education system designed to prevent the Germans from starting anew on the track toward fascism. In recent years, the FRG took greater responsibility for the War, and the mass media were instrumental in bringing information to the German public. Japanese teaching about the War downplays the nation's aggression in Asia and the Pacific and emphasizes the atomic bombings of Hiroshima and Nagasaki by the United States. The document argues that there is a continued need for peace education concerning World War II, but there is also a need to avoid negative politicization of the issue. Techniques learned in the Goethe-Institut German classroom in Germany, are described and recommended for American use, particularly the immersion approach and emphasis on variety in instructional activities. Other features are also discussed, including: the role of a teacher's willingness to provide multi-sensory activities, creative use of the basal text, individualized instruction, an emphasis on proficiency rather than simply earning credits, ways to "de-mystify" foreign language, and networking with professional organizations and cultural ministries. Implications of the new Europe of 1992 for language learning are noted. (LB)

Close links are perceived between considerable growth and internationally high levels of productivity in the economy, a massive destruction of jobs, and the current educational system in Germany. From this perspective, the paper examines quality improvement and assessment in German teacher education, focusing on political influences. (SM)

This paper discusses the reasons stock market reports of the type appearing in major newspapers in the German-speaking countries are ideal for beginning a text/unit sequence in an introductory business German course. Suggestions are offered concerning the in-class implementation of "Borsenberichte" for third-year students of German. (JL)

This publication contains the papers of the Venice Colloquium held in October, 1977 by educators from European countries to discuss the topic of visits and exchanges for pupils. There are seven chapters. Chapter one discusses the context and objectives of the colloquium. Chapter two describes pupil visits and exchanges in the European community. In particular, exchange programs in Belgium, Denmark, the Federal Republic of Germany, France, Ireland, Italy, Luxembourg, the Netherlands, and the United Kindgom are reported. Three case studies are presented in chapter three. The first case study examines the European Federation for Intercultural Learning. The second case study examines a school partnership in practice, describing the experience of Lessing Gymnasium, Mannheim and Lycee Dumont d' Urville, Toulon. Study visits abroad in foreign languages for students from Hertfordshire are the topic of the third case study. The paper presented in chapter four is an overall look at the objectives, activities, and problems of European exchange programs. Guidelines prepared for the colloquium are presented in chapter five. The final report and recommendations of the colloquium are included in chapter six. The publication concludes with a list of participants in chapter seven. (Author/RM)

"Language for business" programs, well established at universities, could be expanded to include beginning language courses. It is argued that "language for business" courses at the beginner's level can attain some of the goals of business language study at an early stage and usefully complement their more advanced counterparts. As a result of the "risk society" (in which career and adult transitions are less orderly and predictable), young people have adopted various transition behaviors--strategic, step-by-step, taking chances, and wait-and-see--as they follow different paths: higher education, training for skilled or semiskilled occupations, unskilled occupations, or unemployment. Environmental concepts are only slowly being incorporated in vocational training. Strategies to improve the process include less association with ideology; recognition that these concepts are integral, not peripheral; and better teacher training. (SK)

The absence, until very recently, of widespread debate on policy concerning quality assurance in German higher education is attributed to the fact that, historically, German education has been highly standardized and those standards were presumed to persist even with mass higher education. To make European higher education systems compatible, several systems of certification are being considered, including the German model of final certification, the English model of accumulative certification, the American "add-on" model, and the French model, which extends the "add-on" model. Landeskunde, or cultural studies, in Germany is a discipline trapped in a circle because the only avenues of development open to it relegate it to a subsidiary role within language education. If it is to develop in the long term, it will be necessary for it to define its objectives independently of language learning. (Contains five references.) (Author)

A statistical update is provided on existing U.S.-sponsored, independent study abroad professional programs and on existing articulation agreements between U.S. schools and the three countries that enable professional study at German language institutions of higher education. Contends that there has been a movement in Europe away from the concept of didactic or teaching museums to include emotional and intellectual appeals to patrons. Concludes that long-term research is necessary to determine whether people who visit museums as students continue to do so as adults. (CFR)

The Fulbright-Hays Teaching Exchange with Germany is a one-for-one exchanqe for approximately twenty pairs of American and German teachers. American elementary and secondary school teachers as well as college instructors and assistant professors replace their German counterparts for an academic year at either a "Hauptschule" (a non-college track school with qrades one through nine), a "Realschule" (a step up from the Hauptschule with grades one through ten), or a "Gymnasium" (a college preparatory school). This exchange provides the Fulbrighter with the opportunity to: (1) promote international understanding; (2) present American views on problems in the Unites States; (3) improve one's knowledge of the German language and school system; (4) increase one's awareness of German life and customs; (5) make German friends; and (6) explore many countries in Europe. This article focuses on three aspects of the Fulbright Teachers Exchange: (1) the teaching assiqnment in a "Gymnasium"; (2) avenues of promoting international understanding such as, the use of educational and entertainment films, exchanges with an American school, German-American social gatherings and basketball games; and (3) the benefits of living in Germany for a year, particularly the comfortable living quarters, close friendships formed, and the opportunities for travel. Study of educational practices in five countries and the United States found the United States unique in depending heavily on local property taxes. Although none of these countries has devised perfectly fair system of educating their children, they are working toward that goal. New Jersey debacle is example of willingness of American middle class to ignore equitable school funding. (MLF)
