Electrical power system monitoring, protection, operation, and control schemes are undergoing significant changes toward the next generation fully automated, resilient, and self-healing grids. At present, there still exists a lack of available user-friendly tools for the synchronized measurement technology supported application design. This paper presents a synchro-measurement application development framework (SADF) to promote a simplified design and thorough validation of synchro-measurement (IEEE Standard C37.118.2-2011) supported user-defined applications under realistic conditions. The proposed SADF supports online receiving of a phasor measurement unit (PMU) or phasor data concentrator (PDC) provided data stream and enables simultaneous use of processed machine-readable synchro-measurements in advanced user-defined applications. This paper fills the scientific gap between the IEEE Standard C37.118.2-2011 specifications and its implementation by proposing a novel robust communication technique and efficient synchro-measurement data parsing methodology. As a proof of concept, the proposed SADF is implemented as a novel open-source MATLAB library. Combining this library with MATLAB’s signal processing and visualization functions allows mastering the design and validation of complex wide-area monitoring, protection, and control applications, as well as PMU/PDC performance and compliance verification. Finally, this paper verifies the proposed library against the standard specifications, assesses its interoperability and performance via a cyber-physical simulation platform, and presents online voltage magnitude monitoring as an example application. As an automated validation method recommended by the IEEE Standard 1597.1/2, the FSV method has gained broad attention in the practice of computational electromagnetics modeling and simulations. This paper reviews the motivation, evolution, enhancements, and criticisms of the method over this time. The aims of this paper are to give a detailed contextualization of the development of the FSV method itself and to discuss the open questions and possible strategies of the next generation of automated validation methods. This paper presents a solution to the Optimal Power Flow (OPF) problem combined economic dispatch with valve-point effect and Emission Index (EI) in electrical power networks using the physics-inspired optimization method, which is the Gravitational Search Algorithm (GSA). Our main goal is to minimize the objective function necessary for the best balance between energy production and its consumption which is presented in a nonlinear function, taking into account equality and inequality constraints. The objective is to minimize the total cost of active generations, the active power losses, and the emission index. The GSA method has been examined and tested on the standard IEEE 30-bus test system with various objective functions. The simulation results of the used methods have been compared and validated with those reported in the recent literature. The results are promising and show the effectiveness and robustness of the used method. It should be mentioned that from the base case, the cost generation, the active power losses, and the emission index are significantly reduced to 823 ($/h), 6.038 (MW), and 0.227 (ton/h), which are considered 5.85%, 61.61%, and 44.63%, respectively. Codes of ethics provide a critical foundation for an organization to define the tenets that best reflect their values. These codes provide a touchstone for employees to follow that establishes trust between an organization and their customers and key stakeholders. The rapid acceleration of autonomous and intelligent systems (A/IS) has created an imperative for technologists to complement these codes with new methodologies focused on the widespread implementation of ethical considerations in all levels of design and manufacture. This paper describes IEEE’s work in this arena, including the IEEE Global Initiative on Ethics of Autonomous and Intelligent Systems, the IEEE TechEthics program, the IEEE P7000 Standards Series focused on A/IS issues, Digital Inclusion through Trust and Agency, and the ongoing work of the IEEE Society on Social Implications of Technology. In modern SoCs embedded memories should be protected by ECC against field failures to achieve acceptable reliability. They should also be repaired after fabrication to achieve acceptable fabrication yield. In technologies affected by high defect densities, conventional repair induces very high costs. To reduce it, we can use ECC-based repair, consisting in using the ECC for fixing words comprising a single faulty cell and self-repair to fix all other faulty words. However, as we show in this paper, for high defect densities the diagnosis circuitry required for ECC-based repair may induce very large hardware cost. To fix this issue, we introduce a new family of memory test algorithms that exhibit a property we termed as “single-read double-fault detection”. This approach gains interest in ultimate CMOS and post-CMOS technologies, where the defect densities are expected to increase significantly, and/or in very-low power design, as very-low voltage sharply increases defect densities. The CEFC 2012 Conference Chair sates that 617 digests were submitted with 496 accepted digests. From the presented digests, 407 full four-page papers were submitted. Each of these papers was reviewed by at least two reviewers (though often more) and by a CEFC 2012 editor. From these submitted papers, 216 papers were finally accepted for publication in this issue. Each manuscript was reviewed according to IEEE Transactions standards and obviously there were many good papers that did not make the final cut for the Transactions. Type-2 fuzzy sets and systems are more general and potentially more powerful than their type-1 counterparts because they model membership function (MF) uncertainties, which can be very valuable in applications where uncertainties are prevalent. In an interval type-2 fuzzy set (IT2 FS) and fuzzy logic system (FLS), all of the MF uncertainties are uniformly weighted, whereas in a general type-2 fuzzy set (GT2 FS) and FLS, the MF uncertainties are nonuniformly weighted. Since the preparation of the first Special Issue of the IEEE Transactions on Fuzzy Systems that appeared in 2007 on such fuzzy sets and systems, much has happened. Since the 2007 Special Issue, more than 2000 journal and conference articles about T2 FSs and FLSs have appeared; there have been two special sections of the IEEE Computational Intelligence Magazine devoted to them: one in 2007 and the other in 2012; in addition, special or invited sessions about them now appear regularly at all conferences devoted to fuzzy sets and systems. It is therefore very appropriate to have a second Special Issue of these transactions about Type-2 fuzzy sets and systems. For the record, a total of 45 submissions were received in response to the open call. These papers were rigorously evaluated according to the normal reviewing process of the IEEE Transactions on Fuzzy Systems. As in the previous Special Issue, the evaluation process took into consideration factors pertaining to originality, technical quality, presentational quality, and overall contribution. IEEE Transactions on Visualization and Computer Graphics (TVCG) has published more papers in 2013 than in any previous year. TVCG continues to be in an excellent state. For the first time, the entire proceedings of IEEE VAST 2013 papers became part of the VIS special issue of TVCG. At the start of October 2013, TVCG had received more than 265 regular submissions, more than last year at the same time. This year we also observed a healthy number of 150 and 402 submissions to the IEEE VR Conference issue and the VIS conference issue that contains the Proceedings of the IEEE Information Visualization, Scientific Visualization, and Visual Analytics Science and Technology 2013 Conferences, respectively. We are expecting a total of nearly 900 submissions to TVCG by the end of 2013. A total of 137 articles were published in the first 10 regular issues with 1,769 printed pages, and the VR and VIS special issues containing 21 and 101 conference papers, respectively. All submissions in both special issues went through a rigorous two-round journalquality review process. Practically all the 2012 papers have also been decided. From the 293 regular submissions (including 20 extended versions of Best Papers from several top venues in graphics and visualization), 76 regular papers and all 20 special section papers were eventually accepted; 86 out of 333 SciVis plus InfoVis conference submissions were published in the VIS special issue. TVCG continues to offer authors a remarkably effi cient processing of submitted manuscripts: The average time from submission to fi rst decision is about three months and the average time from submission to publication as a preprint in the digital library is about seven months. Its 2012 impact factor is 1.895 with the largest number of total publications appeared two years prior. During 2013, the authors of TVCG regular papers were invited to give an oral presentation of their recent work at TVCG???s partner conferences. This paper presents a novel and cost‐effective solution for detecting the islanding condition at embedded generators using an innovative new type of phase angle detector, the "quasi‐PMU". The method works by checking the synchronism of the embedded generator with respect to a robust reference location. The method is low cost, effective, and easy to configure using a modern broker based "one‐to‐many" solution for the telecommunications needs. The new "quasi‐PMU" is validated against appropriate IEEE compliance standards and shown to be effective in detecting the islanding condition using data obtained by an experimental study and through simulations. The islanding detection method presented in this paper is particularly suited to grids with increasingly large dynamic events and frequency excursions arising from lowering system inertia. The authors' design gives the system operator confidence for consistent operation of embedded generation protection. The method is affordable, reliable and is ready for immediate implementation. Branch-and-bound approaches are promising in pruning fruitless search space during the resource constrained scheduling. However, such approaches only compare the estimated upper and lower bounds of an incomplete schedule to the length of the best feasible schedule at that iteration, which does not fully exploit the potential of the pruning during the search. Aiming to improve the performance of resource constrained scheduling, this paper proposes a parallel structure-aware pruning approach that can traverse the search space significantly faster than state-of-the-art branch-and-bound techniques. This paper makes three major contributions: i) it proposes an efficient pruning technique using the structural scheduling information of the obtained best feasible schedules; ii) it investigates how to perform parallel search to enable efficient multi-directional search and generation of effective fences by tuning the operation enumeration order; and iii) it presents a framework that supports the sharing of minimum upper-bound and fence information among different search tasks to enable efficient parallel structure-aware pruning. The experimental results demonstrate that our parallel pruning approach can drastically reduce the overall resource constrained scheduling time under a wide variety of resource constraints. With the penetration of multi-source and multi-type distributed generation (DG) in distribution network, the power flow calculations of distribution network become more and more complex. On the premise of analysis of power flow calculation model for different DG, this paper presents a power flow parallel computing algorithm for complex distribution network based on multicore CPU technique. On the basis of analysis of topological structure of distribution system, the task assignment problems in the isomorphism multicore processors were solved to improve speedup ratio and parallel efficiency. Integrated with the characteristics of backward/forward sweep methods, a hybrid power flow parallel computing method was given to adapt for the nodal type of various DG. In order to test the convergence and parallel efficiency, the proposed algorithm have been tested on IEEE 90 bus and a composite system, which is composed of IEEE 20 bus, IEEE 90 bus, IEEE 37 bus and etc. The results show that the proposed hybrid power flow computing method is adaptive to the complex distribution network with multi-type DGs, and the designed parallel algorithm effectively shortens time of solving equations and multicore resources are fully utilized. One of the most important challenges in modern protective requirements is in security and accuracy in the presence of different fluctuations in the network. Therefore, techniques with faster and more accurate estimations have to be developed to measure waveform phasors under steady-state and transient conditions. This paper proposes a new least error squares algorithm based on Taylor series to improve the performances of the phasor estimators. The accuracy is improved by using the fundamental phasor estimations and their estimated derivatives of Taylor series for the next step calculation. Then the proposed algorithm is evaluated through several simulations that specified in the Standard IEEE C37.118.1-2011 for different conditions. By using the proposed algorithm, a remarkable result is achieved in the presence of decaying DC component and harmonics. Traditional “above-ground” applications of circuit breakers for overcurrent protection in industry are generally well understood. Defined design and test standards, which vary somewhat across the globe, provide a framework for users of these devices to assure that they are not misapplied. Attention to detail in circuit breaker maintenance generally assures that these devices will operate reliability and safety across the industry. However, when circuit breakers are applied in underground mining applications, traditional design and test standards give way to in-country mining safety authorities who typically dictate requirements in these special applications. Because of this, ratings and test requirements for low-voltage molded-case circuit breakers, low-voltage power circuit breakers, medium-voltage vacuum and medium-voltage sulphur hexafluoride ( \SF6) circuit breakers in underground mining are typically different. In this environment, the user must be aware of issues specific to the application to assure that these devices operate such that they assure miner safety and operation reliability. This paper will discuss specific circuit breaker applications in underground mining and recommend methods to maximize the effectiveness of these protective devices in this environment. Architecting PCM, especially MLC PCM, as main memory for MCUs is a promising technique to replace conventional DRAM deployment. However, PCM/MLC PCM suffers from long write latency and large write energy. Recent work has proposed a compiler directed dual-write (CDDW) scheme to combat the drawbacks of PCM by adopting fast or slow mode for different write operations. For large-scale loops, we observe that write instances' lifetime is very long and can only be written by the expensive slow mode. This paper proposes a write mode aware loop tiling approach to effectively reduce the lifetime of write instances and maximize the number of efficient fast writes in loops. The experimental results show that the proposed approach improves performance by 50.8 percent and reduces dynamic energy by 32.0 percent across a set of benchmarks compared to the CDDW approach on average. Fairness is an important property of computer networks and systems. In a wide range of these systems such as distributed multi-hop wireless networks, multihomed networks, and cloud computing, each user may be allocated a number of system resources; this resembles a many-to-many relationship between the sets of users and resources, which raises the problem of system-wide fair resource allocation. In this paper, we assume that each user/node can be allocated a number of resources, which could be either in its neighborhood or far from it. As a key difference with previous works and through incorporating the concept of “flow”, we model near/far resources allocated to nodes. To attain fair flow control in such systems, first we model this situation by introducing a new multi-server system called multi-ring, in which a server that represents a resource, can serve only a subset of either neighboring or far nodes in the system. Then, we define a centralized optimization problem to attain weighted proportional fairness among all nodes meaning that the sum of allocated capacities from all servers to each node (while considering its flow) is fair. We evaluate fairness properties of multi-ring networks and provide conditions on system parameters under which a system can have a fair resource allocation. Moreover, we present a distributed method to attain fairness in distributed environments, and its stability/convergence is evaluated by non-linear discrete dynamical systems. We present conditions under which the system is stable, and through numerical analysis, we show how to obtain stable system parameters for large systems. The effectiveness of the presented method is studied through extensive numerical evaluation. Results show the success of our method in attaining fairness for various topologies and system parameters, and confirm our stability analysis. Phase-change memory (PCM) has emerged as a candidate that overcomes the physical limitations faced by DRAM and NAND flash memory. While PCM has desirable properties in terms of scalability and density, it suffers from limited endurance. Repeated writes cause PCM cells to wear out and get permanently stuck at a specific value. Recovering from stuck-at faults through a proactive error correcting scheme is essential for the widespread adoption of PCM. In this paper, we propose Symbol Shifting as a practical technique to increase the number of faults that an error correcting code can cover in single and multilevel cells memory chips. Since stuck-at cells can still be read, errors are manifested only when a worn-out cell is to be programmed with a symbol value different than the value it is stuck at. After a write operation fails for a given block of data, another write operation is attempted with all original data symbols shifted to another memory level. Shifting the data is likely to bring the number of errors within the nominal capability of the deployed error correcting code. Requiring only one additional auxiliary cell, Symbol Shifting can increase the number of faults that an error correcting code can cover by up to double the nominal capability and extends the lifetime by up to 37 percent. Given a chip that produced a faulty output response to a test set, a defect diagnosis procedure produces a set of candidate faults that is expected to identify the defects that are present in the chip. The accuracy of the set of candidate faults is higher when the set is smaller or when its overlap with the defects that are present in the chip is larger. To increase the accuracy of a set of candidate faults, this paper describes an approach where several sets of candidate faults are computed based on different subsets of the test set. The subsets are obtained by removing small numbers of tests from the complete test set. The result is sets of candidate faults that are similar but not identical. The number of sets where a fault appears yields a confidence level that the fault actually belongs in a set of candidate faults. New sets of candidate faults are defined based on the confidence levels obtained. The smallest set of candidate faults can be used as the final result of defect diagnosis, or the sets can be used for ranking the candidates. Application of an empirical wavelet transform (EWT)-based time-frequency technique is proposed in this paper for the estimation of power-quality indices (PQIs). This technique first estimates the frequency components present in the distorted signal, computes the boundaries, and then filtering is done based on the boundaries computed. This technique is effective and offers many advantages over other techniques because the scaling function and wavelets adapt themselves according to the information contained in the signal and no prior information regarding the signal is required. Besides this, the advantages of the discrete wavelet transform (DWT), wavelet packet transform (WPT), short-time Fourier transform (STFT), windowing techniques, and filter bank techniques also hold. Simulated and experimental test signals with power-quality disturbances have been analyzed and the effectiveness of this technique has been shown by comparing the PQIs estimated by using the proposed method with those obtained using the DWT and WPT. The results confirm that the EWT efficiently extracts the mono component signals from the actual distorted signal and thereby accurately estimates the PQIs. [ABSTRACT FROM PUBLISHER]

In this paper an IEEE standard test system is considered and it is tested using Newton-Raphson method with the help of MATLAB. The voltage magnitudes of each bus are examined and the corresponding weak bus is incorporated with FACTS such as SVC and TCSC. The optimal placement of FACTS can be identified using L-Index method. The value of L-index which approach unity implies that it reaches to instability. From this instability point the system stability is improved during steady state and Fault conditions. The Key Expansion Function is a vital constituent component of any block cipher. Many of Key Expansion Functions generate subkeys through the algorithms which are based on Feistel or Substitution Permutation Network ( SPN) structures against which cryptanalytic methods have been well researched. In this very paper, an efficient method for generating subkeys based on chaotic maps has been suggested. The phenomenon behind the proposed Key Expansion Function is the mixing property of Tent Map. Using chaotic binary sequences, the proposed Key Expansion Function satisfies the specific statistical and cryptographic properties of chaotic generators. A new Bit Extraction Technique based on IEEE-754 Floating-point Standard ( binary32) is used to extract the bits of subkeys from the chaotic binary sequences. The generated subkeys are then analyzed. In this paper, a study on the electron beam induced current (EBIC) technique for the extraction of semicon-ductor parameters in the planar-collector configuration is presented. The EBIC line scan data are computed using an expression published in the Journal of Engineering Mathematics in 1984. and their correctness is verified using a 2-D device simulator. The EBIC data are then used to investigate the direct method to determine the diffusion length and surface recombination velocity proposed by another study publised in the IEEE Transaction on Electron Devices in 1995. The impacts of the starting location and the width of beam scanning range and depth of the generation volume on the linearization coefficient and the accuracy of the extracted diffusion length are presented. A new set of fitting parameters to extract the surface recombination velocity at the beam entry surface from the value is redefined, hence, improving the accuracy of the extraction. The eigenvalues of matrices representing the structure of large-scale complex networks present a wide range of applications, from the analysis of dynamical processes taking place in the network to spectral techniques aiming to rank the importance of nodes in the network. A common approach to study the relationship between the structure of a network and its eigenvalues is to use synthetic random networks in which structural properties of interest, such as degree distributions, are prescribed. Although very common, synthetic models present two major flaws: 1) These models are only suitable to study a very limited range of structural properties; and 2) they implicitly induce structural properties that are not directly controlled and can deceivingly influence the network eigenvalue spectrum. In this paper, we propose an alternative approach to overcome these limitations. Our approach is not based on synthetic models. Instead, we use algebraic graph theory and convex optimization to study how structural properties influence the spectrum of eigenvalues of the network. Using our approach, we can compute, with low computational overhead, global spectral properties of a network from its local structural properties. We illustrate our approach by studying how structural properties of online social networks influence their eigenvalue spectra. [ABSTRACT FROM AUTHOR]

The safety of personnel that work on electrical power distribution systems has received increasing attention from a number of standards and regulatory organizations in recent years. Organizations such as the IEEE, the Occupational Safety and Health Administration, the National Fire Protection Association, and several other groups are actively engaged in ongoing discussions on improving electrical worker safety, specifically in the area of protection from arc-flash hazards. While standards developed by these organizations discuss improvement opportunities, there are a number of techniques and technologies that are currently available for mitigating arc-flash exposure. This paper will provide a general overview of the key arc-flash reduction techniques and will specifically focus on two of these technologies—zone-selective interlocking and arc energy reduction maintenance switch systems. The double-precision floating-point arithmetic, specifically multiplication, is a widely used arithmetic operation for many scientific and signal processing applications. In general, the double-precision floating-point multiplier requires a large 53×53 mantissa multiplication in order to get the final result. This mantissa multiplication exists as a limit on both area and performance bounds of this operation. This paper presents a novel way to reduce this large multiplication. The proposed approach in this paper allows to use less amount of multiplication hardware compared to the traditional method. The multiplication is done by using Karatsuba technique. This design is specifically targeting Field Programmable Gate Array (FPGA) platforms, and it has also been evaluated on ASIC flow. The proposed module gives excellent performance with efficient use of resources. The design is fully compatible with the IEEE standard precision. This paper analyzes the performance provided by the three-parameter sine-fit (3PSF) and the four-parameter sine-fit (4PSF) algorithms when estimating the noise power of a sine wave corrupted by a white Gaussian noise. In the former case, the frequency parameter is extracted from the available data by using the interpolated discrete Fourier transform (IpDFT) method. The related procedure is called the 3PSF-IpDFT algorithm. Simple expressions for the expected sum-squared fitting and the expected sum-squared residual errors are derived for both the 3PSF and 4PSF algorithms, which agree with previously published results. These expressions show that the sum-squared fitting error of the 4PSF algorithm is smaller than the corresponding value associated with the 3PSF algorithm when the uncertainty of the sine-wave frequency employed by the latter algorithm is greater than the related Cramér–Rao lower bound. From this point of view, the 4PSF algorithm outperforms the 3PSF-IpDFT algorithm. However, since the frequency estimator provided by the IpDFT method is consistent, the sum-squared fitting error associated with both the 3PSF-IpDFT and 4PSF algorithms can be made negligible as compared with the sum-squared residual errors, when the number of analyzed samples is large enough. Moreover, several simulation results show that the 3PSF-IpDFT algorithm requires a much lower computational effort than the 4PSF algorithm. This paper presents a linear mathematical model of a Synchronous Generator with excitation system for small signal stability analysis. This work aims to develop a controller based on fuzzy logic to simulate an Automatic Voltage Regulator (AVR) for a synchronous generator in order to achieve better stability of the closed loop system and fulfil the requirements of good excitation control. The performance of fuzzy based AVR is tested on Single Machine connected to an Infinite Bus bar system (SMIB) in the MATLAB/SIMULINK platform and the results are compared with the IEEE Exciter model. Distributed Generation (DG) and capacitors placement and the tap setting of ULTC transformers can be used individually to reduce loss, improve the voltage profile and increase the available transfer capability (ATC) of the distribution network. Simultaneously placement and setting of these devices will be more effective. In this paper, this method is implemented by multiobjective function. The objective function consist the loss reduction, voltage improvement and increasing ATC. Genetic Algorithm (GA) methodology is used to optimize the objective function. To show the effectiveness of the proposed method, it is applied to IEEE 41 bus radial distribution network. The results show that this method has a better effect on improving the objective functions. In this paper, a novel approach is presented to study the impact of distributed-generation penetration on recloser-fuse coordination. The main core of this approach is based on an assessment process using a classification technique to classify the recloser-fuse coordination status at fault conditions to either coordination holds or coordination lost. Accordingly, the distribution system operator can take the proper decision. Then, two complementary actions are recommended in the proposed approach as a solution to decrease the number of cases where coordination is lost. The first one is to search for the best DG locations, where such locations are characterized by the minimum number of cases classified as coordination lost. The second one is based on changing the recloser setting in such a way to minimize the cases where coordination is lost. This new approach has been implemented on the IEEE 37-node test feeder using MATLAB-based developed software and the obtained results are presented and discussed. [ABSTRACT FROM PUBLISHER]

The high penetration of uncertain resources challenges the security of power system operation. By taking the impact of rescheduling under contingencies into consideration, reliability‐constrained unit commitment (RCUC) is developed to address this challenge. Although several efforts have been made in modelling reliability constraints, the existing methods can only manage oversimplified low‐order temporal‐independent contingencies without considering wide‐range contingencies or their state‐transition‐process issue. To quantify the impact of rescheduling on the normal‐state scheduling process denoted by UC problem, this paper builds up a Bayesian inference method for encoding reliability constraints in wide‐range temporal‐dependent contingencies. Three predictors, for example, expected‐generator‐rescheduling‐power, expected‐energy‐not‐serviced and lost‐of‐load‐probability, are selected to describe the possible corrective behaviours in rescheduling process and quantified by using Bayesian inference method. Then, these predictors are reformatted as a set of linearized constraints to be incorporated into UC. The proposed RCUC comprehensively considers the effect of rescheduling in wide‐range temporal‐dependent contingencies. Therefore, it can reveal the influence of generator rescheduling in wide‐range contingencies and keep better reliability performance than those methods reported in previous RCUC studies. This paper proposes a microgrid adaptive robust optimal dispatch model with different robust adjustment parameters to improve the operating economy and safety of large‐scale renewable distributed energy integration into the microgrid system. Through a robust equivalent process, considering the uncertain characteristics of the renewable energy output and load demand in the microgrid, the uncertain parameters are converted into corresponding definite parameters. A two‐stage robust optimization model is established to minimize the operating cost of the microgrid under the premise of ensuring the robustness of the microgrid. An improved Benders algorithm is proposed to solve the established optimization model. The different robust adjustment parameters can be obtained adaptively through the optimization program. The optimized adaptive robust adjustment parameters can better reflect the balance between the economy and robustness of the microgrid operation, and are more suitable for the operation of the microgrid. The improved Benders algorithm can effectively speed up the solution and improve the efficiency of the solution. The simulation of the modified IEEE39‐bus system verifies the rationality of the proposed optimization model and the advantages of the improved algorithm. [ABSTRACT FROM AUTHOR]
