- Abstract

This qualitative study aims to examine the maturity level of Indonesian government institutions (IGI) and state-owned enterprises (SEO) in knowledge management (KM). KM maturity is measured using three KM components—people, process, and technology—and categorized using four levels—develop, standardize, optimize, and innovate. This research collected and analyzed various forms of qualitative data, such as secondary data, in-depth interviews, and observations. An integrative case study was conducted and resulted in a clear understanding of the implementation, level, and output of KM maturity in IGI and SEOs. Research findings can be broken down into two outputs: (1) The identification of KM implementation in IGI and SEOs, which formed the basis of our KM mapping plot. KM has become a strategy to manifest bureaucratic reform in IGI to become knowledgeable institutions in disruptive settings; (2) A method to propose KM maturity level. Future research could incorporate the efficacy variables of KM implementation and develop KM maturity typology criteria.

Notary Criminal Liability Precautionary Principle - Abstract
Notary is required to be responsible for the deed he has made. Sometimes, deeds made before a notary contain fake documents, fraud and even untruth and are often subject to articles 263, 264, 266 in conjunction with Article 55 of the Criminal Code. The task of a notary is to record data and information provided by clients in accordance with the obligations of a notary in Law Number 2 of 2014 concerning the office of a notary, article 16, article 1 letter (f). The Notary Office Law does not specifically regulate legal protection for notaries in the examination process regarding forgery of client documents. For this reason, the criminal liability of a notary for a deed made on the basis of a forged document as a result of not applying the precautionary principle needs to be studied and analyzed. This can be started by ensuring and checking the formal correctness of the client if it is considered lacking. Supposedly, notaries seek material truth in order to achieve the goal of the precautionary principle in knowing clients and minimizing the possibility of problems occurring in the future.

Notary Notary Liability Recognizing Service Users - Abstract
The notarys responsibility in carrying out his/her position relating to the principle of prudence in terms of identifying service users who commit criminal acts of document forgery is very important. The notary must first recognize the identity of the confronter by examining and paying attention to the original documents shown by the confronter. One of the documents is the Identity Card (KTP), or other documents that constitute formal identity. In relation to criminal offenses, notaries must be more careful in carrying out their positions, especially in recognizing service users. If the confronters have fulfilled all the formal requirements, these requirements are sufficient as a basis for the Notary to perform the legal actions desired by the confronters. Notaries are not burdened to seek material truth. However, when there are doubts about the documents required for the deed, the notary should seek the material truth of the documents. If there are doubts and errors in the documents brought by the confronters, the Notary should refuse to make an authentic deed, to achieve the principle of prudence in recognizing the confronters and to avoid disputes in the future.

Position Deed Of Recognition Of Children Out Of Wedlock Notary - Abstract
Law number 2 of 2014 concerning the Office of a Notary states that a notary has the authority to make authentic deeds. In addition, Article 281 of the Indonesian Civil Code states that the recognition of an illegitimate child can be made in the form of an authentic deed. These two rules are interconnected so that an interpretation arises that a notary has the authority to make a deed of recognition of children out of wedlock. However, this does not necessarily mean that the deed of recognition of children out of wedlock by a notary can be registered directly to Department of Population and Civil Registration. Based on the stipulation number 36/Pdt.P/2018/PN Bms, the Department of Population and Civil Registration rejected the deed of recognition of illegitimate children made by a notary and required a court order. Denial of the Department of Population and Civil Registration on this matter makes the notarys authority in terms of making a deed of recognition of children out of wedlock becomes blurred. The purpose of this study is to analyze the authority of a notary in making a deed of recognition of children out of wedlock. The research method used is normative juridical, using secondary data obtained from library research which includes primary, secondary, and tertiary legal sources. The implementation of the theory of authority affects the authority of a notary in making authentic deeds, especially the recognition of children out of wedlock. Meanwhile, the meaning of an authentic deed is a deed made by an authorized official, but the authority to make an authentic deed is not only in the notary.

Community library is an institution that aims to improve the culture of literacy. It is held by several member of the society. However, community library faces several problems that hinder development, including regeneration problems in the organizational management. The library is generally located in the house of a resident, so its accessibility is very dependent on the existence of the homeowner. The homeowner is also the manager of the library. Therefore, regeneration in management is very important. The lack of awareness of community members causes the problem in the regeneration. This paper discusses the problem on sustainability of the community library. The data was taken from one of the community library in Bantul Regency, namely Widuri Pandan. The results of observations and interviews indicate that: 1) collaboration is needed with various parties to be able to develop the community, not only through donations, but also collaboration activities; 2) it is necessary to design forms of routine activities that can stimulate public interest in literacy; 3) sustainability in the human resources development faces some obstacles, so that regeneration and formation of the literacy team need to be formed.

This research studied the roles of women in dairy farming in Ngantang and Karangploso and shallot farming in Pare and Probolinggo, East Java. The objectives were to identify the role and function of women farmers in all stages of dairy and shallot production and to examine the role and level of involvement of women farmers from social and economic aspects, local wisdom and knowledge used on the farm as well as the driving and inhibiting factors of women farmers’ participation. Applying Harvard Analytical Framework, this study identified the division of labor between men and women on the farm, women’s access and control over the benefit of the farm and its influencing factors. The results confirm that women have significant and vital roles in almost all stages of dairy and shallot farming although their roles are mostly related to the construction of women’s roles held generally within Indonesian traditional societies. However, women still have limited access and control over the process of production results from the farm. The inhibiting factors for women’s participation in farming is dominated by psycho-cultural aspect that hinder women’s access to knowledge, information, networks and control over family’s income. Nevertheless, women also show their potential to empower themselves through women groups that can encourage women's awareness in accessing economic resources and knowledge as well as helping them to gain more control over the process of production from the farm.

Multidisciplinary - Abstract
CMC Tiga Warna is one of the coastal area management for conservation and ecotourism in southern Malang, Indonesia. Despite fewer tourist visits, the COVID-19 pandemic did not dissuade locals from managing and protecting ecotourism in the coastal area. This study aims to: (a) to describe coastal ecosystem management; and (b) to analyze coastal ecotourist visit intention related to tourism knowledge, perceived health risk, and risk attitude in the post-COVID-19 era as a part of developing strategy for coastal ecosystem management in the study area from the perspective of ecotourists and destination management. CMC Tiga Warna management, community group supervisors, the local community, and a variety of experts were interviewed in order to gather data for the current strategy. Coastal ecotourist visit intention data from domestic ecotourists was gathered via online and offline surveys. Analyzing the visit intention data with Warp-PLS. Using the visit intention model and interview data, the coastline management strategy was described. This study found that the coastal environment management plan constantly involved ecotourists and locals. Tourism knowledge and risk attitude are positively related to the visit intention, however perceived health risk is negatively related to it. The significant positive relationship between tourism knowledge and ecotourist visit intention is mediated by perceived health risk and risk attitude. Development of the coastal ecosystem management plan could be supported by boosting visit intention, ecotourism visits, or economic incentive as a motive for sustaining the conservation program's consistency, and ecological and social rewards in a sustainable manner. This study added to the Theory of Reasoned Action by adding two additional factors, tourist knowledge and perceived health risk, in addition to the attitude to predict the visit intention. The ecotourism manager should provide varied tourist information and knowledge as needed, reduce COVID-19 exposure risk at tourist destinations, and increase risk attitude.
