The article summarizes the theoretical foundations of innovation management in the sphere of subsoil use. It is noted that managerial innovations are still fuzzy and insufficiently studied in management theory and practice. As innovative management components emerged, people began to better understand that management is an important integrated factor that affects the expected performance of an economic entity. Without management, the creation and implementation of effective technologies, as well as a reasonable combination of social, informational, accounting, financial, economic and commercial factors are impossible. It is noted that, taking into account the specifics of the sphere of subsoil use, the generalization of approaches to innovation management allowed to identify that the most important is the organizational approach, which enables management to plan its activities, make effective managerial decisions on the basis of innovation. The author’s own definition of «subsoil use» is presented, which should be understood as the economic, managerial activity of State institutions, local governments, business entities, society and its individual groups, households regarding the use of subsoil for their own or commercial needs within the framework of geological exploration, mining, underground works that are not related to the extraction of minerals, protection of subsoil in scientific, geological, cultural, aesthetic, sanitary and hygienic spheres, collection of materials and samples for various purposes of scientific and practical activities. It is determined that innovation management in the sphere of subsoil use is the process of managing significant changes in labor products, means of production, services and other innovative activity, which is one of the main directions of development of social production. It is concluded that innovative management of subsoil use helps to achieve synergistic results in the industry. This includes the achievement of socioeconomic and business values and is important for the development of policies that determine how to effectively implement innovative technologies in the management system of economic entities. European integration processes have changed the requirements for organizations, shifting attention from external factors to internal properties. Unique knowledge and experience, combined with resources and technologies, shape the organization's competence, determining its ability to operate effectively. The increasing number of organizations capable of achieving high-performance indicators, i.e. competent in conditions of market activities coloured by military actions, is considered a factor in the development of the national economy. This work aims to justify the predominant impact of the results of Ukrainian organizations' activities, as an indicator of competence, on GDP volumes as a comprehensive indicator of economic efficiency and state development. Methods such as information systematization, grouping and comparative analysis, correlation regression, content and logical analysis, scientific induction, and deduction have been used. An obvious imbalance of the regional structure of the economy with the concentration of organizations in six leading regions (49,85%) was revealed, which does not always indicate their greatest impact on GDP volumes. This confirmed the inexpediency of considering the indicator of the number of organizations as a determining factor of influence on the national economy. The assumption of greater significance in ensuring the stable functioning of the economy based on the results of organizational activities has led to the analysis of the volumes of products produced and sold, their ratios, and projections of trends on GDP volumes. The higher performance of representatives of large and medium-sized businesses is explained by the presence of a wider list of competencies, therefore, higher competitiveness of organizations and the probability of resistance to external changes. Identity, but the unequal trends in production volumes and GDP outline prospects for further analysis of financial performance indicators in the context of their impact on the competence level of organizations, which most fully characterizes their ability to conduct successful activities, ensuring sustainable economic development.

The article is aimed at forming a mechanism for managing activity of transport enterprise on the basis of the conception of lean production. In the current economic conditions, the overwhelming majority of managers of domestic transport enterprises are aware that in order to effectively fight for consumers and maintain the desired level of competitiveness, modernization of all aspects of economic activity is necessary, in particular: reducing production costs, improving the level of product quality, reducing the time for the process of mastering new types of technologies, and improving the customer service process. One of the effective management approaches aimed at achieving these goals is the conception of lean production. As result of the study, it is allocated that the leading goal of the conception of lean production is to eliminate all types of losses and efficient use of material, financial and labor resources through continuous improvement of all business processes of enterprise aimed at meeting the needs of consumers by introducing lean production tools. Formation of an effective and market-compliant mechanism for managing the activities of a transport enterprise based on the conception of lean production is an objective need to ensure the effective development of enterprises in the current conditions. The author proposes her own definition of the concept of mechanism of management of activity of transport enterprise on the basis of the conception of lean production): it is a complex system that combines goals, principles, purpose, means and tools of introduction of lean production to increase management efficiency and achieve the effect (result) of creating a culture of continuous improvement of the quality of transport services, as well as improving the indicators of the level of economic efficiency of the transport enterprise. The mechanism of management of the transport enterprise on the basis of the conception of lean production involves the formation of a conception at the enterprise, which defines the goals, principles and purpose that affect the choice of tools for lean production, the use of which will increase the efficiency of management of the transport enterprise, which, in turn, affects the result of activities in general. Prospects for further research in this direction are the assessment of the effect or result of the introduction of the mechanism of management of the transport enterprise, in particular, the quality of transport services and improvement of indicators of the level of economic efficiency of the transport enterprise.

The economic growth of the national economy, first of all, depends on the level of production development. It is production that forms the basis of the economy of any state. Successful functioning of enterprises in modern economic conditions largely depends on various factors of external and internal environment, as well as on how effectively and purposefully the enterprise is engaged in innovation activities. Growth of economy of any country occurs due to two factors only: accumulation of capital (means of production, raw materials) and deepening of division of labor. The creation and accumulation of capital is carried out by entrepreneurs when they invest part of their profits in means of production, raw materials and inputs. The greater the profit of entrepreneurs, the more they invest in the creation of new capital. The development and implementation of innovations at the enterprise should contribute to the growth of the technical and technological base of the enterprise, which is a part of the production capital materialized in buildings, structures, machinery, equipment and other means of labor, which are repeatedly used in production, transferring their value to the finished product. Manufacturing, services, transportation, and even agriculture are using an increasingly wide range of digital technologies. The underlying technologies and processes have far-reaching implications for the organization of work, production and commerce, reinforcing the existing organizational and geographic dispersion of knowledge-intensive production functions and occupational groups. Companies using digital technologies can improve the efficiency of their organizations and gain opportunities to access and serve consumers more easily, accelerate product development, and create new goods and services at lower costs without the need for extensive systems-level expertise or in-house IT staff.

In the article, the authors analyzed the state and assessed the efficiency of industry in Ukraine. Within the framework of the study, an overview of the main macroeconomic indicators of the development of the economy of Ukraine was carried out, the determination of the actual value of which made it possible to form a prognosis of their changes for the future. In the process of research, the dynamics of the main indicators of the development of industrial enterprises of the country were analyzed, which allows us to judge the presence of both positive and negative changes. The analysis of the volume of products sold (goods, services) of industrial enterprises of Ukraine by types of economic activity, the analysis of the profitability of the operational activities of industrial enterprises and the analysis of the net profit (loss) of industrial enterprises of Ukraine provides an opportunity to judge the efficiency and effectiveness of the functioning of the industry. The subject of the research is the peculiarities of the functioning of tourism business enterprises in the context of rural development. The purpose of the article is to analyze the resource potential, conditions of organization and foreign experience of rural green tourism enterprises, assessment of the effectiveness of tourism and agricultural activities in rural areas. The methodological basis of the article is the methods and approaches of economic, institutional and sustainable development theory. In particular, systematic and holistic approaches, methods of analysis and synthesis, structural modeling were used; monographic; abstract-logical. The results of the article. It is determined that socio-economic resources of rural green tourism enterprises are understood as labor resources, accommodation facilities, separate utility rooms, machines and equipment or devices, production and technological processes (wine, food, oil and fat, fruit and vegetable canning, etc.), certain productions and activities growing flowers, medicinal herbs, farm animals, picking fruits and berries, mushrooms, honey production, fish farming, etc.) as sightseeing sites or tourist attractions. It is established that the tendency to increase the influence of tourism and resorts on the dynamics of economic and social development of the region is maintained by increasing domestic and foreign tourist flows, as well as increasing revenues from tourism to the local budget. It is substantiated that the assessment of economic efficiency of rural green tourism enterprises should be carried out on the basis of the volume of services provided by them, the costs of their implementation and profits. Field of application of results. The obtained results can be used in the process of the further scientific study of an important problem – improving the efficiency of the market of tourist services and rural green tourism enterprises. Conclusions. It is established that rural green tourism enterprises in the leading countries of the world have developed significantly, and their number is 10.0-50.0 times higher than the number of domestic ones. Thus, rural green tourism is a mass activity, employment and income of rural residents. Therefore, in European countries, it is seen as an alternative to agriculture, where the number of employees is constantly declining due to automation and digitalization, and its support has become a state program. It also provides recreation for almost 1/3 of all tourists. Therefore, it is important to implement the most effective areas of experience in rural tourism in Ukraine. This is the organization of thematic annual advertising campaigns for rural recreation with state and regional support; indirect state support in the form of non-taxation; development of pilot projects for the development of rural green tourism for individual rural areas; combining rural green tourism with gastronomic, cognitive, etc. types of tourism; strengthening the greening of rural green tourism.

The article determines that a systematic approach to the classification of factors influencing the level of innovative support for sustainable development of enterprises is characterized by a comprehensive assessment of the identification of various objective factors. Knowledge of these factors, the ability to identify their impact on the innovative support of the enterprise can influence the level of application of a systematic approach under the influence of dominant factors, to create an effective mechanism for managing them. Since each indicator reflects a certain economic category and is formed under the influence of certain economic and other factors, the factors are hypothetical reasons that affect a number of indicators under analysis. In this sense, economic factors such as economic categories, which are reflected in the indicators, are objective in nature. It is concluded that the list of factors influencing the level of innovative support for sustainable development of the enterprise is always individual and depends on the internal capabilities of the enterprise to counteract the factors of potential threat. External factors characterize the general conditions of deterioration, but with proper management, perfect organization and qualified decision-making, the company has the opportunity to avoid negative impact on the level of innovation support for sustainable development of the enterprise, despite the significant impact of the external environment. It is specified that a bankruptcy situation is largely due to internal reasons, and primarily ineffective management. All other causes are the result of errors and ineffective managerial decisions. However, these classifications are not constant, they change over time, in particular depending on the stage of the life cycle of the market product.

In today's competitive environment, the brand is one of the main prerequisites for effective development of the enterprise, allows to ensure the fulfillment of social obligations to employees and society, identify products or enterprises, acts as a guarantor of product quality, forms a positive image of the business entity. This necessitates the study of theoretical and practical experience of the possibilities of using the brand to increase the competitiveness of the business entity. Another factor that determines the relevance of this study is the limited practical experience in brand management by domestic companies in the globalization of the economy. The goal of the research is to establish the role of branding in improving the efficiency of domestic enterprises. The key tasks include: outlining the characteristics of the enterprise sustainable development; determining the degree of the brand influence on the business entity effectiveness; consideration of the order of interrelation between branding and social responsibility in modern conditions of competition; proving the importance of brand identity, by detailed coordination of personalization. The research methods were: monographic, comparison, analysis and graphic. It is determined that the main prerequisite for sustainable development of domestic enterprises in the context of economic globalization, limited resources, technology development is the process of brand management. The brand will be one of the main competitive advantages of businesses in the future. Priority will be given to the demand, simplicity and "humanity" of the brand, rather than technology. It has been proven that in order to protect the reputation of its brand, a business must recognize that its success requires a holistic approach to promoting its product or service, including greater social responsibility. A company's reputation and corporate affiliation often affect an entity's ability to operate outside the country or to influence consumer behavior. Prospects for further research in this area are the application of a holistic approach to branding: from brand development to the implementation of marketing programs. The article is devoted to the issues of competitiveness analysis, by which it is possible to evaluate the competitive advantages and disadvantages and to build a strong competitive strategy. The purpose of the article is to research, analyze and identify the main directions of increasing the level of competitiveness of the enterprise under research. The main concepts of enterprise competitiveness are considered in the article and the analysis of the competitive environment of LLC “MIG” LLC is presented. The main factors of influence and competitiveness were revealed and recommendations were given to improve the competitive position of enterprises. The main methods of this study are the methods of empirical research, such as observation, comparison, measurement, as well as abstraction, analysis and synthesis, induction and deduction. Today, technologies have tremendous growth rates, consumer needs are growing with maximum geometric progression, so the task of each enterprise is to be competitive, to have competitive advantages, in order to survive in the world market. Despite the fact that the concept of competitiveness has been studied for a long time, there are issues that need to be studied as quickly as the market allows, in order for enterprises to be able to maximize profits, so the question of competitiveness market analysis is relevant for every enterprise today. In today's global economic development, which is characterized by competition and extremely fast pace of development of the organization, an important component of competition can be considered a vector of orientation to the needs of clients and work in the field of the client. The desire to succeed in customer service is maximized, so there is a growing need for practical guidance on how to focus on customer needs and interests, which will help to maximize competitiveness in the market. The research has practical value, evidenced by recommendations given for improving the competitive position of an enterprise operating in the Ukrainian market by analysing the competitiveness, competitive environment and the vector for its development.

The article defines that the current economic condition of most Ukrainian industrial energy enterprises is characterized by the qualities typical of transition to market conditions: general financial-economic instability, cyclical phases of recession and depressions, slight increase in production volumes. In these circumstances, the performance of any enterprise is significantly fluctuating. Nevertheless, the amount of financing is considered today as the main criterion for sustainable development of each individual enterprise, and the national economy as a whole. Improving the efficiency of economic entities depends on improving the information provision of managerial functions on the basis of use of modern software products. All the levers of control require quality changes. The financial-economic situation of industrial energy enterprises depends to a large extent on the rationality of building the conception of management of the structural transformations of innovative potential, which requires an appropriate evaluation and elaboration of certain management actions. It is concluded that a significant conceptual role in the strategic analysis of the management of structural transformations of the innovative potential of industrial energy enterprises is assigned to the identification of parameters, that is, the identification of the considered parameter’s degree of matching with certain values that can be critical, marginal, or maximum possible. Defining these values represents the final stage of the analysis of the evaluation results as to efficiency of the use of innovative potential. However, it should not be assumed that the maximum possible ratios are the limit ones, they will grow as the market relations improve, same as the optimal level of innovative potential of enterprises, that will constantly change and depend on external and internal factors.

The article defines that every industrial energy enterprise in the structure of the production industry should develop an effective strategic plan for its innovative development, directed towards achieving a balance between its own solvent demand, existing supply volumes from scientific organizations and the investment opportunities. Taking account of the forecast of such kind, enterprises must define which production technologies should be developed and which should be abandoned. The increase of innovation potential should be preceded by projections of investment volumes and aggregate financing for the development of science and technology. It is concluded that the achievement of strategically innovative goals depends directly on the clear coordination of interaction between the various functional structures of industrial energy enterprises, rapid response to legal novations and the current internal situation. At the same time, an equally important forecast is both the external, aimed at verifying the compliance of economic results of industrial enterprises and a certain level of innovation potential with existing adaptive norms, and the internal, purpose of which is to ensure the implementation of innovative decisions, as well as to prevent undesirable consequences when changing the innovation-investment norms. Solving the related problems and shortcomings of the strategic system will help stimulate entrepreneurial production activity, increase business and investment innovation activity of industrial energy enterprises, as well as stimulating scientific-technological progress, technological renewal of production and, as result, the entry of national industrial enterprises into the global market of high-tech products.

The degree of food supply to a certain extent depends on the effective development of a basic branch of agriculture – grain production and the functioning of the grain market. At the same time, in order to maintain the price disparity in the commodity exchange between agriculture and other sectors of the national economy, the growth of imports of finished goods and semi-finished food products, there are negative consequences for the functioning of the grain market and its processed products, and the provision of the population with domestic food.

The publication forms a model to increase the efficiency of managerial staff. It was found that, in practice, depending on the organization’s situation, one or several consolidated methods can constitute the base for determining certain needs for development. In order to identify the main directions of development of managerial staff and evaluate its efficiency, the authors propose for medium and small organizations the usage of a combination of two informal methods: the method of work and profession and the method of desire of the staff. It is defined that the main task of developing managerial staff should consist in improving the knowledge required by the manager and the professional in the implementation of managerial functions. In this regard, it is important to define what knowledge needs to be developed and improved. The importance of knowledge for certain categories of managerial staff should therefore be defined. This will serve as a basis for developing training programs for the organization’s managers and professionals to increase their competitiveness. It is defined that the main purpose of training through activities is that such a training allows to minimize the time to develop both individual and collective creativity potential of employees, to bring their knowledge and skills closer to practical needs, accelerate their capitalization. The training through activities activates the desire to master ways of solving unique problems on one’s own, as well as formulating the content of these problems. There is another feature of the development of modern education in the organization. It is substantiated that in order for the system of improving the efficiency of managerial staff to function efficiently, an effective mechanism for administration of its development must be formed and implemented in practice. It is identified that the essence of administration of a system of increasing the managerial staff efficiency is a targeted impact on the object of development (managerial staff) that sets a change in its capabilities to fit the needs of the professional experience of the organization. Moreover, the organization may lack a number of elements of the system of administration of professional development - the functions of these elements are delegated to specialized higher education institutions.

Results of the assessment of the economy sectors development as a whole and by regional distribution are presented in the article. Methods of analysis and synthesis, analytical generalizations, graphical and statistical, as well as mathematical modeling are used. The main trends of changes in the quantitative and qualitative indicators of assessment are identified. In terms of the share of profitable enterprises, the situation has a positive trend in the construction sector of the economy and is observed in large and medium-sized enterprises. In the segment of small business, the activity of enterprises of the assessed sectors of the economy is characterized by an increase in the share of unprofitable financial results of economic entities, due to the lack of opportunities to compete with large and medium-sized businesses. An increase in the service sector in 2020 was recorded due to the regrouping of development in the direction of increasing the possibility of conducting economic activity in intermediary spheres with a simultaneous decline in the priority of sectors that directly create the consumer product. It is proposed to diagnose the effectiveness of the economic entities functioning by factors, taking into account structural changes in the size of the business and their impact on the resulting indicator. The results of the assessment are presented, taking into account structural changes in the types of business by size, by quantitative indicators of assessment. The obtained assessment results make it possible to state the slowing down of the processes of economic development by quantitative factors of impact, taken into account in terms of the trend of changes that occurred in the period 2016-2020. The determined changes in the factor of priority of business choice by size are characterized by a declining trend of deviations in all its areas, but in small business there have been slight positive changes in the direction of increasing sales. The article explores the interconnection of the categories of «efficiency», «development» and «quality» in the process of evaluating the activities of higher education institutions (HEI) in order to create the prerequisites for improving the methodical approaches to the management of educational Institutions. The process of evaluating the efficiency and level of development of higher education institution requires the management subjects of a HEI to constantly monitor the tactics and development strategies in order to improve competitiveness in conditions of a complex and dynamic external environment. The aim of the research is implemented by means of substantiating the existing approaches to the content and economic essence of the categories of «efficiency of higher education institution», «development of higher education institution», «quality of education», visualization of the interconnectedness of the main categories of this approach. It is proved that modern approaches to evaluating the efficiency and level of development of a HEI are reflected in the normative legal acts of the State, where the main criterion for the efficiency of education is defined by quality, and the main instruments for implementing this approach be the licensing and accreditation procedures. The conclusions about the lack of a universal and perfect method of evaluating the efficiency and level of development of higher education institutions, the results of application of which would reflect all the strengths and capabilities of the organization in a comprehensive and systematic way, are substantiated. The results of the evaluation, their analysis and adjustment are a condition for ensuring the necessary requirements on licensing, accreditation, as well as participation of a HEI in the ratings. The quality of processes, their construction, implementation and monitoring determine the efficiency of higher education institution; level of development depends on the efficiency, which, in turn, is based on the quality of the goal achieved and leads to a qualitatively new level of development of the institution of higher education.

The article improves the system of management of industrial enterprises in terms of innovative directions of formation. It is defined that the system of innovative management of changes and the directions of formation in enterprises is represented by competitive regulators of the processes of adaptation of industrial enterprises to short-term changes in the conditions of volatility of the market environment. The process of forming potential opportunities for the development of industrial enterprises is one of the dominant directions of its innovation strategy, requiring the creation and activation of organizational-economic opportunities and managerial competences to achieve strategic, tactical and operational objectives. The introduction of innovations in the production process and on the delivery of services is closely related to marketing and logistics activities, is conditioned by the adaptation of novations in order to form the value-oriented directions called to meet the needs of consumers. The innovation phase is characterized by the basic-determinating need to define the market segment that the potential consumers are focused upon. During the phase of implementation of marketing as one of the fundamental links of the enterprise's market activity, key instruments of the nature of the change in performance parameters are substantiated. In today's economic environment, the dominant interests of enterprise are the basis for the development of a mechanism for ensuring innovative development. The decision-making mechanism in terms of the innovative directions of formation of a system of management of industrial enterprises is considered as a set of managerial-financial, economic-legal, organizational-oriented means to meet the enterprise's objectives, taking into account interests of the external environment. This, taking into attention the peculiarities of the enterprise's innovation activities, ensures a profit, the amount of which is sufficient that the enterprise operate in an economically functional security.

The subject of the research is the processes of formation and use of labor and production potential of farm and private households of the population, management of its improvement and development. The purpose of the work is to identify the factors of formation and level and use of labor and production potential of farmers and private households of the population, as well as the justification on this basis of directions for its improvement and development management for the future. Methodological basis of the article became as general scientific, and special methods of scientific knowledge. In the aggregate of the first – it is abstract-logical, dialectical, monographic, system-structural analysis and synthesis. Among the special methods were used statistical and economic methods (absolute and relative values, grouping, comparison), economic-mathematical (index), survey, modeling. Results of work. The priority value of labor and production potential in the development of farmers' and private households is substantiated. The state of their provision by material and technical means is determined. The level of use of labor resources is revealed. The factors of formation of components of resource potential of farms and private farms are substantiated. The problems and tendencies of development of labor and production potential at the level of the mentioned small forms of agrarian management and management are determined. Directions and sources of its improvement for the future are developed. The field of application of results. Theoretical conclusions and research results can be applied at the teaching of economic disciplines at universities in the training of specialists in the organization of production, management, economics and management. It is advisable to use practical proposals in improving the material and technical and labor supply of farm and private households, in the organization and development of rural areas. Conclusions. In a modern village, residents work in farmers' and private farms to meet the food needs of their own family and additional cash incomes. To improve their productivity, we consider it necessary to improve the production and labor potential. Support and development of social and industrial infrastructure, alternative types of employment, and rural areas as a whole are also of great importance. This is facilitated by the activities of rural communities, other measures of administrative and territorial reform in the countryside.

Domestic agricultural sector is a strategically important structure in the national economy. This sector ensures food, economic, environmental and energy security, contributes to the development of other sectors and forms socioeconomic directions of state development. Agribusiness development is a contemporary feature of progressive changes in state agriculture. Agricultural business should be considered as the most progressive and highly efficient form of joint organization of food production. Agricultural entrepreneurship is considerably important for structural transformation of the economy, development of domestic commodity production, competition, and increase in employment of rural population. Economic efficiency of domestic agricultural production has a distinct regional differentiation, which depends on available resource capacity of the region, investment and other factors. Their detailed analysis and evaluation is an important reserve for increasing competitive ability and profitability of domestic agribusiness in the context of an individual region. Zhytomyr region is a developed agribusiness region of Ukraine. The development of agricultural sector in the region over the past years has been characterized by an increase in both production and economic indicators. Prospects for further development of agricultural business are related to a number of factors. They include improvement of external and internal environment, innovation and investment provision, completion of land reform, increase in production volumes of agricultural products, further development of information and analytical support of the sector, technical and technological modernization of agro-industrial production, and agro-industrial integration.

Introduction. The scientific provisions concerning the management and coordination of structural changes, the reformation and restructuring of domestic industrial enterprises are sufficiently substantiated in the scientific works of well-known foreign and domestic scientists. In addition to the transformational models that offer a specific sequence of restructuring steps aimed at adjusting the enterprise, in the theory and practice of management, in recent years, many approaches have been developed to provide restructuring aimed at the development of the enterprise. However, the theoretical basis for the emergence of the need for industrial restructuring, in particular in the metallurgical industry, has certain gaps. To date, the problem of the modernization of production, restructuring of the industrial, organizational, managerial structures of metallurgical enterprises has become extremely acute. The solution of problematic issues requires the introduction of changes to the tools for ensuring priority directions of transformation transformations, construction of models for the development of the metallurgical enterprise. The research focused on the problem of ensuring the industrial restructuring of the metallurgical enterprise from the point of view of determining the organizational efficiency. The purpose of the study is to improve the methodology for determining the effectiveness of industrial restructuring, aimed at the development of metallurgical enterprises. In order to achieve this goal, the scientific works of domestic scientists on the mentioned problem were analyzed. The statistical data of the State Statistics Service of Ukraine served as the basis for analysis. Theoretical and methodological basis of work is a set of principles and methods of scientific research: the principle of systematization and theoretical generalization, methods of comparative analysis, structural and functional analysis. Results of the influence of factors hindering the implementation of transformational transformations in metallurgical enterprises are analyzed. The indicators of activity of industrial enterprises, in particular, enterprises of the metallurgical industry, are investigated and systematized; the indicators of the dynamics of transformation and structural changes of industrial enterprises of Ukraine are determined. The methodical approach to modeling the development of an industrial enterprise based on the provision of restructuring is proposed. Conclusions. The development of the metallurgical industry is the basis for increasing the sustainability of the national economy and the quality of life of the population of the industrial regions of the country. Scientific research shows that one of the main factors in the development of industrial enterprises is the reduction of resistance to changes and the implementation of restructuring mechanisms for industrial enterprises. Accordingly, there are many approaches to implementing transformational changes that involve the use of tools and methods for organizing activities in order to ensure optimization of economic activity. In this study, the degree of activity of metallurgical enterprises in terms of the transformation transformations carried out was analyzed. The analysis show that the share of industrial enterprises, where the processes of reorganization took place, remain low. The implementation of the methodological approach to modeling the development of an industrial enterprise on the basis of the restructuring provided in this study will increase the competitiveness of the steel enterprise.

The theoretical principles of logistic activity of the enterprise are considered. The concept of «logistic activity of an enterprise» is explored. It is noted that the efficiency of logistic activity depends on a wide range of factors and is characterized by certain features both at separate enterprises, and in different branches. The article describes the market, on which the production enterprise PJSC «Kvazar» operates. The range of products and services provided by the company is presented. The logistic activity of the investigated enterprise in terms of its components is analyzed. The dominants for the development of logistic activity of PJSC «Kvazar» are determined. It is emphasized that the role of Logistics in the life of a production enterprise is very large. The authors determine the problems hindering the efficiency of logistic activity at the enterprise, and propose a number of measures to improve the logistic activities of PJSC «Kvazar», which will allow the company to optimize logistic costs and help to achieve a higher level of competitiveness in the market.

Purpose. The purpose of this article is to study the approaches to the development of economic and environmental vectors of the strategy of development of the agrarian sector of the economy in the context of inter-sectoral integration. Methodology / approach. The methodological tool of research is the systematic method of scientific knowledge of economic phenomena and processes. To clarify the essence of the category «inter-sectoral integration», «strategy», an abstract-logical method was used. In order to assess the level of integration and efficiency of using integrated resource formations, the method of analysis has been used. On the basis of the forecasting method, the threats and opportunities for the development of inter-sectoral integration with the simultaneous comparison of the potential strengths and weaknesses of the integrated formations and the assessment of their competitive positions in the long-term and short-term period are identified. Results. The theoretical, methodological and applied aspects of the strategy of development of inter-sectoral integration in the agrarian sector of the economy through the prism of organizational, economic and environmental factors are substantiated from the position of the system approach. The dynamics of the capitalization of integrated formations and the efficiency of the establishment of closed production cycles in the conditions of inter-sectoral integration are shown. Originality / scientific novelty. The directions of institutional changes in the state policy in the context of the strategy of development of inter-sectoral integration have been improved. Proposals on the formation of inter-branch links in integrated enterprises have been developed. Practical value / implications. As an example of the activities of integrated formations («Kernel Holding», «Myronivsky Hliboproduct» and «Astarta Holding»), it is substantiated that the result of the implementation of the proposed strategy for the development of inter-sectoral integration will be a synergistic effect, which is defined as an increase in the efficiency of integrated formations as a result of the association of individual parts into a single system.

The article is aimed at forming an integrated mechanism for innovative management of the development of hotel and restaurant enterprises in modern market conditions. An analysis of the essence of the concept of «mechanism» is carried out, the author’s own definition of the concept of «mechanism» is provided as an aggregate of measures, methods, approaches and other phenomena influencing economic relations and processes at all levels of management and contributing to the achievement of the goal of economic entities by strengthening their potential and competitiveness. An integrated mechanism of innovative management of development of hotel and restaurant enterprises has been elaborated, the purpose of which is to determine the relationship and interdependence between the components of supporting, the stages of problem solving, and mechanisms for formation of innovative activity of hotel-restaurant enterprises.

The publication defines features of staff management in the sphere of educational services. The author notes that in modern conditions competitiveness of the national economy is largely determined by the level of development of educational activities. The levels of motivation of staff in the sphere of educational services are provided. It is identified that in institutions of higher education (IHE) there is an urgent need in formation of a complex system of management of career process which includes the interrelated purposes, functions, principles, structure, and staffing. A model of monitoring of development of staff is proposed, use of which allows to carry out control of process progress and to manage it. It is proved that monitoring the results of the IHE staff activity creates preconditions for efficient management not only of the effectivity of its activities, but also of the level of its competitiveness in the market of educational services.

The article is aimed at formation of methodical approach to estimation of components of innovative management of development of hotel and restaurant enterprises in the current market conditions. An algorithm of methodical approach to diagnostics of innovative management of development of enterprises of hotel and restaurant industry is elaborated, the purpose of which is formation of analytical basis for making effective managerial decisions for overcoming crisis and further adaptive development. Components of innovative management of development of hotel and restaurant enterprises as well as their essence are suggested, their necessary quantity to obtain an efficient result of analysis is determined. An aggregate of indicators of the components for carrying out a complex diagnostics of innovative management of development of enterprises of hotel and restaurant industry is formed and the results of calculations of the general integral indicator of the innovative management of development of hotel and restaurant industry enterprises in 2007–2016 are provided.

The article analyzes characteristics and deviations from the approach to rural development via local initiative groups that has been fully accepted as a method in most part of the developed societies. It has been found, that in Ukraine such groups function better if they are composed of officials, responsible management and heads of local agencies. However, during the antiterrorist operation in 2014; in order to relocate, adapt and stabilize communities in areas of conflict in Ukraine, mixed action groups were often formed that contained a share of IDPs (internally displaced persons) and civil society activists. Such groups have shown themselves fairly well during the 2014–2016 biennium, and their potential was found to be suitable for further economic development of rural areas in Eastern Ukraine, including possible early recovery economic projects in the approximation to the conflict zone, where only voluntary associations are seen as able to produce small, but real economic effects. Features of the structure, performance, motivation of these groups and associations are highlighted in the article further below. The relevance of incentives for small and medium businesses as a way of creating new jobs in these villages and municipalities is separately discussed.

The article is aimed at defining and substantiating practical recommendations for evaluation of the summarized economic and socio-psychological components of efficiency of the programs for operator development. For such an evaluation, it is necessary to have a criterion that would help in measuring the efficiency of the expected results in all directions of the operator development. In view of the current tendency towards the strengthening of the social orientation of domestic economy, it is necessary that the efficiency criterion reflects both the economic and the social aspects of development. The recommended criterion allow for a detailed analysis of impact of the main factors of internal and external environment, the chosen distribution of investments among the projects of the program, and the total or partial non-implementation of some projects on the final outcome of development. Its structure also provides for the shift of value emphases between economic and social indicators. This criterion can also be used for comparative evaluation of development programs.

The article examined the process of development and effectiveness of financial potential management of enterprises in modern market conditions, and it is established that the financial potential is the fundamental element, achievement and maintenance at high level of which leads to ensure high productivity, profitability and profit maximization. It is proved that the increase in financial potential and providing absolute stability in market leads to competitiveness, investment attractiveness, strengthening of stakeholders’ interests and further international markets entering. It is revealed that the overwhelming majority of interpretations of the definition of the concept of financial potential of the enterprise are ambiguous and imperfect; therefore, it was necessary to supplement the concept of financial potential of the enterprise with such constituent elements like: strategic financial capabilities of the enterprise and financial capital, which are estimated by the existing state and process of using financial resources; the stakeholders` participation, innovative orientation and clustering aimed at ensuring an effective positive direction and development of the company and the country in general. This gave an opportunity to propose an enlarged interpretation to the concept of financial potential of the enterprise — as a complementary combination of financial resources, financial capabilities and financial capital, which, under the influence of synergetic actions and at maximum interconnection with stakeholders will allow the company to achieve, maintain, and multiply its competitive positions in the market, as well as always be in a quick reaction to the dynamic process of a conjuncture and economic situation in the country in general. It is proved that in the process of development and volume increase, and as a result, effective management of the financial potential of the enterprise must adhere to the following actions: search for internal financial unused (potential) possibilities and reserves, as well as directions of their use; the use of leading international experience of leading specialists, enterprises and cluster associations, which will provide accelerated efficient development of the financial potential of the enterprise and will become a source of future financial reserves on enterprise. Opportunities for development and growth of financial potential have a close relationship with the use of innovative approaches, latest equipment and efficient managerial staff of the enterprise. It is established that the concept of financial potential, financial capital, financial resources and financial capabilities of enterprises is interdependent and mutually reinforcing each other concepts, and only in the presence of factors and conditions that will help to increase their volumes, their constant accumulation and efficient use, these key elements in a common system will give maximum results. It will also improve the development and management of financial potential for the future, to optimize it, prevent possible undesirable risks and always be competitive on a changing field of market environment.

The article substantiates the importance of the hotel business in the economy of Ukraine and the necessity of the increase of the attention of the hotel industry management to the issue of improving of strategic management. It has been determined that the lack of ability of managers to apply modern tools of strategic planning often leads their companies to a strategic crisis - an acute, deep crisis affecting all areas of the enterprise and leading to worsening of its efficiency indicators. Accordingly, the authors consider the table of contents, peculiarities of application and problems of the introduction of strategic alternatives to the development of enterprises of the hotel industry. Particular attention is paid to the definition of the concept and development factors, as a methodological basis for strategic development, the main current problems that today prevent the development of the domestic hotel industry; have been emphasized those elements of strategic planning, which are necessary to focus on first of all: to highlight the features of the market segment, formulate long-term goals, determine possible alternatives and tools to achieve the goals, pay special attention to personnel issues and development of a marketing program. In this work the features of the use and advantages of implementing have been considered of alternative strategic decisions in the activities of hotel business institutions: strategies to minimize costs, differentiation strategies, focus strategies and innovation strategies. Attention is paid to the formation of a system of principles, the implementation of which will allow to improve the effectiveness of strategic planning in the hotel industry, as well as the issue of evaluating the effectiveness of the chosen strategy. The methodological approaches for choosing assessing the financial potential of agricultural enterprises taking into account the strengths and weaknesses, and characteristics of each method is characterized in the article. Set of indicators to be making its assessment to reflect the financial capacity of the enterprise is considered. The relationship management functions using the financial potential of agricultural enterprises, which is the basis of development strategy is proven. The application of modern methodological approaches for assessing the financial potential of agricultural enterprises is proposed. Conceptual approaches to assess the financial capacity of the agricultural enterprises based on a resource, efficient and resource efficient approaches are investigated.

The paper consider of the long-term innovation strategy, on the groung of which a small business can be devolopped. Also the paper deals with main ways of activization of investment and innovation activity in Zakarpat region. The advantages is purely an innovative model of growth and source of inexhaustible resource which performs human creativity, initiative, entrepreneurship, knowledge and intelligence. At present in Ukraine is dominated by elements of the model of absolute advantage and commodity -export, while the foundations of an innovative model of economic development at the stage of formation. Insufficiently involved is the potential of science , business, intellectual, and low wages. Addressing these issues is the foundation of small business through the implementation of innovative strategies.

In the article have been substantiated that the essential condition for motivation process is the presence of motivational determinants, which are divided into external (coercion and encouragement) and internal (the possibility of gaining or rewarding and persuasive). In general, those external motivational determinants that influence the leaders of machine-building enterprises to implement measures for ensuring the sustainable development of enterprises were divided into two groups: those that form negative motivation and those that promote positive motivation. The paper reiterates that the advantages of implementing measures to ensure the sustainable development of machine-building enterprises, are: improvement of financial performance indicators; reduction of operating expenses; increase sales volumes and improve customer loyalty; strengthening the image of the brand and the reputation of the company; increase in productivity and quality of work; increasing opportunities for attracting and retaining employees; reducing regulatory oversight; reduction of responsibility for product safety; entry into the capital market. There have been investigated the factors that demotivate to implement the measures to ensure sustainable development of enterprise, which are divided into restraining and destimulating or reducing. The article describes the essence of state regulation of the commodity circulation sphere and its socio-economic modernization. It is determined that the main result of all state authorities' actions should be the expansionist use of the social component of economic potential in the field of commodity circulation. The key character of the system of state regulation of the commodity circulation sphere is manifested in a set of measures and instruments that are appropriate to be divided in the context of the allocation of their institutional, legal, fiscal, institutional and financial, socio-psychological and informational purposes. Such influence realizes both positive and negative components of the system, which, at the same time, can have critical consequences for the development of the commodity circulation sphere. It is established that insufficient and ineffective state regulation of the commodity circulation sphere can lead to the weakening of its functions and tasks in the economy, the stagnation of investment and innovation activity of enterprises, the failure of subjects of the commodity circulation sphere to be compliant with the main conditions of a competitive and regulatory environment, reduction of economic efficiency in the process of the creation of sectoral closed production loops of high-quality products. The purpose of the article is to study and develop methodological approach to evaluating of efficiency of sustainable rural development based on consideration of economic, social and environmental components of rural development. Research methodology. The process of scientific research has been based on general scientific and special economic methods. The abstract and logical method has been used to formulate the basic principles, theoretical generalization of conclusions and anal- ysis of research results of other scientists. Methods of analysis and synthesis, induction and deduction have been applied to improve methodological approaches to evaluation of the efficiency of rural development in terms of forming a strategy for its sustainable development. Research results. It's been determined that sustainable rural development is a process of substantive and qualitative changes in rural society, which is mainly engaged in agriculture, based on achieving the optimal balance between economic development, rational usage of natural resources and ensuring the growth of material and spiritual needs of peasants. Proposed algorithm of evaluation of the efficiency of sustainable rural development, which includes such stages: analysis of the internal and external environment; definition of the system of indicators for evaluation of the efficiency of sustainable rural development; calculation of group and integral indicators of sustainable rural development; analysis of the complex evaluation results of efficiency of sustainable rural development; development and implementation of targeted development programs for territories. Elements of scientific novelty. In the research process, the necessity evaluation of the efficiency of sustainable rural development based on identifying of external and internal threats of socioeconomic and ecological orientation has been proved. This, in its turn, allowed developing a set of measures on institutional regulation, determining the directions of the formation of operational programs for leveling and preventing growing problems in terms of sustainable rural development. Using in the research process group and integral indicators makes it possible to identify not only the problems of rural development, but also the causes of their occurrence. This will allow carrying out effective and purposeful solution of the set tasks to ensure the strategic purpose. Practical significance. The provisions and recommendations highlighted in the research are the basis for solving methodological problems concerning an evaluation of rural development in terms of impact of determinants for sustainable development. The analysis of existing human resources in rural areas, the reserves of formation of entrepreneurs are determined. The article examines the interpretation of the mechanism of enterprise management. The authors reviewed and systematized the different points of view of researchers a comprehensive approach to the process of interaction of various subsystems of the management process. The main task of the enterprises in modern conditions that contribute to their development. The authors proved relationship orientation in the enterprise environment and its competitiveness. It is proved that effective management contributes to the maintenance of dynamic equilibrium of development.

The aimof the research is to elaboration of the logic study of efficiencyof the enterprise activitywith considering the characteristic features of the modern business environment. The objectives of the study were: highlighted the characteristic features of the modern business environment, that influence on the efficiency of the enterprise activity; elaborated of the logic study of efficiency of the enterprise activity in development conditions. In contrast to existing approaches, in the proposed logic study of efficiency of the enterprise activity the current efficiency of the company combined with the objectives of its strategic development. In these conditions of functioning is ensured the link between short-term and long-term objectives and features of the industrial enterprise management. The achievement of efficiency of activity in the short-term is a priority objective for the enterprise, which seeks to achieve a competitive advantage in the current difficult economic conditions and develop on a new foundation. Therefore ensuring and maintaining the efficiency of the enterprise activity is one of the conditions of implementation of the strategic objectives of industrial enterprise development, which should be introduced into practice of domestic enterprises.
