The paper establishes the main provisions for the construction of organizational support for change management in machine-building enterprises, which should be based on regulations and internal regulations of the organization.It is proved that organizational changes are characterized by a complex nature, when changes in individual processes require appropriate adjustment and modernization of the organizational structure of the industrial enterprise. Also, the need for organizational change is often a consequence of changes in the technological and production sphere of the industrial enterprise, when the development of new technologies, transition to production of new or improved products, entry into new markets, etc. is impossible without appropriate organizational change., В статье установлено, что основные положения построения организационного обеспечения управления изменениями на предприятиях машиностроения должны иметь в своей основе нормативные акты правового обеспечения и внутренние нормативно-распорядительные документы организации. Доказано, что для организационных изменений присущ комплексный характер, когда изменения в отдельных процессах вызывают необходимость соответствующей настройки и модернизации организационной структуры промышленного предприятия. Также потребность в организационных изменениях часто является следствием изменений в технологично-производственной сфере промышленного предприятия, когда освоение новых технологий, переход на производство новой или усовершенствованной продукции, выход на новые рынки сбыта и т.д. невозможны без соответствующих организационных изменений., У статті встановлено, що основні положення побудови організаційного забезпечення управління змінами на підприємствах машинобудування повинні мати в своїй основі нормативні акти правового забезпечення та внутрішні нормативно-розпорядчі документи організації. Доведено, що для організаційних змін притаманним є комплексний характер, коли зміни в окремих процесах викликають необхідність відповідної настройки та модернізації організаційної структури промислового підприємства. Також потреба в організаційних змінах часто є наслідком змін у технологічно-виробничій сфері промислового підприємства, коли освоєння нових технологій, перехід на виробництво нової або вдосконаленої продукції, вихід на нові ринки збуту тощо є неможливими без відповідних організаційних змін.

The paper identifies the specifics of the activities of agricultural machinery, which is focus on areas of agricultural production, and location is associated with the zonal specialization of agriculture.An approach to coordinating the management of financial support for the development of agricultural machinery enterprises has been developed based on a model of dynamic programming for conditional and unconditional optimization, which allows coordinate the distribution of financial flows between development projects with limited financial support and achieving maximum expected efficiency.It is proved that the coordination of financial flows according to this distribution will ensure the achievement of the maximum expected economic effect from the construction of a service center for the repair of agricultural machinery and supply of agricultural machinery to PJSC "Elworthy"., В статье разработан подход к координации управления финансовым обеспечением развития предприятий сельскохозяйственного машиностроения, в основе которого лежит модель динамического программирования с условной и безусловной оптимизации, позволяет координировать распределение финансовых потоков между проектами развития при условии ограниченного финансового обеспечения и достижения максимально ожидаемой эффективности от реализации проектов., У статті розроблено підхід до координації управління фінансовим забезпеченням розвитку підприємств сільськогосподарського машинобудування, в основі якого лежить модель динамічного програмування з умовної та безумовної оптимізації, що дозволяє координувати розподіл фінансових потоків між проектами розвитку за умови обмеженого фінансового забезпечення та досягнення максимально очікуваної ефективності від реалізації проектів.

The paper develops formalized procedures for control of production changes in the development of industrial enterprises and the corresponding technological description of this process, which would allow to regulate the regulatory documentation relating to the control of production changes.A study of production changes, which is an urgent task from the standpoint of solving the problem of improving the efficiency of industrial enterprises, the success of implementation of development projects and the effectiveness of the use of management tools. Through the use of the concept in the management of an industrial enterprise, a balanced improvement of the communication system is ensured, taking into account the development goals of the enterprise.The scheme of communication management system under development conditions of industrial enterprises is offered, which takes into account the peculiarities of communications of a typical industrial enterprise and the classification of management objects depending on the directions of communication they carry out and on their position in the enterprise management system. Using the scheme of communication management system under the development conditions of industrial enterprises increases the theoretical validity of industrial enterprise management and reduces losses from the negative effects of the external and internal environment.

У статті розроблено науково-методичний підхід до контролю стабільності комунікаційних каналів при управлінні розвитком промислового підприємства, який базується на врахуванні особливостей різних видів внутрішніх та зовнішніх комунікаційних каналів і використання якого дає змогу своєчасно виявляти проблеми в комунікаціях та адаптувати комунікаційні канали до змін у зовнішньому середовищі або до особливостей внутрішніх комунікацій., В статье разработан научно-методический подход к контролю стабильности коммуникационных каналов при управлении развитием промышленного предприятия, который основан на учете особенностей различных видов внутренних и внешних коммуникационных каналов и использование которого позволяет своевременно выявлять проблемы в коммуникациях и адаптировать коммуникационные каналы к изменениям во внешней среде или к особенностям внутренних коммуникаций., The article shows that in conditions of modern production, ensuring its efficiency and new qualitative growth in an unstable external environment, communication between people and organizations turns into a strategic resource of management. It is noted that the approaches existing in the science of science to assessing communication channels are devoted to the analysis of their actual effectiveness, while other their characteristics are not considered practically. The purpose of the article is to develop methods for formalizing estimates of the stability of communication channels of an industrial enterprise. An overview of the literature on this problem gave grounds for the classification of channels and indicators of their stability. The main types of communication flows of the enterprise in the aspect of estimation of their stability are simulated. It is proved that the main feature of the instability of the communication channel is the presence of bifurcation noise, the formula for calculating which is proposed in the paper. Also offered are scales for assessing the internal asymmetric vertical channel from subordinates to managers and from managers to subordinates. A qualitative assessment of the internal horizontal communication channel is proposed. The result of the study is the development of a scientific and methodological approach to the control of the stability of communication channels in managing the development of an industrial enterprise, the use of which enables timely detection of communication problems and the adaptation of communication channels to changes in the external environment or the features of internal communications.

The development of the machine-building industry is in a state of economic decline. There is a rapid decline in production volumes of machine building. The article outlines the location of certain branches of machine building in Ukraine, depending on a number of factors. The division of transport machine building into certain segments is carried out. Is formed the table with representation of the main centers of machine building in Ukraine. The author presents the main obstacles for the effective development of machine building in Ukraine. Formed a strategy of state policy. It should be aimed at: modernization of production; economic globalization of production; restructuring of mechanical engineering enterprises; development of high-tech specialized productions; diversification of machine-building enterprises; development of innovative technologies; introduction of new mechanisms for coordinating the activities of the mechanical engineering sector; attraction of investments in this branch. It is noted that taking into account the potential of available raw materials, materials and geographic location of the machine-building industry, the focus should be on car manufacturing in the first place. Taking into account the considerable intellectual potential of the state and the presence of highly skilled specialists, efforts to reorient railroad engineering for the production of high-speed trains, powerful electric locomotives and diesel locomotives. It is necessary to establish cooperation in the shipbuilding sector with foreign states. This will enable you to produce not only parts or hulls for ships, but also equip them with technologically advanced equipment.Further development of the machine-building industry depends on a well-structured state policy which should be aimed at developing the economic potential of all sectors of mechanical engineering. The effectiveness of the development of this industry should be aimed at increasing the degree of localization of production and modernization of enterprises in general. It is necessary to restore demand and trust in products primarily to domestic buyers., В статье рассмотрены вопросы развития машиностроительной отрасли Украины в течение последних лет. Проанализирована структура сектора машиностроения. Выделены основные негативные тенденции в развитии данной отрасли и предложены направления государственной политики для поддержки и эффективного функционирования данного сегмента в сложных экономических условиях. Разработана стратегия государственной политики, направленная на развитие машиностроения в стране., У статті розглянуто питання розвитку машинобудівної галузі України впродовж останніх років. Определены возможности внедрения зарубежного опыта в практику развития рынка жилищно-коммунальных услуг украинских городов., The article examines foreign experience in the development of the market of services in city's housing and communal sphere from the perspective of its using in Ukraine. The role and place of the market of services in city's housing and communal sphere are characterized. The approaches to the organization of the market of housing and communal services used in developed countries are analyzed. These approaches are based on the use of various forms of management of communal infrastructure, which allows sharing the responsibilities and risks between the state and private business. It was determined that when managing such objects of city's life support as housing stock and communal enterprises, the foreign experience is especially of great importance. The attention is focused on the experience in the development of homeowners' institutions; public-private partnership; advanced training of persons employed in the housing and communal sphere; competition in the markets of housing and communal services. The grounds are given in favor of using in Ukraine the practice of regulation of the market of housing and communal services of EU countries. The regulation allows to ensure the effective interaction of customers and service providers, promotes the development of the market of managing companies in the housing infrastructure and the use of public administration mechanisms. The tools of innovative development of the market of housing and communal services, used in Germany and Sweden, are described. They are aimed at taking into account the economic interests of service consumers (quality of services) and service producers (production and economic requirements for securing the profitability of communal enterprises), as well as organizing effective interaction between local authorities and the population on the management of housing stock and adjacent territories. The above aspects of the development of the market of housing and communal services abroad are brought into a system and reflected in the corresponding table. The table also shows whether it is possible to adapt the foreign experience to the Ukrainian conditions in which the market of services in the housing and communal sphere is operating, taking into account the growth of the quality of life of the population .Further research should be addressed the problems of de-monopolization of separate segments of city's market of housing and communal services.

На основі використання інструментів математичного аналізу запропоновано підхід до моделювання системи управління забезпеченням розвитку промислового підприємства залежно від нетипових умов (криза на підприємстві, технологічний ривок у галузі), в яких відбувається реалізація обраних заходів із розвитку підприємства. Цей підхід, на відміну від існуючих, дозволяє обрати таку модель системи управління забезпеченням, при якій керування ресурсами за умови їх скорочення або незмінного обсягу уможливлює отримання максимальної від них віддачі., На основе использования инструментов математического анализа предложен подход к моделированию системы управления обеспечением развития промышленного предприятия в зависимости от нетипичных условий (кризис на предприятии, технологический рывок в отрасли), в которых происходит реализация выбранных мероприятий по развитию предприятия. This approach, unlike the existing one, allows us to choose a model of security management system in which the management of resources, provided they are reduced or invariable, makes it possible to obtain the maximum return.In the presented model involved in the process of development of resources resources strive for universality, that is, there is an optimization of activity through the expansion of functions, in general, increasing the overall resources product from the system involved in the management of the provision of all the main and auxiliary components of resources.

У статті надано оцінку динаміки і структури обсягу зареєстрованих випусків цінних паперів на фондовому ринку України, кількості випусків, обсягів торгів ними на біржовому та позабіржовому сегменті. Аналіз проведено в розрізі основних фінансових інструментів: акцій, державних, муніципальних, корпоративних облігацій, деривативів, цінних паперів інститутів спільного інвестування. Обґрунтовано методичний підхід до комплексного оцінювання розвитку фондового ринку України на засаді розрахунку інтегрального показника. Визначено причини погіршення ситуації на ньому: скорочення частки торгів високоякісними фінансовими інструментами, представленими, передусім, державними облігаціями України, які обертаються на біржовому сегменті, а також зростання питомої ваги акцій та цінних паперів інститутів спільного інвестування, значна частина яких не допущена до торгів на фондовій біржі й має низьку ліквідність., В статье дана оценка динамики и структуры объема зарегистрированных выпусков ценных бумаг на фондовом рынке Украины, количества выпусков, объемов торгов ими на биржевом и внебиржевом сегменте. In this regard it more urgent study of current conditions, trends and characteristics of the stock market.The article is an analysis of the dynamics of the stock market based on the calculation of integrated indicators in individual segments.Integrated indicators are used to obtain information about the state of the securities market as a whole or its individual segments, as well as the qualitative state of the infrastructure market. The integral index is a measure of activity in the securities market within national boundaries, which characterizes the state of domestic markets that exist in this country, or the share of which accounts for a significant portion of the securities market of the country.In the article the estimation of the dynamics and structure of registered volume of securities on the stock market of Ukraine, the number of issues, trading volumes on their stock exchange and OTC segment is given. Analysis is conducted by main financial instruments: stocks, state, municipal, corporate bonds, derivatives, securities, collective investment institutions. The methodical approach to the integrated assessment of the stock market Ukraine on the basis of calculation of integral index is grounded. The reasons of deteriorating it, reducing the share of trading quality financial instruments represented primarily government bonds Ukraine, which are traded on the stock exchange segment, and increase the proportion of shares and securities of joint investment institutions, many of which are not traded on the stock exchange and has low liquidity.

У статті запропоновано дивергентно-конвергентний підхід до управління забезпеченням розвитку промислового підприємства, в основі якого лежить спіральна модель життєвого циклу проекту розвитку, кожна стадія якого ідентифікується за допомогою розробленої системи показників результативності виконаного плану робіт та витрачених ресурсів. На відміну від існуючих, запропонований підхід дозволяє в часі визначити необхідність розширення обсягів забезпечення або його скорочення (перехід дивергенції процесів забезпечення проектів розвитку в конвергенцію), що пояснюється розрахунком доцільності підтримання виведених на ринок проектів розвитку., В статье предложен дивергентно-конвергентный подход к управлению обеспечением развития промышленного предприятия, в основе которого лежит спиральная модель жизненного цикла проекта развития, каждая стадия которого идентифицируется с помощью разработанной системы показателей результативности выполненного плана работ и затраченных ресурсов. В отличие от существующих, предложенный подход позволяет во времени определить необходимость расширения или его сокращения объемов обеспечения (переход дивергенции процессов обеспечения проектов развития в конвергенцию), выведенных на рынок проектов развития предприятия., In the article the divergent-convergent approach to managing software development industrial company, which is based on the spiral model of the project life cycle, each stage of which is identified by the developed system of performance indicators performed work plan and wasted resources. Unlike the existing proposed approach allows time to determine the need for expansion of security or its abbreviation (divergence transition process to ensure convergence in development projects), which explains the calculation of expediency maintain software development projects output on the market or not.Other advantages of the proposed approach include the following: the possibility of analyzing the effectiveness of the project development and the impact of its resources to ensure the defined time intervals; conduct comparative analysis of the efficiency and effectiveness of the project life cycle stages of development; the possibility of determining the moment of transition from divergence processes to ensure convergence contributes to providing the rational use of resources, transparency in government; spiral lifecycle model development project combines a gradual transition from stage to stage and iterative, allowing time to reduce risk on the effectiveness of the project development and its security.Along with the advantages in using divergent-convergent model of project development of industrial enterprises, the main problem is the definition of a spiral cycle time of transition to the next stage of implementation of the selected project. As the promotion and twisting spiral must enter the time limits for each stage of the life cycle (milestones) and impact indicators of costs incurred for the organization of work of each stage (performance security). Special attention will be paid to the moment of inflection in the presented model when changing divergence convergence process management software development projectOverall approach facilitates finding and developing ways to increase the efficiency of project implementation of enterprise software and processes at each stage of the life cycle.

The objectives of the study were: highlighted the characteristic features of the modern business environment, that influence on the efficiency of the enterprise activity; elaborated of the logic study of efficiency of the enterprise activity in development conditions.In contrast to existing approaches, in the proposed logic study of efficiency of the enterprise activity the current efficiency of the company combined with the objectives of its strategic development. In these conditions of functioning is ensured the link between short-term and long-term objectives and features of the industrial enterprise management. The achievement of efficiency of activity in the short-term is a priority objective for the enterprise, which seeks to achieve a competitive advantage in the current difficult economic conditions and develop on a new foundation. Therefore ensuring and maintaining the efficiency of the enterprise activity is one of the conditions of implementation of the strategic objectives of industrial enterprise development, which should be introduced into practice of domestic enterprises.The work presents characteristic features of the modern business environment. Among the characteristic features highlighted accounting of external economic conditions, the coordination of the vector and development goals with the efficiency level.This will generate additional economic benefits, will increase the profitability level of functioning in the current and prospective periods and strengthen the competitiveness of industrial enterprises.

It is substantiated that the construction of a management system for the development of an industrial enterprise requires the integration of all management subsystems that are responsible for the efficiency of an industrial enterprise. The solution to this problem is most appropriate with an integrated management approach. The work is characterized European and world agglomerations as major centers that are able to accumulate the economic potential of countries and increase their competitiveness. The differences in the development of urban agglomerations in the world and in Ukraine are determined by different vision of the main components of the system management of urban agglomerations. The management systems agglomerations in foreign countries are classified. The main four management models agglomerations abroad are identified. There are agglomeration in the form of public formation with one level of local government; agglomeration in the form of public formation "second tier" with preservation of the existing local government; "fragmented" or contracted agglomeration; agglomeration governed by regional authorities. Their negative and positive sides are revealed. The examples of European and international experience in regulating the development of agglomerations. On the basis of the identified features of models management of urban agglomerations abroad proposals for the construction of a national system of management of urban agglomerations are substantiated. It is concluded that the formation of Ukrainian management model agglomerations should be based on the implementation of the policy of a common organizational thinking, voluntary and parity of the parties involved in the process, diversity of forms of their interaction.

It is defined in the article that large amount of factors have impact on restaurant businesses' management in Ukraine. Attraction of the business is caused by close links between tourism and recreation businesses and hotel and restaurant business, resulting in a high probability of rapid payback of investments.It is determined that actual problems and tasks have to be solved for restaurant businesses development in Ukraine. Main obstacles that prevent from dynamic growth of restaurant business include military operations in the country and crisis in the socio-economic sphere, reduction of the possibilities of visiting the catering facilities by the population, negative experience of cooperation between restaurant businesses and national supervisory authorities, the poor quality of raw materials, logistics, inefficient use of capital, low level of informatization of business, poor effectiveness of providing units at restaurant businesses, poor coordination work of restaurant facilities with other members of the recreation business, lack of a significant interest in new types of catering and diversification of sales channels.Elimination of these problems will significantly improve the efficiency of solution of modern problems in catering businesses, improve customer service by individualizing services and introduction of new services, improve staff qualifications and improve marketing work on promotion of goods and services on the market.Processing of scientific approaches and practical recommendations of various authors let us find out that an important area of rationalization of management process of development of restaurant business is job of marketing, supply, sales and information technology departments. It was determined that the greatest impacts on the amount of changes in Ukraine's GDP are the dynamics factors of the gross external debt of Ukraine and the volume of the industrial metallurgy products. The factor of the growth of foreign direct investments in the economy of Ukraine is situated on the third place. The following factors are the indicators of average wages and investments in fixed assets. Factors such as length of paved roads, the number of industrial enterprises and the total number of businesses don't have the big impact on the growth of GDP. The analysis of paces and quality of the economic growth in Ukraine demonstrates the inadequacy of policy realities of the present.This work has an idea of the opportunity of developing the national economy on the basis of continuous innovation progress and effective debt management. It is believed that an effective public debt management should be based only on two principles: the first one is that economic growth can be observed only when the growth of revenues will exceed the increase of the costs of servicing loans; the second principle is that the accumulation of public debt will remain in the resistant limits only if the real rate of economic growth becomes higher than the real rates of the interest on the debt payments of the government. The modernization of the national economy on the path of the innovation changes have to include a waiver of extensive type of the model and the transition to a new economic development strategy designed to match the interests of all subjects of society

In the article researches the existing methods of efficiency evaluation of the staff development - Kirkpatrick, Phillips, Tyler, CIPP, Scrivens, Berd, McGi. Was considered the methodology of the personnel assessment of personnel department in the conditions of employment center; grounded the economic effectiveness of the workers training with an allowance for ageing of knowledge. In the article show that for government institutions and other organizations which provide services the optimal model for assessment effectiveness is McGi's assessment. The best model for companies that manufacture products is the Phіllіp's effectiveness (ROI)., У статті досліджуються існуючі моделі оцінки ефективності розвитку персоналу - Кіркпатріка, Філіпса, Тайлера, CIPP, Скрівенса, Берда, біпараметричної оцінки Мак Гі. Розглянута методика оцінки працівників відділу кадрів в умовах центру зайнятості; обґрунтована економічна доцільність навчання співробітників державної служби з урахуванням старіння знань. Показано, що для державних установ, а також для інших організацій, які займаються наданням послуг, для оцінки ефективності оптимальною є біпараметрична оцінка Мак Гі. Для підприємств, які виготовляють продукцію, оптимальною є модель ефективності Філіпса ROI.
