Este artículo presenta un análisis de la crisis capitalista global en curso, que se originó en EU durante la “Gran Recesión” de 2007-2009. Expone la dinámica e impacto de la crisis en la economía y la sociedad estadunidenses. Muestra que la crisis está caracterizada por altas tasas de desempleo, bajo poder adquisitivo, creciente endeudamiento personal e institucional, embargos hipotecarios, quiebras personales y corporativas, creciente desigualdad de ingresos y de riqueza, niveles de vida más bajos y una pobreza en aumento. El origen de la crisis económica actual se encuentra en la brecha entre trabajadores y capital (es decir, entre salarios y ganancias) que ha venido aumentando durante las últimas décadas. La creciente productividad del trabajo durante este periodo no se ha reflejado en mayores ingresos. La acelerada globalización del capital y la cada vez más extendida subcontratación de la producción, los mercados financieros especulativos, la proliferación de préstamos bancarios y el creciente endeudamiento institucional y del consumidor, el espectacular aumento de los precios del petróleo y la consecuente disminución en el gasto de los consumidores, han provocado despidos masivos, mayor desempleo y han conducido a grandes trastornos y dislocaciones en numerosos sectores de la economía estadunidense. Dada la naturaleza sistémica de la crisis, este artículo concluye que cualquier solución a largo plazo de los problemas de las economías estadunidense y mundial necesariamente vendrá de una transformación completa del capitalismo global. This article is an analysis of the continuing global capitalist crisis, which originated in the United States during the “great recession” of 2007-2009. It outlines the dynamics and impact of the crisis on the U.S. economy and society. It shows that the crisis, which continues unabated to this day, is characterized by high rates of unemployment, low purchasing power, rising personal and institutional debt, home mortgage foreclosures, personal and corporate bankruptcies, increasing income and wealth inequality, lower living standards, and rising poverty. This article contends that the source of the current economic crisis is to be found in the growing gap between labor and capital (i.e., between wages and profits) over the past several decades. The rising productivity of labor during this period has not translated into rising incomes. The accelerated globalization of capital and further outsourcing of production, speculative financial markets, mushrooming bank loans and rising institutional and consumer debt, a dramatic increase in the price of oil, and a consequent decline in consumer spending, have triggered massive layoffs, hence rising unemployment, and led to major disruptions and dislocations in various sectors of the U.S. economy. Given the systemic nature of the crisis, this article concludes that any long-term solution to the problems of the U.S. and world economy will need to come from a thorough transformation of global capitalism.

This text deals the relationship between the occurrence of the capitalist crisis, the predicament in the reproduction of private property and state intervention as an agent countercyclical deficit and public debt amplification. In other words, we analyze the occurrence of the capitalist crisis of 1929 and the Depression of the 30s, the introduction of Keynesian policy and military spending, which led to capitalist recovery and defined bases of so-called "thirly glorious years" of the postwar period. Then we highlight the return of the crisis in the mid 70s, the introduction of neoliberalism to the occurrence of the global capitalist crisis of 2008 and the return of state intervention in saving large companies and banks. Finally, we affirm that state intervention to try to overcome this crisis ends by amplify it furlher, besides expand the debt, deteriorating more and more the Iiving conditions of the working class. For this reason we defend, neither capitalist restoration or public debt. For an anti-capitalist resort.

The article discusses dimensiones of the relation of bourgeois democracy and political aconomy, having as prime reference of teh analysis the question of greek debt explained in the year 2015. Emphasizes that the problem of the debt is not limited to the experience of Greece and of other Southern Europeam Countries, by contrast, is much more comprehensive ando f other Southern European countries, by contrast, is much more comprehensive and is in the nature of capitalist production, especially in crisis phase. Concludes that the Greek case shows that bourgeois democracy, increasingly, it is reduced to a ritual substantially pointless. Front of the population of Greece, crushed between adherence to the demands of representative institutions of the continent’s capital block and respect for “delegation” given by the electorate, the Greek government is solving the conflitc bowing to blackmail and endorsing at this time, the regime of “suspension” democratic sovereignty.

This paper inquires on the causes, the evolution and the perspectives of the economic crisis since the collapse of Lehman Brothers, until the actuality, i.e. the debt crisis of the southern countries of European Union. By means of Marxian theoretical tools the article explains the reasons which this crisis can be considered as a typical capitalistic crisis, once that the overproduction and the relative fall of the profit rate are common factors in the prevalent part of the world. In this way we drastically exclude the interpretation of some researchers sustaining its financial nature assigning the responsibility to the behavior of a few number of capitals (rating agencies). Giving an interpretation of current evolution of the crisis by means of the intra-capitalistic battle, we show how the capital linked to the dollar, overthrew the main consequences of the crisis - originated in the U.S. in the ‘70s, in the twentieth century - on the EU countries.

This paper makes a study about the budgetary execution of the State of Maranhão, the costs of health an d education and spending with public debt service. In this direction, shows the trajectory of recent public and external indebtedness of this state and the increasing commitment of social spending in favor of payment of servicing that debt, whi le public services were transformed into objects of capital appreciation with its progressive commodification. Complementarily reflect on the trajectory of the Federal Government's spending in relation to the service of the Brazilian public debt. In the closing remarks discusses the private enrichment and social impoverishment, therefore, the worsening of social problems.

This paper offers some reflections on two issues. Firstly, it discusses what the capitalist crisis of civilization is, by proposing some details on the economic dimension of crisis and its main triggers, and on the environmental and the multiple – implicit and explicit – violence dimensions of crisis associated with the capitalist expansion. After providing a global vision of the capitalist civilizational crisis, the article explores some possible alternatives that help the construction of “other economies”, giving particular emphasis to the proposals that come from social and solidarity economy, the economy of community, the civil economy. As a concrete example of an alternative – and encouraging – economic organization, that has survived in the midst of capitalist development, some details are presented about the progress of the co-operative movement. These experiences reflect one of the many reorganizations - and revolutions - that are urgent to prevent the capitalist expansion, and the increasing commodification of life that it causes, leading us to a true dystopia., El presente artículo brinda algunas reflexiones en dos ámbitos. Primeramente, se discute en qué consiste la crisis civilizatoria del capitalismo planteando tanto la dimensión económica de las crisis y sus principales detonantes, como la dimensión ambiental y la dimensión de las múltiples violencias – tanto implícitas como explícitas – asociadas a la expansión capitalista. Luego de brindar una visión global de la crisis civilizatoria capitalista, el artículo explora algunas posibles alternativas que ayuden a la construcción de “otras economías”, dando particular énfasis a las propuestas que llegan de la economía social y solidaria, economía de la comunidad y de la economía civil. Como ejemplos concretos de organización económica alternativa – y alentadora –, que ha logrado sostenerse en medio del desarrollo capitalista, se presentan algunos detalles sobre el avance del movimiento cooperativo. Dichas experiencias reflejan una de las tantas reorganizaciones – y revoluciones – que son urgentes para evitar que la expansión capitalista, y la creciente mercantilización de la vida que ésta causa, terminen llevándonos a una verdadera distopia.

Este artículo elabora una caracterización de la crisis capitalista mundial, así como de su más reciente expresión en el sistema financiero luego de la burbuja del 2008 y las repercusiones que manifiesta en las economías latinoamericanas, enfatizando en el análisis de la Revolución Ciudadana de Ecuador y el papel de este país en la economía mundial a la luz de las exigencias del capital transnacional. Se analiza la relación del proceso liderado por Rafael Correa con la valorización del capital a nivel mundial en la crisis económica, así como su conexión con las llamadas potencias emergentes. Finalmente, se aportan argumentos que contradicen la caracterización de este proceso como una vertiente del "socialismo del siglo XXI", resaltando sus características neoextractivistas. This article makes a characterization report on the global capitalist crisis, its most recent expression in the financial system after the bubble of 2008 and its impact on Latin American economies, emphasizing on the analysis of the Citizen Revolution of Ecuador and the role of this country in the global economy in light of the requirements of international capital. The relation between the process led by Rafael Correa and capital appreciation during the worldwide economic crisis, as well as its connection to the so-called emerging powers is analyzed. Finally, there are arguments provided that contradict the characterization of this process as an aspect of "Socialism of the 21st Century", highlighting its features as a form of neoextractivism. Este artigo visa desenvolver uma caracterização da crise capitalista global e da sua mais recente expressão no sistema financeiro após a bolha de 2008, com impactos nas economias latino-americanas. Se faz ênfase na análise da Revolução Cidadã do Equador e do papel deste país na economia mundial, tendo em conta as exigências do capital transnacional. Será analisada a relação entre o processo liderado por Rafael Correa com a valorização do capital na crise econômica mundial, e sua ligação com as chamadas potências emergentes. Finalmente, salientam-se argumentos que contradizem a caracterização deste processo como uma linha do "Socialismo do Século XXI", particularmente por suas características neoextrativistas.

Nos encontramos ante una nueva fase la crisis del orden mundial, cuya característica principal es el enfrentamiento político directo y en territorios principales entre los bloques de poder centrales del "norte global" y los bloques de poder emergentes, profundizando la situación de multipolaridad relativa. Esta nueva situación, que podemos ubicar a partir del estallido del conflicto en Ucrania, es presentada resumidamente en este trabajo a partir de los siguientes puntos: 1) el planteamiento del problema (qué está en juego en Ucrania) en relación a la crisis del orden mundial; 2) el eje estratégico Moscú-Beijing, los BRICS y el enfrentamiento con "Occidente"; 3) "Occidente" y sus posiciones: las diferencias estratégicas en Estados Unidos y las contradicciones con el núcleo euro (Alemania-Francia); 4) el impacto y los desafíos sobre América Latina como bloque de poder emergente. We are facing a new phase of the crisis of the world order, whose main characteristic is the direct political and major territories confrontation between blocks of central power of "global North" and the emerging power blocks, deepening on the situation of relative multipolarity. This new situation, which can place since the outbreak of the conflict in Ukraine, is presented briefly in this paper based on the following points: 1) the problem statement (what is at stake in Ukraine) in relation to the crisis in order world; 2) the strategic axis Moscow-Beijing, the BRICS and the confrontation with "the West"; 3) "West" and their positions: the strategic differences in the US and contradictions with the euro core (Germany-France); 4) the impact and challenges of Latin America as a bloc of emerging power Estamos diante de uma nova fase da crise da ordem mundial, cuja principal característica é o grande confronto político direto e territórios centrais entre os blocos centrais para o Norte Global e os blocos de poder emergentes, aprofundando a situaçao de multipolaridade relativa. Neste artigo defende-se a tese que a crise do capitalismo e a crise ecológica resultam da dinâmica do sistema capitalista que transforma seres humanos e recursos naturais em mercadorias necessárias à expansão dos negócios e a acumulação de lucros. Na sua feição atual a crise reflete as dificuldades da civilização capitalista industrial e do seu modo de vida caracterizado pelo american way of life, em manter-se sem rupturas. A questão ecológica, do meio ambiente, é central no capitalismo. As tentativas de soluções, a exemplo da Tratado de Kioto e as medidas pactuadas em Copenhagen em 2008, estão muito aquém das providências necessárias à resolução do problema . O ecosocialismo, em sua utopia, mas sem ser uma abstração, apresenta-se como um paradigma de civilização alternativo.

This paper states the thesis that the first economical great depression of XXI century, was triggered by the financial crisis and global recession that began in 2007. According to its claim, this is a long-term crisis. The problem is analyzed considering the trends in the rate of profit, rate of interest, wage payments, hourly labor productivity and the process of family indebtedness. All of these aspects lead to determine the several and most outstanding traits of the depression, and its contradictory, unstable and unsustainable condition. Later on, the paper focuses its attention on the fact that the policies that are trying to solve the crisis, are at the same time, damaging life conditions of working classes, especially in Europe. Este artículo desarrolla la tesis según la cual la crisis financiera y la recesión internacional que se precipitaron en 2007 a partir de la crisis hipotecaria en Estados Unidos, forma parte de un movimiento de más largo plazo, el cual aquí es conceptuado como la primera gran depresión económica del siglo XXI. A fin de profundizar en esta tesis, se analiza el comportamiento de las tasas de ganancias, las tasas de interés, las remuneraciones salariales, la productividad horaria del trabajo y los procesos de endeudamiento de las familias. Se busca así caracterizar el cuadro contradictorio, inestable e insostenible que caracteriza esta situación depresiva. En el examen de las respuestas ante la crisis, se advierte respecto del sesgo dominante hacia políticas que tienden a perjudicar a las clases trabajadoras, especialmente en Europa.

En uno de los discursos de comienzo del periodo gubernamental de 2007, el flamante Presidente de la República Rafael Correa afirmó que la Asamblea Constituyente y la elaboración de una nueva Carta Magna constituían la “madre de todas las batallas”. Esta importante expresión y línea política --que ha inspirado la conducta y estrategia de Alianza País y el comportamiento del primer mandatario– ha sido el emblema de la campaña electoral de Movimiento País para elegir Presidente de la Republica, de la gestión político gubernamental así como de la orientación privilegiada de las agrupaciones de la tendencia. Hoy, cuando la nueva Constitución ha sido votada mayoritariamente por el 64% de la población ecuatoriana, se evidencia –para el gobierno, su movimiento y las organizaciones de izquierda y centroizquierda– el resultado y el reto político más importante de este periodo.

17. Blue Economy threats, contradictions and resistances seen from South Africa

South Africa hosts Africa's most advanced form of the new Blue Economy, named 'Operation Phakisa: Oceans.' In 2014, the McKinsey-designed project was formally launched by now-disgraced President Jacob Zuma with vibrant state and corporate fanfare. Financially, its most important elements were anticipated to come from corporations promoting shipping investments and port infrastructure, a new generation of offshore oil and gas extraction projects and seabed mining. However, these already conflict with underlying capitalist crisis tendencies associated with overaccumulation (overcapacity), globalization and financialization, as they played out through uneven development, commodity price volatility and excessive extraction of resources. Together this metabolic intensification of capital-nature relations can be witnessed when South Africa recently faced the Blue Economy's ecological contradictions: celebrating a massive offshore gas discovery at the same time as awareness rises about extreme coastal weather events, ocean warming and acidification (with profound threats to fast-bleaching coral reefs), sea-level rise, debilitating drought in Africa's main seaside tourist city (Cape Town), and plastic infestation of water bodies, the shoreline and vulnerable marine life. Critics of the capitalist ocean have demanded a greater state commitment to Marine Protected Areas, support for sustainable subsistence fishing and eco-tourism. But they are losing, and so more powerful resistance is needed, focusing on shifting towards post-fossil energy and transport infrastructure, agriculture and spatial planning. Given how climate change has become devastating to vulnerable coastlines – such as central Mozambique's, victim of two of the Southern Hemisphere's most intense cyclones in March-April 2019 – it is essential to better link ocean defence mechanisms to climate activism: global youth Climate Strikes and the direct action approach adopted by the likes of Dakota Access Pipe Line resistance in the US, Extinction Rebellion in Britain, and Ende Gelände in Germany. Today, as the limits to capital's crisis-displacement tactics are becoming more evident, it is the interplay of these top-down and bottom-up processes that will shape the future Blue Economy narrative, giving it either renewed legitimacy, or the kind of illegitimacy already experienced in so much South African resource-centric capitalism. 19. International Women's Strike: a new tradition of struggle for the feminist movement?

En este artículo analizamos el Paro Internacional de Mujeres (PIM) como tradición de lucha propia de la Nueva Ola Feminista. Para ello dividimos el artículo en dos partes. En la primera, realizamos una recuperación de la gestación del #8M de 2017 a nivel internacional, prestando especial atención al proceso en Argentina. En la segunda, analizamos la relación entre el paro como instancia de articulación a nivel global y el contexto de crisis capitalista en que surge la Nueva Ola Feminista, atendiendo tres elementos: a) la inscripción del movimiento de mujeres en el conjunto de movimientos sociales surgidos al calor de la crisis desde 2008; b) la crisis de la reproducción social como aspecto específico de la crisis capitalista que coloca en el centro de la escena “el trabajo de las mujeres”; c) la centralidad de las mujeres en la clase que vive del trabajo y su carácter de puentes entre la producción y la reproducción. This article analyzes the International Women's Strike (IWS) as a struggle tradition peculiar to the New Feminist Wave. In order to do so, the article is divided in two parts. In the first one, we review #8M 2017 building at an international level, paying special attention to the process in Argentina. In the second part, we analyze the relationship between the strike as an articulation instance at a global level and the context of capitalist crisis in which the New Feminist Wave arises, taking into account three elements: a) the inscription of the women's movement in the group of social movements that have emerged in the heat of the crisis since 2008; b) the crisis of social reproduction as a specific aspect of the capitalist crisis that places "women's work" in the center of the scene; c) the centrality of women in "the class that lives from work" and their character as bridges between production and reproduction. This paper discusses the deepening of the current capitalist crisis in practical/theoretical groundings; its overcoming is not simply a theoretical but a concrete question. While the US-capitalism becomes more aggressive, its theoretical apprehension has been historically suppressed and substituted by more unifying discourses. A new paradigm arises: political left and right have merged. The political programs of the last decades were caught off guarded and cannot offer concrete, satisfying answers to real, social demands. However, the reorganisation of the Left from within could open the possibility for real social transformation.

21. Revolution now. Public health beyond capitalism

Critical thinking in public health is well and alive, ad least by looking at the numbers and content of the last conference of the International Association of Health Policy in Europe (IAHPE). The scientific organisation gathers a number of well known scientists and academics sharing a starting point that can be captured in the slogan "capitalism is bad for our health". Founded in 1977 as the International Association of Health Policy (IAHP), the European branch - 'sister' to the Latin American Association of Social Medicine (ALAMES) - holds international conferences every two or three years. The last one - number 18 in the history of the association - took place from the 21st to the 24th of September in Thessaloniki, Greece, organised by the Aristotle University of Thessaloniki in collaboration with the Queen Mary University of London. Over 30 speakers from all over the world presented critical analysis on health policies and outcomes "in the era of capitalist crisis and restructuring" - as explained by the title of the conference - during seven round table discussions and five key note lectures; in addition, numerous researchers animated parallel sessions presenting posters and papers of high scientific and political value. It's impossible to summarise the richness in analysis and perspectives brought by all the contributors, but I'll try to highlight some aspects worth being widely shared.

The present article aims to analyze how land regularization in Brazil is expressed in contemporaneity, its contradictions and interpretations. At the same time, insert its analysis in the present historical, political and economic conditions of the capitalist crisis, the role of the State and the materialization ofthe use and occupation of the urban space. That way, the capitalist logic inserts the urban and the cities as places of reproduction. Thus, the analysis of land regularization, coupled with purely legal discussion, limits the understanding that housing, private property, and land capital are not connected with the class conflicts characteristic of class society.

Resumo: Esse artigo de cunho qualitativo, de caráter exploratório e descritivo que se alicerça em uma revisão bibliográfica tem o objetivo de analisar o modo de produção capitalista, como acontece o processo de acumulação e reprodução e as inflexões para o papel do estado e da política social, a ênfase é nos períodos marcado por crises que provocam transformações societárias que impactam o mundo do trabalho e das relações sociais. O método crítico-dialético utilizado nessa pesquisa se debruça sobre as categorias mediação, historicidade e dialética com o propósito de desvendar a realidade para além da aparência e aprofundar as análises sobre o capitalismo. Como resultados apontamos que as crises capitalistas provocadas por suas próprias contradições o tem dimensionado o trato teórico-metodológico da política social. Capitalist accumulation, State and workforce reproduction: the theoretical and methodological treatment of the social policy Abstract: This qualitative nature of an article, exploratory and descriptive character which is based on a literature review aims to analyze the capitalist mode of production, as the process of accumulation and reproduction and inflections to the role of the state and social policy, the emphasis is in periods marked by crises that cause societal changes that impact the world of work and social relations. The critical-dialectical method used in this research focuses on the categories mediation, historicity and dialectics in order to unravel the reality beyond appearance and deepen the analysis of capitalism. The results point out that the capitalist crisis caused by its own contradictions has scaled the theoretical-methodological treatment of social policy.

The article analyzes the limits of conception of economic development arising from the change of the international scenery, since 2003, with the alteration of the international flux of capitals to the sub-developed countries, accompanied of chinese expansion and commodities’ appreciation. It highlights the assigned role to the pension funds by Lula da Silva’s government to justify the counter-reform of the Provident Funds. It approaches the role of BNDES and the subsidy to the grand capital. Demarcates the fall of the basic tax in the USA and its impacts on the Brazilian economy. Argues that the payment of taxes and the amortization of the public debt was converted in the mechanism through which the State withdraw resources from workers, through the direct and indirect taxes and refer those to the bankers and pension funds. Emphasizes the generalization of neoliberalism, seeking to resolve the capitalist crisis through the renegotiation of external debt, of the commercial and financial openings, and of privatizations.

This present article has as its main focus the reconfiguration of the development matrix acting in Argentina, as a result of the deepening crisis and the social conflicts from 2001-02. Iden- tifies the presence of inflexions and continuities in this moment of hegemonic recomposition, which some authors call of “post neo-liberal neo-developmentalist phase”, fruit of the correlations of forces resulting in the general movement of the society. Therefore, addresses, in first place, the neo-liberal reaction in the mark of the capitalist crisis and the logic configuration of the accumulation in a flexible standard. In second place it analyzes the context of crisis from the beginning of the 21st century, highlighting the inflexions and continuities with the neo-liberalism and characterizing the behavior of the main socioeconomic indicators. In third place , discusses the reactions to neo-liberalism and the neo-developmentalist recomposition observed in Argentina as well in some national experiences in the latin american region, identifying continuities and ruptures. For last , taking as reference this context, it analyzes the orientation of the social policies after the 2001 crisis, putting in discussion the state action and its politics with the projects of society that are in dispute in Argentina nowadays.

Entre 2008 y 2010 se desarrolló en Villa Constitución una de las luchas obreras más emblemáticas de los últimos años. Paraná Metal se inscribe en una larga tradición combativa que tiene a los trabajadores villenses como protagonistas hace décadas y que forma parte de la identidad colectiva de la ciudad. En medio de una crisis capitalista mundial y del sector autopartista en particular, la patronal dejó, tras dos años de lucha, a más de 1000 trabajadores sin sus puestos de trabajo. Las características de comunidad obrera que reviste la región configuran un escenario en el cual la vida en las fábricas y su cotidianidad atraviesan la dinámica de la ciudad, los barrios, las calles, las escuelas y los hogares, dando como resultado un apoyo masivo a la lucha de los despedidos y sus familias no sólo de otros sectores de trabajadores sino también de la comunidad en general. El objetivo de este trabajo es identificar cuáles fueron y cómo se desarrollaron las muestras de apoyo activo que llevaron adelante diferentes sectores de la comunidad, y de qué forma un conflicto obrero anclado en una fábrica específica tomó el estado de una lucha del conjunto de la comunidad. Between 2008 and 2010, one of the most emblematic workers' struggles in recent years took place in Villa Constitución. The Paraná Metal struggle is part of a long combative tradition that has "villense" workers as protagonists. This tradition goes back decades ago and is part of the collective identity of the city. In the midst of a world capitalist crisis, particularly deep in the auto parts sector, the employers left the plant after two years of struggle, leaving more than 1,000 workers without their jobs. The working community characteristics of the region set up a scenario in which everyday life in the factories crosses the dynamics of neighborhoods, streets, schools, homes, and the entire city, resulting in massive support for the struggle of the terminated workers and their families, from other labor sectors but also from the community in general. The objective of this work is to identify active expressions of support and how they developed, and how a labor conflict rooted in a specific factory turned into a struggle of the community as a whole. This article shows how a solidarity economy movement has arisen in different national and continental contexts. The diversity of practices embedded in local and international civil society networks should be underlined. Emerging in the last decades, this generation of associations and cooperatives, assuming political and economic dimensions, has extended the social economy and provided concrete proposals for another economy in a period of capitalist crisis. Thus, it has to be integrated in the research of a renewed economic model and public action.

The large minning projects in the Amazon have been entering it ́s environment since the 1950s, with the bauxite extraction project in Amapá, commanded by ICOMI, in the context of the reorganization of the international division of labour in the post-war period. However, this scenario has been extended beyond the first capitalist crisis echoes, strengthening the role of the Amazon as a region of mineral materials provider. This article aims to highlight how this economic perspective, focusing on the deployment of large projects can influence enviornmental organizations and traditional local communities, social enviornmental impacts and several other changes they have influenced in the Amazon region.

espanolCon base en la bibliografia disponible, el articulo plantea la pregunta por la revuelta obrera global de 1968, en Chile y Argentina. Se revisa primero el estancamiento y crisis del modelo economico “desarrollista”, como parte de una crisis capitalista global que anunciaron las revueltas del “sesenta y ocho”. Luego, se analiza el ascenso huelguista y sus determinantes comunes a ambos lados de Los Andes, evidenciando las coincidencias regionales. Por ultimo, se analiza la radicalizacion obrera regional en el periodo, con foco especifico en las actitudes clasistas y autonomas del movimiento obrero. Se propone que es posible identificar un “sesenta y ocho en el Cono Sur”, si se asume que el analisis historico del proceso general de revuelta obrera de los largos sesenta globales, no puede ser limitado unicamente a un mes, un ano y a un pais. EnglishBased on the available literature, the paper develops the question about the 1968 global workers' revolt, in Chile and Argentina. First, the stagnation and crisis of the "desarrollista" economic model is reviewed, as part of a global capitalist crisis that announced the revolts of "sixty-eight". Then, the striking rise and its common determinants on both sides of the Andes are analyzed, showing the regional coincidences. Finally, the radicalization of the regional workers in the period is analyzed, with a specific focus on the classist and autonomous attitudes of the workers' movement. It is proposed that it is possible to identify a "sixty-eight in the Southern Cone," assuming that the historical analysis of the general labor revolt process of the long global sixties cannot be limited to only one month, one year and one country. portuguesCom base na literatura disponivel, o artigo desenvolve a questao sobre a revolta global dos trabalhadores de 1968, no Chile e na Argentina. Em seguida, sao analisadas a elevacao impressionante e seus determinantes comuns nos dois lados dos Andes, mostrando as coincidencias regionais. It is necessary to discuss the subjective question within the process of organizing the class struggle for the revolution. The current capitalist crisis, deepened by neoliberalism, is accelerating in the context of the pandemic. According to CEPAL, the global economy will experience its biggest crisis this year since the Second World War. This paper reflects on the crisis in Latin America with a special focus on the case of Argentina. Es necesario discutir la cuestión subjetiva dentro del proceso de organización de la lucha de clases para la revolución. La actual crisis capitalista, profundizada por el neoliberalismo, se acelera en el contexto de la pandemia. Según la CEPAL, la economía mundial vivirá su mayor crisis este año desde la Segunda Guerra Mundial. El presente trabajo reflexiona sobre la crisis en América Latina con una mirada en el caso de Argentina. É necessário discutir a questão subjetiva no bojo do processo de organização da luta de classe para a revolução. A crise capitalista atual, aprofundada pelo neoliberalismo, se acelera no contexto da pandemia. Segundo a CEPAL, a economia global experimentará neste ano sua maior crise desde a Segunda Guerra Mundial. América Latina asistió en las décadas del ’60 y ’70 a una etapa convulsiva, signada por el ascenso de la amenaza revolucionaria en un número importante de países, el crecimiento de la conflictividad en las fábricas y universidades y las manifestaciones de fuerzas callejeras. La Argentina no escapó a esta realidad. Incluso, fue uno de los territorios donde estos conflictos se desplegaron con mayor intensidad. En el ámbito rural, una región particularmente movilizada fue la del Nordeste, donde se localizaban producciones que, en el marco de la crisis capitalista que atravesaba el sector, sufrieron importantes procesos de concentración y centralización de capital. En esas regiones emergieron con fuerza las llamadas Ligas Agrarias. Un vasto y complejo conglomerados de clases sociales y capas dieron origen a un movimiento heterogéneo, cuyo reclamos iban desde la exigencia de precios sostén para su producción, hasta la disputa por la propiedad de la tierra. En este artículo nos proponemos abordar el fenómeno de la conflictividad rural y territorial en la región nordeste de la Argentina. En particular, enfocamos el problema desde el examen de los partidos políticos de izquierda, filiados en la tradición maoísta. Seleccionamos, como estudio de caso, al mencionado PCR. Para ello, utilizamos fuentes primarias, en particular documentos congresales y la revista teórica del partido (Teoría y Política), que nos permiten reconstruir como entendía el agro argentino y a los sujetos sociales que allí existían, esta organización. A su vez, el estudio de su prensa periódica (Nueva Hora), nos permite recomponer la intervención concreta de este partido sobre el movimiento de las Ligas Agrarias. Nos interesa ahondar en un terreno inexplorado, como es el de los objetivos políticos y el accionar de las organizaciones que apostaban a transformaciones sociales profundas, en un escenario tan conflictivo como poco abordado: el rural. De este modo, creemos colaborar a complejizar el conocimiento disponible sobre la conflictividad social en una etapa donde esta se tornó central. Creemos poder contribuir a complejizar lo conocido acerca de sujetos sociales, repertorios de acción, tipos de conflicto y desarrollo de la izquierda en una territorialidad agraria. Latin America attended a convulsive stage in the '60s and' 70s, marked by the rise of the revolutionary threat in a significant number of countries, the growth of conflict in factories and universities and the manifestations of street forces. Argentina did not escape this reality. It was even one of the territories where these conflicts were deployed with greater intensity. In the rural area, a particularly mobilized region was that of the Northeast, where productions were located that, in the framework of the capitalist crisis that the sector was going through, underwent important processes of concentration and centralization of capital. In these regions the so-called Agrarian Leagues emerged strongly. A vast and complex conglomerate of social classes and layers gave rise to a heterogeneous movement, whose claims ranged from the demand for support prices for its production, to the dispute over land ownership. In this article we propose to address the phenomenon of rural and territorial conflict in the northeast region of Argentina. In particular, we approach the problem from the examination of the leftist political parties, affiliated with the Maoist tradition. We selected, as a case study, the Revolutionary Communist Party. To do this, we use primary sources, in particular congressional documents and the theoretical magazine of the party (Theory and Politics), which allow us to reconstruct as I understood the Argentine agriculture and the social subjects that existed there, this organization. In turn, the study of its periodic press (New Hour), allows us to recompose the concrete intervention of this party on the movement of the Agricultural Leagues. We are interested in delving into unexplored terrain, such as that of political objectives and the actions of organizations that were committed to profound social transformations, in a scenario as conflictive as little addressed: rural. In this way, we believe to collaborate to complex the available knowledge about social conflict at a stage where it became central. We believe we can contribute to the complexity of what is known about social subjects, repertoires of action, types of conflict and development of the left in an agrarian territoriality.

Asimismo, se examina el curso de la crisis actual: el inicio de la recesión mundial al final de 2007, su desarrollo como una crisis general capitalista, su transmutación al final de 2008 en una depresión de escala mundial y su atenuación desde la segunda mitad de 2009. También se argumenta sobre los límites de la hegemonía financiera y especulativa a partir de los principales efectos de su desarrollo sobre la marcha de la economía mundial en las últimas cuatro décadas. Finalmente, se presenta una síntesis de conclusiones y una reflexión general sobre las perspectivas de la economía mundial. //Abstract: This paper analyses the origin and general development in the world economy of the hegemony of financial and speculative valorization forms and mechanisms since the 1970’s through the current crisis identifying its different stages. It examines the course of the current crisis: the outburst of the world recession at the end of 2007, its progress into a general capitalist crisis, its transformation at the end of 2008 into a world depression and its attenuation since the second half of 2009. It argues about the limits of financial and speculative hegemony upon the main effects of its development on the course of the world economy in the last four decades. Finally, it presents a synthesis of conclusions and a general consideration about the world economy perspectives.

En este ensayo analizamos las contribuciones del economista Isaak Illich Rubin (una víctima de las purgas de Stalin) al estudio del método de la economía política marxista. El artículo comienza analizando la contraposición que Rubin hace entre la teoría laboral del valor y la teoría subjetiva del valor, y luego pasa a examinar el concepto de valor de uso en Marx (que es clave para comprender la crítica de Rubin al marginalismo), las diferencias entre las teorías del valor de Marx y de Ricardo, la distinción que Marx hizo entre los conceptos de valor y de la forma del valor, los ensayos de Rubin sobre la teoría marxista del dinero, y su análisis del desarrollo dialéctico de categorías en el sistema económico de Marx, que condujo a su descubrimiento de la dialéctica de la crisis capitalista. In this essay we analyze the contributions of the economist Isaak Illich Rubin (a victim of Stalin’s purges) to the study of the method of Marxist political economy. The article begins by analyzing the counterposition that Rubin makes between the labor theory of value and the subjective theory of value, and then goes on to analyze the concept of use value in Marx (which is key to understanding Rubin’s critique of marginalism), the differences between the theories of the value of Marx and Ricardo, the distinction made by Marx between the concepts of value and the form of value, Rubin’s essays on the Marxist theory of money, and his analysis of the dialectical development of the categories in Marx’s economic system, which led to his discovery of the dialectics of the capitalist crisis. “ENTRE TERRITORIOS ADMITIDOS Y TERRITORIOS BLINDADOS” Reconfiguraciones espaciales del Pueblo Misak Misak entre el Valle de Pubenza y el Borde Urbano de Bogotá D.C. Las migraciones contemporáneas ocupan gran parte de las preocupaciones de las sociedades modernas. Pero cuando estos fenómenos reportan un componente étnico, aparecen una serie de determinantes espaciales, temporales y ontológicos cuyo surgimiento es posible rastrear en relación a los modelos de desarrollo del país, y la manera en que dicho modelo se implementa mediante las políticas públicas desde la Colonia hasta nuestros días. En esta investigación, propongo develar desde la historia y la epistemología propia del pueblo Misak Misak, desde las teorías migratorias y la geografía crítica, aquellas categorías y patrones de segregación espacial que se han naturalizado para justificar la permanencia e inmutabilidad de dicho pueblo en el sur occidente del país en donde se localizan los resguardos coloniales, así como las limitaciones y variables políticas que se han suscitado con su llegada al borde urbano occidental de Bogotá D.C. desde el año 2003, concentrándose espacialmente en el límite entre la localidad de Fontibón y el municipio de Mosquera cuyo eje “articulador – desarticulador”, es el río Bogotá. En dicho proceso, intervienen transformaciones identitarias y de autoridad no exentas de conflicto, reconfiguraciones espaciales, discursivas y ontológicas con las que se cuestiona, desde la cotidianeidad de los migrantes tanto las espacialidades asignadas o permitidas a los indígenas Misak Misak atadas al suroccidente del país, como las espacialidades urbanas rígidamente protegidas –a través de reglamentaciones y políticas públicas-, de toda pretensión colectiva que pueda alterar el espíritu acumulador de plusvalía que los migrantes llegan buscando. Abstract. "BETWEEN TERRITORIES ADMITTED AND ARCED TERRITORIES" Spatial reconfigurations of the Misak Misak People between the Pubenza Valley and the Urban Edge of Bogota D.C. Contemporary migrations occupy much of the concerns of modern societies. But when these phenomena report an ethnic component, there are a series of spatial, temporal and ontological determinants whose emergence it is possible to trace in relation to the development models of the country, and the way in which this model is implemented through public policies since the Colony to the present day. In this research, I propose to reveal from the history and the epistemology proper to the Misak Misak people, from the migratory theories and the critical geography, those categories and patterns of spatial segregation that have been naturalized to justify the permanence and immutability of said town in the south West of the country where the colonial reservations are located, as well as the limitations and political variables that have arisen with their arrival at the western urban border of Bogotá DC since 2003, concentrating spatially on the border between the town of Fontibón and the municipality Of Mosquera whose axis "articulador - desarticulador", is the Bogota river. In this process, there are transformations of identity and authority that are not exempt from conflict, spatial, discursive and ontological reconfigurations with which it is questioned, from the daily life of the migrants, both the assigned or permitted spatiality of the Misak Misak indigenous tied to the southwest of the country, As urban spaces rigidly protected - through regulations and public policies - of any collective claim that can alter the accumulating spirit of surplus value that migrants come seeking. En las últimas décadas, la agricultura urbana y periurbana (AUP) se ha desarrollado en todo el mundo como una de las prácticas más interesantes de transformación territorial, económica y socio-política. En todos los continentes, las experiencias en este ámbito son numerosas y significativas y definen ese tipo de agricultura como un fenómeno extremamente complejo y heterogeneo, capaz de adaptarse a contextos específicos y responder a una amplia serie de demandas y emergencias. A partir de esta evidencia y de la necesidad de profundizar la capacidad de transformación de este tipo de agricultura, se ha puesto en marcha el presente trabajo de investigación, cuyo desarrollo ha tenido una doble finalidad. Por un lado, a partir de una hipótesis que veía la agricultura urbana y periurbana como elemento de transformación multidimensional, se ha tratado demostrar su capacidad de impulsar procesos participativos y de empoderamiento. Y por otro lado se ha tratado identificar, a través del análisis de la interacción de las distintas dimensiones/funciones y de la combinación de elementos y aspectos teóricos y prácticos, rurales y urbanos, locales y globales, algunos rasgos comunes de la agricultura urbana y periurbana, con el intento de brindar un conjunto de herramientas teóricas y prácticas útiles para afrontar la crisis del modelo urbano neoliberal y definir alternativas de manejo del territorio urbano/periurbano. A tal fin, el estudio incluye, a lado de una parte teórica, una investigación de campo realizada en tres proyectos entre España e Italia. La investigación está caracterizada por un enfoque comparativo y polivalente, capaz de analizar los varios aspectos del fenómeno (ambiental/agronómico, económico, social y político) y averiguar su eficacia en contextos diferentes aunque similares por algunas caracteristicas geográficas, sociales, culturales y económicas (crisis del sistema económico capitalista). Los resultados alcanzados, detallados en la segunda parte del estudio, demuestran, tanto a nivel cuantitativo como cualitativo, el importante papel de la agricultura urbana y periurbana en la generación de transformaciones orientadas al empoderamiento, a la justicia socioa-ambiental y a la democratización de los procesos decisionales., Urban and periurban agriculture has spread worldwide in recent decades as one of the most interesting practices of territorial, economic, social and political transformation. The experiences are numerous and significant in every contintent and define such kind of farming as an extremely complex and heterogeneous phenomenon, able to adapt itself to any specific context and respond to a wide range of needs and emergencies. Starting from this assumption, and due to the need of a deeper analysis of this type of agriculture, this research has been designed and developed with two purposes. On the one hand, the study aims at demonstrating the capability of urban and periurban agriculture to promote, through its multidimensionality, participatory processes and empowerment. On the other hand, it aims at identifying, through the analysis of the interaction between the different dimensions/functions and the combination of theoretical/practical, urban/rural and local/global components some common aspects of urban and periurban agriculture, with the intent to provide a set of theoretical and practical tools to cope with the crisis of the neoliberal urban and rural model and define some alternatives to that paradigm. In this regard, the study also includes a field research that has been conducted in three different farming projects between Spain and Italy. The research has been characterized by a comparative approach, which aims at analyzing the various aspects of the phenomenon (environmental / agronomic, economic, social and political aspects) and determine their efficacy in different but similar contexts in terms of geographical, social, cultural and economic characteristics (capitalist crisis). The results achieved through the research demonstrate, in both quantitative and qualitative terms, the important role of urban and periurban agriculture in generating changes and transformations aimed at increasing people's empowerment as well as socio-environmental justice and democratization of decision-making processes.

This article deals with the discussion on the categories of the abstract and the concrete, within the confines of the dialectical method. The analysis is performed into the context of the current capitalist crisis and the new boom of Marxism, focusing funda- mentally on some Anglo-Saxon authors (Lebowitz, Roper, and Banaji) who apply these categories to different subjects, but in a way totally disconnected from the true dimensions that these categories had for Marx. Finally, these categories are defined looking for clarity and consistence in its application. Este artículo aborda la discusión sobre las categorías de lo abstracto y lo concreto en el ámbito del método dialéctico. El análisis se realiza dentro del actual contexto de la crisis capitalista y el nuevo auge del marxismo, enfocándose principalmente sobre algunos autores anglosajones (Lebowitz, Roper y Banaji), los cuales han aplicado estas categorías a diferentes objetos de estudio, mas en una forma totalmente alejada de las verdaderas dimensiones que tales categorías tenían para Marx. Finalmente, se definen estas categorías buscando claridad y consistencia en su aplicación.

En este artículo me propongo dilucidar el carácter sistémico de la actual crisis capitalista mundial y explicar cada uno de sus principales componentes: empobrecimiento de los trabajadores, problema ambiental y crisis de valores. Se mostrará el carácter destructivo de la producción capitalista, tanto sobre la clase obrera como sobre la naturaleza, el que se agudiza especialmente en momentos de crisis. Se argumenta que ese carácter está unido a sus contradicciones esenciales, por lo cual sus problemas fundamentales no tienen solución dentro del sistema. Las alternativas de solución, más allá del capital, suponen el carácter histórico de este, por lo cual metodológicamente se debe comprender el capital como una relación social. El método utilizado en estas reflexiones se basa en el pensamiento de Marx. In this article, I intend to explain the systemic character of the current world capitalist crisis and illustrate its main components: the workers' impoverishment, environmental problem and crisis of values. The destructive nature of the capitalist production against the labor class will be shown, as well as its destructive power on nature -one that becomes worse especially in moments of crisis. There is an argument about its nature and how such nature is linked to its fundamental contradictions, and also why their fundamental problems don't have a solution inside the capitalist system. The solution alternatives, beyond the capital, suppose the historical nature of this. This is why methodologically the capital should be understood as a social relationship. The method used in these reflections is based on Marx's thought. Nesse artigo me proponho dilucidar o caráter sistémico da atual crise capitalista mundial, explicando cada um dos seus principais componentes: empobrecimento dos trabalhadores, o problema ambiental e a crise de valores. Evidenciar-se-á o caráter destrutivo da produção capitalista, não só sobre a classe trabalhadora mas também sobre a natureza, se agudizando em momentos de crises. Sustenta-se que esse caráter está atrelado às suas contradições essenciais, razão pela qual seus problemas fundamentais não têm solução dentro do sistema. As alternativas de solução, além do capital, supõem o seu sentido histórico, que metodologicamente exige uma compreensão desse capital como uma relação social. Para tanto, este artigo baseia-se no pensamento de Marx.

Este artículo reflexiona acerca del vínculo entre la temática migratoria y el proceso de integración regional en el Cono Sur, en el contexto internacional de la crisis del capitalismo central. Nos interesa preguntarnos qué sentido tienen y qué representan las migraciones en el momento histórico que atraviesa hoy América Latina, qué impacto ha tenido sobre ellas el proceso de integración, e inversamente, cuáles han sido los efectos de los flujos migratorios sobre el proceso regional. Asimismo, insertas en ese contexto se analizan las recientes normas migratorias de Argentina (2004), Bolivia (2013) y Uruguay (2008), y sus avances en relación con los derechos y protección de los migrantes. O presente artigo tem como foco central a reconfiguração da matriz de desenvolvimento vigente na Argentina, como resultado do aprofundamento da crise e dos conflitos sociais a partir de 2001-02. Identifica a presença de inflexões e continuidades neste momento de recomposição hegemônica, ao qual alguns autores denominam de “fase pós-neoliberal neodesenvolvimentista”, fruto das correlações de forças resultantes no movimento geral da sociedade. Para tanto, aborda,em primeiro lugar, a reação neoliberal no marco da crise capitalista e a configuração da lógica de acumulação sob um padrão flexível. Em segundo lugar, analisa o contexto de crise do início do século XXI, destacando as inflexões e continuidades com o neoliberalismo e caracterizando o comportamento dos principais indicadores socioeconômicos. Therefore, addresses, in first place, the neo-liberal reaction in the mark of the capitalist crisis and the logic configuration of the accumulation in a flexible standard. In second place it analyzes the context of crisis from the beginning of the 21st century, highlighting the inflexions and continuities with the neo-liberalism and characterizing the behavior ofthe main socioeconomic indicators. In third place , discusses the reactions to neo-liberalism and the neo-developmentalist recomposition observed in Argentina as well in some national experiences in the latin american region, identifying continuities and ruptures. El presente artículo tiene como objetivo contribuir en la discusión sobre el incremento del complejo y multifacético fenómeno de recampesinización que acontece en la actual etapa de desarrollo capitalista, analizando uno de sus aspectos menos conocidos que está relacionado al movimiento denominado como “contraculturas espaciales”. Las contraculturas espaciales son experimentos de organización socio-espacial de carácter “alternativo” que se popularizaron principalmente en la década de 1960. A partir de los años 1990, acompañando un nuevo periodo de crisis del capitalismo, se evidencia la renovación y el fortalecimiento de dicho movimiento, con el surgimiento de nuevas experiencias de este tipo, muchas de las cuales están inspiradas por la permacultura, concepto que se refiere al diseño de asentamientos humanos sustentables. Basándose en dos casos, uno en Argentina y otra en Cuba, se discutirá de qué maneras la permacultura puede estar promoviendo, en la actualidad, el surgimiento de “nuevos campesinos”. Cet article vise à contribuer au débat sur le phénomène croissant, complexe et multiforme de l’émergence d’une nouvelle paysannerie en cours lors de l’étape de développement capitaliste actuelle, en analysant l’un de ses aspects les moins connus, le mouvement de « contre-cultures spatiales ». Les contre-cultures spatiales sont des expériences issues d’une organisation socio-spatiale de caractère « alternatif » rendues populaires au cours des années 1960. A partir des années 1990, suite à une nouvelle période de crise du capitalisme, la rénovation et le renforcement de ce mouvement s’exprime par l’émergence de nouvelles expériences de ce type, dont un bon nombre s’inspire de la permaculture, concept se référant à l’élaboration d’établissements humains durables. S’inspirant de deux cas, l’un en Argentine et l’autre à Cuba, seront analysées les manières selon lesquelles la permaculture peut participer à la promotion de l’émergence de « nouveaux paysans » dans l’actualité. The present article aims to contribute to the discussion about the increasement of the complex and multifaceted phenomenon of “recampesinization” that happens in the current stage of capitalist development, analyzing one of its least known aspects, related to the movement called “ spatial countercultures”. The spatial countercultures are experiments of alternative and sustainable character that became popular in the decade of the sixties. Dtarting on the nineties, accompanying anew period of the capitalist crisis, a renewal and the strengthening of the above mentioned movement can be verified, with the emergence of diverse new experiences of this type, many of which are inspired by “permaculture”, concept that refers to the design of sustainable human settlements. With base in two specific concrete cases, one in Argentina and another in Cuba, the article will discuss ways in which permaculture can be promoting nowadays the emergence of “new peasants”. O presente artigo tem por finalidade contribuir na discussão acerca do incremento do complexo e multifacetado processo de recampesinização verificado no atual estágio de desenvolvimento capitalista, analisando um dos seus aspectos menos conhecidos, relacionado ao movimento denominado “contraculturas espaciais”. As contraculturas espaciais são experimentos de organização socioespacial de cunho alternativo que se tornaram populares na década de 1960. A partir dos anos 1990, acompanhando um novo período de crise do capitalismo, é possível perceber a renovação e o fortalecimento deste movimento, com o surgimento de novas experiências deste tipo, muitas das quais inspiradas pela permacultura, conceito que se refere ao desenho de assentamentos humanos sustentáveis. Com base em dois casos concretos, um na Argentina e outro em Cuba, será discutido aqui de que maneiras a permacultura pode estar corroborando para o surgimento de “novos camponeses”.
