These papers on educational technology were presented in three workshops at the second annual conference of the Society of Information Education (GIB). Discussion includes electronic networks, CD-ROMs, and online databases in education, the quality of educational software, database services and instructional methods, and the use of the Internet in supporting research and teaching. An evaluation of the German educational literature CD-ROM, "Literaturdoijumentation CD-Bildung," is included. Specifically, the themes of the workshops were presented as follows: (1) production of electronic services, with reports on the production of databases, CD-ROMs, hypertext systems and a full-text CD-ROM; (2) evaluating database quality for content, organization and user interface with regard to a thesaurus; and (3) criteria for the selection of literature administration software and a comparative study of several popular literature administrative programs. - Abstract
The first portion of this report describes a study of the relationship between inservice training requirements and training programs currently offered in the field of librarianship, information, and documentation in the Federal Republic of Germany and West Berlin. Data on inservice needs were mainly gathered from a study on training requirements in the information sector; and information on the training programs was obtained from data on inservice training programs supplied by regional groups as well a sample from the database "Quo Vadis." Particular attention is paid to the subject matter, participant profiles, and cost of these programs. Study results indicate a discrepancy between the supply of and demand for inservice training in many fields, and it is concluded that the gap must be filled by purposeful and sustained educational measures. The second portion of the report provides an overview of the current status of inservice training with respect to public administration; and, based on a list of observations about the information field compiled by Reinermann, a list of objectives is developed as a basis for training programs, emphasizing the focal areas of information technology and information management. A comparison of these objectives with the subject areas covered by the working program of the Federal Academy for Public Administration of the Federal Ministry of the Interior indicates the presence of a high degree of congruence already in the first phase of implementation. The three papers in this collection were presented at the opening of the conference and the plenary session. The first is the "Presidential Address: Brighton, 1987 = Eroffnungsansprache zur IFLA Generalkonferenz Brighton 1987" (Hans-Peter Geh). These remarks by the President of the International Federation of Library Associations (IFLA) address the theme of the conference--"Library and Information Services in a Changing World"--with: (1) special attention to a view of IFLA since its founding in 1927; (2) recognition of the 110th anniversary of the British Library Association and the appropriateness of holding the conference on British soil; (3) the wide-ranging activities in library work in the Third World by IFLA; (4) education of the present-day librarians who must adapt to a rapidly changing social and technological environment; (5) new professional fields presenting new job possibilities; and (6) a summary of discussions concerning closer coordination between the professional work done in the Sections and Core Programs. The ZBW - Leibniz Information Centre for Economics has opened a new New Work area in its library, which offers a modern working environment with a view of the Kiel Fjord. The Bavarian State Library has acquired the archive of photojournalist Dieter Bauer, which contains important contemporary documents from the years 1980 to 2010. The Bavarian State Library has also taken over responsibility for Hungary and parts of Finno-Ugric studies within the framework of the network of specialized information services. The Bavarian State Library will receive the estate of German poet Eugen Roth. The Federal Cultural Foundation will provide up to 7.5 million euros for the "Lokal - Program for Culture and Engagement" program from 2024 to 2031 to support art and cultural associations as well as other institutions. In the 21st century, academic and research libraries are of central importance for education and research. They operate as providers for information infrastructure services and offer a wide range of knowledge resources. 15 large academic libraries have joined with the German Library Association to design and develop the communication campaign WEITER WISSEN. The aim of this campaign is to make the social relevance of academic libraries, their tasks, and functions visible. This article provides an insight into the aims and implementation of the campaign and shows how academic and research libraries can use the campaign for their own public relations. Furthermore, the article uses the topic of the "Research Data Act" to show how libraries and associations can represent their interests towards politics with statements and exchange formats. The Bavarian State Library has developed the website bavarikon4U to facilitate young people's access to art and culture. The Baden State Library has also expanded its digital collections and now provides a total of five million images for free access. The Johann Christian Senckenberg University Library in Frankfurt am Main is receiving funding from the German Research Foundation (DFG) for the expansion of specialized information services (FID) in African studies and performing arts. The exhibition "Bilder werfen" (Throwing Images) at the Schopenhauer Studio of the University Library Frankfurt explores the history of student film culture at Goethe University. In Coburg, the State Library has received a significant donation of five previously unknown letters from and to the writer Jean Paul. The special exhibition "Mit fremder Feder - Der gefälschte Schiller" (With a Foreign Pen - The Fake Schiller) at the Goethe and Schiller Archive in Weimar has been extended until March 17, 2024, due to its popularity. New psychoactive substances (NPS) are a heterogeneous group of synthetic intoxicating substances. What they have in common is their "new" appearance as a narcotic drug. Many of them imitate known drugs; some of them are derivatives of substances developed as drugs many years ago. Changed or completely newly developed chemical structures often give the NPS a massively increased effect. This includes not only the effects desired by the consumer, but also the undesirable effects with sometimes fatal consequences. The use of NPS has been an increasing phenomenon for years. In 2018, 2.6% of German adults had already had experience with NPS. NPS-intoxicated persons represent a challenge for the treating physicians not only because of the heterogeneity of the substances, but also because of the unpredictable effects for the users. The clinical assessment is often made more difficult due to the presence of a mixed intoxication. Only systemic toxicological analysis—generally not readily available—provides safety, as conventional rapid or bedside tests do not record many substances. There is no global definition of NPS. A practical, clinical classification differentiates into four groups: synthetic stimulants, synthetic cannabinoids, synthetic hallucinogens, and synthetic sedatives. [ABSTRACT FROM AUTHOR]

The poster presents the digi-ebf project as an example of how research data can be made transparently available for reviews and research syntheses. It emphasizes the importance of documenting literature searches and search strategies for the quality and success of reviews. Standardized methods for documentation are presented, such as the PRISMA-S statement and protocols from the Cochrane Collaboration and the Campbell Collaboration. RefHunter now also offers a research protocol for systematic literature searches. The digi-ebf meta-project shows how research data can be provided in educational research, but there is still a need for a comprehensive solution for registering reviews in educational research. Google Knowledge Panels are information boxes in Google that display summarized information regarding a made search request in the search results, using information from the Google Knowledge Graph. This feature is usually displayed for questions or searches for entities and is intended to allow users to find relevant information more easily and quickly. What are the different types of Google Knowledge Panels? How is this function and its content perceived by users? In this study, the Google Knowledge Panel is evaluated in terms of system quality and content quality from the user's perspective. The Information Service Evaluation (ISE) model was adapted to match the Google Knowledge Panel and serves as a theoretical basis for the development of a survey. Results of the survey with 133 participants show that the users' expectations for an optimal information field within an information retrieval system mostly coincide with the experiences made regarding the Google Knowledge Panel. The Google Knowledge Panel does not meet the expectations of users for the following aspects: credibility, trust, timeliness, and objectivity. Further research is needed to find appropriate reasoning for the experienced differences and to make suitable suggestions to adapt the Google Knowledge Panel to the users' needs. The German National Library in Leipzig will be renovated and rebuilt starting from October 2023. During the construction work, parts of the library will remain accessible, but other areas such as the reading room for humanities and the reading room for natural sciences/technology will not be accessible. A central information center for visitors will be created, and group workspaces will be set up. The construction work is expected to be completed by August 2024. In addition, the winners of the YES! school competition will be announced, where innovative ideas for sustainable supply chains, healthcare, animal welfare, and financial education were presented. The winning teams have developed solutions such as an online platform for the allocation of available container spaces in shipping and an app to check the availability of medications. The ZBW - Leibniz Information Center for Economics has published a study on audio gamification in intelligent virtual assistants. The laboratory experiment with 81 participants shows that pure acoustic gamification positively influences motivation and performance in the use of voice assistants. The results of the study have implications for AI-supported learning and show that audio gamification can enhance motivation and performance, provide feedback and rewards, improve accessibility, and enrich the learning experience. The ZBW - Leibniz Information Center for Economics has launched a consortium called "OLECon Konsort" to promote science-led diamond open access journals in economics. The project is funded by the Federal Ministry of Education and Research (BMBF) and aims to professionalize science-led publishing and improve the dissemination of research results. The concept of science-led diamond open access allows free access to academic journals whose rights belong to scientific publishers and non-commercial publishers. The ZBW aims to establish and sustain this model in the long term. The consortium collaborates with various partners to develop and implement best practices for scholar-led publishing. The Bavarian State Library in Munich presents an exhibition on the library plans of architect Max Dudler. The exhibition includes models, plans, and photographs of his built libraries, as well as personal perspectives from photographers. There are also films that allow virtual walks through various libraries. The exhibition is open from October 20, 2023, to February 4, 2024. Johannes Neuer took over as the director of the German National Library in Leipzig on August 1, 2023. He succeeds Michael Fernau, who had been in office since 2008 and has retired. His main responsibilities include managing the Leipzig branch of the German National Library and overseeing the construction activities for the 5th expansion building in Leipzig. Johannes Neuer is also one of the permanent representatives of the General Director of the German National Library, Frank Scholze. Prior to his work in Leipzig, he was employed at the New York Public Library. A new study by ZBW - Leibniz Information Center for Economics shows that game design elements such as feedback, progress bars, badges, and narratives have a motivating effect in quiz environments. Als Voraussetzung für deren gelungenen Ausbau werden insbesondere zwei Faktoren herausgestellt: eine strategische Ausrichtung, die Effizienz und Veränderungsfähigkeit stärkt, und finanzielle wie ideelle Investitionen in den Personalkörper. Zuletzt werden die wechselnden Rollenkonstellationen wissenschaftlicher Bibliotheken als Konsumenten, Betreiber und Akteure forschungsnaher Dienste in den Blick genommen. This article deals with the not always consistently used term research support and the concept behind it. Two factors are highlighted as prerequisites for its successful expansion in particular: a strategic orientation that particularly strengthens efficiency and adaptability and financial as well as non-financial investments in the human resources. Vorstand und Sekretariat der Deutschen Gesellschaft für Dokumentation (DGD) haben von Anfang an Verantwortung für die Dokumentation und Informationsversorgung im Bereich von Dokumentation und Information übernommen. Die inhaltliche Erschließung als Grundlage eines zentralen Informationsdienstes für den gesamten Bereich des Informationswesens erfolgte in den ersten Dekaden bis 1976 mit der Dezimalklassifikation. Später wurden eine Fachordnung und ein Thesaurus erarbeitet. Referate, Bibliographien und Titellisten waren früh feste Bestandteile der Nachrichten für Dokumentation. Aus der ursprünglichen „Informationsstelle und Bibliothek der Deutschen Gesellschaft für Dokumentation (IBD)" wurde 1971 schließlich das „Dokumentationszentrums für Informationswissenschaft der DGD (ZDOK)" mit einem Dutzend hauptamtlich Beschäftigten. Sein Angebot umfasste Recherchen und Profildienste, Projekt-, Experten- und Institutionendokumentation sowie eine regelmäßige Veranstaltungsübersicht. Es nahm an internationalen Dokumentationsvorhaben sowie am überregionalen Leihverkehr teil, war nationale Sammelstelle für Thesauri und baute ab 1976 die Datenbank INFODATA auf. 1978 übergab die DGD ZDOK an die GID. ZDOK wurde zum Informationszentrum für Informationswissenschaft und -praxis (IZ), das zuletzt an der FH Potsdam angesiedelt war. From the very beginning, the board and management of the DGD (German Society for Documentation) assumed responsibility for documentation and information provision in the field of documentation and information. Content indexing as the basis of a central information service for the entire field of information science was carried out in the first decades until 1976 with the decimal classification. Later, a subject classification and a thesaurus were developed. Abstracts, bibliographies and title lists were early fixed components of the scholarly journal Nachrichten für Dokumentation. In 1971, the early "Information Centre and Library of the German Society for Documentation" finally became the "Documentation Centre for Information Science of the DGD (ZDOK)" with a dozen employees. Its services included research and SDI services, project, expert and institutional documentation. It participated in international documentation projects and in supra-regional loan transactions, was the national collection point for thesauri and produced the INFODATA database from 1976 onwards. In 1978, the DGD handed over ZDOK to the GID. ZDOK became the Information Centre for Information Science and Practice (IZ), which was last located at the University of Applied Sciences Potsdam. Spätestens die zweite pandemiebedingte Lockdownphase 2020/2021 mit ihren je nach Bundesland monatelangen Schließzeiten hat uns gezeigt, dass Öffentliche Bibliotheken – gemeint sind städtische oder kommunale Bibliotheken – dem Freizeit- und Unterhaltungssektor zugeordnet werden und zumindest zeitweise für verzichtbar gelten. Einmal mehr ist uns in dieser Zeit deutlich geworden, dass Öffentliche Bibliotheken eine freiwillige kommunale Leistung sind. Ohne diese Erkenntnis zu sehr gewichten zu wollen, kann man sie zum Anlass nehmen, über die Bedeutung kommunaler Bibliotheken in unserer Gesellschaft und ihren wahrgenommenen Nutzen nachzudenken. Wie ist hier der Stand? Und welche zeitgemäßen Ansätze und Wege gibt es, Vernetzung, Sichtbarkeit und Reichweite der Öffentlichen Bibliotheken in der Stadtgesellschaft zu erhöhen? Es kann sich lohnen, die derzeitigen Strategien zur Gewinnung von Kundinnen und Kunden weiter zu entwickeln und sich für Ansätze zur aktiven Gemeinschaftsförderung zu öffnen. At the latest, the second pandemic-related lockdown phase in 2020/2021 with its closure times lasting months, depending on the federal state, has shown us that public libraries – meaning municipal or communal libraries – are assigned to the leisure and entertainment sector and are considered dispensable, at least temporarily. Once again it has become clear to us that public libraries are a voluntary municipal service. Without wanting to give too much weight to this realisation, we can take it as an opportunity to reflect on the importance of municipal libraries in our society and their perceived benefits. What is the state of play here? And what contemporary approaches and ways are there to increase the networking, visibility and reach of public libraries in urban society? In diesem zweiten Teil geht es um die Auswirkungen auf die Praxis der inhaltlichen Erschließung von Zeitungsartikeln und die damit verbundenen Recherchemöglichkeiten. Dabei werden Probleme bei der Verwendung des Pressethesaurus erörtert. In connection with the relocation of the German Parliament from Bonn to Berlin in 1999, an electronic production, research and archiving system was introduced in the press documentation at the German Bundestag. In a problem-oriented retrospective, the changes associated with this are set in relation to the goals and expectations attached to its introduction. The Scientific Information Service (FID) for Educational Science supports the Open Access Transformation in 2022 and 2023 through the implementation of two e-book packages. The project is funded partially by the DFG but mainly through crowdfunding involving scholarly libraries. Unlike comparable initiatives, the FID acquires customised e-book packages based on selections made directly by the scientific community, spread out over a broader range of publishers. A number of content-related and formal criteria have been defined for the selection process. The sustainability of this transformative model is being explained and reviewed against the background of crowdfunding. An AI application is being developed to classify texts into scientific, popular science, or disinformation categories based on semantic criteria. The application will be provided free of charge through the ZB MED search portal LIVIVO and will offer information on good scientific practice. The consortium behind twillo will receive additional funding of 2.7 million euros due to the successful progress of the project. TIB supports the open design of digital teaching and open access to information. The Bavarian State Library has signed a cooperation agreement with the National Library of Kosovo to strengthen collaboration in various library fields of action. Prof. Dr. med. Dr. h.c. mult. Gerd Plewig and his wife Dr. med. Helga Lincke-Plewig have donated their collection of over 3,000 medical history works to the Bavarian State Library. The collection "Bibliotheca Historica Dermatologiae" includes significant and rare medical prints from the past five centuries, including valuable editions of the works of Andreas Vesalius. The collection complements the existing medical and pharmaceutical historical prints of the Bavarian State Library. In addition, the library has acquired the entire photographic work of Munich photographer Isolde Ohlbaum, which includes portraits of renowned authors and artists. Die damit einhergehenden lizenz- und presserechtlichen Veränderungen haben Auswirkungen auf die Bestandsbildung. The strong increase in scientific publications on SARS-CoV-2 infections and their long-term consequences requires efficient access to the literature. In a joint cooperation between ZB MED, Robert Koch Institute and the specialized information service for Pharmacy (PubPharm), search services were extended by suitable functionalities for an efficient search. In this project, the Narrative Service (PubPharm) was therefore extended by the so-called COVID-19 Overviews and Long COVID Overviews, which provide a structured overview of current research. For the semantic search engine preVIEW (ZB MED), a Long COVID filter was developed cooperatively, which allows a targeted search for preprints relevant to Long COVID. The resulting services are now freely available and in the public domain. In this article, the central challenges of monitoring literature on Long COVID are presented and it is described to what extent the newly developed functionalities support this monitoring. The German Book and Writing Museum of the German National Library has published a publication titled "Deep Drilling. A Different Provenance History". The book tells the story of the museum from the perspective of the origin of its collections and sheds light on cultural heritage. It raises questions about the historical and social development of the collections as well as the intentions behind donations and endowments. The publication also includes a media history from the beginnings of writing to the digital age. In addition to the publication, there is a virtual exhibition and a film series on provenance stories. With its new location on Schlüterstraße, the ZBW is opening a hub that brings together visitors, library users, and guests from around the world virtually and in person. The city of Hamburg is providing an area of around 52,000 square meters, of which the ZBW will use about a quarter. The property in neo-Gothic style, which was the largest telecommunications office in the world, will be completely renovated and converted. The move is planned for early 2026. Prof. Dr. Klaus Tochtermann, Director of the ZBW, was the only representative of a scientific library to be admitted to the Scientific Senate of the National Research Data Infrastructure (NFDI). The NFDI is intended to systematically develop and network data collections from science and research. The Martineum Halberstadt Gymnasium from Saxony-Anhalt won the international final of the YES! - Young Economic Summit. They presented an app that makes company data tracking visible. The Bavarian State Library has acquired the archive of photographer Nikolai Molodovsky, which includes around 69,000 photographs. Molodovsky documented rural everyday life in post-war Bavaria with his camera. The Bavarian State Library is expanding its image archive and securing rare snapshots of Bavarian post-war history. The analogue photo archive consists of black and white negatives, color slides, and high-quality prints. The Bavarian State Library will permanently preserve and make Molodovsky's life's work accessible. The Bavarian State Library has published its three millionth digitization, a Ukrainian poetry booklet by Olena Teliha. The author was murdered by the German occupiers during World War II. The digitization of the collections of the Bavarian State Library is carried out with external service providers and the digital copies are offered almost exclusively in open access for worldwide use. The Klassik Stiftung Weimar has restituted 13 books from the former ownership of Julius Wahle, a Jewish literary scholar, to his heirs. Two books were returned and the rest were handed over to the Klassik Stiftung. The article describes the introduction of security management (SiMa II) in the probation assistance in Frankfurt. Modification proposals for improving cooperation with clients are presented. The text describes security management II in the Social Services of Justice in Frankfurt am Main. Various criminogenic factors that promote crime are mentioned. Collaboration with network partners, conducting home visits, and reporting to the court are also part of security management II. It is emphasized that the work in security management II has contributed to reducing the number of violent relapses.
