- Abstract
The five papers in this collection examine the existing trends in the use of microcomputers in educational planning and management. In the first paper, "Reflexions sur l'Ordre du Jour" (French), Michel Saint-Germain addresses contextual factors surrounding the use of computers, priorities that must be accounted for before developing new software applications, and issues related to joint cooperation. In the second paper, "Computer (Software) Applications to Educational Planning and Management," Brent Edward Wholeben discusses trends in planning and management, priorities for software design and development, and cooperation between universities and specialized research centers. The education policy for international computing survey (in English and Spanish) is included. In the third paper, "Computer-based Educational Planning and Management in Africa: Current Trends," Boubacar Camara focuses on the growth of statistical applications and statistical databases, the design of information systems, and training workshops in computer literacy. In the fourth paper, "Software Application to Educational Planning: Notes on the Agenda," Habib Khan focuses on software applications to educational planning and the design and implementation of Education Management Information Systems. In the fifth paper, "Software Priorities for Educational Planning," Luis Valadares Tavares outlines the process of educational planning and notes the facets of that process that may be supported by appropriate software. The five papers in this collection on art and music environments in developing countries were presented at the 1984 IFLA general conference. (1) In "Developing an Art for Life's Sake," Gavin Jantjes, a black South African artist currently living and working in the United Kingdom, offers personal viewpoints on issues relating to the art of the Third World and African contemporary art in particular. (2) In "The Designer in a Developing Country and the Information He Needs," H. Kumar Vyas (India) describes the stages which an artist goes through in transforming ideas into actual design concepts, and specifically addresses the lack of available information about a Third World country's own cultural heritage and steps that have been taken at the National Institute of Design to help students systematically design methods of collecting information. (A detailed checklist entitled "Designer's Method for Documenting Traditional Craft Environment" is included.) (3) In "Vision et Recherche des Formes: Une Contribution Informelle a la Discussion" (Vision and the Search for Form: An Informal Contribution to the Discussion), Arnold Pacey discusses the social and esthetic aspects of design and situations which arise in developing countries when the traditional design does not lend itself to technological innovations. (4) In "L'Esthetique des Arts du Quotidien: Images de l'Afrique Noire et des Caraibes" (Esthetiques of Art for Daily Life: Images from Black Africa and the Caribbean), John Magnus (United Kingdom) focuses on the cultural links between countries on the two sides of the Atlantic Ocean as they are reflected in popular art forms. (5) In "Problems in Collection and Preservation of Music Data in Kenya and Suggested Solutions to the Problems," W. A. Omondi (Nairobi) discusses the present state of documentation in Kenya; the need to document traditional music and dance; the operations of the government's proposed Central Research Committee; and the development, dissemination, and propagation of traditional music and dance. The article focuses on the role of id papers in the lives of African refugees on their way to and in Israel. In the article, I discuss the way in which documents both encapsulate the past and relations and therefore enable one's future, as much as they monitor and control the everyday lives of displaced persons. I therefore wish to examine the complex relationships between persons, documents and institutions, and the way power is manifested through them. In the article I thus show how refugees are not only helpless, but to an extent also ones who can together with others shape and change the face of their present and future.

(1) In "Big Cities, Its Inhabitants and Public Libraries Systems," May Brooking Negrao examines Sao Paulo's public library service to its inhabitants in terms of labor and education factors. (2) In "Collection Development in Public Libraries in Developing Countries," Karen Jesson attributes collection development problems in Zimbabwe and other developing nations to the shortage of foreign currency, import taxation on books, the government attitude toward indigenous publishing, proportions of local and imported material in libraries, and library promotion of indigenous literature. (3) In "Literacy Campaigns in West Africa," Kosi A. Kedem focuses primarily on campaign efforts in Ghana and Nigeria, the agencies involved in the campaigns, and the role of public libraries. (4) In "Bibliotheques a deux portes ou la Bibliotheque scolaire et ses relations avec la Bibliotheque publique (Libraries with Two Doors or the Academic Library and Its Relationship with the Public Library)," Remi Sagna argues that the public library and academic library complement each other in developing nations, and that the two together provide a tool for promoting education and reading in the traditionally oral societies of Africa, especially Senegal. (5) In "Literacy Campaigns in Asia and Thailand," Karmmanee Suckcharoen examines literacy campaigns in the Republic of China, Pakistan, the Philippines, and Thailand. Ce qui nous est parvenu des écrits glyphiques réalisés sur support souple par les Mayas ne comprend que quelques manuscrits, peints à l’encre noire et couleurs sur du papier mésoaméricain. Ces manuscrits sont constitués chacun d’une longue bande de papier, obtenue en assemblant de nombreux feuillets – hauts d’une vingtaine de centimètres et larges d’une dizaine environ – l’un à côté de l’autre. L’ensemble était plié d’un côté puis de l’autre, comme un paravent. La fragilité de leur support face au climat de la zone maya, mais aussi les destructions d’origine anthropique ont eu pour conséquence que la grande majorité d’entre eux a disparu. N’en ont réchappé que trois, peut‑être quatre. Les trois dont l’entière authenticité est admise à l’unanimité sont conservés dans l’Union européenne et sont appelés le Codex de Dresde, le Codex de Paris et le Codex de Madrid. Si l’ensemble de ces exceptionnels documents s’est essentiellement réduit à cela, ce type de sources a probablement constitué à l’origine le principal genre d’écrits mayas. Les rares exemples à nous en être parvenus sont par ailleurs très tardifs, datant de l’époque postclassique récente voire des débuts de l’époque coloniale. En ce qui concerne leur contenu, ces codex qui nous sont parvenus sont du même genre. Il s’agit en effet de recueils d’almanachs divinatoires, à contenu astrologique et/ou prophétique, laissant à penser que ces manuscrits étaient essentiellement des sortes de manuels pour devins. Le type d’almanach qui y est le plus fréquent est celui qui, sous de multiples formes, se réfère aux cycles de 260 jours du tzolkin ou « compte des jours ». Mais on y trouve également d’autres types plus ou moins complexes, où le lien avec l’astronomie est éventuellement plus manifeste, tel que dans l’« almanach vénusien » du Codex de Dresde. Surviving glyphic texts produced by Mayas on a soft medium only include a few manuscripts, which were painted in black ink and colors on Mesoamerican paper. Each of these manuscripts was made with a long band of paper, resulting from the side to side assemblage of numerous folios (each page is around twenty centimeters high and ten centimeters wide). The whole was then folded on one side and then on the other, like a screen. The fragility of this kind of paper due to the Mayan climate -high heat and humidity- and also to anthropic destructions, contributed to the fact that many of them simply disappeared. Only three of them, perhaps four, have survived. The three that most scholars truly believe to be authentic remain in the European Union, and they are called the Dresden Codex, the Paris Codex and the Madrid Codex. If all these exceptional documents have been reduced to such a small sample, these kinds of sources were probably the main kind of original Maya glyphic writings. The few examples that survived so well are very late, dating back to the late post‑classic period or even the beginning of colonial times. When looking at their content, these codices all belong to the same category. That is, they are indeed divinatory almanacs, with astrological and/or prophetic content, which leads us to believe that these manuscripts were above all handbooks for soothsayers. The most common type of almanac they contain is the one which, under multiples aspects, refers to the 260‑day cycles of the tzolkin or « count of the days ». However, we can also find other more or less elaborate types, where astronomy can be more visible, such as in the so‑called "Venusian almanac" of the Dresden Codex. Lo que subsistió de escritos glíficos realizados en soporte blando por los mayas sólo contiene algunos manuscritos, pintados con tinta negra y colores sobre papel mesoamericano. Esos manuscritos están constituidos cada uno por una larga cinta de papel, que se consiguió juntando numerosos pliegos de una veintena de centimetros de alto y una decena de ancho, uno al lado del otro. Se doblaba el conjunto de un lado y otro, a la manera de un biombo. La fragilidad de su soporte frente al clima de la zona maya y también las destrucciones de origen antrópico tuvieron como consecuencia que la gran mayoría de ellos ha desaparecido. Solamente tres, o quizás cuatro, han sobrevivido. Los tres cuya entera autenticidad se admite por unanimidad están conservados en la Union Europea. Se llaman el Códice de Dresde, el Códice de Paris y el Códice de Madrid. L’histoire de la monnaie en Asie orientale est intimement liée à celle de la Chine. En effet, le modèle monétaire chinois a inspiré ceux des voisins immédiats. Dès le viie siècle avant notre ère, sont utilisés en Chine divers signes monétaires manufacturés en bronze dont la valeur d’échange excède la valeur métallique. La Chine invente donc très tôt le principe d’une monnaie fiduciaire faite pour circuler et non pour être thésaurisée. Du premier au dernier empereur, la monnaie garde le même aspect, à savoir une pièce ronde trouée en son centre. Cette monnaie, appelée sapèque en français, se répand grâce au commerce dans toute l’Asie orientale. Le Japon, puis le Vietnam et enfin la Corée l’imitent pour produire leur propre monnayage. East Asian monetary history is closely linked to that of China. The Chinese monetary system was used as a model by neighbouring countries. Starting from the 7th century before the Common Era, China used various coinages made out of bronze. Because their exchange value exceeded the metallic value, this was an early invention of a fiduciary coinage made for circulation and not for hoarding. From the first to the last emperor, Chinese coins shared the same shape. They are round coins with a hole in the centre. These cash coins circulated among traders throughout East Asia. First Japan, then Vietnam and finally Korea imitated them to produce their own coinage. 中国的货币形制启发了周围邻国。中国很早就创造了用于流通而不是储藏的法定货币。从公元前七世纪起,中国就拥有了青铜制的布币及刀币。这些货币的交换价值超过其金属价值。中国因此很早就创造了货币用于流通而不是储藏的原则。从秦始皇帝开始一直到清朝末代皇帝溥仪,中国钱一直是圆形中部为方孔的。这种钱币英文叫 cash coin, 法文叫 sapèque。宋朝时中国钱币通过贸易传遍全东亚。从日本到越南、韩国都相继模仿中国钱币而铸成了自己的货币。

This overview of the activities of the Section for Africa begins by tracing the growth of the section in 1982 and 1983 to 100 African members and 22 members from other continents. Participation by the section in International Federation of Library Associations (IFLA) preconference seminars is briefly discussed, and it is noted that the section would like more involvement in preseminar planning. Five projects conducted under the auspices of the section are also briefly described: (1) a preliminary study of libraries and information systems in southern Africa; (2) a study of family libraries in Zimbabwe which includes plans to create children's books in their native languages; (3) the development of public reading in Senegal for illiterate persons; (4) libraries for blind children in Sierra Leone; and (5) a study of the feasibility of producing educational materials for children and adults. A discussion of meetings notes that all of these projects have their beginnings at various regional meetings, and proposes that the Board of Directors of the Section on Africa hold regular meetings every two years. Other activities mentioned include the establishment of a clearinghouse at Dakar (Senegal) for IFLA publications and the publication of a journal for the Section on Africa. (BBM)

29. The racial biopolitics of humanitarianism in Africa: examining European resilience-building in the Sahel and lake Chad Basin

This paper examines humanitarianism in the “Global South” through engaging with resilience projects in the Sahel and Lake Chad Basin (LCB) in Africa. It addresses how recent humanitarianism has moved away from top-down interventions which sought to either intervene to save those that have been rendered as “bare life” (Agamben, 1998: 4) by their own governments or improve the state’s —especially “fragile” and “failing” ones— capacity to govern, towards society-based projects which seek to produce resilient subjects. While previous accounts of security and development emphasized why fragile states and authoritarian regimes could constitute a threat to their people and the international system, society, or community, where justifications for interventions were based on their flouting of specific international norms and conventions. In contrast, recent humanitarianism has become less targeted at regime change as was evident with the reluctance that followed the unproductive cases in Afghanistan, Iraq, and Libya where assumptions that regime change, or democracy promotion could achieve or promote the ends of liberal governance. Moving away from these statist focus, post-intervention has moved towards strengthening the capacities of communities to withstand shocks, adapt and self-transform their own the broader social milieu. My contention is that the move towards resilience is not only an acknowledgement of the cognitive imperfections of the liberal subject but more importantly (Chandler, 2013b), it raises questions about historical claims concerning “liberal” and “illiberal” subjecthood. These imperfections have historically been reserved for non-whites and non-Europeans since the Enlightenment, i.e., issues related to (ir-)rationality and (un-)reason; the homo economicus is a myth after all (Thaler and Sunstein, 2009; Chandler, 2013a). By moving away from humanitarian activities that require intervention to post-intervention, which involves claims about the subject’s internal capacity to “self-govern” (Chandler, 2012; Chandler, 2013a), migration, development and security have become closely intertwined with some suggesting a migration-development-security nexus where humanitarian aid serves the purpose of accomplishing global governance of complexity (Stern and Öjendal, 2010; Truong and Gasper, 2011; Deridder et al., 2020). While useful, this paper problematizes this understanding of resilience which concerns itself with the biopolitics of enhancing life’s capacity to self-govern by unpacking the various ways in which “resilience processes are marked by inequities and by the consequences of a history of the coloniality of power, oppression, and privilege” (Atallah et al., 2021: 9), especially in the Global South. In particular, the move towards resilience has entailed further incursions into people’s lives such that various rationalities and techniques of governmentality target the population which may raise further questions when these populations are those of other countries or within regions that have a history of colonisation and subjugation. By reconceptualising biopolitics as racial biopolitics and by decentring the state and instead looking at assemblages, i.e., a multiplicity of actors and rationalities and technologies, and practices which function as totalities and produce passive or active agents with or without capacity for resistance, Deleuze and Guattari’s concept of agencement which is translated to English as “Assemblages”, is useful to capture the rationalities and techniques of resilience projects in the Sahel and LCB. I reconceptualise this powerful concept as “racialised assemblages,” made up of a set of “racial components” that produce “racialised ensembles,” i.e., a multiplicity of actors, rationalities, and technologies which attempt to interpellate subjects within these spheres of influence. This paper shows how resilience-building projects by Western state and non-state actors such as the United Kingdom, France and the EU and other humanitarian actors such as the International Organization for Migration (IOM) within the Sahel and the LCB are both exclusionary and raced and how these attempts seek to exploit the historical infantilization of the non-white subject or subjectivity within these regions. Engaging with humanitarian activities in the Sahel and LCB, the paper argues that through racialised and exclusionary racial biopolitics which function through racialised assemblages, European humanitarian aid and assistance through upstreaming border control management such as biometrics, exploit and sustain colonialities that seek achieve European outcomes abroad. While projects such as migration and border control in the Niger-Nigeria border through biometric management and development projects that seek to address the “root causes” of insecurity, underdevelopment and forced displacement are promoted as humanitarian issues and are facilitated through development aid, such racialised discourses and practices are a continuation of racist historical depictions associated with whiteness and non-whiteness which made assumptions about humans, the environment, and the relationship between the two. For those who emerged in European discourse as lacking the capacity to transform their environment, access to full personhood was either denied or delayed which could be found in recent attempts to interpellate persons and communities in the Sahel and LCB as “vulnerable” and “poor”, and states as “fragile” or “failing” to highlight their deficient resilience and how this could impact on other developed populations or countries who have achieved better resilience. For example, attempts to regularize various forms of desirable movements and criminalise others within the Sahel and LCB could be viewed as attempts to control those viewed as potentially risky to European security interests. For example, border policing and management posts in Konni-Illela and Eroufa in the Tahoua Region of Niger which both seek to manage and control movement across the Niger-Nigeria border are promoted as enhancing Niger’s own border management policy while it was set up through collaborative humanitarian efforts of various actors and was funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State (IOM, 2023). This paper shows how these all constitute racialised biopolitical assemblages which attempt to govern complexity within the African context which is a continuation of various historical colonialities where their inherent infantilizing tendencies assume the incapacity of full self-governance, and self-transformation; they perpetuate colonialities which within the Sahel, may stifle other possibilities of non-Western resilience such as those associated with human relationality where the definitions of the human and the environment may be different and their relationship may be more complex. It becomes necessary to problematize the various resilience projects, including those that have explicit humanitarian dimensions such as “assistance” and “aid” by asking critical questions about what they do which could expose the ways in which those that experience them may resist these attempts. Further research should investigate the l ways in which individuals and communities in the Sahel interact with these resilience projects and how various so-called African partners —state and non-state— who play integral roles in facilitating and implementing them become positioned and how they position themselves. Such research could adopt focus groups, in-depth interviews, or ethnographic methods to capture ways in which resilience projects are engaged with, modified, or even resisted by those who emerge as targets of European post-interventionist racial biopolitics.

This special issue of the "Courrier," a journal for professionals concerned with issues related to the physical and psychological development of children, provides (1) an overview of 25 years of internationally coordinated research, (2) a selection of papers published by the research teams, and (3) a description of the teams and their present status. The origin and international expansion of the program for longitudinal studies is described in the first article. The subsequent 15 articles cover a wide range of topics. Studies concerned with physical development focus on the skeletal maturation of the hand and wrist; growth in the density of normal infants' subcutaneous cellular tissue; age of onset of menarche and associated factors among Parisian girls; clinical transformations of puberty in young girls; international comparisons of infants' physical growth; development and maturation of young children in Dakar; Gessell tests on African children; parent-child correlations for body measurements of children between the ages of 1 month and 7 years; the somatic development of urban, Swedish children; and analysis of the adolescent growth spurt using smoothing spline functions. The one study focused solely on psychological development discusses intellectual development from birth to 18 years of age. Studies covering both psychological and physiological development examine bowel and bladder control during the day and at night in the first 6 years of life; trends in the development of abilities related to somatic growth; individual differences as seen in developmental and intelligence quotient curves from 6 months to 17 years; and a comparison of infant development in five western countries. Context and background Multidimensional Poverty (MP) considers poverty in multiple dimensions of deprivations such as health, education, energy, the standard of living and access to basic services. MP remains a major challenge in Africa, with a large proportion of the population living in MP. According to United Nations Development Programme (UNDP), Africa has shown the highest Multidimensional Poverty Index (MPI) having over 40% of its population living in MP. Methodology: Based on the reviews of past studies, the combination of satellite data such as nighttime light, daytime satellite imagery and high-resolution settlement data in combination with techniques such as field surveys, statistical correlation models (transfer learning) and AI (deep learning) has been applied in mapping MP. Results: The findings from studies show that the combination of satellite data and AI has the capability of providing more accurate and granular MP maps, compared to the traditional approach. Again, this paper explains the concept of MP with a specific focus on Africa and presents a map depicting the current MPI in African countries. Finally, pitfalls especially in the accuracy, granularity and frequency of MP data were identified. Consequently, the satellite and AI approaches are recommended for more accurate, frequent, cost-effective and granular data, required in mapping poverty and design of interventions that effectively address the needs of the vulnerable populations in Africa.

Après avoir passé en revue les diverses approches qui proposent des interprétations de la situation des chefs traditionnels en Afrique, cet article examine le cas des chefs dans la Zambie du centre-ouest. Il en fait l'historique à partir des années 1850, décrit la base de leur pouvoir et la marge de manouvre qui est la leur. De nos jours et dans cette situation locale spécifique, la base du pouvoir est en voie de déclin et les chefs s'efforcent de trouver de nouvelles stratégies pour se maintenir. Ils sont toujours davantage livrés aux mains de nouveaux acteurs sur la scène locale, contre lesquels ils se retrouvent plus ou moins sans défense. L'exemple traité ici, est celui d'une association ethnique volontaire, l'association culturelle Kazanga, fondée et contrôlée par certains de leurs sujets urbanisés qui ont réussi, et appartiennent à leur entourage immédiat. Cette organisation non gouvernementale s'est révélée capable d'établir un pont entre les politiques indigènes et l' État, selon un processus graduel d'ethnicisation. Cependant, la renaissance du statut de chef tourne court et conduit, non au maintien du pouvoir du chef, mais à une folklorisation qui le prive de tout impact, sinon à son annihilation pure et simple. Il en résulte que la tension monte entre les chefs et l'association ethnique en question. Africa is facing an urgent need to increase food production to meet increasing demands. Targeted investments in integrated agriculture and, water management systems are required to meet this challenge. However, there is a lack of comprehensive information on the potential applications of climate-smart agriculture (CSA). This paper reviews current crop modeling technologies and their applications within the scope of climate change and the CSA framework in Africa. It evaluates current research trends in various crop simulation models and suggest advanced approaches to improve crop and environmental assessment, crop management, and decision-making. A total of 140 relevant papers were considered. Results showed that 84% of studies used process-based models, with Maize being the most studied crop. Additionally, DSSAT crop models and analysis of variance models have the highest contribution of physical and empirical crop modeling studies respectively. Over 72% of studies have contributed to adaptation strategies and reducing yield gaps, while only 8% of studies have been conducted on climate change mitigation and their trade-offs with adaptation using crop models under CSA. To ensure food security through sustainable agricultural practices in Africa, there is crucial to implement CSA models with a focus on the climate change mitigation component.

The Kenyan philosopher John Mbiti highlights an original concept of time through his works: Religions et philosophie africaines (1969) and L'Eschatologie du Nouveau Testament en contexte africain : une étude de la rencontre de la théologie du Nouveau Testament et des concepts traditionnels africains (1971). Indeed, he uses the concepts of Western philosophy to share with us the African apprehension of time. This paper assumes that the future is in the past in African societies. So it is for us to help in the understanding of this statement and see to what extent the thought of Mbiti can evolve work on philosophy and particularly African philosophy. In this perspective, our paper will be structured in four parts: the specificities of the African, the analysis of the three time dimensions, the criticism vis-à-vis the Mbiti's study and attempts of improvement and reformulation thought the Kenyan philosopher. Social harmony is an imperative for the development of society. Without social harmony there is bound to be conflicts, violence, and social turmoil that impede the wellbeing of society. A key factor that can promote social harmony is when people live out the meaning of their names. This is what Confucius called Zhengming (“rectification of names”). For him the rectification of names implies every citizen living out the full import and meaning of their names and roles. Without rectification of names society will continue to be bedeviled by disharmony. Like many other societies the African continent is bedeviled with social disharmonies caused by poor leadership, bad governance, corruption and embezzlement of public funds, kidnapping and hostage taking, youth restiveness, illegal migration, environmental degradation, etc. It is difficult for there to be social harmony when citizens are experiencing social deprivations. The paper will use critical analytic and hermeneutic methods to examine the doctrine of rectification of names as proposed by Confucius. The paper will also apply this doctrine to the situation of social disharmony in Africa. The paper finds and concludes that there is need to use the ideas of Zhengming to mitigate social disharmonies in Africa.

Abstract The current paper is an ethnographic study of an international cooperation project between an international organisation for the fight against the HIV/AIDS epidemic and the organisation LAMBDA, the largest LGBT NGO in Mozambique. The objectives of this paper are, firstly, to demonstrate how due to the international flow of financial resources attached to certain concepts and agendas, these projects end up somehow institutionalising a homosexuality project in Mozambique, in addition to reviving potentially neo-colonial practices. It also seeks to demonstrate how external bureaucratic practices can clash with local cultural practices, in what has been called ‘NGOisation.’

After the end of the Second World War, ideas of empire survived Italy’s imperial wartime defeat and formulated an allegedly new version of the nation-state: one that was democratic, “progressive”, and (post)imperial. This paper explores the role of Italian colonial settlers in fostering ideas of empire when the empire was already formally gone. Repatriated during and after the war and grouped into loose associations, colonial settlers were at the forefront of this “new” (post)imperial re-imagining. The paper looks at media contributions and petitions written by representatives of settlers’ communities and argues that past ideas of empire, especially the ones that drew upon the question of labour, served as a basis for the reformulation and promotion of a (post)imperial and democratic Italian nation-state, that is an image of a nation that still considered the former colonies as an alleged integral part of (post)imperial Italy.

Coined at Paris during the 1930s, la Negritude has progressively broke away from the contingency of both its origin and pioneers becoming the leitmotiv of several generations of writers native of Africa and Caribbee who borrowed it although they reappraised it. La Negritude has then travelled within time and space outlining a transnational trajectory that this research aims at restoring. Through that circulatory prism drawing its inspiration from social history of political ideas and travelling theory, this paper presents the original understanding of la Negritude and its diasporic nature due to its both dispersion within the francophone space and problematical transfer into Anglophone area. The paper reports next institutional initiatives that were central to the transnational making of la Negritude.

In Maryse Condé’s satirical autobiography, What is Africa to Me?, she recollects and re-evaluates her decade-long stay in four West African countries. The book also affords readers the chance to follow her trajectory from a racially Othered adolescent female to an ardent follower of Negritude, especially Aimé Césaire’s brand, which she associates with her personal re-creation and the uplift of the whole of the Black race. Anchored in postcolonial and feminist perspectives on Othering, this paper examines the role that commodification, Negritude, and disillusionment play in the narrative. In this counter-discourse, pervasive Othering is perceptible in patriarchy, one-party governments, and the chasm between West Africans and diasporan Africans. It is argued that the writer’s ultimate disavowal of Africa is principally a function of her objectification by the post-independence elite. The paper concludes that, far from being blameless, Maryse Condé herself contributes to the Othering of her husband, Mamadou Condé, and of Africa.

Migration at international level is a global phenomenon. In recent years the world experienced the highest number of people who migrated abroad. For example, in 2020 approximately 3.6% of global population were international migrants. This was the highest proportion of the global population registered in the last thirty years. The paper analyses some general aspects of international migration. There are detailed migration patterns in various regions such as America, Europe, the Asia-Pacific region, and Africa. Based on the data provided can be drawn some policy implications. Countries of destination should apply policies in order to facilitate the integration of migrants and should provide labour market regulations.
