The U.S. Constitution is profoundly undemocratic, as generations of abolitionists, socialists, labor activists, and Black radicals have loudly proclaimed. Just as it did a hundred years ago, the document creates an infrastructure for minority rule—a specific and very American brand of white authoritarianism. This is because the Constitution organizes representation around states rather than the principle of one person, one vote. And it fragments and undermines popular authority through endless veto points. The consequences today are numerous: presidents elected who lose the popular vote; a Senate that gives vastly more power to voters in Wyoming than in California; an impassible route for constitutional amendments; a tiny, lifetime-appointed Supreme Court that repudiates popular policies, including the right to abortion, and elevates the president above the law—abetting a culture of impunity. The deficiency in data collection and reporting has led to the emergence of uncertainty in the data in the pandemic process. These matters cause that traditional statistical and mathematical models have been functionless and unreliable in this issue. In this respect, this study presents an ensemble prediction model with innovative and contemporary properties to model COVID-19 cases in the UK and USA inclusively throughout the whole pandemic process. The proposed ensemble prediction model is composed of an assembly of Type-1 fuzzy regression functions with elastic net regularization (E-T1FRF) and radial basis function neural networks (RBFNNs). Thus, the proposed ensemble model can successfully model the uncertainty in the data with the fuzzy modelling perspective of T1FRF and also thoroughly adapt to the patterns in the data thanks to the flexible modelling ability of RBFNN based on data. With the proposed ensemble prediction model, the cases in the entire pandemic process from the beginning of March 2020 to the end of June 2022 were modelled and predicted for 23 different periods in one-month prediction steps. The proposed model produced predictions with MAPE values below 3% in all but periods except for three periods. Also, the average MAPE values for all periods were obtained at around 2% for the UK and only 1.5% for the US. These results, at a reasonable level of error, demonstrated the practicality of the usage of the proposed community model for other countries and provided valuable information for future action. In the aftermath of racial justice protests, the country has witnessed a wave of conservative anti-"critical race theory" (CRT) legislation. This essay argues that such legislation is best understood as the latest iteration of a long-standing reactionary political practice. This practice goes back a century to World War I and the 1920s. Then, as now, it was marked by two critical elements: an argument about national identity and a focus on public schools. In the early twentieth century, conservatives began systematically fusing ethno-racial claims about Anglo-European cultural distinctiveness with a self-consciously universal language of the United States as a uniquely free and equal society. They further contended that public schools were failing to adequately teach children in the nation's true values and called for a series of school measures with uncanny resemblances to the present. In exploring this pre-history of today's attacks on public schools, the essay teases out why arguments akin to anti-"CRT" claims initially emerged and recur whenever there have been major flashpoints around cultural and national identity. It also highlights a seemingly paradoxical phenomenon: In the United States, the most prominent defenses of racial hierarchy and attacks on racial reform often speak in a "civic" and ostensibly universal register rather than in an "ethnic" nationalist one. This fact requires Americans to confront the embedded drawbacks of longstanding and taken-for-granted narratives of national purpose, narratives commonly invoked across the political spectrum. The author reflects on the problem on segregation occurring throughout the U.S. The author argues that racial separation remains a feature of collective life in cities and rural areas in blue and red states in the country. Topics discussed include the case of Georgia's Congressman Tom Watson who organize white and African American farmers into the Populist Party toward the end of the 19th century, and the efforts of Southern politicians to develop a community and solidarity between white and African American people following Reconstruction.

This keynote speech was delivered on January 31, 2020. It argues that dominant narratives of American legal liberalism and global exceptionalism increasingly find themselves under real political and intellectual strain, even among mainstream scholars and practitioners of constitutional law and public international law. The speech then draws from Critical Race Theory (CRT) and Third World Approaches to International Law (TWAIL) to articulate a competing account of the meaning of American power in the twentieth century, grounded in histories of race and empire. It concludes by reflecting on the current challenges to the established American global legal vision and the potential spaces that may now exist for an alternative politics of transnational solidarity.
