Abstract

The Acquired Immune Deficiency Syndrome (AIDS) epidemic in Africa is attacking the foundations of democracy, destroying working forces and consuming vast resources. The hopes for democracy in Africa depend on three major factors viz progress, self-sufficiency and functioning of procedures.
