Glaciers distinct from the Greenland and Antarctic ice sheets are shrinking rapidly, altering regional hydrology.sup.1, raising global sea level.sup.2 and elevating natural hazards.sup.3. Yet, owing to the scarcity of constrained mass loss observations, glacier evolution during the satellite era is known only partially, as a geographic and temporal patchwork.sup.4,5. Here we reveal the accelerated, albeit contrasting, patterns of glacier mass loss during the early twenty-first century. Using largely untapped satellite archives, we chart surface elevation changes at a high spatiotemporal resolution over all of Earth's glaciers. We extensively validate our estimates against independent, high-precision measurements and present a globally complete and consistent estimate of glacier mass change. We show that during 2000-2019, glaciers lost a mass of 267 [plus or minus] 16 gigatonnes per year, equivalent to 21 [plus or minus] 3 per cent of the observed sea-level rise.sup.6. We identify a mass loss acceleration of 48 [plus or minus] 16 gigatonnes per year per decade, explaining 6 to 19 per cent of the observed acceleration of sea-level rise. Particularly, thinning rates of glaciers outside ice sheet peripheries doubled over the past two decades. Glaciers currently lose more mass, and at similar or larger acceleration rates, than the Greenland or Antarctic ice sheets taken separately.sup.7-9. By uncovering the patterns of mass change in many regions, we find contrasting glacier fluctuations that agree with the decadal variability in precipitation and temperature. These include a North Atlantic anomaly of decelerated mass loss, a strongly accelerated loss from northwestern American glaciers, and the apparent end of the Karakoram anomaly of mass gain.sup.10. We anticipate our highly resolved estimates to advance the understanding of drivers that govern the distribution of glacier change, and to extend our capabilities of predicting these changes at all scales. Predictions robustly benchmarked against observations are critically needed to design adaptive policies for the local- and regional-scale management of water resources and cryospheric risks, as well as for the global-scale mitigation of sea-level rise. This study provides the first comprehensive reconstruction of the dynamics of Iceberg Glacier, located on western Axel Heiberg Island, and reveals detailed observations of a complete surge for the first time in the Canadian Arctic. Historical aerial photographs, declassified intelligence satellite photographs, optical satellite imagery and synthetic aperture radar data were used to quantify changes in terminus position, ice velocity and glacier thickness since the 1950s. A surge initiated at the terminus in 1981 and terminated in 2003, suggesting a 22-year active phase. High surface velocities, reaching ~2300 m a−1 in 1991, were accompanied by a maximum terminus advance of >7 km and a large transfer of mass down-glacier, causing significant median trunk-wide surface elevation changes attaining >3 ± 1 m a−1. We suggest that the retreat from a pinning point, flotation of the terminus, the removal of sea-ice from the ice front, and an increase in subglacial meltwater availability from relatively high air temperatures in 1981 likely contributed to surge initiation. The ensuing quiescent period has seen a continual decrease in surface flow rates to an average centreline velocity of 11.5 m a−1 in 2020–21, a gradual steepening of the glacier surface and a > 2.5 km terminus retreat. Climate change has had a significant impact on glacier recession, particularly in the Arctic, where glacier meltwater is an important contributor to global sea-level rise. Therefore, it is important to accurately quantify glacier recession within this sensitive region, using multiple observations of glacier extent. In this study, we mapped 480 glaciers in Novaya Zemlya, Russian Arctic, using object-based image analysis applied to multispectral Landsat satellite imagery in Google Earth Engine and quantify the area changes between 1986–89 and 2019–21. The results show that in 1986–89, the total glacierized area was 22 990 ± 301 km2, in 2000–01 the area was 22 525 ± 308 km2 and by 2019–21 the glacier area reduced to 21 670 ± 292 km2, representing a total of 5.8% reduction in glacier area between 1986–89 and 2019–21. Higher glacier area loss was observed on the Barents Sea coast (7.3%) compared to the Kara (4.2%), reflecting previously observed differences in warming trends. The accuracy of the automatically generated outlines of each layer (1986–89, 2000–01 and 2019–21) was evaluated by comparing with manually corrected outlines (reference data) using random sampling, resulting in an overall accuracy estimate of between 96 and 97% compared to the reference data. This automated approach in Google Earth Engine is a promising tool for rapidly mapping glacier change that reduces the amount of time required to generate accurate glacier outlines. Glaciers have been retreating over the last century as a result of climate change, particularly in the Arctic, causing sea levels to rise, affecting coastal communities and potentially changing global weather and climate patterns. In this study, we mapped 2203 glaciers in Novaya Zemlya (Russian Arctic), Penny Ice Cap (Baffin Island), Disko Island (Qeqertarsuaq, Greenland) and part of Kenai (Alaska), using Object-Based Image Analysis (OBIA) applied to multispectral Landsat satellite imagery in Google Earth Engine (GEE) to quantify the glacier area changes over three decades. Between 1985–89 and 2019–21, the results show that the overall glacier area loss in Novaya Zemlya is 1319 ± 419 km² (5.7% of area), 452 ± 227 km2 (6.6%) for Penny Ice Cap, 457 ± 168 km² (23.6%) in Disko Island and 196 ± 84 km2 (25.7%) in Kenai. Globally, mountain glaciers and ice caps are losing dramatic volumes of ice. The resultant sea‐level rise is dominated by contributions from Alaska. Plateau icefields may be especially sensitive to climate change due to the non‐linear controls their topography imparts on their response to climate change. However, Alaskan plateau icefields have been subject to little structural glaciological or regional geomorphological assessment, which makes the controls on their present and former mass balance difficult to ascertain. We inventoried 1050 glaciers and 368 lakes in the Juneau Icefield region for the year 2019. We found that 63 glaciers had disappeared since the 2005 inventory, with a reduction in glacier area of 422 km2 (10.0%). We also present the first structural glaciological and geomorphological map for an entire icefield in Alaska. Glaciological mapping of >20 800 features included crevasses, debris cover, foliation, ogives, medial moraines and, importantly, areas of glacier fragmentation, where glaciers either separated from tributaries via lateral recession (n = 59), or disconnected within areas of former icefalls (n = 281). Geomorphological mapping of >10 200 landforms included glacial moraines, glacial lakes, trimlines, flutes and cirques. These landforms were generated by a temperate icefield during the Little Ice Age (LIA) neoglaciation. These data demonstrate that the present‐day outlet glaciers, which have a similar thermal and ice‐flow regime, have undergone largely continuous recession since the LIA. Importantly, disconnections occurring within glaciers can separate accumulation and ablation zones, increasing rates of glacier mass loss. We show that glacier disconnections are widespread across the icefield and should be critically taken into consideration when icefield vulnerability to climate change is considered. Basal conditions play an essential role in the dynamics of outlet glaciers, but direct observations at the bed of glaciers are challenging to obtain. Instead, inverse methods can be used to infer basal parameters from surface observations. Here, we use a simple ice-flow model as a forward model in an inversion scheme to retrieve the spatio-temporally variable basal stress parameter for Hagen Bræ, North Greenland, from 1990 to 2020. Hagen Bræ is a surge-type glacier with up to an order of magnitude variability of winter velocities near the grounding line. We find that downstream changes in the basal stress parameter can explain most of the variation of flow velocity, and we further identify a region of high resistance ~20–40 km from the grounding line. Glacier surges are periodic episodes of mass redistribution characterized by dramatic increases in ice flow velocity and, sometimes, terminus advance. We use optical satellite imagery to document five previously unexamined surge events of Sít' Kusá (Turner Glacier) in the St. Elias Mountains of Alaska from 1983 to 2013. Surge events had an average recurrence interval of ~5 years, making it the shortest known regular recurrence interval in the world. Surge events appear to initiate in the winter, with speeds reaching up to ~25 m d−1. The surges propagate down-glacier over ~2 years, resulting in maximum thinning of ~100 m in the reservoir zone and comparable thickening at the terminus. Collectively, the rapid recurrence interval, winter initiation and down-glacier propagation suggest Sít' Kusá's surges are driven by periodic changes in subglacial hydrology and glacier sliding. Elevation change observations from the northern tributary show a kinematic disconnect above and below an icefall located 23 km from the terminus. We suggest the kinematic disconnect inhibits drawdown from the accumulation zone above the icefall, which leads to a steady flux of ice into the reservoir zone, and contributes to the glacier's exceptionally short recurrence interval. The Tien Shan and Pamir mountains host over 28,000 glaciers providing essential water resources for increasing water demand in Central Asia. A disequilibrium between glaciers and climate affects meltwater release to Central Asian rivers, challenging the region's water availability. Previous research has neglected temporal variability. We present glacier mass balance estimates based on transient snowline and geodetic surveys with unprecedented spatiotemporal resolution from 1999/00 to 2017/18. Our results reveal spatiotemporal heterogeneity characterized by two mass balance clusters: (a) positive, low variability, and (b) negative, high variability. This translates into variable glacial meltwater release (≈1-16%) of annual river runoff for two watersheds. Our study reveals more complex climate forcingrunoff responses and importance of glacial meltwater variability for the region than suggested previously. Monitoring glaciers is difficult due to their often very remote locations. Satellite remote sensing has emerged as a powerful method but a drawback is their (semi-)decadal resolution for glacier mass change surveys. We present a methodology, combining multiyear elevation change maps with frequent snowline observations to estimate mass changes and variability at annual scale, which allows us identifying so far unrecognized regions of contrasting trends for the Tien Shan and Pamir mountains. These "hot spots" reveal a far more complex climate-glacier interplay than previously known. The additional meltwater released from the retreating glaciers varies considerably and contributes to the river flow for warm dry years by twice as much as for cold wet years. Donjek Glacier has an unusually short and regular surge cycle, with eight surges identified since 1935 from aerial photographs and satellite imagery with a ~12 year repeat interval and ~2 year active phase. Recent surges occurred during a period of long-term negative mass balance and cumulative terminus retreat of 2.5 km since 1874. In contrast to previous work, we find that the constriction where the valley narrows and bedrock lithology changes, 21 km from the terminus, represents the upper limit of surging, with negligible surface speed or elevation change up-glacier from this location. This positions the entire surge-type portion of the glacier in the ablation zone. The constriction geometry does not act as the dynamic balance line, which we consistently find at 8 km from the glacier terminus. During the 2012–2014 surge event, the average lowering rate in the lowest 21 km of the glacier was 9.6 m a−1, while during quiescence it was 1.0 m a−1. Due to reservoir zone refilling, the ablation zone has a positive geodetic balance in years immediately following a surge event. Glacier mass balance has been estimated on individual glacier and regional scales using repeat digital elevation models (DEMs). DEMs often have gaps in coverage ("voids"), the properties of which depend on the nature of the sensor used and the surface being measured. The way that these voids are accounted for has a direct impact on the estimate of geodetic glacier mass balance, though a systematic comparison of different proposed methods has been heretofore lacking. In this study, we determine the impact and sensitivity of void interpolation methods on estimates of volume change. Using two spatially complete, high-resolution DEMs over southeast Alaska, USA, we artificially generate voids in one of the DEMs using correlation values derived from photogrammetric processing of Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) scenes. We then compare 11 different void interpolation methods on a glacier-by-glacier and regional basis. We find that a few methods introduce biases of up to 20 % in the regional results, while other methods give results very close (<1 % difference) to the true, non-voided volume change estimates. By comparing results from a few of the best-performing methods, an estimate of the uncertainty introduced by interpolating voids can be obtained. Finally, by increasing the number of voids, we show that with these best-performing methods, reliable estimates of glacier-wide volume change can be obtained, even with sparse DEM coverage. The Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) system on board the Terra (EOS AM-1) satellite has been a source of stereoscopic images covering the whole globe at 15-m resolution with consistent quality for over 16 years. The potential of these data in terms of geomorphological analysis and change detection in three dimensions is unrivaled and should be exploited more. Due to uncorrected errors in the image geometry due to sensor motion ("jitter"), however, the quality of the DEMs and orthoimages currently available is often insufficient for a number of applications, including surface change detection. We have therefore developed a series of algorithms packaged under the name MicMac ASTER (MMASTER). It is composed of a tool to compute Rational Polynomial Coefficient (RPC) models from the ASTER metadata, a method that improves the quality of the matching by identifying and correcting jitter-induced cross-track parallax errors and a correction for along-track jitter when computing differences between DEMs (either with another MMASTER DEM or with another data source). Our method outputs more precise DEMs with less unmatched areas and reduced overall noise compared to NASA's standard AST14DMO product. The algorithms were implemented in the open source photogrammetric library and software suite MicMac. Here, we briefly examine the potential of MMASTER-produced DEMs to investigate a variety of geomorphological changes, including river erosion, seismic deformation, changes in biomass, volcanic deformation and glacier mass balance. The paper reports on a study of the comparative stability of foreign owned manufacturing firms in Wales, using as a framework the Welsh Register of Manufacturing Employment which records details of regional manufacturing entry and exits since 1966. The paper is set in the context of competing claims on the more transformative effects of inward investment with some stressing that notions of a ‘new regionalism’ in Wales have been unjustly founded on assumptions about the transforming effects of foreign investment. There is also a problem of a paucity of research showing how foreign investment had been involved in evolutionary processes of regional economic change. The paper shows that a more complete appreciation of the role of inward investment needs to consider not only its role in job creation but also the relative stability of the investment and jobs attracted. The paper reveals how analysis of plant birth and deaths also links through to perspectives offered by evolutionary economic geography, and how patterns of entry and exit might work to influence the economic trajectories of a disadvantaged region such as Wales. Tidewater glaciers are glaciers that terminate in, and calve icebergs into, the ocean. In addition to the influence that tidewater glaciers have on physical and chemical oceanography, floating icebergs serve as habitat for marine animals such as harbor seals (Phoca vitulina richardii). The availability and spatial distribution of glacier ice in the fjords is likely a key environmental variable that influences the abundance and distribution of selected marine mammals; however, the amount of ice and the fine-scale characteristics of ice in fjords have not been systematically quantified. Given the predicted changes in glacier habitat, there is a need for the development of methods that could be broadly applied to quantify changes in available ice habitat in tidewater glacier fjords. We present a case study to describe a novel method that uses object-based image analysis (OBIA) to classify floating glacier ice in a tidewater glacier fjord from high-resolution aerial digital imagery. Our objectives were to (i) develop workflows and rule sets to classify high spatial resolution airborne imagery of floating glacier ice; (ii) quantify the amount and fine-scale characteristics of floating glacier ice; (iii) and develop processes for automating the object-based analysis of floating glacier ice for large number of images from a representative survey day during June 2007 in Johns Hopkins Inlet (JHI), a tidewater glacier fjord in Glacier Bay National Park, southeastern Alaska. On 18 June 2007, JHI was comprised of brash ice ( = 45.2%, SD = 41.5%), water ( = 52.7%, SD = 42.3%), and icebergs ( = 2.1%, SD = 1.4%). Average iceberg size per scene was 5.7 m2 (SD = 2.6 m2). We estimate the total area (± uncertainty) of iceberg habitat in the fjord to be 455,400 ± 123,000 m2. The method works well for classifying icebergs across scenes (classification accuracy of 75.6%); the largest classification errors occur in areas with densely-packed ice, low contrast between neighboring ice cover, or dark or sediment-covered ice, where icebergs may be misclassified as brash ice about 20% of the time. OBIA is a powerful image classification tool, and the method we present could be adapted and applied to other ice habitats, such as sea ice, to assess changes in ice characteristics and availability. This article examines the impact of trade openness on wage inequality in Malaysia during the period 1984–1997. Malaysia has operated a very open trade regime since the 1960s and has pursued aggressive import substitution and export supporting policies. This development strategy is very different to that adopted in many other emerging economies where trade liberalisation has been associated with greater wage inequality. The aim of the present study is to examine whether Malaysia's more open approach to international trade has had a similar effect on wage inequality. This paper examines whether indicators of consumer and business confidence can predict movements in GDP over the business cycle for four European economies. The empirical methodology used to investigate the properties of the data comprises cross-correlation statistics, implementing an approach developed by den Haan [ Journal of Monetary Economics (2000) , Vol. 46, pp. 3–30]. The predictive power of confidence indicators is also examined, investigating whether they can predict discrete events, namely economic downturns, and whether they can quantitatively forecast point estimates of economic activity. It can be argued that job evaluation and a high performance work strategy are either conflictual or compatible. On the one hand, job evaluation might be expected to introduce a greater degree of rigidity and top-down orientation to the pay and job structure, potentially yielding a conflict with the flexibility and employee involvement inherent in the high performance approach. On the other hand, job evaluation can be important in generating a feeling of equity in the workplace and thereby in promoting the high level of trust and commitment on which the success of the high performance strategy is seen to depend. This paper indicates that those workplaces in which the high performance approach has been most fully implemented are less likely to have the more formal, analytical type of job evaluation. Furthermore, those with both analytical job evaluation and a high performance work system are less likely to have above-average financial performance than those with either of these on a single basis. The results therefore suggest that there is a potential incompatibility between some types of job evaluation and the high performance approach and that managers need to take this into account in their human resource strategies. Using Britain's 1998 Workplace Employee Relations Survey, this paper investigates the characteristics of establishments paying low wages immediately prior to the introduction of the UK's National Minimum Wage in April 1999. It demonstrates that a range of personal, oragnizational and environmental factors are related to the incidence of low pay. These relationships are more complex than previously suggested. In particular, that between establishment size and low pay is moderated by whether the establishment is part of a larger organization; the incidence of low pay is high in single establishments and low in small establishments that are part of large organizations. In this paper we examine tenure decisions of public sector tenants following the Housing Act of 1980 which gave tenants the right to buy their property and a substantial discount on the purchase price. Tenure choice is found to be determined by the household budget constraint, life-cycle characteristics and the quality of both the accommodation and the match between the household and the property, and is in many respects comparable with tenure choice in the private sector. As such, tenure transfers under the ‘right to buy’ initiative are efficient, undertaken by public sector tenants on the margin of owner-occupation. [ABSTRACT FROM AUTHOR]

Recent years have witnessed a burgeoning literature on the type of work organization which is most conducive to high performance. A common theme running through this literature is the need for firms to introduce schemes for enhanced employee participation. In this paper the distribution of such schemes is considered and the factors associated with their adoption examined. The willingness of establishments to embrace different forms of employee participation is found to be particularly strong in larger establishments that are part of big organizations. More recently established workplaces and those using advanced technology are also highly likely to have introduced a number of different employee participation schemes. The presence of unions at the establishment is not found to constrain their introduction. Employee participation is, however, a wideranging phenomenon and individual schemes differ markedly. It is therefore important to distinguish between unlike schemes. Their distribution is seen to conform to a four-way demarcation proposed by Marchington et al . (1992) and significant differences are found in the correlates associated with the incidence of these groups. In particular, representative participation is favoured by very different types of establishments over other types of employee involvement, though these are also far from internally homogeneous.
