The study calls for greater scholarly engagement with the generational experiences of the socialist working class in China. Through an analysis of collective actions in response to the reform of state-owned enterprises at the turn of the century, the paper divides the Chinese socialist working class into the Revolution Generation and the Transition Generation. Amid the restructuring of the state sector, workers from the Revolution Generation exhibited a proclivity for civic activism and petitions, while the Transition Generation, though grappling with unemployment, largely refrained from public dissent, instead expressing sentiments of bewilderment and resignation. The study illustrates how the differing lived experiences of two working-class generations played a pivotal role in shaping their interpretation of grievances and contention repertoire. The article underscores the significance of generational perspectives in gaining insight into the destiny of the Chinese working class, advocating for the integration of such perspectives into the broader fields of deindustrialization and labor studies. This study investigates whether latecomer provinces in China have experienced premature deindustrialization or reindustrialization by examining the positions of the provincial industry-income nexus using the latecomer index. The latecomer index facilitates the identification of the downward (premature deindustrialization) and upward (reindustrialization) positions of the nexus for latecomer provinces. The empirical analysis reveals that, for the nationwide level, the premature deindustrialization effect remains during the total sample period of 1992–2020 reflecting the initial regime prioritizing eastern coastal industrialization, whereas the pace of the premature deindustrialization is slowed down in the periods of 2002–2020 and 2009–2020 due to a series of industrial policies under the subsequent regime. At the regional level, the reindustrialization impact dominates the premature deindustrialization effect in the eastern and central regions, whereas this effect dominates the reindustrialization impact in the western region. Studies have failed to show a positive effect of unemployment on incarceration despite reasons to expect such a relationship. We note that prior estimates have been muddied by the absence of substate data, a focus on prisons rather than on jails, limited measures of unemployment, and the fact that the health of the labor market is endogenous to incarceration. We instrument for local exposure to the rise of Chinese exports ("the China Shock") to estimate the effect of job loss on American incarceration. Marshaling a new data set of prisoners and jail inmates by race at the commuting zone level, we show that negative shocks to local labor markets led to significant increases in total incarceration rates for both Blacks and Whites. The effect seems to be driven by increased prison rather than jail populations. This estimate is invisible to ordinary least squares, which may help explain null results reported by past work. Counterfactual exercises suggest that the effect of job loss was punitively consequential. Had employment gains from the 1990s been preserved into the 2000s, the U.S. incarceration rate would have grown significantly less than it did. [ABSTRACT FROM AUTHOR]

Deindustrialization in the sense of a decline in the share of industry in GDP, generally observed in developed countries, is explained by the three‐sector model. While this model shows a 'normal' level of deindustrialization, this study proposes to use unbalanced trade to assess the existence of undue deindustrialization in 21 major developed countries and empirically confirms its existence. At finer sectoral levels, by grouping these countries into Europ16 and Pacific5, the direct and indirect impacts of trade on these countries over the period 1991–2018 are assessed. The results suggest that Pacific5 was more affected than Europ16 and that China exerted stronger trade effects in causing this undue decline than nine other emerging Asian countries combined. This study examined the effect of the U.S. FDI in China on the rise of the U.S. right wing. We constructed the instrumental variables of the U.S. FDI in China and took deindustrialization as an intermediary variable to investigate the mechanism. On one hand, the U.S. FDI in China had a promotion effect on the rise of the U.S. right wing. On the other hand, the positive effect was indirectly caused by deindustrialization. In December 1977, a tiny group of U.S. glove makers—most of whom were African American and Latina women—launched a petition before the U.S. International Trade Commission calling for protection from rising imports. Their target was China. Represented by the Work Glove Manufacturers Association, their petition called for quotas on a particular kind of glove entering the United States from China: cotton work gloves. This was a watershed moment. For the first time since the Communist Party came to power in 1949, U.S. workers singled out Chinese goods in pursuit of import relief. Because they were such a small group taking on a country as large as China, their supporters championed the cause as one of David versus Goliath. Yet the case has been forgotten, partly because the glove workers lost. Here I uncover their story, bringing the history of 1970s deindustrialization in the United States into conversation with U.S.-China rapprochement, one of the most significant political transformations of the Cold War. The case, and indeed the loss itself, reveals the tensions between the interests of U.S. workers, corporations, and diplomats. Yet the case does not provide a simple narrative of U.S. workers’ interests being suppressed by diplomats and policymakers nurturing globalized trade ties. Transportation investment continues to grow in aid of economic competitiveness and environmental sustainability worldwide, but limited empirical research has been conducted on the changing value of highway investment in deindustrializing economies. This study examines the influences of highway proximity and traffic on office values in Hong Kong using hedonic price analysis on 13,670 transactions around highway interchanges for 2002–2013. Our hedonic regressions, controlling for unobservable district effects and incorporating instrumental variables, reveal that the associations of highway proximity and traffic with office prices appear to exhibit mixed results across Hong Kong's three territorial divisions. The negative externalities generated by excess traffic cancel out the accessibility benefits of highway proximity on Hong Kong Island, where densely built-up office districts are suited for amenity-sensitive knowledge businesses that tend to create value-added services through face-to-face communications. By contrast, highway proximity uplifts the value of office properties with lower transportation costs and higher market accessibility in Kowloon and the New Territories, where spacious workplaces near hub-port and logistics facilities are advantageous for mobility-driven trade and transportation businesses that tend to increase value-added throughput in cross-border relations with mainland China. These territorial findings are of particular importance for progressive policymakers to deploy the strategic applications of underground bypasses, greenway creation, interchange improvement, congestion charges, and smart technology to manage mobility and alleviate disamenity, accompanied by supportive public transit services and adaptive land-use rezoning, in the dynamic and complex process of deindustrialization. This paper explores some features of the development paths taken by Brazil and China (two member countries of the BRICS grouping) in the current context of the crisis of neoliberal globalization and transformation of the political and economic world order. The authors use Polanyi’s ‘double movement’ thesis to argue that newly emerging rural development (RD) dynamics in China and Brazil are part of a protective ‘countermovement’, driven by actors and institutions responding to the contradictions of the concentration and internationalization of agrifood systems. However, thedirectionand scope of these countermovements are still open; their transformative potential should be viewed in Gramsci’s terms as a struggle for hegemony the outcome of which depends on the concrete ‘balance of social forces’. First, the paper characterizes the impacts of China’s rise on Brazil’s development, which subsequently found its economy under threat of reprimarization and deindustrialization. The paper then sketches some stylized facts of production and consumption within the Brazil–China soy–meat complex, a key element of the current global food regime, with a focus on corporate control of the soy–meat value chain, and its negative consequences. Finally, the paper identifies the key roles that actors and institutions linked to peasants and family farmers are playing in the RD dynamics of each country. Although China and Brazil represent two very different realities, the comparison shows that critical rural and agrifood issues are indeed moving onto the centre stage of the contemporary ‘double movement’. When do countries that pursue industrialisation through the development of their manufacturing sector shift to services? Does the shift take place because manufacturing development has matured with the development of indigenous technology? What is the role of policy in this shift? Understanding this shift is crucial due to the changing nature and role of services in development and its association with deindustrialisation. This article seeks to compare Malaysia and China's shift from manufacturing to services and the challenges and prospects of such a shift. The main findings indicate that Malaysia's shift occurred earlier than China's and was prompted by the failure of its manufacturing sector to deepen as it has not produced any world-class domestic technology firms. China's more recent shift is associated with ongoing upgrading in its manufacturing sector while some global domestic technology firms have also emerged. Both countries used similar policies to drive this shift in response to domestic and external changes. The services sectors of both countries are still dominated by domestic market orientated, labour-intensive services. Developing competitive knowledge-intensive services in both countries will need a reform of their state-owned enterprises and the production of more talents that are needed for these types of services. 5A scenic spots represent world-class tourist attractions, the highest level of officially certified scenic spots in China. This study uses the establishment of 5A scenic spots as a quasi-natural experiment to evaluate their impact on the local environment and economic growth using the difference-in-difference method. The results indicate that the establishment of 5A scenic spots is associated with an 11.2% drop in the local total volume of SO2 and a 10.5% drop in unit volume (total volume divided by area). This effect was larger in more economically developed cities. Emission reduction was achieved by the deindustrialization of industrial structures rather than the improvement of pollution control technology. It was mainly realized by a substantial drop in the number of newly added key polluting enterprises approved by local governments. Furthermore, deindustrialization associated with 5A spots benefited the tertiary industry, but hindered the secondary industry. The net effect of 5A spots on local GDP was positive on average. China's involvement in Africa has caused much debate. The increasing presence in Africa has drawn mixed reactions from the academic and media platforms. It has been argued that China is sapping Africa's manufacturing potential and also extracting Africa's resources without any significant benefits to Africa. Thus China is seen as a contributor to Africa's underdevelopment and deindustrialization. However, some have seen China as Africa's partner for development. They see China's presence in Africa as beneficial to China and Africa. As a result, there is no settled opinion as to whether China's increasing presence in Africa is sustainable to Africa or whether the relationship is unsustainable. Although the relations between China and Africa are widely covered in the media, empirically the area has been underresearched. This article, therefore, contributes to literature by surveying the major political and economic issues around the China-Africa relations. Summary This paper examines the evolution of Chinese rural industry since the rural reform in the late 1970s and revisits the debate on the role of ownership. Based on a case study of W county in southern Jiangsu province as well as drawing on national data, the author shows that the community-based market dynamic had been a key factor in the expansion of rural enterprises and that its weakening in recent years has led to the closing of village enterprises and deindustrialization of the countryside. Why did Hong Kong property developers continue to produce a large amount of new industrial accommodation despite the city exhibiting a strong trend of deindustrialization since the late 1970s? This study addresses this question by examining a longitudinal cross-sectoral interaction between industrial and office property markets and its relationship with planning policy. It theorizes about the substitutability between industrial and office accommodation and hypothesizes that the use of new industrial premises by nonmanufacturing operators may be the answer. Using the methodology of Johansen cointegration and a vector error correction model, our estimations have found that industrial rent, price, and supply were influenced by both changing economic structure and office market parameters. This paper looks from a comparative perspective at different paths of deindustrialization taken by Latin American and Southeast Asian countries. Using a sample of 112 developing countries over the period between 1990 and 2012, it is analyzed how each deindustrialization source has affected the deindustrialization paths of the two country groups. It is found that, the 'inverted-U' relationship between the share of value added by manufacturing in total GDP and per capita income; the continuous downward slope of the inverted-U curve; the Dutch Disease effect; and the emergence of China as a major player in the world trade scene have affected the deindustrialization paths of the two country groups with different timings, speeds, and degrees. Brownfields are spatial manifestations of previous economic activities, and their redevelopment may contribute to a more sustainable urban land-use in the rapidly urbanising environment of post-reform China. Owing to China's unique institutional background, two types of brownfields can be distinguished in China, namely of brownfields in urban areas and brownfields in urban villages. Based on this twofold classification, a stage model consisting of three stages (industrialization, suburbanization, and deindustrialization) is introduced to conceptualize the formation process of brownfields in both types of locations in Chinese cities. Deindustrialization of economic activity in the urban core is considered as the main cause of brownfield creation. Differing characteristics of brownfields in urban areas and brownfields in urban villages are interpreted in detail, consisting of land ownership, size of the site, spatial distribution, the mechanisms by which the sites are created, and the stakeholders involved. This article concludes that future research on brownfield redeveloping strategies in China needs to pay particular attention to different institutional settings of urban areas and urban villages. Many Americans believe free trade destroyed the U.S. industrial base, and blame foreign workers for taking their jobs. During World War II, Keynes had similar misgivings about the effect of postwar free trade on Britain’s economy. Yet for Keynes, economic forces are never inevitable, and capital rather than labor was the cause of trouble. His 1941 proposal for an International Clearing Union suggested capital controls, forced creditor adjustment, and an international fiat reserve as remedies for deindustrialization. This framework channeled financing toward production rather than speculation, leading to a rising standard of living for workers. A counterfactual with balance of payments data for the United States and China since 1982 suggests his ICU would have prevented U.S. deindustrialization, while yet permitting export-led growth in China. Abstract: In the United States, both private and governmental saving dropped sharply after 1980 in contrast to the preceding postwar decades. But investment in the America economy has held up quite well (except for the 2008 banking crisis) because of heavy borrowing from foreigners as manifested in the trade deficit. But what is cause and what is effect? The problem is that the Federal government faces an ultra soft borrowing constraint because of the dollar's central role in the international monetary system. Since 2002, Emerging Markets on the dollar standard's periphery have voluntarily bought—or being forced by hot money flows to buy—more than $6 trillion of foreign exchange reserves. But selling low-yield U.S. Treasury bonds to other industrial countries has hidden costs: (1) accelerated de-industrialization in U.S. manufacturing, and (2) the threat of a huge credit crunch should there be a worldwide loss of confidence in the dollar standard. With its stable dollar exchange rate, China—as America's largest creditor and largest trading partner—has a key role to play in avoiding (2) and mitigating (1). [Copyright &y& Elsevier]

There has been considerable concern in Latin America over the implications of increased competition from China for local industry. These concerns include the possibility of “deindustrialization,” the increased “primarization” of the region's exports and the difficulties of upgrading manufactured exports into higher technology products. This article examines the impact of Chinese competition both in the domestic market and in export markets on Brazilian industry. It documents the increased penetration of Chinese manufactures in the Brazilian market and the way in which Brazilian exports have lost market share to China in the US, European Union and four Latin American countries. Brazil, because of its more developed and locally integrated industrial sector, is not typical of other Latin American countries and the article also discusses the relevance of the Brazilian experience for the region as a whole. In resource- rich areas, there is often an investment bias toward the resource sector because of the existence of a threshold for investment in human capital in the manufacturing sector. Once the resource sector is dominant, it has a particular attraction effect on the economic factors; its expansion and spread have a viscosity effect on industry families;, and the sunk costs and path dependence that emerge as industrialization evolves have a lock-in effect on the role of resources. This may give rise to development path dependence and the trap of resource advantage, resulting in a self-strengthening mechanism in resource-based economies. The key to escaping this trap is to break down the resource sector's original self-perpetuating mechanism and path dependence, introduce learning and innovation, adjust mechanisms for the distribution of resource benefits and realize industry coordination and transformational economic development. This paper challenges current perspectives on Hong Kong heritage that are based predominantly on a dichotomous juxtaposition of traditional Chineseness vis-a-vis post-colonial romanticism, and argues for a deeper appreciation of its industrial history and identity. Textured narratives are proposed that highlight the socio-economic relationships that were/are essential components of the industrial (hi)story. Specifically, the paper identifies the time/space dimension as unique, and hence it should be valorised using context-sensitive, carefully thought-through and executed approaches. The paper presents an 'other Hong Kong heritage story' that foregrounds the compressed time-space nature of the city's industrial history, the spatial organisation of manufacturing, and the dynamic spatial stretch that has been taken by the industrialisation process. Furthermore, a stretching of governance space for the identification, (re)presentation and conservation of heritage using a participatory approach is proposed. In the face of rapid deindustrialisation and pressure for urban renewal, prompt, well-conceptualised and time/space-sensitive efforts to valorise, preserve and manage this fast-disappearing heritage in Hong Kong are vital. By focusing on the Chinese official discourse of "neo-industrialisation" published on the People's Daily, this article not only provides an understanding of the Chinese official understanding of information society and information economy, but also foregrounds the issue of information in China's conflicted reintegration with global capitalism.This article argues that, deviant from the Western discourse of post-industrialism, the neo-industrialisation strategy promotes a coordinated effort to both "industrialise" and "informationise" the economy. Moreover, pragmatic concerns with China's realities, including unfinished industrialisation, structural unemployment and the domestic demands for all-around national development, all find echoes in the discourse of neo-industrialisation, By providing a political-economic contextualisation of this discourse, this article also strives to provide an insight of the most recent plan of forming a "super" Ministry of Industry and Information Technology in the Chinese government, which was announced in Match 2008. The article discusses the challenges of the consolidation of economic and political ties between China and Africa in 2007. It cites the issues that may affect the Chinese-African relations in the future which include the concern over deindustrialization in Africa in the face of Chinese manufacturing capacity. In the author's view, the reshaping of the development plans on Africa is the most significant impact of Chinese ties with the continent. It details the changes on Chinese foreign policy towards Africa since 2006.

Hong Kong has undergone a remarkable process of a complete cycle of industrialization and de-industrialization within the lifetime of one generation of workers. This paper explores the impact of this swift economic progress and examines the adjustment problems and difficulties experienced by workers displaced from their jobs in a rapidly de-industrializing society. It addresses the issue of what has become of these displaced workers. It was found that, while a proportion of the displaced workers were able to find alternative employment in the expanding services industries, many became discouraged workers who joined the ranks of the hidden unemployed, partly as a result of discrimination which compounded their problem and further hindered their search for work and employment. The data show that many of these people eventually (in)voluntarily withdrew completely from the labour market. Suggestions have been made regarding the role which can be played by the government in particular to ease the transition of displaced workers into other employment positions. [ABSTRACT FROM AUTHOR]

This paper aims to enrich the literature on East Asian development by focusing on one critical difference between Hong Kong and the other NIEs – Hong Kong's rapid deindustrialization since the mid-1980s. We shall argue that while global restructuring gives rise to upgrading opportunities for various localities, it is the process of capability formation associated with the local business model that determines whether or not a locality is likely to benefit from these opportunities. We focus on the electronics industry as a crucial case and based on archival data and case interviews. We show that a strategic inertia associated with the "subcontractor model" locks Hong Kong firms in the OEM role within the buyer-driven global chain. Analyzing the evolution of local firms clearly illustrates the "imprinting" effect of the start-up environment on internal organizational structure and subsequent strategic choice.
