The article discusses penalties assessed banking company BNP Paribas for having circumvented U.S. sanctions against Sudan and Iran. Paribas will pay a fine of close to $9 billion, and will also have its ability to clear U.S. dollar transactions temporarily curtailed. The author notes that while the U.S. government tailored its penalties to ensure no disruptions to the financial system, its lenience could enable future excessive risk-taking by banks.
