For over 25 years, inflation has dictated the growth of the collection at Portland State University's (PSU) Millar Library. In 1975, Joseph Kohut, former PSU librarian, stated that if “the current trends continue, within a few years, the total book budget of many academic libraries faced with constant or decreasing book budgets will be exhausted by serial subscription costs.”1 From 1986 to 2000, serial costs in ARL libraries rose 226%, thereby reaffirming that this dilemma has not ended. Keiko Okuhara, Japanese Catalog Librarian at the University of Pittsburgh, presented guidelines and detailed instruction on the cataloging of microform reproductions and paper-based reprints. She used citations to the standard cataloging tools and used sample records to illustrate her points. The final portion of her presentation dealt with matters affecting the future direction of reproduction cataloging, such as the forthcoming revision to AACR2 and developments relating to multiple versions. The Canadian National Site Licensing Project (CNSLP) is a national effort by a consortium of 64 Canadian university libraries to provide access to full text electronic journals. The first part of this paper describes the organization, funding structure, and activities, including license negotiations, of the CNSLP. The second part of this paper deals with the technical and operational issues related to electronic journal management. It describes the process developed at the University of Saskatchewan for incorporating the CNSLP material into the Library's collections and finding tools. The Elements of Style by Strunk and White has been an elegant, yet compact guide to good writing for many generations of students. This paper offers rules of thumb for next generation serials interface design, based on common mistakes made since the earliest days of electronic interfaces until today. The focus is on acquisitions-related interfaces: ordering, invoicing, and claiming. Topics include making the decision to develop a new interface, determining functional and technical specifications, coordinating and communicating with other parties, determining the data transfer mechanism, testing, implementing, and iterative enhancements. Common mistakes in interface design and their underlying causes are explored. These causes include issues relating to lack of shared technical terminology, development resource constraints, shifting standards, and competitive barriers to interoperability. Several rules of thumb governing the design of the next generation of serials interfaces are offered as a guide to EDI style based on Strunk and White's The Elements of Style. This paper argues that the way we see, think, and talk about technology has consequences for the way we use it. The author observes that we have difficulty bringing critical sensibilities into our evaluation and use of technology; she posits three reasons for this difficulty: the rhetoric of inevitability, the limitations of partial perspectives, and the effects of metaphor. The author proposes paying attention to technology and observing the social practices surrounding its use. One good way of paying attention to technologies and concomitant social practices is to think ecologically. The proliferation of online searching as well as its relative decline in cost has been both a boon and a bane for undergraduate use of journal literature. Preliminary working bibliographies for brief research papers can be constructed in a shorter period of time allowing more time for the creative, cognitive process which is the reason for the exercise in the first place. Dispersion of citations indicates a higher percent of the relative literature searched. However, the stationary level of the student's familiarity with the subject at hand counteracts these benefits to a far greater degree than most might wish to admit. Lack of analytic selection from the citations produced by the search as well as initial errors in qualifying limitations placed on the search (such as period of publication, for example) further exacerbate this problem. Two publishers of well-known print newspapers have launched successful Web versions. The editors described the evolution of their sites and discussed the advantages of Web editions: timeliness, depth of content, user-customized access to information, and community-building interactive forums. They detailed lessons learned, outlined future plans, and clarified similarities and differences between the two sites. The downward spiral of increasing serial prices and decreasing subscriptions is well documented. Libraries' efforts to minimize its impact by trying “just in time” rather than “just in case” solutions have most often attacked the periphery of the problem. This paper reviews the history of the CIC Electronic Journals Collection Project. The organizational model used by the consortia for this particular project is described, explored and critiqued. Alternative models of organization are presented and explored. Additionally the staffing and equipment needed to build and maintain such a project are described in detail. Information from government sources is being added to the Internet at an ever-increasing rate. Catalogers at Penn State are working with AACR2, OCLC's Internet Cataloging Project (Inter-cat), and the creators of the Penn State Libraries' World Wide Web Home Page to include both Internet sites and electronic publications in the library's online catalog. I describe a set of automated archives for electronic communication of research information that have been operational in many fields of physics, and some related and unrelated disciplines, starting from 1991. These archives now serve over 35,000 users worldwide from over 70 countries, and process more than 70,000 electronic transactions per day. In some fields of physics, they have already supplanted traditional research journals as conveyers of both topical and archival research information. Many of the lessons learned from these systems should carry over to other fields of scholarly publication, i.e., those wherein authors are writing not for direct financial remuneration in the form of royalties, but rather primarily to communicate information (for the advancement of knowledge, with attendant benefits to their careers and professional reputations). In the spring semester 1995 offering of the Technical Services Functions course (LIS 437) at the Graduate School of Library and Information Science, University of Illinois at Urbana-Champaign, each student was assigned two practicing technical services librarians to serve as electronic mail mentors. The mentors were available throughout the semester primarily to serve as resource persons for a major course paper. They also provided counsel and guidance related to other aspects of the course's content. The Deseret News, a daily newspaper in Salt Lake City, Utah, with a circulation of 66,000, confronted a variety of challenges before launching a digital edition on the World Wide Web in September 1995. This article is a description of the thinking that went into the decision to go online as well as the consequences of that decision. The development of the Internet, electronic journals, and questions surrounding the longevity of the paper journal have led some to wonder what the role of subscription vendors will be in the future. Regardless of future changes in the variety of information and available media, the subscription or information agency's main role-helping customers efficiently identify, procure and manage a variety of information resources-will be the same, although the methods of conducting business will change and additional services will be offered. Even if information becomes more fragmented and the "journal" as we know it ceases to exist, access to articles, through Web sites, online hosts, or other means, will probably still be available on subscription. Moreover, providing users with coordinated, cost-effective access to quality information about serials and articles will continue to be a challenge for libraries and organizations. Elsevier Science has been active in development efforts to move the technology of full-text electronic journal delivery forward. Mathematicians have a history of devising electronic solutions to problems of production and dissemination of information. Thus, mathematics is a natural area for development of fully featured full-text databases. The AMS has responded by a communications network e-MATH, on the World Wide Web. Currently the network serves as the home to an umbrella preprint server, the e-journal, Electronic Research Announcements of the AMS, and a variety of member services. Ethnic serials publishing in Canada was first set into motion by German immigrants in the second half of the eighteenth century. Immigrants from the rest of Europe and the United States followed suit at a much later date. The end of the nineteenth century marked the beginning of a new era in Canada's ethnic publishing. An upsurge of immigrants from Europe and Asia created a plethora of newspapers and periodicals in a variety of languages serving heir particular needs. The author discusses the effect of continuous change and technological advances in the information industry on the role of librarians. Not only are new competencies required, but also new ways of thinking and behaving. Some of these challenge long-held philosophies about librarianship and access to information. A review of services at the University of British Columbia (UBC) brought many of these issues to the front. Librarians seem to react to this challenge to traditional values and attitudes in predictable ways. This is explained in the context of John Enright's ideas on "change and resilience." In our professional world today, we are experiencing change on three fronts: technological, economic/political, and organizational. Any one of these taken by itself would cause us to modify significantly the ways we do business. As luck would have it, dramatic changes are occurring in all three simultaneously. Experimental scholarly electronic journals have existed in a variety of forms for several years. The CORE (Chemistry Online Retrieval Experiment) Project, one of the oldest and largest efforts, is now in its fifth and final year. Cornell University's Mann Library, Bellcore, the American Chemical Society (ACS), Chemical Abstracts Service and OCLC have created a system which will provide networked access to over half a million pages of machine-readable text and graphics from ACS journals. The obiectives of this collaboration have been to study the numerous technical, logistical, economic, and sociological issues which face publishers, libraries, and scholars in the shift from paper to electronic dissemination of scholarly research. CD-ROM technology and products are a daily fact of life to increasing numbers of serialists who work in both the public and technical services units of libraries. Manv have given considerable thought to cataloging serials on compute; opticailaser disks but we are not yet as intimately familiar with the twists and turns of this relatively new format. Examples and anecdotes provide the opportunity to gain an understanding that while formats and modes of access have evolved rapidly during the last decade, traditional processing of serials on CD-ROMs does not need to change radically to accommodate this new technology. This paper does not focus on issues typical of all serials. It addresses the unique aspects of this new technology and how catalogers can fully describe and provide excellent access to these serials. In the previous study by Havens, "The Networks Merger and Serials Control," the implications of the Linked Sysem Project (LSP) for serials control and particularly serials cataloging were explored. Since the paper's publication, considerable progress has been made with the LSP, and substantial changes have occurred with the participants which could have a vast impact on the project's continued development. As a follow-up article to the previous paper, this article will explore the applications of the LSP which are currently operative (name authorities) and which are projected (widespread bibliographic record exchange and, for the more distant future, full-text document exchange) and their relationship to the cataloging of serials. In 1988, a revision of AACR2 and a revised edition of ISBD(S) were published. The first part of this paper briefly discusses the origins of these two standards and their relationship. The remainder of the paper is a detailed, though not exhaustive, comparison of AACR2 (Rev.) and ISBD(S) (Rev.). It concentrates on inconsistencies between the two texts and evaluates their compatibility. It concludes that there is a high degree of compatibility on major points but that relatively little progress has been made since the original editions in reducing the substantial number of minor differences. The mutilation of library materials has always been a problem for libraries. Although mutilations are costly for libraries, it is the students and researchers who cannot find the materials they need who have the most to lose. The abuse of periodicals is a complex problem with no easy solution. In this paper, one of many types of mutilation is discussed: the removal of pages from journals. The paper reviews work done in the area of mutilation, examines descriptive information from a new study of mutilated journals in a mid-size university library, makes suggestions that could help alleviate the problem, and identifies areas for further study. The automation of binding records into the integrated library system, NOTIS, at the Sterling C. Evans Library at Texas A&M University is described. This was effected through use of the "pseudo-patron" and "action date" functions provided in Circulation and Order/Pay/Receipt records. Three messages were developed for on-line public display to notify users of the temporary location of material. A SAS® (Statistical Analysis System) program was developed to trace and follow workflow through the Binding Department. This resulted in more efficient processing of material for binding as paper records and files for many operations were no longer maintained and information on each stage of binding was made accessible quickly and accurately. Binding-related functions were centralized and ancillary uses for the action date function established for other materials and formals (ef., newspapers). Manual records for some functions continue, as for instance in the case of physical characteristics of actual binding (e.g., color, size). Although binding functions remain labor-intensive operations, efforts continue to automate many functions to the extent practicable. [ABSTRACT FROM PUBLISHER]

Two factors militate against the smooth handling of collection management and processing decisions regarding science journals by recent U.S. library school graduates. Most have not had enough advanced science training as undergraduates to have become exposed in a significant way to this category of material. Further, despite the fact that material of the sort is likely to continue to be among the most expensive items in most research libraries, current graduate school curricula have tended to deemphasize practical guidance in handling hard-copy journals, and so there is little chance for correcting this deficit of skills and insight during training. By way of compensation, this paper outlines a three-session, hands-on workshop that may be given to current graduate students or to new professionals. Emphasis is initially on explaining common features of journals, and then on detailing the competitive factors in publishing and evolutionary forces in scientific disciplines that explain their diversity. The Central Library of the University of Ghana, the Balme Library like many African university libraries has been having enormous problems in acquiring academic journals to support teaching, learning and research in the university. This paper identifies lack of foreign exchange as the greatest problem. The paper further shows that apart from the period 1948 to 1965, which it refers to as the Golden Years, the acquisition of periodicals has always been a serious problem. By 1985 the Balme Library did not have a single periodical on its subscription list. The few it continued to receive were gifts. As a result of the Economic Recovery Programme (ERP) launched by the Provisional National Defense Council (PNDC) however, the supply of periodicals to the library has been resumed even though in an insignificant quantity. There are now 821 titles as against 5,000 when subscriptions were at a peak in 1965. Donor institutions and organizations like the British Council, Accra, the American Association for the Advancement of Science, the Netherlands Periodicals Project, the American Sociological Association, and recently the International Campus Book Link are trying to help, but the periodicals supply situation at the Balme Library remains unmanageable and extremely uncertain. It is evident that the economy of Ghana has not recovered sufficiently to provide the much needed foreign exchange to support systematic and useful periodicals subscription service. In Australia no library school at either professional or paraprofessional level offers a course to meet the needs of serials librarians. In the absence of such provision, this paper summarizes the findings of research on serials courses in the U.S.A. and Britain. It highlights the dissatisfaction of practitioners with training in this area and the failure of serials training to meet the needs of the profession; it indicates that a survey in Australia would probably produce similar findings. It discusses the content of librarianship courses-both the core curriculum and a specialized serials librarlanship curriculum-with the objective of outlining a professionally relevant serials librarianship course for Australia, drawing on experiences such as those at Loughborough and Columbia Universities. The Reference Department of the Van Pelt Library at the University of Pennsylvania currently has subscriptions to six serial indexes and/or abstracting services on compact disc. These are: ERIC and PsycLIT from SilverPlatter and Reader's Guide, Social Sciences Index, Humanities Index, and the MLA Annual Bibliography from H.W. Wilson. An additional index, PAIS International, is on order. Furthermore, a serial bibliography, Brodart's CD version of the Monthly Catalog, Le Pac: Government Documents Option, is also available. This array represents a substantial commitment of funds from the serials acquisitions budget for products that are already present in the reference collection in paper form. Additional funds from the library's current expenditures budget have gone for equipment; and there are, of course, ongoing expenses for paper, ink cartridges, and maintenance. Why did the library choose to duplicate these reference tools, especially since Penn already offered inexpensive, convenient, online search services? How did Van Pelt Reference deal with the issues of access, security, availability, and training? Although a number of informative articles have appeared in the recent literature describing various academic libraries' compact disc installations, the experience at Penn is considered worth reporting because of Penn's long history of efforts to integrate computer-related resources into reference work and because of its in-house development of supporting software. Because of fair use, individuals making single-copy photocopies of copyrighted material are seldom directly concerned with copyright. Librarians, the chief suppliers of copies, are given many exemptions in the Copyright Statute, but under a multi plicity of conditions. The Statute is not a model of clarity, especially for industrial libraries. In the future, both librarians and publishers have more to gain from cooperation than from confrontation, and their stress should be on ethics and empathy. Costs of serials havc risen to the point where the purchase of monographs is endangered. While there are historical reasons for the present predicament, concerted action by librarians must now be taken. Governmental subsidies are not likely to be forthcoming. Cancellation of subscriptions to journals has taken place across the nation, but hitherto without appreciable effect. Librarians can take action in several ways. Publishers can also take measures more in tune with financial reality in today's research libraries. A greater role should be played by the university, society, and other non-commercial presses.
