Essay‐based examinations form a cornerstone of the public assessment system in the UK, but comparatively little research has been conducted into the processes involved in designing, answering and appraising essay‐based questions/responses. This study explores the idea of examination validity through a qualitative review of these processes, based on materials sourced from the June 2002 OCR Politics AS/A2 module 2596 (Politics of the UK). Through a detailed analysis of question papers and candidate scripts (informed by mark schemes, curricula and examiner reports), a model of current processes is advanced. Issues related to question design are highlighted, and a methodology for future quality assurance in essay‐based examinations is derived from philosophical considerations such as ‘fairness’ and ‘validity’. This paper critically examines the application of research into cognitive neuroscience to educational contexts. It first considers recent warnings from within the neuroscientific community itself about the limitations of current neuroscientific knowledge and the urgent need to dispel popular 'neuromyths' which have become accepted in many classrooms. It also criticises the use of over-simplified neuroscience to add scientific credibility to curricular reform, as has been the case in the rationale behind the recent implementation of the Northern Ireland Revised Curriculum. Education in Israel is often described as caught between two ends: state-formation and nation-building. In the last decade civic education in Israel has been undergoing some changes. The civic compulsory curriculum for state high schools was unified across all educational sectors in Israel with the aim of creating a more inclusive, universal civic curriculum that would be used as a platform for creating a common civic culture. The tension between state-formation and nation-building, between universalism and particularism, thus, has become even more prominent where civic education is concerned. To a significant extent, civic education in Israel is one place where contesting messages about the meaning of membership in the Israeli collective are negotiated and debated. This paper explores the tensions between inclusion and exclusion and between universalism and particularism as they emerge from the official civic education curriculum in Israel. It does so by examining the representations and positions of the Palestinian citizens in the official discourse of civic education. The analysis suggests that civic education in Israel at best represents an ambivalent stance that is caught in the tension between inclusion and exclusion. But more often than not, it still reproduces the marginal position of the Palestinian minority in Israeli society. This research-based paper attempts to describe a continuum of delivery choices available to school and college managers by which Key Skills can be introduced as part of Curriculum 2000. It describes the pressure to integrate, the illusion of contextualisation and the consequent pre-eminence of staff competence as a determining influence on the effectiveness of the delivery structure. It describes some problems associated with integration and the relative efficiency and effectiveness of discrete and integrated delivery. The paper goes on to define a continuous array of mixed modes of delivery, the levels of support required to underpin them, the external influences that impinge on the process of their selection and the effectiveness of monitoring and tracking systems. Education for citizenship is firmly on the policy agenda throughout Britain, and there is an expectation that teachers will create a participative, consultative ethos in schools. This paper identifies three main vehicles for pupil consultation: elected pupil councils, democratic and participative classrooms and opportunities for pupils to engage with controversial issues within the curriculum. It focuses on a longitudinal study of pupils' experience of democratic practice in Scottish schools in relation to these vehicles. Evidence from a diverse sample of primary schools illustrates the way in which upper-stage pupils are encouraged to participate in decision-making processes and engage in the discussion of contemporary social issues of their own interest both in the classroom and during pupil council meetings. In addition, further evidence of the extent to which these same pupils' experience of the democratic process evolves following their transition to secondary school is reported. The paper raises new questions about the extent to which Scottish pupils may be exposed to a progressive model of democratic education, and suggests that children may be given more opportunities for consultation in primary school than they are in the early stages of secondary school. The Specialist Schools Programme was launched in England in 1993. Under the programme, schools submit a bid to central government to specialise in specified curriculum areas. To qualify to participate they must raise private sponsorship to contribute to the cost of their development plans and set targets, including targets for pupils' attainment. The paper uses multiple linear regression and multi‐level modelling to examine pupils' attainment. Our evidence suggests that, in 2001, pupils at Specialist Schools achieved better examination results than pupils at non‐specialist schools and that those attending the earlier cohorts of Specialist Schools performed particularly well. We also suggest that some cohorts of Specialist Schools were achieving enhanced GCSE results before they became Specialist Schools but also that, for the earlier cohorts, the improvement in examination results associated with specialist status increased as schools had been part of the programme for a longer period. Analysis of GCSE results in specialist and non‐specialist subject areas indicated that Language and Sports Colleges achieved better than expected examination results in their specialist areas, Technology Colleges achieved better results in both specialist and non‐specialist areas but that Arts Colleges did not achieve significantly different results in either specialist or non‐specialist subjects. One way to manage marking error, in a large-scale educational testing context, is to establish a mechanism through which appeals can be lodged. While, at one level, this seems to offer a straightforward technical solution to the problem of marking error, it can also result in unintended consequences, with political, social or educational ramifications. It is therefore important to monitor the operation of any appeal system, to determine how effectively it meets its objectives. The present paper was based on an evaluation of the system which operates for National Curriculum testing in England. Four underlying objectives were identified: the measurement objective, the political objective, the educational objective and the psychological objective. Although there is reason to believe that such goals can be achieved through appeal systems, there are major threats to achieving them, many of which appear to be inevitable. This paper traces local authority engagement with development of the primary curriculum across the century from 1902. It aims to extend an understanding of the LEA contribution to curriculum development, its benefits and its deficits, throughout the processes of decentralisation and centralisation which have characterised government policy over the course of a century following the 1902 Education Act. It argues that historical perspectives are needed to inform the pursuit of solutions to a fundamental dilemma: how best to engage teachers in curriculum development on a local scale at the same time as maintaining equal access to curriculum opportunities on a national scale. Drawing on the educational press as a primary source, it focuses on three key dates at 25-year intervals seeking to identify some of the leading issues and arguments, and references are also made to oral history evidence. Everyone will agree that education ought to prepare young people to lead a meaningful life, but there are different ways in which this notion can be understood. A religious interpretation has to be distinguished from the secular one on which this paper focuses. Meaningfulness in this non-religious sense is a necessary condition of a life of well-being, having to do with the nesting of one's reasons for action within increasingly pervasive structures of activity and attachment. Sometimes a life can seem meaningless when it is not so in fact. In more extreme cases it may in fact be to some extent meaningless. Equipping young people for a meaningful life is a worthwhile, but not all-important educational aim. Educators should help them not only to see their lives as meaningful but also to lead lives that are meaningful. This involves continuous engagement in the nesting of reasons mentioned above. Where autonomy is also an aim, temperamental attunement to possible options—rather than exposure to all possible options—and time to explore them are important considerations. Questions arise here both about social justice and about whether current school curriculum and timetabling arrangements help or hinder pupils in living a meaningful life. [ABSTRACT FROM AUTHOR]

Recent policy in England has suggested that educational outcomes will be raised if schools specialise in particular subjects. In contrast, calls for the reform of 16-19 education have suggested that these outcomes will be improved if students become less specialised in their studies. At present, there is a limited evidence base from which to judge these arguments. In particular, we do not know the extent to which students' achievements in 16-19 education are higher when they choose subjects which play to their perceived strengths. We also do not know whether students are more likely to choose to study subjects taught by more effective departments. That is, outcomes may be affected by the relative strengths of students or departments in circumstances where there is freedom to choose. In this paper we provide evidence of the existence and strength of these relationships. This evidence suggests that reducing the scope within schools for specialisation or competition will reduce average student attainment and these effects ought to be taken into account when evaluating alternative curriculum policies. This paper focuses on the challenges to their professional identity encountered by both experienced and beginning teachers in the course of research and development work intended to develop student teachers' pedagogical content knowledge. It reports findings from a collaborative action research project within a well-established initial teacher education partnership that was intended to develop more effective ways of supporting student teachers' learning in relation to two controversial aspects of the secondary school history curriculum: historical enquiry and historical interpretation. The tight focus on procedural concepts at the heart of the discipline made it possible to explore the challenges presented to the student teachers' identity as subject specialists as they sought to develop new forms of professional knowledge as subject teachers. Simultaneously the research and development process itself also revealed profound challenges to the school-based teacher educators' sense of identity - both as teachers and as mentors - that highlighting such contested concepts could pose. In seeking to address these challenges two apparently contradictory, but essentially complementary, approaches seem to be called for. The first is a proper acknowledgement of existing knowledge and expertise - that of the beginning teachers as well as that of their mentors. The second is the forging of a new form of professional identity for mentors: an identity which depends not merely on existing knowledge, but on the capacity to generate new professional knowledge; an identity which includes a role as learner, not merely one as an 'expert' teacher. This paper explores the policy of single-sex classes that is currently being adopted in some schools as a strategy for addressing boys’ educational and social needs. It draws on research in one Australian government, coeducational primary school to examine teachers’ and students’ experiences of this strategy. Interviews with the principal, male and female teachers responsible for teaching the single-sex classes and the students involved in these classes are used to illustrate the impact and effect of the strategy on pedagogical practices in this particular school. The data are used to raise critical questions about the impact and effects of teachers’ pedagogical practices in light of the current literature and research about single-sex classes. In this case study, it was found that teachers had a tendency to modify their pedagogical practices and the curriculum to suit stereotypical constructions about boys’ and girls’ supposed oppositional orientations to learning. It is concluded that teacher knowledges and assumptions about gender play an important role in the execution of their pedagogies in the single-sex classroom. [ABSTRACT FROM AUTHOR]

In this paper, we examine the methods by which candidates are selected for the Oxford Medical School in the light of the literature on assessment in general and candidate selection in particular. We review changes in the process that attempt to capture the best of evidence-supported practice while preserving or enhancing the features identified as being peculiar strengths of the Oxford learning environment. These changes aim to improve fairness, reliability and validity, while permitting candidate-specific approaches that allow for differences of prior experience and opportunity. Over the last decade, there has been an increasing drive towards the promotion and development of enterprise education in Scottish schools. This has involved much debate about the nature of enterprise and how it may be addressed and applied within primary and early secondary school settings. The recent renewed interest in citizenship education and New Labour's drive towards creating a ‘third way’ between capital and welfare has opened up new and wider debates about educational practice. This paper examines the enterprise and citizenship agendas, drawing upon evidence from the English National Curriculum model and recommendations recently published in Scotland, and opens up new debates about the potential for enterprise education to contribute towards the citizenship agenda in Scottish schools. The paper depicts the changes that have taken place in the relationships between the state and local education authorities from the 1980s and in the freedom of the schools and the teaching profession to create and offer the curriculum. The changes are linked to a shift from the interactive to the idealist concepts of educational development. They are placed in the context of changes in assumptions about the role of local authorities and schools in sustaining democratic and professional roles and practices, and in the growth of what can be conceived of as the increasing development of a Compliance Society. Geography as a school subject is highly infused with values and controversial issues. Much attention has been paid to the role of the (geography) teacher in dealing with values education, but the continued lack of pupil-focused empirical work hampers conceptual, practical and policy development. Drawing on evidence from pupil-focused research, it is argued that greater attention must be paid to three issues: (i) pupils may interpret classroom experiences in relation to unannounced or hidden values and controversies; (ii) pupils may position or locate themselves in relation to controversial issues in a variety of ways; and (iii) as a result, pupils' engagement with values in the geography classroom may be highly individualised and complex, reflecting (i) and (ii) in combination. The wider context of this article is the assumption in the social sciences regarding the existence of a dichotomy between truth and objectivity on one hand and constructivism, subjectivism and relativism on the other. The school subject of geography serves as an appropriate focus for examining this assumption. There are three issues facing the school geography curriculum in England for students aged 11-14 (Key Stage 3): the domination of the subject by objectivism and scientism, the threat of impending relativism, and the gap between geography in schools and geography in universities. I draw on Derrida's ideas about the instability of signs, the significance of totalising discourses and the imperative of ethical and political responsibility to question approaches to maps adopted in the Geography National Curriculum policy text and in two different school textbooks. The analysis serves as a springboard for ways in which students can be taught about maps that question cartographic conventions and release chains of traces to reveal their political and ethical substance. I argue that deconstruction and invention challenges the dichotomy and re-energises school geography. I then consider the wider applicability of the case before ending with a mention of accuracy. This article, which is based on research funded by the Nuffield Foundation, examines the responses of higher education institutions (HEIs) to the recent reform of advanced level qualifications in England, Wales and Northern Ireland, known as Curriculum 2000 . The research, undertaken in late 2002 and early 2003 following the ‘graduation’ of the first cohort of Curriculum 2000 learners, combined documentary analysis, use of national survey findings and interviews with a sample of university admissions tutors from new (post‐1992) and old (pre‐1992) universities in England. The research shows that HEIs were generally well‐informed about most aspects of the advanced level reforms and, at the level of public statements, welcomed the possibility of a broader advanced level curriculum. However, this relatively positive approach was not reproduced in terms of offer‐making to candidates: admissions tutors, particularly in the pre‐1992 universities, continued to make offers largely on the basis of predicted grades in three main A Levels. We argue that the reason for this cautious approach by the HEIs was not simply a result of their traditional support for subject specialisation, but also stemmed from systemic problems related to the Curriculum 2000 qualifications, their voluntarism and their less than universal up‐take by schools, colleges and learners. We conclude by looking briefly at the implications of these research findings for the future reform of 14–19 curriculum and qualifications in England. [ABSTRACT FROM AUTHOR]

This article is concerned with the founding purposes and justification of natural science in the statutory school curriculum. It offers a critique of the strand of argument and the proposals for reform which have developed after the report Beyond 2000 focused on a particular usage of the term ‘scientific literacy’. Two lines of argument are criticised. These are, first, the view that a founding purpose of the science curriculum can be to prepare students for dealing as adults with socio-political issues with a scientific aspect, and, second, that there is a well-defined distinction to be drawn between the purposes of the statutory curriculum for pupils who will become professional scientists and others. The article suggests that these issues have not been the subject of sustained and open-minded examination in recent years, and calls for such an examination. [ABSTRACT FROM AUTHOR]

ABSTRACT Thinking Skills programmes enjoy a periodic popularity and seem to provide an antidote for teachers to the instrumentalism of prescribed curricula as they address more general aims of education. However, along with most other curriculum innovations they usually fail to make a lasting impact or become established within school systems, despite promising evidence of theft effects. The article explores the reasons why classrooms are so resistant to the kind of change that Thinking Skills programmes demand through the consideration of a number of constructs of teacher development and the voices of teachers who have been involved in Teaching Thinking interventions.
