Abstract: How to accomplish the assessment of environmental quality and its quantitative? How investments in environmental protection affect environmental quality? Such issues were hot in environment protection. This paper do an empirical analysis with data of Chongqing from 1996 to 2009 based on Set Pair Analysis methods, the results showed environmental quality from 1996-1998 were “worse”, the quality in 1999 and 2000 were “qualified”, the quality were “better” from 2001-2006 and were “good” in 2008 and 2009. And then, the paper unified the correlation of each level into a coordinate system in order to quantitative value of environmental quality. Through the analysis of relationship between investment in environmental protection and environmental quality, it was found that 1% changing of environmental protection investment could cause 9% changing of environmental quality. In addition, changing rate of environmental quality has lagged 1 year compared with changing rate of environmental protection investment. [Copyright &y& Elsevier]

Abstract: It is a precondition to have a quantitative description of project risk for its management. As a tool, Fuzzy Comprehensive Evaluation based on matter element model provides a way to calculate risks. This paper introduces the common theory of fuzzy matter element evaluation, puts up general procedures of risk evaluation based on fuzzy matter element evaluation, and establishes model of matter element risk evaluation as well as comprehensive evaluation method based on fuzzy matter element. This paper, through an real project, analyses risks exist in the project of Caiyuanba Bridge in Chongqing from the view of proprietor with fuzzy matter element evaluation applied, the results verifies the superiority and feasibility of the method and its good efficiency in project risk management. Abstract: It is difficult to evaluate the performance of the different companies feasibly and fairly only depending on experts. An evaluation model based on TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) is built to solve this problem. In this model, the method of data processing and the evaluation algorithms are analyzed detailed. By means of the evaluation model, eight electric power supply bureau of Chongqing are evaluated in this paper, and the results show feasibly and reasonably. [Copyright &y& Elsevier]

Abstract: At present, the wind resistant studies for the bridge are mainly aimed at the open plain areas, but the wind resistant studies, functioned by the complex wind at the western mountain, are seldom made. Thus, taking the Chongqing Daning River Bridge for the object in this paper, the environmental characteristics of the wind at the Daning River Bridge are obtained firstly through field measurement, including basic wind speed, wind profile, turbulence intensity, fluctuating wind power spectral density function as well as turbulence integral scale and other parameters. Then, through the numerical analysis, the buffeting forces and the response values on the full bridge are calculated. [Copyright &y& Elsevier]

Abstract: In traditional industrialization, manufacturing industries are clustering with a large amount of carbon dioxide (CO2) emissions which has been polluting the environment heavily and directly caused global climate change. Industry CO2 emissions reduction is the key point for global climate change mitigation. The authors in this paper introduce a new concept of industry CO2 emissions efficiency and relatively design an industry CO2 emissions coefficient to measure it. With a sample analysis of Chongqing China, the authors find that 11 of 18 sectors of Chongqing industry have their great potentials of industry CO2 emissions reduction comparing to those of China''s national level in sample year of 2007.
