But in many boomtowns, Latinos have poured in to take up the basic jobs in construction, food and distribution that cities need to back up their growth. The signs of mobility and assimilation are everywhere--not assimilation as in becoming the same as everyone else, but assimilation as in becoming citizens, taking part in politics, enlisting in the army, paying taxes and speaking English.

In the year to June 2005, Australia will have admitted around 120,000 immigrants, as well as almost 14,000 refugees. There have been changes in the mix of immigrants too. These days, more than a third of each year's intake comes from Asian countries, and the proportion goes on rising. Nobody disputes that the system benefits Australia. With unemployment so low, the country could easily take in a lot more immigrants. To the visitor, Australia seems like a model of harmonious race relations. If Australia has embraced its immigrants, it has been much less successful in coming to terms with its terrible past. When Captain Arthur Philip landed with the First Fleet in 1788, the original Australians had already been there for 50,000 years. Because the Aborigines did not practice settled agriculture, they were deemed to have no claim to the continent they inhabited. In every sense, the Aborigines are at the bottom of the heap in Australia. Australia has at last accepted the obvious, that a terrible injustice was done, and that restitution ought to be made.

The article focuses on the assimilation of Latinos in California. As immigrants get absorbed in the melting pot, they also change the content of the pot, and nowhere more so than in California. Latinos are harder to assimilate because their homeland is so close. Moreover, their arrival has coincided with a new fashion for multiculturalism: rather than being forced to become American, Latinos are now being told by left-wing professors to hang on to their culture and celebrate their diversity. There has been something of a conspiracy of silence on the subject of immigration among the state's leaders. Businesspeople do not want to talk about the cheap labour that picks their apricots, cleans their cars and looks after their children. Unionists also bite their tongues, now that they no longer see immigrants as job-stealers but as potential recruits. And politicians from both parties are now chasing their votes. Rather than trying to fight against Americanisation, Latinos seem to be welcoming it. Gregory Rodriguez at the New America Foundation points out that Latinos have made absolutely no attempt at political separation. However, three caveats remain, all in some way connected to California's dysfunctional government. The first has to do with racial identification. The second caveat has to do with politics. Latinos vote in low numbers and have few political leaders. The last caveat is the biggest of all: education. California's schools are inextricably tied up with immigration. Only one in three children in California's public schools is white; 45% are Latino. In Los Angeles, the proportions are 10% and 70%, respectively. All the optimistic predictions about the integration of Latinos make sense only if their schools teach them English and provide them with enough skills to let them escape day-labour jobs.

In 1999, Javier Solana, North Atlantic Treaty Organization's then boss, ordered air strikes to end Serb repression and killings in Kosovo. Five years on Solana was back, as the European Union's foreign-policy head, fulminating at "appalling" and "intolerable" behavior that led to 28 deaths, the ethnic cleansing of 4,000 Kosovo Serbs and Roma (gypsies), destruction or damage to 366 houses and attacks on 41 Orthodox churches and monasteries. It was Serbs and Roma living in the most vulnerable spots who were chased out in two days of violence in March 2004. Some power has been devolved to an elected government, whose prime minister, Bajram Rexhepi, calls the violence a "disaster". Harri Holkeri, the United Nations boss in Kosovo, declares that trust has been destroyed. Oddly, relations between Kosovo's politicians and Serbia's nationalist prime minister, Vojislav Kostunica, may not be quite as glacial as they would have their voters believe. In the two days before the violence erupted, one of Kostunica's top advisers met his counterparts from the offices of Rexhepi and Ibrahim Rugova, Kosovo's president, in Switzerland. Both Serbs and ethnic Albanians have been looking at how fighting ended in Bosnia and Macedonia, hoping for lessons for Kosovo. If they hold open lines between Serbia and Kosovo, the violence may even galvanise their work.

The Kurds of south-eastern Turkey, like their fellow citizens of all ethnic stripes across the country, have already experienced an enormous change, largely for the good, between 2000 and 2003. Partly that is thanks to a ceasefire since 1999 between the Turkish army and the insurgents of the Kurdistan Workers' Party, better known as the PKK but recently renamed the Kurdish Congress for Freedom and Democracy, or KADEK. In 2002, the lifting of the state of emergency that had prevailed in most of the south-east enabled many rural Kurds to travel freely to and from their villages: according to a human-rights campaigner in Diyarbakir, the Kurds' biggest city, nearly a quarter of the 3,400-plus Kurdish villages that were forcibly evacuated during the war have started to be resettled. But several factors have raised the Kurds' morale. One is the new Turkish government's apparent determination to meet the European Union's human-rights criteria. The second is the consolidation of a quasi-independent federal Kurdish state across the border in northern Iraq. Human-rights campaigners, such as Sezgin Tanrikulu of the Diyarbakir Bar Association, say they have yet to see a new attitude among police and prosecutors who still, he says, harass and detain people deemed to stir up Kurdish sentiment.

A tiny percentage of Americans will watch the 2006 World Cup compared the numbers who view the Super Bowl. The failure of the U.S. to embrace soccer is born of patriotism and populism. Immigrants wanted their children to assimilate rather than playing soccer, considered European and elitist.

The article looks at the failure of Europe to integrate the second and third generations of minorities into society. Riots in France point to one particular area in which Europe has been unusually bad: integrating immigrant families from the second and third generations. In America, the education levels, English-language skills and intermarriage rates of immigrant groups rise over time. So do income, home-ownership and political representation. This is the natural course of assimilation. But it does not seem to work in Europe.

Trevor Phillips, chairman of the Commission for Racial Equality, the nation's race watchdog, warned that Britain is "sleepwalking" into a ghettoized society, with "black holes" emerging in some cities. Britons are fearful of ghettos these days, though they worry more about south-east Asian Muslims than about blacks. Concern for the poor and downtrodden is one reason; the other is the specter of alienated, angry young men stewing in their enclaves. Race-tinged riots in 2001 and bombings in London on July 7, 2005, seemed to underline that danger, which may explain why Phillips's words were welcomed both by Labor and by the opposition Conservatives. Every large ethnic minority group became less segregated between 1991 and 2001. Britain's Jews are remarkably isolated (52% live in north London), considering how long they have been around, but nobody worries about them. The real problem is not concentrations of Muslims or non-whites, but of bad schools that impede progress and rampant criminality. Tackling concentrations of poverty is the ideal solution, but increasing overall wealth would help break up ghettos, too.

The article focuses on Muslim schools in Great Britain. Fears have been growing that Britain is facilitating the creation of a radicalized Muslim community in its midst. Politicians have attacked multicultural policies and demanded that Muslims integrate more fully. Among the targets of criticism are Muslim schools. Around 25,000 of the more than 500,000 Muslim children are educated in the country's 100-odd Muslim schools. Alongside subjects from the national curriculum, one private girls' school offers principles of faith, Islamic jurisprudence, Koranic recitation, Islamic history and the study of the life of the prophet Muhammad--as well as Asian cooking, healthy eating and dressmaking. The Association of Muslim Schools UK (AMSUK) says that most of its 108 independent member schools would like to move into the state sector. That would mean they would have to teach the national curriculum and satisfy the government's education watchdog that they offer a fully rounded education. They should also, according to government recommendations, reserve at least 10% of their places for non-Muslim children, although those already in the state sector say that they don't get enough applications from such children to fill this quota. Joining the state sector requires schools to prove that their education and facilities are up to scratch. This is difficult for schools that tend to be run on a shoestring: fees are far lower at Muslim schools than elsewhere in the independent sector, with some day schools charging as little as £ 1,000 ($1,800), and even some boarding schools charging less than £ 3,000 a year. But the government is keen to nudge things along because it feels that the way to keep Muslim schools moderate is to bring them into the heavily-regulated state sector. Even if they stay put, however, they will be watched more closely.

The article criticizes the British government's immigration policy. Race riots in the north of England in the summer of 2001, growing anxiety about Islamic cultural separateness following September 11th and, above all, the explosion in the number of asylum-seekers in the late 1990s were stirred by the popular press. By preventing refugees from working and forcing them into benefit dependency, the asylum system helped feed the prejudice that most migrants were cheats and scroungers. No wonder Prime Minister Tony Blair wanted to be seen to be doing something about it. However, as the number of asylum-seekers began to decline in the latter half of 2003, attention and headlines have switched to other forms of immigration. Many migrants have skills that are in high demand--London's health service and schools would collapse without them--while others, as immigrants always have, are prepared to do menial jobs shunned by the indigenous population. In short, the government has carried through an important policy that affects the lives of many citizens, but without having adequately gained their consent. The tragic consequence is that when it now argues perfectly sensibly about the need for "managed" migration, it is simply not trusted.

When Muslims opened a mosque in Granada in 2003--the first built in the city for over 500 years--it was hailed as a hopeful sign of reconciliation between Islam and Christianity. The Granada mosque seemed to show that modern Spain had made its peace with Islam. But the terrorist bombs in Madrid, apparently inspired by Islamist radicals whose rantings have created fears for the future. European countries that are increasingly nervous about Muslims and immigration. Pim Fortuyn, leader of a populist, anti-immigration party in the Netherlands, was assassinated in 2002 and his political party has since fallen into disarray, but many of his ideas have gone mainstream. An all-party report to the Dutch parliament concluded that 30 years of multicultural policy had failed in the Netherlands, and that more energetic efforts should be made to oblige immigrants to learn Dutch and embrace local values. Anti-immigration parties such as France's National Front and Austria's Freedom Party were well-established long before the terrorist attacks in the United States on September 11, 2001. The havoc and misery wrought by the Madrid bombs have been followed by a secondary sad effect: rising mistrust between the Muslims of Europe and their neighbors.

The article focuses on Somali immigration to Great Britain. If Somalis excel at one thing, it is getting into Britain. Some 44,000 adults have sought asylum in the past ten years, with most succeeding. Their homeland is so dangerous that even hard-nosed immigration officers grant more than a third of claims immediately, compared with 6% for other nations. Others are arriving from mainland Europe: four-fifths of Leicester's roughly 10,000 Somalis won refugee status abroad and are now exercising their right to free movement within the EU. The problems come when they try to settle. Partly through choice, but mostly through deliberate council policy, most Somalis have landed in poor black and Muslim districts. Even there, they have suffered abuse of an intensity not normally seen in these usually tolerant cities. Small defensive ghettos like the one in St Matthew's have sprung up in response. The problem with these mini-ghettos is that they concentrate poverty but not political or economic power. Larger ethnic clusters, such as the Bangladeshis of Tower Hamlets, have created thriving businesses and, over the past ten years, seized control of local public institutions. The Somalis cannot do that, partly because their clusters are too dispersed, and partly because so many of their specific needs (long-distance call centres, mosques, halal butchers) are readily met by others. As a result, Somalis find themselves in a kind of ethnic limbo, suffering all the disadvantages of isolation and none of the advantages. Unable to become an assimilated "model minority", Somalis can't become a militant minority either.

This article discusses the addition of eight countries to the European Union (EU) in 2004. Eight countries of central Europe will join the EU on May 1st, 2004, but not as completely as they might like. The main sign of their accession will be the immediate abolition of customs controls at frontiers with other EU countries. But people crossing borders between old and new member states (or between new member states) will remain subject to passport checks, though EU nationals will not face any further inquiries about the purpose of their journey, their means of subsistence and so on. Controls on people will remain until the accession countries become full members of the Schengen system, which requires them to secure their borders with non-EU countries, to adopt the EU's common visa rules, and to hook their national computer systems up to a common system for pooling information about crime and immigration. Adopting Europe's common currency, the euro, will take most central European countries longer still. For Poland, the Czech Republic and Hungary, which have the biggest economies in central Europe, budget deficits pose at least as serious an obstacle to euro zone entry. EU treaty rules say euro zone countries must keep budget deficits below 3% of GDP (though some countries are already breaking this rule, putting in question the legitimacy of it).
