Background :Antiphospholipid syndrome (APS) is an autoimmune disease caracterized by arterio-venous thrombotic manifestations and persistently positive antiphospholipid antibodies (APAb) as reported in the revised Sapporo classification criteria. The prevalence of APAb in haemodialysed patients is higher compared to the general population. Their role in the occurrence of vascular access thrombosis remains controversial.This study aims to determine the prevalence of APAb and APS and to evaluate their association with vascular access thrombosis and quality of extrarenal purification in haemodialysis patients.Methods :This is a singler-centre crosse sectional study including 145 haemodialysis patients with available demographic, clinical, biological and immunological parameters (APAb) as well as haemodialysis characteristics.Antiphospholipid biology was defined as persistently positive antibodies (at least 12 weeks apart) without history of clinical manifestation.Results :The prevalence of antiphospholipid biology (APB) and APS were respectively 17.7% (12/ 117) and 10.3% (6/117). Those patients were younger. Antiphospholipid biology is significantly associated with arterial hypertension and diabetes while the antiphospholipid syndrome with dyslipidaemia. Antiphospholipid biology is a significant risk factor for lower Kt/V independently of type of membrane or haemodialysis modality (conventional haemodialysis versus hemodiafiltration). The APS is associated with vascular access thrombosis. Interestingly, patients with one positive APAb at the screening that were controlled negative during the follow-up were still expose to an increased risk of arterial thrombosis (however this did not reach statistical significance, p = 0,054). These patients were not at risk for vascular access thrombosis.Conclusion :Despite a small sample size, we report that antiphospholipid syndrome increases the risk of vascular access thrombosis and is an independent risk factor of a lower Kt/V. Year 2000 (Y2K) is the term used to describe the potential failure of information technology (IT) systems prior to, on or after January 1, 2000. This potential exists because of the widespread practice of using two digits, not four, to represent the year in computer databases, software applications, hardware, and microchips. Difficulties will arise in the Y2K when our systems will be unable to differentiate it from the year 1900. The associated, but unrelated, calendar anomaly that must be included in the Y2K systems repairs is the fact that Y2K is a leap year unlike most other century dates. The DoD inventory of hardware and software consists of more than three decades of IT development. The goal is to have all DoD systems certified ascertified as Y2K compliant and implemented not later than November 1, 1999. This will be accomplished through the elimination, replacement and/or modification of existing systems as they move through the phases. The DoD Year 2000 Management Plan focuses on Y2K resolution efforts throughout the DoD. It provides the overall DoD strategy and guidance for inventorying systems, prioritizing systems, retiring systems, and monitoring progress. The DoD AEs CIO has overall responsibility for overseeing the DoD AEs solution to the Y2K problem. DoD Components are responsible for awareness, assessments, renovations, validations, and implementation actions. The overall goal is to provide a DoD-wide coordinated effort that ensures no system is adversely affected by Y2K problems prior to, on, and after January 1, 2000.

This Directive reissues DoD Directive 5200.1 June 7, 1982 to update policy and responsibilities for the DoD information Security Program under Executive Order 12958 and Information Security Oversight Office Directive 'Classified National Security Information,' October 13, 1995; replaces DoD Instructions 5230.21 and 0-5230.22 and DoD Directive 5200.12; and continues to authorize the publication of DoD 5200.1-R, in accordance with DoD 5025.1-M., Supersedes AD-A272 047.

This Directive supersedes ASD(C31) Memorandum, 'Defense Treaty Inspection Readiness Program (DTIRP),' June 25, 1992, to update policy and responsibilities for the DTIRP as a DoD arms control security preparedness and outreach program in accordance with DoD Directive 2060.1; establishes a support program to ensure the continued protection of DoD programs, operations, and activities; and designates the Director, On-Site Inspection Agency (OSIA), as the DoD Executive Agent for implementation of the DTIRP and as Chair of the DTIRP Coordination Group (CO), which is hereby established.

The Federal Government Held a one day conference on the Year 2000 computer data processing problem on May 2, 1996. This 3-volume set of tapes is the six hours of unedited presentations that were given. The conference described the Year 2000 problem, followed by briefings from industry and government on how the problem is being addressed in their organization. The conference was to raise the level of awareness of the Year 2000, and discuss solutions.

This Directive establishes a joint ISB (hereafter referred to as 'the Board') composed of representatives of the Secretary of Defense and the Director of Central Intelligence. The Board is to ensure the interoperability of automatic intelligence information systems is met effectively and efficiently, in a manner conducive to national security, and consistent with the authorities and duties of the Secretary of Defense and the Director of Central Intelligence under Title 10, United States Code, Title 50, United States Code, and Executive Order 12333.

This Master Plan provides strategic guidance for all automated document conversion (ADC) acquisitions within the Department of Defense (DoD). For the purposes of this Master Plan, ADC guidance focuses on conversion from paper/microform (analog) to digital (used by a computer) formats, although the need for digital to digital conversion is addressed. This Master Plan views document conversion as an activity within the records management business process. The Master Plan follows three basic themes: (1) follow existing policy, (2) use a commonly shared DoD business process that also provides practical business rules, and (3) implement a flexible document conversion strategy based on technical standards that provides the Department with sharable converted documents.

The following is an overview of the Symposium: DoD's changing roles, missions, staffing, and resources required rapid breakthrough in efficiency and effectiveness. The tools of benchmarking and reengineering, used together with other management approaches, can accomplish those breakthroughs. The procedures outlined in this document provide the structure to extend, approve, and maintain the Department of Defense (DoD) Enterprise Data Model. Results of implementing these procedures will be the standardization of data entities as prime words and identification and entry of model based data elements (attributes) ready for standardization in accordance with DoD 832O.1-M-1 (reference (b)). The DoD Enterprise Model is a representation of the activities and data of the DoD. The model embodies top-level processes and standard data interfaces relevant to every DoD major mission and function. It is the basis for defining, coordinating, and integrating DoD missions and functions. The DoD Enterprise Model is needed to support the defense mission from warfighting to acquisition and logistics. It will enable the Department's leaders and managers to better understand and direct their areas of responsibility and to integrate business process reengineering initiatives within and across functional and organizational boundaries.

During the period from August 23, 1993 to September 15, 1993, the Assistant for Business Process Improvement (DASD/IM) conducted an external benchmark study to discover best practices of business process improvement. This study is one of the ongoing efforts to improve the Department of Defense methodology for functional process improvement. Process improvement is itself a process and is subject to the same requirements for continuous improvement as are all functional processes in the Department. Benchmarking is an integral component of improvement efforts. Infact, competition for the Malcolm Baldrige National Quality Award mandates the use of continuous benchmarking to set performance targets and to uncover best business practices., Included in ADM000596.
