This article considers the tools and management approaches associated with the 'digital-era' public sector reform, which many observers suggest has supplanted or should supplant previous reforms such as those associated with the New Public Management. This article levers and adapts the Competing Values Framework to categorize various public service reform movements--Traditional Public Administration, New Public Management, Public Value Management, and New Public Governance--and associated value systems and cultures. It argues that not only do these prior reform movements persist as values and repertoires in public service systems, but they are also each variously receiving oxygen from 'digital' as the latest wave of technological innovation affecting societies, markets, and governments. It calls for more systematic empirical work to gauge how digital tools have been affecting the mix and balance of values and repertoires associated with these reform movements in different parts of public service systems in Canada and beyond. Cet article se penche sur les outils et les methodes de gestion associes a la reforme du secteur public a << l'ere numerique >>, qui, selon les dires de nombreux observateurs, a supplante ou devrait supplanter les reformes anterieures comme celles associees a la nouvelle gestion publique. Cet article tire parti du Cadre des Valeurs en Concurrence et l'adapte pour repertorier divers mouvements de reforme de la fonction publique--l'administration publique traditionnelle, la nouvelle gestion publique, la gestion de la valeur publique et la nouvelle gouvernance publique--ainsi que les systemes de valeurs et cultures associes. When Jared Wesley (University of Alberta) first approached me about converting papers delivered at conference panels he had recently convened on cannabis legalization in Canada, he explained that he had attracted presenters from different disciplines who had provided diverse appraisals of the new public administration landscape in a rapidly transformed policy domain. It was an easy decision to make. I want to thank two anonymous reviewers--one from the public health field and another from public administration--who agreed to read all of the manuscripts, and other reviewers who reviewed single manuscripts, providing constructive, insightful, and timely comments. I also want to thank the contributors for revising their papers with CPA's practitioner and scholarly audience in mind, and to Jared for working with his colleagues in his capacity as guest editor to respond in a timely way. It was a pleasure working with all of these authors. Along with the six papers selected for the special issue, we added Bird, Dutil and Stoney's 'Taxing the Tempted' article which had independently moved through peer review, a wonderful serendipity. Together, not only does this special issue show the power of multi-faceted contributions to illuminate contemporary challenges in public administration, but also reflects the ongoing renewal in our field with contributors from several generations. None of this would have been possible, of course, without the amazing work of our Managing Editor, Christy Paddick, who facilitated and fasttracked the special issue. He appointed an Advisory Group chaired by Terry Moran, Secretary of the Department of Prime Minister and Cabinet, to prepare a discussion paper, oversee a benchmarking study and consultations, and craft a blueprint to reform the Australian Public Service (APS) in order to deal with future governance challenges. The vision is to develop a forward-looking, innovative, collaborative, citizen-focused, agile, informed and highly-skilled APS to advise and deliver policy and services for government. Ahead of the Game, a comprehensive Blueprint for action, was released on 29 March 2010. This article provides a high-level review of motivations and process for the Moran Review, an overview of the Blueprint, an assessment of the strategy and process, and suggestions for moving forward on selected issues. In January 1994, the Chretien government announced the Social Security Reform (SSR), a sweeping review of federal social policy programs. Led by the minister of human resources development, it was intended to produce a comprehensive policy innovation and led to extensive consultations under the auspices of the standing committee on human resources development, individual MPS, and the Department of Human Resources Development Canada (HRDC). This paper describes how the recently restructured HRDC created a temporary administrative adhocracy to design and support these 'mega-consultations.' Although the SSR was considered a failure, side-swiped by the Program Review, it represents a high-water mark in government consultation and informed the strategic plans of a newly elected government over the next four years. The article identifies the lessons of administering a mega-consultation, particularly in combination with a comprehensive policy innovation, and suggests a research agenda for examining the value-for-money of different consultation instruments. The purpose of this paper was to provide background information for discussions at the National Seminar on Decentralization and Power Sharing on 15-17 October 1993 in St. Andrews, New Brunswick. It emerged out of a concern that the literature has not managed to convey a sense of the extent and nature of administrative reform under way in Canada. Senior public servants working for nine provincial governments were contacted during the summer of 1993 in order to obtain documents and their views on developments in administrative and program reform during the early 1990s. the information was first presented at the national seminar and was subsequently reviewed by provincial contacts in late 1993, who often suggested additional modifications. Our reconnaissance moves from west to east, and ends with observations about developments at the federal level. We did not delve into aboriginal and federal-provincial issues since other papers were to take up these subjects, but if officials noted that such issues were part of their administrative reform agenda, then we mentioned them. Officias from New Brunswick emphasized regional initiatives in the eastern provinces and we chose to leave that discussion in that section. Given the limited resources and time available for undertaking this survey of developments, it should not be construed as a definitive history of recent reform within each jurisdiction. Nevertheless, we do think this reconnaissance conveys the current tumult in Canada's public sector; governments at all levels are in the midst of significant restructuring, and this will continue for the forseeable future. Governments often operate under considerable pressure to respond effectively to the emergence of increasingly complex policy dilemmas. This article first explains some key difficulties in bringing forth comprehensive policy interventions. Despite the ubiquity of social and political constraints to policy innovation, many failures can be attributed to public bureaucracies that are not designed to deal with complex problems, and which all too quickly exceed their policy-making capacities. This study then analyzes why comprehensive policy-making does sometimes occur, and links its occurrence to bureaucratic design factors, arguing that extending organizational capacity for innovation involves more than generous budgets and expertise. The article draws upon, and develops further, Mintzberg's ideas on administrative adhocracy to show how administrative units can be organized to enable bureaucracies to transcend professional compartmentalization and routine; and how structures can be designed for comprehensive policy innovation. The study focuses on Canadian federal bureaucracy, and it is supported by three case studies of recent policy experiments: energy, environment and AIDS.

Since the era of reform triggered by the Committee on Government Productivity during the early 1970s, there has been surprisingly little writing about public service reform in Ontario. This article surveys developments since the early 1980s, reviewing the changes that occurred during the Davis, Peterson, and Rae governments pertaining to the structure and integrity of the public service, human resource development, relocation, accountability regimes, reorganization and restraint initiatives, to name only a few. We review the rise and fall of the Tomorrow Project, and how the Rae government developed an interest in public management issues as part of its policy and restraint agendas. As a frame for our analysis, we invoke the metaphor of 'streams, springs, and stones' to convey not only the breadth and complexity of public service reform but also its enduring themes and issues. Policy institutes are prominent members of policy communities in Canada, but there is little understanding of their diversity beyond well-known value orientations, nor of how they differ from other 'think tank' organizations such as government councils and academic research centres. This paper supplies concepts and a framework for assessing the capacity and role of policy institutes. It compares the size and activities of several well-known Canadian institutes, and puts their emergence in historical context. The paper concludes with suggestions on how to make institutes more relevant to the policy-making process. (Reprinted by permission of the publisher.)

Comprehending external environments is an increasingly important facet of the work of senior public servants. The purpose of this paper is to introduce concepts that will help practitioners and academic observers to describe and analyse the structure and dynamics of policy communities. The paper first draws from the political science literature to identify different networks in policy communities, considering how the role of public managers changes from network to network, and then models policy communities as 'learning' entities consisting of advocacy coalitions responding to policy challenges in competitive and cooperative interactions. The paper concludes that public managers have a special stewardship function in facilitating more productive learning within policy communities. (Reprinted by permission of the publisher.)
