This paper examines the macroeconomic and development policies to spur economic integration and growth in the Association of Southeast Asian Nations (ASEAN). It reviews how economic transformation and integration have fueled growth and job creation in the region. ASEAN's increased participation in global and regional value chains, with the People's Republic of China (PRC) as a regional hub, laid the solid foundation of regional production networks. However, with the changing role of the PRC in global value chains, the region needs to renew policy initiatives to address the development challenges and seize new growth opportunities with its single market goals. The analysis suggests the region requires strategic plans for infrastructure development, digitalization, and greater integration reinforced by the removal of trade barriers, increased labor mobility, and foreign direct investment mobilization. The region's successful future also depends on cooperative policy efforts around developing e‐government and digital value chains, strengthening micro‐, small‐ and medium‐sized enterprises and startups, and building smart cities. Malaysia's higher education sector has a substantial number and diverse types of public and private providers, which have contributed toward improving access. Over time, with improved access, there are increasing policy efforts directed toward improving the quality of higher education to meet the desired human capital needed for advancing economic development. This paper assesses three key areas that have been undertaken to improve the quality of higher education, their measurements, achievements, outstanding challenges, and ensuing implications on future policy directions. The key performance indicators used for monitoring quality improvements show that some targets have been achieved. China joined the Paris Agreement, and the global 2°C and 1.5°C warming targets will be supported by China. In order to achieve these targets, China's CO2 emissions need to be cut deeply by 2050. The present paper presents studies from the integrated policy assessment model for China (IPAC) team about the impact on China's economic development of deep cuts in greenhouse gas (GHG) emissions, in order to realize the Paris climate change targets. With the requirement of deep cuts in GHG emissions in China, China's economic development will also be impacted in moving toward a low‐carbon or zero‐carbon emission‐based economy by 2050. This means the Chinese economy needs a strong transition over the next three decades, a relatively short time. All sectors in the economy need to seek ways to reduce GHG emissions, and this could change activities, industry processes and technologies in order to make the deep cuts in GHG emissions happen. This is the meaning of the economic transition toward to a low‐carbon economy. The findings of the present paper include: a significant transition in the energy supply sector; a high rate of electrification in all end‐use sectors; and a technology transition in the transport sector. Transitions will also occur in the traditional industrial sectors, including steel making, cement manufacture, and the chemical sector. The availability of low‐cost renewable energy could change the allocation of industries, which could potentially have a strong impact on regional economic development. Deep cuts in CO2 emissions in China need not be a burden for economic development, as the IPAC results show there will be a more than 1.5% increase of gross domestic product by 2050 in the deep cut scenario compared with the baseline scenario. Asia is facing serious environmental challenges including urban air pollution and the effects of global climate change. As a major source of greenhouse gases, what happens in Asia will play a crucial role in determining the extent to which the world warms over coming decades. This paper reviews key environmental challenges faced by the region and the growing opportunities for a transition to a cleaner economy powered by zero‐emission energy sources. Economic mechanisms – including emissions pricing, reverse auctions, and renewable portfolio standards with green certificate schemes – have the potential to underpin a much greener development model for the Asian Century. Japan is known to have an exceptionally low level of inward foreign direct investment (FDI). The promotion of inward FDI is one of the policy goals of Abenomics structural reforms. This present paper studies the accumulation of Japan's inward FDI stock during the first 3 years of Abenomics (2012-2015), and finds no evidence that Japan's inward FDI stock increased more than the trend before Abenomics started would have predicted. A comparison of the main policies for promoting inward FDI that have been implemented to the real and perceived impediments to inward FDI reveals that it may be advisable to shift the emphasis of the policy to address more regulatory and administrative issues and to reduce the cost of doing business in Japan. What causes firm-level product innovation in developing economies? This paper answers this question by emphasizing the role of process improvements that are influential in product innovation. We construct a firm-level innovative capability score using novel, broad-based, but detailed data on various process improvement practices obtained from firms in Southeast Asia. We then investigate the factors that may affect innovative capability. We also estimate the effect of the innovative capability score on product innovation controlling for research and development intensity and other firm characteristics. Our empirical investigation identifies a chief executive officer ( CEO)'s past experience at a foreign or large firm, and buyer pressure to adopt international standards as key determinants of innovative capability. Novel and unique findings from our examination include: ( i) the impact of a CEO's past experience at a foreign or large firm on the innovative capability is larger for local enterprises and small- and medium-sized enterprises; ( ii) the impact of share of foreign workers in the upper managerial levels only appears to be significant in foreign firms and larger firms; and ( iii) buyer pressure is a more likely contributor to innovative capability compared with capital tie-ups with multinational enterprises or joint venture buyers that capture vertical technology transfers. Finally, our empirical results show that a firm in Southeast Asia is more likely to achieve product innovation if the firm has had a higher innovative capability. [ABSTRACT FROM AUTHOR]

The present paper estimates the effect of the Abe Cabinet's Womanomics policies that aimed to increase female labor supply and keep women on a career path. The policies are surveyed, and the effects are estimated using microdata from the Labor Force Survey combined with data at the prefectural level on day care provision. A difference-in-difference (DD) method is applied to uncover the impacts of the Abe Cabinet's policies. The rapid increase in the provision of infant care, especially in the urban area, has contributed to a strong increase in the labor participation of mothers with young children. In addition, DD method estimates show a strong increase in mothers with infants staying in permanent-contract regular employment. A significant shortening of work hours of workers, especially of parents with infants, is observed, which enabled working mothers to maintain their employment status. A change in the gender wage gap in the Japanese labor market is observed, but much progress is still required to close the large wage gap. [ABSTRACT FROM AUTHOR]

The serial underperformer of the region, Myanmar's economy is largely without the institutions and qualities necessary to achieve genuine economic growth. This paper explores the fundamentals of Myanmar's economy, from a perspective that emphasizes policy and institutional failure as the principal determinants of the country's present circumstances. The paper explores Myanmar's economy in a multifaceted way, examining concerns over economic growth, public finances, monetary and financial policies, corruption, and international trade. Notwithstanding the change in the form of Myanmar's governing institutions following the elections of November 2010, the paper concludes pessimistically as to the likelihood of meaningful economic reform in the foreseeable future. This paper conducts country-panel econometric analysis with a focus on the different roles of scientific and technological knowledge on economic growth and on the knowledge production functions. It finds that it is not scientific knowledge (academic articles) but technological knowledge (patents) that matters for economic growth, and that generating scientific knowledge does not automatically lead to the generation of technological knowledge. We find that technological knowledge is primarily determined by corporate research and development efforts, which used to be more lacking in Latin American countries, compared with East Asia. This paper analyses and assesses China's current fiscal system, including its basic institutional arrangements, the relationship between central and local governments, and the fiscal balance and public debt. This paper pays special attention to the local government borrowings that have increased dramatically in recent years, and tries to measure the 'overall public debt risk' by including all kinds of eligible debts. This paper finds that although the large expansion of local government debt during the fiscal stimulation response to the global financial crisis was devastating, the all-inclusive total public debt to gross domestic product ratio remains under 50%, and as long as the local debt stops growing, the risk is quite manageable. This paper also points out that more attention should be paid to improving and reforming the Chinese fiscal system, particularly the reform of the fiscal relationship between central and local governments, and the legal framework for local government debt management. Asia has emerged from the global financial crisis as an important stabilizing force and an engine of global economic growth. The establishment of the G-20 gives Asian economies the global forum that they need to both represent their interests in global governance and deliver on responsibilities concomitant with their growing weight in the global economy. The region has a host of cooperation arrangements in APEC, ASEAN+3, and EAS (East Asian Summit), all with ASEAN as the fulcrum. They are huge assets, but they need to be repositioned to relate effectively to the G-20 process and other global arrangements. They also need to comprehend the politics of the changing structure of regional power. This paper discusses the challenges that Asia faces in aligning regional and global objectives in financial, trade, and other areas of cooperation, such as climate change and foreign investment. It argues that Asia is now a critical player in the global system and has a central contribution to make in strengthening global governance and international policy outcomes. The paper sets out ways to fill gaps in regional cooperation and link the agenda for regional cooperation more effectively to Asia's new role globally. Using simulations projecting Chinese economic growth into the future, this paper first examines when China will overtake the USA to become the largest economy. Demographic changes that affect economic growth are taken into consideration in these projections. China is expected to become number one sometime in the mid-2020s, unless its growth rate of gross domestic product per worker declines dramatically, à la the lost decade of Japan. Next, the paper examines whether China becoming the number one economy will mean its currency, the renminbi (RMB), will become the international key currency. According to the basket currency regressions during the period that Chinese currency was gradually appreciating against the US dollar from July 2005 to August 2008, it is shown that the RMB has already acquired a strong influence on the Asian currencies. This shows that the RMB is fast gaining the status of a regional anchor currency for a possible regional joint float. As the Chinese government proceeds with internationalization of its currency, the RMB is expected to gain in the ranking of other aspects of international currency, such as the store of value and the medium of exchange. As the biggest carbon emitter in the world, China is facing tremendous pressure domestically and internationally. To promote the international efforts to tackle climate change, the Chinese government announced its 2020 carbon intensity target and is actively taking part in the international climate negotiations. In this paper, we review some of the climate burden-sharing proposals raised by Chinese scholars to shed some light on China's perspective on the post-Kyoto climate architecture. Then we summarize China's current pollution abatement policies and measures, and analyze some potential policy instruments for China to reconcile its future economic growth and carbon mitigation, as well as some practical design and enforcement issues to be considered for the near term. This paper sketches the contours of progress in India across a broad range of human development indicators, especially those related to the Millennium Development Goals. This paper also considers the slackening of the drop in poverty reduction since the 1990s (as compared to the 1980s) and the theme of increasing personal and regional inequality in India in the post-reforms period. It also considers the even more persistent incidence of hunger in India and concludes by assessing the potential role of public policy in addressing the twin problems of slowdown in poverty alleviation and reduction of hunger. This paper presents a simulation model based on the growth rate, the inflation rate, and the consumption tax rate in the future. Future tax revenues and fiscal expenditures are projected using regression models estimated from past data. The fiscal situation is called unsustainable if the outstanding amount of Japanese government bonds ( JGBs) becomes higher than the level of private sector financial assets. We focus on the general account of the central government, which is the source of JGB issues. We find that the higher the economic growth, the more likely it is that the fiscal situation is sustainable. When a larger portion of interest income is reinvested in JGBs, the chance is higher that the fiscal situation is sustainable. Most importantly, raising the consumption tax to 20% guarantees fiscal sustainability in most cases. Our analysis shows that without a consumption tax hike beyond the 10% rate, a fiscal crisis will be almost a certainty, even with a real economic growth rate of 2% despite a shrinking labor force. A reasonably quick hike of the consumption tax, namely a hike by 1% a year, up to 20%, combined with high or moderate economic growth rates, seems to keep the economy out of a fiscal crisis, where a moderate growth rate is defined to be generated by a productivity increase per working-age population of 1.9%, which was the average during the Koizumi years. China has been heavily investing in transportation infrastructure since the 1990s. Consequently, connectivity has been significantly improved, both within China and between China and other countries. Such large-scale investments have been made possible by various financing mechanisms from the central government, local governments, and the private sector. Research findings generally indicate that these infrastructure investments bring economic prosperity to the country, affect the distribution of economic activities, reduce poverty to a certain extent, and promote economic integration. This paper presents and discusses the main challenges that an archipelago like Indonesia is facing in improving its connectivity. Distinguishing between intra-island, inter-island, and international connectivity is essential in order to understand the nature of the challenges and causes behind the bottlenecks. High domestic shipping costs are identified as one key challenge. The Government of Indonesia has identified improved connectivity as a key issue in promoting economic growth, especially in the manufacturing sector, now that Indonesia can no longer rely on commodities as a driver of growth. Better infrastructure, regulations, and coordination among stakeholders are crucial components in promoting improved connectivity for manufacturing growth. Promoting investment in infrastructure is necessary, including both hard and soft infrastructure. However, Indonesian experience highlights that without regulatory reform and improved policy coordination, infrastructure investment will continue to lag behind. Japan has failed to escape from deflation despite an extraordinary monetary policy easing over the past 4 years. Monetary easing undoubtedly stimulated aggregate demand, leading to an improvement in the output gap. However, since the Phillips curve was almost flat, prices have hardly reacted at all. Against this background, the key question is why prices were so sticky. To examine this, we use sectoral price data for Japan and seven other countries including the USA, and use these data to compare the shape of the price change distribution across the eight countries. Our main finding is that Japan differs significantly from the other countries in that the mode of the distribution is very close to zero for Japan, while it is near 2% for other countries. This suggests that while in the USA and other countries the 'default' is for firms to raise prices by about 2% each year, in Japan the default is that, as a result of prolonged deflation, firms keep their prices unchanged. The second arrow of Abenomics is flexible fiscal policy. However, it does not mean just fiscal stimulus as the Abe administration decided on the fiscal consolidation target of achieving a primary surplus by fiscal year 2020. Improving the primary balance implies making government debt more sustainable. Although the consumption tax rate was raised from 5% to 8% in April 2014, the Abe administration has decided twice to postpone increasing the consumption tax from 8% to 10%. In addition, a fiscal stimulus package was implemented. We use a Fiscal Stance Index to examine fiscal policy from the viewpoint of fiscal sustainability and a Markov switching model to examine fiscal policy from the viewpoint of the fiscal theory of the price level, and find that the Abe's fiscal stance is not Ricardian. This paper provides an analytical narrative of Indonesian economic growth over the past two decades. Particular attention is paid to the key economic crisis events of 1997-1998 and 2008-2009, and how and why Indonesia's response to them was completely different. We emphasize and illustrate how the years 1997-1998 were a watershed in the country's economic history and political economy. We underline the country's generally good economic performance, especially the rapid recovery over the past decade, while also highlighting the fact that its economic growth has never quite matched that of the very high-growth East Asian economies. The final section analyzes some key policy challenges, including embedding reforms in a highly fluid political environment, macroeconomic management, and 'connectivity' and regional (subnational) development. The extent of the demographic changes is dramatic especially in some Asian and European countries. This paper investigates the effect of aging on global asset markets and asset returns, focusing on markets for productive capital, and especially on interactions between European and Asian economic development. Aging has complex effects on the markets for real capital. If elderly people save less than younger people, interest rates will increase. At the same time, however, the younger generation becomes smaller, which reduces the demand for new investment. The equilibrium effect is thus uncertain. Our multicountry computational equilibrium model delivers a subtle picture: there will be some decline in the return from productive capital, but it is relatively small. We find noticeable interaction effects between labor market and pension reforms in Europe on the one hand, and the demographic and economic developments in Asia, especially India and China, on the other hand. This paper provides a survey of the literature on inequality in China – level, change, causes, and consequences. It attempts to answer six main questions. How much has inequality risen? What is its relation to poverty alleviation? What has happened to wealth inequality? What are the main dimensions of rising income inequality? The dimensions examined are: the rural–urban divide; urban labor market reform; regional divergence; rural–urban migration; and entrepreneurship, rent-seeking, and corruption. Was it inevitable that inequality should rise so much? Does it matter that inequality has risen? Income distribution in China is bound up with both economic reform and economic growth. This paper looks at the economic rise of China and its impacts and implications for the Association of South-East Asian Nations (ASEAN) region. The issues of complementarities and competitiveness of ASEAN and China in trade and investment and the opportunities and challenges arising from China's emergence and the ASEAN-China Free Trade Area are discussed. The message from China's emergence is clear and strong; it is that size does matter. To increase ASEAN competitiveness, the paper highlights the need for a deeper and more rapid economic integration of ASEAN in order to exploit scale economies. The important role of Japan in this process is highlighted. Finally the issue of ASEAN economic diversity is discussed. This paper examines Cambodia's socioeconomic development since the early 1990s peace settlement. The country's economic growth has arguably been the fastest among post-conflict societies, driven by the credible restoration of peace and security, large public and private capital inflows, economic openness, reasonably prudent macroeconomic management, and a dynamic, integrating neighborhood. A legacy of history and small size is that the government has limited policy space, although this has not necessarily retarded economic development. We also highlight some key challenges, including rising inequality, uneven spatial development, weak institutions, and high levels of corruption. Looking forward, we highlight the importance of strengthening supply side capabilities, broadening the benefits of growth, and developing stronger institutions and property rights. Trade and investment reforms in Laos since the mid-1980s have boosted natural resource-based exports, underpinning recent economic growth. A high proportion of the proceeds from these exports accrue directly to the government. Over the 8 years preceding 2011, total government revenue increased from 11% to over 19% of gross domestic product, due almost entirely to revenues derived from mining and hydropower. The effect on the Lao people depends on how the government uses these revenues. East Asia has been one of the most dynamic regions of economic growth and development. The past two decades have seen tremendous economic and technological catching up in the region. Using South Korea as a case to illustrate the process of technology catching up, we find that the process of graduating from imitation to innovation is a nonlinear one, and requires conscious efforts to invest in research and development and other technological capability-enhancing activities. Successful technology upgrading also calls for policies and institutions that are relevant to technological innovation to evolve and adapt as an economy goes through the different stages of economic and technological development. The article discusses the factors that have led to Japan failing to deal with the implications of deflation. It notes that there is a negative correlation between trend inflation and the share of items whose rate of price change is around zero. Trade policy, in particular, the Trans-Pacific Partnership Agreement (TPP), has been a centerpiece of the Abe administration's economic strategy. The TPP's contributions to Japan's growth strategy include: (i) creating trade and investment opportunities abroad for Japanese companies through ambitious liberalization targets; (ii) advancing domestic reforms - with the largest service and agricultural liberalization commitments to date; and (iii) increasing bargaining leverage in other trade negotiations. But the domestic reform goals of Abenomics in agriculture have come up short due to opposition from domestic lobbies. American trade politics - which culminated in the US withdrawal from the TPP - have upended the goals of trade policy under Abenomics. Japan's best option in this new environment is to deliver on high quality, multi-party trade agreements: concluding negotiations with Europe; scaling up the ambition of Regional Comprehensive Economic Partnership; and salvaging a TPP 11. As a symbol of regulations as 'solid as bedrock,' Japanese agriculture is a key target for structural reform under the Abe administration's 'Abenomics' growth strategy. Its reform proposals have encompassed long-standing rice production regulations, agricultural organizations, including the agricultural cooperatives (JA), and the controlled system of milk distribution. The government also seeks to promote agricultural exports and farmers' participation in processing and distributing agricultural products. Led by the Prime Minister's Office, and taking advantage of changes in the political environment of agriculture that have weakened the political power of farmers and JA, the government has launched a reform offensive with variable impact: progress has been made in some areas (e.g. JA reform) but little change in others (such as rice production adjustment). We attempt to explain the China Puzzle, the coexistence of accelerating economic growth, and a worsening growth outlook. The root cause lies in China's unique liberalization approach, that is, the combination of a complete liberalization of product markets and continued distortions in factor markets. Repressed costs of labor, capital, land, and resources artificially raise the profits of production, increase the returns to investment, and improve the international competitiveness of Chinese products. The asymmetric liberalization approach not only promoted economic growth, but also caused structural risks. It also contributed to global imbalances as well as regional integration. Trade openness, high savings rates, human capital accumulation, and macroeconomic policy only accounted for part of the 1965–1990 growth performance in East Asia. Subsequently, demographic change was shown to be a missing factor in explaining the East Asian growth premium. Since 1990, East Asia has undertaken major economic reforms in response to financial crises and other factors. We reexamine the role of the demographic transition in contributing to cross-country differences in economic growth through to 2005, with a particular focus on East Asia. The demographic structure of Asia is expected to change rapidly from around 2020 up to around 2050. Following Japan, which is already at an advanced stage of aging and birthrate decline, China, South Korea, Thailand, and Singapore will also witness a further decline in their birthrates and an aging of their populations. Next in line will be the remaining countries of the Association of South-East Asian Nations as well as India. Such changes, accompanied by a decline in the labor force, will not only adversely affect economic growth, but also have a major impact on voting structures, savings rates, and social security systems. Moreover, the process of demographic aging in Asia will be faster than in Japan, and its extent will be substantial, both of which exacerbates the negative effects. The article focuses on the role of the Association of Southeast Asian Nations' (ASEAN) frontiers including Cambodia, Lao, Myanmar, and Vietnam (CLMV) in integrating into ASEAN community. It mentions that investment is the biggest gap between the ASEAN6 and the CLMV. It states that the rate of development of ASEAN6 will increase due to the economic integration.

The Philippines has performed creditably well in the past few years. Ensuring better infrastructure and connectivity is crucial in attaining inclusive growth. This will require substantial investments in infrastructure. Various reforms to address the infrastructure lack were implemented but there is scope for more reforms: improving fiscal space, reforming budgetary processes, improving public-private partnerships (PPPs) and the regulatory environment, and better policy coordination to address problems of connectivity and infrastructure. The Philippines has to continuously improve the governance framework, ensure stability and predictability of policies and regulations. Better coordination among a diverse set of governmental infrastructure bodies, and also between government and the private sector is needed to address infrastructure bottlenecks. As Asian economies have become more connected through physical and institutional infrastructure, the region's trade has grown and changed. Intraregional trade has increased its share, in large part through the expansion of trade in intermediates in connection with development of global value chains. At the same time, as part of the same process and as part of the structural transformation that underlies most economic development, the share of services in Asia's trade has risen. Policies that support the development of regional infrastructure and the flow of goods and services, as well as factors of production, can increase the benefits from connectivity. Meanwhile, regional cooperation has a key role to play in mitigating negative impacts that may arise from the vulnerabilities that accompany greater connectivity. [ABSTRACT FROM AUTHOR]

The author comments on the study of Takashi Kurosaki on impact of registered and unregistered enterprises on economic development. Topics discussed include economic survey of small and micro enterprises in developing countries; unregistered entrepreneurs trust the police and law officers more than registered entrepreneurs; and capital investment of the registered enterprises is almost three times that of the unregistered enterprises.
