The important goals of Magnet® hospitals are to create supportive professional nursing care environments. A recently published paper found little difference in work environments between Magnet and non-Magnet hospitals. The aim of this study was to determine whether work environments, staffing, and nurse outcomes differ between Magnet and non-Magnet hospitals. A secondary analysis of data from a 4-state survey of 26,276 nurses in 567 acute care hospitals to evaluate differences in work environments and nurse outcomes in Magnet and non- Magnet hospitals was conducted. Magnet hospitals had significantly better work environments (t = -5.29, P < .001) and more highly educated nurses (t = -2.27, P < .001). Magnet hospital nurses were 18% less likely to be dissatisfied with their job (P <.05) and 13% less likely to report high burnout (P < .05). Magnet hospitals have significantly better work environments than non-Magnet hospitals. Modeling approaches and energy assessment techniques vary based on the building's size, location, materials, and functions. In this paper, a real-time residential apartment building is designed using SketchUp and modeled using OpenStudio software plug-in tool. Simulations for two materials of construction, namely, brick (burnt red-clay) and exfoliated vermiculite (EV) are obtained, correspondingly. The total building energy scenario for the two materials are discussed in detail for four different climatic conditions in India such as hot-dry (Trichy), warm-humid (Chennai), moderate (Bangalore), and composite (New Delhi) zones, respectively. A significant reduction of the net site energy, annual energy demand, annual energy use intensity (EUI), and annual electricity consumption are noticed for the EV building compared to the building with brick construction material. Similarly, almost half of the building's HVAC load (527.53 kWh) is saved in case of EV than that of the brick construction (1025.75 kWh). This is due to the higher thermal resistance and lower heat transmittance properties of the EV material. From the study, it is identified that EV could be more suitable for utility in building applications for providing better indoor thermal comfort. Furthermore, the integrated whole building thermal analysis by OpenStudio software model is found to be more flexible and adaptable for small residential buildings across varied climatic conditions in India. Although the use of technology in the K12 classroom has been shown to have a positive impact, research on the use of open education resources (OER) is relatively limited, especially research focusing on low‐achieving students. The present study examines the relationship between usage of Algebra Nation, a self‐guided system that provided instructional videos and practice problems, and the performance of students who had failed the state‐administered Algebra I end‐of‐course (EOC) assessment the previous year. Indicators of usage of Algebra Nation consisted of logins, video views, and practice questions answered. Path analyses and logistic regressions were used to evaluate relationships between usage indicators and algebra scores, controlling for number of absences, free/reduced lunch eligibility, Hispanic/Latino origin, race, and gender. The results indicate that higher levels of logins, video views, and practice questions answered were related to higher scores when the students re‐took the assessment. Logins and practice questions were also related to increases in odds of passing the Algebra I EOC assessment, but not video views. The results suggest that there may be benefits to technology use in the form of an OER adopted by students and teachers on an informal basis and link self‐regulated learning strategies to student achievement. What this paper adds: This study shows that logins, video views, and practice questions answered in an open education resource were positively related to scores on a state‐administered,high‐stakes algebra assessment.The study indicates that the relationship between a self‐regulated learning strategy (i.e., practice questions answered) and student algebra scores is stronger than that between video views and algebra scores.This study shows that student‐driven ad hoc use of online tutoring programme is associated with higher passing rates on the algebra exam. • Crash spot–residence location distances were examined spatially and statistically. • Crash spot–residence distances were used to assess risky perimeters for analyzed groups. • Clear differences among the groups with respect to varying factors were identified. • Spatial crash distribution of individuals can be integrated into crash prediction. This paper investigates the proximity of crashes to the residential locations of the crash occupants. To this end, two years of crash data was disaggregated by the crash occupants' ZIP codes for a study area in Southwest Florida in order to calculate the roadway network distances between their residential ZIP code area centroids (origins) and crash spots (destinations). These distances are then used to create multiple O-D vectors, so that several different groups can be analyzed controlling for non-motorist types (e.g. pedestrians, cyclists), rural vs. urban origin ZIP codes, different levels of crash severity, DUI involvement, and different age groups. Then, the best-fitting statistical distributions were identified for each group to assess the proximity of crash spots to the residences of crash occupants. Finally, a selection model was implemented to identify the effects of several factors on the distance between the crash spots and the residence locations. Results indicate clear differences in crash involvement among the groups with respect to varying urban densities, people's ages and modes of travel. These findings can help in the development of more accurate crash prediction methods, as most current approaches only implement variables associated with traffic and roadway geometry. In this paper, the key finding is that all the examined first classic Initial Breakdown (IB) pulses in tropical flashes within the reversal distance were found to be initiated by a clearly detectable Initial E-field Change or IEC (45 –CG, 32 normal IC, and 3 IC initiated by +NBE). The durations of IECs for both –CG and IC flashes in tropical storms were longer than in Florida storms. On the other hand, for the magnitudes of the E-change, the values were smaller compared to Florida storms with averages of 0.30 V/m compared to 1.65 V/m for –CG flashes, and −0.81 V/m compared to −6.30 V/m for IC flashes. The IEC process of lightning flashes in tropical regions took longer to increase the local electric field in order to produce the first IB pulse because of the smaller magnitude of E-change. On the other hand, in Florida storms, the IEC process took a shorter time to increase the local electric field to produce the first IB pulse because of the larger magnitude of E-change. We found that very high frequency (VHF) pulses for tropical thunderstorms started sometime prior to the onset of the IECs. They started between 12.69 and 251.60 μs before the initiation of the IEC for two normal IC flashes. The first two VHF pulses were detected alone without narrow IB pulses (fast antenna and slow antenna records) or any pulses from the B-field and dE/dt records. Furthermore, the VHF pulses for three IC flashes initiated by +NBEs were also detected before the onset of the IEC. The IEC started immediately after the detection of the +NBE. It is clear that the IEC is initiated by VHF pulses. It can be suggested that lightning is initiated by Fast Positive Breakdowns or FPBs (which emit strong VHF pulses and large +NBEs) and is followed by several negative breakdowns (weak VHF pulses and/or weak NBE-type pulses) before the IEC started. For the case of normal IC flashes, several weaker VHF pulses (mean values of 41.97 mV and 46.4 mV compared to the amplitudes of the VHF pulses of +NBEs of around 800 mV) were detected before the onset of the IEC. As FPBs can occur with a wide range of VHF strengths and E-change amplitudes, it can be suggested these weak VHF pulses accompanied by narrow IB pulses or weak NBE-type pulses detected before the onset of IEC are actually FPBs followed by negative breakdowns or several attempted FPBs. • The first classic IB pulses of 80 tropical flashes within reversal distance were initiated by IEC. • VHF pulses detected before the onset of IEC for two normal IC flashes. • IECs started immediately after the first VHF pulse of three IC flashes initiated by +NBE. • IEC is initiated by VHF pulses. • A lightning flash is initiated by fast positive breakdown and followed by negative breakdowns. Cutler, E.M.; Albert, M.R., and White, K.D., 2019. A low-cost shoreline dynamic simulation model for proposed beach nourishment and dune construction: Introducing a new feasibility analysis tool. Beach nourishment and dune construction are common coastal risk-management strategies for shoreline erosion in the United States. Federal involvement with such projects relies on cost–benefit analyses, which in turn rely on life-cycle models of shoreline processes, such as the Army Corps of Engineers' Beach-fx event-driven physical and economic coastal model. However, use of these models can be computationally and data intensive. Costs associated with conducting a feasibility analysis for beach nourishment and dune construction may leave a community with few resources to explore other risk-management options. This paper, therefore, presents a first-order, screening-level, low-cost dynamic model that delivers results approximately comparable with those from life-cycle models. Applying the model to three locations in Florida shows that simulated nourishment intervals are within 5 years of those predicted by Beach-fx, leading to a similar number of nourishments over a 50-year project life span. A discussion on how one could apply the model to other areas is also included. It is intended that this model could serve as a first-pass screening tool for communities considering beach nourishment and dune construction before they decide to invest in the more thorough, but costly and data-intensive, life-cycle model simulations. This paper recounts struggles over a Confederate monument in Tampa, Florida. Dedicated in 1911 to white supremacy and "undying love" of the Confederate cause, by 2017 the monument hung in the balance of contestations over landscape, power, and city form between anti-racist social justice movements, white nationalist neo-Confederates, and post-racial neoliberal boosters. Drawing on urban political economy, regional history, and discourse analysis, we read the fight over the monument as a flashpoint in ongoing struggles over the racialization of urban space and over regional political realignments. We trace differences among the monuments' opponents over whether its removal heralds a closing or opening of struggles for racial justice, and delineate tensions emerging among Southern white nationalists over a position with one foot searching for continued purchase in hegemonic cultures of American nationalism and militarism, and another newly planted among ascendant neoliberal-multicultural paradigms. Dedicado en 1911 a la supremacía blanca y al "amor eterno" de la causa confederada, en el 2017 el monumento se coló en el balance de las disputas sobre el paisaje, el poder y la ciudad entre los movimientos de justicia social antirracistas, los nacionalistas blancos neo-confederados y los impulsores neoliberales pos-raciales. Development and implementation of policy, systems, and environmental (PSE) change is a commonly used public health approach to reduce disease burden. The Centers for Disease Control and Prevention's National Comprehensive Cancer Control Program conducted a demonstration with 13 programs to determine whether and to what extent dedicated resources would enhance the adoption of PSE strategies. This paper describes results of the qualitative portion of a longitudinal, mixed-methods evaluation of this demonstration. Case studies were conducted with a diverse subset of the 13 programs, and 106 in-depth interviews were completed with state/tribal program staff, community partners, and decision makers. Interviews addressed PSE change planning and capacity building, partnerships, local context, and how programs achieved PSE change. Dedicated PSE resources, including a policy analyst, helped increase PSE change capacity, intensify focus on PSE change overall, and accomplish specific PSE changes within individual jurisdictions. Stakeholders described PSE change as a gradual process requiring preparation and prioritization, strategic collaboration, and navigation of local context. Findings suggest that the demonstration program, including PSE-dedicated funds and a policy analyst, was successful in both increasing PSE change capacity and achieving PSE change itself. Background: To prevent opioid-related overdose among high risk youth, research on the predictors of opioid misuse (OM) initiation among justice-involved children (JIC) is needed. Living in a single-parent household, an important adverse childhood experience, is prevalent among JIC and linked to substance abuse. It is hypothesized that JIC who live in single-parent households will have a higher likelihood of meeting criteria for past-30 day OM than those who live in two-parent households. Methods: The data in this paper were obtained from the Florida Department of Juvenile Justice (FLDJJ). Cross-sectional data on 79,960 JIC from FLDJJ were examined. To test the hypothesis, multivariate logistic regression analyses were employed. Results: Over 2,000 JIC in the sample met criteria for past-30 day (P30D) OM. Over 27.1% of those who met criteria for past-30 day OM lived in a two-parent household while 21.3% of those who were non-past-30 day users lived in two-parent households. Contrary to our hypothesis, JIC who lived in grandparent-only households were 28% as likely to report P30D OM as those who lived in single-parent households. Those who lived in two-parent households were 16% as likely to meet criteria for P30D OM as those in single-parent households. These relationships varied by age. Conclusion: Two-parent and grandparent-only households maybe associated with increased access to opioids compared to other family structures with fewer adults. The risk of increased access may be more harmful than the strain of a single-parent household. This paper reports on the chemistry of suspended particulates collected in waters of the southeastern US continental shelf off the coasts of North Florida and South Georgia. Approximately 350 suspended sediment samples were analyzed for particulate organic carbon and nitrogen (POC and PON), particulate aluminum and calcium and a suite of trace metals which included particulate alkaline earths (magnesium, strontium, barium), particulate rare earth metals (lanthanum, cerium, praseodymium, neodymium, samarium, gadolinium and dysprosium), particulate transition metals (cobalt, copper, iron, manganese, nickel. scandium, titanium and vanadium) and others: particulate cadmium, zinc, thorium and uranium. The samples were collected in the fall of 1987 during a multidiscipline expedition (FLEX) focused on cross shelf exchange of water and materials during northward wind stress and fall Gulf Stream intrusions. Although samples were analyzed shortly after collection, archived data have not been previously presented. Results are interpreted with regard to how they relate to particle provenance, transport and fate. Results indicate that significant influence of terrestrial sources of suspended particles is limited to the inner shelf, however the concentrations of some metals, such as rare earths, appear to reflect this provenance across the entire shelf. Mid-outer shelf particles are dominated by re-suspended biogenic carbonates and biogenic organic carbon rich particles formed in response to Gulf Stream up welled nutrients. Particulate trace element concentrations and primary production in mid-outer shelf waters are interpreted as a response to not only nutrient, but also trace metal enrichment of up welled Gulf Stream water intruded onto the shelf. Based on particle chemistry, micro nutrients such as Fe in upwelled waters may be limiting in sustaining mid-outer shelf production. Other trace metals such as Sc appear to be enriched due to adsorption on organic rich particles. And the formation SrSO 4 particles, originating from Acantharian spicules, appear to create an environment for the precipitation of barite in outer shelf surface waters. • Carrier phases are biogenic, terrigeneous solids and resuspended carbonates. • Mid, outer shelf is dominated by suspended carbonates and biogenic particles. • Metals in upwell waters accumulate in particles by active uptake and adsorption. • Micro nutrients (eg.Fe) in upwelled waters may limit mid-outer shelf production. • Biogenic SrSO 4 formation-degradation leads to BaSO 4 formation on outer shelf. Abstract Sea-level rise (SLR) has drawn unprecedented attention from coastal communities around the world. In fact, many are already being affected and, in response, SLR vulnerability assessments have increasingly emerged in the US as the local communities' first attempt on the adaptation planning agenda. However, to date, little is known about these early planning endeavors in terms of how vulnerability is conceptualized and operationalized. By reviewing the current local SLR vulnerability assessments in the US, we find that most are only focusing on their biophysical exposure to SLR overlooking other important vulnerability factors including sensitivity and adaptive capacity. The limited number of SLR scenarios and the lack of consideration for extreme events are also considered as the major deficiencies. To fill these gaps, we propose a conceptual vulnerability assessment framework to operationalize the full concept of vulnerability and test it through a case study in the Tampa Bay region, Florida. By comparing the vulnerability results of the common practice with our proposed framework, we find large variances in the resulting findings stressing the importance of selecting the proper assessment approach. This paper finally concludes with urban planning and governance implications and future research directions. Coastal planner and managers wanting to improve their understanding of the communities' vulnerability to SLR will benefit from this study. Soil erosion is a serious phenomenon which can be accelerated beyond sustainable levels by anthropogenic activities such as military training. Soil erosion modeling can be utilized in an effort to identify accelerated erosion and concomitant sedimentation before they reach unsustainable levels. Regrettably, most models are deficient in the way they account for topographic heterogeneity. While occasionally producing reasonable estimates of total soil erosion and sediment production from within a watershed, they provide no information regarding sources and sinks of eroded sediments within the watershed. Thus, placement and sizing of erosion and sedimentation control efforts can be deficient. This paper discusses the application of the new generation Unit Stream Power Erosion and Deposition (USPED) model at Eglin Air Force Base, Florida. We incorporated a novel approach that compared model results with observed soil erosion and sediment deposition at 60 spatially distributed points within the watershed. The model results agreed with spatial observational estimates 83% of the time, exceeding a pre-determined threshold of 80% agreement to define acceptability. The USPED model is relatively simple to apply. Broad application of the model by the cognizant international scientific community suggests that, despite the large number of models available, the USPED model offers valuable capabilities that are either unavailable or operationally unfeasible in other models due to data demands. Service dog programs are increasingly being explored as complementary or alternative interventions for military veterans with posttraumatic stress disorder (PTSD). This paper details the results of a control group, pre-and-post pilot investigation evaluating the use of a 14-week service dog training program for veterans in central Florida. Thirty veterans diagnosed with PTSD, 15 in the intervention group and 15 in the waitlist controlled group, completed all pretests and posttests measures, consisting of the 136-item Trauma Symptom Inventory-2 and the 36-item World Health Organization-Disability Assessment Schedule 2.0. Compared to demographically similar veterans in the control group, participants who completed the service dog training program demonstrated significant decreases in posttraumatic symptomatology, intra/interpersonal difficulties associated with psychological trauma, and in disabilities secondary to their PTSD. Study findings, in combination with results from two other recently published controlled investigations, provide evidence supporting the endorsement and use of service dog programs as helpful complementary or alternative treatment options for some veterans. Social work practitioners may want to consider referring their veteran clients with PTSD to qualified service dog programs for adjunctive support when they are having difficulty engaging with or benefiting from office-based traditional therapy approaches. Abstract Domestic minor human trafficking (HT) is a growing social justice concern, particularly among youth in the child welfare system. This paper uses administrative data to describe the characteristics and experiences of a population of youth in the child welfare system considered to be at particularly high risk of victimization: youth who have run away from foster care. Analyses are based on nearly 37,000 youth with at least one foster care placement in Florida at age 10 or older between 2011 and 2017. We examine the characteristics of youth with and without at least one foster care runaway episode, and the characteristics and experiences of youth with and without one or more HT allegations while on runaway status. Of the youth with at least one foster placement at age 10 or older, approximately 19% (n = 7039) had at least one foster care runaway episode, and of these youth, 7% (n = 542) had an HT allegation while on runaway status. Youth with HT allegations (compared to those without) during a foster care runaway episode were more likely to: be female, experience prior physical, psychological and sexual abuse, run from care at a younger age, experience more foster care placements since entry into the child welfare system, and experience more foster care runaway episodes. For most (70%) youth with a HT allegation during runaway status, the first identified trafficking allegation occurred during a foster care runaway episode. Most (67%) youth did not have another HT allegation up to a year later. Implications for research and child welfare policy and programs are discussed. This article discusses the role of The Florida Institute for Child Welfare (Institute) in the overall goals of child welfare in the state of Florida. The complexity of child welfare requires thoughtful and innovative methods of training and practice. The Institute was created as a result of a series of child fatalities and negative child and family outcomes. The Institute has been tasked with maintaining a program of research that informs child welfare legislation. By creating the Institute, an objective voice, to focus on building an infrastructure of research, it is clear that state leaders have prioritized the effectiveness of our child welfare system. Prominent research has included an analysis of the frontline workforce, residential group care, and the behavioral health of child welfare-involved parents. With the passing of the new law, the Family First Prevention Services Act, research-based services are being promoted and prioritized among federal child welfare leaders. The Institute offers advisement and consultation to Florida's state child welfare system relating to workforce development, training, and the provision of research-based services. Abstract Over the years, as the roadway networks have been developing gradually to improve transportation accessibility to various facilities, the probability of traffic crash occurrences has also increased consequently. With an increasing transportation demand, the traffic safety needs to be improved in order to reduce the crash rates and the exposure of the population to crash-prone regions. This paper aims to conduct a spatiotemporal analysis to quantify the exposure of population to crash-prone locations focusing on different age groups, and to statistically analyze the decision-making process for possible improvement. For this purpose, first, the crash-prone locations for different population age groups and various time intervals of a day were identified by using a geographic information system (GIS) hotspot analysis. This was followed by an Origin-Destination (OD) analysis applied on a case study in Tampa Bay region (Florida, District 7) to calculate the roadway network-based travel times between census blocks centroids (origins) and crash hotspot locations (destinations) along the least-cost roadways. Later, the results were utilized in an exceedance probability analysis to simplify the decision-making process for improvement. The results showed that the time-based analysis provides more accurate and detailed information than the distance-based analysis. The Weighted Hotspot Exposure Measure parameter introduced for statistical analysis showed that the senior age group (over 65 years old) are more exposed to the risk of being injured in a crash compared to other age groups. Iphigenia brasiliensis (Lamarck, 1818) is a species of bivalve of the family Donacidae Fleming, 1828 which inhabits unconsolidated substrata and occurs in Brazil between 0°07ʹ04ʺS, 49°23ʹ17ʺW and 29º19ʹ46ʺS, 49º42ʹ39ʺW, and is also found in Florida (USA), Suriname and parts of the Caribbean sea. As an estuarine species it is subject to a wide range of environmental variables usually presenting considerable variation in morphological traits and genetic composition. In this paper, the presence and type of asymmetry in the species was inferred based on measures from left and right valves and genetic variation was assessed by means of allozymes electrophoresis. The assessment of levels of asymmetry and genetic variation was done in three different localities and two environments (Channel and Mangrove). The results indicate the generalized presence of asymmetry, which varied between directional (DA) and fluctuating (FA) depending on the environment. Associations between FA and genetic variation were statistically significant on the dependence of the measure assessed. Self-drive tourism is popular in Florida and an under-researched academic area. Given electric vehicle sales grew significantly in the last few years, this paper investigated how electric cars could impact drive tourism in Florida. For self-drive tourists the quality of facilities and destinations drive satisfaction. Yet, supply side limitations can hinder an innovation’s adoption and diffusion. Investigating the availability of electric rental vehicles and necessary charging times while travelling between tourism destinations in Florida showed a limited availability of electric cars through established car rental companies. Turo, an example of a person-to-person car sharing service, had several electric cars on offer. Yet, charging facilities for electric vehicle renters and charging times between tourism destinations seem to be within acceptable thresholds. This limited supply of EVs could slow down the EV adoption for self-drive tourism. Given the infancy of the electric vehicle market, factors driving electric vehicle self-drive tourism will change significantly over time and tourist behaviour related to this new drive trend seems an interesting and growing research avenue. Purpose: This paper describes the development of a new psychoeducational universal prevention resilience program () designed to complement existing mental health services at a large public university. The first set of descriptive data (n = 229) from the project's student surveys is discussed. Methods: A voluntary and anonymous online questionnaire was used to determine student attitudes toward the new program. Results: A large majority of participants (more than 80%) perceived the website to be credible, rating it as believable, trustworthy, and accurate. 90% believe the university resources included in the project would help themselves and others overcome struggles and challenges. Other results are also discussed. Discussion: This data from a unique project shows the promise of using an online, integrative tool for a campus resilience initiative. Momentum is building behind law enforcement-assisted diversion programs. Some of these programs have been designed specifically for drug-involved offenders, while others focus on adults who have no prior involvement in the criminal justice system. The Leon County Pre-Arrest Diversion program, which has been operating since March 2013, offers first-time arrestees the opportunity to participate in an alternative to arrest-as-usual. Successful completion of the program results in avoidance of a formal criminal arrest record. This paper provides an initial assessment of participants involved in the program during the first 3 years of operation. Results indicate male participants, those who submitted a positive drug test at program initiation, and those who presented significantly greater behavioral health needs were more likely to fail to complete the program and become rearrested. Observational analysis and climate modeling efforts concur that the frequency, intensity, and duration of heatwaves will increase as the Earth's mean climate shifts towards warmer temperatures. While the impacts and mechanisms of heatwaves have been well explored, extreme temperatures over Florida are generally understudied. This paper sheds light on Floridian heatwaves by exploring 13 years of daily data from surface observations and high-resolution WRF climate simulations for the same timeframe. The characteristics of the current and future heatwaves under the RCP8.5 high emissions scenario for 2070-2099 were then investigated. Results show a tripling in the frequency, and greater than a sixfold increase in the mean duration of heatwaves over Florida when the current standard of heatwaves was used. The intensity of heatwaves also increased by 4-6 °C due to the combined effects of rising mean temperatures and a 1-2 °C increase attributed to the flattening of the temperature distribution. Since Florida's atmospheric boundary layer is rich in moisture and heatwaves could further increase the moisture content in the lower troposphere, the relationship between heatwaves and extreme precipitation was also explored in both the current and future climate. As expected, rainfall during a heatwave event was anomalously low, but it quickly recovered to normal within 3 days after the passage of a heatwave. Finally, the late 21st-century climate could witness a slight decrease in the mean precipitation over Florida, accompanied by heavier heatwave-associated extreme precipitation events over central and southern Florida. Abstract High resolution hydrodynamic models are computationally expensive to run – especially if ensemble forecasts are desired. This can be problematic within coastal estuaries which are not well resolved by today's operational meteorological forecast models. As an alternative, this paper evaluates the wind forcing for three setup parameterizations (based on the Zuiderzee, modified Zuiderzee, and long wave equations) using a combination of observed setup from in-situ water level gauges and local wind observations. In addition, three methods are explored for developing hourly time series of wind forcing from 5-min observations: top of the hour, hourly mean, and wind run approach. The wind forcings, which are weighted by the length of two lagoon-oriented axes, are used to drive the setup parameterizations. The observed setup is used to tune each of the parameterizations via a least squares approach. The observation spread, linear model residuals, coefficient of determination (R2), and root mean squared error (RMSE) indicate that the wind run out performs the other two methods. In terms of the three parameterizations, the modified Zuiderzee had consistently higher R2 values, lower RMSE, and narrower 95% confidence intervals than the two other methods. This optimized parameterization is currently being used operationally to generate ensemble setup forecasts for the Indian River Lagoon, a restricted estuary on Florida's east-central coast. These simple ensemble forecasts are designed to guide the National Weather Service (NWS) in identifying potentially significant setup events that warrant high resolution hydrodynamic simulations. Latinos are more likely to delay HIV testing, present to care with an AIDS defining illness, and die within one year of learning their HIV-positive status than non-Latino blacks and whites. For this paper, we explore the role of partner-relationship characteristics and health behaviors, in predicting HIV testing among Latina adult women who engaged in risky sexual behaviors (i.e., unprotected vaginal and/or anal sex). Data from a convenience sample of 168 Latina adult women who engaged in risky sexual behavior in the year prior to assessment were analyzed for this paper. Rates and predictors of HIV testing among this sample were assessed after a five-year follow-up. Descriptive and analytical estimates include incidence rates and adjusted odds ratios (AOR) from multilevel models. At five-year follow-up, 63.7% (n = 107) women reported having been tested for HIV, of whom 12.2% (n = 13) were women who never tested before. Main reasons for not having been tested at follow-up included: low risk perception (62.1%) and trusting their partner(s)/being in a monogamous relationship/knowing their partner's HIV status (17.2%). Predictors of HIV testing included: age (AOR: 0.96; 95% CI = 0.92–0.99), provider endorsement of HIV testing (AOR: 4.59; 95% CI = 1.77–11.95), poor quality of their romantic relationships (AOR: 1.12; 95% CI = 1.03–1.26), and knowing the HIV sero-status of sexual partner (AOR: 3.61; 95% CI = 1.46–8.95). This study characterizes a group of Latina women at high risk for HIV infection and their HIV testing behaviors. Our findings underscore the need of increasing access to quality health-care services and HIV behavioral interventions, and to strengthen the adherence to HIV/sexually transmitted disease testing recommendations and guidelines among local health-care providers serving the Latino community in South Florida. Although some studies have already examined the coupled effects of future rainfall and land use conditions, they have not concluded how such effects on both surface runoff and flood areas would change with regional surface elevation variation and infrastructure conditions. This paper analyzed the coupled effects of future rainfall and land use on urban drainage systems in terms of surface runoff quantity and flood area changes using EPA SWMM. Future downscaled and bias-corrected precipitation projections for 2040–2060 and 2080–2099 from "Downscaled CMIP3 and CMIP5 Climate and Hydrology Projections" Archive and future land use for 2050 s and 2090 s from EPA ICLUS project were used for the City of Tampa in Florida (USA). It was shown that potential runoff volume and flood area changes ranged from −40% to 160%, and −40% to 400% due to rainfall change, while potential changes induced by land use change ranged from 0% to 3.5%, and 0% to 18% respectively. Additionally, this study examined the coupled effects of future rainfall and land use changes on flood area variations, considering the capacity of drainage infrastructure and elevation variation of study site. Results showed that flood area variations are not solely influenced by runoff quantity changes due to the two external drivers, but also by other factors. Specifically, in low-relief areas with inadequate drainage infrastructure and less elevation variation, these two drivers have no additive effects on the percentage of flood area changes. In contrast, in areas with adequate drainage infrastructure and greater surface elevation variation, there are additive effects from rainfall and land use changes on flood area expansions. These findings have important implications for stakeholders involved in city planning and flooding control, particularly for urban areas facing future precipitation and urbanization challenges. Uninformed buyers may pay more when purchasing complex assets, such as houses. This paper compares local house buyers who are later foreclosed with those not foreclosed for various buyer-types, namely, owner-occupier households, investor-companies, second-home buyers, and small-scale investors. Data from one of the foreclosure epicenters, Orange County, Florida, reveal that subsequent foreclosures are associated with higher prices for comparable housing at the time of purchase. The premium paid by buyers between 2000 and 2007 who experience foreclosure after 2007 is larger closer to the 2007 market peak, approaching 3 percent. We find considerable heterogeneity across buyer-types. In particular, foreclosed second-home buyers and small-scale investors systematically pay more, while investor-companies and owner-occupiers do not. Insurance companies that deal with homeowner's insurance strategize around not protecting the insured; unlike the commercials say, "you're in good hands." Rather, their strategy is to "delay, deny, and defend." This is never more prevalent than in the new option to repair provision in many property insurance policies. Due to the ever-evolving nature of insurance and its trying to find more ways to deny claims, insurance companies, such as People's Trust Insurance Company, are employing the option to repair provision, which is anything but trustworthy. Since this provision is new to the state of Florida, the courts have yet to develop a common interpretation of it. Ultimately, this paper will bring light to the flaws of the homeowner's insurance industry, as it stands today in Florida, while explaining what the law says about how the industry should be. Since the law states there are no punitive damages in breach of contract actions, insurance companies are maintaining their position of power to take advantage of their insured no matter how much their premiums are. This paper's goal is to show judges another avenue of how the law should be interpreted according to our common sense of what is right, and how the Office of Insurance Regulation should treat insurance companies. The Everglades is a complex, multiwetland ecosystem that is heavily managed to meet often-competing flood control, water supply, and environmental demands. Using objective measures to balance these demands through operational protocols has always been a challenge in the multibillion-dollar restoration plans for the ecosystem. Physically based models have been the primary tools for planning efforts but for such a complex system, they are laborious and computationally intensive. Development of optimal operations based on iterative runs of these models is a great challenge. This paper presents an inverse modeling framework for formal optimization suited for wetland system operations that helps overcome such limitations. Labor-intensive and computation-intensive physically representative models are emulated in each individual wetland area using an autoregressive artificial neural network with exogenous variables. Using prescribed inflow, outflow, and meteorological input data, such hydrologic model emulators aided by a dimension-reduction technique provide targeted spatial and temporal predictions for water level (stage) within each area of the Everglades, while excluding computation processes that are intensive but insignificant to the predictions. This computer software uses the augmented Lagrangian genetic algorithm technique (subject to linear and nonlinear constraints) to steer predictions of stage spatial variability within individual wetlands towards corresponding desired goals (including restoration targets). In the augmented Lagrangian genetic algorithm, flow releases are coded as the decision variables to be optimized subject to budget, intrahydraulic conveyance, flow capacity, and upstream storage constraints. Optimization is performed by dividing and solving a sequence of subproblems using the genetic algorithm procedures of initialization, selection, elitism, crossover, and mutation. As part of the process, Lagrangian and penalty parameters are updated, and optimization terminates when certain stopping criteria are met. Applying the technique reported in this paper to a specific Everglades restoration plan (the River of Grass Project) showed a sound hydrologic model emulator prediction when compared to the physical model for all wetland areas. Feeding optimal releases predicted by the computer software into a physical model showed equal or better matching of the restoration target with different release patterns compared to that of the physical model base run scenario. Results show that hydraulic conveyance limitations play a significant role in Everglades restoration. Also, results show that employing an adversity tradeoff matrix presented multiple so-called optimal solutions with different optimization weights and a powerful negotiation matrix. This paper performs a qualitative critical discourse analysis of 52 local news articles from four Florida (United States) newspapers to identify and expand the notion of journalistic boosterism. In the paper, I argue that boosterism—everyday news that promotes mediatized notions of a community's dominant traditions, dominant identities, and potential for future prosperities—functions as a form of social control by performing, as banishment, an act that secludes particular social groups from participating in community spaces, social roles, and storytelling. This paper conceptualizes journalistic boosterism as operating via a duality of community building and social banishment, a practice that continues to spread across the globe. This paper utilizes the 2009/2010/2011 American Community Survey to examine spatial patterns of later-life relocation from the state of New York into Florida. Given that the first-wave of the Baby Boom generation reached the retirement age of 65 years in January 2011 and many more will continue to do so, examining the mobility/subsequent residential choices of this group is a worthwhile undertaking. This research paper is also a noteworthy contribution because it offers an interdisciplinary study of spatial statistics and population geography. Exploratory spatial analysis and multinomial regressions suggest older adults from New York leave select origins, such as Capital District, Mid-Hudson, and Lower Hudson. In addition, these older adults select preferred destinations in Florida, such as Fort Myers, Fort Pierce–Stuart, and West Palm Beach. This finding can inform planners, policy analysts, and social workers about how to best address issues related to health and community services since not all older adult migrants seeking coastal and recreational areas in Florida maintain greater wealth and better health. Citrus production in Florida is ranked first in the United States. Success of the citrus industry in the state relies heavily on sound water and nutrient management practices. Recently, citrus production has been declining due to the escalating prevalence of the citrus greening(Liberibacter asiaticus)and canker(Xanthomonas axonopodis)diseases. One option being explored is the manipulation of nutrient management scenarios to increase and enhance tree productivity. The paper presents a review of the management, analytical and application methods of three major nutrients Nitrogen (N), Phosphorus (P), and Potassium (K) on Florida's sandy soils with low organic matter (OM) and high leaching potential due to heavy annual rains (∼1200 mm). The NPK management options for Florida citrus are compared with those of other citrus producing regions around the world. Also, the critical tissue and soil nutrient concentrations for optimal and high citrus production are discussed. Purpose - The purpose of this paper is to examine domestic violence calls for service data in one Florida county for a two-year period from July 2004 through July 2006. Design/methodology/approach - Data for this study include information gathered on domestic violence calls for service during a two-year period (n = 3,200). This secondary data were analyzed by logistic regression to determine statistically significant predictor variables. Findings - This study found that severity of crime, presence of children, presence of an injunction, and victim injury increased the likelihood of an arrest. Victim race, location of call, victim alcohol use, and length of relationship did not affect likelihood of arrest. Research limitations/implications - Use of secondary data precluded examination of additional relevant variable information. Practical implications - The research shows clear law violations and seriousness of the acts correlate to an increased likelihood of an arrest. Arrest research should inform police training and policy. Social implications - The research is consistent with other research that shows that law enforcement officers continue to play a significant role in responding to domestic violence crime and suggest that researchers should continue to study arrest practices. In this study, arrest was more likely when factors existed that may have indicated a more serious crime. Originality/value - There is an ongoing need to examine agency-level response to domestic violence. This paper adds to the literature on the law enforcement response to domestic violence. Florida torreya (Torreya taxifolia Arn.) is an endangered conifer with a very limited range in the USA: two counties in Florida and one in Georgia, along the Apalachicola River. The species was once abundant in its small native range but suffered a major decline, ~99% loss, in the late 1950s to early 1960s that is thought to have been caused by a disease. Recently, a canker disease caused by Fusarium torreyae was identified as the primary cause of Florida torreya decline. Efforts to restore and preserve the species in situ and ex situ are hampered by lack of pathogen‐free planting stock, and there exists an interest in methods to verify pathogen presence in seeds and seedlings prior to collection and transport for planting. This paper presents a new species‐specific diagnostic method that enables detection of F. torreyae and may allow for conservation programmes to ensure germplasm is free of the pathogen prior to planting. Abstract: Background: Patients with an implantable cardioverter defibrillator (ICD) retain a scar and a bump at the site of implant. This may lead to body image concerns (BICs) that influence patients’ quality of life. Few studies have examined the prevalence and impact of BICs postimplant, prompting us to conduct a scoping review of the field. Methods: We searched the Medline, Embase, PsycINFO, and Cinahl databases in August 2016 and repeated in May 2017. Included were studies reporting on patients ≥ 18 years, an ICD implant (transvenous, subcutaneous, or ICD with cardiac resynchronization therapy [CRT‐D]), reporting on BICs, and published in peer‐reviewed English‐language journals. We excluded nonsystematic reviews, opinion pieces/letters, case studies, conference abstracts, PhD dissertations, protocol papers, studies of ICD shock treatment of atrial fibrillation, and of abdominally or submammary implanted ICDs. Results: A total of 40 articles were included: 16 qualitative and 24 quantitative. None of the included studies had BICs as their primary endpoint. Results showed that BICs are present in various degrees in the ICD population and can be attributed to the visibility of the ICD (the scar and bump). Women and younger patients had greater problems with BICs, although men also had concerns. Two items of the “Florida Patient Acceptance Survey” were the most frequently used to assess BICs. Conclusion: BICs were present among ICD patients, but the degree of impact on their lives varied. There is a need for developing a BICs questionnaire to examine the prevalence of BICs and the potential impact on patients’ lives in longitudinal studies. [ABSTRACT FROM AUTHOR]

Latinos/as, the fastest-growing ethnic group in the United States, experience high cancer rates. Factors contributing to treatment decisions among Latinos diagnosed with cancer must be studied. This paper aims to identify treatment decisions among Latinos with cancer and examine factors influencing these decisions. A qualitative exploratory study using semi-structured interviews of 60 Latino/as diagnosed with cancer was conducted. Close-ended responses were analyzed using percentages and frequency distributions, while open-ended responses were analyzed using open coding and thematic categorization. Surgery was the most commonly chosen treatment among participants because it was perceived as providing the highest chance of prolonging life. Only 57% of participants were provided with treatment options. Latinos/as typically prefer modest, paternalistic patient-physician relationships. Therefore, providing culturally appropriate information is valuable. Forest owners in Florida are often natural advocates of wildlife conservation. Unfortunately, some landowners choose to remain silent about imperiled species on their lands, which challenges government efforts to track species recovery. It is often assumed that landowner resistance towards wildlife regulations is economic in nature. However, when motivations for certain management behaviors are not economic in nature, the effectiveness of governmental regulations and incentives are not well understood. This paper is the first to investigate the economic and intrinsic motivations of family forest owners to protect imperiled wildlife species by defining landownership as a cultural ecosystem service, giving rise to personal identity benefits. We used a choice experiment format and Likert scale questions to characterize the personal identity constructs of family forest owners and their response to wildlife policies. We found many family forest owners are skeptical of government involvement, despite offers of a cost-share and a regulatory assurance. We conclude that when costs are low, or not well understood, forest owners' are more often motivated by the cultural values that uphold their personal identity constructs. This study estimates economic loss from South Florida croplands when usage of agricultural irrigation water is altered. In South Florida, 78% of the total value of farm products sold is comprised of cropland products. The majority of Florida citrus and sugarcane are produced in the area, and agricultural irrigation was the largest sector of water use in 2010, followed by public water supply. The Florida Department of Environmental Protection announced in December 2012 that traditional sources of fresh groundwater will have difficulty meeting all of the additional demands by 2030. A shortage of water will impose significant damage to the rural and agriculture economy in Florida, which may lead to higher prices and costs for consumers to purchase citrus or other Florida agriculture products. This paper presents a methodology for estimating economic loss when usage of irrigation water is altered, and examines economic values of irrigation water use for South Florida cropland. This paper provides an overview of the findings as it relates to law enforcement responses to domestic violence situations. The research findings identified during the interviews was consistent with establishing new protocols for a domestic violence court, specifically addressing domestic violence cases. This study determined there was a need for further law enforcement training in the area of domestic violence. It further suggested that law enforcement needs to improve in follow-up investigations of these domestic violence cases, in order for successful prosecution and to ensure the victim is not revictimized. Young women who regularly attend nightclubs are at risk for numerous health and social consequences, including mental distress, sexual and physical victimization and substance dependence. This paper uses a biopsychosocial framework to examine co-occurring mental health problems, victimization, substance dependence, sexual risk and physical pain among a sample of young women who use drugs (N = 222) in Miami's club scene. The majority of women were under 24 years old, Hispanic, and identified as heterosexual. Almost all the women reported past 90-day use of alcohol, ecstasy/MDMA, marijuana, cocaine and prescription opioids and benzodiazepines; 32% of women reported being in a monogamous relationship while 41.9% reported having three or more sexual partners in the past 90 days; 65.3% met DSM-IV criteria for substance dependence; 60.4% met DSM-IV criteria for serious mental illness (SMI) and 59.9% were victimized as minors. Women who had SMI had higher odds of substance dependence, concurrent physical pain, three or more sexual partners in the past 90 days, childhood victimization and severe abuse-related trauma. The high levels of interconnected mental health, victimization, trauma, physical pain, substance dependence and sexual risk factors observed are underreported in the literature, as young women club scene participants appear to be more similar to other marginalized drug-involved populations than previously considered. While further research is needed, it appears these young women are in great need of outreach for primary health, mental health, HIV prevention, increased social support and substance abuse treatment services. Research on college dropout has largely addressed early exit from school, even though a large share of students who do not earn degrees leave after their second year. In this paper, we offer new evidence on the scope of college late departure. Using administrative data from Florida and Ohio, we conduct an event history analysis of the dropout process as a function of credit attainment. Our results indicate that late departure is widespread, particularly at two- and open-admission four-year institutions. We estimate that 14 percent of all entrants to college and one-third of all dropouts completed at least three-quarters of the credits that are typically required to graduate before leaving without a degree. Our results also indicate that the probability of departure spikes as students near the finish line. Amidst considerable policy attention towards improving student outcomes in college, our findings point to promising new avenues for intervention to increase postsecondary attainment. This paper examines the effects of local taxes and local fiscal expenditures on small businesses in Florida. Our analysis sheds light on the linkage between small business development and local fiscal decisions, which seem to have no obvious or direct connection with targeted business assistance and incentives. Spatial panel regression models are calibrated with county-level tax, expenditure, and social and economic factors for the period of 2008-2013. The estimation results suggest that local tax and expenditure structure and decisions affect the number of small business establishments not only in their "home" counties but also in their neighboring jurisdictions. Home visitation programs offer a unique opportunity to implement a novel digital early childhood obesity prevention program. Evaluate usability of a digital infant feeding nutrition education module with key stakeholders (N=21) of a home visiting program in Florida. Home visitors (n=11) and enrolled mothers (n=10) of a home visiting program in Florida participated in a one-time, 45-minute qualitative interview via Zoom with a trained researcher using a semi-structured script based on constructs from the Technology Acceptance Model (TAM) and Social Cognitive Theory (SCT). Participants also completed a modified version of the mHealth App Usability Questionnaire (MAUQ). Interviews were audio-recorded, deidentified, transcribed verbatim and coded by two trained researchers using an inductive thematic analysis approach based on TAM and SCT constructs to develop themes. MAUQ subscales were analyzed using descriptive statistics. Most participants noted that they liked the digital format, and specifically mentioned the visual or interactive components, convenience and accessibility of the information, and general preference for digital information over paper handouts. Home visitors were interested in content related to food allergies and readiness for solid foods, whereas mothers were interested in all of the infant feeding topics. Nonetheless, the majority (90%) reported that they would be very likely to use information in the learning modules as part of home visits. Usability of the module was high across all three MAUQ subscales (mean ratings out of 7±SD: ease of use = 6.88±0.2, interface and satisfaction = 6.90±0.4, usefulness = 6.78±0.1). Limited access to technology by parents, compatibility of the module with various phone types, and necessity of keeping information updated were mentioned by home visitors as limitations that may impact usability. The results revealed that a digital nutrition education module to prevent early childhood obesity was deemed usable by both staff and parents of a home visiting program. Environmental injustices impact many communities, and prior studies have not identified regional variations and statistical linkages between exposures to air pollution and health outcomes. We address these gaps in environmental justice studies by establishing the relationships between exposure to air pollution, socio-economic factors, and health consequences or outcomes. At various governmental levels, policy initiatives to reduce energy use and increase energy efficiency offer the added benefits of improving air quality, human health, and climate change mitigation. By integrating annualized daily concentrations of ozone, PM 2.5, and Air Quality Index (AQI) from industrial facilities and electric utility plants in zip codes within TECO's service area, this study enhances our understanding of quantitative environmental justice by correlating air pollution against socioeconomic factors (e.g., poverty, age. sex, and race) and health outcomes (e.g., mortality, fertility, access to health insurance, and disease, and well-being). Zip codes with disproportionate exposure to air pollution are identified and stratified according to relevant indicators. Through this, we can identify inequalities related to the risk of air pollution and its effects on health. This paper provides a methodology to evaluate the cumulative effectiveness of environmental policy efforts that address both climate change and human health, as well as a framework for identifying communities that are at a higher risk of adverse health outcomes from exposure to air pollution. In recent years, pedestrian safety has emerged to be of major concern to selected States in the US and at the national level. With the transition to the mobility of people, pedestrian safety has become more prevalent for governmental agencies to address and prioritize for strategic implementation. It was crucial to address the pedestrian-vehicular conflict within Florida as it was reported as having the highest four pedestrian incident locations in the country. Many pedestrian sidewalks in Florida are not continuous and there is a concern among planners and engineers in the Florida Department of Transportation (FDOT) that these gaps constitute discontinuity of flow and are potentially posing threats to pedestrian safety. This paper investigates the correlation between pedestrian safety and sidewalk gaps within the Central Florida region. A sidewalk gap is defined as a length of a roadway segment with missing or absent sidewalk between existing sidewalks (before and after) along the same segment. "Missing" sidewalks are locations where the sidewalk is not only absent, but there is a desire to have one constructed or it would be used if it were constructed. The missing sidewalk can be on one side of the road or both sides. A wide array of Geographic Information Systems (GIS) information associated with the sidewalk gaps and the safety data were secured by FDOT. The data included all the Roadway Characteristics Inventory (RCI) within the district. Crash data combined with other geometric design data, traffic data, and census data were used to develop a statistical model. The results showed that presence of sidewalk along roadway segments is one of the main factors that have significant impact on the expected number of pedestrian crashes at a specific location. Other factors included daily traffic volumes, roadway category, specifically along urban two-way divided and undivided arterials with four to six lanes as well as the population within half-mile radius surrounding the crash location. The model results revealed that the Incident Risk Ratio (IRR) of a pedestrian crash along roadways with no sidewalk is 1.67 times greater than the likelihood of a crash with the presence of a sidewalk at 95% Confidence Interval (C.I.). The analysis also concluded that the likelihood of a pedestrian crash per mile along roadways with no sidewalk is three times greater than the likelihood of a crash per mile with the presence of a sidewalk. Local governments react to one another in expenditure. However, the existing literature concerning these reactions suffer from one of three problems: timing dynamics, county behaviour, or over aggregation. City‐to‐city interaction estimates are shown to shrink up to 50% when appropriately dealing with dynamics and county behaviour using a dynamic spatial Durbin model with a maximum likelihood estimator. Expenditure disaggregation shows that the majority of categories have no spillover. One category, general government expenditure, is responsible for nearly all of the variation. This paper presents a method to bias correct and downscale wind speed over water bodies that are unresolved by numerical weather prediction (NWP) models and analyses. The dependency of wind speeds over water bodies to fetch length is investigated as a predictor of model wind speed error. Because model bias is found to be related to the forecast wind direction, a statistical method that uses the forecast fetch to remove wind speed bias is developed and tested. The method estimates wind speed bias using recent forecast errors from similar stations (i.e., those with comparable fetch lengths). As a result, the bias correction is not tied to local observations but instead to locations with similar land-water characteristics. Thus, it can also be used to downscale wind fields over inland and coastal water bodies. The fetch method is compared to four reference bias correction methods using one year's worth of wind speed output from three NWP analyses in Florida. The fetch method yields a bias error near zero and results in a reduction of the mean absolute error that is comparable to the reference methods. The fetch method is then used to bias correct and downscale a coarse analysis to 500-m grid spacing over a coastal estuary in central Florida. [ABSTRACT FROM AUTHOR]

This article explores a popular tourist vehicle in early twentieth-century Florida: the Afromobile. Beginning in the 1890s, Afromobiling referred to the white tourist experience in south Florida of travelling in a wheelchair propelled by an African American hotel employee. Most prominent in Palm Beach, these wheelchairs developed into a heavily promoted tourist activity in the region. Using promotional imagery and travel literature this paper traces the development of Afromobiling as a tourist vehicle that played upon south Florida's tropical environs. It argues that the vehicle's popularity related to its enactment of benign racial hierarchy and controlled black mobility. Nearly one-third of children in the United States (U.S.) are overweight or obese and at a higher risk for numerous comorbidities. School nurses are ideally positioned to contribute to strategic childhood obesity prevention (COP) efforts, but there are substantial variations with their involvement in COP practices. The research question posed was: "Are personal, professional, and/or job-related characteristics associated with school nurse engagement in child-level or school-level childhood obesity prevention practices?" In this descriptive cross-sectional study, Florida school nurses (N = 171) were recruited via email and two professional conferences to complete an anonymous online or paper survey. Items included questions about various characteristics and how often they performed certain COP practices. Engagement in COP practices was measured on a Likert-type scale with response options of 1 = never; 2 = rarely; 3 = sometimes; 4 = often. Data analyses included correlations, t tests, and ANOVA to determine associations between personal, professional, and job-related characteristics with child-level and school-level school nurse COP practices. Significant associations (p < 0.05) were found between school nurse COP practices and professional characteristics that indicated additional education (i.e., highest nursing degree, COP education, professional organization membership, and national certified school nurse certification). The number of students provided care, age, years in current position, and experience as a nurse and school nurse positively correlated to child-level COP practices, while socioeconomic levels of school(s) were inversely correlated to these practices. This paper compares for- and non-profit management of charter schools in Florida using a unique dataset combining enrollment and student proficiency data with the annual independent financial audits filed by all charter schools. Comparisons reveal that independent for- and non-profit charter schools locate in similar markets and serve similar student bodies, whereas for-profits belonging to a network locate in lower income, denser, and more Hispanic areas. Bearing out the concerns of parents and policymakers, regression estimates indicate that, among independent charters, for-profits spend less per pupil on instruction and achieve lower student proficiency gains. By contrast, among charter schools belonging to a network, for-profits spend approximately 11% less per pupil, but expenses on student instruction are not being cut. The estimates, which control for differences across schools in student composition and other characteristics, imply that an equivalent level of per pupil expenses purchases about 0.03 σ higher student proficiency at network for-profit charter schools. This paper describes and analyzes the risks associated with using mitigation banking for the conservation of wetlands in Florida in the United States. First, we attempt to identify and summarize the main ecological and socio-economic risks regarding mitigation banking that have been discussed in previous studies. Then we analyze the institutional responses adopted by US regulators to limit these risks. We have used empirical evidence including interviews and data analysis to assess the effectiveness of these responses. Our main findings are that the recent regulatory responses adopted to face risks associated with mitigation banking seem to be more effective than what is often assumed. These responses are underpinned by the emergence of a hybrid mode of governance that combines market characteristics and regulatory constraints, and which contributes to enforcing wetland compensation in Florida. However, we also observed some risks inherent in this system, in particular the redistribution of ecosystem services, as the distance between impact sites and compensation sites seems to have increased in Florida in the last several years.
