This volume provides a comprehensive account of Wilhelm Röpke as a liberal political economist and social philosopher. Wilhelm Röpke (1899-1966) was a key protagonist of transatlantic neoliberalism, a prominent public intellectual and a gifted international networker. As an original thinker, he always positioned himself at the interface between political economy and social philosophy, as well as between liberalism and conservatism. Röpke's endeavors to combine these elements into a coherent whole, as well as his embeddedness in European and American intellectual networks of liberal and conservative thinkers, are a central theme throughout the book. This volume presents papers which were given at a conference of the Liberty Fund, Washington, co-sponsored by the Carl-Menger Institute, Vienna. The conference took place in Vienna in January 1988. All papers were subject to a refereeing process; some of them had to be revised very extensively. The economics of progressive taxation have been a research topic ever since economists have dealt with the economic role of the state. Old puzzles are the best: the theoretical underpinning of progressivity still is not fully convincing, even after 200 years of economic research. In the present volume we succeeded in publishing some contributions of outstanding economists which present their visions of the topic. Niskanen distinguishes two types of contributions of public choice analysis to understanding and evaluating the tax and transfer system in modern economics: the positive analysis, which examines the issue of how a tax and transfer system would look if it were established by a government subject to majority rule;. and the normative analysis, which tries to discern an optimal system of taxes and transfers. In the normative case the author distinguishes between the'libertarian perspective', in which each person has full rights to any property that he has acquired legally and in which transfers are determined entirely by the preferences of the donors, and the so-called'constitutional perspective', in which each person elects the rules affecting taxes without knowledge of his position in the post­ constitutional distribution.

In this context, G20 has proved to be an effective forum, particularly after the Asian financial crises. Furthermore, over recent decades, G20 has been instrumental in managing financial crises and international conflicts by deploying global cooperation as a functional tool. As a body responding to crises, the G20 has played a central role in providing the political momentum for the strong international cooperation that ensured greater policy coherence and helped ease situations that could otherwise have been decidedly worse. The G20's agendas have encompassed short-term but critical issues of economic recovery, the sovereign crisis of Europe, high unemployment and financial sector regulation. But since moderate stabilization in the global economic environment, the focus of the group has also embraced long-term areas of governance and development. For emerging economies, such as India, the G20 has been an important platform framework to promote an inclusive global economic architecture that seeks to achieve equitable outcomes. This book reviews the past 20 years of the G20, since it was conceptualized as a replacement for the G-7. While issues such as global financial order have been a constant area of discussion, one of the failures has been not recognizing and acknowledging the importance of issues like trade, climate change and future of work. This open access book aims to review the history, achievements, and challenges of trilateral cooperation among China, Japan, and South Korea in a systematic way. It offers numerous perspectives to explain the emergence of trilateral institution-building processes and the fluctuations of trilateral cooperation, and underscores three countries'respective policy stances towards the building of the triangle. The evolvement of political and economic ties among China, Japan, and South Korea has vital importance to the peace and prosperity of East Asia. Recent years have witnessed the ups and downs of the trilateral cooperation among the three countries. The development of trilateral institution building emerged as a joint gesture in response to the Asian Financial Crisis in the late 1990s. The three countries jointly established multilayered cooperative mechanisms in a wide range of fields. Nonetheless, trilateral cooperation among the three major powers has been proceeding in hardship in the shadow of longstanding geopolitical complexity and the deepening Sino-US confrontations. This book argues that, despite growing economic and social linkages, political animosities have constantly impeded the trilateral cooperation. This book provides a tour through a novel theoretical approach to understanding the political economy of authoritarianism and the international market for capital investment. As the author demonstrates through an extensive series of analysis, success in attracting investment (and ultimately fostering growth) lies with the ability of the state to reduce investors'uncertainty. The author explores the market for FDI in nondemocratic states and finds that those states which feature reduced competition over policy between “economic elites” are more likely to attract investment inflows. However, these inflows are the result of incentives provided as private benefits for incumbent elites, and tend to result in concentrated inflows. In Part II, this is contrasted with the way democratic states attract investment through institutional protections and public benefits. In this way, the author uncovers that authoritarian and democratic states achieve investor confidence through “alternate paths to predictability”, one based on eliminating opposition through political consolidation and the other based on impartial rules and legal protections designed to constrain the excesses of political competition. The theory's central premise, that the concentration of economic influence with fewer “economic elites” is corrosive to political competition and institutional quality, carries huge significance for the study of both authoritarian and democratic governance quality.

This book focuses on the political economy behind innovation in China's new industrial sectors, particularly the effects of policies and government regulation in the absence of the rule of law. In its analysis, the book aims to elucidate the mechanisms that generate innovation from multiple perspectives while utilizing insights from political science and law. The analysis in this book focuses on the following three points. First, by examining Guizhou Province's Big-data industry promotion policy,'import substitution digitization'policy, and government intellectual property strategy, we seek to empirically clarify the extent to which Chinese government industrial policy has stimulated innovation. Next, we examine in detail the issues surrounding the'rule of law'in China regarding introducing anti-monopoly laws for digital platform companies and developing the intellectual property court system. Third, it focuses on the role played by local governments in industrial policy, including the impact of industrial guidance funds on the efficiency of the regional financial sector and the impact of local bond issuance on the effectiveness of resource allocation among regions.

The purpose of this book is to introduce readers to INDOPACOM, which is responsible for U.S. military operations in a region covering approximately 50 percent of the Earth from the Pacific Ocean to the Indian Ocean. INDOPACOM has not received much attention in Japan compared to USFJ or the US Seventh Fleet. This book shines a spotlight on INDOPACOM in an effort to promote an understanding of its various aspects. The mission of INDOPACOM is to protect U.S. territory, people, and national interests. However, it also includes protection of the countries within its geographic scope that are U.S. allies and security partners. INDOPACOM and its precursor Pacific Command, established in 1947, have always been major contributors to the peace and safety of Japan in the post-World War II era. In view of the importance of U.S. interests in Northeast Asia, the region also has two Sub-Unified Combatant Commands called United States ForcesJapan (USFJ) and United States Forces Korea (USFK). Each of these organizations strives to strengthen the relationship with the Japan Self-Defense Forces and the Republic of Korea armed forces. This book examines the implementation of the Belt and Road Initiative (BRI) in East Africa. The BRI is considered China's central geopolitical and geo-economic project in the era of President Xi Jinping. Through this work, the author aims to contribute to filling some research gaps, such as the lack of depth in studies of individual BRI projects and the underconsideration of processing narratives in participating countries. The guiding question is the extent to which the BRI is a political or hegemonic project of the CCP-directed state-civil society complex in East Africa. To answer these questions, databases of international organizations and policy documents are analyzed. In addition, the author conducts a qualitative content analysis of newspaper articles from local media houses in the countries of Ethiopia, Kenya, and Tanzania to examine three infrastructure projects. The work illustrates that the BRI contributes to increasing connectivity in East Africa. At the same time,the compression of economic relations and the implementation of infrastructure projects in East Africa lead to numerous consequences and contour a hegemonic project.

This book puts forward a new angle of understanding the society of states in the milieu of the contemporary world. The absence of a regulatory mechanism, i.e., anarchy, has been the fundamental issue of international relations. This book explains how the normative imperatives, information and communication technology (ICT) and nuclear deterrence generated ambiance have poised the states in a society where they are bound to follow certain normative imperatives that dilute the color and meaning of anarchy and obliges the states to act in a certain way. It develops a theoretical proposition with regard to state power defined in terms of the capability of determining the outcomes. The proposition first elaborates how international institutions foster normative imperatives; then, in line with this ontology, it narrows down the focus solely on the power of the states in the contemporary world. It explains how the power that can determine the outcome today is holistic in nature, comprisingboth materialistic and normative factors. In the next step, it tailors the proposition in a way so as to employ it for a specific empirical work. The book does not end just positing the theoretical proposition; the proposition is testified through some case studies with regard to climate negotiations under the UNFCCC.
