Both US and EU Preferential Trade Agreements (PTAs) nowadays consistently contain social standards to protect workers and the environment. But while the US pursues a sanction-based approach, the EU solely relies on dialogue and cooperation mechanisms. This book attempts to explain what has led the US and the EU to pursue such diverging approaches. In a structured comparison, this study analyses the US'and the EU's PTA negotiations with Central America, Peru and Colombia, and South Korea. Empirical findings suggest that the constellation of societal preferences was fairly similar in the US and Europe. However, the different institutional frameworks in the US and the EU translated these societal demands into different policy outcomes. In short, the features of the US'domestic political processes were much more favourable to the formation of sanction-based social standards than the consensus-oriented style of policymaking in the EU.

This paper summarizes the Voluntary Sustainability Standards'(VSS) Academic Advisory Council Roundtables. The roundtables aimed to foster the debate on the possibilities and limitations of sustainability standards as tools to environmental, social and economic sustainability. They were jointly organized by the United Nations Forum on Sustainability Standards (UNFSS) and EVIDENSIA, in collaboration with the KU Leuven Center for Global Governance. This paper summarizes the discussions and outcomes of the three roundtable discussions. It brings different perspectives on VSS together which can inform and contribute to a comprehensive understanding of VSS effectiveness through GVCs. Through this paper, the “effectiveness” of VSS is defined along multiple dimensions, all of which are covered and assessed. A first dimension, goal-attainment effectiveness, focuses on the impact of VSS on a range of social, economic and environmental indicators. A second dimension, process effectiveness, analyses the degree to which VSS are adopted by economic operators and the drivers for adoption. A third dimension, constitutive effectiveness, focuses on the degree to which VSS change the overall approach of actors involved in the policy process towards sustainability, i.e., the degree to which their theories of change are used more widely. VSS role on international trade is also debated and discussed.

The countries of the Southeast Europe region have the common objective of joining the European Union (EU). To achieve this goal, these countries have pursued closer integration with the EU and with each other, including signing the Central European Free Trade Agreement (CEFTA). CEFTA aims to fully liberalize trade in the region and work toward greater cooperation in a number of trade-related areas, such as investment, services, public procurement, and intellectual property rights. This paper aims to help policy makers in Southeast Europe assess the impact of the recently introduced trade policy measures, and proposes actions that could complement these measures and help achieve greater regional trade integration. The paper considers intra-regional trade flows and the remaining nontariff barriers to trade, the benefits of allowing free movement of skilled labor in the region, and how adopting the EU's Common External Tariff could prevent trade diversion.

Data services are among the most dynamic components of international trade and foreign direct investment. Technical progress, changes in the economic sector, factors influencing the international specialization in data services, and the impact of obstacles combine to determine the growth of trade and foreign direct investment in data services. UNCTC assumed the responsibility for preparing the sectoral paper on trade and foreign direct investment in data services (transborder data flows). The scope of the paper was to include an examination of the importance and impact of the emerging data-service industries, especially in Latin America; a clarification of conceptual issues related to trade and foreign direct investment in data services; a documentation of the dimensions of various forms of international transactions in services; an analysis of the determinants of these transactions; a review of the policies and issues relating to them; and an outline of possible actions at the national, regional, and international levels for dealing with questions related to data services. The present study contains the results of the work on these issues. Special attention is given throughout this book to developing countries in general and Latin American countries in particular.

This volume provides a comprehensive account of Wilhelm Röpke as a liberal political economist and social philosopher. Wilhelm Röpke (1899-1966) was a key protagonist of transatlantic neoliberalism, a prominent public intellectual and a gifted international networker. As an original thinker, he always positioned himself at the interface between political economy and social philosophy, as well as between liberalism and conservatism. This book includes a collection of papers on surveys of topics under consideration in the Uruguay Round of trade negotiations, analysis of topics of traditional concern to developing countries, and a few theoretical papers on the role of law in the international trading system.

While trade integration has been an engine of global growth and prosperity some sectors have been negatively affected by increased imports competition, as expected in theory. Higher labor mobility could lower these adjustment costs. This paper measures the cost of trade integration in a context of high internal migration. Specifically, we focus on the 2004- 14 period of trade liberalization in Peru (a major beneficiary of trade integration). Despite significant migration in response to lower tariffs, we find a significant negative relation between tariff reduction and socioeconomic indicators of imports-competing districts. This underscores the need for policy action to support the “losers from trade liberalization”.

This joint ITC–CBC paper provides a regional overview of services sectors and services trade for COMESA, drawing attention to opportunities for growth and regional integration – analyses data for four key services subsectors (travel, transport, communication and financial and insurance services), and provides Services Snapshots for each COMESA member. The paper maps business and professional services associations in COMESA services industries and identifies the major challenges faced by services stakeholders; examines the option of developing a COMESA Regional Services Industries Group (RSIG) as a positive step towards a coordinated platform for overcoming the growth challenges to provide a better business environment for services industries in the COMESA region.

This Selected Issues paper assesses the youth unemployment problem in advanced European economies, especially the euro area. Youth unemployment rates increased sharply in the euro area after the crisis. Much of these increases can be explained by output dynamics and the greater sensitivity of youth unemployment to economic activity compared with adult unemployment. Labor market institutions also play an important role, especially the tax wedge, minimum wages, and spending on active labor market policies. The paper highlights that policies to address youth unemployment should be comprehensive and country specific, focusing on reviving growth and implementing structural reforms.

This volume is a collection of papers that apply general equilibrium theory in order to obtain policy relevant insights on topical issues of international trade and migration. The first set of papers focuses on European integration, applying dynamic numerical general equilibrium methods to quantify the effects of geographic extension of the European Union, including the effects of Eastern enlargement of the EU on incumbent Western member countries. The second set of papers deals with the trade effects of WTO membership, with special focus on the so-called extensive country margin, where new international trading relationships are formed. The third set of papers focuses on immigration, offering a rigorous theoretical analysis of the so-called immigration surplus as well as an econometric estimation of the gains and pain that Germany has forgone by initially restricting immigration from new EU member countries after the EU's Eastern enlargement in 2004. And finally, the book contains a set of theoretical papers on the distributional effects of offshoring.

This volume presents papers which were given at a conference of the Liberty Fund, Washington, co-sponsored by the Carl-Menger Institute, Vienna. The conference took place in Vienna in January 1988. All papers were subject to a refereeing process; some of them had to be revised very extensively. The economics of progressive taxation have been a research topic ever since economists have dealt with the economic role of the state. Old puzzles are the best: the theoretical underpinning of progressivity still is not fully convincing, even after 200 years of economic research. In the present volume we succeeded in publishing some contributions of outstanding economists which present their visions of the topic. Niskanen distinguishes two types of contributions of public choice analysis to understanding and evaluating the tax and transfer system in modern economics: the positive analysis, which examines the issue of how a tax and transfer system would look if it were established by a government subject to majority rule;. and the normative analysis, which tries to discern an optimal system of taxes and transfers. In the normative case the author distinguishes between the'libertarian perspective', in which each person has full rights to any property that he has acquired legally and in which transfers are determined entirely by the preferences of the donors, and the so-called'constitutional perspective', in which each person elects the rules affecting taxes without knowledge of his position in the post­ constitutional distribution.

Section I of the book contains an explanation of the concept of transparency as it is understood in the context of international investment agreements. Section II provides a review of current treaty and arbitral practice with respect to transparency issues. Section III analyses the interaction of transparency obligations with other related issues. The final section of this paper contains a series of policy options available to IIA negotiators and those involved in revising arbitral rules. In this final section, the paper also briefly discusses the implications of those options for host State development considerations so as to assist with negotiator decision-making on whether or not to include transparency provisions in IIAs, and, if so, which formulation to insert into new agreements.

The Central European Free Trade Agreement (CEFTA) was concluded among the countries of Southeastern Europe with the aim to promote further trade integration. The agreement states the objective to'expand trade in goods and services and foster investment by means of fair, clear, stable and predictable rules.'While recent literature on trade in the CEFTA region has focused on analyzing trade in goods, the purpose of the paper is to identify the remaining barriers to trade in services among the CEFTA countries. The paper presents: (i) the economic and trade importance of the service sector in CEFTA countries, and (ii) the existing barriers to trade in services between CEFTA countries, with a focus on four sectors: construction, land transport, legal and information technology (ICT) services. The analysis shows that the export of services has a significant share in CEFTA countries. These countries have achieved considerable market openness, mostly in the context of pursuing WTO and EU accession. Nonetheless, obstacles to trade in services remain. Some, such as the movement of professional workers, are of general nature, while others are sector specific.

Alan Deardorff was 65 years old on June 6, 2009. To celebrate this occasion, a Festschrift in his honor was held on October 2-3, 2009, in the Rackham Amphitheater at the University of Michigan in Ann Arbor. The Festschrift was entitled “Comparative Advantage, Economic Growth, and the Gains from Trade and Globalization: A Festschrift in Honor of Alan V Deardorff.” It was co-organized by two of Professor Deardorff's former students, Drusilla Brown of Tufts University and Robert Staiger of Stanford University, together with Robert Stern representing the University of Michigan. The first day of the Festschrift involved a series of panels in which invited participants reflected on Professor Deardorff's contributions, including his writings on: comparative advantage; trade and growth; the gains from trade and globalization; and computational modeling and trade policy analysis. The panel participants prepared written comments, setting out their evaluation of Professor Deardorff's contributions combined with their own thoughts on the current state of knowledge and analysis of the particular topic. At the end of the first day, Paul Krugman of Princeton University and The New York Times delivered a Citigroup Foundation Special Lecture entitled “Reflections on Globalization: Yesteryear and Today.” All of these papers and Krugman's lecture are contained in the volume.In order to provide further perspective on the foregoing topics, each section of the volume includes reprints of a number of Professor Deardorff's most important papers that underlie the reflections on his work by the following Festschrift panelists whose original works are presented in this volume:

This fifth volume in the International Papers in Political Economy (IPPE) series focuses on the theme of path dependency and macroeconomics in terms of both theory and applications. The volume examines how path dependency is linked with notions of fundamental uncertainty, non-ergodicity and hysteresis.

This paper shall investigate the trade integration between Turkey and the EU. The plan of the book is as follows. At first the historical background of the development concerning the trade relations between the two parties is conveyed. This includes the period from first association to implementing a customs union (CU) between Turkey and the European Union (EU) and to deeper integration abolishing barriers of trade until today. Subsequently an evaluation of the influence of the customs union follows in chapter 3 which constitutes the main part of the paper. Hereby the analysis is divided into the short-term static and long-term dynamic effects of the CU with the EU that Turkey entered on 1st January 1996. To analyze the static effects this paper adopts Viner's traditional approach, by comparing the trade creation effects with the trade diversion effects resulting from the removal of trade restrictions for Turkey and the EU as a whole. Thus, the predominant economical theory applied in this paper is the neoclassical customs union theory. This theory was chosen because it still is the predominant and widely recognized theory in analyzing trade data providing a variety of tools. Within the neoclassical theory Ricardo as well as Heckscher-Ohlin play an important role as a tool of analysis. In the relevant passages in the text the most important theoretical principles will be explained with the help of the Turkish example. At the limits of the neoclassical theories the new trade theory is supposed to help out especially where the assumptions of the neoclassical theory limit further analysis. It is the purpose of this paper to analyze the question how the trade liberalization in form of the CU between Turkey and the EU influences the development of Turkish welfare, specialization in different sectors, economies of scale, competitiveness, technological transfer and direct foreign investment. In some parts of the paper the analysis also refers to some effects for the EU, but main emphasis shall clearly be laid upon the effects on the Turkish economy. For the analysis foreign trade data is used which was compiled by the Turkish Undersecretariat of the Prime Ministry for Foreign Trade, the Prime Ministry Undersecretariat of Treasury, the Turkish Statistical Institute and Eurostat. The analysis concentrates on the development within the last years, because not many studies were written in the 21st century or using data from this period. The last subitem within chapter 3 allows a glance at the possibility of further integration taking monetary integration as an example. Last but not least chapter 4 will summarize the findings of the previous sections which will lead to a final estimation of the effects of the CU on Turkey and the EU.

In Land and Liberty, Christopher William England excavates the lost history of one of America's most influential radicals and explains why so many activists were once inspired by his proposal to tax landed wealth. Drawing on the private papers of a network of devoted believers, Land and Liberty represents the first comprehensive account of this important movement to nationalize land and expropriate rent. In this conference volume, distinguished economists and trade policymakers address the US initiatives to enter into free trade negotiations with a broad range of countries in the Asia-Pacific region, the Western Hemisphere, and Africa. The sheer number of these initiatives is unprecedented and has provoked major policy questions concerning US interests in the negotiations, the setting of priorities among the many contenders for concluding free trade agreements (FTAs) with the United States, the objectives of those trading partners, and the implications that these agreements could have for broader initiatives such as the Doha Round in the World Trade Organization and the Free Trade Area of the Americas.The papers in the volume were presented during a conference on FTAs and US trade policy, sponsored by the Institute in May 2003. The signing of the North American Free Trade Agreement (NAFTA) was expected to signal the beginning of a new era of close co-operation between Mexico and the United States. Subsequent events, however, have introduced new tensions into the relationship. The 1995 economic collapse in Mexico sharply curtailed economic growth and lowered the demand for U.S. exports. The result has been a substantial deficit in U.S. trade with Mexico and renewed arguments that trade with Mexico reduces the employment opportunities of low-skilled workers in the United States. Immigration, both legal and illegal, has grown as a subject of contention between the two countries. Mexico has also come under increased focus as a conduit for the flow of drugs into the United States. We examine the link between the quality of fiscal governance and access to market-based external finance. Stronger fiscal governance is associated with improvements in several indicators of market access, including a higher likelihood of issuing sovereign bonds and having a sovereign credit rating, receiving stronger ratings, and obtaining lower spreads. Using the more granular information on quality of fiscal governance from Public Expenditure and Financial Accountability (PEFA) assessments for 89 emerging and developing economies, we find that similar indicators of market access are correlated with sound public financial management practices, especially those that improve budget transparency and reporting, debt management, and fiscal strategy.

The book discusses contemporary issues such as global financial architecture and regulatory practices, trade, investment and the multilateral process, the future of work, the role of technology for adaptation and mitigation of climate change, and financing infrastructure for sustainable development. With increasing global connectivity, events in one part of the world immediately affect or spread to the other parts. In this context, G20 has proved to be an effective forum, particularly after the Asian financial crises. Furthermore, over recent decades, G20 has been instrumental in managing financial crises and international conflicts by deploying global cooperation as a functional tool. As a body responding to crises, the G20 has played a central role in providing the political momentum for the strong international cooperation that ensured greater policy coherence and helped ease situations that could otherwise have been decidedly worse. The G20's agendas have encompassed short-term but critical issues of economic recovery, the sovereign crisis of Europe, high unemployment and financial sector regulation. But since moderate stabilization in the global economic environment, the focus of the group has also embraced long-term areas of governance and development. For emerging economies, such as India, the G20 has been an important platform framework to promote an inclusive global economic architecture that seeks to achieve equitable outcomes. This book reviews the past 20 years of the G20, since it was conceptualized as a replacement for the G-7. While issues such as global financial order have been a constant area of discussion, one of the failures has been not recognizing and acknowledging the importance of issues like trade, climate change and future of work. Featuring academic papers by experts in the area, this book provides a platform for the necessary discourse on these issues.

There's no question, compared to the advanced economies China's economic growth rates have been spectacular, but in most instances the economic analysts tend to forget that a large part of China's growth has been dictated by government industrial subsidies. How did China go from a bit player overnight to the largest exporter in the world in capital-intensive industries? This book shows that government subsidies play a big part in China's success. Government subsidies include those to basic industries: energy (coal, electricity, natural gas and heavy oil), steel, glass, paper, auto parts, solar and more. A lot has been written about China's trade practices with the West, but none of this work addresses the real unsustainable dilemma. Much of the current literature discusses the problems but doesn't explain the root cause of China's lopsided trade practices with the West or explain in detail how China finances its government subsidies, with nothing written that explains that China's subsidized exports to the United States and European Union are basically self-funded by its enormous trade surplus with the West. A trade surplus represents a net inflow of domestic currency from foreign markets and is the opposite of a trade deficit, which would represent a net outflow. Moreover, this is the only book that describes China's current trade practices with the West as a zero sum game at the expense of the West. This book provides two solutions to this endless quagmire: an increase in Western exports to China so that China and the West have more of an equal trade balance, or a very steep reduction of China's exports to the West.

This paper studies the potential long-term effects of three illustrative scenarios using a multi-sector computable general equilibrium (CGE) trade model calibrated to 165 countries. The first scenario estimates effects from potential U.S. auto tariffs. The second analyzes a ‘transactional deal'between the U.S. and China to close their bilateral deficit. The third, in the absence of such a deal, considers a potential escalation in bilateral tariffs between the two countries. Some common features emerge across all three scenarios: the overall effects on GDP tend to be relatively small albeit negative in most cases, including for the U.S. However, sectoral disruptions and positive and negative spillovers to highly exposed ‘by-stander'economies can be large. There is also heterogeneity at the subnational level in the U.S. -- richer states tend to benefit from certain scenarios. We discuss how estimated impacts depend on the extent to which the U.S. is able to re-shore production in protected sectors. These results can usefully complement estimates obtained through macroeconomic models that are better suited to capture dynamic effects, such as those stemming from trade policy uncertainty. More generally, our results both underscore the value of adhering to the existing levels of liberalization, and highlight the risks associated with a fragmentation or even a complete breakdown of the trading system.

This report examines the impact of the international quinoa prices on the livelihoods of communities in the Peruvian altiplano. The paper presents results of an ITC household survey showing that the well-being of households in traditional quinoa growing regions has risen and fallen along with quinoa prices. Quinoa-growing households benefited from higher quinoa prices at the height of the quinoa price boom of 2013 and their welfare declined as prices have fallen since 2014. Farmers are willing to help efforts to increase biodiversity to combat the problem of monoculture that has resulted from an increased focus on exporting a single quinoa variety. The report is relevant for importers and exporters, regulators, policymakers, non-governmental organizations, community representatives and researchers seeking to improve sustainability of the quinoa trade and the associated benefits derived by local people in Peru.

In the early decades of the eighteenth century, Yemen hosted a bustling community of merchants who sailed to the southern Arabian Peninsula from the east and the west, seeking and offering a range of commodities, both luxury and mundane. In Shipped but Not Sold, Nancy Um opens the chests these merchants transported to and from Yemen and examines the cargo holds of their boats to reveal the goods held within. They included eastern spices and aromatics, porcelain cups and saucers with decorations in gold from Asia, bales of coffee grown in the mountains of Yemen, Arabian horses, and a wide variety of cotton, silk, velvet, and woolen cloth from India, China, Persia, and Europe; in addition to ordinary provisions, such as food, beer, medicine, furniture, pens, paper, and wax candles. As featured in the copious records of the Dutch and English East India Companies, as well as in travel accounts and local records in Arabic, these varied goods were not just commodities intended for sale in the marketplace. Horses and textile banners were mobilized and displayed in the highly visible ceremonies staged at the Red Sea port of Mocha when new arrivals appeared from overseas at the beginning of each trade season. Coffee and aromatics were served and offered in imported porcelain and silver wares during negotiations that took place in the houses of merchants and officials. Major traders bestowed sacks of spices and lavish imported textiles as gifts to provincial governors and Yemen's imam in order to sustain their considerable trading privileges. European merchants who longed for the distant comforts of home carried tables and chairs, along with abundant supplies of wine and spirits for their own use and, in some cases, further distribution in Yemen's ports and emporia. These diverse items were offered, displayed, exchanged, consumed, or utilized by major international merchants and local trade officials in a number of socially exclusive practices that affirmed their identity, status, and commercial obligations, but also sustained the livelihood of their business ventures. Shipped but Not Sold posits a key role for these socially significant material objects (many of which were dispatched across oceans but not intended only for sale on the open market) as important signs, tools, and attributes in the vibrant world of a rapidly transforming Indian Ocean trading society.

This book reviews James Meade's prolific contribution to economics and its lasting impact. Few economists have written so much and on so many different topics. Meade was awarded the Nobel Prize in Economics in 1977 (jointly with Bertil Ohlin) for his contribution to international economics, but could just as easily have been awarded this for his contribution to the economics and politics of the managed economy. His commitment to the middle ground, neither free market nor command, runs through the whole of his published work, from Planning and the Price Mechanism in the shadow of post-war rationing to The Intelligent Radical's Guide to Economic Policy and Full Employment Regained? when inflation combined with stagnation reopened the debate between the monetarists and the Keynesians. Meade was active in politics, most prominently in the debates in the 1960s about the European Economic Community and in the 1980s on the formation of Britain's Social DemocraticParty. As a person, he can best be described as a cultured Englishman, quiet and open, much in the mould of Coase, Mirrlees or Hicks. This book draws upon the whole of Meade's published work. It incorporates insights from unpublished papers and surviving correspondence kept at the London School of Economics and Political Science as well as interviews with family members and associates. The book will be of interest to economists but also to the students of politics and philosophy that Meade himself would have wanted to reach.

Anecdotal evidence suggests the existence of specific choke points in the global trade network revealed especially after natural disasters (e.g. hard drive components and Thailand flooding, Japanese auto components post-Fukushima, etc.). Using a highly disaggregated international trade database we assess the spillover effects of supply shocks from the import of specific goods. Our goal is to identify inherent vulnerabilities arising from the composition of a country's import basket and to propose effective mitigation policies. First, using network analysis tools we develop a methodology for evaluating and ranking the supply fragility of individual traded goods. Next, we create a country-level measure to determine each country's supply shock vulnerability based on the composition of their individual import baskets. This measure evaluates the potential negative supply shock spillovers from the import of each good.

This book presents a systematic collation of the regional and global dimensions of the leadership role of BRICS countries (Brazil, Russia, India, China and South Africa). It analyses the rising regional and global leadership of BRICS, using specific benchmarks to gauge the nature of this leadership. The elements examined include willingness to lead, the capacity to do as much, and the degree to which the given actor is accepted as a leader both within and beyond its region. The chapters in the book capture the nature of trends in regional and global leadership within the contexts of a changing international order.It is taken for granted that Brazil, Russia, India, China and South Africa are now engineering a unique pool of governance that is seeking alternatives to the current order of global economic and political affairs. The fact that these countries have jointly decided to forge ahead with the BRICS constellation of states that is now taking consequential decisions such as the creation of the BRICS'New Development Bank, is not to be treated lightly. In this book the majority of papers take a step back and systematically analyse the real state of the leadership that is provided by the BRICS on a litany of regionally and globally relevant issues. While no one doubts the fact that these countries have the capacity to provide leadership especially in their various regions on many issues, what remains moot is whether they are willing and capable to do so at the global level. Even in those cases where there is the willingness and capacity, the book argues that the acceptance of such leadership by potential followers is not always a given.
