In the present paper farmers’ resilience index (FRI) was constructed considering the natural disaster using five dimensions including physical, social, economic, human and natural. The scale is administered to the 240 paddy farmers in two coastal districts of Andhra Pradesh. Principal component analysis was performed in order to fix the weightage for each variable. About (39.58%) of farmers are resilient to natural disasters with the highest resilience score for financial capital (0.641) and natural capital with less resilience score (0.401). Confirmatory factor analysis (CFA) was performed to determine how well the generated model of the scale fits the data. The structural equation modelling (SEM) path diagram was developed based on the conceptual model, which uses resilience as a latent variable. The SEM analysis revealed that four dimensions of capital positively affect farmers’ resilience except for the human capital which negatively affects resilience. To reduce the effects of natural catastrophes in the upcoming years, the adaptation strategies from the highly resilient places can be examined and put into practice in the less resilient areas. Common pool land and water resources in India play vital, but often overlooked, roles in livelihoods and ecosystem services. These resources are subject to the authority of various government departments and are often managed in ways that result in uncertain tenure for the people who depend on these resources for fodder, fuel, water, and other products. An Indian NGO, the Foundation for Ecological Security (FES), has developed a process for "commoning"--assisting communities to secure the commons by forming inclusive local institutions to manage the resources, and to work with different government departments to gain stronger rights to the commons. This paper applies polycentricity theory to examine the institutional arrangements that govern the commons in FES sites in Andhra Pradesh and Karnataka states and assesses relationships that may affect commons management. It draws on key informant interviews and village-level social network mapping exercises (Net-mapping) to show the complex flows of resources, information, and influence related to the commons among habitation-level organizations, local government, resource agencies, the rural employment guarantee program (MGNREGA), and NGOs. This paper discusses the potential of this methodology as a diagnostic tool to help understand community perceptions of the role of various stakeholders in overall governance of the commons, and can provide guidance for interventions to help communities to strengthen their tenure on the commons and management of those resources. This paper presents results from a framed field experiment in which participants make decisions about extraction of a common-pool resource, a community forest. The experiment was designed and piloted as both a research activity and an experiential learning intervention during 2017-2018 with 120 groups of resource users (split by gender) from 60 habitations in two Indian states, Andhra Pradesh and Rajasthan. We examine whether local beliefs and norms about community forest, gender of participants, within-experiment treatments (non-communication, communication, and optional election of institutional arrangements (rules)) and remuneration methods affect harvest behaviour and groups' tendency to cooperate. Furthermore, we explore whether the experiment and subsequent community debriefing had learning effects. Results reveal a "weak" Nash Equilibrium in which participants harvested substantially less than the Nash prediction even in the absence of communication, a phenomenon stronger for male than female participants in both states. For male groups in both states, both communication and optional rule election are associated with lower group harvest per round, as compared to the reference non-communication game. For female groups in both states, however, communication itself did not significantly slow down resource depletion; but the introduction of optional rule election did reduce harvest amounts. For both men and women in Andhra Pradesh and men in Rajasthan, incentivized payments to individual participants significantly lowered group harvest, relative to community flat payment, suggesting a possible "crowding-in" effect on pro-social norms. Despite the generally positive memory of the activity, reported actual changes are limited. This may be due to the lack of follow-up with the communities between the experiment and the revisit. The fact that many of the communities already have a good understanding of the importance of the relationships between (not) cutting trees and the ecosystem services from forests, with rules and strong internal norms against cutting that go beyond the felling of trees in the game, may have also meant that the game did not have as much to add. India has been making policies relating to the water, sanitation and hygiene (WASH) sector since independence. The 2010 policy guidelines for the water and sanitation sectors have embarked on a new path of water security by identifying and emphasizing the importance of hitherto nagging bottlenecks in sustainable service delivery. This paper attempts to assess these policy guidelines critically and suggest ways to make them effective from the point of view of putting them into operation. This paper argues the following. (i) WASH sector financing needs to be addressed directly with realistic assessment of unit costs and their composition. (ii) Within the WASH sector sanitation needs special focus in terms of planning and allocations. Treating sanitation as an add-on to water would not be enough to improve the sanitation and hygiene conditions. The approach to sanitation needs to be focused on creating demand at the household level, segregating private and public responsibilities in this regard. (iii) Although the new guidelines try to bring a much needed balance between the cost components of new capital investment, they are not clear about post-construction support, especially capital maintenance and ring fencing the allocations towards O&M (operations and maintenance), as well as emphasizing that capital maintenance is critical for sustainable service delivery. Water, sanitation and hygiene (WASH) service levels remain stubbornly low in rural India despite high levels of public expenditure recently. In many areas, this is because service levels have slipped back for reasons including inadequate protection of water sources (quantity and quality) and more attention given to capital expenditure than expenditure on operational and capital maintenance. This paper argues that adoption of a life-cycle cost approach (LCCA) could play a significant role in rectifying this by providing a framework for identifying and plugging gaps in the present pattern of expenditure. It is argued that LCCA will provide a sound basis for implementing the WASH Guidelines released by the Rajiv Gandhi National Drinking Water Mission in 2010. These guidelines signal a shift away from viewing the provision of WASH services as primarily an engineering challenge to one that requires activities that include source protection, institution building and long-term support and pro-poor planning, all of which need to be budgeted for by WASH service providers and/or users. Preliminary findings indicate that LCCA can be used to assess actual life-cycle costs of sustainable, equitable and efficient WASH service delivery.
