Although seafood is considered to be an important part of a balanced diet, many national food consumption surveys suggest that seafood is not consumed in sufficient amounts. As consumers are moving to diversify their diet from animal-based protein, it is important to understand the factors influencing consumption of marine foods. This review aims to assess the characteristics of seafood consumers as well as the influences on seafood consumption in Europe, USA, Canada, Australia and New Zealand. Systematic search strategies were used to identify relevant journal articles from three electronic databases (PubMed, Web of Science and Embase). Three searches were carried out and identified 4405 unique publications from which 121 met the criteria for the review process. The reviewed studies revealed that seafood consumers were more likely to be older, more affluent and more physically active and were less likely to smoke compared with non-seafood consumers. Sex and BMI did not appear to have a directional association with seafood consumption. The most commonly reported barriers to seafood consumption were cost, followed by sensory or physical barriers, health and nutritional beliefs, habits, availability and cooking skills. The most commonly reported influences were beliefs about the contribution of seafood to health, environmental influences and personal preferences. Based on the findings of this review, future intervention strategies to increase seafood consumption may need to consider affordability and education in terms of health, nutrition and cooking skills. This paper tests the null hypothesis of no difference in the probability of a trade occurring at the ask using a new database containing intraday bid-ask quotes and transaction prices on both U.S. and Canadian Exchanges. We use LOGIT analysis to test the hypothesis across days of the week, price-stratified portfolios, and times of the day. We find systematic patterns in the probability of a trade at the ask resembling previously documented returns anomalies and conclude that the findings of previous weekend and intraday returns studies may be overstated. The significance of this conclusion substantially increases as one moves from the use of interday to intraday data. [ABSTRACT FROM AUTHOR]

This article builds on the recent willingness among British, Canadian, and imperial historians to question older national histories, and to re-examine how the divergent societies, economies, and polities of the empire once interacted in a wider 'British world'. It argues that the press acted as a key mechanism for the transmission of political ideas through the permeable internal boundaries of empire. This is demonstrated through analysis of contemporary debate over the Canadian American reciprocity proposals of 1911. This controversy provided an opportunity for political groups in Britain and Canada to use the press to forge alliances with each other and work together on a specific issue. Two key forces made this possible. In Britain, constructive imperialists had since 1903 sought to rally Dominion support for tariff reform, initially with limited success. In Canada, neither western farmers nor eastern manufacturers seemed interested in imperial preference. It was the reciprocity proposals that changed the situation, providing the second driving force. Canadian manufacturing interests, seeking to prevent the lowering of tariff barriers against United States rivals, began to court British constructive imperialists. We examine the yield curve behavior and the relative performance of affine term structure models (ATSMs) using government bond yield data from Canada, Germany, Japan, the U.K., and the U.S. We find strong predictability of forward rates for excess bond returns and reject the expectations hypothesis in all five countries. A three-factor model is sufficient to capture movements in the yield curve of Canada, Japan, the U.K., and the U.S., but may not be enough for Germany. An exhaustive comparison among ATSMs with no more than three factors reveals that the three-factor essential affine model (A1(3)E), with only one factor affecting the volatility of the short rate but with all three factors affecting the price of risk, performs best in all five countries. Simulations provide inconclusive evidence on whether this best affine model can successfully generate the rich yield curve behavior observed in the data. [ABSTRACT FROM AUTHOR]

Objective: The Newest Vital Sign© (NVS) was developed in the USA to measure patient health literacy in clinical settings. We adapted the NVS for use in Canada, in English and French, and created a computerized version. Our objective was to evaluate the reliability of the Canadian NVS as a self-administered computerized tool.Design: We used a randomized crossover design with a washout period of 3-4 weeks to compare health literacy scores obtained using the computerized version with scores obtained using the standard interviewer-administered NVS. ANOVA models and McNemar's tests assessed differences in outcomes assessed with each version of the NVS and order effects of the testing.Setting: Participants were recruited from multicultural catchment areas in Ontario and Nova Scotia.Subjects: English- and French-speaking adults aged 18 years or older.Results: A total of 180 (81 %) of the 222 adults (112 English/110 French) initially recruited completed both the interviewer-NVS and computer-NVS. Scores for those who completed both assessments ranged from 0 to 6 with a mean of 3·63 (sd 2·11) for the computerized NVS and 3·41 (sd 2·21) for the interview-administered NVS. Few (n 18; seven English, eleven French) participants' health literacy assessments differed between the two versions.Conclusions: Overall, the computerized Canadian NVS performed as well as the interviewer-administered version for assessing health literacy levels of English- and French-speaking participants. This Canadian adaptation of the NVS provides Canadian researchers and public health practitioners with an easily administered health literacy assessment tool that can be used to address the needs of Canadians across health literacy levels and ultimately improve health outcomes. This paper demonstrates that an important and overlooked guide to understanding Canadian and US Supreme Court decision making in tax cases is the "default," or the party to whom the court will decide in favour of if tax language is ambiguous. While statutory interpretation methods influence the overall manner in which courts approach tax-law decision making, the default is a more concrete guide to evaluating Canadian and US Supreme Court decisions. The paper first explores the statutory interpretation approaches referenced in Canadian and American Supreme Court tax law cases. The paper then examines the histories of defaults, including the cases in which they emerged and the rationales given for their adoption. Third, based on original research, the paper concludes that defaults have a profound effect on income tax decisions by, in Canada, the Supreme Court favouring the taxpayer and, in the United States, the Court deferring to the Internal Revenue Service. This paper examines whether national differences in political culture add an explanatory dimension to the formulation of policy in the area of biotechnology, especially with respect to genetically modified food. The analysis links the formulation of protective regulatory policies governing genetically modified food to both country and region-specific differences in uncertainty tolerance levels and risk perceptions in the United States, Canada, and European Union. Based on polling data and document analysis, the findings illustrate that these differences matter. Following a mostly opportunistic risk perception within an environment of high tolerance for uncertainty, policymakers in the United States and Canada modified existing regulatory frameworks that govern genetically modified food in their respective countries. In contrast, the mostly cautious perception of new food technologies and low tolerance for uncertainty among European Union member states has contributed to the creation of elaborate and stringent regulatory policies governing genetically modified food. Besieged by insurgencies in Afghanistan and Iraq and gripped by mounting pressure to enhance security and public safety at home, officials in Washington and Ottawa are now confronted with a serious homeland security dilemma: the greater the financial costs, public sacrifice and political capital invested in security, the higher the public's expectations and corresponding standards for measuring performance, the more significant the public's sense of insecurity after each failure, and, paradoxically, the higher the pressure on governments and citizens to sacrifice even more to achieve perfect security. The paradox of security dilemmas at the international level (Jervis, 1976, 1978) explains why perfectly rational decisions to enhance power actually diminish security by promoting unstable spirals in competitive defence spending--a common account of escalating military budgets throughout much of the Cold War. The homeland security dilemma represents the post-9/l I equivalent for domestic politics in the war on terrorism. The paper's central argument can be summed up by the following counterintuitive thesis: the more security you have, the more security you will need, not because enhancing security makes terrorism more likely (although the incentive for terrorists to attack may increase as extremists feel duty bound to demonstrate their ongoing relevance), but because enormous investments in security inevitably raise public expectations and amplify public out-rage after subsequent failures. Work exploring the relationship between public opinion and public policy over time has largely been restricted to the US. However, a wider application of this line of research can provide valuable insights into whether and how representation varies across political systems. This paper takes a step in this direction using a new body of data on public opinion and government spending in Canada. Analyses reveal that the Canadian public notices and responds (thermostatically) to changes in public spending in particular domains, and also that Canadian policymakers represent these public preferences in spending. The extent and nature of public responsiveness and policy representation varies across domains. Relationships are more pronounced in certain domains, and they are more 'specific' in some domains and more 'global' in others. The findings generally accord with the results of similar work in the US and the UK, although the details differ in important ways. An important property of any party system is the set of choices it presents to the electorate. In this paper we analyze the distribution of parties relative to voters in the multidimensional issue space and introduce two measures of the dispersion of the parties in the issue space relative to the voters, which we call measures of the compactness of the parties in the issue space. We show how compactness is easily computed using standard survey items found on national election surveys. Because we study the spacing of the parties relative to the distribution of the voters, we produce metric-free measures of compactness of the party system. The measures can be used to compare party systems across issues, over time within countries, and across countries. Comparing the compactness of party systems across countries allows us to determine the relative amount of issue choice afforded voters in different polities. We examine the compactness of the issue space and test the impact it has on voter choice in four countries: the United States, the Netherlands, Canada, and Great Britain. We demonstrate that the more compact the distribution of the parties in the issue space on any given issue, the less voters weight that issue in their vote decision. Thus we provide evidence supporting theories suggesting that the greater the choice offered by the parties in an election, the more likely it is that issue voting will play a major role in that election. We present large sample evidence on the performance of domestic and U.S. (foreign) bidder firms acquiring Canadian targets. Domestic bidders earn significantly positive average announcement period abnormal returns, while U.S. bidder returns are indistinguishable from zero. Measures of pre- and post-acquisition abnormal accounting performance are also consistent with a superior domestic bidder performance. Domestic bidder announcement returns are, on average, greatest for offers involving stock payment and for the bidders with the smallest equity size relative to the target. Neither direct foreign investment controls, horizontal product market relationships, nor acquisition propensities explain why domestic bidders outperform their U.S. competitors. Objective: To assess restaurant children's menus for content and nutritional quality; and to investigate the relationship between the restaurant consumer food environment for children and neighbourhood-level socio-economic characteristics within and between one Canadian city and one US city.Design: Cross-sectional observational study.Setting: London, ON, Canada and Rochester, NY, USA.ParticipantsRestaurant children's menus were assessed, scored and compared using the Children's Menu Assessment tool. We quantified neighbourhood accessibility to restaurants by calculating 800 m road-network buffers around the centroid of each city census block and created a new Neighbourhood Restaurant Quality Index for Children (NRQI-C) comprising the sum of restaurant menu scores divided by the total number of restaurants within each area. After weighting by population, we examined associations between NRQI-C and neighbourhood socio-economic characteristics using correlations and multiple regression analyses.Results: Nutritional quality of children's menus was greater, on average, in Rochester compared with London. Only one variable remained significant in the regression analyses for both cities: proportion of visible minorities had a positive effect on neighbourhood NRQI-C scores in London, whereas the reverse was true in Rochester.Conclusions: Results suggest the presence of a socio-economic disparity within Rochester, where children in more disadvantaged areas have poorer access to better nutritional quality restaurant choices. In London, results suggest an inverse relationship across the city where children in more disadvantaged areas have better access to better nutritional quality restaurant choices. Objective: An absence of food literacy measurement tools makes it challenging for nutrition practitioners to assess the impact of food literacy on healthy diets and to evaluate the outcomes of food literacy interventions. The objective of the present scoping review was to identify the attributes of food literacy.Design: A scoping review of peer-reviewed and grey literature was conducted and attributes of food literacy identified. Subjects included in the search were high-risk groups. Eligible articles were limited to research from Canada, USA, the UK, Australia and New Zealand.Results: The search identified nineteen peer-reviewed and thirty grey literature sources. Fifteen identified food literacy attributes were organized into five categories. Food and Nutrition Knowledge informs decisions about intake and distinguishing between 'healthy' and 'unhealthy' foods. Food Skills focuses on techniques of food purchasing, preparation, handling and storage. Self-Efficacy and Confidence represent one's capacity to perform successfully in specific situations. Ecologic refers to beyond self and the interaction of macro- and microsystems with food decisions and behaviours. Food Decisions reflects the application of knowledge, information and skills to make food choices. These interdependent attributes are depicted in a proposed conceptual model.Conclusions: The lack of evaluated tools inhibits the ability to assess and monitor food literacy; tailor, target and evaluate programmes; identify gaps in programming; engage in advocacy; and allocate resources. This article examines the liberalisation of immigration policy in Canada and the US in the post-World War II era. I argue that shifting norms pertaining to race, ethnicity, and human rights cast longstanding discriminatory policies in Canada and the US in a highly critical light. Opponents of racially discriminatory immigration policies exploited this shift in normative contexts to highlight the disjuncture between Canada and the US' postwar commitments to liberal norms and human rights, on the one hand, and their extant policy regimes, on the other. The resulting pressure set in motion comparable processes of policy stretching and unravelling, which culminated in policy shifting in the mid-1960s. Policy shifting was, however, subject to very different political dynamics. Whereas Canada's institutional configuration granted the executive branch and bureaucracy a high degree of autonomy that enabled experimentation, the greater openness of the American political system led to a more politicised process, marked by compromises and deal-making. Thus while changing norms prompted the liberalisation of immigration policies in both countries, differences in their domestic political contexts resulted in very different admissions regimes. This article argues that there are five major challenges currently facing Western intelligence communities. First - ensuring skills retention for intelligence officers and analysts, while developing knowledgeable managers and customers, all in an increasingly-complex security environment. Second - instituting and inculcating knowledge and expertise in these staff - while addressing an opponent in al-Qaeda which demonstrates increasingly sophisticated use of IT, new media, etc. Third - drawing-in outside expertise from the research and business communities, as is done currently in the US and Canada but in only a very limited manner in the UK. Fourth - overcoming institutional rigidity in dividing the foreign and domestic - alongside rigid sharing and co-operation relationships. Despite the impressive body of scholarship dedicated to analyzing litigation involving the Charter of Rights and Freedoms in the Supreme Court of Canada, there remains an incomplete understanding of why these cases come to the Court. Notably absent from the literature is sustained analysis of why governments, the most frequent class of appellant, bring Charter cases to the Supreme Court. Recent work has addressed the decision to appeal by the U.S. federal government and state attorneys general and provides an excellent theoretical starting point. I use case data collected from interviews with federal government lawyers and law reports to test whether the Canadian federal government's decisions to appeal to the Supreme Court of Canada in Charter cases are also “procedurally rational.” I conclude that these decisions are primarily shaped by strategic considerations related to policy costs, case importance, reviewability, and the prospect of winning on appeal, regardless of the party in power. In the process, the article further extends the application of strategic decisionmaking theory with regard to law and courts beyond judicial behavior, and beyond the U.S. context. The article discusses the Canadian-American relations in the Arctic and the effect of environmental influences on territorial claims. It focuses on the position of Canadian foreign policy concerning the Arctic regions which is based on the unsettled nature of international law in the Arctic and the effect of environmental factors. Furthermore, it discusses how Canadian foreign policy elaborates the Sprout's paradigm of perception in decision-making.

Evaluates empirically the impact of various regulations on bank profitability, on Canadian and United States' banks from 1929-1989. Use of annual data on nationally chartered banks in these two countries; What an intercountry comparison reveals; Perception that American banks would have been more profitable over the sample period in a regulatory environment similar to Canada.

McEwen and Maiman (1986) have disagreed with my claim that the case characteristic of admitted liability explains more variability in dispute outcome and compliance than whether the ease was resolved through a mediation or adjudication forum. Those authors reanalyzed some of my data from an Ontario small claims court and concluded that forum type is the stronger variable. I take issue with them on a number of conceptual and methodological points. In my own reanalysis of the Ontario data I am able to demonstrate statistically that admitted liability is the stronger predictor of outcomes. I also discuss why this should be so and raise some questions about compliance. Whether we can generalize to MeEwen and Maiman's data from Maine courts is a matter of speculation, but I am inclined to infer that we can. This article summarizes a decade of comment on the most common form of "media ombudsman" in the United States and Canada, the newspaper action line. Widely adopted alter 1965, action lines were expected by journalists and newspaper owners to play a significant role in increasing social justice, improving the commercial viability and public image of the press, and reforming the news business. The picture of social problems and proposed solutions presented in the printed columns reflects a reformed version of traditional newspaper populism. However, the available evidence suggests that the characteristics of the people who complain to action lines, as well as the economic, bureaucratic, and Ideological forces within media organizations, prevent the fulfillment of the promise of social justice implicit in populist rhetoric. Instead of aggressive defenders of the rights of "John Q. Public," action lines are primarily passive referral services which transmit complaints to traditional public and private authorities. Action lines attract a great many users not only because they promise practical assistance in settling disputes, but also because a response from the newspaper is a significant form of personal recognition and a confirmation that one's problem is legitimate. However, the unsystematic way newspapers process disputes assures that the column is unlikely to have much effect on the institutional sources of chronic grievances. The article concludes with a comparison of action lines to the use of the media by "moral entrepreneurs" to increase the impact of reform movements. [ABSTRACT FROM AUTHOR]

Dietary guidelines from a variety of sources are generally congruent that an adequate dietary protein intake for persons over the age of 19 is between 0·8–0·9 g protein/kg body weight/d. According to the US/Canadian Dietary Reference Intakes, the RDA for protein of 0·8 g protein/kg/d is “…the average daily intake level that is sufficient to meet the nutrient requirement of nearly all [~98 %]… healthy individuals…” The panel also states that “…no additional dietary protein is suggested for healthy adults undertaking resistance or endurance exercise.” These recommendations are in contrast to recommendations from the US and Canadian Dietetic Association: “Protein recommendations for endurance and strength trained athletes range from 1·2 to 1·7 g/kg/d.” The disparity between those setting dietary protein requirements and those who might be considered to be making practical recommendations for athletes is substantial. This may reflect a situation where an adaptive advantage of protein intakes higher than recommended protein requirements exists. That population protein requirements are still based on nitrogen balance may also be a point of contention since achieving balanced nitrogen intake and excretion likely means little to an athlete who has the primary goal of exercise performance. The goal of the present review is to critically analyse evidence from both acute and chronic dietary protein-based studies in which athletic performance, or correlates thereof, have been measured. An attempt will be made to distinguish between protein requirements set by data from nitrogen balance studies, and a potential adaptive ‘advantage’ for athletes of dietary protein in excess of the RDA. The article presents an overview of prospects for individual economies of countries including the U.S., Canada and Brazil. Economic indicators from the U.S. have been mixed where the labour market indicators are more favourable than output measures and the high rate of mortgage default forced internal rebalancing in the U.S. The recovery of the Canadian economy from the recession is relatively advanced than other economies while growth in Brazil is volatile since the financial crisis.

Objective: The current systematic review aimed to identify and critically appraise research on food environments in sports settings, including research into the types of food and beverages available, the extent and impact of food and beverage sponsorship and marketing, and views about food environments among key stakeholders., Design: A systematic review. Fourteen English-language studies (two were papers describing different facets of the same study), published between 1985 and 2011, were identified from searches of electronic databases and bibliographies of primary studies., Setting: Most studies originated from Australia (n 10), with the remaining studies originating in the UK (n 1), New Zealand (n 1), the USA (n 1) and Canada (n 1). Data were collected from observations in stadia, websites and televised sports events, through in-depth interviews, focus groups and surveys with sports club members, parents and quick serve restaurant managers., Results: Literature exploring food environments in sports settings was limited and had some important methodological limitations. No studies comprehensively described foods available at clubs or stadia, and only one explored the association between food and beverage sponsorship and club incomes. Club policies focused on the impact of health promotion funding rather than the impact of sponsorship or food availability in sports settings., Conclusions: Further research, including comprehensive studies of the food environment in sports settings, is required to document the availability, sponsorship and marketing of food and beverages at national, regional and club levels and to estimate how sports settings may influence children's diets.

Introduction: Antimicrobial stewardship programs are being implemented in health care to reduce inappropriate antimicrobial use, adverse events, Clostridium difficile infection, and antimicrobial resistance. There is no standardized approach to evaluate the impact of these programs., Objective: To use a structured panel process to define quality improvement metrics for evaluating antimicrobial stewardship programs in hospital settings that also have the potential to be used as part of public reporting efforts., Design: A multiphase modified Delphi technique., Setting: Paper-based survey supplemented with a 1-day consensus meeting., Participants: A 10-member expert panel from Canada and the United States was assembled to evaluate indicators for relevance, effectiveness, and the potential to aid quality improvement efforts., Results: There were a total of 5 final metrics selected by the panel: (1) days of therapy per 1000 patient-days; (2) number of patients with specific organisms that are drug resistant; (3) mortality related to antimicrobial-resistant organisms; (4) conservable days of therapy among patients with community-acquired pneumonia (CAP), skin and soft-tissue infections (SSTI), or sepsis and bloodstream infections (BSI); and (5) unplanned hospital readmission within 30 days after discharge from the hospital in which the most responsible diagnosis was one of CAP, SSTI, sepsis or BSI. The first and second indicators were also identified as useful for accountability purposes, such as public reporting., Conclusion: We have successfully identified 2 measures for public reporting purposes and 5 measures that can be used internally in healthcare settings as quality indicators. These indicators can be implemented across diverse healthcare systems to enable ongoing evaluation of antimicrobial stewardship programs and complement efforts for improved patient safety.

Antimicrobial agents are among the most frequently prescribed medications in long-term-care facilities (LTCFs). Therefore, it is not surprising that Clostridium difficile colonization and C. difficile-associated diarrhea (CDAD) occur commonly in elderly LTCF residents. C. difficile has been identified as the most common cause of non-epidemic acute diarrheal illness in nursing homes, and outbreaks of CDAD in LTCFs have also been recognized. This position paper reviews the epidemiology and clinical features of CDAD in elderly residents of LTCFs and, using available evidence, provides recommendations for the management of C. difficile in this setting.
