Purpose: This study aims to critically examine the effects of COVID-19 social discourses and policy decisions specifically on older adult volunteers in the UK, comparing the responses and their effects in England, Scotland, Wales and Northern Ireland, providing perspectives on effects of policy changes designed to reduce risk of infection as a result of COVID-19, specifically on volunteer involvement of and for older adults, and understand, from the perspectives of volunteer managers, how COVID-19 restrictions had impacted older people's volunteering and situating this within statutory public health policies. Design/methodology/approach: The study uses a critical discourse approach to explore, compare and contrast accounts of volunteering of and for older people in policy, and then compare the discourses within policy documents with the discourses in personal accounts of volunteering in health and social care settings in the four nations of the UK. This paper is co-produced in collaboration with co-authors who have direct experience with volunteer involvement responses and their impact on older people. Findings: The prevailing overall policy approach during the pandemic was that risk of morbidity and mortality to older people was too high to permit them to participate in volunteering activities. Disenfranchising of older people, as exemplified in volunteer involvement, was remarkably uniform across the four nations of the UK. However, the authors find that despite, rather than because of policy changes, older volunteers, as part of, or with the help of, volunteer involving organisations, are taking time to think and to reconsider their involvement and are renewing their volunteer involvement with associated health benefits. Research limitations/implications: Working with participants as co-authors helps to ensure the credibility of results in that there was agreement in the themes identified and the conclusions. A limitation of this study lies in the sampling method, as a convenience sample was used and there is only representation from one organisation in each of the four nations. Purpose: This paper investigates how individuals' decision-making approach and perceptions of a game's cognitive realism affect the performance of virtual businesses in a web-based simulation game. Design/methodology/approach: Survey data are collected from 274 business simulation game users and is analysed using the fsQCA technique. Findings: The study identifies three alternative pathways to high and low performance in a business simulation game. Results indicate that a flexible decision-making approach exists in all high performance pathway solutions. Where a game is perceived to be realistic, a more focused decision-making approach is associated with high performance. However, where perceived cognitive realism is absent, a less focused experimental decision-making approach is employed, which increases the chances to achieve low performance. Finally, perceived cognitive realism and an experimental decision-making approach are found to be mutually exclusive for achieving high performance. Originality/value: Whilst the learning benefits of web-based simulation games are widely acknowledged, the complex interplay amongst factors affecting performance in games is under-researched. Purpose: Following serious case review, the Transforming Care agenda (DH, 2015) highlights the need for adults with learning disabilities, autism, mental health issues or behaviors that challenge to be supported within communities rather than hospitals. Poor or absent leadership has been identified as contributing to serious cases of abuse in health-care settings [Department of Health (DH), 2012]. This paper aims to focus on identifying the elements required for good leadership and service delivery in community forensic services (CFS). Design/methodology/approach: The perspectives of 12 support workers working in CFS were obtained through semi-structured interviews. Findings: Thematic analysis identified two predominant themes, namely, authentic leadership and effective team practice. A culture of trust and learning occurs when teams are well led. This culture leads to consistent practice which benefits services users and reduces risk of poor practice. Analysis suggests a framework for service delivery which is complimented by aspects of the Total Attachment model. Research limitations/implications: The data set was collected from the same organisation and views may have been aligned to existing organisational policy. However, the sample was taken across different teams and geographical locations to collate more generalised experiences of team dynamics. The lead researcher works for the organisation and this dual role may have affected the candour with which individuals shared information during interviews. Practical implications: Using a model to understand the functional dynamics of teams within CFS may support leaders and practitioners to improve service delivery. Social implications: Improving service delivery within CFS may increase opportunity to meet the Transforming Care Agenda. Purpose: The purpose of this paper is to present the case for examining the concept of positive risk taking (PRT) in the context of adult protection. The paper argues there is a need for empirical research to understand the application of and attitudes to PRT to explore whether the concept has moved beyond a principle to make an identifiable difference to service users. Design/methodology/approach: By investigating evidence from policy, literature and professional opinion, this paper presents the ethical tensions for professional practice in adult protection between respecting a service user's freedom to make choices to enhance their independence while preserving safety for service users and society. This is considered in the context of risk in health and social care and the recent changes in society resulting from COVID-19. Findings: Inherent tensions are apparent in the evidence in health and social care between attitudes propounding safety first and those arguing for the benefits of risk taking. This indicates not only a need for a paradigm shift in attitudes but also a research agenda that promotes empirical studies of the implications of PRT from service user and professional perspectives. Purpose: High-stake crime investigations include cases such as murder and rape. The purpose of this paper is to outline the components of an interview strategy for suspects. In the UK, these interviews are often managed by Interview Managers who are tasked with developing effective interview strategies with the aim of ensuring all parties involved in the interview process are dealt with ethically and legally using research-based methods. Design/methodology/approach: This practitioner paper is based on the experience of the authors who have provided advice and support during high-stake crime investigations both nationally and internationally using the research-base to underpin their practical advice. Findings: To be effective, a suspect strategy constructed by an Interview Manager in high-stake crime investigations should be designed within a framework that covers the provision of strategic advice on research-based interview processes including: co-ordination of the interview process, monitoring of the interview process and evaluation of the interview process. Practical implications: To ensure interviews are effectively managed during high-stake crime investigations, the suspect interview strategy must be developed to a professional standard to allow for quality assurance and outside scrutiny. Originality/value: To the best of the authors' knowledge, this is the first published paper that outlines the nature of a suspect strategy that is based on a Framework consistent with elements of the UK National Occupational Standards. Purpose: The purpose of this paper is to critically examine the current state of literature on peer parental advocacy, offering practical insights and ideas for researchers and practitioners interested in this evolving field. Design/methodology/approach: This narrative review is a comprehensive, critical and objective analysis of the current knowledge on peer parental advocacy. Findings: Parental peer advocacy (PPA) has seen growing interest, with increasing research detailing the benefits and challenges. It is now being considered within children's services across the UK, drawing upon the success of similar initiatives, especially in the USA. There is a compelling case for PPA, not least as it may contribute to resolving the longstanding challenges within children services of families having the opportunity to meaningfully participate in decision-making (Corby et al., 1996; Muench et al., 2017; Bekaert et al., 2021). Research limitations/implications: Parental advocacy (PA) continues to be an evolving area of academic research and policy development both in the United Kingdom and internationally. Emerging research suggests a compelling case for an expansion in PPA within child welfare and protection systems, specifically in case, program and policy advocacy. Purpose: The purpose of this paper is to review safeguarding adult reviews (SARs) pertaining to individuals with acquired brain injury (ABI) since 2014. This extended literature review also explores the lessons and recommendations from these reviews in relation to social work practice within the UK. Design/methodology/approach: The literature review reported and discussed findings across reviews and then used a thematic analysis to synthesise the findings and recommendations from the SARs reviews. Findings: This paper identified four main themes: a lack of awareness of the needs of those with ABI and their families and around the symptoms and nuances of brain injury, particularly executive impairment and mental capacity, among social workers; poor interdisciplinarity led to a lack of shared communication and decision-making with professionals with such knowledge; a poor understanding of aspects of the mental capacity legislation, particularly surrounding unwise decisions, led to inappropriate or absent mental capacity assessments; and a lack of professional curiosity led to a lack of action where intervention or assessment was required. Research limitations/implications: This review identifies significant shortcomings in social work practice, education and training within the UK with regards to ABI. Practical implications: This paper provides recommendations to current social work practice and highlights the need for significant improvements in pre-qualification and post-qualification training and supervision of social workers. Purpose: This paper aims to make the case that there is a need to move beyond a focus on an approach to leadership development which is confined to health care only. It argues that, given the economic, financial, social and organisational context within which health and social care organisations in the UK operate, there is a need to develop leadership within health and social care systems, rather than within the existing "siloed" sectors. Design/methodology/approach: The paper considers the context within which health and social care organisations in the UK operate; examines the nature of those organisations; makes the case for focusing on the health and social car system through systems leadership; and identifies the need for leadership, rather than leader development. Findings: There is a danger of health and social care organisations "walking backwards into the future" with eyes fixed on the past. The future lies with treating health and social care as a system, rather than focusing on organisations. The current model is individual leader focused, but the emerging model is one of collective multi-agency teams. Originality/value: The paper seeks to go beyond a health-care-only focus, by asserting that there is a need to regard health and social care as a single system, delivered by a multiplicity of different organisations. Purpose: As the evidence base in relation to open dialogue continues to grow and develop, this paper contributes to the growing evidence base within the UK. The purpose of this paper is to focus on the experiences of those who have received the service and reports a qualitative evaluation of an open dialogue service operating within the National Health Service of the UK. Design/methodology/approach: The opportunity to participate was offered to all those who had received open dialogue within this particular National Health Service (NHS) trust. In total, seven participants, from four different social networks, participated in the research and attended semi-structured focus groups. The audio recordings of all focus groups were transcribed and the data as subjected to inductive thematic analysis. Findings: The results provide an insight into the lived experience of the individuals who received open dialogue. The analysis of the data gathered in the focus groups revealed three major themes: relational mutuality, dichotomy with other mental health services and dialogical freedom. Practical implications: The results suggest that individuals and networks positively experienced receiving open dialogue, particularly in relation to the way in which they were able to relate to, and work with practitioners. However, the results did also raise some issues in relation to the complications of introducing the open dialogue model into existing NHS structures. Originality/value: This research contributes to the emerging evidence base in relation to open dialogue, especially considering the current lack of existing research undertaken within the UK. Purpose The UK government is actively promoting higher apprenticeships and degree apprenticeships and this agenda has been gaining momentum amongst the various providers of apprenticeships. The purpose of this paper is to draw on an exploratory study on English further education (FE) colleges and highlight some of the key drivers of delivery, and possible challenges that can be faced by the providers in any expansion of this provision. Staff perceptions on the new apprenticeship standards are also presented in the paper.Design/methodology/approach This paper draws on a qualitative exploratory study with ten FE colleges in England. As part of the study, 19 in-depth semi-structured interviews were conducted with college staff and managers.Findings Higher apprenticeships have the potential to offer work-focussed alternatives to the conventional full-time degree models of higher education, however, the paper sheds light on a number of factors can limit the uptake of higher and degree apprenticeships.Practical implications The paper presents some practical challenges in developing higher apprenticeships and outlines some successful instances of higher apprenticeships which will be useful for those involved in the design and delivery of apprenticeships at FE colleges as well as at other providers.Originality/value This paper draws on research with FE colleges and will be of particular significance to FE colleges and universities that may consider delivering higher apprenticeships. The paper presents insights into institutional experiences and decision-making associated with higher and degree apprenticeships and, in doing so, the paper offers valuable contributions to the body of knowledge in this under-researched area. Purpose: The purpose of this paper was to determine the attachment strategies of prospective adoptive parents and any correlation between attachment and the defensive strategies they used when talking about loss of fertility. The study also examined whether attachment strategy of the applicants had a bearing on the decision by the local authority to place a child. Design/methodology/approach: The sample was comprised of 48 respondents (21 couples) representing 84 per cent of all people who applied to one UK Social Services Department in a 12-month period. Placement of a child was reviewed two years following the assessment. The study used the dynamic maturational model version of the adult attachment interview (DMM-AAI), together with added questions on loss of fertility to assess the applicants' attachment strategies together with unresolved loss and trauma and the DMM modifiers. Findings: Unlike adoption studies using the Main and Goldwyn system, this study rated very few of the applicants' AAIs as secure (13 per cent), 48 per cent were in the normative low-risk range and 52 per cent of the AAIs were coded in the more complex DMM insecure strategies. There was a significant bias towards marriages where the partners deployed opposite low-risk/DMM strategies (13 (62 per cent) of couples). Compared with data on non-clinical populations the AAIs showed a high level of unresolved loss or trauma (58 per cent). Using a six-way distribution (A1-2, C1-2, B, A3-4, C3-6 and A/C) there was an 87 per cent correspondence between discourse about loss of fertility and that about attachment, thereby supporting the established proposition that reproduction is part of the attachment system. Twenty one per cent of the AAIs were coded as "disorientated" and this is discussed in terms of conflict for adoptive of parents concerning the raising of a child who carries their own genes or those of strangers. A case is made to conceptualise negative impact of infertility in terms of unresolved trauma rather than loss. Research - limitations/implications: This study adds to research showing that the DMM approach is more finely calibrated than the ABC+disorganised model with the latter likely over coding for security. The results emphasise that fertility and reproduction are legitimate subjects for attachment studies and that AAI discourse analysis is a valid methodology for future research. However coder agreement as to whether or not loss of fertility was resolved was only fair (64 per cent) κ. 0.25 (po0.33). More work is required in order to determine what constitutes unresolved loss of fertility and what impact, if any, this has on parenting an adopted child. Practical implications: The practice implications are considered in a separate paper. Social implications: The findings are contentious in that they suggest a significant number (48 per cent) of adoptive parents have needs not dissimilar to other clients of psychological services. Originality/value: This is the first DMM-AAI study with prospective adoptive parents and the findings show significant differences when compared with previous studies using the Main and Goldwyn AAI. Purpose: Young people who are looked after by the state face challenges as they make the transition from care to adulthood, with variation in support available. In the past decade, funding has been directed towards organisations to pilot innovations to support transition, with accompanying evaluations often conducted with a single disciplinary focus, in a context of short timescales and small budgets. Recognising the value and weight of the challenge involved in evaluation of innovations that aim to support the transitions of young people leaving care, this paper aims to provide a review of evaluation approaches and suggestions regarding how these might be developed. Design/methodology/approach: As part of a wider research programme to improve understanding of the innovation process for young people leaving care, the authors conducted a scoping review of grey literature (publications which are not peer reviewed) focusing on evaluation of innovations in the UK over the past 10 years. The authors critiqued the evaluation approaches in each of the 22 reports they identified with an inter-disciplinary perspective, representing social care, public health and organisation science. Findings: The authors identified challenges and opportunities for the development of evaluation approaches in three areas. Firstly, informed by social care, the authors suggest increased priority should be granted to participatory approaches to evaluation, within which involvement of young people leaving care should be central. Secondly, drawing on public health, there is potential for developing a common outcomes' framework, including methods of data collection, analysis and reporting, which aid comparative analysis. Thirdly, application of theoretical frameworks from organisation science regarding the process of innovation can drive transferable lessons from local innovations to aid its spread. Originality/value: By adopting the unique perspective of their multiple positions, the authors' goal is to contribute to the development of evaluation approaches. Further, the authors hope to help identify innovations that work, enhance their spread, leverage resources and influence policy to support care leavers in their transitions to adulthood. Purpose -- The purpose of this paper is to report the findings from research into 40 serious case reviews (SCRs) involving adults who self-neglect. Design/methodology/approach -- The study comprised analysis of 40 SCRs where self-neglect featured. The reviews were found through detailed searching of Local Safeguarding Adult Board (LSAB) web sites and through contacts with Board managers and independent chairs. A four layer analysis is presented of the characteristics of each case and SCR, of the recommendations and of the emerging themes. Learning for service improvement is presented thematically, focusing on the adult and their immediate context, the team around the adult, the organisations around the team and the Local Safeguarding Board around the organisations. Findings -- There is no one typical presentation of self-neglect; cases vary in terms of age, household composition, lack of self-care, lack of care of one's environment and/or refusal to engage. Recommendations foreground LSABs, adult social care and unspecified agencies, and focus on staff support, procedures and the components of best practice and effective SCRs. Reports emphasise the importance of a person-centred approach, within the context of ongoing assessment of mental capacity and risk, with agencies sharing information and working closely together, supported by management and supervision, and practising within detailed procedural guidance. Research limitations/implications -- There is no national database of SCRs commissioned by LSABs and currently there is no requirement to publish the outcomes of such inquiries. It may be that there are further SCRs, or other forms of inquiry, that have been commissioned by Boards but not publicised. This limits the learning that has been available for service improvement. Practical implications -- The paper identifies practice, management and organisational issues that should be considered when working with adults who self-neglect. These cases are often complex and stressful for those involved. The thematic analysis adds to the evidence-base of how best to approach engagement with adults who self-neglect and to engage the multi-agency network in assessing and managing risk and mental capacity. Originality/value -- The paper offers the first formal evaluation of SCRs that focus on adults who self-neglect. Purpose -- Government guidelines promote service user consultation without providing extensive advice on people in later dementia. "Seen as too difficult to involve, they are effectively excluded from [...] influenc(ing) service provision", especially institutional care residents (Clare and Cox, 2003, p. 936). This hard-to-reach group presents methodological challenges. The purpose of this paper is to explore innovative approaches, offering even those with fragmented or lost speech the opportunity to contribute to decisions about their care. Design/methodology/approach -- This specialists dementia home consultation included staff and every resident, irrespective of the level of their communication impairment Consultation on potential colour schemes took the form of a ballot. Staff helped develop an unpatronising, person-centred approach. Visual aids supported communication, de-emphasising the spoken word and promoting inclusion. Findings -- The majority of residents appeared to express an opinion on the potential decor. Others chose a colour while not necessarily grasping the context. The approach engaged all except four. Research limitations/implications -- Even people with moderate/advanced dementia may be enabled to participate in consultation. Further research needs to refine methodology to include everyone and clarify the interpretation of results. Practical implications -- Service providers may widen their expectations of inclusivity in consultation exercises. Originality/value -- This consultation is important to researchers and practitioners because it explores ways of communicating, which avoid privileging the spoken word, revealing seldom-recognised abilities in people with moderate/advanced dementia. Purpose – The purpose of this paper is to demonstrate that the common and statutory law governing children's capacity or competence to consent to and to refuse medical treatment is unsatisfactory and to suggest solutions. Design/methodology/approach – Critical legal analysis of the law on assessing minors’ decision-making capacity in relation to legal recognition of their consent to and refusal of medical treatment. Findings – Without legal mechanisms which protect both children and their rights, all children and young people are effectively disabled from exercising age and capacity-related autonomy and participation in decisions affecting their lives. Yet in English law, inconsistencies between legal and clinical measures of decision-making capacity, situations where compulsory medical or mental health treatment is lawful, and tensions between rights and duties associated with human rights, autonomy, best interests and protections for the vulnerable create difficulties for clinicians, lawyers and patients. Research limitations/implications – As the paper acknowledges in its recommendations, the views of stakeholders are needed to enrich and inform legal reforms in this area. Originality/value – The paper makes suggestions to amend the law and clinical practice which are original and far reaching. The paper suggests that in order to observe children's rights while protecting them appropriately, the Mental Capacity Act 2005 and Deprivations of Liberty Safeguards should be applied to minors. The paper recommends the establishment of Mental Capacity Tribunals, similar in nature and purpose to Mental Health Tribunals, to provide legal safeguards and mechanisms to foster the supported decision-making envisaged in recent United Nations Conventions. Purpose – The purpose of this paper is to describe and evaluate a novel approach to citizen engagement in health priority setting carried out in the context of Primary Care Trust (PCT) commissioning in the English National Health Service. Design/methodology/approach – Four deliberative events were held with 139 citizens taking part in total. Events design incorporated elements of the Twenty-first Century Town Meeting and the World Café, and involved specially-designed dice games. Evaluation surveys reporting quantitative and qualitative participant responses were combined with follow-up interviews with both PCT staff and members of the public. An evaluation framework based on previous literature was employed. Findings – The evaluation demonstrates high levels of enjoyment, learning and deliberative engagement. However, concerns were expressed over the leading nature of the voting questions and, in a small minority of responses, the simplified scenarios used in dice games. The engagement exercises also appeared to have minimal impact on subsequent Primary Care Trust resource allocation, confirming a wider concern about the influence of public participation on policy decision making. The public engagement activities had considerable educative and political benefits and overall the evaluation indicates that the specific deliberative tools developed for the exercise facilitated a high level of discussion. Originality/value – This paper helps to fill the gap in empirical evaluations of deliberative approaches to citizen involvement in health care priority setting. It reports on a novel approach and considers a range of implications for future research and practice. Purpose – It is clear that libraries consider the use of data to inform decision making a top priority in the next five years. JISC's considerable work on activity data has highlighted the lack of tools and services for libraries to exploit this data. The purpose of this paper is to explore the potential of a shared analytics service for UK academic libraries and introduce the JISC Library Analytics and Metrics Project. The project aims to help libraries effectively management collections and services as well as delivering pre-emptive indicators and “actionable insights” to help identify new trends, personalise services and improve efficiencies, economies and effectiveness (student attainment and satisfaction and institutional reputation, for example). The project builds on the Library Impact Data Project at the University of Huddersfield and the work of the Copac Activity Data and Collections Management tools. The paper will deliver a case study of the project, its progress to date, the challenges of such an approach and the implications the service has for academic libraries. Design/methodology/approach – The paper will be a case study of the project and its institutional partners and early adopters work to date and explore both the technical and cultural challenges of the work as well as its implications for the role of the library within the institution and the services it provides. Specifically the case study will comprise of the following aspects: a brief history of the work and the context of library analytics services in the UK (and internationally). A description of the approach adopted by the project, and the vision and goals of the project. Exploration of the challenges associated with the project. Outline of the implications of the project and the resultant service. Findings – This paper will report on the initial findings of the project, which will run from January to December 2013. In particular it will consider the issues surfaced through the close engagement with the academic library community (through the projects community advisory and planning group) and the institutional early adopters around data gathering and analysis. Practical implications – Data accumulated in one context has the potential to inform decisions and interventions elsewhere. While there are a number of recognised and well-understood use cases for library analytics these tend to revolve around usage and collection management. Yet, the potential of a shared analytics service is in uncovering those links and indicators across diverse data sets. The paper will consider a number of practical impacts: performance – benchmarking, student attainment and research productivity; design – fine tuning services, personalised support; trends – research landscape, student marketplace, utilisation of resources. The case study will explore these practical implications for libraries and what they mean for the future of the library within the academy. Originality/value – The paper will present a case study of a unique service that currently fills an important gap within the library analytics space. The paper will focus on the services potential to transform both the way the library works and how it is perceived by its users, as well as its role and relationship within the broader institution. Purpose - The criminogenic needs and psychological vulnerabilities of offenders with intellectual disability (ID) has only recently received attention within the academic literature. The purpose of this paper is to provide an overview of an approach to identifying such needs in order to inform treatment planning and service delivery. Design/methodology/approach - The paper describes the methods employed to identify relevant psychological variables for this population, provides an overview of the framework and describes the practices employed to establish the relevance of a range of criminogenic needs. Findings - A range of psychological variables derived from a systematic literature review are presented in the context of an assessment framework. Research limitations/implications - The Treatment Need Matrix (TNM) is currently an experimental framework for identifying the needs of offenders with ID (and personality disorder (PD)). Further research is needed to establish the reliability and validity of the tool. Practical implications - The TNM offers clinicians a practical methodology for determining the significance of a range of psychological variables cited in the literature as relevant treatment targets for offenders with IDs. Purpose - This paper aims to report on an exploratory study exploring the provision of dementia advocacy, Design/methodology/approach - The study adopted a qualitative approach. Data is based on 17 semi-structured interviews with a range of key stakeholders, and observations of the practice of advocates working in third sector organisations. The study was conducted in five localities across the UK. Findings - The study draws attention to the benefits of advocacy as a means of supporting older people with dementia and illuminates internal and external challenges encountered by third sector organisations providing this type of support. Purpose – The Zone of Parental Control (ZPC) is a concept that has been introduced in the Code of Practice for the revised Mental Health Act 1983, but guidance on its scope remains scanty. The purpose of this paper is to bring together recent rulings from case law and the original guidance, and make suggestions for clinicians when deciding if an intervention is within the Zone. Design/methodology/approach – Review and examination of case law, legislation and legal guidance. Findings – Deprivations of liberty fall outside the ZPC, but restrictions of liberty lie within; parental disagreement with care correlates strongly with care that lies outside the ZPC. Purpose – This paper aims to summarize the work of the Court of Protection. Design/methodology/approach – The paper outlines the history and range of applications within the jurisdiction of the Court, drawing from the Mental Capacity Act and the Code of Practice. Reference is made to annual reports of the work of the court which profile its workload. Finally there is a review of a line of case law dealing with the question of media attendance and reporting of cases before the court. Findings – The Court in its current form was established under The Mental Capacity Act, 2005 and is a significant decision-making body in the UK within adult safeguarding practice concerning adults whose decision-making capacity is impaired. The implications of several specific cases are discussed. Purpose – This paper aims to develop understanding of the context in which the abuse and maltreatment of older people might proliferate within the health and social care system in the United Kingdom. Drawing on the notion of "social defences" this paper seeks to explore the dual role of consumerism and social defences in facilitating poor practice. Design/methodology/approach – Research and inquiry findings are used to establish the inter-relationship between social defences, consumerism and poor organisational structures to create a culture in which the abuse and maltreatment of older people might flourish. Findings – The paper suggests the expansion of a consumerist approach to care, along with social defences and organisational structures, reinforces an attitude of indifference to older people across society, and provides the conditions in which the maltreatment of older people by professional carers can go unchallenged. Research limitations/implications – This is a conceptual paper from which future research could develop to understand, from a societal perspective, the relationship between societal attitudes and responses to older people, their maltreatment and care provision in the UK. Practical implications – Reform is required at a structural and individual level founded on the conceptual nets of equality and human rights. A consumerist approach alone, for those most vulnerable, may increase their risk of harm. Social implications – If safeguarding older people is "everyone's" business, wider society will need to transform an attitude of indifference toward older people into one of dignity and respect. Originality/value – The current system of health and social care provision leaves many older people maltreated and without support. Whilst much research rightly focuses on practical matters this paper seeks to relocate the debate in a much wider frame of reference to try and establish the philosophical, ethical and moral framework's required to transform societal indifference toward older people to respect. Purpose – Leave is an important part of life for both patients and clinicians in secure mental health and learning disability settings. Patients breaching leave conditions (i.e. absconding or failing to return) represent a small percentage of leave episodes; however when incidents occur there can be far reaching negative outcomes for potential victims, the patient and the service. The purpose of this paper is to devise a risk assessment specifically for leave decision making based on the literature available. Design/methodology/approach – Using the approach followed in the violence risk assessment field, a literature review was carried out of papers relating to absconding. The results were used to develop the leave/abscond risk assessment (LARA). Findings – There are a number of problems with the available literature: there is a dearth of research, definitions for absconding are varied (often including escape) making comparisons difficult and much of the literature focuses on psychiatric acute wards making it difficult to translate into secure environments. Characteristics of absconders vary and are not idiosyncratic enough from which to develop a risk assessment. Socio-environmental factors are perhaps more important and so the LARA was devised around assessment of these. Research limitations/implications – The limitations of this paper are clear: a risk assessment tool is proposed that has not been evaluated or validated in any way. The authors feel that the process warrants publication and invite readers to use the tool for clinical and/or research purposes. Purpose -- The purpose of this paper is to summarise findings of a review of service user and carer involvement in safeguarding and recommendations for good practice. Design/methodology/approach -- The study involved a review of selected literature and a consultation exercise with experts in the field of adult safeguarding and telephone interviews with 13 Adult Safeguarding Leads across England and Wales. Findings -- Service users value rights, independence, choice and support. Adult Safeguarding policy sets out an expectation of service user involvement in the process and expects agencies to balance rights to self-determination with properly managed risk. In practice, agencies tend to be risk-averse and service users often do not feel involved in their safeguarding processes. Processes such as collaborative risk enablement, training and capacity building, working with BME groups and evaluation of involvement help. Good practice examples of involvement in Safeguarding Boards or local forums, developing new methods of user feedback and community involvement were found. Recommendations include more involvement of service users in research, more effective forms of involvement of groups who may be more excluded, shared responsibility for risk, and more training in rights legislation. Practical implications -- The paper offers recommendations for good practice in improving involvement in adult safeguarding, which is a requirement and an essential component of delivering good services to vulnerable adults. Originality/value -- Service user involvement in health and social care is now widespread, but there is little knowledge of how to involve the most vulnerable service users who are in need of protection, or how to balance risk and empowerment. Purpose -- This paper seeks to consider the Deprivation of Liberty Safeguards (DoLS) and, in particular, the extent to which the functions of supervisory bodies can, or should be, performed as part of wider "safeguarding" responsibilities. Design/methodology/approach -- The paper reports the views of practitioners, given in response to comments made by the Care Quality Commission. Findings -- Some practitioners believe that DoLS and safeguarding functions should be consolidated, and some, that they should remain discrete; most, however, accept that the two functions should work closely together, and also that an understanding of the Mental Capacity Act is important for each; there is a suspicion that DoLS-activity is greatest where the two functions are kept discrete (and, it is assumed, DoLS practitioners therefore have more to prove); there is also concern about financing, particularly within discrete DoLS services, and, furthermore, some suspicion about the whole business of "safeguarding"; the Neary case continues to cast a long shadow. Purpose – The aim of this paper is to analyse enterprise policy in the United Kingdom (UK), in relation to decisions about policy, policy delivery, entrepreneurial practice and academic/consultative research. Design/methodology/approach – The paper offers and discusses a conceptual framework for analysis of the actors, decisions, and issues involved in enterprise policy-making and policy delivery alongside the interests of the businesses they seek to serve and the academics who provide research support – to shed new light on the UK Government's challenge in satisfying its stated remit. Findings – It considers whether an all-embracing enterprise strategy – with clear ownership and shared commitment – is a realistic alternative to the more piecemeal approach we have experienced in the past. Purpose -- The paper's aim is to explain the development of the concept of personalisation and its dependence upon prior innovations such as independent living, person-centred planning and individual budgets and explore its meaning, limitations and future prospects. Design/methodology/approach -- The paper takes the form of an analytical and historical review of ideas that have been important in the recent history of public policy for people with learning disabilities. Findings -- People with learning disabilities, along with other disabled people, have been engaged in a struggle to achieve full citizenship. The recent reforms that go by the name of "personalisation" may mark an important stage in the development of a fairer system, but on their own they will be insufficient to achieve that objective. Purpose - The purpose in writing this paper is to highlight the lack of knowledge of many who are involved in capacity assessments, especially non-professionals such as carers of the learning disabled, and the view that current guidance for capacity assessments does not take into account issues of emotionality.Design/methodology/approach - The approach is to discuss current guidance and practice, and to offer academic criticism and explanation.Findings - The findings include the discovery that the Mental Capacity Act 2005 Code of Practice suggests that healthcare professionals and family/carers may undertake assessments of decision-making capacity, yet the guidance it provides for their doing so overlooks salient issues. Many of those involved in the daily lives of those, who may lack decision-making capacity (and thus be seen as legally incompetent) such as the learning disabled, demented, mentally ill and neurodiverse, must decide whether to respect their decisions as competent, or to disregard the decisions on the grounds of incompetence and to act in the person's best interests. As many will lack training in their clinical and legal responsibilities and liabilities, it is crucial that they, and those they care for, are protected by not only an increased knowledge of mental capacity legislation and practice, but also how it may apply to questions of emotionality and neurodiversity.Originality/value - This paper expands and builds on the authors' previous research into including emotionality in assessments of capacity, and will be of use to practitioners in the field of learning disability, and other psychiatric specialities. Purpose - This paper aims to investigate the potential impacts that differences between UK and US copyright laws for sound recordings have on musicians. It also highlights the needs for continued standardisation of international copyright laws (particularly those for sound recordings), copyright law education for creators, and a need for musicians to re-think future artistic and managerial decisions. Design/methodology/approach - In this critical analysis of current academic literature and legislation, significant differences between the domestic copyright laws of the UK and USA have been identified. The impacts of these differences on musicians are discussed and conclusions drawn. Findings - Findings suggest that there are several significant differences between the UK and US copyright laws for sound recordings, which do impact on musicians in both countries. However, determining the degree of impact is dependent on several contributing factors: the nationality of the musician; the level of success of the musician; the creative roles adopted by the musician; and the ambition of the musician. Research limitations/implications - Research scope was limited to the domestic copyright laws of the UK and USA only; and, specifically, the copyright laws for sound recordings. Findings were generalised for all musicians, regardless of type or genre. Originality/value - This paper is one of the first to investigate the impact of differences in domestic copyright laws on musicians, and identifies several strategy issues that must be considered by musicians when making future artistic and managerial decisions. Purpose - The purpose of this paper is to provide a picture of (local) e-government impact and development philosophy in China, New Zealand, Oman, and the UK. Design/methodology/approach - A survey instrument was used to collect data from policymakers in 114 civil service organisations in four countries during 2007. Findings - Policymakers in every country report only low-medium levels of agreement that their e-government initiatives had yielded significant benefits for organisations and citizens alike over a broad range of performance measures concerning service quality, citizen satisfaction, productivity, and management effectiveness. In interactions with stakeholders that are both directive and maintain control over citizens, policymakers also favour the provision of online services that offer ever increasing amounts of information, rather than collaborative service channels that engage citizens in local decision making. Research limitations/implications - Less than a 100-percent response rate gives an incomplete snapshot of the e-government scene in the four countries studied. Also, a lack of understanding of some key e-government issues plus cultural response bias may have led to erroneous/biased responses. Practical implications - In an era in which public sector organisations worldwide are under pressure to demonstrate success in service delivery and organisational performance, policymakers do not perceive online services as an opportunity to reduce the costs of physical infrastructure or to improve democracy via shared decision-making. Thus, further erosions of trust and participation in democracy may continue unless citizens are given similar choices in the democratic system to those they have in their everyday lives. Originality/value - The paper is undertaken at the local level of government and in a diverse range of countries where the political, social, economic, and cultural environments can differ markedly. It evaluates the significance of key e-government issues in Western, Arabic, and Eastern contexts, enabling international comparisons to be made across these cultural settings. Impacts of the e-government initiatives on organisations and citizens are presented and compared; and policymaker attitudes to new technology having the potential to enhance the democratic process are presented. Purpose - Threats of extreme events, such as terrorist attacks or infrastructure breakdown, are potentially highly disruptive events for all types of organizations. This paper seeks to take a political perspective to power in strategic decision making and how this influences planning for extreme events. Design/methodology/approach - A sample of 160 informants drawn from 135 organizations, which are part of the critical national infrastructure in the UK, forms the empirical basis of the paper. Most of these organizations had publicly placed business continuity and preparedness as a strategic priority. The paper adopts a qualitative approach, coding data from focus groups. Findings - In nearly all cases there is a pre-existing dominant coalition which keeps business continuity decisions off the strategic agenda. The only exceptions to this are a handful of organizations which provide continuous production, such as some utilities, where disruption to business as usual can be readily quantified. The data reveal structural and decisional elements of the exercise of power. Structurally, the dominant coalition centralizes control by ensuring that only a few functional interests participate in decision making. Research limitations/implications - Decisional elements of power emphasize the dominance of calculative rationality where decisions are primarily made on information and arguments which can be quantified. Finally, the paper notes the recursive aspect of power relations whereby agency and structure are mutually constitutive over time. Organizational structures of control are maintained, despite the involvement of managers charged with organizational preparedness and resilience, who remain outside the dominant coalition. Originality/value - The paper constitutes a first attempt to show how planning for emergencies fits within the strategy-making process and how politically controlled this process is. Purpose - This paper aims to explore the implications for the way organizations develop leaders when decision making is delegated closer to the front line. Design/methodology/approach - The paper explores this theme using the National Trust as a case study. Findings - Conventional distinctions between ''management'' and ''leadership'' become blurred and potentially misleading when front line managers become more accountable for local performance. In addition, a blend of interventions is required to develop skills at various leadership levels, ranging from technical to personal, and group-based to individually tailored. Research limitations/implications - The case study is based on a charity and ignores the implications for fiduciary duties for directors and trustees. In addition, the paper does not include a review of the definition of devolved or delegated decision making. Finally, the case study is ongoing and the final results from the work will not be evident for up to two more years. Originality/value - Devolving responsibility in a charity is a rare and courageous initiative, given the broad array of stakeholders and level of public scrutiny. Given this challenge, private and public sector organizations can benefit from this experience and identify ways to engage their own stakeholders in the practical leadership development implications of a similar decision. Purpose -- The purpose of this paper is to consider the attainment of the corporate objective of the UK Companies Act of 2006 Section 172(1) from the perspective of financial valuations that are reliant on the cost of capital. The cost of capital plays an important role in many of the models and propositions that are routinely used for financial valuation and decision making. Design/methodology/approach -- From the perspective of financial valuations that are used to guide decision making that is in accordance with the corporate objective of the UK Companies Act of 2006 Section 172(1), managers and directors require a valid, reliable, and interpretable cost of capital. The theory, models, and propositions of financial management, whether they be investment, financing, or distributions (Sections 829-853) decisions, are dependent on the cost of capital. This paper has three main tasks. First, the relevant sections of UK corporate statute with regard to the corporate objective need to be identified and presented. Second, a brief review of the function and role of the cost of capital for the valuations upon which investment, financing, and dividend decisions are based, is undertaken to ensure that the role and function of this key financial metric is clearly recognized. Third, since the capital asset pricing model (CAPM) is so widely and exclusively used, often without recourse to other approaches to calculation of the cost of capital, an update of CAPM empirical evidence is undertaken to affirm the 2004 findings and subsequent recommendations by Fama and French that the CAPM is not an acceptable way of calculating the cost of capital. Findings -- It is doubtful whether directors, who use an empirically invalid and unreliable valuation model such as the CAPM to calculate the cost of capital, will be able to meaningfully and purposefully make decisions consistent with the "enlightened shareholder value". Managers and directors need to use approaches to the cost of capital that are valid and can be empirically verified. Practical implications -- This paper recommends that directors of public companies who make decisions using financial valuations that embody the cost of capital should ensure that models other than the CAPM are used; otherwise, they may find it difficult unable to defend challenges to their statutory duty of attaining the corporate objective. Purpose -- The purpose of this paper is to discuss the quality of narrative reporting of listed UK companies particularly in terms of transparency under guidance from the operating and financial review (OFR). Design/methodology/approach -- The approach taken is to rely on secondary data analysis with complementation from a limited case study of three listed UK companies. Findings -- The analysis finds that narrative reporting in the UK is generally transparent other than some weaknesses in some reporting areas and some limited evidence of creative reporting. Research limitations/implications -- Further investigation could be made on a larger sample of cases. Also, a comparative case analysis could be conducted between narrative reporting made before the current global financial crisis and shortly after the said crisis. Practical implications -- The paper highlights the general usefulness, relevance, and limitations of narrative reporting not only for corporate decision makers but also general investors, suppliers, employees, the state, and various connected community stakeholder groups. Purpose - The process of public sector reform in the United Kingdom continues to provoke debate. Even among advocates of the reform process there is a concern that improvements in public service provision have not been as marked as originally intended, and that the process has produced a variety of unintended consequences. The purpose of this paper is to explore possible explanations for these unintended consequences, and discuss possible practical solutions for policy makers and service commissioners. Design/methodology/approach - In this conceptual paper focus is in particular Upon attempting to explain managerial behaviour from insights offered by two well-established managerial theories - stakeholder theory and resource dependency theory. Insights from these theories are used to explain the possible causes of the unintended consequences of the reform process. The discussion is illustrated and set in context by reference to a continuum of service delivery modes from monopoly provision through to full competition. Findings - Theory suggests that managers inevitably prioritise the interests of what they identify as their key stakeholders, and particularly those providing critical resources. In the case of public services this means that the interests of government, as the commissioner and funder of services, are prioritised rather than the end-users of services. Examples of how this distorts the objectives of government are highlighted. It is argued that understanding this aspect of managerial decision-making and stakeholder prioritising opens up the potential to resolve the problem. Purpose - The purpose of this paper is to propose an alternative approach to the decision- and policymaking that has been practiced in most developed countries for more than a quarter of a century. Such policies followed, to a greater or lesser degree, the policies adopted in the UK and the USA since the period of the Thatcher and Reagan administrations, respectively. These policies proclaimed the supremacy of the market and downplayed government intervention in the marketplace. Design/methodology/approach - This paper draws upon earlier research by the authors as well as upon published works of other researchers. Findings - Self-interest governed the way policies are formed and through a process of extreme capitalism financial leaders took ever-increasing risks for which executives received lucrative incentive salaries. The recent crash suggests a failure in such policies and this paper proposes an alternative way of operating - the way of altruism. Selfishness and egoism are argued as endemic in economic rationalism and extreme capitalism, replacing selflessness that engenders policies more aligned to altruism. Research limitations/implications - The research is limited by the ability to examine all the research literature in the field at greater depth. However, the examination that has been possibly indicated that self-interest and greed, endemic in extreme capitalism and economic rationalism, have made significant contributions to the recent subprime and global financial crises. Practical implications - This paper provides government and corporate policymakers with an understanding of an alternative value - selflessness as aligned to altruism - than the values of selfishness and greed that are endemic in economic rationalism and extreme capitalism guiding policies that led to the global financial crisis. Purpose - The purpose of this paper is to examine the organization and execution of the planning process of the Department for Environment, Food and Rural Affairs (DEFRA). The focus is placed on the different stakeholders involved and their role in the decision-making process. Design/methodology/approach - The research involves content analysis of the available paperwork and interviews with leading personnel of DEFRA. Findings - The organization of the planning process ensures strong involvement of the industry. As the financial resources of DEFRA are limited, parts of the costs of the process are passed on to the industry, which allow it to play a stronger role. By delegating major tasks to other organizations DEFRA lacks control of the execution of its decisions. Research limitations/implications - The research is limited by the view of the interviewed persons. As it is a pre-impact study, people could act in a different manner than originally stated if an outbreak should occur. Practical implications - Through identifying the motivations of participating actors, it was demonstrated that this system is prone to the same failures as already shown in the bovine spongiform encephalopathy (BSE) crisis. It is discussed if the role of government planning is really necessary or if the whole task could be done by the industry. Purpose: This paper aims to investigate a double puzzle, empirical and theoretical. Empirically, can the authors document the influence of groups on financial decisions in investments and trading? Theoretically, if decisions in a group context can be documented, how can we account for them, against the background of the normative models, according to which financial decisions are individualized and atomized? Based on interviews and ethnographic observations with fund managers, analysts and traders, the authors document here decision-making in finance. Theoretically, the authors argue that financial decisions can be explained if, in addition to cognitive processes, the authors take into account the impact of social interactions on the decision-making process. Social interactions are not restricted to imitation processes, and can be seen here as the efforts deployed by decision-makers at maintaining and managing the context of their decisions. The authors present and discuss empirical evidence and argue that the study of social interactions can productively contribute to understanding how decisions are made in finance. Design/methodology/approach: The data analyzed here have been gathered between 2001 and 2011, and include: interviews with investment professionals (fund managers and analysts) from the UK and Turkey; interviews with individual investors from the UK and the USA; and observations with individual investors from the UK and the USA. This captures decision activities conducted in different regulatory frameworks of those countries. The authors focussed in the interviews on general decision-making practices. Findings: Conclusion the authors have sought to answer a double puzzle, empirical and theoretical. Empirically, the puzzle is how investors and traders resort to groups in their decision-making. Theoretically, the puzzle consists not only in providing an explanation for such processes but also in taking into account that they do not fit the normative models of decisions in mainstream finance. The argument has been that in addition to the cognitive processes identified and discussed in behavioural finance, the authors need to take into account the impact of social processes as well. Social processes include the efforts deployed by financial decision-makers at maintaining and managing the contexts within which decisions are made. The work of context maintenance is intrinsic to the logic of decision-making. The authors have identified, documented and discussed here the social dynamics in financial decisions with respect to performance, managing group relationships and possible conflicts. Originality/value: Managing relationships within groups is not without consequences with regard to trading decisions. Oftentimes, avoiding group conflicts – or being confronted with them – leads to decisional adjustments, which have less to do with returns on trades than with the necessity of accommodating social relationships. Purpose - Designers and planners in the UK are being asked by government to address sustainability. This paper seeks to explore how such issues can be addressed with the urban design process. From the literature, it is unclear when specific sustainability issues should be addressed, who actually makes decisions and what influences them, or how different stakeholders are engaged. Design/methodology/approach - A case study is presented, focusing on the early stages of an urban design and redevelopment process taking place in a deprived region of the UK. Interviews with key decision-makers and observations were conducted and subsequently analysed using content analysis. Findings - The findings show that the process adopted by clients and consultants was relatively similar to that identified by the literature. The importance of creating a sustainable community, and of addressing deprivation and poor services was recognised from the outset. Sustainability was referred to in the briefing to select a team of consultants to develop a vision and regeneration framework. However, specific problems related to sustainability, such as crime and poor health, were not communicated through the briefing documents, for fear of deterring private investment. Indeed, the need to attract private investment was a key aspect of early stage of the urban design process. Originality/value - This paper highlights potential difficulties of addressing sustainability at the early stage of the design process, when private sector backing is such a crucial component of the regeneration. Purpose -- This paper aims to contribute to the tactical and operational decision making of manufacturing and logistics operations by providing novel insights into modelling and simulation, based on complex adaptive systems (CAS). Design/methodology/approach -- The research approach is theoretically based on CAS with agent-based modelling (ABM) as the implementation method. A case study is presented where an agent-based model has contributed to increased understanding and precision in decision making at a packaging company in the UK. Findings -- The results suggest that ABM provides decision-makers with robust and accurate "what-if scenarios of the dynamic interplay among several business functions. These scenarios can guide managers in the process of moving from policy space to performance space, i.e. concerning priorities of improvement efforts and choices of production/manufacturing policies, warehouse policies, customer service policies and logistics policies. Furthermore, it is found that ABM can include and pay attention to several aspects of CAS and thus provide understanding of, and explanation for, the patterns and effects which emerge in manufacturing and logistics settings. Practical implications -- Aided by agent-based models and simulations, practitioners' levels of intuition can be enhanced since patterns on the macro level emerge from agents' interactive behaviour. Together with insights from CAS these emergent patterns can be explained and understood, and are thus beneficial for the improvement of decision making in companies. Originality/value -- The case presented distinguishes this paper from what has been written in previous articles on the application of ABM, since such articles have not produced any empirically verified results after implementation of ABM. Purpose - To report findings from an updated survey of environmental policy and practice among UK organizations. To draw conclusions about the relationship between environmental concerns and organizational strategy making. Design/methodology/approach - The paper reports findings from a 1999 survey of 911 UK organizations, updated by interviews conducted with participant organizations in 2004. The paper represents an extension of a ten-year longitudinal study of environmental policy and practice in UK organizations. Findings - The gap between policy formulation and implementation in the environmental area has continued to narrow, but environmental concerns appear not to have moved towards the centre of the strategy making process in many firms. Organizations are still primarily influenced by short-term rather than long-term imperatives, and although recognition of opportunity offered by the environment is increasing, organizations are still liable to adopt a reactive position, increasingly so as the size of the organization decreases. Research limitations/implications - It offers a contribution to the debate over the ongoing relationship between organizational strategy and environmental factors as a determinant of organizational strategy. It locates the debate in the wider discussion of determinants of organizational strategy. Practical implications - It highlights the complex decision-making processes facing managers in satisfying a variety of stakeholders who may be making competing demands of their organization. Based on a survey of British and Danish Library Managers the paper explores the concept of job satisfaction and its relation to stress, job content and job conditions. The paper evokes the theories of Hofstede as a tentative explanation of national differences. The paper sets out to analyse job satisfaction in relation to a range of demographic variables. On the basis of a multitude of questions and statements the author forms several composite variables. They concern factors such as stress, freedom in the job, perception of management style and the actual job content. Hofstede's theories about cultural differences are at least partly confirmed through the analysis. They cannot explain all the differences, but at least some of the major ones. It is also evident that nationality plays a significant role in relation to factors such as stress and freedom in decision making. The paper also hints that an intervening variable could be the way nations adopt different methods to reorganise the public sector. A last point made in the paper is the partial rejection of a generic theory about job satisfaction. The factors tend to be the same, but the weighting of the single factor and its significance are influenced by background factors such as nationality, size of the employing institution and the mix of tasks in the job. Purpose – The purpose of this paper is to provide a brief overview of the literature to date which has focused on co-production within mental healthcare in the UK, including service user and carer involvement and collaboration. Design/methodology/approach – The paper presents key outcomes from studies which have explicitly attempted to introduce co-produced care in addition to specific tools designed to encourage co-production within mental health services. The paper debates the cultural and ideological shift required for staff, service users and family members to undertake co-produced care and outlines challenges ahead with respect to service redesign and new roles in practice. Findings – Informal carers (family and friends) are recognised as a fundamental resource for mental health service provision, as well as a rich source of expertise through experience, yet their views are rarely solicited by mental health professionals or taken into account during decision making. This issue is considered alongside new policy recommendations which advocate the development of co-produced services and care. Research limitations/implications – Despite the launch of a number of initiatives designed to build on peer experience and support, there has been a lack of attention on the differing dynamic which remains evident between healthcare professionals and people using mental health services. Co-production sheds a light on the blurring of roles, trust and shared endeavour (Slay and Stephens, 2013) but, despite an increase in peer recovery workers across England, there has been little research or service development designed to focus explicitly on this particular dynamic. Practical implications – Despite these challenges, coproduction in mental healthcare represents a real opportunity for the skills and experience of family members to be taken into account and could provide a mechanism to achieve the “triangle of care” with input, recognition and respect given to all (service users, carers, professionals) whose lives are touched by mental distress. However, lack of attention in relation to carer perspectives, expertise and potential involvement could undermine the potential for coproduction to act as a vehicle to encourage person-centred care which accounts for social in addition to clinical factors. Social implications – The families of people with severe and enduring mental illness assume a major responsibility for the provision of care and support to their relatives over extended time periods (Rose et al., 2004). Involving carers in discussions about care planning could help to provide a wider picture about the impact of mental health difficulties, beyond symptom reduction. The “co-production of care” reflects a desire to work meaningfully and fully with service users and carers. However, to date, little work has been undertaken in order to coproduce services through the “triangle of care” with carers bringing their own skills, resources and expertise. Originality/value – This paper debates the current involvement of carers across mental healthcare and debates whether co-production could be a vehicle to utilise carer expertise, enhance quality and satisfaction with mental healthcare. The critique of current work highlights the danger of increasing expectations on service providers to undertake work aligned to key initiatives (shared decision-making, person-centred care, co-production), that have common underpinning principles but, in the absence of practical guidance, could be addressed in isolation rather than as an integrated approach within a “triangle of care”. Purpose – The purpose of this paper is to consider possible implications of recent policy initiatives in schools and local government for child safeguarding practice in education settings in the state sector in England. Design/methodology/approach – Recent policy changes to promote devolution of decision-making to school and local government level are analysed in the light of the literature on multi-agency working for the protection of children. Findings – The paper highlights the complexity of the current context in which local arrangements for the safeguarding of children are operating. This includes efforts at integration of funding and structures, coupled with rapid changes in policy in both education and children’s social care and greater decision-making powers at local level. Together this makes it difficult to evaluate the current strengths of safeguarding arrangements between schools and other local agencies to help ensure that arrangements for the safeguarding of children in “independent” state schools are robust and effective. Research limitations/implications – Researchers and policy-makers need to consider the efficacy of safeguarding arrangements under new local government and integrated structures in England. Practical implications – There is relatively little research addressing inter-organisational information exchange in relation to education professionals involved in safeguarding. This paper sets out some directions for inquiry, including specific priorities that may be useful to the research and practice communities in the context of integration. Purpose – This paper aims to explain voter perceptions and voting behaviour in the 2010 UK General Election on the basis of this theory, by evaluating the differential impact of government performance on key political issues defined as hierarchical voter satisfaction factor types. The validity of the three-factor theory of satisfaction in explaining consumer decision-making for products and services is well-established. Design/methodology/approach – British Election Survey (2010) data are used to test the relative influence of hierarchical voter satisfaction factor types in predicting the perceived overall performance of the former Labour government and actual voting behaviour. Sequential and multinomial logistic regression models are used in the perceived overall performance of the former Labour government and actual voting behaviour, respectively. Findings – “Basic” factors explain more of the variance in perceived overall government performance and voting behaviour than “performance” factors. There are significant positive main and interaction effects on Conservative and Liberal Democrat party votes from Labour’s underperformance on the “basic” factors. The results have important implications for political marketing and voting behaviour research. Originality/value – The study establishes the relevance of the three-factor theory of satisfaction within a political marketing context. It demonstrates that, controlling for party loyalty, perceived government performance on the hierarchical voter satisfaction factors explains voter perceptions and voting behaviour to a significant degree. Purpose – This paper aims to contribute towards understanding how safety knowledge can be elicited from railway experts for the purposes of supporting effective decision-making. Design/methodology/approach – A consortium of safety experts from across the British railway industry is formed. Collaborative modelling of the knowledge domain is used as an approach to the elicitation of safety knowledge from experts. From this, a series of knowledge models is derived to inform decision-making. This is achieved by using Bayesian networks as a knowledge modelling scheme, underpinning a Safety Prognosis tool to serve meaningful prognostics information and visualise such information to predict safety violations. Findings – Collaborative modelling of safety-critical knowledge is a valid approach to knowledge elicitation and its sharing across the railway industry. This approach overcomes some of the key limitations of existing approaches to knowledge elicitation. Such models become an effective tool for prediction of safety cases by using railway data. This is demonstrated using passenger–train interaction safety data. Practical implications – This study contributes to practice in two main directions: by documenting an effective approach to knowledge elicitation and knowledge sharing, while also helping the transport industry to understand safety. Social implications – By supporting the railway industry in their efforts to understand safety, this research has the potential to benefit railway passengers, staff and communities in general, which is a priority for the transport sector. Purpose – This paper examines the nature and function of cost accounting at the Newcastle Infirmary, a large voluntary provincial hospital, established in 1751. In particular, the paper adds to the literature on accounting within early voluntary hospitals by identifying the relative contributions of the costing system to planning and controlling the operations, assisting decision making and holding managers accountable for their performance. Design/methodology/approach – The paper relies primarily on original documents preserved in the archives of the Newcastle Infirmary. Findings – Although evidence was found of quite sophisticated costing systems, the findings suggest that the majority of the information was produced ex post by the hospital management to demonstrate good stewardship and to engender financial support. Research limitations/implications – More cases are needed of other hospitals to ascertain how typical the Newcastle Infirmary was of the voluntary hospital sector in the nineteenth century. Originality/value – Although there are other studies of accounting within British voluntary hospitals, and studies of the use of accounting to drive decision making in profit-making organisations during the nineteenth century, none have investigated the use of accounting as a decision-making tool in a voluntary hospital.
