This paper compares the experiences of economic reforms in China and India. It argues that the developmental state model has more strengths than neoclassical economics in explaining the divergent economic performances of China and India during their economic reforms. The paper emphasizes the critical role played by the state and institutional contexts during China's and India's economic reforms. The analyses provide a serious critique on the one-dimensional logic of neoclassical development, but suggest that China's and India's pro-market policies during economic reforms were selectively formulated and implemented under some specific political and institutional preconditions. It seeks to explain China's rapid economic modernization and India's gradualism with the emphasis on their different institutional contexts, in particular, the changes of party politics, the evolving central-local relations, and bureaucratic and administrative efficiency etc. It argues that the superior economic performance of the Chinese economy is to a large extent the consequence of the strategic governmental interventions for certain systemic developmental objectives at three stages of economic reforms, and the formulation of and implementation of economic policies have been facilitated by special political bases and institutional arrangements such as its party system, the evolving central-local relations, and the bureaucratic and administrative efficiency etc. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]

This paper addresses the question "what are the similarities and differences between U.S. trade frictions with China, Japan, and South Korea that account for different U.S. retaliation patterns?" This paper develops six independent variables and their relative measurements from U.S.-Japan and U.S.-South Korea cases and the literature, and examines their impact on U.S. retaliation to China. Our results indicate that four out of six independent variables have decreased the probability of U.S. retaliation since 2001. Furthermore, the U.S. has lost the necessary political, economic, and military leverage to retaliate to China, although it has had two of the three "motivations" to do so. This paper suggests that U.S. leverage over China has deteriorated for two major reasons: (1) U.S.' "illusion" of the latter party's ability/willingness for cooperation and of its own capabilities to retaliate; and (2) China's accumulation of relative gains at an unprecedented rate after 2001. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]

The paper will compare estimates of multiregional dynamics of income per capita in India with estimates of multiregional dynamics of income per capita in the US and China between 1980 and 2000. An extended Lotka-Volterra model will be used to keep track of the structure of spatial dependence in each system of spatial units. The paper will compare and contrast the simultaneous growth of the US, Chinese and Indian systems of regions and examine the implications for economic policy and policies to alleviate regional economic disparities. This paper is to examine whether the industrial policy is still feasible for developing countries in the epoch of globalisation based on the comparison between the Japanese and Chinese automobile industries. Sharing the same goal of catching up with high-income countries, both Japanese and Chinese governments selected the automobile industry to achieve industrial development and build up a few large firms with international competitive capability. In the postwar period, Japan successfully nurtured its leading automobile producers such as Toyota and Nissan with protectionist industrial policies. Conversely, with the similar package of industrial policies, the Chinese state-supported large automobile producers face tough competition from the global conglomerate automakers and the domestic indigenous producers. Drawing on the success of Japan and the failure of China, intense international competition, low-level technology and institutional inefficiency are the main obstacles for automakers from developing countries to catch up with their global competitors. In recent years a series of food safety scandals in China astounded both of its .x000d.domestic citizens and oversea consumers. Although food safety has become a striking public issue in this country, several fundamental questions still keep unanswered: How can we draw a changing curve of Chinese food safety risks since the beginning of 1990s? What is the distributional picture of Chinese food safety risk in its broad territory? How should we evaluate food safety’s situation from an international perspective? How does Beijing attempt to strengthen its regulatory regime to minimize food safety risk? How can we use a set of indexes to measure its regulatory effect? For what reason does Chinese regulatory policy lead to a partial regulatory malfunction in food safety risk regulation? This paper will attempt to answer those questions from a historical-comparative perspective by analyzing a second-hand dataset. China is widely praised for its gradualist approach to reform where almost every institutional change is experimented before implemented nationwide. However, few studies recognize that there are different patterns of experimentation. Through comparative studies on three sub-policies in the labor regulation regime, namely introducing labor contract system, promoting vocational training and drafting labor dispatch rules, I find that the labor policymaking can be categorized into three patterns: experimentation through local test sites or central provisional rules; local governments as the major policy initiator when there is no central guidance; and non-experimentation before a national law is passed. By examining the situation in two cities, Tianjin and Changsha, the paper identifies the causes of these various patterns. I find that the center makes use of preexisting local labor administrative agencies to reduce the risk of experimentation. However, the divergent interests of these agencies restrain the probability of success. China’s rise has become a world phenomenon causing reactions from and debates in all major players on both sides of the Pacific Ocean. But so far no systematic studies have been done to compare various major players’ perception and responses to China’s rise and to explore how and why they are similar or different. This paper aims at taking preliminary steps to investigate this significant research topic by focusing on three major countries in the Asia-Pacific region: the United States, Japan, and South Korea. Three research questions will be asked and for empirical testing. First, how do these three countries look at China’s rise as a global economic and military power at both elite and popular level? Second, what are some of the sources for the similarities or differences in their cognitive and policy articulations towards China’s rise? Thirdly, how do the dynamic interactions between these three countries and China change or reinforce their original perceptions of China as a rising power?
