Peter Nencka and Enrico Berkes, I The Ohio State University i SESSION 12: BANKING SERVICES FOR UNDERSERVED COMMUNITIES Generating African-American Wealth through Banking Compiling a new dataset of banks owned and managed by African Americans from 1907 to 1930, I provide the first analysis of the contribution of African-American banks to the increase in economic welfare of African-American communities. Following a national bank holiday in 1933, New York state bank regulators suspended the publication of balance sheets of state-charter banks for two years, whereas national-charter bank regulators did not. This paper shows how to remove attenuation bias in regression analyses due to measurement error in historical data for a given variable of interest by using a secondary measure that can be easily generated from digitized newspapers. We provide three methods for using this secondary variable to deal with non-classical measurement error in a binary treatment: set identification, bias reduction via sample restriction, and a parametric bias correction. We demonstrate the usefulness of our methods by replicating four recent economic history papers. Relative to the initial analyses, our results yield markedly larger coefficient estimates. Economists ignore caring labor since most is provided unpaid. Disregard is unjust, theoretically indefensible, and probably misleading. Valuation requires estimates of time spent and the replacement or opportunity costs of that time. I use the maintenance costs of British workers, costs which cover both the material inputs into upkeep and the domestic services needed to turn commodities into livings, to isolate the costs of paid domestic labor. I then impute the value of unpaid domestic labor from these market equivalents, and aggregate across households without domestic servants. Historically, unpaid domestic labor represented c. 20 percent of total income, a contribution that suggests the need to revise some standard narratives. [ABSTRACT FROM AUTHOR]

Abundant land and strong property rights are conventionally viewed as key factors underpinning U.S. economic development success. This view relies on the "Pristine Myth" of an empty undeveloped land, but the abundant land of North America was already made productive and was the recognized territory of sovereign Indigenous Nations. We demonstrate that the development of strong property rights for European/American settlers was mirrored by the attenuation and increasing disregard of Indigenous property rights. We argue that the dearth of discussion of the dispossession of Indigenous nations results in a misunderstanding of some of the core themes of U.S. economic history. [ABSTRACT FROM AUTHOR]

This paper presents two wage-series for unskilled English women workers 1260–1850, one based on daily wages and one on the daily remuneration implied in annual contracts. The series are compared with each other and with evidence for men, informing several debates. Our findings suggest first that women servants did not share the post-Black Death “golden age” and so offer little support for a “girl-powered” economic breakthrough; and second that during the industrial revolution, women who were unable to work long hours lost ground relative to men and to women who could work full-time and fell increasingly adrift from any “High Wage Economy.” [ABSTRACT FROM PUBLISHER]

Caroline Fohlin, I Emory University i A History of Decentralization: Fiscal Transitions in Late Imperial China, 1850-1911 A key question regarding the state building of late Qing China (1850-1911) is why a precarious central court led not to a collapse but to the remarkable transformation of its fiscal-military regime. Meanwhile, historical sociologists stress the role of a common geopolitical factor in Europe - international wars - in the making of fiscal-military states.[5] Furthermore, new institutional economics establishes a more coherent framework: the combination of historical and rational-choice institutionalism not only incorporates structural factors and shocks but also accepts multiple potential outcomes of institutional evolution; this enables the actors in the repertoire to rationalize their behaviors in a dynamic way.[6] The aforementioned literature broadly defines a "fiscal state": first, a unified legal and bureaucratic system with state sovereignty; second, monetized taxation with a broad tax base; and third, adoption of public credit tools with long-term commitment from the state. The rebellious regime failed to attract gentry elites and mass people, whereas the Qing state took this opportunity to strengthen its legitimacy and capacity. Opposing interests of different state actors can be pivotal in understanding fiscal modernization, tax structure, and labor coercion, so it is imperative to break open the black box of state capacity and analyze specific actors within the state. The economic history of the United States is that of Europeans and their institutions. Indigenous nations are absent. This absence is partly due to a lack of data but perhaps also to a perception that Indigenous communities contributed little to U.S. growth. Three case studies explore the economic complexity and social stratification across different nations/regions prior to contact. Migrants to the United States came not to an empty land but one with settled agriculture, complex production processes, and extensive trade relations, upon which Europeans built. Big data is an exciting prospect for the field of economic history, which has long depended on the acquisition, keying, and cleaning of scarce numerical information about the past. This article examines two areas in which economic historians are already using big data – population and environment – discussing ways in which increased frequency of observation, denser samples, and smaller geographic units allow us to analyze the past with greater precision and often to track individuals, places, and phenomena across time. My work contrasts the effects of two major pillars of nineteenth-century American land policy, which collectively distributed about 25 percent of the country's area in a foundational time for many of its states. On one side were the Irish Volunteers, also known as the IRA, and on the other were the forces of the British government in Ireland.[22] The Dáil selected a cabinet from its representatives - with ministries including Defence, Finance, and Foreign Affairs forming what Arthur Mitchell has termed a "counter-state."[23] At first, this counter-state had neither international recognition nor territorial integrity, but as the war progressed, it took on more and more of the characteristics of a legitimate government. Thus, the American government could have realized most of the gains from an efficient land policy without needing an alternate source of funds for its industrialization. We study the economic and political determinants of the Southern secession movement of 1860/61. While economic historians emphasize the importance of slavery to the South's economy as the primary factor behind the movement, we demonstrate the important role that political inequality among whites played in facilitating secession. In particular, secession was decided in state conventions, which allowed secessionists to exploit biases to representation and may have been pivotal in Alabama and Georgia. Our 2017 article in this Journal stresses the pitfalls of using choice-based samples in economic history. A prominent example is the literature addressing the so-called antebellum puzzle. Heights researchers claim that Americans grew shorter in the first half of the nineteenth century, a period of robust economic growth. We argue that this result relies on choice-based samples. Without knowing the process that led to inclusion in the sample, researchers cannot properly estimate conditional mean heights. We proposed a diagnostic that can detect, but not correct for, selection bias. Komlos and A'Hearn's interpretation of our analysis confuses diagnosis with cure. Structural transformation is a key indicator of economic development. We present the first time series of male labor sectoral shares for England and Wales before 1800, using a large sample of probate and apprenticeship data to produce national- and county-level estimates. England experienced a rapid decline in the share of workers in agriculture between the early seventeenth and the beginning of the eighteenth centuries, associated with rising agricultural and especially industrial productivity; Wales saw few changes. We study the effect of political uncertainty on economic outcomes using the case of Huey Long's tenure as governor and senator of Louisiana during the Great Depression. Based on primary sources, we construct two well-established measures of uncertainty specifically for Louisiana: stock price volatility and newspaper mentions of terms related to “uncertainty” and the economy. Combining these uncertainty measures with employment data from the Census of Manufactures, we attempt to identify the effects of political uncertainty using the state of Mississippi as a control group. We find little support for a negative effect from political uncertainty in Huey Long's Louisiana. [ABSTRACT FROM PUBLISHER]

This article scrutinizes the recently postulated link between the European Marriage Pattern (EMP) and economic success. Multivariate analysis of 4,705 demographic observations, covering women's marriage age, female lifetime celibacy, and household complexity in 39 European countries, shows that the most extreme manifestations of the EMP were associated with economic stagnation rather than growth. There is no evidence that the EMP improved economic performance by empowering women, increasing human capital investment, adjusting population to economic trends, or sustaining beneficial cultural norms.
