A teacher's goal should be to get everyone involved, especially students who lack confidence. It is important to make participation attractive.

The article provides an overview of the research paper, Educational Reform in the 1980s: Explaining Some Surprising Success by Joseph Murphy, which appeared in the Fall 1989 issue of Educational Evaluation and Policy Analysis. Murphy carefully weighs arguments on either side of the issue as to whether 1980s Wave I reform has been successful. His conclusion was that there are some small successes, more than scholars tended to anticipate, and these are of great importance for future development. Murphy does not explain how the top-down styles can be expected to ben or accommodate in order to meet necessary conditions for Waves 2 and 3, a next step for Murphy and others concerned about how meaningful policy change can occur in largely routinized, bureaucratically conservative, loosely linked systems. He does see some promise in these systems' already becoming somewhat more tightly linked and in their sharing aims with those attached to initiatives at the state level.
