The article reports on an unsecured and loosely regulated kind of corporate credit in the U.S. which is known as commercial paper. Commercial paper was the nation's fastest-growing type of credit until the collapse of the Penn Central, but now it has become a prime source of financial worry. In case of a commercial paper, the issuer need not register with the U.S. Securities and Exchange Commission. It is also reported that commercial paper is not counted as part of the nation's money supply.
