This dissertation aimed to identify the budgetary aspects and relate them to the results of the evaluations of the courses of the Technology Center (TC) of the Federal University of Paraíba (UFPB) in the period from 2011 to 2019. This study sought to bring reflections on the budget and the indices of Course Evaluation of the mentioned Center. It was an exploratory research of qualitative and quantitative approach and of applied nature. As a procedure, bibliographical and documental sources were adopted. We used the legislation and bibliography about the financing of higher education in Brazil and the National System for Evaluation of Higher Education (SINAES), as well as official documents made available by the Anísio Teixeira National Institute of Educational Studies and Research (INEP) and by the internal sectors of the Universidade Federal da Paraíba responsible for the management and budget. Initially, three points were addressed: the financing of Federal Institutions of Higher Education (mostly composed of resources transferred by the Union), the public budget and the evaluation of public higher education (concepts and quality tools) and the indicators that allow the qualification of courses and institutions. Subsequently, the data corresponding to the performance of the undergraduate courses of the Technology Center (TC) were extracted and crossed with the data of the budget resources allocated to the mentioned Center. The study aimed to extract information for the period 2011 to 2019, corresponding to four evaluation cycles of the National Exam of Student Performance (ENADE) and it was found that the budget cuts in that period did not influence directly on the quality of the undergraduate courses of this Center. The results of this study were the basis for the preparation of a report whose data demonstrate the evolution and the quantitative and qualitative development of the courses of the Technology Center over this period, as well as the budget allocations, with the intention of providing managers with data and additional knowledge to assist them in planning, implementation and decision-making. Nenhuma Esta dissertação teve como objetivo identificar os aspectos orçamentários e relacioná los aos resultados das avaliações dos cursos do Centro de Tecnologia (CT) da Universidade Federal da Paraíba (UFPB) no período de 2011 a 2019. Buscou-se neste estudo trazer reflexões sobre o orçamento e os índices de Avaliação dos Cursos do referido Centro. Tratou-se de uma pesquisa exploratória, de abordagem qualitativa e quantitativa e de natureza aplicada. Como procedimento foram adotadas fontes bibliográficas e documentais. Foi utilizada a legislação e bibliografia acerca do financiamento da educação superior no Brasil e do Sistema Nacional de Avaliação da Educação Superior (SINAES), além de documentos oficiais disponibilizados pelo Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira (INEP) e pelos setores internos da Universidade Federal da Paraíba responsáveis pela gestão e orçamento. Inicialmente, foram abordados três pontos: o financiamento das Instituições Federais de Ensino Superior (composto em sua maioria por recursos repassados pela União), o orçamento público e a avaliação do ensino público de nível superior (conceitos e ferramentas de qualidade) e os indicadores que permitem qualificar os cursos e as Instituições. Posteriormente, foram extraídos os dados que correspondem ao desempenho dos cursos de graduação do Centro de Tecnologia (CT) e cruzados com os dados dos recursos orçamentários destinados ao mencionado Centro. O estudo visou extrair informações referentes ao período de 2011 a 2019, correspondente a quatro ciclos avaliativos do Exame Nacional de Desempenho dos Estudantes (ENADE) e foi constatado que os cortes orçamentários no referido período não influenciaram diretamente na qualidade dos cursos de graduação desde Centro. Os resultados do presente estudo fundamentaram a elaboração de um relatório cujos dados demonstram a evolução e o desenvolvimento quantitativo e qualitativo dos cursos do Centro de Tecnologia ao longo do referido período, bem como dos repasses orçamentários, com a intenção de proporcionar aos gestores dados e conhecimentos complementares que os auxiliem no planejamento, execução e tomadas de decisões.

El Centro Tecnológico Rafaela cuenta con esta tecnología y al ser de carácter innovador y emergente, no existe una definición clara de la demanda y las formas de abordarla. Siendo la finalidad de la institución “contribuir al desarrollo tecnológico sostenible y a la competitividad de las empresas de la región central del país a través de las capacidades activas de las diferentes áreas de servicios”, resulta necesario repensar el camino a seguir por el Centro. La finalidad de esta tesis consiste en presentar los lineamientos necesarios para la implementación de un plan de marketing estratégico para el Centro Tecnológico Rafaela. El mismo contempla la definición de la estrategia de marketing a implementar y la propuesta comercial a desarrollar. Es de destacar que en instituciones de similares características al Centro Tecnológico Rafaela, el plan de marketing a implementar incorpora el concepto de tecnología. En este sentido, los esfuerzos de marketing apuntan no sólo al desarrollo de capacidades transferibles, sino también a la producción y transferencia de resultados al territorio. Con la implementación de la propuesta, se pretende que el Centro Tecnológico Rafaela pueda ser reconocido en el entramado productivo en el que se desarrolla y le permita orientarse para un horizonte temporal de tres años. Knowledge about 3D printing in Argentina is scarce. The Rafaela Technology Center has this technology and, as it is innovative and emerging, there is no clear definition of the demand and ways to address it. Being the purpose of the institution "to contribute to sustainable technological development and the competitiveness of companies in the central region of the country through the active capabilities of the different service areas", it is necessary to rethink the path to be followed by the Center. The purpose of this thesis is to present the necessary guidelines for the implementation of a strategic marketing plan for the Rafaela Technology Center. It includes the definition of the marketing strategy to be implemented and the commercial plan to be developed. It is noteworthy that in institutions of similar characteristics to the Rafaela Technology Center, the marketing plan incorporates the concept of technology. In this sense, marketing efforts point not only to the development of transferable capabilities, but also to the production and transfer of results to the territory. With the implementation of the proposal, it is intended that the Rafaela Technology Center can be recognized in the productive territory in which is immersed and allows it to be oriented in a three-year time horizon.

Die Digitalisierung nimmt in der Industrie mittlerweile eine wesentliche Rolle ein. Diese fordert das ��berdenken der bisherigen Unternehmensphilosophien in allen Bereichen, wie beispielsweise Fertigung, Forschung und Technologie und das Umdenken hin zur Industrie 4.0. Deutschland ist als bedeutender Technologie- und Wissenschaftsstandort bekannt. Schweinfurt und sein Umland zeichnet sich durch eine ausgesprochen hohe Produktionsst��rke aus und ist eine der 10 High-Tech-Regionen Europas. Die Planung einer ifactory auf dem Gel��nde einer ehemaligen US-Kaserne im Stadtgebiet k��nnte ein Konzept f��r die Energiewende sein. Ziel ist es, dass Wissenschaftler und Praktiker gemeinsame L��sungen f��r die Zukunft entwickeln und so den Mittelstand der Region st��rken. Dabei stehen neben dem rein technischen Aspekt der Digitalisierung gleicherma��en gesellschaftliche Aspekte im Vordergrund. Wichtig ist es, die Verzahnung zwischen der Hochschule und den Unternehmen weiter zu entwickeln, aber zur gleichen Zeit auch die Geheimhaltung und Patente der einzelnen Firmen zu sch��tzen. Das zu entwickelnde Konzept soll vor allem flexibel, effizient, funktional und erweiterbar sein. Die Intention des Projekts besteht darin, Forschung und Fabrikation zusammen zu bringen. Aufgrund der stetigen Entwicklungen und Forschungen ist es unabdingbar, dass die ifactory flexibel auf Ver��nderungen auch r��umlich reagieren kann. Das Grundst��ck f��r das Innovationszentrum grenzt an momentane Brachfl��chen, die in den bisherigen Planungen schon als Nutzfl��chen f��r die ifactory vorgesehen sind. An den anderen Seiten grenzt das Grundst��ck unter anderem an den entstehenden International Campus und an ein bestehendes Wohngebiet. Die Hochschule f��r angewandte Wissenschaften W��rzburg-Schweinfurt (FHWS) wird als sp��terer Nutzer die ifactory in Betrieb nehmen und ist f��r ihre Ausstattung und die Umsetzung verantwortlich., The digitization gets more and more a basic essential in industry. This demands for reconsideration the companys existing philosophies in all areas, such as manufacture, research and technology and the rethinking right up to industry 4.0. Germany is known as a significant location for technology and science. Schweinfurt and environs are characterized by a high boosting production and is in the top 10 high-tech-regions of Europe. The plan to realize an ifactory on the site of a former US barracks in the city area could be a concept for the energy transition. The aim is that scientists and practitioner develop mutual solutions for the future, thus strengthening the middle class of the site. In addition to the purely technical aspect of the digitization, social aspects are in the foreground as well. It is essential to further develop the collaboration between the university and the companies, but simultaneously to protect the secrecy and patents of the individual companies. Above all, the concept to be developed should be flexible, efficient, functional and expandable. The intention of the project is to bring together research and fabrication. Due to the constant developments and research, it is indispensable that the ifactory can flexibly respond to changes also spatially. The site for the Innovation Center is adjacent to current open space, which is already provided for the previous planning as usable space for the ifactory. On the other sides the property adjoins among other things the emerging International Campus and an existing residential area. As a later user the University of Applied Sciences W��rzburg-Schweinfurt (FHWS) will commission the ifactory and is responsible for its equipment and implementation.

Os Polos Tecnológicos são ambientes onde se constroem sinergias entre as instituições de ensino e investigação, o meio empresarial e o poder público. O presente trabalho tem como principal finalidade averiguar a viabilidade económica e financeira de um Pólo de Tecnologia e Empresas na Província de Benguela, Angola. Para o efeito, foi elaborado um plano de negócios para a sua implantação, para o qual foram realizadas visitas e entrevistas aos responsáveis de Polos Tecnológicos em Portugal e Espanha e desenvolvidos inquéritos a estudantes universitários e empresas do setor produtivo de Benguela. O Pólo de Tecnologia e Empresas pretende-se que seja uma estrutura híbrida entre uma incubadora de empresas, um gabinete de transferência de tecnologia, um centro de apoio ao desenvolvimento de novos negócios e um centro tecnológico. O Pólo vai estimular a criação de um ambiente único de investigação, transferência de tecnologia, desenvolvimento e inovação, através da geração de alianças estratégicas entre as universidades, institutos, centros de investigação, empresas privadas e organismos públicos, visando o fortalecimento do desenvolvimento económico, social e ambiental da região. A nível operacional, considerou-se que o plano de negócio para o desenvolvimento deste Polo é economicamente viável. Face à conjuntura atual, recomenda-se o investimento neste plano, que tem potencial para desenvolver excelentes resultados. Technology Centres are environments where synergies between teaching and research institutions, the business community and the public sector are built. This study aims to investigate the economic and financial viability of a Business and Technology Centre in the Benguela Province, Angola. To this end, we elaborated a business plan for its implementation, for which we visited and interviewed leaders of Technological Poles in Portugal and Spain and developed surveys to graduate students and business companies in Benguela. The Business and Technology Centre is intended to be a hybrid between a business incubator, a technology transfer office, a support center for the development of new business and a technology center. The Centre will stimulate the creation of a unique environment for research, technology transfer, development and innovation, through the generation of strategic alliances between universities, institutes, research centres, private companies and public organizations, aiming at the strengthening of economic development, social and environmental development of the region. At the operational level, it was considered that the business plan for the development of this Centre is economically viable. In the present situation, we recommend investing in this plan, which has the potential to develop excellent results.

Na medida em que o impacto do uso de ciência e tecnologia (C&T) em produtos e processos de quase todos os ramos de negócio se intensifica, cresce a preocupação das empresas com a criatividade, tempestividade e eficiência das suas estruturas de gestão de P&D. O objetivo deste artigo é contribuir para o campo de estudo de gestão de C&T, relatando a evolução do processo de implantação de um modelo de gestão de tecnologia na unidade de negócios (UN) de Logística da Vale, particularmente os fundamentos da proposta de criação de uma estrutura virtual de gestão de tecnologia na UN. O estudo também discute como os fatos ocorridos na Vale entre os anos de 2006 e 2008 repercutiram na decisão de criação de um Centro Tecnológico na mineradora. A metodologia adotada foi o estudo de caso, combinando-a com a de pesquisa-ação. Os dados foram coletados a partir da observação participante do pesquisador durante os dois anos de construção do modelo de gestão de tecnologia, bem como de entrevistas realizadas em visitas de benchmark a empresas atuantes no Brasil e consideradas referência em gestão de P&D. O Referencial teórico reflete a literatura científica a respeito de gestão estratégica C&T, com destaque para novas estruturas de promoção da inovação tecnológica no âmbito das empresas privadas. Dentre os resultados obtidos destacam-se: a preferência dos gestores e especialistas da UN por uma estrutura aberta de gestão de P&D apoiada na rede de alianças com universidades, institutos de pesquisa e, principalmente fornecedores estratégicos; a opção por manter as atividades de desenvolvimento e engenharia nas áreas operacionais da Logística ao invés de centralizá-las em uma área corporativa de gestão estratégica de C&T. As the impact of the use of science and technology (S&T) on products and processes in almost all business sectors intensifies, firms' concern with the creativity, agility and efficiency of their R&D structures increases. This article's objective is to contribute to the S&T management field of study by describing the evolution of the process of implementation of a technology management model in Vale Logistics business unit (BU), particularly the fundamentals behind the proposal of creating a virtual structure to manage technology in the BU. The study also discusses evens that took place at Vale between 2006 and 2008 and which influenced the adoption of a centralized R&D structure at the company. The methodology adopted is the case study, combined with action research. The data were collected during the researcher's participant observation during the two years of the model implementation, as well as from the interviews conducted in benchmark visits to firms doing business in Brazil that were considered references in R&D management. The theoretical reference framework reflects the scientific literature of strategic S&T management, emphasizing new structures to promote innovation technology within private enterprises. Among the main results obtained in the case are: the preference of executives and specialists for an open innovation structure to manage R&D, supported by a network of alliances with universities, research institutes and, mainly, strategic suppliers; and the option to maintain development and engineering activities inside logistics operational areas instead of a centralized corporate unit.

A considerable bottleneck in Brazil is the lack of technology centers aimed at industrial R&D. On one side, universities conduct basic research that is usually does not go beyond bench testing. On the other side, companies have their structure focused on large-scale production. Pilot plants, which are fundamental environments for the innovation process, are rarely found within Brazilian companies. This paper proposes a model for an innovative infrastructure, focused on meeting industrial demands that require special conditions of operation and control. Its scope is limited to supporting innovation mainly in the pre-competitive stage of product and process development. To this effect, the proposed model consists of a technology service center, embedded in an industrial environment, which focuses on production scale-up, large scale testing, manufacturing/assembly of pilot plants, and development of real size prototypes. Through these activities, this center is expected to give full support to technological development and to industrial innovation processes. In order to validate this proposal, an environment was modeled for the development of renewable energy solutions, which encompasses scale-up, testing and certification.
