2. Population Movements in Turkestan Military Governorate According to the Russian Yearbooks (1867-1917)

The Turkestan Military Governorate was created by Russians in 1867 after the invasion of Turkestan, and it continuously expanded until 1882. The classical borders of the governorate were determined in 1899, and it was ruled by the military governors appointed by the Russian czar. This study aims to analyze the population patterns under the administration of the military governorate based on geographical and temporal unity by relying on the official registers. In this study, the Russian yearbooks were used as the main source, but the literature created during the Soviet era and aftermath was also consulted. The social movements, the applied settlement policies, and the changes in the population structures such as urban-rural, male-female, sedentarynomad, religion-ethnicity were analyzed according to regional and transformational patterns. Accordingly, Fergana and Samarkand provinces were densely populated and received immigrants. Yedisu and Siriderya provinces had the most non-Muslim population because of settlements. According to the data, rural, seminomadic and Muslim characteristics of the population weakened while urban, sedentary and nonMuslim characteristics were strengthening in the provinces.

Abstract This paper exploits a quasi-experimental feature of the Norwegian spatial dispersal policy for UNHCR quota refugees, which leads to nearly as-if random initial residential settlement of the refugees. In this framework, we study if there are positive long-run employment consequences of being assigned to neighbourhoods with higher residential labour force participation rates. Our results show a positive and statistically significant relationship between the initial neighbourhood participation rates and refugee labour market outcomes, but these overall effects are substantively small: A one standard deviation higher participation rate in the initial neighbourhood is associated with an 1.2%-point increase in the refugees’ later employment probability. However, our subgroup analysis shows substantial effects around 2.6%-points for men older than 25 years at the time of entry to Norway. In comparison, the point estimates for women and persons younger than 25 years at the time of arrival are close to zero and statistically insignificant.

Throughout the world, people resettle to reduce vulnerability to potentially dangerous wildlife, including elephants. In turn, they may become subject to development policies and practices that can either exacerbate or alleviate their vulnerability. Our ethnographic study in the Okavango Delta of Botswana, where 18,000 elephants share territory with 16,000 people, examines how resettlement decisions and settlement policies impacted vulnerability to elephants. We found that people who came into regular conflict with elephants frequently relocated from cattleposts to villages. Although people historically resettled near family, in 2015 a newly introduced "first-come, first-served" residential plot allocation policy spatially separated families within the village, creating further vulnerability for households relying on kinship networks. We found that government planning that incorporates locally available strategies, such as the ability to access support from kinship networks, may reduce vulnerability for those forced to resettle by elephant encroachment on their land. 8. Municipality Characteristics and the Fertility of Refugees in Norway.

The study of the fertility of immigrants has received much attention in recent years, particularly in societies with fertility rates below replacement levels. However, fertility in refugee populations remains understudied. Using rich register data on all female refugees of childbearing age (15–45 years) who arrived and settled in Norway between 2002 and 2015 (N = 23,527), we utilize the Norwegian settlement policy for refugees—which assigns all refugees coming to Norway to a municipality where they start their integration process—to study how fertility behavior in the years following settlement is related to the characteristics of the municipality to which refugee women are assigned. Importantly, we are able to control for individual-level characteristics used by the government agency at assignment, thus limiting the problem of selection on (un)observables. As explanatory variables, we focus on municipality unemployment rates, the share of non-Western immigrants already living in the municipality, and the total fertility rate in the municipality, and also control for the municipality's age structure and childcare coverage. The study is thus of an exploratory nature. We measure these municipality characteristics the year before refugees settle and estimate their respective correlations with fertility (measured as the likelihood of having had at least one child in Norway) at the individual level for up to 8 years after settlement. We also explore heterogeneity by education and parity at settlement. We find no systematic associations between the share of non-Western immigrants in the municipality and refugees' fertility; however, the municipality's fertility rate is positively correlated with the likelihood of giving birth to a child in Norway, especially for women who are childless at arrival. 10. Does One Municipality Fit All?The Employment of Refugees in Norway Across Municipalities of Different Centrality and Size.

Refugees coming to Norway are assigned to a municipality where they start their integration process. These municipalities offer very different contexts for refugees' access to employment. Using rich register data, we study how the employment of a refugee varies by both the centrality and population size of the municipality to which he/she is assigned, conditional on existing local labor market conditions and the share of non-Western immigrants. Results show that refugees assigned to the least central municipalities are most likely to be employed the first years after arrival. However, one municipality type does not fit all: Population size matters more for men than it does for women, and there is persistent disadvantage for low-educated men assigned to large municipalities. For women, a high share of non-Western immigrants correlates with lower long-term employment. Municipality context seems to matter the least for highly educated refugees of both genders. 11. Threshold regressions for more objective urban and regional policies.

Achieving policy goals often requires different policies for different places, but the assignment of places to policies is often arbitrary, political, or based on anecdotal evidence. We argue that there are simple analytical techniques to improve policy by allocating places into corresponding 'policy regimes' in a more objective manner. We show how to implement this approach using a threshold model and relate the policy design to the underlying concept of agglomeration economies. Policies are implicitly based on an underlying hypothesis that adjusting specific factors will generate the desired outcome. The threshold approach modifies the underlying theory to allow for stepwise regimes, rather than a continuous function. These regimes determine bands of similar regions, or thresholds define when key variables have the greatest rate of rapid change in slope. Policy-makers can then assign places to policy regimes either according to bands in which similar places would require similar policy settings, or to target places just below thresholds to achieve greater impact by shifting places between thresholds. Bands and thresholds are determined by the data, rather than by anecdotal evidence, arbitrary assignment, bureaucratic experience, or political aims. We use the example of agglomeration economies in Australian cities to demonstrate this suggested approach. • This study proposes that a threshold regression can be used to objectively inform place-based policy designs. • The approach is applied to examining agglomeration economies in Australia to inform the design of regional work visas. • The results show that agglomeration economies strengthen across the range of sizes of Significant Urban Areas in Australia. • The absence of agglomeration diseconomies in the results suggests that policy should not prevent settlement in the largest cities. • Thresholds imply that cities with working age populations just below 30,104 and 91,148 would benefit from increases in size. The creation of the Agroextrativist Settlement Project - PAE -, at Amapá's south, allowed the installation of a populational parcel that lives trough silviculture exploration. Incra, the responsible for agrarian settlements, recognized the existence of different forms of land use and of nature-society relations and has created a modality of joint management, which attributes PAE's associations a participation in the management. This essay's objective is to analyze if the partnership caused settler empowerment or if it was an authoritarian strategy by Incra. The methodological proceedings were interviews with managers of the associations and agroextrativists, analysis of Incra's and the main association's documents, and bibliographical research of theses and dissertations pertinent to this subject. It can be deduced that INCRA, from the beginning, has adopted inappropriate procedures, the settlers have intentional dissonance in their actions, intentions and even in management. Incra acts by being authoritarian, it makes omissions and its neglect impoverishes the Utilization Plan, main document for the settlement's management. [ABSTRACT FROM AUTHOR]

15. Landownership between Nationalization and De-Liberalization: Changes in Prussian Property Regimes, 1886-1914.

This article deals with different forms of land ownership in the eastern provinces of Prussia in the three decades before the outbreak of World War One. Research in recent years has assigned a central role in the national conflicts of East Central Europe to the question of land ownership. In the Prussian case, it has focused on the "Royal Prussian Settlement Commission in the Provinces West Prussia and Posen" and reached the verdict that the state's policy of acquisition and settlement failed. This article examines the various measures used by the Prussian government and administration to restrict the liberal market for land ownership. For this purpose, three forms of ownership are distinguished (private, state and hybrid), which the state promoted in order to increase the share of German land ownership and prevent its sale to Poland. In addition, the quantitative significance of these measures is compared. The results show that, on the eve of World War One, almost one third of the area of both provinces was excluded from acquisition by potential Polish buyers. Prussian minority policy thus contributed to a considerable de-liberalization of the land market by aligning the right of ownership with ethno-national classification criteria. The end result is a complex picture of state measures, in which the settlement policy of the "Settlement Commission" is only one of several building blocks within a more comprehensive land policy and appears to have been much more successful than previously assumed. 16. Social and economic determinants of the Wallachian settlement in Thessaloniki in the 19th and early 20th centuries

The aim of the article is to present, on the basis of source materials and historiographical findings, the regularities associated with the evolution of the Wallachian settlement in Thessaloniki in the 19th and 20th centuries. In this case, a rapid process of assimilation of the newcomers into the local Greek-speaking Orthodox community is noticeable. It took place in the context of coexistence between individual Wallachian families and the Greek population in cultural and economic terms. At the root of integration of Wallachians with the Greeks were the religious community (subordination to the Patriarchate of Constantinople, common churches and liturgy in Greek), the lack of an adequately established Wallachian language tradition, and the impossibility of implementing their traditions (identified with a pastoral-transhumant economy) in urban socio-economic realities. As a result, the settlers in Thessaloniki became Hellenized in a linguistic and national sense, but they kept also some cultural distinctions, defined in terms of kinship or places of origin. 20. From Homes to Assets and From Pioneers to Shareholders: An Evolving Frontier Terminology

Frontier settlements played a key role in the formation of Israeli society and its territorial project. In the pre-statehood years and during the first decades after the establishment of the state of Israel, settling the frontiers formed one of the main national objectives, securing the nation's control over space while promoting a unified local identity. Appropriately, settlement practices and discourse focused on pioneer rural communities and industrial towns, with a clear emphasis on housing units and residential estates. With the privatisation of the local economy, the national settlement development mechanism was privatised as well, the former state-led enterprise was harnessed to the interests of the market, and the earlier focus on housing was thus replaced by a property-oriented approach. This article studies the transformations in Israeli frontier settlement practices while analysing their changing modes of spatial production and the terminology they relied on. Studying the development process of Tzur-Yitzhak and Harish, two Israeli localities on the border with the occupied Palestinian West Bank, this article demonstrates how they first emerged as small-scale rural settlements and eventually turned into corporate-led projects. Presenting the geopolitical and societal interests behind both case studies, as well as the manner their proposed planning altered over the years, this article illustrates the transforming modes of production and the evolution of the local settlement terminology, demonstrating the shift from a pioneer-oriented to a market-led frontier settlement.

River control area which actually protected area has been converted into a densely populated residential area. This case happened in the riverside of code, particulary in Kampung Code Utara which is located in the city of Yogyakarta. Besides a part of protected area, it also part of disaster-prone area of Merapi Mountain. Appropriate housing policies need to overcome it. The exact settlement policies need to consider the wishes of the people because basically people have the right to choose a place to stay so the policy can be implemented effectively and efficient. Therefore this study aims to formulate policy model of Kampung Code Utara. This study use a qualitative approach. Data collection techniques used were interview and documentary techniques. Further, data analysis techniques use qualitative descriptive analysis techniques. The population of this study were as many as 193 people. The sample of this study were as many as 20 people from the community of Kampung Code Utara using purposive sampling techniques. The result of this studies show people in Kampung Code Utara decide to stay at riverside of Code because of Kampung Code Utara accessibility which is nearby service center and supported by diverse and affordable transportation. Relocation could be applicable in urban or rural area which the lan is available from Kraton Yogyakarta and the cost to build a flat is payed by Ministry of Public Housing or privat side.

The problem of housing in refugee Greece of modern times was recognized, admittedly, as the primary and urgent matter. This significance, moreover, emerged as a logical consequence of the successive and exuberant refugee flows of that period, which led as a first result to the deluge primarily of the urban centers by refugees. The latter, upon their arrival - and while the Exodus still lasted, finding temporary shelter in areas of public use mainly, inevitably and despite the efforts of the health services of Greece, were devastated by hunger and epidemics. This situation, by exaggerating the social tension, forced the Greek state to act, initially creating mechanisms - within the framework of its existing public services at that time - and afterwards addressing to the International Community. A series of institutional tools and regulations related to settlement policy issues - residential establishment and reconstruction of areas in the urban and rural space - had already appeared since the previous periods of refugee movements in Greece. It is worth mentioning in this respect some of these laws, considering them preponderant in the configuration of the map of the first urban planning regulations for the newly established Greek state. PRIF Report, 2022/03, To this day, cultural genocide is not covered by the UN Genocide Convention, nor is it codified as a crime in international law. The authors offer a look at the genesis of the convention and show that the political interests of former colonial powers are largely to blame for this regulatory gap. Taking as an example the cultural genocide committed against Indigenous peoples in Canada, Mannitz and Drews demonstrate how such interests obstruct not only claims for reparations but also the development of societal discourse and debates that could serve to process historical injustice and present-day conflicts.

The settlement and housing of refugees is high on the agenda in most European countries. This article develops a theoretical perspective on the housing provision of newly arrived migrants and applies it on the national discourses on settlement policies in Sweden, Denmark and Norway. The theoretical discussion focuses on the ambivalence between choice and need in housing policy, and between promoting demos and ethnos in integration policy. The empirical analysis takes its departure in these tensions and investigates the national discourses in terms of three potential arguments for restricting autonomy in the housing market precisely for newly arrived migrants: the legal status, resource and neighbourhood arguments. This frame of analysis makes it possible to interpret and understand the surprisingly strong differences in settlement policies between the three countries. We argue that our theoretical approach and analytical framework should be relevant for understanding national political discourses on settlement policy more generally. [ABSTRACT FROM AUTHOR]

In this article, we aim to identify the actors and unpack the discourses and administrative practices used to increase current mobilities of people (Jewish immigrants, investors, tourist visitors, and evicted residents) and explore their impact on the continuity of the settler-colonial regime in pre-1948 Palestinian urban spaces which became part of Israel. To render these dynamics visible, we explore the case of Acre - a pre-1948 Palestinian city located in the north-west of Israel which during the last three decades has been receiving about one hundred Jewish immigrant families annually. Our findings reveal a dramatic change in the attempts to judaise the city: Mobility policies through neoliberal means have not only been instrumental in continuing the processes of displacement and dispossession of the Palestinians in this so-called 'mixed city,' but have also recruited new actors and created new techniques and opportunities to accelerate the judaisation of the few Palestinian spaces left. Moreover, these new mobility policies normalise judaisation of the city, both academically and practically, through globally trendy paradigms and discourses. Reframing migration-led development processes in cities within a settler-colonialism approach enables us to break free from post-colonial analytical frameworks and re-centre the native-settler relations as well as the immigrants-settlers’ role in territorial control and displacement of the natives in the neoliberal era.

33. Southern and Central Africa, 1886–1910.
- Abstract
If diamonds had begun the transformation of southern Africa, the industrialisation which followed the discovery of vast seams of underground gold on the Witwatersrand in 1886, followed by the renewed assertion of British supremacy in the interior of southern Africa, greatly accelerated the forces making for change over the entire region, and set the pace for much of the twentieth century. In the 1880s the sub-continent was still composed of a cluster of independent African kingdoms and Afrikaner republics, British colonies and protectorates; the huge new German acquisition of South West Africa was still largely unconquered. By 1910, with the political unification of the South African colonies, British ambitions of creating a southern African confederation seemed well on the way to fulfilment, while, to the north, British imperial frontiers stopped short only at Katanga and Tanganyika. All over southern African the annexation of African polities meant the establishment of colonial states, with government departments and courts, alien soldiers and policemen. By 1910 railroad arteries, often built at enormous human cost, connected the coast with mining centres as far afield as Bwana Mkubwa and Elisabethville (Lubumbashi), opening up new markets and releasing new sources of labour. Boundaries had been drawn which were to last beyond the colonial period, and it was accepted by the colonial rulers that the Zambezi was to be the boundary between the ‘white south’ and the ‘tropical dependencies’ of east and central Africa, although British Central Africa uneasily straddled the divide. - Abstract
Abstract: Comprehensive sexual education (CSE) is defined by the United Nations Educational, Scientific, and Cultural Organization as “a curriculum-based process of teaching and learning about the cognitive, emotional, physical and social aspects of sexuality” (2018, p. 16). Given the social and cultural aspects of sexual education, my research posits that newcomer access to comprehensive sexual education could be crucial to settlement and inclusion processes in Canada. Thus, my research asks: where does immigration and settlement policy intersect with sexual education policy in Canada? How does newcomer and immigrant community access to sexual education impact immigration and settlement processes? To investigate the ways in which the policy areas of immigration and settlement and sexual education overlap, I examine how sexual education is delivered in Edmonton, Alberta, a city that has one of the most robust and multifaceted settlement frameworks in Canada. A key data source for this research includes interviews with settlement workers and others who administer social integration programming, to assess whether or not they think sexual education is integral to settlement and integration, what barriers might exist in providing these services, and relationships between organizations who work in these fields. Before engaging with interview findings, however, this thesis will first provide several contextual chapters. This includes discussion of how access to sexual education and sexual health for newcomers and immigrant communities are part of the landscapes of biopolitics and sexual citizenship in Canada, the multijurisdictional nature of immigration and settlement policy, the terrain of sexual education policy in Canada, and the capacity of comprehensive sexual education to engage in anti-racist approaches. This thesis establishes that sexual education does in fact overlap with immigration and settlement policy, as norms around sex and gender are woven into the immigration process. Although issues related to sexual education do arise in a settlement context, there are both structural and cultural barriers that hinder a more fulsome engagement with sexual education in the services and programs provided by settlement agencies. However, these barriers have been challenged by service providers with strategies that emphasize integrative and relational approaches to sexual education with clients, as well as framing sexual educational content around individual and family wellness. These strategies relate to approaches outlined by UNESCO for effective implementation of CSE, suggesting that settlement work can be conducive to CSE. This thesis also identifies key service gaps in the provision of settlement services at large, and thus sexual education in this context. The research also highlights service gaps from organizations invested in the implementation of CSE in serving newcomer and immigrant communities. The research culminates in recommendations to address these gaps and further areas of research to be pursued.

The article presents an examination of several different historiographical perspectives of the Jewish Holocaust. Contrasts are offered between Western and Slovak thematic methodologies of studying the Nazi war crimes of World War II. An overview of several frameworks for contextualization is provided, including discussion of the settlement policy of the Germans in Eastern Europe, the chain of command in implementing orders for the atrocities, and the economic and ideological driving forces behind the "final solution." Comments are also included noting ways in which Slovak historiography can benefit from new avenues of study through these perspectives.

Ils ont dû s’accommoder d’un territoire d’un accès souvent malaisé, au climat excessif, au relief abrupt et à forte activité sismique, ils ont dû compter avec les épidémies, les pirates et les famines. Cette toile de fond doit rester présente dans les esprits et elle explique la longue stagnation des effectifs démographiques. Néanmoins, en administrateurs pointilleux les fonctionnaires vénitiens nous ont laissé des recensements précis et fréquents et leurs ingénieurs cartographes ont dressé des cartes détaillées de l’île et des établissements humains. The travellers celebrated the strategic position of the island of Crete at the gateway to the eastern Mediterranean, and the wealth of its agricultural production. But for the Venetians the dream island was sometimes difficult. They had to cope with a territory of often difficult access, excessive climate, steep terrain and high seismic activity, they had to rely on epidemics, pirates and famines. This background must remain present in people's minds and explains the long stagnation of demographic numbers. Nevertheless, as punctilious administrators, Venetian officials have left us accurate and frequent censuses and their mapping engineers have drawn up detailed and quite useful maps of the island and human settlements. Οι ταξιδιώτες επαίνεσαν την στρατηγική θέση της Κρήτης στις πύλες της Ανατολικής Μεσογείου και τον πλούτο της αγροτικής παραγωγής της. Αλλά για τους Βενετούς, το νησί των ονείρων ήταν πολλές φορές δύσκολο. Έπρεπε να ζουν σε μια περιοχή με δύσκολη πρόσβαση, υπερβολικό κλίμα, απότομο έδαφος και υψηλή σεισμική δραστηριότητα, έπρεπε να μετράνε με τις επιδημίες, τους πειρατές και τους λιμούς. Osmanlı Devleti, on sekizinci yüzyıldan itibaren askeri, siyasi ve iktisadi gücünü yitirmeye başlamıştır. Bu dönemde ortaya çıkan milliyetçilik akımı, Balkan coğrafyasında kısa sürede etkisini göstererek Balkan devletlerinin bir bir çözülmeye başlamasına neden olmuştur. Bu bakımdan, on sekizinci yüzyıldan yirminci yüzyıla kadar olan iki yüz yıllık sürede Balkan tarihi, dünya tarihinde ayrı bir konuma sahip olmuştur. Özellikle 1912-1913 tarihleri arasında cereyan eden Balkan Harbi sonunda Osmanlı Devleti tarihinin en ağır yenilgisine uğrayarak, sınırlarını Adriyatik kıyılarından Meriç Nehri'ne kadar çekmek zorunda kalmıştır. Böylelikle Osmanlı Devleti, Rumeli topraklarını kaybetmeye başlamıştır. Devamında ise milliyetçilik ve emperyalizm karşısında Osmanlı Devleti'nin mağlubiyeti toprak kaybıyla sınırlı kalmamış, bu süre zarfında yaşanan savaş ve mezalimler yüzbinlerce muhacirin Anadolu'ya yönelik yüksek oranda kitlesel göç hareketlerini de beraberinde getirmiştir. Bunun sonucunda ise muhacirlere yönelik iskân konusu gerek Osmanlı Devleti gerekse Türkiye Cumhuriyeti için en önemli sorunlardan birisi haline gelmiştir. Bu kapsamda araştırmaya, Bulgaristan'dan Türkiye'ye farklı dönemlerde göç etmiş olan toplulukların yerleştikleri şehirlerden birisi olan Konya ili ve belirlenen dört köy kapsamındaki muhacirler ele alınmıştır. Çalışmanın problemi ve kurgusu bağlamında, gerekli literatür taranmış, derinlemesine mülakat ve odak grup görüşmeleri tekniğiyle göç süreci ve sonrası anlaşılmaya çalışılmıştır. Yapılan alan çalışması kapsamında; muhacirlerin kültür algısı, aidiyet oluşumları, ekonomik ve sosyal özellikleri ve yerli halk ile ilişkileri üzerine tespitler yapılmıştır. Kapsamlı bir literatür taraması ve alan çalışmaları sonucunda, Konya ili ve köylerinde yaşayan Bulgaristan muhacirleri, diğer göçmen topluluklardan farklı olarak, kültürel ve sosyal bütünleşme bağlamında bağdaşmış, ancak aidiyet noktasında kendilerini hala muhacir olarak gördükleri tespit edilmiştir., The Ottoman Empire began to lose its military, political and economic power from the eighteenth century. The nationalist movement that emerged in this period caused the Balkan states to begin to dissolve in a short time in the Balkans. In this respect, the Balkan history has a distinct position in the history of the world in the two hundred years from the eighteenth century to the twentieth century. At the end of the Balkan War, which took place between 1912-1913, the Ottoman Empire had to suffer the most severe defeat in its history and to pull its borders from the Adriatic coast to the Meriç River. Thus, the Ottoman Empire, began to lose the territory of Rumeli. On the other hand, the defeat of the Ottoman Empire against nationalism and imperialism was not limited to the loss of land, during which war and atrocities brought hundreds of thousands of immigrants with a high rate of mass migration towards Anatolia. As a result of the Settlement should subject the Ottoman Empire towards refugees has become one of the most important issues for both the Republic of Turkey. In this context, in research, in different periods from Bulgaria to Turkey one of the cities where they settle in the community who have migrated within the scope of Konya and refugees identified four villages were discussed. In the context of the problem and editing of the study, the necessary literature has been reviewed, in-depth interviews and focus group interviews were tried to be understood through the migration process and after. Within the scope of the field study; The perceptions of the immigrants on their culture, their belonging, their economic and social characteristics and their relations with the indigenous people were determined. As a result of a comprehensive literature review and field studies, the Bulgarian immigrants living in the province of Konya and their villages were found to be different in terms of cultural and social integration, but not to other immigrant communities.

Tez, uluslararası toplumun mültecilere karşı sorumlulukları ve göç ve iltica alanındaki Türk-AB politikaları bağlamında AB ve Türkiye tarafından belirtilen temel meseleleri ve problemleri ortaya koymaktadır. Bu çalışma, AB ve Türkiye'nin politikalarının Suriyeli mültecilere etkili çözümler sunmak için yeterli olup olmadığını değerlendirecektir. AB ve Türkiye arasındaki ilişki çok uzun bir geçmişe sahiptir. Bu ilişki zaman zaman olumlu ya da olumsuz olarak etkilenmiştir. Suriye mülteci krizi hem komşu devlet olarak Türkiye'yi hem de uluslararası bir aktör olarak AB'yi etkilemiştir. Bu bağlamda, Türkiye ve AB göç ve iltica politikalarını geliştirmiştir. Ayrıca, Türkiye ile AB arasındaki ilişki Suriye mülteci krizinden çarpıcı biçimde etkilenmiştir. Türkiye ile AB arasındaki ilişkide birçok sorun olsa da, Türkiye-AB ilişkileri her iki aktörün de Suriye mülteci krizini çözümlemek için çaba göstermelerinden ötürü devam etmiştir. This masters thesis aims to analyze the EU's and Turkey's policy responses to the Syrian Refugee Crisis. The thesis introduces the main issues and problems indicated by the EU and Turkey within the context of the responsibilities of international society towards the refugees and Turkish-EU policy responses in the field of migration and asylum. This study will evaluate whether the EU's and Turkey's policies are adequate to bring effective solutions for Syrian refugees or not. The relationship between Turkey and the EU has an extremely long history. It has been affected positively or negatively at times. Syrian refugee crisis affected both Turkey, as a neighboring state and the EU as an international actor. In this regard, Turkey and the EU developed their migration and asylum policy. Moreover, the relationship between Turkey and the EU has been dramatically affected by Syrian refugee crisis. Even though there are many problems in the relationship between Turkey and the EU, Turkey-EU relations continued as both actors sought to deal with the Syrian refugee crisis. 138

Im Fokus der Studie steht die Frage, wie der israelisch-palästinensische Konflikt angesichts des Scheiterns von Friedensverhandlungen und der anhaltenden Besatzung des Westjordanlands Interessenlagen, Narrative und Spielräume unterschiedlicher Akteure prägt und verändert. Mit Blick auf den israelischen Diskurs, den der erste Beitrag beleuchtet, wird gezeigt, wie das Ausbleiben einer Konfliktlösung zu einer paradoxen Situation führt, in der sich Mehrheiten sowohl für eine Zweistaatenlösung als auch gegen einen palästinensischen Staat finden. Dies übersetzt sich politisch in eine zunehmende Paralyse in Bezug auf mögliche Friedensverhandlungen. Der zweite Beitrag analysiert den Umgang der palästinensischen Führungen in Ramallah und Gaza-Stadt mit der israelischen Besatzungsmacht, der sich in einem Spannungsfeld von Verhandlungen, Widerstandsrhetorik und direkter oder indirekter Kooperation bewegt. Es wird erläutert, wie die Führungen wider Willen zu Erfüllungsgehilfen der Besatzungsmacht wurden. Der dritte Beitrag zeigt auf, dass es bei dem Engagement der EU eine Diskrepanz zwischen gesetzten Zielen (Zweistaatenlösung, palästinensische Entwicklung) und erreichten Ergebnissen gibt. Er schlägt konkrete Maßnahmen vor, wie dieser Diskrepanz beizukommen ist. Der vierte Beitrag befasst sich mit der humanitären Organisation UNRWA, die unter den Bedingungen der Besatzung operiert und gegen ihren Willen Partei in der Auseinandersetzung zwischen Israelis und Palästinensern wird. Der letzte Beitrag befasst sich mit der Israel-Lobby in den USA. Er zeigt, dass die Ansichten darüber, ob die Besatzung des Westjordanlands im Interesse Israels ist, unter amerikanischen Juden zunehmend kontrovers ist und zu Spaltungen innerhalb der Lobby führt. Bei den Leitbildern der Raumentwicklung handelt es sich um eine gemeinsame Entwicklungsstrategie für die deutschen Städte und Regionen. Sie werden gemäß Raumordnungsgesetz von den Raumordnungsministern von Bund und Ländern erarbeitet und bilden eine wichtige Grundlage für das gemeinsame Handeln der Raumordnung von Bund und Ländern. Die informellen Leitbilder stellen ein übergeordnetes Konzept für die raumbezogenen politischen Ziele, die Festlegungen im Raumordnungsgesetz und in Raumordnungsplänen sowie für die konkreten Umsetzungsmaßnahmen dar. Sie ergänzen somit die gesetzlich festgelegten und verbindlichen Ziele und Grundsätze der Raumordnung und weisen die Aufgabenschwerpunkte der Raumordnung in den kommenden Jahren aus. Im Mittelpunkt der Beiträge auf der Jahrestagung des Jungen Forums 2014 stand die Bedeutung der veränderten aktuellen Rahmenbedingungen für die Raumentwicklung. Ausgangspunkt der Diskussion über Strategien, Handlungskonzepte und Umsetzungsprojekte war der Leitbildentwurf mit dem Stand 2013. In drei Arbeitsgruppen zu den Themen "Demografischer Wandel", "Energiewende und Klimawandel" sowie "Standortkonkurrenzen" präsentierten die Teilnehmerinnen und Teilnehmer laufende Forschungsvorhaben, Dissertationen und Projekte aus der Praxis von Kommunen oder Verbänden. In den fachlichen Diskussionen wurde deutlich, dass die Neuen Leitbilder eine wichtige Grundlage für die künftige Raumentwicklung darstellen. Trotzdem wurden auch Zielkonflikte gesehen, die planerische Herausforderungen für die Zukunft bringen werden., The guiding principles of spatial planning present a common development strategy for German cities and regions. In line with spatial planning legislation, they are drawn up by the German federation and states and create an important basis for joint spatial planning action by the federal and state authorities. The informal guiding principles represent an overall concept for spatially relevant policy goals, stipulations in spatial planning legislation and in spatial plans, and for concrete implementation measures. They thus supplement the statutory and binding goals and fundamental principles of spatial planning and indicate the core spatial planning tasks for the coming years. The papers of the annual meeting of the Junges Forum 2014 focused on the significance of changes to the general parameters for spatial development. The guiding principles drawn up in 2013 formed the starting point for discussion about strategies, concepts for action and implementation projects. Participants presented ongoing research, PhD theses and practical projects conducted in municipalities or associations in three working groups: 'Demographic Change', 'Energy Transition and Climate Change' and 'Locational Competition'. It was clear from discussion that the new guiding principles represent an important basis for future spatial development. Nonetheless, conflicting goals that will challenge planning in the future were also identified.

The image we have of refugees is one of displacement – from their homes, families and countries – and yet, refugee settlement is increasingly becoming an experience of living simultaneously in places both proximate and distant, as people navigate and transcend international borders in numerous and novel ways. At the same time, border regimes remain central in defining the possibilities and constraints of meaningful settlement. This book examines the implications of ‘belonging’ in numerous places as increased mobilities and digital access create new global connectedness in uneven and unexpected ways. Belonging and Transnational Refugee Settlement positions refugee settlement as an ongoing transnational experience and identifies the importance of multiple belongings through several case studies based on original research in Australia and New Zealand, as well as at sites in the US, Canada and the UK. Demonstrating the interplay between everyday and extraordinary experiences and broadening the dominant refugee discourses, this book critiques the notion that meaningful settlement necessarily occurs in ‘local’ places. The author focuses on the extraordinary events of trauma and disasters alongside the everyday lives of refugees undertaking settlement, to provide a conceptual framework that embraces and honours the complexities of working with the ‘trauma story’ and identifies approaches to see beyond it. Evrenos Gazi, Osmanlı Devleti'nin kuruluşunda rol oynamış ve Balkanlardaki birçok bölgenin Osmanlıların egemenliğine girmesini sağlamış önemli kişilerden biridir. Evrenos Gazi fetihle birlikte gelen zenginliğini fethettiği bölgeler için harcamış ve sayısız mimari eser inşa ettirmiştir. İpsala'dan başlayarak üs merkezleri ve önemli şehirler olan Gümülcine, Serez, Selanik ve Yenice-i Vardar'da vakıflar ve vakıflar bağlamında aş evleri, hamamlar, camiler, kaplıcalar, su yolları inşa ettirmiştir. Evrenos Gazi'nin bu faaliyetleri onun nesli boyunca da devam ettirilmiş ve Evrenosoğulları yüzyıllarca Balkan topraklarını imar ve iskana uğraşmışlardır. Fethettikleri bölgelerde Müslim ve gayri Müslim ayrımı yapmadan halkın hizmetine sayısız eser sunmuşlardır.Çalışma iki ana kısımdan oluşmaktadır. Ayrıca bu bölümde Osmanlı Devleti'nin Balkanlara geçişi ve Evrenos Gazi'nin fetih güzergahı ile fetihleri anlatılmıştır. Evrenos Gazi'nin Osmanlı sultanları gözünde anlatıldığı kısım ise onun siyasi ve mali gücünü içermektedir.Çalışmanın ikinci kısmında ise Evrenos Gazi'nin kurduğu vakıf sistemi ve Evrenosoğulları tarafından İpsala, Gümülcine, Serez, Yenice-i Vardar, Selanik ve diğer şehirlerde yaptırılan mimariler tanıtılmıştır. Evrenos Gazi spent his fortune thanks to conquests and built numerous architectural works. He had built soup kitchens, baths, mosques, hot springs and waterways tied to his vakıfs in the base centers as well as important cities such as Ipsala, Gumulcine, Serez, Selanik and Yenice-i Vardar. Evrenos Gazi's activities continued throughout his lifetime, and the Evrenosoğulları dealt with reconstruction and settlement of Balkan lands for centuries. They put countless architectural works into service of the Balkan people without exception for Muslims and non-Muslims,The study consists of two main parts. The first part contains the introduction of Evrenos Gazi, the frontiersman and ghaza movement. Then, the Gaza Argument is discussed in the context of the establishment of the Ottoman State. Furthermore, the transition of the Ottoman State to the Balkans and the conquest of Evrenos Ghazi are explained in this part. The other part of the study explains Evrenos Gazi's account in the eyes of the Ottoman sultans describing his political and financial power. In the second part of the study, the vakıfs established by Evrenos Gazi and the architectural works built by Evrenosoğullari in Ipsala, Gumulcine, Serez, Yenice-i Vardar, Selanik and other cities are identified. The study is limited to territories conquered by Evrenos Gazi. The study also benefits from the tables and photos taken by Heath W. Lowry. This study is not a kind of an architectural history. Anadolu coğrafyası Türk vatanı haline gelirken Türkiye Selçuklu Sultanlarının uyguladığı İskân Politikası'nın katkısının olup olmadığını belirlemek çalışmamızın problemini oluşturmuştur. Bu problem doğrultusunda Türkiye Selçuklu Sultanlarının uyguladığı iskân politikasının hangi nedenlerle ve nasıl uyguladığını tespit etmek çalışmamızın amacını oluşturmuştur. Araştırma sorularımızdan yola çıkılarak Türkiye Selçuklu Devleti'ni anlatan birinci el kaynaklar tespit edilmiştir. Tespit edilen birinci el kaynaklarda iskân politikasıyla ilgili olan bölümler alınmıştır. Birinci el kaynakların değerlendirilmesi yapıldıktan sonra makale, bildiri, tez gibi Türkiye Selçuklularıyla ilgili kaynaklar incelenerek çalışmanın yöntemi oluşturulmuştur. İskân politikasıyla ilgili ulaşılan ekonomik,sosyal,dini,askeri,siyasi bilgilerin yanı sıra iskân edilen topluluklar, Bizans Devleti'nin durumu, Büyük Selçuklu Devleti'nin Anadolu topraklarına gelmesinin nedenleri de çalışma sırasında ortaya çıkan bulgular olmuştur. Göç kavramı insanlık tarihi kadar eski bir olgudur. İnsanlık tarihinin her döneminde çeşitli nedenlerle göç etme gereksinimi duyulmuştur. Anadolu toprakları ilk çağlardan itibaren verimli topraklar ve zengin su kaynaklarına sahip olması, geçiş yolları üzerinde olması sebepleri ile her dönemde göçlere ev sahipliği yapmıştır. Küreselleşmenin ortaya çıkması ile beraberde uluslararası alanda göç hareketleri hız kazanmıştır. Çalışmanın temel amacı Türkiye'nin göç politikalarını tarihsel akış içerisinde ele alarak Suriyelilerin yerleştirilmesi sürecinde izlenen politikaların incelenmesidir. Çalışmada öncelikle göç olgusunun kavramsal çerçevesi çizilmiş, Türkiye'de yürütülen göç politikalarının tarihsel seyri incelenmiştir. Ardından güncel bir konu olan Suriyelilerin göçüne ilişkin temel düzenlemeler ele alınmış ve son bölümde Suriyelilerin yerleştirilme tipolojilerine yer verilmiştir. Suriyelilerin entegrasyonuna önem verilmesi gerekliliği ve toplumsal kabul seviyesinin yükseltilmesi için yapılması gerekenler üzerinde durulmuştur. The concept of migration is as old as human history. In every period of human history, it is necessary to migrate due to various reasons. The Anatolian lands have been home to immigrants in every period because of the fact that they have fertile lands and rich water resources from the first ages and they are on transit routes. With the emergence of globalization, immigration movements in the international arena have gained momentum. Since Turkey's immigration policy during the Tanzimat period examined in the study of historical processes of migration and Syrian reviled place to place. The main objective of the study is to examine Turkey's immigration policies by addressing the Syrians to be placed in historical perspective in the policy process. The conceptual framework of the study were drawn primarily migration, the historical trend of migration policies carried out in Turkey were examined. Then, the basic regulations on the migration of the Syrians, which is a current topic, were discussed and in the last part, placement typologies of the Syrians were included. The necessity of attaching importance to the integration of the Syrians and the necessity to raise the level of social acceptance are emphasized. Bu çalışmada, imparatorluktan ulus-devlet düzenine geçerek bir değişim ve dönüşüm sürecine giren Cumhuriyet Türkiyesi'nin erken döneminde uyguladığı iskân politikası sosyal, ekonomik, siyasal ve kültürel açılardan değerlendirilecektir. Erken Cumhuriyet döneminde uygulanan geçici politikalardan edinilen tecrübelerle hazırlanan ve günümüzde bile temel alınan 2510 sayılı İskân Kanunu'nun, ulusal ve uluslararası boyutuyla kanun öncesi dönemi ve tek partili dönemi kapsayan süreç içindeki yeri incelenecektir. Migration is a concept that is founded on wars, exiles, hunger, unemployment and financial difficulties and most basically security concerns. When evaluated alongside with its political and economic impacts, migration comprises various cause-effect relations. Migration policy and migration management accompany the phenomenon of settlement. This study analyzes the settlement policy implemented at the early-stage of the Republic of Turkey which went into a change and transformation process from Empire to the nation-state system. The settlement law no 2510 which was prepared on the basis of the experience acquired from the temporary policies implemented during the early Republic period and has its validity even today, will be analyzed regarding its national and international dimension, the pre-law period and its place in the process of one-party period. 132

Roma İmparatorluğu genişleyen sınırlarıyla birlikte barbar toplumlarla sınır komşusu durumuna gelmişti. Başlangıçta barbar kavimlerinin imparatorluk sınırlarından geçişlerine askeri ve özellikle tarımsal ekonomideki ihtiyacından dolayı göz yumulmuştur. Ancak kavimler göçüyle birlikte Hunların önünden kaçan Germen topluluklarının geçiş için oluşturduğu baskı İmparatorlukta tartışmalara neden olmuş ancak askeri ve tarımsal insan kaynağı açığı imparatorluk bürokrasisinin baskın gelmesiyle büyük Germen kitlelerinin foedarity olarak kabulünü sağlamıştır. Kendi liderleri öncülüğünde hareket etme imkânı tanınan Germen topluluklar başta askeri olmak üzere imparatorluğun bütün önemli bürokrasisinde hızla güçlenerek yükselmişlerdir. Bu yükseliş Roma yönetiminin ele geçirilmesine devam etmiştir. Roma İmparatorluğu'nun sahip olduğu çok geniş sınırlar ve devasa güç bundan sonraki dönemlerde de başka kavimlerin iştahını kabartmış, Avarlar, Slavlar, Bulgarlar İmparatorluğu sürekli tehdit ve baskı altında tutmuştur. Doğu sınırlarındaki durum da çok farklı olmamış, Sasani ve Arap baskı ve tehdidi imparatorluğu çok zor duruma sokmuştur.İmparatorluğun maruz kaldığı istila ve tehditlerin amacı farklı olabilmiştir. Zira Avarlar ile birlikte hareket eden Slavlar yağma ve ganimet elde etme niyetinden çok yerleşmek amacıyla işgallerde bulunmuşlardır. İmparatorluğun genel stratejisinde tehdidin en büyüğü doğudan algılandığı için Balkanların biraz daha esnek bırakılmasına yol açmış, bu durumu iyi değerlendiren Slav toplulukları da imparatorluk topraklarına yerleşmişlerdir. Doğu'nun en büyük tehdit unsuru olan Sasanilerin bertaraf edilmesi Bizans'ı rahatlatmamış, arkasından gelen Arap İslam akınları, onu çok uzun sürecek yeni sorunların içine sokmuştur.Bizans'ın iskân yapısını ve politikasını sadece siyasi olaylar şekillendirmemiştir. Sosyal ve iktisadi olaylar da bunda oldukça etkili olmuştur. Zira tarihin en büyük iç isyanlarından biri olan Nika İsyanı, İmparatorluğun nüfusunun tükenmesinde etkili olan bir örnek olarak gösterilebilir. Yine dini ve mezhep farklılıkları ve mücadelesi de Bizans'ın nüfus hareketi üzerinde etkili olmuştur. Ayrıca 541'deki büyük Veba salgını ve Constantinopolis büyük depremleri, doğal afetlerin imparatorluğun nüfus gücü ve iktisadi yapısında oluşturduğu tahribatların örnekleridir. The Germen communities, which were allowed to act on led by their own leaders, rose rapidly in all major bureaucracies of the empire, especially in the military. This rise has been reached until the Roman government seized by them. Roman Empire's vast borders and enormous power in the following periods also raised the appetite of other tribes, like Avars, Slavs, and Bulgarians that constantly threatened and oppressed the Empire. The situation in the eastern borders has not been so different, Sasani and Arab repression and threats have put into the empire in a difficult position. The invasion and threats that the Empire was exposed to could have been different. Because, the Slavs who acted with Avars have occupied themselves in order to settle rather than to ransack and to pillage. In the general strategy of the Empire, because of the greatest danger of the threat was perceived from the East and leaving the Balkans to be somewhat more flexible, the Slavic communities who took advantage of this situation also settled in the empire lands. The dismissal of the Sasanids, the greatest threat to the East, has not relieved Byzantium, and the subsequent Arab Islamic raids have brought it into new challenges that will last very long.Not only political events have shaped Byzantine settlement and politics. Social and economic events have also been quite effective on settlement. Likewise, the Nika rebellion, one of the greatest internal revolts in history, can be seen as an example of the depletion of the population of the empire. The religious and sectarian differences and struggle also influenced the Byzantine population movement. In addition, the great plague epidemic in 541 and the great earthquakes in Constantinople are examples of the destruction of natural disasters in the empire's population power and economic structure. The Byzantine Empire maintained the necessary policies to keep the population strength at substantial level in normal and extraordinary situations. Undoubtedly, in these policies he sustained, he could sometimes fail and face the negative consequences. This situation has become inevitable somewhere. Because it is a politics with a great deal of risk and difficulty to employ and place different communities within their own society and state. 133

- Abstract
Israel nimmt seit jeher für sich in Anspruch, die einzige Demokratie im Nahen Osten zu sein. Allerdings dominieren in der aktuellen Regierungskoalition aus rechten, ultra-orthodoxen und nationalreligiösen Parteien Kräfte, die illiberale Positionen vertreten und die jüdische Dominanz im gesamten "Eretz Israel" (also in Israel und den besetzten palästinensischen Gebieten) akzentuieren wollen. Demgemäß bemüht sich die Regierung erstens, die jüdischen Elemente im Selbstverständnis Israels noch stärker zu gewichten als bislang. Zweitens treibt sie die Siedlungspolitik in den besetzten Gebieten und deren De-facto-Annexion voran. Drittens engt sie die Spielräume für Israels Zivilgesellschaft und Opposition zunehmend ein. Deutschland und die EU sollten gegenüber Israel auf die Durchsetzung internationalen Rechts, eine Verbesserung der Menschenrechtslage und die Bewahrung von Handlungsräumen für die Zivilgesellschaft hinwirken. Dabei sollte die Achtung menschen- und völkerrechtlich verbriefter Rechte einer Konfliktregelung nicht länger nachgeordnet werden. (Autorenreferat)
