This paper analyses the repercussions that the war in Ukraine since 2022 has had on the European Union (EU) policy of economic globalisation. The Union's comprehensive response to the conflict is examined from different angles, taking in energy insecurity, economic shocks, geopolitical shifts, humanitarian challenges and technological vulnerabilities. In this context, the EU's adaptive resilience is evident on several fronts, such as the integration of its economic policies with security (particularly in critical sectors), its role in the European security architecture and its commitment to incorporating Ukraine into the West. The study expands to include the flexible management of mass migration, tech vulnerabilities, energy resilience, economic stability, geopolitical alliances, humanitarian response action and technological reinforcement. It has been seven decades since the six founding member states of what would become the European Union (EU) sought to integrate their armies into a common defence force through the European Defence Community. Today, while ever more European decision makers allude to the need to create such a force, it remains a distant prospect. What is it that is really hampering progress towards a common European defence model based on a shared army? What is the position of the main EU actors - society, political parties and institutions - on the subject? Using a variety of methodological approaches, this paper seeks to provide empirical evidence of the social, political party and institutional complexities hindering its realisation. Although the EU is not currently working on the creation of a common, single army, events such as the invasion of Ukraine could put it on the political agenda, and neither society, nor the elites, nor the major parties would be opposed. 11. Terapia hormonal en la menopausia vía transdérmica: un asunto de eficacia y seguridad. Artículo de revisión

Introducción: los síntomas vasomotores (SVM) asociados a la menopausia suelen disminuir la calidad de vida de las mujeres, al generar un elocuente malestar. La terapia hormonal de la menopausia (THM) es el estándar en el tratamiento de los síntomas de la menopausia, siendo el único tratamiento que ha demostrado ser eficaz para los SVM. Objetivo: describir la eficacia y seguridad de la terapia hormonal de la menopausia vía transdérmica (THM TD) para aliviar los síntomas de la menopausia. Materiales y métodos: se hizo una revisión sistemática de la literatura en diferentes bases de datos electrónicas (CINAHL Plus, EMBASE, Scopus, Lilacs, Medline, Pubmed, entre otras), a través de términos de búsqueda estandarizados. Los desenlaces evaluados incluyeron los estudios donde se publicó cualquier tratamiento o intervención con la THM TD en mujeres tratadas por síntomas de la menopausia, porcentajes de alivio de los síntomas climatéricos y proporción de eventos adversos asociados. Resultados: se incluyeron 45 publicaciones, y convienen en aconsejar el tratamiento con la THM TD, en vista de un alivio de los síntomas climatéricos cerca del 90%, asimismo de ser más segura y potencialmente más eficaz que la terapia oral; con resultados normales en la evaluación mamográfica, y sin eventos adversos relacionados después de 5 años de seguimiento. Conclusiones: la terapia hormonal en la menopausia vía transdérmica es segura y eficaz para aliviar los síntomas de la menopausia. Al evitarse el metabolismo hepático, alcanza mejores beneficios clínicos, a la vez que minimiza la exposición de eventos adversos. Las publicaciones revisadas demuestran que la vía transdérmica es la mejor forma de tratar los síntomas de la menopausia.

Este ensayo abordó la grave problemática de violencia que enfrentaron las mujeres periodistas y defensoras de derechos humanos en México durante el periodo comprendido entre 2020 y 2023. El argumento central sostuvo que la alta incidencia de agresiones, tentativas de homicidio y feminicidios está relacionado con la impunidad y la falta de protección por las autoridades, lo que pone en riesgo su derecho a ejercer la libertad de expresión. Se derivaron tres premisas: la imperante necesidad de visibilizar la impunidad generalizada que atenta hacia un de los principios básicos de la democracia; el incremento progresivo en la vulnerabilidad a sufrir agresiones y ataques violentos debido a la falta de protección efectiva por parte de las autoridades y; por último, la vulneración de la libertad de expresión de estas mujeres, la cual no sólo menoscabó su capacidad para contribuir al debate público, sino que también puso en riesgo su propia vida. El aporte de este trabajo radicó en analizar la intersección entre la violencia de género y la libertad de expresión, vulnerando uno de los principios básicos de la democracia. Un aporte crucial para abordar la violencia contra las mujeres y avanzar hacia sociedades más justas e inclusivas.

14. Between cyber retaliation and escalation: Explaining the variations in state compliance with the principle of proportionality.

I examine how the proportionality principle shapes state responses to a cyberattack. I do so by investigating variation in the effects of the principle of proportionality on the state response. The variation accounts for four types of state response. First, if states respond to a first strike in a proportionate manner, they are in compliance with the principle, and attackers are likely to take it as an indication of willingness to honor the principle. Second, states may react to attackers with an excessive response in violation of the principle, which would force attackers to react as or more harshly. Third, states may accidentally make a proportionate response when they in fact seek to impose excessive harm on attackers. Background: The study has two main aims: (1) to analyze and validate the factor structure of the Fear of COVID-19, Workplace health and safety training, and Behavioral Safety Compliance scales (Study 1) in frontline Spanish COVID-19 workers from different sectors (food sector, hospitals, and death care services); and (2) to analyze and validate the factor structure of a reduced version of these scales (Study 2) in Spanish workers in the healthcare sector. Method: Analyses carried out using R 1.4.2. allowed us to validate the factor structure of the scales in the two studies. The sample consisted of 361 participants in study 1; and 708 participants in study 2. Results: The results indicate that the instruments offer adequate evidence of reliability and validity. Conclusions: The questionnaire (especially the short version) can be used by employees who were in frontline of COVID-19 in a reliable and valid way in the post-COVID-19 period, and even to prevent potential similar events that might threaten professionals' physical and mental health in the future. In a situation of advance and consolidation of the ultra-right in Latin America, in which security claims and government interventions in the name of the "combat against insecurity" have been one of its most dynamic vectors, this work is aimed at exploring the contours of another approach to the question of crimes and punishments. During the seventies, in the heat of dictatorships and exiles, a critical, combative, partisan criminological model was forged in Argentina. This other model is tributary of a strategic assembly between the "Foucault effect" in Argentina and Latin American critical criminology. Specifically, the traces of this process are covered through three strong ideas: 1) the "Foucault effect" in Argentina and critical criminology are the ties of a certain critical attitude; 2) that history is realized in a topological structure: it unfolds in the ups and downs experienced by intellectuals here in the dictatorship and there in forced exile; 3) these imports, readings and uses of Foucault overflow and dislocate Foucauldian analysis itself. The imperatives of economic diversification mean that Saudi Arabia and the United Arab Emirates (UAE) are scrambling to secure international markets and investments amid a series of domestic changes taking place, including centralized decision making, the marginalization of other traditional modes of governance, and rising nationalism. While there is some evidence of formal security‐related cooperation in the Gulf Cooperation Council as well as an informal security alliance operationalized by Saudi Arabia and the UAE at the onset of the Arab uprisings, these two states have gone on to pursue competing economic policies. This article assesses the economic and political interactions of Saudi Arabia and the UAE, arguing that contrary to Rosecrance's concept of "virtual states" with an emphasis on services, expertise, and creativity, connected to visions strategies in these cases, their primary power remains rooted in territorial aspects. It also finds that there are other factors such as leadership style, political and economic role conceptions, the regional and international balance of power, threat perception, and alliance formation that will continue to determine the shape and form of their cooperation or competition. Desde 2010, el Estado chileno diseñó diversas estrategias con el fin de contener los flujos irregularizados e intentar sellar las fronteras del norte de Chile con normas y acciones de control fronterizo sobre perfiles de personas consideradas de “riesgo”, así como con el reforzamiento del control fronterizo bajo el supuesto de proteger a los migrantes más vulnerables. Este artículo analiza la reorganización del control fronterizo en Chile y sus efectos en la producción de irregularidad migratoria a partir del análisis de reportes nacionales oficiales sobre los rechazos en frontera y datos de expulsiones de extranjeros e ingresos por pasos no habilitados hasta 2022. Se concluye que, más allá de la narrativa estatal sobre el combate al crimen organizado y su versión humanitaria de la movilidad, se habilitaron estrategias selectivas de contención de flujos que reorganizaron el control fronterizo con acento securitario lo que aumentó la irregularidad migratoria y criminalizó las movilidades transnacionales.

Algunas aplicaciones móviles se pueden utilizar para ataques a teléfonos móviles. Estos programas maliciosos pueden robar la información personal, como contraseñas e información financiera, o instalar malware en su dispositivo. Los ataques se pueden llevar a cabo mediante la descarga de software fraudulento, mensajes de texto y correos electrónicos con enlaces maliciosos y comprometiendo el sistema operativo. Los usuarios deben tener cuidado al descargar aplicaciones de fuentes desconocidas, mantener sus dispositivos actualizados y utilizar medidas de seguridad como instalar aplicaciones desde las apps stores oficiales o proveedores confiables, revisar y ajustar los permisos de las aplicaciones para proteger sus dispositivos de amenazas. Estudios sobre ciberseguridad indican que, si bien el número de intrusiones a teléfonos móviles han aumentado, inversamente dichos ataques se han sofisticado y su capacidad destructiva o de afectación se ha incrementado. El texto aborda el proceso de militarización del Estado en México y la asistencia militar de Estados Unidos. Se presentan los principales debates sobre el concepto de militarización y su uso en investigaciones que abordan el caso mexicano. Posteriormente se analiza con datos cuantitativos y cualitativos la asistencia militar estadounidense retomando el concepto de imperialismo. Por último, se propone una periodización de la asistencia militar que va en paralelo al proceso de militarización. El argumento que guía la investigación es que sobre México se esgrimieron las necesidades imperialistas de EE.UU. en su reposicionamiento hegemónico y, para ello, fue necesario establecer la militarización del Estado como parte de los objetivos estratégicos de seguridad nacional enmarcado en el Tratado de Libre Comercio de América del Norte, la ASPAN y la Iniciativa Mérida.

Introducción y objetivo: La intervención coronaria percutánea (ICP) se ha vuelto la técnica de revascularización coronaria más utilizada, esto ha llevado a explorar la seguridad de su realización de forma ambulatoria con éxito y una gran disminución de costos en pacientes altamente seleccionados. Por lo que esta investigación busca comparar la seguridad y satisfacción de la ICP ambulatoria en pacientes con criterios de selección extendidos, como >70 años y/o cuya indicación para el procedimiento sea: angina inestable o infarto agudo sin elevación del segmento ST (NSTEMI). Material y métodos: Se realizó un estudio retrospectivo, unicéntrico. La población fueron los pacientes sometidos a ICP en Santiago, República Dominicana entre enero y diciembre de 2022. En la muestra final se incluyeron setenta pacientes. Fueron dados de alta en menos de 24 horas después del procedimiento y fueron llamados a las 24-48 horas y 7-14 días. Para el análisis estadístico, los pacientes fueron divididos en tres grupos: pacientes sin criterios extendidos, pacientes >70 años y pacientes con criterios extendidos por motivo de intervención, se analizó la satisfacción, la necesidad de ingreso hospitalarios y complicaciones. Resultados: El 87.1% de los pacientes >70 años se realizó el procedimiento por angina inestable, siendo este el motivo más común. El 98.9% no reportó alteraciones en el examen de la punción arterial, el hematoma en sitio de punción arterial se presentó en 1.67% de los pacientes con criterios extendidos por indicación. La mayoría de los pacientes estaban asintomáticos al seguimiento de 24-48 horas y 7-14 días después de la angioplastia. Conclusión: La angioplastia coronaria percutánea ambulatoria es aparentemente segura, tanto en pacientes menores como mayores de 70 años, así como en aquellos con angina inestable o NSTEMI como indicación para el procedimiento, a pesar de este aumento en la complejidad de los pacientes, la tasa de complicaciones periprocedimiento se ha mantenido constante.

Este artículo analiza la relación existente entre medidas de pobreza y la robustez de la red eléctrica colombiana, en el contexto de la seguridad. Para hacerlo, se construyó un tablero de indicadores que permitió triangular la metodología de los índices multidimensionales de pobreza con los modelos de redes. Como conclusión, se encontró una gran fragilidad de la red eléctrica, representada por el bajo número de nodos asociados a los departamentos de Colombia. La robustez de la red nacional es de 0,0816, un valor bajo comparado con los valores típicos de redes no optimizadas. Se encontró también una relación inversa entre la tasa de homicidios y las medidas de pobreza, incluida la pobreza energética. Asimismo, se halló una correlación alta (0,94) entre la pobreza multidimensional y la pobreza energética en Colombia.

Este artículo analiza la interacción entre las relaciones civiles-militares y la economía de defensa en el Perú mediante un enfoque comprensivo que incluye una revisión documental y teórica, y consultas a expertos del Ejército del Perú. Se examina el Libro Blanco de la Defensa y datos presupuestarios, para comprender la gestión de recursos en el sector defensa. Asimismo, se revisan conceptos clave de la economía de defensa y las relaciones civiles-militares para comprender cómo confluyen en este contexto. A través del método Delphi, se recogen las perspectivas de expertos, identificando escenarios futuros basados en sectores estratégicos, el porcentaje del PIB destinado a la defensa, las amenazas reconocidas, la inversión presupuestaria y las alianzas estratégicas. Estos resultados ofrecen una visión estratégica y anticipada que contribuye tanto al conocimiento académico como a la práctica política en el ámbito de la defensa peruana.

Este enfoque resulta más efectivo para dar cuenta del desbordamiento de límites entre lo público y lo privado, así como de la dialéctica entre des-estatalización y re-estatalización de prácticas de gobernanza y seguridad. Asimismo, ofrece la posibilidad de analizar el papel de las emociones y los sentimientos ordinarios que resultan más efectivos que las ideologías a la hora de articular los objetos, agentes, principios e ideas de la seguridad, confiriéndoles así su carácter de dispositivo.

Esta investigación exploratoria cualitativa examina la percepción de autolegitimidad de los funcionarios de Carabineros de Chile, una institución policial nacional que opera en la región de La Araucanía, caracterizada por una alta conflictividad territorial de carácter indígena. Se entrevistaron 46 funcionarios de diversas funciones policiales utilizando dos técnicas de recolección de datos: grupos focales y entrevistas en profundidad. Los resultados demuestran la importancia de los ataques a la policía y de la percepción de falta de apoyo institucional en la percepción de autolegitimidad policial por parte de los funcionarios. Por otro lado, los funcionarios con una labor de mayor vinculación ciudadana perciben una mayor eficacia de su actuación y, por tanto, tienen una mayor autolegitimidad. La investigación concluye subrayando la necesidad de estudios adicionales sobre este tema aún por explorar en Latinoamérica, especialmente de tipo cuantitativo, para optimizar la gobernanza policial en zonas de conflicto.

22-year-old female who developed a single episode of apnea and desaturation approximately 10-12 hours after her ankle surgery, where she received a single dose of intrathecal morphine as an option for pain management. In many hospitals, there are no protocols that dictate the security measures for every patient receiving opioids or other analgesic infusions such as IV lidocaine or ketamine in hospital wards, which might jeopardize the safety of our patients with major or minor adverse events. Although the spread of acute pain clinics has been poor in recent years, the increase in diverse techniques for acute pain management continues to grow and is implemented without creating a safety net for those patients. The results of phase 2 of the Pain Out project showed that in our hospital, the use of opioids and infusions is an everyday routine. As anesthesiologists, we need to propose a safety protocol for delivering those patients to the wards that are under the supervision of non-anesthesiologists most of the time. [ABSTRACT FROM AUTHOR]

Furthermore, it offers recommendations for future research, including the need for high-quality randomized controlled trials to determine more precisely the potential of autogenic training in mental and physical health. El objetivo de este estudio fue determinar si la implementación de un programa de motivación reduce la tasa de accidentes de trabajo en la planta de panificación de una empresa manufacturera con sede en Lima. La investigación fue un estudio cuasiexperimental con diseño preprueba/posprueba con un solo grupo y una muestra de 117 trabajadores. Se utilizó un enfoque multimétodo para la recolección de datos, que incluyó datos estadísticos sobre accidentes de trabajo, observación directa en el campo de trabajo, registro y seguimiento de interacciones y un cuestionario de motivación. Los resultados de la investigación demostraron que la implementación del programa de motivación IPLEFOR, cuya duración fue de 21 meses, redujo la accidentabilidad en un 100%, lo que se tradujo en una mejora significativa del sistema de seguridad y salud ocupacional.

This paper describes the main socio-political events that took place in Uruguay in 2023, Luis Lacalle Pou's fourth year as president (supported by a rightist coalition). During the 2019 electoral campaign, many of Lacalle Pou's promises were not based on a programmatic shift but on better management (non-policy politics), particularly of economic and security policies. While macroeconomic indicators show moderate performance, security indicators have not improved substantially. Dormant during the pandemic, security became a very important issue in 2023, materialized in high homicide rates and violence linked to drug trafficking and gang conflict. Much like in other Latin American countries, security has become a protracted problem that no single administration can improve. Furthermore, in 2023 there were a series of political scandals, some of which were linked to organized crime and drug-trafficking. We posit that, jointly, these facts undermine the better management capacity rhetoric. This suggests that the current administration lost the advantage of non-policy politics, which could affect its electoral chances in 2024. [ABSTRACT FROM AUTHOR]

The purpose of this analysis is to identify areas with deficiencies and propose appropriate solutions.
