Property rate is widely considered as the most significant and stable revenue source for local governments. However, it is fraught with challenges. These include the lack of geo-data on rateable properties and the manual approach towards revenue collection and monitoring. A mixed method approach was adopted to gather and analyse data from 15 local government officials and 5000 properties using interview guides and semi-structured questionnaires to assess the property rate capacity of a local government. Geospatial technology was applied to property rate management of the local government as a possible alternative. The study revealed that the geospatial technology-based property rate management system has the potential to generate more than 1000% of the property rate generated. Extant studies on sustainable property management (SPM) are yet to be reported for shopping malls in developing countries. Shopping malls play a vital role in commercial activities in developing countries. This study investigates the strategies and the interaction of the drivers and barriers to SPM practice being adopted in the management of three randomly selected shopping malls in Lagos, Nigeria. The primary data utilized were elicited with the aid of a questionnaire served on 130 tenants of the three shopping malls. The obtained data were analyzed using statistical tools such as mean ranking, frequency distribution, exploratory factor analysis (EFA), confirmatory factor analysis (CFA) and mediation analysis. LED energy saving bulbs (90%) and green leasing (6.9%) are the most and least adopted features while using environmental cleaning procedures (83%) and adopting green leasing (36.4%) are the top and least SPM adopted strategy. Health and wellbeing of occupants (88.4%), cost savings (87%) and regulatory requirements (85%) were ranked the top three drivers while EFA grouped the factors into 2: direct and indirect. Financial and economic barrier (4.2/5) were top while cultural factors (3.97/5) were the least. The interactions of the latent barrier factors were exposed by the CFA and mediated regression models. In conclusion, this article explored SPM within shopping mall operations, presenting evidences that, while beneficial in reinforcing the relevance of sustainability in the real estate sector, ultimately contributes modestly to the broader academic discourse on the subject. Positive maintenance is a management approach that focuses on empowering employees and encouraging motivation, communication and cooperation to achieve better results. It is an essential tool in property management as it helps to create a well maintained and high-quality environment for residents. One of the different sectors that is begging for such approach is the property investment and is imperative for the overall development of any country. This study investigates positive management practices in relation to property management in Ozoro, Delta State, Nigeria. Questionnaires were designed and administered for the collection of primary data used in the study. The set of questionnaires was for the tenants and property managers. Data retrieved from 100 returned questionnaires out of the 120 shared questionnaires were analysed using Frequency distribution and mean weight score. Results show that both operational as well as maintenance/repairs were the most used practices in property management. Also, maintenance, tenant satisfaction, communication were the most significant factors influencing positive maintenance in relation to property management, while some of the challenges encountered include; lack of training and professionalism, poor record keeping, lack of comprehensive data. Public housing (PH) focuses on assisting low-income households with housing stability. However, the inefficiency of property management in PH gives rise to a range of challenges in both physical and internal operational management, leading to negative stigmatisation towards tenants living in PH. Various initiatives have been launched to address the inefficiencies of property management. This study categorised and elaborated these initiatives under three main categories: reconceptualisation, externalisation, and managerialisation. There is currently no systematic literature review that provides a comprehensive overview of the initiatives aimed at enhancing property management in PH on a global scale, despite the fact that an overwhelming number of initiatives have been proposed in various studies. Therefore, the present systematic literature review was conducted to provide a comprehensive understanding of the existing research and initiatives pertinent to PH property management. This thorough examination will not only inform the current state of property management practices but also provide valuable insights to guide future research endeavours and decision-making processes in this domain. The full-scale military invasion significantly affected the operation of the agricultural sector of the Ukrainian economy, in particular, the management of the assets of business entities. New challenges and threats have appeared related to the destruction of property, its occupation, theft, change in value or write-off. Accordingly, this requires adapting methodical approaches to accounting for the property of agricultural enterprises to the new economic conditions. The article's purpose is to reveal methodical approaches to the accounting of the property of agricultural enterprises, which will ensure the reliability, transparency, relevance and quality of accounting information in martial law conditions. Also, the research aims to identify key models of property accounting in the agricultural sector during the war. The authors analyze the existing legal framework aimed at regulating issues related to the control over property under martial law. Possible models of recognition/termination of accounting of property damaged due to hostilities, stolen or located in temporarily occupied territories, and which are aimed at ensuring proper accounting, control and management of property in martial law conditions, were identified. The key models of recognition and accounting of property (non-current assets, capital investments and stocks) are highlighted depending on the consequences of military actions, which demonstrate how various management decisions made by the management of the enterprise in martial law conditions affect the status of assets. Such models emphasize the importance of implementing a clear and transparent accounting policy that considers the impact of extraordinary circumstances on the enterprise's property and control over it. The accounting, tax and legal consequences of seizure and forced alienation of property under martial law were characterized. To strengthen property management and to solve the problem for emergency material transport under the sudden emergencies, the property management company redesigned an optimization method of rescue vehicle route choice with considering the transport time (timeliness of emergency logistics) and the time penalty cost (service satisfaction) for the residential communities it serves. The system is solved based on Genetic Algorithm. Also, the demand urgencies of each area were determined with improved Gray Relative Analysis (IGRA), while total demands of each point were calculated using combination of triangular fuzzy number theory and PERT (TFN-PERT). In addition, some parameters will be corrected to compare the running results before and after the optimization. Synchronously. And the objective function values, which were calculated with consideration of demand urgency and without considering it respectively, also are compared. The effectiveness and feasibility of this approach were verified. The result manifests that the model can contribute to both timeliness and service satisfaction. Regarding the calculation of urgency, which can lessen the blindness of dispatching and ensure the fairness of distribution to some extent. Research result combines with the specific process of transportation vehicles under the sudden emergencies. This study aims to discern and assign significance to the crucial inspection items preceding housing transfers, subsequently unveiling their prioritized sequence. Initiating with a literature review, a robust groundwork was laid for expert interviews, which subsequently defined eight distinct facets encompassing a total of 38 items pertinent to housing transfer inspections. Employing the Analytic Hierarchy Process (AHP), the results of an expert survey are analyzed, incorporating 27 valid responses. The outcomes of this research encompass the following: (1) the delineation of eight distinct facets, (2) the compilation of a comprehensive list comprising 38 items, (3) a short list of the top 15 items easier for inspectors to complete for a quick transfer, and (4) the establishment of a priority sequence for housing transfer inspection items. This study effectively resolves the predicament faced by practitioners concerning the selection of appropriate inspection items for housing transfers, and offers clarity regarding their relative significance. In order to accommodate the city’s growing population and land shortage, more vertical buildings are being built nowadays, and mixed-use buildings, as opposed to those with a specific purpose, like residences and businesses, are being developed. Due to the structure’s complexity, this building nonetheless presents several issues to property management. Property management companies must comprehend people’s current needs and wishes to keep up with satisfaction levels and service quality. As a result, this study aims to ascertain how well a building’s services are provided in relation to how satisfied its residents are. A total of 500 respondents were surveyed, and a partial least squares structural equation model (PLS-SEM) analysis was performed to determine the relationships between the variables. The empirical results of this study revealed that four out of the five independent variables, i.e. tangibles, reliability, assurance, and empathy, show a significant relationship with occupants’ satisfaction. The expanding role of property management services and the increasing share of multi-owned housing in many housing markets raises issues concerning the impact of such services on property value in this sector. The presented study investigated the potential impact of property management on the market value of dwellings in multi-owned housing developments. This impact was identified based on estimated implicit values of the extracted common property attributes dependent on property management services. An original research methodology tailored to the institutional arrangement in multi-owned housing developments was used, involving the estimation of hedonic regression models. Empirical research was conducted on representative samples of multi-owned housing developments in the housing market of the city of Olsztyn, Poland. The results showed that common property attributes such as building condition, building accessibility, cleanliness and orderliness, and land development significantly influenced dwelling prices and thus their market value. In extreme cases, the cumulative potential impact of property management services estimated on this basis can reach up to ca. 30% of the dwellings' value. These findings have far-reaching policy and practical implications for urban development policies, including the built environment, land use and local housing, as well as for housing market investors and developers, homeowners associations, dwelling owners and property managers. 25. Persistent Performance Differences in Lodging Properties.

Studies have documented the existence of persistent performance differences across business units and firms in many industries and countries. Unfortunately, little is known about the causes of these performance differentials. Using property-level data from the lodging industry, this study documents the existence of large and persistent performance differentials across lodging units. These differences exist after controlling for the resources utilized for the production of the service as well as market conditions and hotel property characteristics and are most persistent for the highest and the lowest performers. Similar to studies that analyzed performance differences in other industries, our analysis leaves a large portion of the variation in performance differences unexplained. However, we do find that a small portion of these performance differences is positively related to the hotel property's choice regarding chain size and hotel portfolio company scope, suggesting the possibility of benefits from scale economies and/or scope. Understanding how performance differences arise and persist requires a close look into less deterministic, quantifiable, and tangible factors such as managerial practices, decision-making processes, innovation, knowledge creation, the transfer of knowledge, the flow of information, compensation, and personnel policies, among others. In other words, there is much unexplained and yet to be discovered here, resulting in a ripe area for future research. Future research that links attributes of the industry's demand, management controls, or technology to factors driving productivity may help explain, and perhaps enhance, the industry's productivity growth. Approximately 100 million residents in Chinese cities inhabit former work-unit neighborhoods and municipal housing areas. Since the 1990s, the state has retreated from the direct provision of neighborhood services. However, as the alternative approach, commercialized property management has largely failed in these neighborhoods, leading to their gradual decline into "dilapidated neighborhoods." Consequently, the poor living conditions and inadequate services severely constrained the well-being of these residents. Recently, new governance experiments have emerged in dilapidated neighborhoods across Chinese cities, warranting significant attention and exploration. Drawing on fieldwork and interviews conducted from 2019 to 2023 in Xi'ma New Village, Wuhan City, this research investigates the evolving governance shaped by affordable property management. Our findings indicate that, first, when sponsoring dilapidated neighbourhoods for affordable property management, the state's rationale is to address the crisis and alleviate social tensions; second, state leadership is reinforced through a multi-scalar governance network surrounding property management; third, in this case, the process of how the state achieved the above goals through deploying and mobilizing market and society exemplifies "state entrepreneurialism" in Chinese cities. This study investigated the efficacy of hotel facilities’ management practices on employee performance. A descriptive research survey was applied, while the study area was Nairobi County. The sampling techniques applied were a census, stratified, purposive and simple random sampling which gave a sample size of 144 employees. Study results show that sufficient lighting to allow ease of working and moving around safely gave the highest mean value among maintenance management factors (3.95), while work surfaces and head-height beams yielded the highest mean (3.95) among hotel workplace design factors. Nonetheless, health and safety had the majority (40%) of respondents among the hotel facilities regulations and standards. Finally, hotel maintenance management gave the greatest contribution in the relationship between hotel facilities management practices and employee performance (Β = 0.572, t = 4.637, p < 0.001), while hotel workplace design gave the least contribution (B = −0.299, t = −2.576, p = 0.011). more...

They aimed to restore historic and traditional buildings which had become dilapidated slum housing in Stirling’s Top of the Town area. One of the first building conservation trusts, the TPT improved the living conditions of the city’s poor whilst conserving Stirling’s historic built environment. They were a forward-thinking organisation, employing and training women property managers, inspired by the work of Octavia Hill (1838-1912). Without proper attention, houses disassemble. In public housing, property management regimes are charged with performing the repairs and maintenance necessary to combat this entropic tendency. This article argues that such governance regimes can accelerate housing's disassembly, through rules that restrict housing interventions, bureaucratic technologies that misrecognize housing failure, and processes that defer and delay necessary fixwork. It analyzes Indigenous housing in the Northern Territory of Australia, in terms of three specific legal-bureaucratic instruments and the temporalizations they constitute: the lease and promise; the tender and repetition; the condition report and waiting. For a long time, abandoned land has become an important issue at the national level. Various efforts have been carried out to enable these lands to be cultivated and developed. This article aims to discuss suitable alternative approaches in managing abandoned land. It is analyzed by using the appropriate waqf approach in considering how to manage abandoned land. This study uses secondary data content analysis methods obtained from official documents and past studies. The findings of the study found that the focus was given to the factors and the government's efforts to deal with them. This explains that the effort to dismantle abandoned land is not an emphasis that needs to be noticed but the most important focus is how these abandoned lands can be managed well. There are many studies that have touched on the factors and reasons for the occurrence of abandoned agricultural land. However, studies that focus on solutions in managing abandoned agricultural land are still not carried out. Therefore, the focus on waqf methods in managing abandoned land has been detailed. The waqf approach is seen as rational in managing abandoned lands belonging to the Malays in particular. This is because waqf is not only a form of practice that focuses on religion, but it also emphasizes the economic development of the community. This study aims to discern and assign significance to the crucial inspection items preceding housing transfers, subsequently unveiling their prioritized sequence. Initiating with a literature review, a robust groundwork was laid for expert interviews, which subsequently defined eight distinct facets encompassing a total of 38 items pertinent to housing transfer inspections. Employing the Analytic Hierarchy Process (AHP), the results of an expert survey are analyzed, incorporating 27 valid responses. The outcomes of this research encompass the following: (1) the delineation of eight distinct facets, (2) the compilation of a comprehensive list comprising 38 items, (3) a short list of the top 15 items easier for inspectors to complete for a quick transfer, and (4) the establishment of a priority sequence for housing transfer inspection items. The existing building stock causes 40% of the total energy consumption in the European Union. The high energy consumption together with ageing buildings put strong pressure on renovation of buildings and lowering of CO2 emissions. The Directives on Energy Performance of Buildings (EPBD) and Energy Efficiency (EED) were established to urge and steer the activities in the EU member countries. There are about 90 000 housing companies in Finland. They consist of 1.7 million apartments and 2.7 million residents, which makes housing companies a significant energy consumer. Around 50% of the building stock in Finland was built between 1960s and 1980s. The average level of technical building systems is decent. Measures are still needed to tackle the increasing maintenance backlog and energy consumption objectives. Management of housing companies consists of the general meeting of apartment owners and a board elected by the general meeting. In addition, a vast majority of housing companies have a professional property manager whose role corresponds to CEO. The property manager's expertise plays an essential role in planning and execution of maintenance and energy efficiency. The role of the property manager calls for multidisciplinary competencies and continuous learning. The CARE - Resource efficient caretaking of residential buildings project implemented flexible courses and training for property managers to enhance their technical understanding of energy efficient renovations and retrofit of new energy solutions. The ecological behavior of property management enterprises is crucial to the performance of green buildings. The understanding of property management enterprises' ecological behavior, however, is rather limited. The purpose of this paper is to analyze the mechanism of the affecting factors upon the ecological behavior of property management enterprises. The qualitative analysis method was used to collect and identify the influencing factors, which were further classified as those of stimulus, status, scenario, and result. A theoretical model of the action mechanism of influencing factors and related hypotheses has been constructed based on the planned behavior theory. The proposed hypotheses have been empirically analyzed by the quantitative analysis of a questionnaire survey. The results indicate that there are significant differences in ecological behavior implementation under different status factors, while the impact of enterprise nature on property management ecological behavior is not significant. Regarding the stimulus factors, market pressure and government regulation are the main external incentive factors. The scenario factors could be resistant forces and moderate the implementation of ecological behavior. For the result factors, property management enterprises pay attention to whether the implementation of ecological behavior can produce direct benefits. The research investigated tenant understanding and preparedness to embrace renewable energy practice as an alternative to public power supply during an outage from the national grid. International standards of sustainable building occupation from Building Research Establishment Environmental Assessment Methods (BREEAM) and Leadership in Energy and Environmental Design (LEED) were adopted to form the parameters of the investigation. The study covered knowledge and utilization of the solar energy system amongst tenants and their readiness to embrace alternative energy systems as well as incentives from the management Company of Turaki Ali House to encourage sustainable occupation. A qualitative and quantitative technique was employed; the interview conducted covered two members of the tenants’ committee and a member of the staff from the management company who has been the desk officer responsible for the property for twenty years. Fifty-six questionnaires were distributed among tenants with forty-one questionnaires returned and used for the analysis. Results from the research revealed limited knowledge of the advantages of the solar energy system over generators; in addition, there was apprehension to embracing the solar system due to the higher initial costs of acquisition and substandard solar systems and components. Managers of the property are reported not have been performing their contractual obligation of the lease, thus justifying the use of individual generators by tenants despite the inherent dangers associated with the practice. The research concluded with a recommendation to raise awareness and encourage the use of sustainable energy sources by means of reviewing the content of tenancy agreements to ensure compliance with sustainable building occupation standards. more...
